Abstract:
The agricultural insurance subsidy policy (AISP) encourages farmers to expand production scale by mitigating production risks. Under the high-input production patterns of traditional agriculture, the implementation of AISP is conducive to increase farmers’ income, but it also leads to the destruction of the agricultural environment. Achieving agricultural green development (AGD) has been hindered in China. In this context, this paper attempts to analyze the impact of AISP on farmers’ income and the agricultural environment. Based on the panel data of 316 prefecture-level cities from 2003 to 2012 in China, this paper empirically tests the effects of AISP by employing methods such as time-varying difference-in-difference (DID). The results show that AISP has significantly promoted the growth of farmers’ incomes but has negatively impacted the agricultural environment. Furthermore, the mechanism analysis shows that the policy effects are realized by affecting the quantity of main productive fixed assets (Mpfa) and grain sown area per capita (Gsa). In addition, the policy effect is heterogeneous in different regions. Therefore, the government should appropriately raise the subsidy standard for farmers who adopt environmental-friendly production patterns. At the same time, the government should give more subsidies to the large grain-producing areas.

Impervious surfaces have important effects on the natural environment, including promoting hydrological run-off and impeding evapotranspiration, as well as increasing the urban heat island effect. Obtaining accurate and timely information on the spatial distribution and dynamics of urban surfaces is, thus, of paramount importance for socio-economic analysis, urban planning, and environmental modeling and management. Previous studies have indicated that the fusion of multi-source remotely sensed imagery can increase the accuracy of prediction for impervious surface information across large areas. However, the majority of them are limited to the use of specific data sources to construct a few features with which it can be challenging to characterize adequately the variation in impervious surfaces over large areas. Thus, impervious surface maps are often presented with high uncertainty. In response to this problem, we proposed the use of multi-temporal MODIS and Visible Infrared Imaging Radiometer Suite (VIIRS) nighttime light data to construct a more general and robust feature set for large-area artificial impervious surface percentage (AISP) prediction. Three fusion methods were proposed for application to multi-temporal MODIS surface reflectance product (MOD09A1) and Visible Infrared Imaging Radiometer Suite (NPP-VIIRS) Day/Night Band (DNB) data to construct three different types of features: spectral features, index features (band calculations), and fusion features. These features were then used as variables in a random-forest-based AISP prediction model. The model was fitted to China and then applied to predict AISP across Asia. Fifteen typical cities from different regions of Asia were selected to assess the accuracy of the prediction model. The use of multi-temporal MODIS and VIIRS DNB data was found to significantly increase the accuracy of prediction for large-area AISP. The feature set constructed in this research was demonstrated to be suitable for large-area AISP prediction, and the random forest model based on optimization of the selected features achieved the highest accuracy, amongst benchmarks, with testing R2 of 0.690, and testing RMSE of 0.044 in 2018, respectively. In addition, to further test the performance of the proposed method, three existing impervious products (GAIA, HBASE, and NUACI) were used to compare quantitatively. The results showed that the predicted AISP achieved superior performance in comparison with others in some areas (e.g., arid areas and cloudy areas).

Abstract:
Purpose The purpose of this paper is to develop a methodology for knowledge discovery in emergency response service databases based on police occurrence reports, generating information to help law enforcement agencies plan actions to investigate and combat criminal activities. Design/methodology/approach The developed model employs a methodology for knowledge discovery involving text mining techniques and uses latent Dirichlet allocation (LDA) with collapsed Gibbs sampling to obtain topics related to crime. Findings The method used in this study enabled identification of the most common crimes that occurred in the period from 1 January to 31 December of 2016. An analysis of the identified topics reaffirmed that crimes do not occur in a linear manner in a given locality. In this study, 40 per cent of the crimes identified in integrated public safety area 5, or AISP 5 (the historic centre of the city of RJ), had no correlation with AISP 19 (Copacabana – RJ), and 33 per cent of the crimes in AISP 19 were not identified in AISP 5. Research limitations/implications The collected data represent the social dynamics of neighbourhoods in the central and southern zones of the city of Rio de Janeiro during the specific period from January 2013 to December 2016. This limitation implies that the results cannot be generalised to areas with different characteristics. Practical implications The developed methodology contributes in a complementary manner to the identification of criminal practices and their characteristics based on police occurrence reports stored in emergency response databases. The generated knowledge enables law enforcement experts to assess, reformulate and construct differentiated strategies for combating crimes in a given locality. Social implications The production of knowledge from the emergency service database contributes to the government integrating information with other databases, thus enabling the improvement of strategies to combat local crime. The proposed model contributes to research on big data, on the innovation aspect and on decision support, for it breaks with a paradigm of analysis of criminal information. Originality/value The originality of the study lies in the integration of text mining techniques and LDA to detect crimes in a given locality on the basis of the criminal occurrence reports stored in emergency response service databases.

