The construction and operation of civil aviation airports has a centuries-old history. The individual stages and practices of its operation correspond to the stages of development of aircraft construction and society as a whole. The challenge of time for airport construction is to take into account the processes associated with the increase in the size of airports, their approach to built-up area, the rearrangement of internal infrastructure; integration of transport infrastructure of local, regional and world levels, creation of multimodal transportation systems, etc. According to the forecast of European Organisation for the Safety of Air Navigation (EUROCONTROL), urbanization of areas close to airports, despite the crisis in the aviation industry related to the COVID-19 pandemic, will remain a trend of development and management of territories in pandemic and post-pandemic time.

ENGLISH ABSTRACT: The demand in air travel is continuously increasing. In order to handle this increase in demand, airports need to physically expand or the management of the airports needs to improve. When the demand at OR Tambo International Airport gets too high, more passengers will need to travel to Lanseria International Airport, which will therefore need to be expanded. The study was done in collaboration with Virtual Consulting Engineers, who decided that the concept of Atlanta International Airport in Georgia, USA, which is ranked the busiest airport in the world, will be used in this expansion. The aim of the study was to minimise passenger walking distances and waiting times at Lanseria International Airport. This was done by comparing di erent airport apron layouts, using simulation, and improving the aircraft gate assignment, using the cross-entropy method. Four di erent designs of airport layouts, all based on that of Atlanta International Airport, were compared in the study. A model of each was developed using simulation. The performance measures used to compare the designs included 1) the average walking distance of arriving and departing passengers at the airport, 2) the average time spent at the airport by arriving and departing passengers, 3) the average distance travelled by aircraft at the airport, 4) the average time by which each aircraft is delayed and 5) the average number of aircraft present at the airport. The walking distance of arriving and departing passengers was largely a ected by the way in which ights were assigned to gates. The gates at the airport are of three di erent sizes: small, medium and large. Small aircraft can park at any of the gates, while medium aircraft can only park at medium or large gates and large aircraft can only park at large gates. Three rules for the ight-to-gate assignment process were developed. In the rst two rules an arriving ight was assigned to the available, suitable gate closest to the terminal building. The constraint that small aircraft cannot be assigned to medium or large gates if there are small gates available and that medium aircraft cannot be assigned to large gates if there are medium gates available, was used in Rule 1 and not in Rule 2. In the third rule, metaheuristic optimisation was used to determine a ight-to-gate assignment schedule with the objective of minimising the passenger walking distances. This metaheuristic optimisation was performed in real-time and was thus repeated every time a delay occurred at the airport. The background of airports, simulation, metaheuristics and relevant case studies were investigated in the literature review. The simulation and metaheuristic optimisation models were then developed. The results identi ed the best of the four designs that were compared. It was also concluded that the use of metaheuristic optimisation, using the cross-entropy method, results in a reduction in passenger walking distances at the airport.
AFRIKAANSE OPSOMMING: Die aantal lugpassasiers neem aanhoudend toe en om in staat te wees om hierdie toename in vraag te hanteer moet lughawens sies uitbrei of die bestuur van die lughawens moet verbeter. Wanneer die vraag by OR Tambo Internasionale Lughawe te hoog raak, gaan meer mense na Lanseria Internasionale Lughawe moet reis. Die lughawe sal dan dus moet uitbrei. Die studie is in samewerking met Virtual Consulting Engineers gedoen. Hulle het besluit dat die konsep van Atlanta Internasionale Lughawe in Georgia in die VSA, wat die besigste lughawe in die w^ereld is, gebruik sal word in die uitbreiding Lanseria Internasionale Lughawe. Die doelwit van die studie was om die loopafstand en die wagtyd van passasiers op Lanseria Internasionale Lughawe te minimeer. Die doelwit is bereik deur verskillende lughawe uitlegte te vergelyk met behulp van simulasie en deur die toekenning van vlugte aan hekke te verbeter, deur gebruik te maak van die "cross-entropy" metode. 'n Klein vliegtuig mag by 'n klein, medium of groot hek parkeer, 'n medium vliegtuig mag by 'n medium of groot hek parkeer en 'n groot vliegtuig mag net by 'n groot hek parkeer. Drie reels waarvolgens vliegtuie aan hekke toegeken kan word is ontwikkel. In die eerste twee reels word 'n vliegtuig wat aankom aan die beskikbare hek naaste aan die terminaal gebou toegeken as die hek geskik is vir die vliegtuig. In die eerste reel is die beperking dat klein vliegtuie nie aan medium en groot hekke toegeken mag word as daar klein hekke beskikbaar is nie en dat medium vliegtuie nie aan groot hekke toegeken mag word as daar medium hekke beskikbaar is nie, ingesluit. Hierdie beperking is nie in die tweede reel ingesluit nie. In die derde reel is metaheuristiek optimering gebruik om vliegtuie aan hekke toe te ken. Die doelwit van die metaheuristiek optimering was om die loopafstand van die passasiers te verminder. Elke keer as 'n vliegtuig op die lughawe vertraag was, is die optimering proses is herhaal. Die agtergrond van lughawens, simulasie, metaheuristieke en gevalle studies is bestudeer in die literatuur studie. Daarna is die simulasie en metaheuristiek optimering modelle ontwikkel. Die resultate van die studie het aangedui watter een van die vier lughawe ontwerpe die beste is. Dit is ook beslis dat die gebruik van metaheuristiek optimering, en spesifi ek die "cross-entropy" metode, die loopafstand van passasiers op die lughawe verminder.

