Abstract:
The entrepreneur is a fashionable figure in modern society, described by Schumpeter (1935) as the cornerstone of technical progress. In Algeria, this actor has long been marginalized in favour of the large public enterprise. In a logic of economic development, the gouvernement was forced to liberalize the private sector, which experienced a meteoric rise, thus placing the entrepreneur at the heart of economic progress. Through this study we aspire to know the managerial characteristics of the Algerian entrepreneur by defining his profile (managerial personality, skills, leadership style and role) and his management practices.

After a review of the literature, the results of an empirical study, conducted with a sample of thirty (30) women entrepreneurs, practicing in different sectors in the Province (Wilaya) of Tlemcen (northwestern Algeria), are presented. It was found that the situation of the family, the family circle and children have an impact on the creation of a company. Furthermore, research has shown that the type of family and the involvement of its members in housework have no significant influence

Abstract:
The promotion of non-hydrocarbon investments remains the main occupation of the Algerian government. The Algerian economy's dependence on hydrocarbons sector remains with 95% of export earnings, despite all the efforts and attempts token by the Algerian state. Over the last few decades, several measures have been adopted to encourage entrepreneurship and boost investment, by lessening the constraints that face the entrepreneur, in particular, the access of finance. To alleviate this problem, the Algerian government has created, in 20014, the Guarantee Fund for Loans to SMEs (FGAR). It provides guarantees on loans to borrowers by covering a share of the default risk. The aim of this paper is to evaluate the performance of this fund, as a guarantee provider, by analyzing its data and examining its effect on the level of the development of entrepreneurship in Algeria since its creation. The main result is that this guarantee fund has a positive tangible impact on the development of entrepreneurship. Though it has grown in terms of number, entrepreneurship still face various challenges and issues in both enterprise and environment levels that undermine their business conduct. Therefore, much effort is needed in the future to promote and boost the entrepreneurship in order to benefit from all the advantages it gives.

Abstract:
This study aimed to investigate whether Algerian universities design entrepreneurial training programs effectively. It highlighted key concepts related to training, training evaluation, training design, entrepreneurship, entrepreneurial spirit, and entrepreneurial training, as well as the essential components of both international and local entrepreneurial training programs that could foster an entrepreneurial spirit among students. The study reviewed the strategies and teaching programs for entrepreneurial education, detailing the current state of entrepreneurial training in Algerian universities, schools, non-university entities (such as entrepreneurial centers, scientific clubs and cultural associations, business incubators, and support and mentoring agencies). The applied study was a survey of a sample of students from the Faculty of Economics, Business, and Management Sciences at the University of Oran 2. The study revealed several findings, including that entrepreneurial training design focuses on establishing the characteristics of an entrepreneur in terms of traits and preparing students for the economic environment. Based on these findings, it is necessary to amend the programs, strategies, methods, and tools of entrepreneurial training. Additionally, an entrepreneurship course should be incorporated into all university disciplines.

Abstract:
In recent years, Algeria has witnessed a great trend towards establishing start-ups in various industries, especially in tourism, which witnessed the emergence of many successful startups that positively affected the quality of tourism services by providing innovative services that greatly impacted the sector’s development. Compared to the efforts and measures taken, the number of active tourism startups in the market is still small. The work aims to study factors affecting the success of tourism startups in Algeria. By studying the personal, organizational, and external determinants that influence the survival and growth of these enterprises, success is measured according to the concept of survival, which considers those startups that have existed for more than a year (considered successful). Through a questionnaire addressed to tourism startups across Algeria, the field study was conducted from December 24, 2023, to February 05, 2024, where responses from 43 companies were received. The results show that gender, age, training and continuous training have a significant impact on startup success and are the most essential personal determinants of entrepreneur factors affecting the success of tourism startups in Algeria. The most important organizational determinants of company factors influencing startup success are the number of employees, scope of the company, size of startups and startup labialization. This is due to the fact that these start-ups have the opportunity to receive funding from the Algerian Startup Fund. Regarding external determinants, i.e., environmental factors that influence success, the results show that the location of the startup is an important determinant of startup success. The most successful startups operate in the North Central region. This advantage is due to a favorable ecosystem, such as proximity to ministries and support institutions like incubators and accelerators.

