Abstract:
Migori County is located in western Kenya bordering Lake Victoria and has traditionally performed poorly on important health metrics, including child mortality and HIV prevalence. The Lwala Community Alliance is a non-governmental organization that serves to promote the health and well-being of communities in Migori County through an innovative model utilizing community health workers, community committees, and high-quality facility-based care. This has led to improved outcomes in areas served, including improvements in childhood mortality. As the Lwala Community Alliance expands to new programming areas, it has partnered with multiple academic institutions to rigorously evaluate outcomes. We describe a repeated cross-sectional survey study to evaluate key health metrics in both areas served by the Lwala Community Alliance and comparison areas. This will allow for longitudinal evaluation of changes in metrics over time. Surveys will be administered by trained enumerators on a tablet-based platform to maintain high data quality.

Abstract:
As one of Gavi, the Vaccine Alliance (previously the Global Alliance for Vaccines and Immunization), graduating countries, Indonesia is still eligible to access Gavi price for PCV13, PCV10 A and B. This study aims to estimate the economic impact of switch from the existing product/presentation of PCV (single-dose of PCV13) to the new product/presentation of PCV (multi-dose of PCV13, PCV10 A and B) since PCV is one of the most expensive vaccines in the Expanded Program on Immunization (EPI) schedule. Assuming that Gavi-Advance Market Commitment (AMC) price for all PCVs can be accessed in 2021, the use of multi-dose PCV13, PCV10 A and PCV10 B with Gavi-AMC price in 2021–2024 were considered as respective scenarios. The result showed that the scenario assuming the use of single-dose of PCV13 with contract price in 2019–2020 that would be switched into multi-dose of PCV10 B with Gavi-AMC price in 2021–2024 resulted in the highest potential saving, compared with other scenarios. Our analysis suggests an economic advantage to switch from single-dose into a multi-dose presentation. Vaccination coverage, vaccine price, vaccine wastage and additional Gavi-AMC vaccine costs were considered to be the most influential parameter affecting the savings in all scenarios. Applying the effectiveness of PCV13 and PCV10 A on reducing the risk for invasive pneumococcal disease (IPD), potential averted incidence of IPD in children under one year of age during 2019–2024 would be 246,164 and 105,587 in both scenarios. Despite the result confirmed that PCV13 may provide an additional benefit, a more comprehensive economic evaluation study is required to investigate further the comparison of cost-effectiveness values among all PCVs in Indonesia.

Merger and acquisition (M&A) cases and the speed of horizontal integration have increased rapidly in the integrated circuit (IC) packaging and testing industry. Therefore, cooperation with suitable strategic alliance partner is a vital success factor for enterprises. This study proposes a “comparative evaluation” model that searches out appropriate strategic alliances on the basis of the resampling model acquired via data envelopment analysis (DEA). The realistic public data of 20 companies was collected from 2015 to 2019 in the IC packaging and testing industry. The super slacks-based measure model was used to evaluate the performance before alliance in the period from 2015 to 2019. The resampling past–present–future model was used to forecast the performance in 2020–2024. Afterward, a future strategic alliance for comparative evaluation of efficiency was established. The results of the alliance were divided into the groups “ineffective” and “effective”. The results show that 11 companies in the “effective” group achieved both improvements and 8 companies in the “ineffective” group achieved only unilateral improvements. The comparison model describes the efficiency of both sides simultaneously, not only from the perspective of the target but also from the perspective of the partner company. The evaluation model proposed in the study enables enterprises to find suitable alliance partners.

AbstractThis study examines the effect of diverse experiences on a firm’s alliance portfolio diversity (APD). Drawing on the organizational learning perspective, it argues that a firm’s learning from diverse experiences enables it to reap the benefits and mitigate the risks of high level of APD. Thus, an experienced firm may choose to form or maintain relationships with diverse partners to get the intended benefits of APD. In particular, the study hypothesizes that a focal firm’s product and international diversification experience, alliance experience, and alliance experience heterogeneity are positively associated with its APD. A longitudinal investigation of 90 Indian firms, for the period 2004–2014, provides support for all the hypothesized relationships. In general, findings, which are robust to multiple estimation methods, suggest that a firm’s diverse experiences influence its APD. Findings of this study contribute to the alliance portfolio and organizational learning literature by examining the experiential antecedents of APD.