Bali, an island east of Java, is one of the five international gateways connecting Indonesia with the many foreign countries from Asia, Australia, the Americas, and Europe. The island has a richness of natural scenery and cultural events based on strong Hindu's beliefs.All of these unique phenomena attract people from different cultures and nations to visit and be part of these celebrations, as well as to enjoy the warm breeze and palm trees along the beaches.A 1989 Department of Tourism, Post and Telecommunication in Indonesia's Report suggests that the number of tourist coming to private agencies are working together to improve the island'sBali increases as much as 15 percent annually ( 1989 Indonesia Hand Book). To accommodate this development, the Government and infrastructure and build accommodations which range from three to five star international hotels. The other important element that the island needs is to expandthe airport facility to accommodate the fast growing number of international flights that accommodate this.The major goal of this project is to plan and design new airport facilities with emphasis on the new design for the international terminal. This design of the new international terminal building at the Bali International Airport, Indonesia, is an attempt to introduce a new concept of a built form using vernacular architectural concepts as the starting point. The technology required by the functions inherent in the program will be used by the architect to translate these considerations into reality.The design approach for this project is mainly based on the beliefs and order which have been traditionally followed and applied by the people of Bali. However, the intention of this project is not to literally design something which has a form borrowed from the traditional form, but that which is developed beyond the traditional concept and utilized this concept in concert with modern structural engineering and materials. Therefore to ensure the success of a design for this important facility, it is imperative to find the essence and the spirit of the traditional architecture and represent them through a modern built form.

During the last few decades, strategic management and strategic human resource management theories have received a great deal of attention in many industrial sectors. The complex and constantly changing business environment has driven large construction companies more than ever before to reflect on the interplay between their organisational strategies and their strategic management processes, tools and techniques. This is despite the great value of human capital for an organisation’s strategic flexibility within different sets of environmental evolutions. This includes people in various positions, administrative, professional, managerial and unskilled, as well as numerous project stakeholders. Several researchers are increasingly interested in applying strategies and human-related studies within the construction industry; however, an integrated study of these two factors has been notably lacking, particularly in an airport context where the challenges and difficulties of managing construction projects are high. This doctoral thesis contributes to the existing literature by exploring the unique characteristics of an airport construction environment, along with reporting the findings of the impact that different airport ownership forms have on construction management efficiency. Through integrating numerous theories and concepts associated with project strategies, strategic human resource management and various efficiency management attributes, this research project presents a unique strategic framework that offers a structured approach to support airport holding bodies. Research primary data were collected following semi-structured interviews with senior construction project managers of airport operators within three distinct airport organisations in terms of their ownership structures. The resultant findings provide insight into the many differences between the case studies in term of project management practices. Furthermore, an explanation of the key practices that influence the occurrence of project success were identified. This doctoral investigation identified there is a need for flexibility and scalability aligned with adopting the strategic framework and engaging its conceptual application with actual management and controlling practices. In essence, the research framework was developed for each category of airport organisation, where an airport organisation is encouraged to focus its efforts on managing the most important framework components which are needed for effective improvement of management practices and, accordingly, to achieve expectations. The resulting theoretical framework provides a unique tool for airport operators to apply their project management knowledge effectively in order to realize complex projects and to secure potential efficiency gains. This study therefore provides a novel theoretical insight into the strategic management of human resources during airport construction projects. The primary application of the strategic framework is concerned with managing and controlling existing airport construction projects, particularly refurbishment or extension projects, however this could be also applied to new airport construction projects where the factors affecting strategic management and strategic human resource management anticipated to be different to those studied during this investigation. This has paved the way for future investigations to be conducted to tackle this dichotomy and further understand the intriguing aspects of airport construction business.

Dans le contexte général de la compétitivité économique et territoriale, cette thèse étudie les rapports entre attractivité et identité du territoire urbain en examinant la question : l'attractivité du territoire peut-elle être déterminée par l'identité que ce territoire possède ? Cette question est étudiée du point de vue de l'urbanisme, en interrogeant les stratégies et pratiques de l'action publique dans les projets d'urbanisme développés dans le but de se positionner dans les classements des villes mondiales, en examinant en particulier la prise en compte de la composante identitaire des territoires considérés. Cette question est étudiée à la fois d'un point de vue théorique et pratique : dans un premier temps, l'étude théorique des définitions existantes et des relations proposées entre attractivité et identité permet d'organiser la production abondante mais séparée de ces deux champs, afin de les rendre convergents et de prendre la mesure de leur ampleur. Nous étudions ensuite la transposition de ce débat théorique à la pratique, en explorant ces questionnements au travers de travaux sur l'identité développés au Mexique, qui prennent en compte la culture, et les traditions ancestrales qui sont encore présentes dans l'espace urbain. Le Mexique constitue en effet un territoire qui possède une multiplicité d'identités, en raison de la superposition des cultures parmi lesquelles on peut citer la civilisation précolombienne, la colonisation hispanique, ou encore l'influence actuelle de l'Amérique du nord et du sud. Plus précisément, nous considérons comme champ d'étude le cas de Mexico entre 1977 et 2007. Pour cela, nous analysons les politiques urbaines, par la voie des actualisations et l'évolution du cadre juridique, des documents d'urbanisme et des programmes d'économie. Nous étudions en détail trois situations concrètes d'opérations et projets urbains emblématiques à Mexico : le projet Plaza Mariana, le projet de construction d'un nouvel aéroport et l'opération d'aménagement du quartier d'affaires Santa Fé. La méthode que nous mettons en oeuvre consiste à appliquer une même grille d'analyse à ces trois cas, pour identifier et structurer les composantes d'attractivité et d'identité dans chacun des cas. Ces analyses sont basées sur les caractéristiques géographiques, économiques et historiques du territoire et sur les jeux des principaux acteurs concernés. Nous concentrons notre observation à la fois sur la partie stratégique, par l'analyse de la prise de décision, et sur la partie opérationnelle, qui ont déterminé le succès ou l'échec des projets. Les résultats obtenus illustrent les différentes facettes des relations entre attractivité et identité qui permettent d'apporter des conclusions sous trois points de vue. D'abord, il apparaît que la corrélation entre attractivité et identité peut prendre diverses formes, que nous proposons de nommer complémentaire, conditionnelle et créative. En effet, l'analyse des projets étudiés montre que différentes relations peuvent être observées : l'identité peut être en conflit avec l'attractivité, recréée en faveur de l'attractivité, ou encore, pour un territoire en quête d'identité, construite et obtenue comme résultat de l'attractivité. Ensuite, nous montrons le rôle de la prise en compte des acteurs à différentes échelles, l'importance de leur intégration dans le processus de décision et le rôle des conflits ; nous mettons en évidence la capacité de mobilisation d'une population qui défend, détermine ou reconnaît l'identité de territoire par rapport aux objectifs d'attractivité. Enfin, selon un point de vue de gouvernabilité, nous soulignons le rôle de l'action publique, notamment dans les jeux de pouvoir local sur les décisions politiques et les prises de décision relevant de la dimension politique des données

