The entrepreneur is a fashionable figure in modern society, described by Schumpeter (1935) as the cornerstone of technical progress. In Algeria, this actor has long been marginalized in favour of the large public enterprise. In a logic of economic development, the gouvernement was forced to liberalize the private sector, which experienced a meteoric rise, thus placing the entrepreneur at the heart of economic progress. Through this study we aspire to know the managerial characteristics of the Algerian entrepreneur by defining his profile (managerial personality, skills, leadership style and role) and his management practices.

This research tends to shed light on the role of family in the creation of businesses by women, within the Algerian context. After a review of the literature, the results of an empirical study, conducted with a sample of thirty (30) women entrepreneurs, practicing in different sectors in the Province (Wilaya) of Tlemcen (northwestern Algeria), are presented. It was found that the situation of the family, the family circle and children have an impact on the creation of a company. Furthermore, research has shown that the type of family and the involvement of its members in housework have no significant influence

Abstract:
The promotion of non-hydrocarbon investments remains the main occupation of the Algerian government. The Algerian economy's dependence on hydrocarbons sector remains with 95% of export earnings, despite all the efforts and attempts token by the Algerian state. Over the last few decades, several measures have been adopted to encourage entrepreneurship and boost investment, by lessening the constraints that face the entrepreneur, in particular, the access of finance. To alleviate this problem, the Algerian government has created, in 20014, the Guarantee Fund for Loans to SMEs (FGAR). It provides guarantees on loans to borrowers by covering a share of the default risk. The aim of this paper is to evaluate the performance of this fund, as a guarantee provider, by analyzing its data and examining its effect on the level of the development of entrepreneurship in Algeria since its creation. The main result is that this guarantee fund has a positive tangible impact on the development of entrepreneurship. Though it has grown in terms of number, entrepreneurship still face various challenges and issues in both enterprise and environment levels that undermine their business conduct. Therefore, much effort is needed in the future to promote and boost the entrepreneurship in order to benefit from all the advantages it gives.

Abstract:
This study aimed to investigate whether Algerian universities design entrepreneurial training programs effectively. It highlighted key concepts related to training, training evaluation, training design, entrepreneurship, entrepreneurial spirit, and entrepreneurial training, as well as the essential components of both international and local entrepreneurial training programs that could foster an entrepreneurial spirit among students. The study reviewed the strategies and teaching programs for entrepreneurial education, detailing the current state of entrepreneurial training in Algerian universities, schools, non-university entities (such as entrepreneurial centers, scientific clubs and cultural associations, business incubators, and support and mentoring agencies). The applied study was a survey of a sample of students from the Faculty of Economics, Business, and Management Sciences at the University of Oran 2. The study revealed several findings, including that entrepreneurial training design focuses on establishing the characteristics of an entrepreneur in terms of traits and preparing students for the economic environment. Based on these findings, it is necessary to amend the programs, strategies, methods, and tools of entrepreneurial training. Additionally, an entrepreneurship course should be incorporated into all university disciplines.

In recent years, Algeria has witnessed a great trend towards establishing start-ups in various industries, especially in tourism, which witnessed the emergence of many successful startups that positively affected the quality of tourism services by providing innovative services that greatly impacted the sector’s development. Compared to the efforts and measures taken, the number of active tourism startups in the market is still small. The work aims to study factors affecting the success of tourism startups in Algeria. By studying the personal, organizational, and external determinants that influence the survival and growth of these enterprises, success is measured according to the concept of survival, which considers those startups that have existed for more than a year (considered successful). Through a questionnaire addressed to tourism startups across Algeria, the field study was conducted from December 24, 2023, to February 05, 2024, where responses from 43 companies were received. The results show that gender, age, training and continuous training have a significant impact on startup success and are the most essential personal determinants of entrepreneur factors affecting the success of tourism startups in Algeria. The most important organizational determinants of company factors influencing startup success are the number of employees, scope of the company, size of startups and startup labialization. This is due to the fact that these start-ups have the opportunity to receive funding from the Algerian Startup Fund. Regarding external determinants, i.e., environmental factors that influence success, the results show that the location of the startup is an important determinant of startup success. The most successful startups operate in the North Central region. This advantage is due to a favorable ecosystem, such as proximity to ministries and support institutions like incubators and accelerators.

