Abstract:
The agricultural insurance subsidy policy (AISP) encourages farmers to expand production scale by mitigating production risks. Under the high-input production patterns of traditional agriculture, the implementation of AISP is conducive to increase farmers’ income, but it also leads to the destruction of the agricultural environment. Achieving agricultural green development (AGD) has been hindered in China. In this context, this paper attempts to analyze the impact of AISP on farmers’ income and the agricultural environment. Based on the panel data of 316 prefecture-level cities from 2003 to 2012 in China, this paper empirically tests the effects of AISP by employing methods such as time-varying difference-in-difference (DID). The results show that AISP has significantly promoted the growth of farmers’ incomes but has negatively impacted the agricultural environment. Furthermore, the mechanism analysis shows that the policy effects are realized by affecting the quantity of main productive fixed assets (Mpfa) and grain sown area per capita (Gsa). In addition, the policy effect is heterogeneous in different regions. Therefore, the government should appropriately raise the subsidy standard for farmers who adopt environmental-friendly production patterns. At the same time, the government should give more subsidies to the large grain-producing areas.

Impervious surfaces have important effects on the natural environment, including promoting hydrological run-off and impeding evapotranspiration, as well as increasing the urban heat island effect. Obtaining accurate and timely information on the spatial distribution and dynamics of urban surfaces is, thus, of paramount importance for socio-economic analysis, urban planning, and environmental modeling and management. Previous studies have indicated that the fusion of multi-source remotely sensed imagery can increase the accuracy of prediction for impervious surface information across large areas. However, the majority of them are limited to the use of specific data sources to construct a few features with which it can be challenging to characterize adequately the variation in impervious surfaces over large areas. Thus, impervious surface maps are often presented with high uncertainty. In response to this problem, we proposed the use of multi-temporal MODIS and Visible Infrared Imaging Radiometer Suite (VIIRS) nighttime light data to construct a more general and robust feature set for large-area artificial impervious surface percentage (AISP) prediction. Three fusion methods were proposed for application to multi-temporal MODIS surface reflectance product (MOD09A1) and Visible Infrared Imaging Radiometer Suite (NPP-VIIRS) Day/Night Band (DNB) data to construct three different types of features: spectral features, index features (band calculations), and fusion features. These features were then used as variables in a random-forest-based AISP prediction model. The model was fitted to China and then applied to predict AISP across Asia. Fifteen typical cities from different regions of Asia were selected to assess the accuracy of the prediction model. The use of multi-temporal MODIS and VIIRS DNB data was found to significantly increase the accuracy of prediction for large-area AISP. The feature set constructed in this research was demonstrated to be suitable for large-area AISP prediction, and the random forest model based on optimization of the selected features achieved the highest accuracy, amongst benchmarks, with testing R2 of 0.690, and testing RMSE of 0.044 in 2018, respectively. In addition, to further test the performance of the proposed method, three existing impervious products (GAIA, HBASE, and NUACI) were used to compare quantitatively. The results showed that the predicted AISP achieved superior performance in comparison with others in some areas (e.g., arid areas and cloudy areas).

Abstract:
Purpose The purpose of this paper is to develop a methodology for knowledge discovery in emergency response service databases based on police occurrence reports, generating information to help law enforcement agencies plan actions to investigate and combat criminal activities. Design/methodology/approach The developed model employs a methodology for knowledge discovery involving text mining techniques and uses latent Dirichlet allocation (LDA) with collapsed Gibbs sampling to obtain topics related to crime. Findings The method used in this study enabled identification of the most common crimes that occurred in the period from 1 January to 31 December of 2016. An analysis of the identified topics reaffirmed that crimes do not occur in a linear manner in a given locality. In this study, 40 per cent of the crimes identified in integrated public safety area 5, or AISP 5 (the historic centre of the city of RJ), had no correlation with AISP 19 (Copacabana – RJ), and 33 per cent of the crimes in AISP 19 were not identified in AISP 5. Research limitations/implications The collected data represent the social dynamics of neighbourhoods in the central and southern zones of the city of Rio de Janeiro during the specific period from January 2013 to December 2016. This limitation implies that the results cannot be generalised to areas with different characteristics. Practical implications The developed methodology contributes in a complementary manner to the identification of criminal practices and their characteristics based on police occurrence reports stored in emergency response databases. The generated knowledge enables law enforcement experts to assess, reformulate and construct differentiated strategies for combating crimes in a given locality. Social implications The production of knowledge from the emergency service database contributes to the government integrating information with other databases, thus enabling the improvement of strategies to combat local crime. The proposed model contributes to research on big data, on the innovation aspect and on decision support, for it breaks with a paradigm of analysis of criminal information. Originality/value The originality of the study lies in the integration of text mining techniques and LDA to detect crimes in a given locality on the basis of the criminal occurrence reports stored in emergency response service databases.