Traditional wooden hangars are complemented with new buildings, the Gallery of aviation technology, the Faculty of Mechanical engineering department and Snackbar replacing U Krive vrtule pub. All these buildings are public in relation with operational part. All three buildings are wooden structures combined with glass facade directed to runway. Buildings are based on low energy consumption. The Pub and VUT department are inspired by the original hangars with gabled roof. The gallery is different. The building is a large-span hall whose structure is composed of glued wooden stiffened ribs. Design provides enough space for exhibits.

Correct assignment of airport resources can greatly affect the quality of service which airlines and airports provide to their customers. Good assignments can help airlines and airports to keep to published schedules, by minimising changes in these schedules and reducing delays. Given the expected increases in civil air traffic, the complexities of resource scheduling and assignment continue to increase. For this reason, as well as the dynamic nature of the problems, scheduling and assignment are becoming increasingly more difficult. The assignment of baggage sorting stations to flights is one of the resource assignment problems at an airport, and like many other real world optimisation problems, it naturally has several objectives, which conflict with each other. A model of the problem is presented, different approaches to obtaining good solutions are looked at and studied to gain an insight into their qualities. Furthermore, algorithms are studied to improve the already good solutions obtained by the approaches considered and their performance is studied where some characteristics of the problem change, such as the number of baggage sorting stations or the topology of the airport. Changes to the flight schedule on the day of operation may invalidate previous assignments of flights to resources. These perturbations may not only affect the disrupted flights but also other flights already assigned. Some existing approaches are looked at, and others are suggested to take account of these potential perturbations at the time the assignments are generated with the aim of mitigating their detrimental effect on the day of operation. The constructive search algorithms and robustness methods are potentially important in a wider variety of problems other than the Airport Baggage Sorting Station Assignment Problem (ABSSAP). By way of illustration, the same techniques are applied to the widely studied Airport Gate Assignment Problem (AGAP).

The international airports has been committed globally with the adoption and management of environmental sustainability practices, encouraged not only by the requirement contained in local laws, but also on the instructions of non-governmental organizations such as the United Nations (UN); by tax incentive policies; by positive results, proven and reported in case studies; and by instructions of international institutions dedicated to the certification of environmental sustainability in the built environment. In this way, this study sought to compile and present case studies relating to environmental sustainability actions taken at airports worldwide and present the main certifications of environmental sustainability for the built environment. After this overview, this work focused on research in the rational use of water, addressing the consumption of water issues in airports and identifying the environmental sustainability requirements, for that focus, recorded in the certification Leadership in Energy and Environmental Design (LEED) and Process AQUA-HQE - High Environmental Quality, in the database of the Sustainable Aviation Guidance Alliance (SAGA), and Memorial Sustainable Criteria for Enterprises (MCSE), prepared by Infraero as a basic guide for the development of sustainable projects of Brazilian airports under its management. To the identified requirements were relate actions, which were compared for the verification of similarities and common goals. This comparison gave a concise set of actions aiming the rational use of water resources, also by reducing the water consumption through the use of economizers sanitary equipment. This has enabled a suggestion to adapt the MCSE, by the incorporation of new actions, for example; as well as the application of some of these actions to sanitary uses at passenger terminal of Vitoria/ES Airport through the development and analysis of scenarios that have concluded the capability of sustainable actions in reducing the demand for water for sanitary purposes in passenger terminals of airports.
Os aeroportos internacionais tem se comprometido, globalmente, com a adoção e gestão de práticas de sustentabilidade ambiental, incitados, não somente pela obrigatoriedade contida em legislações locais, mas também por instruções de organizações não governamentais, como a Organização das Nações Unidas (ONU); por políticas de incentivos fiscais; por resultados positivos, obtidos, comprovados e divulgados em estudos de caso; e por instruções de instituições internacionais voltadas para a certificação da sustentabilidade ambiental em ambientes construídos. Dessa maneira, o presente trabalho procurou compilar e apresentar estudos de casos referentes às ações de sustentabilidade ambiental adotadas em aeroportos, mundialmente e apresentar as principais certificações de sustentabilidade ambiental para o ambiente construído. Após esse panorama geral, o presente trabalho focou as pesquisas no uso racional da água, abordando as questões de consumo da água em aeroportos; e identificando os requisitos de sustentabilidade ambiental, para aquele foco, constantes nas certificações Leadership in Energy and Environmental Design (LEED) e Processo AQUA-HQE - Alta Qualidade Ambiental, no banco de dados da Sustainable Aviation Guidance Alliance (SAGA), e no Memorial de Critérios Sustentáveis para Empreendimentos (MCSE), elaborado pela Infraero como guia básico para o desenvolvimento de projetos sustentáveis de aeroportos brasileiros sob a sua administração. Aos requisitos identificados, relacionam-se ações, as quais foram comparadas entre si, para a verificação das similaridades e objetivos comuns. Dessa comparação, obteve-se um grupo conciso de ações que objetivam o uso racional dos recursos hídricos, também, pela redução do consumo da água através da utilização de equipamentos sanitários economizadores. Isso, possibilitou uma sugestão de adequação do MCSE, pela incorporação de novas ações, por exemplo; como também a aplicabilidade de algumas dessas ações aos usos sanitários terminal de passageiros do Aeroporto de Vitória/ES, por meio da elaboração e análise de cenários que permitiram concluir a potencialidade das ações sustentáveis na redução da demanda por abastecimento de água para os usos sanitário em terminais de passageiros de aeroportos brasileiros.