Abstract:
Abstract As a result of incentive policies, a significant number of young entrepreneurs are setting up a business in Algeria every year. The majority of these new businesses are very small and/or one-man businesses. Many of them turned out to be unsuccessful despite of some entrepreneurs having been innovative. There are also many repatriated entrepreneurs (returners) who have tried to start a business in Algeria and have encountered similar difficulties and have therefore stopped their project midway. This article aims at understanding the impact of the Algerian legal and business frameworks on the entrepreneurial dynamic. Indeed, as a rule, it seems that for many years, the entrepreneurs encountered rigid administrative procedures and many difficulties in securing human resources and sufficient funds for starting. This research also investigates the factors that prevent entrepreneurs from continuing with their project. Our empirical investigation will focus more particularly on the entrepreneurs coming from the Algerian diaspora. This work demonstrates that entrepreneurs' perception about the business climate does not vary significantly on both sides of the Mediterranean Sea, despite the continued implementation of structural reforms. We intend to identify and analyse the problems faced by entrepreneurs in 2017 and the incidence of new business facilities in Algeria.

Abstract:
Purpose This research aims to investigate the influence of political instability, trust and knowledge on the zakat compliance behaviour of Algerian business owners. Based on the lenses of the ethical theory mainly and by reference to Zakat Core Principles (that originally inspired from the Basel Core Principles), the paper aims to provide an understanding of how these factors affect zakat compliance in the Algerian context from an ethical perspective. Design/methodology/approach A cross-sectional research design was applied. Using self-administered questionnaires, a total of 575 business owners in Algeria participated in this study. The hypothesised model was tested by using the partial least squares structural equation model. Findings The study results support that the ethical approach can explain zakat compliance among Algerian business owners. Specifically, the results revealed that political instability, zakat knowledge and trust significantly influence zakat compliance. Practical implications The results offer meaningful insights for the zakat institutions in Muslim societies to enable them to formulate zakat collection policies, assess the level of societal trust in the zakat authority, evaluate the influence of political instability on Muslim entrepreneurs’ zakat compliance and strengthen the entrepreneurs’ zakat knowledge on the exigency of paying zakat to the authority. Originality/value This study breaks new ground by exploring the effects of political instability, zakat knowledge and trust on zakat payers’ compliance ethical decisions in developing countries such as Algeria. More significantly, this research contributes to the existing literature of the ethical theory specifically by investigating the effect of political instability on zakat compliance among Algerian business owners.

Abstract:
In the era of globalisation, diaspora is seen as a driving force for economic development in the countries of origin and for positive changes in the host countries. The Algerian diaspora represents a real opportunity and potential of entrepreneurs that are not exploited. This article attempts to explore the factors that encourage or hinder the entrepreneurial activities of the Algerian diaspora in its country of origin through a field survey based on 142 entrepreneurs from the studied diaspora. To do this, a logistic econometric modelling has been implemented to explain the entrepreneurial event (business creation), and the explanatory variables are the following factors: psychological (experience, training), contextual (discrimination, opportunities, and patriotism) sociological (help of relatives and other contacts) and economic (personal resources and those of the state). It appears that the probability of the project in Algeria is stronger as its leader from the Algerian diaspora has a great entrepreneurial potential and financial means, is an opportunist and patriot, benefits from the help of the state and knows how to activate, in case of difficulties, their personal contacts.

Abstract:
The agricultural sector in the Saharan regions of Algeria has seen, since 1983, the development program of cereal cultivation irrigated by pivots thanks, essentially, to the availability of underground water resources which constitute its keystone. In Ouargla, these farms strongly supported by the public authorities and sustained by neo-farmers have marked progressions and regressions in space and in time, some have disappeared, others have undergone changes thus calling into question their durability. This research aims to assess the sustainability of these farms by the IDEA method (Sustainability Indicators of Farms Agricultural- Indicateurs de Durabilité des Exploitations Agricoles) based mainly on three scales; the agro-ecological scale, the socio-territorial scale and the economic scale. The analysis of 13 farms shows that this is an artificial production system, the installation of which is at great risk and depends heavily on the will of agricultural policies and entrepreneur-farmers. The economic scale seems to have the best score, however the profits generated by the farmers can be explained more by the consistent support of the State than by a tangible accounting balance. At the socio-territorial level, most of the components are failing, in particular a very low diversity of products and a strong lack of employment. The agroecological scale constitutes the limiting factor par excellence with an agriculture which consumes a lot of non-renewable water and energy and at the same time destroys the soil resource by the phenomenon of salinization. Thus the three scales are failing and the limiting factor par excellence is the environmental scale, the consideration of which is strongly recommended both nationally and internationally. This research also highlights the need for a revision of certain indicators of the IDEA method with a view to adapting it to the local context of arid zones and to the cereal agrosystem in Ouargla.