RESUMO Foram avaliados diferentes aspectos relativos à demanda e à oferta de água pluvial para atendimento de usos não potáveis no Aeroporto Internacional de São Paulo (AISP), em Guarulhos. Para tal, estudaram-se diferentes estratos de demanda e definiram-se os usos pretendidos. Posteriormente, avaliaram-se a oferta e o volume do reservatório. Os resultados indicaram que a água pluvial pode suprir parcialmente (44%) o uso da Central de Água Gelada (CAG) do AISP. Na máxima demanda diária identificada (118 m3.dia-1), os volumes de reservatório de 500 a 3.732 m3 apresentaram eficiências da ordem de 60% e períodos de amortização entre 3,5 e 7,5 anos, no cenário de maior custo da água. Para o cenário de menor custo da água, os volumes de 500 a 1.700 m3 apresentaram tempos de amortização de investimento da ordem de 7 a 10 anos, considerando ainda máxima demanda.

Även om marknaden för finansiella tjänster digitaliseras i en allt högre takt finns det fortfarandeinträdesbarriärer för nya aktörer som vill utveckla betal- och kontotjänster för konsumenter. Ettav dessa hinder är att infrastrukturen som används för tjänsterna ägs och förvaltas av deetablerade aktörerna vilket försvårar för en fri konkurrens. Som ett led i att bland annat öppnaupp den europeiska finansiella tjänstesektorn och främja innovation har EU därför infört ettandra betaltjänstdirekt (PSD2) som trädde i kraft under 2018. Direktivet omfattar etableradebanker och finansbolag och tvingar dem att exponera betaltjänster och kontoinformation tilltredjepartsleverantörer när kunden gett sitt medgivande. Införandet av PSD2 kommer förändraspelplanen för både etablerade och nya aktörer när befintliga affärsmodeller utmanas i takt medatt kunderna själva väljer finansiella tjänster efter tycke och smak. Denna kandidatuppsats syftar till att öka förståelsen för hur etablerade banker och finansbolagförhåller sig till möjligheterna och utmaningarna med att anpassa sina verksamheter i enlighetmed PSD2. Därtill är syftet att undersöka huruvida alternativet att inte ta upp kampen med nyaaktörer om de kundnära tjänsterna är en möjlig överlevnadsstrategi för de etablerade aktörerna.Den kvalitativa studien som ligger till grund för slutsatserna bygger på intervjuer somgenomförts med respondenter från två etablerade aktörer samt en ny aktör på den svenskabankmarknaden. Principerna för kvalitativ innehållsanalys har tillämpats vid strukturering ochanalys av intervjuerna. Resultatet visar att PSD2 även förväntas ge etablerade aktörer nya möjligheter attvidareutveckla sina tjänster genom att använda det tekniska ramverket utöver de regulatoriskakrav som direktivet föreskriver. I valet av strategi för PSD2 och de möjliga roller i värdekedjansom erbjuds finns det dock utmaningar med både den mest tillbakalutade och framåtriktademarknadspositionen eftersom dessa ställer krav som är svåra att leva upp till. PSD2 kommeräven medföra fler samarbeten mellan etablerade och nya aktörer som följd av att det finns ettömsesidigt beroende mellan parterna i ambitionen om att leverera den bästa kundupplevelsen.

