Amartya Sen has argued that democracy has intrinsic and instrumental significance for economic and social development. In joint work with Jean Drèze, he has shown that democratic pressures can produce positive results in democratic and non-democratic nations alike. An Uncertain Glory briefly discusses the BRIC (Brazil, Russia, India and China) nations in this regard, but is inexplicably silent about South Africa (the final member of the BRICS). Can South Africa follow in the footsteps of the BRIC nations? Or might the South African brand of democracy really fall short? Reaffirming Drèze and Sen’s conclusion for India, this chapter argues there are grounds to be ‘contingently optimistic’ about the role of public participation in South Africa—despite the massive democratic deficit the country has inherited. This is illustrated through three case studies of participation focusing on pressure for HIV/AIDS treatment, the role of the public protector, and community action in Bokfontein.

The fifth chapter, on products, deals with the global urban literatures around infrastructure, including both physical infrastructure and the economic understanding of infrastructural interconnections of the global urban system. While physical infrastructure dominates in Chinese investments in the global South, southern urban theory has turned attention to people-as-infrastructure. Books and articles about infrastructure in the global South for a decade or more have argued for seeing infrastructure as vital, lively, or alive, including human and nonhuman agency, and this chapter seeks to connect with this trend. It concentrates on trade and foreign direct investment from China in Africa, with a detailed case study of Zanzibar. It then examines the experiences and socio-material infrastructures of African traders in Guangzhou and the PRD.

The chapter is written from an Afrocentric perspective with a focus on South Africa and aims to investigate the potential of developing a school as a social enterprise while developing entrepreneurial competencies of the school's internal and external environments. Research objectives were set to determine perceptions of educators on learners' and their own involvement in the school's strategic management process, to explore critical organisational aspects that can engage educators in active decision making and educators' view of the current role they play within the decision-making process. It was found that secondary schools within a South African context, as mostly not viewed as a potential social enterprise and that educators have limited entrepreneurial competencies, which can contribute to strategic development of the school. It is recommended that the school's internal and external environment should be included to develop the school as a social enterprise with strategies to alleviate poverty and instill a mindset of entrepreneurial competence among youth and the community alike.

This chapter deals with the struggle in South Africa to make sense of the phenomenon of workplace-based learning. Education institutions and policymakers alike recognize that there is enormous value in the practice. However, this value is being interpreted from different perspectives: education institutions see the practice in terms of enhanced learning, while policymakers view workplace-based learning as a means to solve critical social and economic problems. Consequently, the opposing epistemological views may seriously undermine the educational value of learning through work. The chapter provides an analysis of the prevailing workplace-based learning practices in South Africa. Using an emerging conceptual framework to evaluate current practices, it was found that most practices could successfully enhance a holistic curriculum seeking to balance learning at institutions and work, as an important vehicle for enhanced learning.

This chapter addresses the political and economic factors that thwarted Headen’s first attempts to follow his ambitions. It discusses his work as a Pullman porter in 1900-1901, and later as a student from 1901-1903 at Albion Academy, an advanced boarding school in Franklinton, NC, founded by the Presbyterian Church. Describing the faculty and student life at Albion, and Headen’s personal record there, it probes how Albion helped Headen navigate the rising violence and segregation of the Jim Crow era and keep his ambitions alive. The chapter also discusses Headen’s marriage in 1903 and his decision to become part of African American migration out of the South that same year.