It was a tumultuous year for Malaysia. As the country was experiencing the onset of the first wave of COVID-19 in late February 2020, the majority coalition, the Alliance of Hope (Pakatan Harapan) that formed the federal government at the time broke apart due to defections, symbolized by the so-called Sheraton Move. A new government led by the National Alliance (Perikatan Nasional, PN) coalition came into power after the king appointed its leader, Muhyiddin Yassin, prime minister, replacing Mahathir Mohamad. The PN government immediately faced two severe challenges: the global pandemic threat and the crisis of legitimacy due to weak coalition building. This article mainly focuses on the second challenge, namely the ways the PN government has been able to avoid a parliamentary vote of no confidence and keep its coalition intact, albeit precariously.

Abstract:
Les alliages d'aluminium utilisés dans le secteur aéronautique sont sensibles à la corrosion. Une protection de ces pièces peut être assurée grâce à l'élaboration de films anodiques colmatés, le colmatage avec un sel de Cr(VI) garantissant jusqu'à présent les meilleures propriétés de tenue à la corrosion. Toutefois, les composés à base de chrome Cr(VI), classés CMR, sont en passe d'être totalement interdits par la directive environnementale REACH, ce qui conduit les industriels à développer de nouveaux procédés alternatifs. Or, une revue bibliographique a mis en évidence que les procédés existants sont empiriques et qu'il existe des lacunes dans la compréhension des mécanismes de colmatage. L'objectif de cette thèse a donc consisté à identifier les facteurs conditionnant le colmatage, notamment la pénétration du solvant et des sels dans les pores, en relation avec les caractéristiques chimiques et microstructurales des films anodiques non colmatés. Les caractéristiques du film anodique non colmaté ont été tout d'abord amplement étudiées, notamment par des techniques innovantes. La tortuosité a ainsi été évaluée pour la première fois quantitativement, par MEB-FEG et BET, en fonction de la nature de l'alliage. Des mesures dynamiques de mouillabilité ont révélé par ailleurs qu'une tortuosité importante peut constituer une limitation pour la pénétration du solvant lors du colmatage. La caractérisation des charges de surface du film anodique non colmaté a indiqué en outre que les interactions avec les cations du bain de colmatage sont défavorables (répulsions) en milieu acide, sauf à un pH donné, pour lequel la charge globale s'annule. Après différents colmatages, les modifications des revêtements ont été étudiées en termes de composition chimique, de charges superficielles et de morphologie, ce qui a permis de proposer des mécanismes réactionnels. En particulier, pour le nouveau procédé de colmatage, il a été montré que ce n'est qu'à l'issue de la seconde étape de colmatage que le revêtement constitue une barrière à la pénétration d'un électrolyte agressif. Enfin, l'impact des différentes étapes de colmatage a été analysé au regard du comportement en corrosion, en fatigue et en fatigue-corrosion
Aluminum alloys used in the aeronautic field are subject to corrosion. Sealed anodic films act as an efficient solution for the protection of aircraft parts, sealing using hexavalent chromium salts providing the best anticorrosion behavior so far. However, REACH environmental law leads to totally ban chromium (VI) based compounds which are CMR, thus forcing surface finishers to develop new alternative processes. A review has firstly shown that existing processes are mainly empirical and sealing mechanisms are far from being fully understood. So, this thesis aims at identifying sealing key factors that especially drive solvent and penetration into pores of the porous anodic film. Secondly, chemical and microstructural characteristics of unsealed anodic film have been widely studied, especially using innovative techniques. For instance, tortuosity was quantitatively evaluated for the first time, by FEG-SEM and BET analysis, as a function of the alloy nature, while wettability measurements have revealed that a high tortuosity limits water penetration during sealing. Surface charges characterization has also highlighted that working in acidic conditions has usually an adverse effect on interactions between film and cations, except for a special pH value for which global charge becomes zero. Thirdly chemical composition, superficial charges and morphology modifications of the coatings have been studied at each step of sealing, allowing to propose reactional mechanisms. In particular, it is only after the second step of the new sealing process, that the coating becomes an effective barrier against aggressive electrolyte. Finally, the impact of the different sealing treatments on corrosion, fatigue and fatigue-corrosion behaviors has been pointed out