Abstract As a result of incentive policies, a significant number of young entrepreneurs are setting up a business in Algeria every year. The majority of these new businesses are very small and/or one-man businesses. Many of them turned out to be unsuccessful despite of some entrepreneurs having been innovative. There are also many repatriated entrepreneurs (returners) who have tried to start a business in Algeria and have encountered similar difficulties and have therefore stopped their project midway. This article aims at understanding the impact of the Algerian legal and business frameworks on the entrepreneurial dynamic. Indeed, as a rule, it seems that for many years, the entrepreneurs encountered rigid administrative procedures and many difficulties in securing human resources and sufficient funds for starting. This research also investigates the factors that prevent entrepreneurs from continuing with their project. Our empirical investigation will focus more particularly on the entrepreneurs coming from the Algerian diaspora. This work demonstrates that entrepreneurs' perception about the business climate does not vary significantly on both sides of the Mediterranean Sea, despite the continued implementation of structural reforms. We intend to identify and analyse the problems faced by entrepreneurs in 2017 and the incidence of new business facilities in Algeria.

Purpose This research aims to investigate the influence of political instability, trust and knowledge on the zakat compliance behaviour of Algerian business owners. Based on the lenses of the ethical theory mainly and by reference to Zakat Core Principles (that originally inspired from the Basel Core Principles), the paper aims to provide an understanding of how these factors affect zakat compliance in the Algerian context from an ethical perspective. Design/methodology/approach A cross-sectional research design was applied. Using self-administered questionnaires, a total of 575 business owners in Algeria participated in this study. The hypothesised model was tested by using the partial least squares structural equation model. Findings The study results support that the ethical approach can explain zakat compliance among Algerian business owners. Specifically, the results revealed that political instability, zakat knowledge and trust significantly influence zakat compliance. Practical implications The results offer meaningful insights for the zakat institutions in Muslim societies to enable them to formulate zakat collection policies, assess the level of societal trust in the zakat authority, evaluate the influence of political instability on Muslim entrepreneurs’ zakat compliance and strengthen the entrepreneurs’ zakat knowledge on the exigency of paying zakat to the authority. Originality/value This study breaks new ground by exploring the effects of political instability, zakat knowledge and trust on zakat payers’ compliance ethical decisions in developing countries such as Algeria. More significantly, this research contributes to the existing literature of the ethical theory specifically by investigating the effect of political instability on zakat compliance among Algerian business owners.

In the era of globalisation, diaspora is seen as a driving force for economic development in the countries of origin and for positive changes in the host countries. The Algerian diaspora represents a real opportunity and potential of entrepreneurs that are not exploited. This article attempts to explore the factors that encourage or hinder the entrepreneurial activities of the Algerian diaspora in its country of origin through a field survey based on 142 entrepreneurs from the studied diaspora. To do this, a logistic econometric modelling has been implemented to explain the entrepreneurial event (business creation), and the explanatory variables are the following factors: psychological (experience, training), contextual (discrimination, opportunities, and patriotism) sociological (help of relatives and other contacts) and economic (personal resources and those of the state). It appears that the probability of the project in Algeria is stronger as its leader from the Algerian diaspora has a great entrepreneurial potential and financial means, is an opportunist and patriot, benefits from the help of the state and knows how to activate, in case of difficulties, their personal contacts.

Abstract:
The agricultural sector in the Saharan regions of Algeria has seen, since 1983, the development program of cereal cultivation irrigated by pivots thanks, essentially, to the availability of underground water resources which constitute its keystone. In Ouargla, these farms strongly supported by the public authorities and sustained by neo-farmers have marked progressions and regressions in space and in time, some have disappeared, others have undergone changes thus calling into question their durability. This research aims to assess the sustainability of these farms by the IDEA method (Sustainability Indicators of Farms Agricultural- Indicateurs de Durabilité des Exploitations Agricoles) based mainly on three scales; the agro-ecological scale, the socio-territorial scale and the economic scale. The analysis of 13 farms shows that this is an artificial production system, the installation of which is at great risk and depends heavily on the will of agricultural policies and entrepreneur-farmers. The economic scale seems to have the best score, however the profits generated by the farmers can be explained more by the consistent support of the State than by a tangible accounting balance. At the socio-territorial level, most of the components are failing, in particular a very low diversity of products and a strong lack of employment. The agroecological scale constitutes the limiting factor par excellence with an agriculture which consumes a lot of non-renewable water and energy and at the same time destroys the soil resource by the phenomenon of salinization. Thus the three scales are failing and the limiting factor par excellence is the environmental scale, the consideration of which is strongly recommended both nationally and internationally. This research also highlights the need for a revision of certain indicators of the IDEA method with a view to adapting it to the local context of arid zones and to the cereal agrosystem in Ouargla.