RESUMO Foram avaliados diferentes aspectos relativos à demanda e à oferta de água pluvial para atendimento de usos não potáveis no Aeroporto Internacional de São Paulo (AISP), em Guarulhos. Para tal, estudaram-se diferentes estratos de demanda e definiram-se os usos pretendidos. Posteriormente, avaliaram-se a oferta e o volume do reservatório. Os resultados indicaram que a água pluvial pode suprir parcialmente (44%) o uso da Central de Água Gelada (CAG) do AISP. Na máxima demanda diária identificada (118 m3.dia-1), os volumes de reservatório de 500 a 3.732 m3 apresentaram eficiências da ordem de 60% e períodos de amortização entre 3,5 e 7,5 anos, no cenário de maior custo da água. Para o cenário de menor custo da água, os volumes de 500 a 1.700 m3 apresentaram tempos de amortização de investimento da ordem de 7 a 10 anos, considerando ainda máxima demanda.

O que se entende como violência urbana em grande medida associa-se à criminalidade. Isto obscurece no plano mais amplo o significado da violência urbana, deste modo, ainda que se considere a criminalidade como parte do conteúdo da violência urbana, é importante considerar que a violência está posta no próprio processo de urbanização à medida que tal processo reflete as relações de produção e as relações de classe, isto é, produto e condição para a realização das relações socioespaciais. Na escala de Belém, as reflexões da violência e da criminalidade não prescindem da análise da produção do espaço e das relações socioterritoriais. Deste modo, procurando responder algumas questões que envolvem reflexões acerca da violência urbana, o objetivo do presente artigo consiste em analisar a relação entre a produção do espaço urbano com a criminalidade e a violência, buscando responder quais as principais motivações do crime de homicídio nos bairros do Jurunas, Batista Campos e Guamá, os quais fazem parte da 4ª e 5ª AISP (Área de Integração de Segurança Pública). Os bairros do Jurunas e Batista Campos fazem parte da 4ª AISP e o Guamá compõe a 5ª AISP.Palavras-chave: Produção do Espaço Urbano; Violência; Território; Homicídios.ABSTRACTThe insecurity and the fear of violence have been an uneasiness each time more present in the contemporary cities, both in the national and international scenario, considered the particularities in each case. The urban violence is frequently associated with the criminality, what obscures the meaning of urban violence in a broader perspective. Thus, even if the criminality is considered part of the content of urban violence, it is important to consider that the violence is included in the very process of urbanization since this process reflects the relations of production and the class relations, that is, product and condition to the fulfillment of sociospatial relations. In the scale of Belém, the reflections about violence and criminality do not dispense the analysis of the production of space and of the socioterritorial relations. Thus, in order to answer some questions about urban violence, the present article aims to analyze the relation between the production of urban space, the criminality, and the violence, seeking to identify the main motivations of homicides crimes in the neighborhoods of Jurunas, Batista Campos and Guamá, parts of the 4th and 5th AISP (Public Security Integration Area). Abstract:
Os aeroportos são reconhecidamente grandes emissores de Gases de Efeito Estufa (GEE’s), poluentes e ruídos. Assim, compreender as emissões provenientes dos aeroportos pode contribuir para a elaboração de ações mitigadoras na temática do aquecimento global, relacionando as emissões antrópicas à intensificação do aquecimento do planeta já que o Dióxido de Carbono (CO₂) é visto como o principal vilão no aumento da temperatura da Terra. A principal motivação deste estudo foi verificar os índices de concentração de CO₂ no entorno do AISP (Aeroporto Internacional de São Paulo). Para tanto, foram realizadas medições de CO₂ em diferentes pontos com o uso de equipamentos portatéis (medidor de CO₂ e GPS de campo). Os dados coletados foram analisados em ambiente SIG (Sistema de Informação Geográfica). Os resultados demonstraram que as emissões de Dióxido de Carbono no entorno do AISP oscilaram de 436 a 490 ppm/CO₂. Tais emissões estão muito acima dos índices máximos constatados pela ONU no primeiro semestre de 2019, que alcançou uma média global de 409 ppm/CO₂.