Sedan den finanskris som uppstod år 2008 har ökade krav ställts beträffande säkerhet ochstabilitet inom den finansiella sektorn. Av den orsaken har etablerade aktörer, vilka omfattas avde alltmer extensiva regelverken, påförts ytterligare krav avseende exempelvis tillsyn ochlikviditet. De ökade säkerhetskraven har, i sin tur, tvingat berörda aktörer att agera merrestriktivt beträffande finansiell innovation och vid utvecklandet av nya finansiella lösningar. Den tekniska utvecklingen har möjliggjort för uppkomsten av nya typer av betaltjänster ochprodukter. Det har resulterat i att etablerade finansiella aktörer, under det senaste decenniet, harmött nya utmaningar i form av en ökad konkurrens från fintechbolag vilka, vid sidan avbefintliga regelverk, har utvecklat innovativa tjänster och produkter specialiserade inom ettspecifikt led inom kundkontaktskedjan. Med anledning av ikraftträdandet av det andrabetaltjänstdirektivet omfattas även fintechbolag av de bestämmelser som reglerarbetaltjänstmarknaden. Genom införandet av regelverket utökas omfattningen till att äveninbegripa leverantörer av kontoinformationstjänster och betalningsinitieringstjänster, så kalladetredjepartsleverantörer. Syftet med det andra betaltjänstdirektivet är bland annat att främjakonkurrens samt att effektivisera den finansiella marknaden. Samtidigt får inte den finansiellastabiliteten äventyras på bekostnad av ifrågavarande ändamål. För att främja finansiell innovation har vissa nationella tillsynsmyndigheter vidtagit olikaregleringsrelaterade åtgärder, såsom exempelvis en regulatorisk sandlåda, en innovationshubbeller ett innovationscenter. Med åtgärderna avses att med olika medel tillvarata den potentialsom fintech har att erbjuda finansmarknaden. Regleringsrelaterade åtgärder, vidtagna pånationell nivå, måste emellertid utvecklas och förhållas till gällande regelverk och får inte sättakonsumentskyddet på spel. I förevarande uppsats behandlas huruvida såväl det andra betaltjänstdirektivet som nationelltvidtagna regleringsrelaterade åtgärder förmår att främja tredjepartsleverantörersinnovationsförmåga på betaltjänstmarknaden, särskilt med beaktande av deras möjligheter attkonkurrera på den finansiella marknaden, utan att det sker på bekostnad av det finansiellasystemets stabilitet och säkerhet.

La thèse a pour objectif de contribuer à l'étude des processus d'internationalisation scientifique à travers l'étude du cas spécifique de la science politique sur la période 1945-2010. Elle s'appuie, pour ce faire, sur une comparaison franco-britannique et sur un cadre théorique inspiré de travaux de sociologie des sciences et de sociologie politique. Articulé autour de la notion de champ, ce cadre constitue la base d'une analyse en trois temps. Le premier consiste en une sociohistoire comparée de deux organisations transnationales de science politique - l'Association Internationale de Science Politique (AISP) et le European Consortium for Political Research (ECPR). Le deuxième repose sur une analyse comparée de trois instances de consécration éditoriales - la Revue Française de Science Politique, Political Studies et le European Journal of Political Research. Le troisième est une analyse comparée des carrières internationales de politistes français et britanniques, sur la base de récits de vie. Les apports de ces trois terrains amènent à conclure, d'une part, à l'émergence progressive d'un champ international partiellement autonome des espaces nationaux mais dont les règles du jeu sont en partie liées aux rapports de force en vigueur dans le champ américain. Ils permettent aussi, d'autre part, de mettre en évidence une structuration du processus d'internationalisation des champs nationaux par les phénomènes de décentralisation, d'autonomisation et de spécialisation qui modifient, au fil du temps, leur physionomie.

Abstract:
This paper's main objective is to consolidate the knowledge on context in the realm of intelligent systems, systems that are aware of their context and can adapt their behavior accordingly. We provide an overview and analysis of 36 context models that are heterogeneous and scattered throughout multiple fields of research. In our analysis, we identify five shared context categories: social context, location, time, physical context, and user context. In addition, we compare the context models with the context elements considered in the discourse on intelligent systems and find that the models do not properly represent the identified set of 3,741 unique context elements. As a result, we propose a consolidation of the findings from the 36 context models and the 3,741 unique context elements. The analysis reveals that there is a long tail of context categories that are considered only sporadically in context models. However, particularly these context elements in the long tail may be necessary for improving intelligent systems' context awareness.