Le travail qui est presente ici est le resultat de l'analyse des donnees economiques et sociologiques issues de 2 enquetes sur le terrain realisees a 10 ans d'intervalle, la premiere en 1971-1972, la seconde en 1982-1983. A caractere essentiellement socio-economique, elles ont ete completees par des entretiens avec des entrepreneurs. Ces derniers ont ete interroges et suivis jusqu'a la redaction de notre these. L'enquete de 1971-1972 a touche un echantillon representatif d'entreprises employant plus de 5 salaries. A l'enquete de 1982-1983, compte tenu des difficultes de recenser les entreprises de moins de 10 salaries, n'ont ete retenues que celles de plus de 10 salaries permanents. La population enquetee totale est de 571 entreprises. Nous sommes partis de l'hypothese que l'entrepreneur n'est pas encore parvenu a etre ce "manager" efficace et entreprenant, capable d'innover en matiere technologique et de rapports sociaux. Cette hypothese s'appuie sur l'idee que la rente, issue de la valorisation des hydrocarbures sur le marche mondial, a subverti les regles marchandes et a rendu inoperants les calculs fondes sur les differentiels de productivite. En d'autre termes, jamais entreprise n'a ete rentiere, dans sa nature comme dans ses relations au marche. Elle a tire profit des politiques economiques et sociales initiees par l'etat "developpementaliste". .<br>This work which is presented here is in the result of the economic and sociological dates stemming out of two field investigations, achieved in 10 years intreval, the first in 1971, the second in 1982. We started for the hypothesis that entrepreneur has not yet been able to be come this "manager", efficient and entreprising, capable of innovating in technological mater and in social relations. This hypothesis is based on this idea that the rent stemmeing out of the valorisation of the hydrocarbones on the world market has subverted the market rules et has rended the evaluations based on productivity differentials inoperants. In other terms, no entreprise has ever been renting, in the nature as in its relations in the market

The great prospects of Africa as a macro-region have become commonplace in both academic and mainstream discourse. In the next 50-60 years, it will see increased participation in the life of the global community due to its unprecedented resource potential, and, with a high degree of probability, the strengthening of its international legal capacity. The contours of the continent's economic development are somewhat less obvious. In retrospect, it is often understood as a side effect of a series of coups and conflicts, or as the consequences of the activities of international organizations and TNCs, which supposedly saved the continent's states from poverty, hunger and backwardness. Meanwhile, in the post-colonial period, opportunities opened up for the development of large state-owned companies, and then local private entrepreneurship. Some African companies emerged with the support of foreign capital, including former metropolises; others were entirely national in origin. But they had one thing in common: all their founders were absolute passionaries. The task facing the new African entrepreneur seemed almost impossible: to build a company in the absence of a developed regulatory framework, to protect it from both domestic political storms and abrupt changes in the macroeconomic situation that shook the continent every time; finally, to modernize it so that each new sharp turn of history would be as safe as possible for it and would motivate it to grow and develop in accordance with the demands of the times. Experimenting with different types of internal organization, approaches to integration into national, regional and international value chains, by the end of the 2010s, However, in recent decades, the so-called "African lions" - Nigeria, Kenya, Algeria, Ghana and other rapidly growing countries - have increasingly become new springboards for local entrepreneurs.

Abstract:
Entrepreneurship is vital to economic growth, innovation, competitiveness, and poverty reduction. This chapter examines the degree of entrepreneurial orientation (EO) of 101 Algerian manufacturing SMEs and the consequences of EO dimensions such as innovation, proactivity, and risk-taking on business performance. Data were collected throughout a survey with a specifically designed questionnaire, and quantitative techniques were applied for their analysis. The results showed that Algerian SMEs have an average low entrepreneurial orientation. The authors concluded that there are some statically significant relationships between two dimensions of entrepreneurial orientation (proactivity and risk-taking) and SME performance. Thus, the Algerian entrepreneur is characterized by two specific psychological traits: the need for achievement and entrepreneurial self-efficacy. These results could help entrepreneurs plan their activities towards developing the entrepreneurial spirit of Algerian SMEs.

