Abstract:
Public access to case law is a required prerequisite for the legal certainty and the rule of law. Nevertheless, according to the law, only authorized persons can access judgments in their non-anonymized and unredacted form. This paper proposes a computer aided method for anonymization and redaction of judgments, with an aim to improve efficiency of overall process. The anonymization and redaction procedure is based on the access control mechanism for XML documents. AKOMA NTOSO is chosen as an XML format in order to facilitate integration with other (legal) information systems, but the proposed method can be easily adapted to different document types and different XML formats. The method is verified by a prototype implementation which is validated by employees in a court of law.

Abstract:
The accessibility and reuse of legal data is paramount for promoting transparency, accountability and, ultimately, trust towards governance institutions. The aggregation of structured and semi-structured legal data inevitably leads to the big data realm and a series of challenges for the generation, handling, and analysis of large datasets. When it comes to data generation, LEOS represents a legal informatics tool that is maturing quickly. Now in its third release, it effectively supports the drafting of legal documents using Akoma Ntoso compatible schemes. However, the tool, originally developed for cooperative legislative drafting, can be repurposed to draft parliamentary control documents. This is achieved through the use of actor-oriented software components, referred to as software agents, which enable system interoperability by interlinking the text editing system with parliamentary control datasets. A validated corpus of written questions from the Hellenic Parliament is used to evaluate the feasibility of the endeavour, and the feasibility of using it as an authoring tool for written parliamentary questions and generation of standardised, open, legislative data. Systemic integration not only proves the tool’s versatility, but also opens up new grounds in interoperability between formerly unrelated legal systems and data sources.

Abstract:
Questa dissertazione illustra la creazione di un prototipo di portale web per la fruizione ed elaborazione di documenti legali, che prende il nome di "Fmx2Akn". Le due sigle sono l'abbreviazione di "FORMEX" ed "AKOMA NTOSO", due dialetti XML: il primo è stato sviluppato dall'Ufficio delle Pubblicazioni dell'UE, ed è il dialetto con il quale sono marcati tutti i documenti ufficiali dell'UE; il secondo è stato sviluppato all'interno di un progetto promosso dal Dipartimento per l’Economia e gli Affari Sociali delle Nazioni Unite, ed è in grado di adattarsi alle differenti necessità di specifici sistemi legislativi. Allo stato attuale il prototipo di portale, che si basa su un web server in Node.js/Express, che utilizza il framework Semantic-UI per l'interfaccia grafica e i database NoSQL MongoDB ed eXist-DB, è in grado di recuperare automaticamente tutte le istanze di file necessarie dal sito EUR-Lex (incluso il formato tecnico FORMEX) e di metterle a disposizione per la conversione; inoltre, il prototipo è già predisposto per la visualizzazione della conversione, poichè è in grado di mettere in parallelo le due istanze FORMEX e AKOMA NTOSO dello stesso documento, evidenziando fra i due formati tecnici la corrispondenza degli elementi.

Abstract:
Questa dissertazione si focalizza sulla fase di perfezionamento dei documenti strutturati in formato Akoma Ntoso, un dialetto XML per documenti legali in grado di adattarsi alle differenti necessità di ogni sistema legislativo. Tale processo serve ai redattori legali per raffinare i documenti creati tramite convertitori automatici, i quali non sono esenti da errori. Viene presentata quindi la creazione di Akomando-Create, una libreria javascript che fornisce tramite API le funzionalità utili alla realizzazione di strumenti software specializzati nella correzione di documenti Akoma Ntoso. Utilizzando questa libreria, è stata realizzata un’applicazione web denominata ANANAS (Akoma Ntoso Analysis of Names And Semantics), la quale permette di accedere ad una collezione di documenti al fine di illustrare tramite grafici la loro bontà semantica e di performare semplici operazioni di correzione dei metadati.

Abstract:
La dissertazione ha l’obiettivo di verificare la tesi secondo cui la semplificazione delle attività di archiviazione e recupero dei documenti giuridici nello standard più appropriato supporta meccanismi di Data Analysis e favorisce lo sviluppo di strumenti per la Data Visualization. L’ambito riguardante l’analisi dei documenti giuridici è sempre più rilevante sia per il valore sociale ed economico che può emergere da tali documenti, sia per l’incremento delle quantità di dati disponibile e accessibili attraverso la rete e in particolare mediante le fonti ufficiali di produzione del diritto quali le gazzette. Questo contesto applicativo è strettamente collegato agli standard XML, i quali permettono ai documenti di essere processati tramite gli elaboratori. Uno standard XML adatto al contesto della Data Analysis è Akoma Ntoso che si differenzia da altri per il carattere universale e per la ricchezza semantica capace di catturare e modellare la conoscenza giuridica. Per la verifica della tesi iniziale sono presentati due strumenti che si basano sullo standard Akoma Ntoso: SOFIA, dashboard in cui sono definite alcune analisi su collezioni di documenti Akoma Ntoso e che consente la rappresentazione grafica dei risultati ottenuti; akomando-db, libreria JavaScript utilizzabile tramite API e CLI per la gestione delle fasi di archiviazione e di recupero dei documenti Akoma Ntoso. Infine viene presentata una valutazione qualitativa riguardante la complessità dello sviluppo di SOFIA con e senza l’ausilio di akomando-db.