Abstract:
In air traffic, safety is the key word. Safety is kept in numerous ways. One of these ways is with the help of Aeronautical Information (AI). AI is all information regarding air traffic, i.e. aerodrome hours of operation, weather reports and information about unserviceable navigational aids. Sometimes it happens that some of the information does not reach the pilots in the aircraft, which can have a negative impact on safety. This thesis examines the flow of AI all the way from the originator of the information to the end-user, and analyzes it to find where the errors occur. The thesis is based on the rules and regulations set by ICAO, the International Civil Aviation Organization, two field trips to the Swedish AI provider LFV, and interviews with four airlines, Novair, NextJet, Malmö Aviation, and SAS. The results exposes where in the flow the weakness exists, and finally gives advice as to how these weaknesses can be addressed.

Abstract:
Neste trabalho foram produzidas camadas de boretos de elevadas durezas e resistências ao desgaste nos aços AISI H13 e AISI D2, por meio de tratamento termo-reativo em banho de bórax com adição de 10% de alumínio. Posteriormente foram realizados tratamentos pela técnica PVD sobre as camadas de boretos. As amostras foram caracterizadas por meio de microscopia óptica, microscopia eletrônica de varredura, ensaios de dureza e ensaios de micro desgaste abrasivo com esfera livre. Para ambos os materiais, os tempos de tratamento de boretação foram de 4 horas, seguido de resfriamento em óleo ou ao ar. As camadas produzidas por boretação no caso do aço AISI H13 apresentaram espessura média de 70 μm e para o aço AISI D2 espessura média de 100 μm. As durezas das camadas de boretos produzidas variaram de 1500 a 1700 HV. Os ensaios de micro desgaste abrasivos com esfera livre foram realizados com uso de solução abrasiva de carboneto de silício. Todas as camadas produzidas apresentaram resistências ao desgaste muito superiores as dos substratos. As amostras com tratamentos duplex boretação-PVD apresentaram os melhores desempenhos ao desgaste, seguidas pelo aço AISI D2 e AISI H13 boretados e por último os aços AISI D2 e AISI H13 temperados e revenidos.
Borides layers with high hardness and wear resistances were produced on AISI H13 and AISI D2 steels by thermo-reactive treatment in borax added with 10% of aluminum. Subsequently, treatments by the PVD technique were performed on the layers of borides. The samples were characterized using Optical Microscopy, Scanning Electron Microscopy, hardness testing and free-ball micro abrasive wear test. For both materials, the boriding treatment times were 4 hours long, followed by cooling in oil or air. In the case of AISI H13, the layers produced by boriding showed an average thickness of 70 μm while AISI D2 steel presented an average thickness of 100 μm. The hardness of the produced boride layers ranged from 1500 to 1700 HV. The micro abrasive wear tests were performed using abrasive solution of silicon carbide. All produced layers showed wear resistance much higher than the substrates. Samples with treatments duplex PVD-boriding presented the best wear performances, followed by AISI D2 and AISI H13 borated steels and finally, AISI D2 and AISI H13 steels quenched and tempered.

Resumo: A refusão superficial a laser é uma técnica muito promissora para a melhoria das propriedades mecânicas dos aços ferramentas através da homogeneização química e refino da estrutura. O tratamento a laser promove o aquecimento e resfriamento rápidos da camada superficial resultando em transformações microestruturais que promovem a melhoria do desempenho sem envolver o reprocessamento do material como um todo. Neste trabalho foram analisadas, além da microestrutura resultante do tratamento de refusão a laser, a resistência à corrosão e a resistência à flexão dos aços ferramenta para trabalho a quente AISI H13 e inoxidável martensítico AISI 420. Os resultados experimentais foram comparados com os mesmos aços sem tratamento. Observou-se que a microestrutura resultante do tratamento de refusão a laser é formada de martensita e austenita residual. Abstract: Laser surface melting is a very promising technique to improve the mechanical properties of tool steel by the chemical homogenization and refinement of the microstructure. Laser treatment promotes the rapid heating and cooling of the superficial layer resulting in microstructure transformations, which improve material performance without involving the reprocessing of the bulk material. In this work, besides the microstructure resulting from laser surface melting, corrosion resistance and deflection of hot-work tool steel AISI H13 and martensitic stainless steel AISI 420 were analyzed. The experimental results were compared to the same steels without treatment. The microstructure of the laser surface melting is formed by martensite and retained austenite. The refined structure and the presence of martensite increased hardness, despite the large volume of retained austenite. The carbides dissolution and incorporation of alloying elements into the matrix, for example chrome, improve the corrosion behavior

