Abstract:
This article reviews one of the many leitmotifs that have linked Alcide De Gasperi to Trentino. It will focus attention on De Gasperi's experience as the Catholic representative of a national minority within the Austro-Hungarian Empire. In that period, he was challenged on a daily basis by the difficulties of the relationship between the minority and the majority and the nation-state, and the importance of enforcing the laws that could guarantee the very existence of minorities. The same themes also recurred after the annexation of the Trentino region to the Kingdom of Italy, when De Gasperi continued to defend local institutions and associations against the centralist homogenisation imposed by the Rome government. In the phase of Liberation and the birth of the Republic, De Gasperi took on a leading political position, at both the Italian and European levels. In managing the border with Austria and resolving the Trentino Alto Adige/South Tyrol question, there are echoes of a Hapsburg approach to the region–State relationship, where minorities could coexist within the same State framework provided they subscribed to a pact of collaboration and trust under the constitution.

Abstract:
Alcide De Gasperi's political life spanned the first half of the twentieth century. It went from his education in a small local environment, but within the multinational setting of the Austro-Hungarian Empire, to his period of enforced, yet intellectually very productive, public silence during the period of Fascist Italy, and then to his period in the limelight during the years of postwar reconstruction, the re-establishment of democracy and the construction of European unity. A group of scholars has documented the evolution of an outstanding leader by publishing a critical edition of De Gasperi's Scritti e discorsi politici, a collection of writings and speeches from the outset of his career until the end of his life. This article illustrates the research that has been carried out so far; the criteria behind the collection and editing of sources on De Gasperi; and the chronological periods and thematic issues around which the whole body of De Gasperi's political writings have been collated.

Abstract:
Starting with a quick overview of the historiography of Italy from Fascism to the Republic, this article looks at Alcide De Gasperi's establishment as a leader within both the Italian political system and within his Party–the Christian Democrats–casting new light on three aspects of his political activity: (1) his relationship with the Church and the Catholics’ new modes of participation in political life; (2) the reasons inspiring the definition of the Republican State's institutional architecture; and (3) alliance strategy in government formation and in relationships with the other parties. The originality of De Gasperi's political activity can be defined in terms of these issues, together with the development of a distinctive political leadership, for too long overlooked, that would play a critical role in carrying Italy through its postwar reconstruction.

ZusammenfassungIn der Geschichte der italienischen Politik hat Dante Alighieri seit jeher eine maßgebliche Rolle gespielt. Dem Dichter und ›Vater der italienischen Sprache‹ begegnet man auch bei Alcide De Gasperi. In den politischen Schriften und Reden des italienischen Staatsmannes wird auf Dante nicht nur in rhetorischem Gestus wiederholt zurückgegriffen (z. B. als Signal eines gemeinsamen kulturellen Hintergrunds); Dante steht vielmehr im Mittelpunkt von De Gasperis politischem Denken, wenn es um die Definition und Konstruktion von Identität, um die Zugehörigkeit zur christlichen Kultur sowie um die Veranschaulichung der Rolle eines Christen in der Welt geht. Am Beispiel von De Gasperis Schriften lässt sich die Resonanz der Figur und des Werks Dantes im politischen Diskurs Italiens im 20. Jahrhundert exemplarisch darstellen.

Abstract:
This article deals with Alcide De Gasperi's political development, from his militancy in the Trentino Catholic movement under the Austro-Hungarian Empire until the advent of the Fascist regime. The analysis of his political writings and speeches (1909–1926) allows us to identify some fundamental issues in the development of someone whom we can call a ‘professional politician’. He was a municipal councillor and Member of Parliament in the Austro-Hungarian Empire; after the annexation of Trentino to Italy he was elected to the national Parliament (1921), appointed President of the parliamentary group and then Secretary (leader) of the Italian Popular Party. There he dealt with issues relating to local government, the battle for the autonomy of the new provinces inside the Italian State, the analysis of international relations in the context of the post-First World War period, and relations between the parties during the crisis of the liberal State. The wealth of his journalistic output and his political activity offer a valuable standpoint for reflecting on the continuity and the disruptions of a historical period of which he was a protagonist, an interpreter and a witness.