Purpose The purpose of this paper is to develop a method for the discovery of knowledge in emergency response databases based on police incident reports, generating information that identifies local criminal demands that allow the selection of the appropriate policing strategies portfolio to solve the problem. Design/methodology/approach The developed model uses a methodology for the discovery of knowledge involving text mining techniques using Latent Dirichlet Allocation (LDA) integrated with the ELECTRE I multicriteria method. Findings The developed method allowed the identification of the most common criminal demands that occurred from January 1 to December 31, 2016, in the policing areas studied. One of the crimes does not occur homogeneously in a particular locality. In this study, it was initially observed that 40 per cent of the crimes identified in the Integrated Public Safety Area 5, or AISP-5, (historical city center of RJ) had no correlation with AISP-19 (Copacabana - RJ), and 33 per cent of crimes crimes in AISP-19 were not identified in AISP-5. This finding guided the second part of the method that sought to identify which portfolio of policing strategies would be most appropriate for the identified demands. In this sense, using the ELECTRE I method, eight different scenarios were constructed where it can be identified that for each specific criminal demand set there is a set of policing strategies to be applied. Research limitations/implications The collected data represent the social dynamics of neighbourhoods in the central and southern zones of the city of Rio de Janeiro during the specific period from January 2013 to December 2016. This limitation implies that the results cannot be generalised to areas with different characteristics. Practical implications The developed methodology contributes in a complementary way to the identification of criminal practices and their characteristics based on reports of police occurrences stored in emergency response databases. The knowledge generated through the identification of criminal demands allows law enforcement decision makers to evaluate and choose among the available policing strategies, which best suit the reality they study, and produce the reduction of criminal indices. Social implications It is possible to infer that by choosing appropriate strategies to combat local crime, the proposed model will increase the population’s sense of safety through an effective reduction in crime. Originality/value The originality of the study lies in the integration of text mining techniques, LDA and the ELECTRE I method for detecting crime in a given location based on crime reports stored in emergency response databases, enabling identification and choice, from customized policing strategies to particular criminal demands.

Abstract:
New reperfusion therapies have improved the clinical recovery rates of acute ischemic stroke patients (AISP), but it is not known whether other factors, such as the ability to cope, might also have an effect. The aim of this study was to evaluate the effect of endovascular treatment (EVT) on coping strategies, quality of life, and neurological and functional outcomes in AISP at 3 months and 1 year post-stroke. A multicenter, prospective, longitudinal, and comparative study of a sub-study of the participants in the Endovascular Revascularization with Solitaire Device versus Best Medical Therapy in Anterior Circulation Stroke within 8 Hours (REVASCAT) clinical trial was conducted after recruiting from two stroke centers in Catalonia, Spain. The cohort consisted of 82 ischemic stroke patients (n = 42 undergoing EVT and n = 40 undergoing standard best medical treatment (BMT) as a control group), enrolled between 2013–2015. We assessed the coping strategies using the Brief Coping Questionnaire (Brief-COPE-28), the health-related quality of life (HRQoL) with the EQ-5D questionnaire, and the neurological and functional status using the National Institute of Health Stroke Scale (NIHSS), Barthel Index (BI), modified Rankin Scale (mRS), and Stroke Impact Scale-16 (SIS-16). Bivariate analyses and multivariate linear regression models were used. EVT patients were the ones that showed better neurological and functional outcomes, and more patients presented reporting no pain/discomfort at 3 months; paradoxically, problem-focused coping strategies were found to be significantly higher in patients treated with BMT at 1 year.

