Half a century ago, the Greek academic Era Vranoussi presented Balkan and Byzantine studies with a new theory. She argued that the people named Albanoi in Michael Attaleiates’ History were not Balkan Albanians, but rather Normans in southern Italy. This chapter is dedicated to exploring the impact on the Albanian legal system of the pan-European general principles of good administration developed by the Council of Europe (CoE). It argues that the CoE has been engaged in almost every area of law reform and been present in monitoring elections and constitutional referendums, delivering programmes and training, offering assistance with law-making (including the Constitution and codes), supporting justice reform and advising government authorities. Especially, the European Convention on Human Rights is held in high esteem in Albania even if its application is often curtailed by language and access barriers. The chapter concludes that in order to reach full compliance with the said principles Albania still has to go through significant reforms, including the justice reform that has been ongoing in the country for the last five years with very slow progress.

This chapter views socialism as a mental world, following Albanian youths sent to the Soviet Union in the 1950s for training in literature, engineering, and architecture. These youths came to see themselves and others in similar socialist terms. The encounter with Moscow was awe-inspiring, but exposure to the socialist world could also be alienating. Such contradictory reactions find expression in the lives of two individuals: an aspiring architect shipped to Moscow to learn how to plan the socialist cities of the future, and a young writer sent on a scholarship to absorb the techniques of socialist realism. The chapter also shows how party-enforced “friendship propaganda” for the Soviet Union was meant to insert Albania into a genealogy of international socialism. This campaign came with rewritten history textbooks, mandatory Russian language courses, and a system of sanctions and rewards.