Abstract:
Historiography has mainly focused on the pragmatic and realist character of Alcide De Gasperi's politics, whilst substantially overlooking the purely intellectual dimension of his lengthy political experience. The publication of a critical edition of his writings allows us to enrich the traditional image that has been developed of this Italian politician, whose interventions in public life were also expressed by way of significant cultural reflections. In this respect his writings from the 1930s, written during his so-called ‘internal exile’ inside the Vatican, are particularly significant. These pages bear witness to De Gasperi's close attachment to the political culture of European Catholicism. His passionate defence of Catholic constitutionalism and Catholic-Liberal goals, the revival of the political traditions of the Zentrum and the development of the Church's social doctrine in a corporativist direction testify to De Gasperi's often underestimated analytical capacity and intellectual breadth.

Following the political stabilisation achieved with the victory at the election in 1948 of the Christian Democrat Party, De Gasperi's leadership had to deal with new domestic and international dynamics. The government dialogue with the ‘laical’ parties did not end with the reconstruction of the identity of a nation divided by the Fascist phenomenon, nor did it solidify along the lines of an ideologically driven anti-Communist design. De Gasperi's leadership was interwoven with profound changes in the role of the Church, the economic system and political organisation, founded upon new party and government systems. The national and European dimensions influenced one another in this conjuncture, resulting in a new set of equilibria: in the stability of the executive, within the limits set by the primacy of the parliamentary institutions and the organisational role of the party as a focus for political support; in economics, with a revision of classical economic liberalism; and in a unique synthesis of the secular tradition with social Catholicism, with a new interpretation of the 1948 Constitutional model.

Giovannino Guareschi, author of the immensely popular Don Camillo stories and editor of the weekly newspaper Candido, spent 14 months in a Parma prison from 1954 to 1955 for having libelled the former Prime Minister Alcide De Gasperi. To this day, he is the only Italian journalist since the founding of the Republic ever to have served actual, behind-bars jail time for libel. This study examines several aspects of Guareschi's life in prison – the ways he coped with boredom and loneliness, the attempts he made to understand his fellow inmates and how he defiantly tried to buoy his spirits. In particular, it focuses on both his correspondence with his wife Ennia, a collection of 44 letters, and his personal musings kept in two prison diaries – all documents that have never been published. The analysis rectifies common misinterpretations as to why Guareschi purposely refused to appeal his guilty verdict and chose to go to jail, considers how Guareschi presented himself in his writings and contemplates Guareschi's place in the history of Italian prison writing.

ON THE ILLUSORY DE-FASCISATION OF ITALY IN THE PERIOD OF TRANSFORMATION (1943-1948) This chapter discusses de-fascisation process in Italy during the systemic transformation in 1943-1948. It will examine whether the national reconciliation policy pursued by the Alcide De Gasperi’s governments in the second half of the 1940s contributed to the emergence of a societal vision of Mussolini’s relatively mild dictatorship, which in turn made full reckoning with the fascist legacy impossible. More specifically, the chapter discusses the following issues: 1) illusory de-fascisation of Italy’s administrative apparatus, 2) the Togliatti amnesty and the absence of Italian Nuremberg, 3) anti-fascist milieu narratives on fascism as a closed chapter in national history, and 4) the phenomenon of the renaissance of neo-fascist groups against the background explicit legal norms prohibiting practicing any form of apology for the Mussolini.