Neste trabalho foi avaliada a resistÃncia à sensitizaÃÃo dos aÃos AISI 317 e AISI 317L a partir do estado como recebido quando submetido na faixa de temperatura de 400ÂC a 700ÂC por diferentes perÃodos de tempo. Foi tambÃm estudado um tratamento de solubilizaÃÃo adequado para minimizar os efeitos da sensitizaÃÃo no material como recebido submetido nas condiÃÃes escolhidas de tratamento tÃrmico. Foram realizados tratamentos tÃrmicos nos tempos de 1h, 12h, 24h, 72h e 96h nas temperaturas de 400ÂC, 500ÂC, 600ÂC e 700ÂC. Foram realizados tratamentos de solubilizaÃÃo na temperatura de 1100ÂC por 20, 60 e 240 minutos em ambos os aÃos e em seguida foram repetidos os tratamentos tÃrmicos nas condiÃÃes onde o material apresentou sensitizaÃÃo na condiÃÃo como recebido. ApÃs cada tratamento foi realizada uma caracterizaÃÃo microestrutural pelas tÃcnicas de microscopia eletrÃnica de varredura e microscopia Ãtica. Foram realizados ensaios de reativaÃÃo potenciocinÃtica por Double Loop (DL-EPR) para uma avaliaÃÃo quantitativa do grau de sensitizaÃÃo das amostras. A exposiÃÃo dos aÃos na temperatura de 700ÂC acarretou a sensitizaÃÃo dos mesmos, porÃm na condiÃÃo como recebido, o aÃo AISI 317L mostrou-se sensitizado mais cedo em comparaÃÃo ao aÃo AISI 317. O tratamento tÃrmico de solubilizaÃÃo à 1100ÂC foi mais efetivo em reduzir a sensitizaÃÃo do aÃo AISI 317L, mostrando que o tempo de 20 minutos à suficiente para melhorar sua resistÃncia ao empobrecimento de cromo.
Austenitic stainless steels are known for their higher corrosion resistance and good mechanical properties at high temperatures. However, these steels are susceptible to intergranular corrosion caused by segregation of chromium carbide (M23C6) at grain boundaries. This type of corrosion is caused by the depletion of chromium in the regions adjacent to grain boundaries, making the steel as sensitized. An alternative to reduce this effect is to reduction of the carbon content in solid solution, thus decreasing the formation of carbides at high temperatures. In this work it was evaluated the resistance to sensitization of AISI 317 and AISI 317L steels from the state as received when submitted in the temperature range 400 Â C to 700 Â C for different periods of time. It was also investigated a solution annealing temperature appropriate that it could minimize the sensitization effects for the material in the as received condition under the selected conditions of heat treatment. Uma alternativa para reduzir esse efeito é a redução do teor de carbono em solução sólida, diminuindo assim a formação de carbonetos a elevadas temperaturas. Neste trabalho foi avaliada a resistência à sensitização dos aços AISI 317 e AISI 317L a partir do estado como recebido quando submetido na faixa de temperatura de 400ºC a 700ºC por diferentes períodos de tempo. Após cada tratamento foi realizada uma caracterização microestrutural pelas técnicas de microscopia eletrônica de varredura e microscopia ótica. Foram realizados ensaios de reativação potenciocinética por Double Loop (DL-EPR) para uma avaliação quantitativa do grau de sensitização das amostras. A exposição dos aços na temperatura de 700ºC acarretou a sensitização dos mesmos, porém na condição como recebido, o aço AISI 317L mostrou-se sensitizado mais cedo em comparação ao aço AISI 317. O tratamento térmico de solubilização à 1100ºC foi mais efetivo em reduzir a sensitização do aço AISI 317L, mostrando que o tempo de 20 minutos é suficiente para melhorar sua resistência ao empobrecimento de cromo.