Abstract:
Corruption in present-day Algeria has become so rife that it has gone from what Algerians once sardonically termed the ‘sport of the elite’ to being the ‘national sport’. Not only has it reached epidemic proportions at all levels, it has become a culture unto itself, endemic to the country. Because most documented instances of major corruption and scandals have been linked to official branches, apparatuses and persons of the state, and because most have occurred and would not have been possible without some sort of official sanction, corruption in Algeria is ipso facto political. The mechanisms and networks of corruption are many and interlocking, revolving around and feeding on bribery, clientelism, tribalism, nepotism, webs of personal interest and loyalties. The crisis is multifaceted with international dimensions as well, given the collusion of multinational corporations and the intersection of power and vast revenues deriving from oil rent that has also permitted, through an overinflated and ineffectual state bureaucracy, a fertile environment for the pernicious phenomenon. Privatization; the opening of Algerian markets to direct foreign investment and liberalization of trade in response to structural reforms demanded by international monetary institutions during the 1990s; what was effectively a vicious and disastrous civil war in the wake of the suspension of the 1992 elections; as well as globalization have all factored in reinforcing old forms of corruption and promoting new ones. Elite coteries, crony capitalism, and a new generation of ambitious intermediaries and young opportunistic entrepreneurs, such as Rafiq ‘Abd al-Mu'min Khalifa (convicted head of the al-Khalifa Group), have become the new players in billion-dollar schemes of graft, theft and embezzlement of unprecedented proportions. Furthermore, court cases and judicial proceedings have often taken on the aspect of farce when arrests are made and charges brought against minor officials, leaving those higher-up and known to have been party to illicit activities and dealings above the law in the realm of the ‘untouchables’. Significantly, the road to reform, which must necessarily be political in the first instance, is fraught with obstacles, not the least of which is that favouritism is institutionalized in the letter of Algerian law. With good reason, Algerians in general have become highly circumspect with candidates and an electoral process that are open to every tactic of manipulation. This article provides valuable insider information into the specifics and mechanics of Algerian corruption, which even the ruling elite has been obliged to admit constitutes the primary threat to the stability and continuity of the state. The research and distillation of conclusions in this article are drawn from the full-length Arabic-language book by Muḥammad Ḥalīm Līmām entitled Ẓāhirat al-Fasād al-Siyāsī fī al-Jazāʾir: al-Asbāb wa al-Āthār wa al-Iṣlāḥ. Abstract:
Business creation is seen as a fundamental strategic act in the sense that it is a tool for economic and social development. It enables the regeneration of the local productive fabric, creates jobs, enhances knowledge, transfers technology, develops creativity, innovation and contributes to wealth creation. The entrepreneur is at the origin of all strategic decisions, but is also the product of the environment to which he belongs. The quality of the territory is a parameter not to be neglected in the sense that it is more considered as a partner of the entrepreneurial act and as a basic resource for the entrepreneur. This article aims to understand the territorial factors determining the dynamics of business creation in the locality of Bejaia (Algeria), to identify characteristic features that will enable us to identify the typical profile of the entrepreneur from this region at the same time as the logic of perception of the territory of entrepreneurs. To do this, we will first present a review of the literature in order to draw a conceptual framework related to the subject of the study, then we will present the results of a field survey conducted with a sample of small and medium-sized enterprises (SMEs) in the locality of Bejaia (Algeria) complemented by a series of semi-structured interviews with the entrepreneurs interviewed.

Abstract:
Algerian society is undergoing social, economic and cultural changes, that led to the improvement of women’s conditions and their opening on work. At the university, young women are getting to fields of studies, used to be a monopoly for men, such as mechanical engineering, agronomy, civil engineering...
In spite of the environmental socio-cultural constraints and as result of unemployment crisis, young women choose the entrepreneurial jobs. Women’s entrepreneurship is a new phenomenon in Algerian society and need to be more highlighted.
Within this perspective, a study was carried out and visits to 30 enterprises led by women, and interviews were carried out with them. That helped to shed light on the characteristics of women entrepreneurs in Algeria, as well as activities and profile of their enterprises.
It was concluded that most women entrepreneurs are young, with university degrees. They are constraint to start their own businesses as self employed or set up micro enterprises, employing between 1 and 5 employees, mainly from their families and working informally.