O presente estudo aplicou um multi-criteria decision analysis (MCDA) para obtenção do ranking das Áreas Integradas de Segurança Pública (AISP), para fins de premiação pelo Sistema Integrado de Metas (SIM). A aplicação de um MCDA teve o objetivo de eliminar o efeito compensatório dos critérios, evitando que o sucesso em um critério compensasse o fracasso em outro. O método escolhido foi ELECTRE III (ELimination Et Choix Traduisant la REalité), pois o problema em análise adequava-se ao tipo (P.γ). Quantos aos fins, a metodologia pode ser classificada como metodológica e aplicada e quanto aos meios, bibliográfica, documental e de laboratório. Os dados foram obtidos em colaboração com a Polícia Militar do Estado do Rio de Janeiro, em janeiro de 2017, referindo-se à 12ª edição de premiação do SIM, ocorrida no primeiro semestre de 2015. A escolha desta edição deu-se pelo fato de ser a única em que onze AISPs empataram em primeiro lugar. Para efeito de geração das matrizes de concordância, discordância, credibilidade, ranking parcial e final, foi utilizado o software J-Electre. Como resultado da aplicação do método ELECTRE III, obteve-se um ranking sem empate entre as três primeiras colocações. A eliminação do efeito compensatório pode ser percebida comparando-se os resultados obtidos pelo SIM versus o ELECTRE III, onde a ordem de classificação das unidades foi alterada em 94,87%.

State and local governments are seeking to use their health, education, and human services administrative data to address major social problems. As they attempt to move forward to develop and use integrated data systems (IDS), they have encountered substantial challenges. The Actionable Intelligence for Social Policy (AISP) team at the University of Pennsylvania targeted four common sets of challenges to IDS use: IDS governance, legal agreements, technology and data security, and data standards. The purpose of this article is to present the results from a year-long convening of four panels of national experts in each of these key topic areas. The results specify the greatest IDS challenges in each of these areas, and develop state-of-the-art responses to innovate the IDS field. It discusses how these solutions promote more effective, efficient, and routine use of IDS that are scalable to advance the IDS field beyond these current limitations in practice.

Background. Measures of spousal effect during parturient pain should take a tripartite approach involving the parturients, spouses, and midwives.Aim. To develop and validate three questionnaires measuring spousal presence in management of parturient pain in Nigeria.Methods. There are two phases: (1) development of questionnaires, Abuja Instrument for Midwives (AIM), Abuja Instrument for Parturient Pain (AIPP), and Abuja Instrument for Parturient Spouses (AIPS), utilizing literatures, Kuopio instrument for fathers (KIF) and expertise of health professionals, and (2) pilot study to validate the questionnaires which were administered in two hospitals in Nigeria: midwives(n=10), parturients(n=10), and spouses(n=10). Results. Internal consistency for the three questionnaires indicated Cronbach’s alpha coefficient of 0.789 (AIM), 0.802 (AIPP), and 0.860 (AIPS), while test-retest reliability wasr=0.99(AIM),r=0.99(AIPP), andr=0.90(AIPS).Conclusions. AIM, AIPP, and AIPS provide a means of investigating the effectiveness of spousal presence in management of parturient pain in Nigeria. However, further testing of each instrument is needed in a larger population to replicate the beneficial findings of AIMS, AIPP, and AIPS which can contribute rigor to future studies.

Resumo Analisou-se a evolução de taxas das categorias homicídio doloso, latrocínio, lesão corporal seguida de morte, homicídio por auto de resistência, policial morto, pessoa desaparecida e encontro de cadáver, no Estado e na cidade do Rio de Janeiro e na Área Integrada de Segurança Pública 16 (AISP 16). Para tanto, foi realizado estudo ecológico, no período de 2002 a 2013, utilizando os dados do Instituto de Segurança Pública. Para análise da evolução temporal e tendência das taxas de homicídio doloso, de autos de resistência e de pessoas desaparecidas foi realizada regressão Joinpoint, considerando como variável dependente as referidas taxas e como variável independente o ano calendário. Para as demais categorias analisou-se apenas a evolução temporal das taxas a partir do cálculo da variação relativa destas no início e no final do período. Houve queda de taxas em todas as categorias, com exceção de pessoas desaparecidas. A taxa de homicídio doloso apresentou tendência significativa de decréscimo nas três localidades. Os resultados contribuíram para descrever o padrão da violência nas três localidades a partir do diálogo entre as ciências sociais, saúde e segurança pública, o que permitiu contemplar aspectos subjetivos e objetivos ligados aos achados do estudo.