L’aéroport est un objet géographique protéiforme, caractérisé par son « obsolescence accélérée » (BANHAM, 1962). Depuis les années 1990, son ultime mutation s’articule autour d’un processus de diversification fonctionnelle engendré par l’injection d’activités nouvelles, parfois éloignées du transport aérien, dans l’objectif d’accroître les profits et la rentabilité de l’infrastructure dans un contexte de privatisation généralisée. Cette évolution concerne les plus grands hubs mondiaux, notamment Paris-CDG, quatrième aéroport du monde selon le trafic passagers international. Cette tendance, qui a donné naissance au concept opérationnel d’airport city, tel qu’il est désigné par les observateurs et opérateurs anglo-saxons, attise doublement la curiosité géographique. En premier lieu, parce qu’elle interroge la fonction première de l’infrastructure de transport qu’est l’aéroport, qui devient alors un objet spatial non identifié qu’il convient de redéfinir. En second lieu, parce que cette désignation d’airport city, traduite par les opérateurs francophones par ville aéroportuaire, interroge la ville et surtout ce qui fait la ville dans ses dimensions matérielle et idéelle, c’est-à-dire l’urbanité et la citadinité. Suffit-il d’injecter des fonctions urbaines dans un espace pour en faire de la ville ? La ville aéroportuaire n’est-elle qu’une ville fonctionnelle ? En s’efforçant d’évaluer la pertinence géographique de la notion d’airport city, cette thèse impose de faire de l’urbanité et de la citadinité des concepts opératoires afin de les confronter au terrain aéroportuaire. Elle s’efforce également de replacer l’aéroport au centre de l’étude géographique en proposant un ajustement de l’échelle d’observation à l’ensemble de la zone aéroportuaire, évitant ainsi la synecdoque particularisante réduisant l’aéroport au terminal. Dans l’évaluation de la citadinité, elle a également pour objectif de saisir les spatialités de l’ensemble de la société aéroportuaire (passagers, employés, accompagnants, SDF, etc.)
Airports are protean geographical objects characterized by their « accelerated obsolescence » (BANHAM, 1962). Since the 1990s, their final transformation has been structured around a process of functional diversification engendered by new activities, which are sometimes very different from air transport, in order to increase the infrastructures’ profits and profitability in a context of widespread privatization. The world’s largest hub airports are concerned by this evolution, especially the Paris-Charles-de-Gaulle airport, the world’s fourth busiest airport by international passenger traffic. This trend, which has given birth to the operational concept of airport city, as the Anglo-Saxon operators and observers call it, stirs up the geographical curiosity in two ways. Firstly, it questions the primary function of airports, which become unidentified spatial objects that need to be redefined. Secondly, the concept of airport city questions the city itself. Indeed, what makes a city a city on a material (urbanity) and conceptual (“citadinity”) level? Can a space with urban functions be considered as a city? Is the airport city only a functional city? By assessing the geographical relevance of the concept of airport city, this thesis aims at making the concepts of urbanity and “citadinity” operational concepts, so as to compare them with the airport ground. By adjusting the observation scale to the whole airport area, it also replaces the airport at the centre of the geographical study. Thus, the airport is not simply viewed as a terminal. Finally, this thesis aims at understanding the whole airport society’s spatiality (passengers, employees, accompanying people, homeless people…) by assessing the concept of “citadinity"