Un nouveau critère de plasticité anisotrope est spécifiquement développé. Il s'agit d'une extension du critère de Karafillis et Boyce (1993). Le modèle est appliqué à deux nuances dont la teneur en particules intermétalliques est différente. Les paramètres sont ajustés sur de petites éprouvettes pour le matériau à haute pureté. La transférabilité est vérifiée sur les grands panneaux M(T). Le transfert vers le matériau ayant la plus forte teneur en particules intermétalliques est fait en modifiant la taille de maille dans le même rapport que l'espacement inter-particules. Le modèle est utilisé comme un outil numérique afin d'étudier les effets de la loi d'écrouissage, d'une pré-traction ou de l'anisotropie plastique sur la résistance à la propagation de fissure. The purpose of this work is to develop a finite element simulation of ductile tearing of thin sheets in 2024 aluminum alloy. The method is based on the local approach to fracture. Metallurgical observations indicate two rupture mechanisms. If hydrostatic pressure is high, rupture arises by internal necking. In the opposite case, rupture arises by localization of deformation into a 45 degree slanted band. In Kahn and M(T) cracking samples, rupture mechanisms are identical. The simulations are based on an extension of the Rousselier model which includes the description of plastic anisotropy and void nucleation. A new anisotropic yield function is specifically developed. It is an extension of the yield function of Karafillis and Boyce (1993). The model is applied to two grades which have different volume fractions of intermetallic particles. The parameters are adjusted in the case of the high purity material on small specimens. The transferability is checked on large M(T) panels. The transfer to the material containing the highest amount of intermetallic particles is made by modifying the mesh size according to the ratio of the particle mean spacing. The model is used as a numerical tool to investigate the effects of plastic hardening, prestraining and plastic anisotropy on crack growth resistance. It is then possible to give guidelines for material improvement

Abstract:
Cette thèse s'inscrit dans le cadre d'une collaboration avec EADS Innovation Works et AIRBUS. L'objectif des travaux est d'identifier les modes d'endommagements possibles d'éléments de structure métalliques d'aéronefs développés en service et d'en comprendre les mécanismes et les effets sur les propriétés des matériaux afin de contribuer au développement d'une méthode de contrôle non destructif innovante. Le matériau sélectionné est un alliage d'aluminium 2024-T351, l'un des matériaux constitutifs de la voilure et du fuselage d'avions civils. Les modes d'endommagement étudiés sont la corrosion et le vieillissement microstructural. La première partie de ces travaux est consacrée à l'analyse de l'influence des conditions d'exposition au milieu corrosif sur le développement de la corrosion intergranulaire et à l'identification des mécanismes de dégradation associés et de leurs cinétiques. Des conditions d'exposition originales alternant des phases d'immersion et d'émersion à différentes températures ont été explorées dans la mesure où elles semblent particulièrement représentatives des conditions d'exposition réelles. Les mécanismes proposés pour comprendre l'endommagement observé dans certaines de ces conditions d'exposition au milieu corrosif, impliquent un phénomène apparenté à de la fragilisation par l'hydrogène, phénomène qui n'est, à l'heure actuelle, pas encore reconnu pour les alliages d'aluminium de la série 2xxx. L'influence de l'hydrogène sur les propriétés physico-chimiques et mécaniques du matériau est donc étudiée dans la seconde partie de ces travaux. Enfin, l'influence d'un vieillissement microstructural sur les propriétés de l'alliage ainsi que les couplages possibles entre vieillissement microstructural et phénomènes de corrosion sont abordés dans une dernière partie. L'ensemble des résultats obtenus permet de révéler des pistes pour développer une méthode CND innovante permettant la caractérisation physique in-situ du niveau d'endommagement à l'échelle locale d'éléments de structures en alliages d'aluminium.

La sensibilité à la corrosion intergranulaire est influencée par trois paramètres majeurs : l'état métallurgique du matériau, les paramètres physiques et chimiques caractéristiques de l'environnement extérieur et l'état de contrainte du matériau. La première partie des travaux est consacrée à la détermination de paramètres pertinents de description de la corrosion intergranulaire. Un nouveau protocole basé sur l'abattement des propriétés mécaniques du matériau corrodé a donc été mis en place. La deuxième partie des travaux porte sur l'influence des paramètres environnementaux et de l'état de contrainte sur la sensibilité à la corrosion intergranulaire de l'alliage (facteurs du 1er ordre sur les cinétiques de corrosion). L'ensemble des résultats obtenus permet d'écrire des lois de propagation de la corrosion intergranulaire de l'alliage 2024 T351 en prenant en compte au mieux l'environnement extérieur.