The current structure of the Russian payment market is almost ten years old—in the summer of 2011,the Federal Law “On the National Payment System” was adopted. This was the start of a “Russian noncash miracle,” a fantastic increase of non-cash payments in retail turnover. Having solved numerous problems, the new market structure today also needs to be updated. During this decade, the range of challenges faced by the industry and the regulator has changed significantly: those are unbalanced competition, the presence of types of companies with similar functionality on the market, complex licensing procedures, and so on. This article aims to consider a new perspective of market transformation based on the introduction of payment institution into the Russian system. The article analyzes the current and future types of payments; examines in detail the structure of the Russian payment market, its advantages and disadvantages; and describes the payment institution, identifying the risks and prospects of its introduction into Russian banking practice. The authors suggest the feasibility of introducing payment institutions as a more functional version of the payment agents operating in Russia to simplify the complex structure of payment service providers. Payment institutions should become conduits for new payment services (such as PISP and AISP). In addition, payment institutions should be supervised by the regulator. At the same time, the introduction of a new type of companies should not put existing players at a disadvantage. Therefore, existing credit institutions and payment agents should have the ability to easily change their status and transform into payment institutions and back again.

The objective of the study is to investigate the chip characteristics (shape and width) and surface roughness materials. The research is using cylindrical grinding processes at low-speed workpiece 100 rpm, depth of cut 0.5 mm, in dry condition. Result of research is comparing characteristic chip with variable feet rate 120 mm/min, 420 mm/min, 1300 mm/min. The result is to show the increasing feedrate lead, the growth of chip width and high surface roughness value. On materials AISI 1020, AISI 1045, AISI 1090, and AISI 4340 show that chips width is related to hardness value.

Emerging studies indicate that APOA-I binding protein (AIBP) is a secreted protein and functions extracellularly to promote cellular cholesterol efflux, thereby disrupting lipid rafts on the plasma membrane. AIBP is also present in the mitochondria and acts as an epimerase, facilitating the repair of dysfunctional hydrated NAD(P)H, known as NAD(P)H(X). Importantly, AIBP deficiency contributes to lethal neurometabolic disorder, reminiscent of the Leigh syndrome in humans. Whereas cyclic NADPHX production is proposed to be the underlying cause, we hypothesize that an unbiased metabolic profiling may: 1) reveal new clues for the lethality, e.g., changes of mitochondrial metabolites., and 2) identify metabolites associated with new AIBP functions. To this end, we performed unbiased and profound metabolic studies of plasma obtained from adult AIBP knockout mice and control littermates of both genders. Our systemic metabolite profiling, encompassing 9 super pathways, identified a total of 640 compounds. Our studies demonstrate a surprising sexual dimorphism of metabolites affected by AIBP deletion, with more statistically significant changes in the AIBP knockout female vs male when compared with the corresponding controls. AIBP knockout trends to reduce cholesterol but increase the bile acid precursor 7-HOCA in female but not male. Complex lipids, phospholipids, sphingomyelin and plasmalogens were reduced, while monoacylglycerol, fatty acids and the lipid soluble vitamins E and carotene diol were elevated in AIBP knockout female but not male. NAD metabolites were not significantly different in AIBP knockout vs control mice but differed for male vs female mice. Metabolites associated with glycolysis and the Krebs cycle were unchanged by AIBP knockout. Importantly, polyamine spermidine, critical for many cellular functions including cerebral cortex synapses, was reduced in male but not female AIBP knockout. This is the first report of a systemic metabolite profile of plasma samples from AIBP knockout mice, and provides a metabolic basis for future studies of AIBP regulation of cellular metabolism and the pathophysiological presentation of AIBP deficiency in patients.