Dans les pays en voie de développement, le rythme croissant de l’urbanisation entraîne un rapprochement rapide des habitations aux infrastructures des transports (aéroports, aérogares). En plus de ces constats, les conditions difficiles d’accès aux ressources énergétiques et l’inadéquation des techniques de construction avec le climat et l’environnement, les pays tropicaux doivent s’orienter vers les techniques favorisant l’utilisation du potentiel de construction durable (concepts passifs et bioclimatiques) afin de garantir les conforts (aspects acoustique et thermique) des habitants au sein des bâtiments. Le potentiel de construction durable, actuellement faiblement exploré, est très important dans ces pays. Face à ces défis, le concept de bâtiment durable est l’une des meilleures alternatives pour tisser l’harmonie entre le bâtiment et son environnement. Les techniques de construction durable passent par la connaissance parfaite du site, du climat local, les besoins de conforts (aspects acoustique et thermique) des habitants. Dans le cadre de notre contribution à ces problématiques, une étude d’évaluation de risques affectant les performances des bâtiments a été initiée. Toutefois, la majeure partie des travaux qu'on retrouve dans la littérature se focalise sur l’utilisation des approches analytiques qui s’avèrent parfois insuffisantes, en l’absence de la prise en compte des réalités pratiques. Une méthodologie d’analyse et d’évaluation des risques affectant la performance dans les bâtiments basée sur l’approche de capitalisation et d’exploitation des connaissances issues des processus de retour d’expérience est développée. Deux bâtiments tests (un bâtiment aéroportuaire et un bâtiment résidentiel du type F3B) sont choisis à Bamako afin d’appliquer la méthode d’évaluation avec le concours des experts, des techniciens du secteur du bâtiment et des usagers. Pour le premier bâtiment, l’évaluation est relative aux risques affectant la performance acoustique dans le contexte aéroportuaire tandis pour le second, elle est relative aux risques affectant la performance énergétique dans le contexte bioclimatique. L’effort se concentre sur l'identification des non qualités et des facteurs d’inconfort dont la résolution contribue à améliorer la performance acoustique, énergétique et environnementale des bâtiments. Pour ce faire, des visites de terrain (enquêtes auprès des usagers des bâtiments et interviews auprès des acteurs de la construction) ont été réalisées pour identifier d’une part les besoins et le comportement des habitants et d’autre part les techniques et les connaissances pratiques des acteurs de construction. Des fiches de questionnaires ainsi que des capteurs de mesures in situ (thermomètres, hygromètres et sonomètres) et des logiciels de traitements de données sont utilisés comme outils pour l’évaluation de risques affectant les performances sur les bâtiments tests. Des investigations sous forme de mesures in situ des paramètres (de températures, d’humidité et de niveaux de pression acoustique) respectivement à l’intérieur et à l’extérieur du bâtiment aéroportuaire et du bâtiment résidentiel du type F3B sont menées à l’aide de ces capteurs. Ces données sont ensuite traitées à l’aide des logiciels de traitements de données pour intégrer les connaissances et stratégies de construction durable. La capitalisation des informations issues de ces études sert de retour d’expérience à travers des propositions de solutions correctives et de bonnes pratiques pour la résolution des problèmes de performance (les pathologies, les dommages, et les autres dysfonctionnements) observés sur les bâtiments
In developing countries, the growing importance of urbanization is bringing housing closer to transport infrastructure (airports, air terminals). Beside these observations, the difficult conditions of access to energy resources and the construction techniques inadequacy with the climate and the environment must enable tropical countries to move towards lasting potential construction techniques and use (passive, bioclimatic concepts) in order to guarantee the comfort (acoustic, thermal) of the inhabitants within the buildings. The sustainable construction potential, poorly explored, is very important in these countries. In the face of these challenges, the lasting buildings concept is one of the best alternatives for weaving harmony between the building and its environment. Lasting construction techniques go through a perfect knowledge of the site, the local climate and the inhabitants needs of comfort (acoustic, thermal). As part of our contribution to these issues, a risk assessment study and risk factors for building performance are initiated. However, most of the literature works focuses on the analytical approaches use that are sometimes insufficient, in the absence of taking into account practical realities. An analysis and assessment of risk performance methodology in buildings based on the capitalization and knowledge exploitation approach from return experience processes is developed. Two test buildings (an airport building and a F3B type residential building) are chosen in Bamako in order to apply the evaluation method with experts’ assistance, building technicians and users. For the first building, the assessment is relative to acoustic performance risks in the airport context while for the second; it relative to energy performance risks in the bioclimatic context. The effort focuses on the identification of non-qualities and the discomfort factors whose resolution contributes to improving the building acoustic, energy and environmental performance. To do this, field visits (surveys with building users and interviews with construction stakeholders) were conducted to identify on the one hand the residents’ needs and behavior and on the other hand, the construction actors’ techniques and practical knowledge. Questionnaire forms as well as measuring sensors in-situ (thermometers, hygrometers and sound level meter) and data processing software are used as tools for the performance risks assessment on test buildings. Investigations in the form of in-situ measurements, parameters (temperature, humidity and sound pressure levels) respectively inside and outside the airport and residential building type F3B are carried out with these sensors. These data are then treated with data processing software to integrate lasting construction knowledge and strategies. The capitalization of the information from these studies serves as experience feedback through corrective solutions propositions and good practices for the performance problems resolution (pathologies, damages, and others dysfunctions) observed on buildings

Referring to the provisions of the national army, airbase are divided into two categories: " airfields used exclusively for the take-off and landing of military aircraft "and " civil/military airports under the jurisdiction of military control towers ". Takeoff and landing of aircrafts rely on proper runways, and the object of the tire crumbs cleaning for airport runways is for maintaining the anti-sliding value of the pavement to the best condition, providing the safety of the aircraft away from the disaster, and ensuring the safety of life and property. The tire crumbs cleaning of runways is a high-risk task in which we should overcome man-made construction and inherent environmental factors. Any possible hazard or incident would induce great human and financial losses. In this study the potential risk assessment in the tire crumbs cleaning for the airport runways is investigated using the fuzzy inference method. First, nine main factors along with twenty-eight sub-class safety factors are classified based on the construction experience of the airport runway tire crumbs cleaning. The weightings associated with each factor are then decided by the experts based on Analytic Hierarchy Process and evaluated by the in-site field managers of construction. Then the MATLAB fuzzy inference toolbox is employed to build up a process of risk assessment based on the membership functions of inputs and outputs and fuzzy inference rule banks. Test example in this study is the practical case of the risk assessment in two half years periods of North-forward and South-forward Runways of the Air Force Academy, in which the investigation results from fuzzy inference method and Analytic Hierarchy Process method, arecompared well with the practical expectation ad reasonable. We found that the risk of the second half year is lower than that of the first year, the reasons are also analyzed. This study is expected to be applied to other civil airports.

Taiwan gravel layer is widely distributed, since the Linkou tableland south of Taipei, Sanyi to Bagua Mountain, Changhua, Kaohsiung and Taitung areas, there are gravel layer distribution. So in recent years a number of projects such as the MRT in Taiwan, Taiwan Power transmission and distribution underground pipes and sanitary sewer construction and other use of shield machine and through the gravel layer above the tunnel project, the construction of location work in the gravel layer increasing. The global air traffic market is forecasted increasing with annual growth rate of 4.8%. The Asia-Pacific region will lead other regions with growth rate of 5.8%. The record shows that 236 ICAO Code F A380s have been ordered by 18 Airlines. Among of them, 57 A380s have been delivered and started their global operations. More than 60 airports worldwide are preparing for A380 operations. The TIA, TPE International Airport was initially designed with Code E standard (B747-400 compatible). The TIA has been excluded from A380 operations due to its very late improvement projects. The TIA is losing its competition edge for Asia-Pacific Air Transportation Center as A380’s delivery and operations continuously increase. By using the methodology of logical analysis from three different aspects, this research studies the prioritization and optimization of TIA construction projects in considering of minimum time. The purpose is to provide the optimum design considerations and priority adjustment for TIA construction projects. The suggestions include the priority of runway 06/24 expansion plan, Code F operations area in southern runway, and future Code F operations area in northern runway as well as the 3rd runway construction plan. It is also expected that research conclusion will help TIA to expedite the Code F airport infrastructure build-up and strengthen its competition edge for Asia-Pacific Air Transportation Center.