Environmental barriers and socio-cultural constraints in Algeria as in all the MENA Region have hindered women entrepreneurs but—without doubt—motivated them to meet the challenges through the adoption of some innovative managerial practices. The culture of a male society is the source of several socio-cultural problems of women entrepreneurs in Algeria. The purpose of the chapter is to point out the impact of local culture influenced by Islam on women entrepreneurship in Algeria and in MENA Region in general. A field research was carried out using a questionnaire to investigate the impact of local culture on managerial practices of women entrepreneurs. Data from a sample of 65 women entrepreneurs were analyzed and results were discussed: the psychological characteristics, their managerial competences, and the socio-cultural constraints they meet in the Algerian environment. The women's abilities to face the different socio-cultural obstacles are outlined.

This study is going to focus on the Algerian entrepreneurship ecosystem by adopting an investigation approach to explore the efficiency of the entrepreneurship process and actions. A proper survey has been conducted among several Algerian entrepreneurs to understand the national entrepreneurial ecosystem: environment, financial capacity, collaboration with the external environment, innovation capacity, etc. This chapter reports the findings of entrepreneurship ecosystem concerning the six entrepreneurship-related domains described by Isenberg to identify and develop. Results show that Algerian efforts still need a lot of enrichment due to the importance of the issue and the need for environmental and technological changes in the country. These changes should be substantially generated depending on the nature of entrepreneurship and should require the necessity of keeping up with these changes especially when shaping strategies and policies to address these challenges.

Transnational entrepreneurship is often undertaken by (immigrant) entrepreneurs who engage in cross-border activities in response to diaspora demand for home country products. The existing research is biased towards ethnic products, ignoring non-cultural products originating from diaspora's countries of origin. This chapter focuses on the Algerian community in France and aims to understand the reasons behind the phenomenal surge in demand for some Algerian fast-moving consumer goods (FMCGs). The chapter analyses secondary qualitative data based on narratives of 21 diasporas consumers and vendors/business-owner and one manager of an (Algerian) exporting firm. This type of data is efficient and encouraged in migration studies as it allows access to remote subjects with ease in data collection and cost effectiveness. The findings elaborated on social media, product quality, and the sense of national pride as critical factors in deriving demand and fostering transnational entrepreneurship. The effect of national and religious pride on export is an interesting future research topic.

Small medium enterprises (SMEs) have proven and are known to be one of the biggest contributors to the economy of developing countries. Evidence shows that SMEs provide a number of job opportunities, which results in unemployment reduction, poverty eradication, and a bigger boost towards other economic activities. However, most SME entrepreneurs face an array of problems such as access to funding, building up international connections, getting appropriate knowledge and access to adequate technology. These issues are then further intensified by the lack of proper governance and the avoidance of business ethics by most SME entrepreneurs. Over the past years, the number of SMEs has grown drastically in developing countries (Nigeria, Algeria, Brazil, and Vietnam), which has also resulted in an increase in competition within the sector. This has given rise to the need to install the strategies of corporate governance with the aim of strengthening the competitiveness of SMEs.

Abstract:
Small medium enterprises (SMEs) have proven and are known to be one of the biggest contributors to the economy of developing countries. Evidence shows that SMEs provide a number of job opportunities, which results in unemployment reduction, poverty eradication, and a bigger boost towards other economic activities. However, most SME entrepreneurs face an array of problems such as access to funding, building up international connections, getting appropriate knowledge and access to adequate technology. These issues are then further intensified by the lack of proper governance and the avoidance of business ethics by most SME entrepreneurs. Over the past years, the number of SMEs has grown drastically in developing countries (Nigeria, Algeria, Brazil, and Vietnam), which has also resulted in an increase in competition within the sector. This has given rise to the need to install the strategies of corporate governance with the aim of strengthening the competitiveness of SMEs.