At approximatety eight o'clock in the morning on the 22nd of June, 1719, Don Gaspar Agüero de los Reyes y San Pelayo, thealcalde mayor(Spanish magistrate) of the district of Villa Alta, Oaxaca, prepared to depart on horseback from the town square of the Zapotec pueblo of San Juan Juquila toward four disputed parcels of land. Standing with him in the square were the cabildo officers of San Juan Juquila and San Juan Tanetze, who had been engaged in a legal battle over the land for four years. Their lawyers stood with them. Juan Tirado, a district interpreter, and court witnesses (in lieu of an official notary) translated and notarized the proceedings. From his perch on the back of his horse, the alcalde mayor read the legal decision in the dispute, which the interpreter translated for the benefit of the Zapotec officials. The auxiliary judge, who rendered the decision in the case from the distance and comfort of the diocesan seat of Antequera, had ordered that the land in question should be divided equally between the two pueblos. The lawyer for the cabildo of Tanetze voiced his official protest and vowed to appeal the case to the Real Audiencia. The alcalde mayor registered the protest. Then, he addressed another group of men who had been waiting in the wings: Juan de Yllescas, Andrés Ramos, Juan Baptista, Pedro Hernandes, and Nicolas Santiago, all natives of the Zapotec pueblo of San Miguel Talea, and all of whom had testified in an earlierprobanzaon behalf of the pueblo of Juquila. Through his interpreter, the magistrate swore them in as witnesses and ordered them to guide the group to the disputed territory, identify the parcels of land and their borders, and determine where they should be divided. From this point on, the Zapotec witnesses took the lead and proceeded toward the disputed territory along the Camino Real, with their “faces pointing south.” In this manner, the legal ritual of boundary marking (amojonamiento) began.

Este artículo pretende analizar la importancia política y cultural que tuvo Hernán Cortés entre las filas del ejército borbónico. Mi objetivo es profundizar en los pilares que sustentan la memoria cultural del conquistador de México, sus valores, significados y popularidad histórica en la segunda mitad del siglo XVIII e inicios del siglo XIX. Para ello, se abordará la literatura producida al calor de la controversia sobre el “Nuevo Mundo,” especialmente apologías, manuales, diarios y poemas en los que el polémico personaje es defendido de las acusaciones de crueldad y barbarie. Sus acciones de conquista se recuerdan con orgullo y nostalgia en un contexto de prolongados conflictos bélicos y de notable incremento de la literatura militar. La memoria encomiástica de Hernán Cortés, producida por hombres de armas como Antonio de Alcedo (1734-1812), José de Cadalso (1741-1782), Francisco Saavedra (1746-1819), Gaspar María de Nava (1760-1815), Dionisio Alcalá Galiano (1760-1805) y José Vargas Ponce (1760-1821), se entiende como rasgo compartido y mecanismo de solidaridad entre una milicia que contribuyó intensamente a la construcción del perfil histórico de Cortés. Esta reivindicación del personaje debe comprenderse, en definitiva, como una pequeña pieza de un proceso más amplio de heroización que recorre la cultura de finales de siglo. En último término, el elogio del conquistador extremeño se pondrá en relación con la propia identidad socioprofesional del ejército, la idea de la guerra y la construcción de una cultura histórica común.

El primer hospital que hubo en la ciudad de Mérida, Yucatán, se fundó casi inmediatamente después de la conquista. En el año 1550, durante el gobierno del primer Alcalde Mayor don Gaspar Suárez de Avila, la idea tomó forma y se hizo realidad el 18 de Mayo de 1562. Años después el hospital se transformó en hospital y convento, concluyéndose la obra en 1625 y comenzó a llamarse Hospital de San Juan de Dios. Por la misma época don Diego García de Montalvo comenzó a construir una iglesia o ermita al oriente de la ciudad para que fuera Monasterio de Recoletos y la donó a los religiosos de la Orden de San Francisco, recibiendo el nombre de Iglesia de la Mejorada y fue inaugurada el 22 de Enero de 1640. De 1688 a 1694 se adaptó el edificio para que al mismo tiempo “sirviera de Hospital a los frailes franciscanos ...” y éste habría de sobrevivir y llegar a tener mayor importancia. En las postrimerías de la Colonia, 30 de mayo de 1821, un decreto de las cortes españolas expulsó a los Juaninos y trasladó el hospital al local del exconvento franciscano. Declarada la independencia del Trono Español, las nuevas autoridades, ante la incompetencia del Ayuntamiento para sostener el hospital, lo devolvió a los juaninos, regresando al mismo sitio que antes había ocupado y comenzó a llamársele Hospital General de San Juan de Dios, en el año 1828. El 10 de febrero de 1832, se hizo cargo de este hospital el Gobierno del Estado con la denominación de Hospital General de Mérida. En el año 1862, el Dr. don Agustín O’Horán y Escudero promovió “que el Hospital General que se hallaba todavía en el mismo local que donara don Gaspar Suárez de Avila, hacía más de 300 años, fuera trasladado a otro sitio menos céntrico" y el escogido fue el antiguo convento franciscano de la Mejorada. Y allí estuvo hasta el año 1906 en que fue trasladado al amplio lugar que hasta hoy ocupa, en el rumbo poniente de la ciudad de Mérida, Yucatán. Después del fallecimiento del Dr. don Agustín O’Horán, acaecido en septiembre de 1884, el Hospital General cambió de nombre y para perpetuar la memoria de tan ilustre médico, se dispuso que llevara el nombre de Hospital O’Horán. El actual hospital fue inaugurado el día 6 de febrero de 1906, y se puso en servicio en Marzo del mismo año.