The imagery of flight remains one of the most captivating views in history. The bird’s eye view it gives to man has helped him to gain an understanding of a particular area, in addition to broadening his knowledge base. Air travel has time in sense (because of its convenience), and shaped cities, with the airport control tower becoming a dominant icon within the landscape. Its form of communication and navigation is different: having its own language, symbols that have to be comprehended before the journey of flight can begin. The map is one such device that serves as a medium between the technical and the lay – enabling a simpler understanding of a complex subject. It is dexterous in its ability to show detail, aiding the design process by highlighting key elements, summarising others, and giving clues as to the proposed site and programme. The focus of this study is to design a hub for business, as well as a facilitator for improving the knowledge of the visitor through information and networks. Specific functional elements were chosen in an attempt to supplement the existing Lanseria airport, in addition to creating an identity for a gateway into area and its surrounds. In accordance with the co-operative nature of the industry, the proposal can become a marketable feature for the developing, expanding airport. Construction engineering is one contains high risk and a lot of occupation disaster occurred in the past all over the world. Runway construction engineering also involve in these problems and possesses special consideration such as higher cost in flight accidents and property loss and so forth. This research is proposed to study the risk assessment of runway construction engineering using AHP(Analytic Hierarchy Process)and FAHP(Fuzzy Analytic Hierarchy Process. Considering multi-lever and multi-criteria property in the risk assessment, an AHP framework is proposed first including three main items such as personal management, site environment and quality and equipment. There are 9 sub-level items including. Relative risk indices (RRI) will be evaluated using AHP and FAHP involving two kinds of membership functions (Triangular and trapezoidal) from judgments from practical engineers in site. It is found that all the evaluation obtained from AHP and 2 FAHP are similar to another and can be employed for risk assessment of runway construction in the future.

This study aims to (1.) clarify the impact of the Taoyuan Airport MRT on the price of different locations. (2.) Clarify the difference in the impact of the MRT system on real estate prices before and after construction (3.) Verify the accuracy of the feature price method for housing price assessment, so it is within 600 meters of the Taoyuan Airport MRT. Pre-construction and post-construction real-time registration of real estate from January 2016 to December 2016, and analysis and description based on the data collected by ArcGis.Geoda and spss, and then analysis before and after the construction of Taoyuan International Airport The spatial distribution model, and then summarize the conclusions of this study. The construction area is positively correlated with the total real estate price, indicating that the larger the construction area and the higher the total real estate price. The land transfer area is also positively correlated with the real estate price, indicating that the larger the land transfer area and the greater the total real estate price. The age of the house is negatively correlated with the total price of the real estate, indicating that the older the house, the lower the house price. Floors are negatively correlated with real estate prices, indicating that the higher the floor, the lower the house price. The distance to the Taoyuan Airport MRT station is negatively correlated with the real estate price, indicating that the closer to the Taoyuan Airport MRT station, the higher the house price, indicating that the home buyers will consider the distance between the home and the Taoyuan Airport MRT station.

The government in Taiwan used to get land by land expropriation, especially in recent years, the range of land expropriation has become so big that protests are severe. It can be seen that zone expropriation for developing economics and public construction is a big problem. Land expropriation can be applied when it meets the requirement of public interest and necessity. In the past, it was hard to judge public interest. Although there is even an article which is legislated to judge public interest and necessity now, different kinds, criteria and extent have different determination. It is a question worth researching. This thesis starts from property right and then discusses its meaning and content. Property right can be limited because of public interest, but it should obey rule of proportionality. Thus, the meaning of public interest and the rule of proportionality is worth knowing. Then, it would explain how the government judges public interest and necessity of zone expropriation. By case study and questionnaire, there would be a suitable judging standard. Finally, we would like to take the advantage of the result of survey and give suggestion.

Due to the population condensed ascent and the traffic junction jammed worst in the urban area, the general countermeasures will be conducted by mass rapid transit system and elevated transit corridor to improve the service quality of transportation. However, the most of new projects would be suffered the tough restriction was land acquisition, no space to widen the right of way. One of the best method was that shared a part of exist ground highway to build new elevated viaduct. Based on constructing elevated structures along exist ground highway, there were two aspects have to concern deliberate to avoid occurring the public damages: (1) the workers and the pedestrians; (2) the public facilities and utilities. As the past practical experiences, engineering disaster prevention should be committed the requirements as follows during design and construction stages: To protect the workers and the pedestrians to avoid occurring damage; To keep the traffic normal; To investigate the correct underground data of pipelines and utilities to support property design and construction; To protect the pipelines, utilities and neighbor buildings during construction period; To keep the quality of road pavement. This study was by the practical case, Lot CE01C infrastructure engineering construction of TTY airport access MRT system project, to analysis about the design of prevention works of engineering disasters and the response countermeasures on-site during the construction stage. The main methodology of this research was used Analytic Hierarchy Process to establish the weight among the hazard occurring proportion during elevated viaduct construction stage. Furthermore, to determine the category of prevention works for engineering disasters by expert questionnaire of max-min fuzzy Delphi method. After the AHP analysis to evaluate this practical case, the results of the hazard occurring proportion during elevated viaduct construction stage were included as follows: Poor excavation support occurring neighbor buildings damages 19.2% Inadequate protection facilities used 13.7% Loose alternative road detour 10.6% Collapse and buckling 9.4% Falling and topple over 8.4% Pipeline broken and damaged 5.9% Two major categories of prevention works for engineering disasters were recognized by expert questionnaire of max-min fuzzy Delphi method: construction occurring public disaster; and labors occupation accidents. Firstly, the prevention works for construction disasters should be emphasized as follows: To verify the design on safety-side; To reinforce the procedure and scope of investigation; To clarify the method statements. The main tasks of other category should be aimed to reduce and prevent the labors occupation accidents occurred: Education and training periodically; Quantify the facilities and equipment for safety proof; Well-prepare the construction programs and procedures; Implement three level quality control and audit. Inspect and maintain the tools and instruments as rules; The conclusion of his study will be useful to offer the practical lessons for the other project demands of different on-site situations to avoid make the same mistakes and lose the lives and properties.