Abstract This paper aims to describe the actions carried out by the Cyber-park incubator of Sidi Abdellah during the period of 2010–2020 in order to support young project holders. The Cyber-park of Sidi Abdellah is the first Algerian experience of creating a technology park. The project is very ambitious; it reflects the Algerian political will to build an information society and accelerate the transition of Algeria to a knowledge economy. However, through our reading of the statistics provided, we can say that the number of project holders affiliated to the incubator of Sidi Abdullah, especially the number of projects accepted, is still far from the objectives presented by the incubator. On the other hand, we have found that the Cyber-park incubator focuses much more on the training of entrepreneurs, while the financial side is totally absent.

This study explores the support mechanisms available to student entrepreneurs in Algeria, with a particular focus on Ministerial Decision 1275, which aims to facilitate the creation and development of student startup projects. A descriptive and analytical approach was adopted to evaluate the impact of these measures on student engagement and their potential contribution to economic development. The study draws on preliminary data collected from registration platforms and project assessments across various Algerian universities. The results show a significant increase in student interest in entrepreneurship, with over 9,000 innovative projects registered nationwide. Students, organized into interdisciplinary teams, demonstrated enhanced capacity to develop viable projects, supported by specialized training in digital marketing, artificial intelligence, and project management. These findings suggest that Algerian universities play a crucial role in fostering entrepreneurial spirit among students, promoting their integration into the labor market while contributing to national economic growth. The study offers practical insights for policymakers and university administrators seeking to strengthen innovation and economic development through student entrepreneurship.

Many economists have outlined the fact that the questions of growth, development, evolution are totally linked with the place of enterprises (notably the smallest ones) in the economy, meaning that entrepreneurship is dealing with the creation of this kind of enterprise, but also to resolve the fundamental problem of unemployment and to supply the government in many areas.
For this, this subject has been completely abandoned and ignored by deciders in the Algerian case, and now with the changes in the world economy, the collapse of petrol prices and the role of entrepreneurs in the economy, the government is trying to reconsider its place in the national, but the main question remain if this decision is conform with the real environment and realities of domestic economy.
That’s our concern in this paper that we try to examine deeply concerning the case of Algeria.

Abstract The problem of organizing the diaspora within and between networks has led to great interest among the scientific community. The literature has shown the existence of a real body and cohesion amongst the members of diasporas in the same country either at a regional or at a global scale, which organize, cooperate and act with the country of origin. This has led to some considerable material and immaterial advantages for the countries of origin. This state of affairs illustrates an inter-connection of the networks among the members, scattered over the four corners of the planet, but does not shed any light on the arrangement and functioning of the same networks within the country of origin. This research highlights the establishment of the Algerian business diaspora for the development of the entrepreneurship in Algeria. Beyond the business opportunity and the development of investment, there is also evidence of a clear involvement in extra-professional associative activities aimed at supporting entrepreneurship in Algeria and more particularly the innovative entrepreneurship. This qualitative research is based on the interviews of 36 entrepreneurs. The analysis of the interviews shows the existence of an innovative organization of networks and a hard core that is active in several forms of associations (Diaspora associations, Think-Tank, Business Angel, etc). This innovative organization of networks plays a significant role in the development of entrepreneurship in Algeria, in particular, the innovative entrepreneurship.

Abstract By the end of World War I, business leaders began promoting the automobile as the ideal technology for touring French North Africa. Leading industrial companies such as Dunlop, Michelin, the Compagnie Générale Transatlantique, and Citroën led initiatives to promote leisured automobile travel in Morocco, Algeria, and Tunisia. These efforts aligned with the French colonial administration's increasing focus on technology, especially motorized mobility to develop, maintain, and govern its North African empire. This article explores the intersection of technology and colonialism in French North Africa during the interwar period through the lens of automobile-based tourism. Questioning the divisions between politics, technology, and leisure, it examines the ideological uses and material effects of auto-tourism from the perspective of mobility. In doing so, it highlights the role of leisure-driven colonial automobility in shaping France's interwar imperial policies and colonial practices.