É com regozijo que colocamos à disposição da sociedade em geral, e da comunidade acadêmica, em particular, oito artigos que compõem o segundo volume relativo ao ano de 2018 da Revista Catarinense de Economia (RCE). No primeiro artigo intitulado “Reestruturação produtiva e reconfiguração espacial da indústria do vestuário em Santa Catarina: contextualização do tema e indícios sobre o começo do século XXI”, Hoyedo Nunes Lins analisa as transformações produtivas e organizacionais nessa indústria e os reflexos socioeconômicos e espaciais resultantes. Recorre, para tanto, a literatura que aborda o movimento de reestruturação industrial percorrido, a partir dos anos 1990, conjugado com dados oficiais sobre obtidos emprego formal em nível regional, abarcando os anos 2000. Os principais resultados apontam para a descentralização intermunicipal dessa indústria na macrorregião do Vale do Itajaí. Constata-se movimento espacial do emprego, em linha com o deslocamento de empresas para vários municípios, impulsionado por iniciativas de subcontratações ou terceirização de etapas do processo produtivo. No segundo artigo denominado “Incentivo fiscal como estratégia de desenvolvimento local: um estudo de caso a partir do Programa de Desenvolvimento da Empresa Catarinense (PRODEC)”, Fábio Pádua dos Santos descreve a evolução e a execução desse programa entre 1998 e 2018 e verifica o seu efeito sobre o desenvolvimento local, a partir de indicadores selecionados, com o intuito de avaliá-lo como política de desenvolvimento. Recorre a estatística descritiva e elabora modelo econométrico, a partir de dados da Secretaria de Desenvolvimento Sustentável do governo estadual e por órgãos federais, dentre os quais do Instituto Brasileiro de Geografia e Estatística. Conclui que o PRODEC constitui um programa que impulsiona o desenvolvimento – emprego, renda -, porém direciona-se para municípios industrializados, portanto sem alterar o padrão vigente; além, de privilegiar segmentos industriais de baixa e média densidades tecnológicas. No terceiro artigo intitulado “Políticas públicas e inclusão social no ensino superior comunitário em Santa Catarina: a Universidade do Extremo Sul Catarinense no período desenvolvimentista (2005-2015)”, Thaise Arnold Policarpo e Alcides Goulart Filho realizam estudo sobre as políticas públicas sociais inclusiva, em especial as relacionadas ao incentivo à educação. O objeto do estudo é a Universidade do Extremo Sul Catarinense (UNESC) e os programas analisados são o Programa Universidade para Todos (PROUNI), o Fundo de Financiamento Estudantil (FIES), o Artigo 170 do Governo do Estado de Santa Catarina e a Bolsa da Prefeitura Municipal de Criciúma. A pesquisa é de cunho qualitativo, abrangendo dados de 2005 a 2015 fornecidos pela Universidade em estudo. Os resultados apontam que tais fontes de recursos respondem por mais de 30% das receitas e abrangem mais de 50% dos alunos matriculados no nível da graduação. Firma-se, assim, a importância das ações públicas em favor da educação, como instrumento de desenvolvimento. No quarto artigo nomeado “Consumo colaborativo e valores pessoais: a percepção do consumidor de Florianópolis (Santa Catarina)”, Márcio Gasperini Gomes e Luiz Carlos de Carvalho Junior” buscam identificar a percepção dos consumidores de Florianópolis acerca do consumo colaborativo, como alternativa ao modelo de consumo tradicional. Nesta perspectiva, realiza pesquisa de campo em quatro bairros - Lagoa da Conceição, Centro, Trindade e Continente –, aplicando questionários em uma amostra selecionada de consumidores. Os resultados apontam que os consumidores com renda baixa são os mais propensos a utilizar a prática de consumo colaborativo, em relação aos de renda mais elevadas, cujos valores de status social, prestígio pessoal e riqueza material imperam. Assim como, evidencia que região, cujos