Digital entrepreneurship plays a crucial role in addressing economic challenges by fostering innovation, creating job opportunities, and enhancing competitiveness across various sectors. It empowers individuals, particularly youth, to leverage technology for business creation and growth. Moreover, it helps bridge gaps in access to markets and resources, enabling entrepreneurs to reach wider audiences and tap into global supply chains. This study investigates the factors influencing students' intentions to engage in digital entrepreneurship within the Algerian context. Using a convenience sampling method, 118 valid responses were collected. The findings reveal that perceived usefulness, perceived ease of use, attitudes, entrepreneurial self-efficacy, and innovativeness significantly influence students' entrepreneurial intentions. These results underscore the importance of these factors in promoting digital entrepreneurship among youth, suggesting that enhancing students' perceptions and self-confidence could encourage greater engagement in entrepreneurial activities.

Our research work on women's entrepreneurship in Algeria has allowed us to identify the social reality of women's entrepreneurship in Algeria, and thus to identify the difficulties and obstacles it faces. To understand the reasons for these obstacles, it became clear to us through these results the necessity of testing the hypothesis “that the difficulties faced by the enterprises are due to the environment in which they are located” and that is through their assessment of this environmental environment. To carry out this research, we relied on the methodology applied by the International Labor Organization. The evaluation framework for the environment of women's entrepreneurship revolves around six variables as follows, first, the existence of a legal and regulatory system sensitive to the gender dimension that contributes to the economic empowerment of women; Secondly ،the position of women entrepreneurship in the national politics, thirdly, the existence of programs for gendersensitive financial interests, fourthly, benefiting from interests to support the development of gendersensitive institutions, fifth, access to markets and access to technology, sixth, representation of women entrepreneurs and their participation in political dialogue. To achieve this research of assessing the environmental environment of women's business in Algeria, we interviewed 42 women entrepreneurs using the focal-loop technique from the states: Algiers, Bejaia, Annaba, Oran and El Bayadh. An assessment of the legal and political ecosystem for women's business in Algeria allowed us to conclude that laws and labor legislation do not constitute a major obstacle for women entrepreneurs who are active in the formal sector, but the practice and reality of the field negatively affect women's micro-enterprises. On the institutional level, the Ministry of Solidarity, Family and Women's Issues has a directorate charged with promoting women. Among its tasks is the development of women's entrepreneurship. The political interest in the development of women's entrepreneurship, the interest of employers in promoting the spirit of entrepreneurship among women, and the contribution of women's entrepreneurship associations to the promotion of quality entrepreneurship, translates into a consensus of various actors in the political, economic and social sphere on the strategic importance of developing women's entrepreneurship. Abstract:
Abstract This paper describes a collaborative effort between a global energy technology company and a local startup business which specializes in solar energy technology. The aim was to facilitate the installation of solar panels at two of the company's facilities, an office and an operational base. This project was undertaken in alignment with the company's commitment to decarbonization. The project marks a significant step towards the use of renewable energy sources and also highlights the company's dedication to fostering local entrepreneurs and startup businesses. Solar panels with a total capacity of 136 KWc (kilowatt peak) were installed at a large operational base in Algeria. The installation is projected to annually yield approximately 185,000 KWh (kilowatt hours), reducing CO2 emissions by 74 tonnes per year. Sustainable practices have also been implemented at a large office facility, in the same country, to minimize energy and water utilization, involving the installation of solar water heaters and infrared taps. These initiatives collectively contribute to approximately 10% of the entire building's energy consumption being converted to energy from solar systems. Through a turnkey solution, the company has supported the local startup business in delivering three solar energy projects since 2021, with a total production capacity of 340 KWc. This collaboration has not only contributed to the company's sustainability goals but also has played a pivotal role in the growth of a local startup business. Over three consecutive years, the local startup's success in delivering projects has paved the way for further collaborations with other stakeholders, including multi-national companies, and national authorities. The company's collaboration and support of this local enterprise have been instrumental in promoting local talent and fostering business growth in the country's solar energy sector. This initiative sets a precedent for the company's activities in the country by actively promoting sustainable energy solutions through collaborations with local enterprises. The success of this local startup business in securing and delivering these projects highlights the potential for similar collaborations to drive positive change in the industry, which benefits local communities by building a sustainable ecosystem as well as achieving decarbonization objectives for company facilities.