Through the adoption of a dual methodological approach, the objective is to identify the motivating factors that determine the establishment of businesses driven by necessity in Algeria. The quantitative approach utilizes principal component analysis on a sample of 194 entrepreneurs, while the qualitative approach involves conducting semi-directive interviews with seven entrepreneurs from disadvantaged backgrounds. By employing these methods, the study aims to uncover the primary variables that influence the occurrence of necessity entrepreneurship in Algeria. The findings of this research shed light on the crucial internal and external factors that contribute to necessity entrepreneurship. Remarkably, these results challenge the prevailing dichotomous framework often utilized to differentiate between necessity entrepreneurship and opportunity entrepreneurship in research studies.

Abstract:
Abstract According to several previous studies, entrepreneurial risk-taking is an important aspect that can lead to prospective business opportunities, hence improving entrepreneurial outcomes such as enterprise performance. The main purpose of this paper is to examine the extent and degree of impact of entrepreneurial risk-taking (ERT) as one of the dimensions of entrepreneurial mindset on the performance of micro enterprises in Skikda, Algeria. Based on a self-administered survey questionnaire, data were collected from a random sample of 142 micro-enterprises in Skikda. The study adopted descriptive, correlation, and regression analyses to estimate the impact of entrepreneurial risk-taking. collected data were analyzed using the Statistical Package for Social Sciences (SPSS 22) programme. The findings demonstrate that entrepreneurial risk-taking significantly affects the performance of micro enterprises in Skikda. Of the total variance of the performance of micro enterprise’s, 9.2% can be explained by the variability of entrepreneurial risk-taking. A small percentage is expected and can partly be explained by the presence of other factors that affect the performance of these enterprises as well as the negative effects of the COVID-19 pandemic on the process of economic activity and available business opportunities worldwide, especially these very small enterprises. However, the presence of this positive impact calls for a focus on raising the risk-taking spirit of existing and potential Algerian entrepreneurs, by holding conferences, forums and entrepreneurial programmes that enhance and support this characteristic of the entrepreneurial mindset.

Abstract:
This research investigated the relationship between the green intellectual capital (GIC) and the sustainable performance in Algeria’s waste recycling management sector. Acknowledging the importance of Global Information Communication (GIC) in achieving organizational success, this research investigates how it is utilized and its effects. Using structural equation modeling (SEM) with the PLS-V3 software, the study examines information gathered from 400 entrepreneurs who oversee waste recycling businesses in Algeria. The study focused on three primary components of GIC: green relational capital, green structural capital, and green human capital. The hypotheses were formulated to assess the influence of each component on sustainable performance. The results supported all four proposed hypotheses, showing a positive link between the Green Intellectual Capital (GIC) and the sustainable performance. Specifically, the combined effects of relational, structural, and human capital enhanced sustainability outcomes. The research showed the significance of the waste recycling industry implementing strategies that make the most of Green Intangible Capital (GIC) elements. This includes connecting with stakeholders who prioritize environmental preservation, sharing knowledge, and working together. Green structural capital refers to the systems and processes that support eco-friendly practices, like environmental management systems and sustainable supply chain management. Green human capital focuses on employees' skills and knowledge in sustainability, highlighting the importance of training and opportunities for professional development. This study adds value to existing knowledge by clarifying how GIC plays a role in fostering a future. It offers insights for waste recycling firms, policymakers, and other interested parties in Algeria and beyond. By emphasising the significance of GIC in achieving performance, this research provides practical implications for crafting strategies and policies that leverage green intellectual assets for economic and environmental advantages. The study underscored organisations’ need to invest in nurturing their GIC to promote sustainable business practices and attain enduring success.

The aim of this intervention is to examine the key factors that have played a driving role in the dynamics of the entrepreneurial process related to the industrial development of a region. To address the question of the territorial development paradigm, the region of Blida was selected as a case study due to its location in the heart of the fertile agricultural plain of Mitidja, in northern Algeria, which served as a catalyst for the development of the agro-food industry. This study is based on the results of a statistical survey conducted with a sample of agro-food companies, focusing on the behaviors of entrepreneurs in the context of development and territorial dynamics. Theoretically, this work aligns with an approach where certain theoretical concepts serve as explanatory, analytical, and interpretative elements for survey data. Thus, through a thorough analysis of the survey data, we were able to identify the characteristics and specificities of entrepreneurs' strategies in territorial development policies in Algeria, highlighting aspects of network structuring and local dynamics.