This study takes the China Airlines Park BOT (Build, Operate and Transfer) development project at the Taoyuan International Airport as an example and an Analytical Network Process (ANP) is used to assess the multi-criteria decision-making method. Aimed at the feasible initial study stage of the project life cycle, this study conducted an assessment of the criteria for project financing and established a final decision assessment model. To promote participation, the BOT model, in addition to reducing the financial burden on the government, combines adequate civil financial and advanced management concepts and techniques to both conduct and promote regional and peripheral industrial development. It also enhances employment opportunities and public interest to achieve a winning situation for the public, the business sector and the government. Among the complex elements of assessment, the most critical and influential decision factor is the financial assessment that is closely related to the overall development project and has significant impact on the success or failure of each stage of the project life cycle. In the early stages of project development, civil institutions, in addition to presentation of the concept in writing and studying the feasibility report for the initial stage in accordance with the provisions of the Procurement Act, Promotion of Participation Act, etc., also focus on the main financial analysis of the project. From the customized planning of the entire project, the change in the interest and exchange rates, inflation, cash flow forecasts, operating recovery period, up to the final sensitivity analysis and other criteria, all affect the final success or failure of the project. In the ANP multi-criteria decision-making assessment, there are four basic models: simple type, feedback type, second-order network model and complex network model. The second-order network procedural method was used in this study and happened to be in line with the decision making needs for the project’s financial assessment of civil institutions to participate in the public construction. The biggest difference between ANP and AHP (Analytic Hierarchy Process) lies in AHP’s assumption that all assessment criteria are independent, while ANP in the assessment criteria sets the dimensions as having internal or external dependencies. The results of the ANP method used to conduct the decision-making analysis are more in line with the needs of comprehensive assessment and logical thinking. Due to their more diversified and demanding nature, the project financial assessment was developed in accordance with the Promote Participation Act and involved the public interest. Therefore, the overall planning, cost of the project development, and financial investment were more holistic and did not just consider single interests independently. This study refers to the literature on the application of ANP and promotes the participation project-related reports that have been implemented in the country. The four main criteria structure (benefits, opportunities, costs, and risks) of the second-order network procedural method of the ANP was adopted for the study analysis. Although this study used the case of BOT as an example, the results have shown that this analytical model, according to its attributes and characteristics, can be used in other types of development projects. Due to its wide range of coverage and greater reliability, it can also provide reference for other studies, and it is expected to enhance future studies and in-depth research.

With its competitive nature, the profit has been marginal; hence, all the construction companies, in order to survive, have tried to introduce new management models and change their modes of operations to improve their performances and enhance their competitiveness in the industry. They also hope to establish good management systems suitable for the construction cost, so that the business risks are decreased and the profit increased. Outsourcing procurement often depends on the indecisive policies and not coupled tightly with the operations on the sites, so ever so often the scheduled construction progress and the required quality cannot be achieved. Outsourcing procurement is the impelling force to launch and maintain a construction project. Without proper planning its operation procedures, the scheduled progress and the quality will be heavily compromised, let along keeping the cost under control. This paper focuses on the application of the knowledge structure of the project management, in attempt to introduce the five operation procedures and the nine fields of knowledge into construction management, so that the overall planning, integration and practice of procurement outsourcing can be coupled tightly with the operations on the sites. The actual procurement outsourcing procedures and result will be demonstrated and compared to the hypothetical situation where the construction project management is applied. According to this study, the employment of the construction project management on the procurement outsourcing is applicable as well as feasible, and it will be able to maintain scheduled progress, quality and keep the cost under control.

Maintaining and continuously improving the airside safety of the airport has always been the most important issue in the civil aviation transportation industry. The occurrence of the flight incident and ground incident often occurs in the airside area. In this study, it divides into five aspects including the airside hardware facilities divided into ‘‘runway’’, ‘‘taxiway’’, ‘‘apron’’and ‘‘lawn area’’, and the ‘‘organization and management’’ of the military and civil joint airport.The risk factors of airside safety are used to construct the risk framework for domestic airports.The Failure Mode and Effect Analysis (FMEA) research method is used to explore the important risk factors and priority improvement order in each aspect. When the service performance of pavements go down to some extent and can no longer provide an ease-handling for pilots or a comfort-riding for passengers, a rehabilitation or reconstruction plan for this pavement is justified. During this study, In order to solve the problem of imbalanced data, data resampling techniques were used. Technique of data resampling include down sampling, over sampling, and combination of down and over sampling . Finally, the empirical models had been verified by 2002’s Airport Pavements Condition Index. And the results indicate that the discriminating rates cater to the demand. But the difficulty of obtaining source data for this study, and the gap between pavement blocks dividing for condition index survey and the research goals result in a hardship of establishing the predict models for Taxiway & Apron . Even the neural network, the most powerful tool for handling data noise, still can’t build a model for apron. In order to improve the shortcoming of this study stated above, a more precisely research and supplement records are recommended.

The purpose of this study is to construct indicators for evaluating environmental performance at airports and examine its adaptability through case analysis. The study first establishes a structure of environmental items through literature reviews and investing the each indicator’s importance by delivering first expert questionnaire. Secondly, Fuzzy Delphi Method was applied to filter these items to build up a hierarchy with four categories and 16 airport environmental indicators. Next, delivering second expert questionnaire and analyze each weight of these indicators through Analytic Hierarchy Process (AHP). Finally, use data from Narita International Airport, Incheon International Airport, Hong Kong International Airport, and Kansai International Airport to calculate scores by combining weight and preference values based on Multi-Attribute Value Theory (MAVT). The results show that indicators “Energy Conservation Management”, “Ground Transportation”, “Aircraft Emission Management”, “Low-pollution Vehicles Utilized”, and “Aircraft Noise Management” weigh the most. Furthermore, this environmental evaluation structure is able to evaluate airports by quantifying their environmental performance into scores. Finally, we hope this evaluation will be applied to examine and compare different airports in order to make an environmental advancement in airport industry.