Abstract:
Durante o desgaste por deslizamento há a ocorrência de calor gerado por atrito, que favorece a oxidação nas superfícies de contato dos metais. O resultado deste fenômeno pode provocar uma diminuição da taxa de desgaste, a qual usualmente é associada com transições no tipo de contato: metal-metal, metal-óxido ou óxido-óxido. Este trabalho tem como objetivo desenvolver um modelo teórico do desgaste oxidativo. O modelo tenta correlacionar parâmetros termodinâmicos e tribológicos dos materiais, como energia de Gibbs, carga, área real de contato, velocidade e temperatura do contato. Para testar o modelo, realizaram-se ensaios do tipo pino-sobre-disco convencional, para análise da influência dos parâmetros tribológicos, de forma a obter diversas relações entre temperatura de contato, carga, velocidade e as propriedades físico-químicas dos materiais. Os ensaios foram realizados com variação contínua de carga, em intervalos de 20 a 120 N, 20 a 80 N e de 20 a 40 N. Os materiais escolhidos para serem ensaiados foram pino de aço ferramenta M2 temperado e revenido, enquanto que o disco foi de aço 1045 austemperado com microestrutura do tipo bainítica. A caracterização superficial antes e depois dos ensaios foi feita usando-se diferentes técnicas auxiliares, tais como microscopia óptica e eletrônica de varredura. Analisando as curvas obtidas a partir do modelo, assim como as obtidas pelas análise das experiências feitas para sua avaliação, pôde-se concluir que força motriz que causa a taxa de desgaste é a energia de contato, a qual depende das condições físico-químicas, do meio e das solicitações impostas às condições de contato, sendo também as propriedades do material essenciais para a influência na taxa de desgaste, propriedades que estão intrínsecas no modelo, assumindo a energia de Gibbs do material.
During sliding wear, heat generated friction occurs, which favors oxidation occurrence on the contacting surfaces of metallic materials. The oxidation phenomenon can result in wear rate attenuation due to transitions in the contact feature from metal-metal to either metal-oxide or oxide-oxide. This work aimed to develop a theoretical modeling on oxidational wear. In the obtained model, both thermodynamic and tribological parameters were used, such as Gibbs energy, load, actual area of contact, velocity and contact temperature. In order to obtain experimental data for the model assessment, usual pin-on-disk tests were conducted under some load and velocity conditions. Relations among the variables, such as contact temperature, load, velocity and physical-chemical properties of the materials, were attained. The tests were performed under continuous rising on load. Intervals from 20 to 120 N, 20 to 80 N and 20 to 40 N were tested. The pin material was made of quenched and tempered M2 tool steel and the disks were of austempered AISI 1045 steel with bainitic microstructure. Surface characterization was carried out before and after the tests, through optical and scanning electronic microscopes. Analyzing the results obtained from the model and from the experimental tests, it was possible to conclude that the wear phenomenon is related to the contact energy, which depends on the physical-chemical conditions of the surfaces, the environment and the mechanical loading the surfaces undergo. The material properties, which do also influence the wear rate, were taken into consideration in the model as the Gibbs energy of the materials.

Abstract:
This Coastal and Hydraulics Engineering Technical Note (CHETN) describes a method for evaluating the received coverage from Automatic Identification System (AIS) shore sites and the availability of historic vessel position reports along the Ohio River. The network of AIS shoreside sites installed and operated by the US Army Corps of Engineers (USACE) and the US Coast Guard (USCG) receive information transmitted from vessels; however, reception of these transmissions is generally line-of-sight between the vessel and the AIS site antenna. Reception may also be affected by factors such as the quality of the transceiver installation aboard the vessel as well as the state of the equipment at the receiving site. Understanding how to define and quantify coverage gaps along the inland river system can inform research utilizing AIS data, provide information on the performance of the AIS network, and provide guidance for efforts to address identified coverage gaps