Abstract:
Sustainable entrepreneurs launch businesses to meet social and environmental needs while advancing the interests of the larger community. Sustainable entrepreneurs encounter particular difficulties when starting their businesses because of the distinction between creating and appropriating personal and social values. This study examines the effects of perceived risks and barriers on sustainable entrepreneurship through the mediating role of government support in SMEs in Algeria. This study used a quantitative research methodology that combined primary and secondary data to gather the necessary data from 230 small and medium-sized enterprise entrepreneurs through purposive sampling techniques and simple random sampling to estimate the requirements in Oran region clusters, Algeria. The proposed research model applied a structural equation model, growth path modeling analysis, correlation matrix, and analysis using the SPSS and AMOS software suites to ascertain the causal relationship between perceived risks and barriers and business performance. The main result revealed that perceived barriers impact sustainable entrepreneurship more during business startups. Likewise, perceived risk significantly affects sustainable entrepreneurship. Instead, government support has substantially mediated the relationship between perceived risk and sustainable entrepreneurship and perceived barriers. Furthermore, the diverse and complex stakeholder relationships make sustainable entrepreneurship more likely to challenge perceived risks and barriers during business startup. These results might be an essential cue for governments and private capital providers to enhance the environment for entrepreneurship.

Thus, a strategy was adopted to encourage young university graduates and granted them a lot of facilities in terms of financing, accompaniment and tax exemptions during the first years of activity. Nevertheless, results remained limited below the expectations of the operating authorities. Among the reasons for these failures are the inefficacy of the higher education system, the tyranny of a culture of complacency and the multiplicity of demands of young people and their dependence on state support. Abstract:
Abstract Despite the general demise of the phenomenon of state-owned enterprises (SOEs) in Europe since the 1970s, SOEs remained central to state economic planning in African markets after independence. Weak performance of African SOEs since the 1960s, mitigated reforms and some privatisation. The opening up of markets in Africa and states’ alignment to the market economic model, contributed to a different approach to the managing and operation of SOEs. The UNCTAD list of top non-financial conglomerates in the developing world includes two African SOEs. The lack of capital, access to modern technology and professional managerial skills (human capabilities), hampered the development of national economies in Africa. The state has re-entered the market in a different role as facilitator of private enterprise, but also as entrepreneur in strategic industries. Global resurgence of SOEs in the 21st century witnessed a new generation global SOEs, also in some African cases. This paper will assess the development of the «new generation» SOEs in Africa since the last decade of the 20th century using the case study of Sonatrach in Algeria.

Abstract:
The conception of historical time is currently undergoing a profound shift owing to recent innovations in communication technology. By becoming familiar to 21st-century man, the Internet has accompanied the assertion of ‘an era of memories’, which, since the beginning of the 1990s, has directly opposed the production of historical knowledge. The analysis and mapping of websites of repatriates from territories formerly under French colonial rule, including sites of French repatriates from Algeria, offers a unique perspective on the memorial forms of activism and the exploitation of political powers that has taken place as a result of this technological shift. This article describes the actions of these ‘entrepreneurs of memory’, who, despite their significant differences, nevertheless exploit the government and impose a partisan narrative. This deconstructionist approach to the Web allows historians, on the one hand, to understand the modes of memorial activism that frame a subject of study and, on the other, to analyse their subject of study without facing media constraints.

Abstract:
The domain of sustainable entrepreneurship has recently received great interest by many researchers, and this is due to the role it plays in sustainable economic development. Algeria has adopted a series of policies and programs to promote sustainable enterprises. Its success is linked to the awareness of emerging and potential entrepreneurs, particularly the contribution of the university in training and developing graduates, considered as the elite of the society. This research paper aims to measure the impact of personal perceptions of sustainable entrepreneurship on the intent of sustainable entrepreneurship. The study was conducted on a group of students who are about to graduate. The sample contained eighty-three (83) students from various disciplines of the university. It concluded that the perceptions of sustainable entrepreneurship have an impact on sustainable entrepreneurial intentions and that both the social and the environmental perceptions have a positive and statistically significant impact on sustainable entrepreneurial intention. However, the economic perception did not have a significant effect on the intention of sustainable enterprise.