Airport is a complex multi-agency system. Besides airport itself is a business, there are many other internal businesses, such as airlines, ground personnel, security agent and so on. It will make economic losses, and even lead to casualties, if one of the links makes errors which under this complex multi-agency system. The concept of Business Continuity Management (BCMS) was emphasized in IT industry and the financial industry. And now, other types of enterprises start to introduce BCMS. Although airports do not mandate the BCMs need to be introduced currently, ICAO encourages the airport's BCMs in recent years. For example, some of airports in Japan promote the business continuity planning of the airport, they simulate the worst situation when several major disasters happen and give a goal to make sure business can reopen step by step. Taiwan has many kinds of hazards, such as earthquake, typhoon, flood, etc. In addition, there are many negative news in Taoyuan International Airport recent years like flood in terminal 2, accidental fire, or electrical power shutdown, etc. Therefore, this research discusses the constructing of business continuity planning in Taoyuan International Airport. Risk management and business continuity planning will be discussed in this research. This research is also to mention the emergency response planning of Taoyuan Airport and collects the disaster events in Taoyuan Airport or foreign airport. Based on the above analysis, the core stakeholders of Taoyuan Airport are listed in this research, meanwhile knowing their responsibility in business continuity. And understanding what risk management, business continuity planning and emergency response play the role in the safety management of Taoyuan Airport. Finally, the conclusion and suggestion of this research are that the evacuation of passengers should also be an important part of airport safety management. Although the flight safety is still the top issue in airports. For example, this research is to mention that the frontline staff should be adequately trained, because it can appease passengers in first time when accident happened. Besides, Taoyuan Airport is thought should have a comprehensive risk assessment and needed a superior authority which can make a standard and oversee about landside in airport.

Recently ,due to the increasing of GDP , rapid growth of economy and frequent activities of business and international trade , air transportation has become the important role of transportation . With the rising of air transportation , under globalization ,countries around the world are proceeding just in time . therefore , high efficiency makes air transportation become the driving force for economical development comparing to land transportation and ocean transportation. The government focuses on long-term forecasted mode of airport demand rather than mid-term and short-term forecasted mode .But as a manager of airline company ,it will greatly help to reduce risks of business managing and gain profit by planning mid-term and short-term schedule .Hence , the way of planning accurate strategy will be a vital issue for enterprise managers . In considering this problems ,this study adapts time series mode to establish short-term forecasted mode of Chiang Kai-Shek international airport total demand , and sets Intervention model towards important domestic events in the past decades , and also discusses the influent levels of various interference variables as important reference for the following researches to analyze. Beside to predict amount of demand , this study also offer advise for future plan of CKS airport. According to this study the MAPE result shows high accuracy of less than 10%by using ARIMA mode to evaluate passenger volume , cargo volume , and aircraft volume .This result will not be more deviant or more accurate because of long passing time .In addition , forecast inaccuracy will become larger during spring break and summer vacation , it fluctuates greater during those periods. In the intervention variable analyzing , the impact of SARS is remarkable .Comparing to Exponential smoothing、Brown’s double exponential、Winters method and ARIMA , only Winters and ARIMA both can acquire high precise result . However , Winters sometimes cannot meet assumption of white-noise ARIMA has functions of analyzing Intervention variable and flexible adjustment . So , ARIMA mode is proper to forecast total demand of CKS airport .

Ramp safety is an integer of flight safety. A review of relevant empirical researches about ramp events shows that the ‘human factors’ is one of the main causes for ramp accidents. Therefore, ramp safety has been considered as a very important issue on the management of safety on the airport ramp. This study is based on the human factors SHELLO model. The data collected from the airport ramp staffs was analyzed in terms of factor analysis. This research applies structural equation modeling (SEM) to carry out path analysis in the SHELLO model to find out the cause and effect of the human factors. This mode is extracted from the core competencies for ramp personnel: "self-vigilance", "procedural requirements", "risk perception" three dimensions; for ramp personnel and other personnel were extracted: "communication and coordination" and "negligent misunderstanding "leadership three dimensions; extracted for ramp personnel and organization: management system, staff management and welfare of two dimensions; extracted from the ramp and working environment:"climate environment", "workplace" two dimensions; ramp and software to extract:"standard procedures" manual information", and "work practice" three dimensions; ramp personnel and hardware were extracted out: "equipment" and "ill-equipped" two dimensions. Results of the study seven paths up to significant the ramp the staff SHELLO relationship mode, seven positive relationship assumption and verify this research organizations play an important role in ramp service operations. According to this findings may be served as a reference for aviation-related units and government for reducing the risk in the ramp operations.

However, due to many reasons, some of the buildings can not stop working. They must rebuild in operation. This study use DEMATEL method to explore the key influential factors in project construction management under an operational airport’s terminal renobation. We hope thar through these key factors to enhance this type of construction project management efficiency.

Abstract:
While decision-making under uncertainty is a major universal problem, its implications in the field of transportation systems are especially enormous; where the benefits of right decisions are tremendous, the consequences of wrong ones are potentially disastrous. In the realm of highway systems, decisions related to the highway configuration (number of lanes, right of way, etc.) need to incorporate both the traffic demand and land price uncertainties. In the literature, these uncertainties have generally been modeled using the Geometric Brownian Motion (GBM) process, which has been used extensively in modeling many other real life phenomena. But few scholars, including those who used the GBM in highway configuration decisions, have offered any rigorous justification for the use of this model. This thesis attempts to offer a detailed analysis of various aspects of transportation systems in relation to decision-making. It reveals some general insights as well as a new concept that extends the notion of opportunity cost to situations where wrong decisions could be made. Claiming deficiency of the GBM model, it also introduces a new formulation that utilizes a large and flexible parametric family of jump models (i.e., Lévy processes). To validate this claim, data related to traffic demand and land prices were collected and analyzed to reveal that their distributions, heavy-tailed and asymmetric, do not match well with the GBM model. As a remedy, this research used the Merton, Kou, and negative inverse Gaussian Lévy processes as possible alternatives. Though the results show indifference in relation to final decisions among the models, mathematically, they improve the precision of uncertainty models and the decision-making process. This furthers the quest for optimality in highway projects and beyond.