consumidores são mais abertos às mudanças e demonstram menor conservadorismo, apresentam índices maiores de propensão ao consumo colaborativo. No quinto artigo, denominado “Evolução do abate de suínos em Santa Catarina (2013/2018): entre a consolidação e a concentração agroindustrial”, Alexandre Luis Giehl e Marcia Mondardo identificam e analisam o grau de concentração e a evolução do setor de abate de suínos em Santa Catarina. Para tanto, utilizam dados de período recente, 2013/2018, obtidos junto a Companhia Integrada de Desenvolvimento Agrícola de Santa Catarina. Os autores concluem que a agroindústria suinícola catarinense possui elevado grau de concentração fruto da concentração e especialização na produção de animais e a concentração no abate e processamento. No rastro do aumento no nível da produtividade e da eficiência produtiva decorrentes, trouxe a exclusão dos segmentos, tanto produtor quanto industrial, que não lograram êxito no atendimento do padrão concorrencial estabelecido. No sexto artigo, intitulado “Desemprego na região metropolitana de Curitiba: uma análise de sua duração entre 2003-2013”, Bruno Wroblevski e Marina Silva da Cunha procuram demonstrar os fatores que influenciam o desemprego na região da capital do Estado do Paraná. Utilizam como procedimento metodológico, microdados longitudinais da Pesquisa Mensal do Emprego e os resultados são analisados a partir de estimadores paramétrico e não-paramétrico. Concluem que um trabalhador homem chefe de família e com menor faixa etária no mercado de trabalho formal, possui maiores condições de sair da situação de desempregado para a de empregado. Assim como, diferente do esperado, as variáveis raça e educação não apresentam impacto significativo na duração do desemprego na região em estudo. O sétimo artigo, nomeado “Aglomerações, recessão e crescimento do emprego: uma análise para os municípios brasileiros”, de Cristina Rafael Pelizza e Sabino da Silva Pôrto Junior tem o propósito de analisar o impacto das crises econômicas sobre o crescimento do emprego nos municípios brasileiros, sob a perspectiva do nível de aglomeração econômica. Para atender tal propósito, os autores recorrem a dados do Instituto Brasileiro de Geografia e Estatística para aplicação em modelo de análise em painel, referente ao período de 2003-2011. Dentre as conclusões do trabalho, destaque para o resultado que aponta o impacto mais severo da crise econômica, em especial a de 2008, para os municípios de menor aglomeração. Da mesma forma, o resultado que sinaliza a importância da qualificação do trabalhador em municípios que têm especialização industrial ou setorial para a geração e manutenção do emprego, mesmo em período de crise econômica. E, por fim, o oitavo artigo, intitulado “Estado e catching up: 40 anos de evolução estratégica estatal e seus resultados ao sistema nacional de inovações da China”, de João Leonardo Akihito Mitsuse e Pablo Felipe Bittencourt tem como propósito analisar a evolução da capacidade inovadora do sistema de inovação chinês, diante das estratégias adotadas pelo Estado nas últimas quatro décadas. Para tanto, utilizam-se de referências bibliográficas que tratam das mutações nas capacitações tecnológics e mudanças empresariais, em linha com as estratégias adotadas. No tocante aos dados, recorrem da base disponibilizada pela China Statistical Yarbook. Os resultados apontam decisões corretas adotadas pelo Estado, alterando rumos em direção à construção de um sistema de inovação, que gradativamente passa da capacidade imitativa para geração de inovações incrementais e radicais. Nessa linha, são empreendidas, reformas institucionais – leis, normas e incentivos - e organizacionais – reformulações de empresas, universidade e institutos de pesquisa, sustentadas em planos de desenvolvimento contínuo e intencionalmente dirigido pelo Estado.