Abstract:
Purpose This study aims to investigate how educational attainment and entrepreneurial competencies affect entrepreneurial motives of women (vs men) in the Middle East and North Africa (MENA). This study shows that education has a more positive effect on women’s entrepreneurial motives compared with men. On the other hand, there is a greater positive effect of competencies on men’s motives. Moreover, the moderating effects of culture are compared. The results of the multiple regression analysis show that, within the MENA region, the cultural value of self-expressionism engenders increased opportunity-motivated entrepreneurship by men. Yet, it has no significant effect on women’s entrepreneurial motives. Design/methodology/approach This study analyses survey data using multiple regression analysis, relationship between independent variables, educational attainment and entrepreneurial competencies, as well as culture, and the dependent variable, entrepreneurial motivation. The present study focuses on data records concerning 13 MENA countries, notably, Algeria, Egypt, Iran, Jordan, Lebanon, Morocco, Pakistan, Saudi Arabia, Syria, Tunisia, Turkey, United Arab Emirates and Yemen. The sample includes early-stage and established female entrepreneurs, a total of 1,551 respondents, for all countries for the entire period. Findings Entrepreneurs with higher levels of education and competencies are more likely to exploit market opportunities. However, effects from educational attainments and competencies are significantly stronger for men. Moreover, the increasing introduction of liberal or post-modern values in MENA societies has significant effects on men but no effect on women, suggesting that men tend to benefit much more than women in the Arab world with regards to their entrepreneurial behaviour. Originality/value The study is one of the few attempts to clarify the relationship between individual factors, here represented by education and competencies, and environmental factors, here represented by culture (post-modern values) and entrepreneurial motivation. Moreover, it addresses the MENA region, which is a politically and economically important and challenging environment, and which, to date, has received relatively little attention in entrepreneurship research.

Abstract:
The educational landscape in North and West Africa stands to gain significant advantages through collaborative government-entrepreneurial investments in Educational Technology (EdTech). The establishment of public-private partnerships plays a pivotal role in effectively infusing technology into education systems, thereby enhancing student accessibility, improving educational quality, and fostering better learning outcomes. Beyond its immediate impact on education, EdTech investments also hold the potential to stimulate economic growth. Moreover, these investments can nurture a pool of indigenous entrepreneurs armed with expertise in both business and information technology, thereby contributing to the expansion of the EdTech sector. This burgeoning sector, prevalent in emerging regions, becomes a magnet for foreign investments, effectively bolstering national economies and creating ripple effects across diverse industries. Such synergistic collaborations within the EdTech sphere underscore the political commitment of governments toward the advancement of education. This dedication resonates on a global scale, attracting the attention of international organizations and donor nations, as investing in education for sustainable development fosters not only improved socio-economic conditions but also favorable diplomatic relationships. This research investigates the impact of collaborative EdTech investments between governments and entrepreneurial entities on the education. By examining specific case studies within North and West Africa, namely Ghana, Nigeria, Morocco, and Algeria, it becomes evident that technology-driven educational reforms can lead to profound improvements in accessibility, educational quality, economic growth, and even political alliances. Through a comprehensive exploration of the interplay between government initiatives and entrepreneurial endeavors, this review paper delves into the multifaceted outcomes of EdTech investments across these nations.

By exploring the different dimensions of the city's image, the authors provide an analytical technique for quantifying the competitive structure of Constantine and its ability to attract peoples. Method: The research is structured in the following manner. Initially, we analyze conventional methods used in place marketing to determine perceptions of place and city branding. Next, we emphasize the urban elements that impact both the satisfaction of residents and the overall appeal of the city to both residents and non-residents. To assess the attractiveness of Constantine, we establish an extensive list of city branding factors derived from the influences on city brand perceptions. The third part of the research involves defining and characterizing the sample, questionnaire, and variables. Finally, we evaluate our findings and discuss the practical implications for place marketers. Results and Discussion: The results of this study indicate that Constantine's ability to attract people is primarily influenced by the environment's quality, level of internationalization, and healthcare quality. Factors such as economic development, touristic capacity, and cultural quality do not significantly contribute to its attractiveness. Moreover, city representation, communication, education quality, safety level, and social services quality have a non-significant negative impact on the city's ability to attract people. Research Implications: The aim of this study is to explore the various aspects that influence metropolitan complacency as they affect the city’s ability to attract peoples such as young entrepreneurs, international business people, highly qualified individuals and tourists. In this way, our study aims to bring some practical implications for local and global location marketing and management. Originality/Value: This study focuses on the Constantine metropolitan area, firstly because no studies have been published so far examining the region in this context, and secondly why Constantine a priority for the Algerian government to promote its economic, cultural and tourism development.