Composants principaux des couches de conversion chimique sur le marché, les composés à base de chrome hexavalent vont être interdits par la réglementation européenne REACh à partir de l'année 2024. Depuis plusieurs années, les industriels du secteur aéronautique développent donc des solutions de substitution basées sur le chrome trivalent, moins toxique et moins néfaste pour l'environnement que le chrome hexavalent, tout en conférant des propriétés anticorrosion prometteuses aux alliages d'aluminium. Le déploiement des solutions de conversion chimique à base de CrIII à l'échelle industrielle a mis en évidence une sensibilité forte de ces procédés aux propriétés de surface des alliages d'aluminium. Ce projet de thèse vise à améliorer la robustesse du procédé de conversion au chrome trivalent en identifiant les paramètres de premier ordre contrôlant les performances anticorrosion des couches. Pour cela, des éléments de compréhension concernant les modifications de surface causées par la préparation de surface et les mécanismes de croissance de la couche ont été apportés. Les travaux de thèse ont été réalisés sur l'alliage d'aluminium 2024 largement employé dans le domaine aéronautique. Différents lots d'alliage, états de surface et états métallurgiques ont été considérés afin de déterminer l'impact de la métallurgie de l'alliage sur les propriétés de surface après préparation de surface ainsi que sur les propriétés anticorrosion de la couche formée. L'étude de la réactivité de l'alliage dans le bain de conversion chimique a ensuite permis de mettre en évidence les mécanismes de nucléation et croissance de la couche de conversion. Un modèle de formation de la couche en surface de l'alliage 2024-T3 a ainsi été proposé
Hexavalent chromium, one of the main components of the chemical conversion coatings on the market, will be banned by European REACh regulations from 2024. From several years, manufacturers in the aeronautical sector have been developing substitution solutions based on trivalent chromium. These solutions with promising anti-corrosion properties as compared to hexavalent chromium are less toxic and less harmful to the environment than hexavalent chromium. However, the deployment of the CrIII conversion coatings to the industrial scale highlighted a higher sensitivity of these processes, as compared to the CrVI solutions, to the surface properties of the aluminium alloys. This work aims at improving the robustness of the trivalent chromium conversion process of the aluminium alloys by identifying the first order parameters controlling the anticorrosion performances of the conversion coatings. For that purpose, elements of understanding concerning the surface modifications caused by the surface preparation as well as data on the mechanisms of growth of the coating were brought. The thesis work was carried out on aluminium alloy 2024, which is widely used in the aeronautical field. Various alloy batches, surface states and metallurgical states were considered in order to determine the impact of alloy metallurgy on the surface properties after surface preparation as well as on the anticorrosive properties of the coating. The study of the reactivity of the alloy in the chemical conversion bath gave relevant data on the mechanisms of nucleation and growth of the conversion layer. As a result, a model for the formation of the conversion coating for 2024-T3 alloy was proposed

Pour les structures aéronautiques, les zones sensibles à la corrosion sont principalement celles où le plan de protection de la structure peut être mis en défaut, comme à l’intérieur des joints de recouvrement (dénommé «lap joint» en anglais). Les assemblages de tôles métalliques réalisés par recouvrement en utilisant, par exemple le rivetage, peuvent présenter des défauts de contact et donc il peut exister un interstice entre les deux parties de l’assemblage. En général cet interstice est isolé de l’environnement extérieur par un mastic. For aircraft structures, corrosion sensitive areas are mainly those where the protection of the structure may suffer local breakdowns, as encountered inside lap joints. The assemblies of metal plates by overlapping (riveting) may present some defects in contact and consequently a gap can exist between the two parts of the assembly. Typically this gap is isolated from the outside environment by a sealant. But there is a risk of trapping of moisture more or less concentrated in aggressive ions which can induce corrosion or increase the damages initiated on coating defects. The first objective of this thesis is to develop a methodology to reproduce in a controlled manner and in the most representative way regarding actual cases, the corrosion of a lap joint made of aluminum alloy 2024- T3 plates, to perform not only observations but also chemical and electrochemical measurements. The second objective is to test the application of reactive transport models (in confined media) to check if it is possible to simulate the chemical or electrochemical changes recorded during experiments and thus to predict the long-term evolution of lap-joint in humid environment

L'utilisation de revêtements sol-gel pour la protection contre la corrosion des métaux est une alternative aux traitements à base de chromates, proscrits du fait de leur forte toxicité. Ces travaux de thèse ont porté sur la caractérisation de revêtements sol-gel hybrides organique-inorganique contenant des pigments inhibiteurs de corrosion non toxiques, pour la protection contre la corrosion de l'alliage d'aluminium 2024. Tout d'abord, la caractérisation par spectroscopie d'impédance électrochimique de différents revêtements relativement poreux a permis d'analyser l'influence de l'épaisseur, de la température de séchage, de l'hydrolyse de la partie silane et du ratio silane/amine sur les performances du revêtement, en particulier des propriétés barrière. Puis, l'ajout d'un époxy dans la formulation a permis d'augmenter de façon significative les propriétés barrière du film. Les diagrammes d'impédance présentent une dispersion en fréquence, exprimée en termes de « constant phase element (CPE) », en haute et basse fréquence. En haute fréquence, ce comportement a été analysé à l'aide d'un modèle qui permet d'obtenir des profils de résistivité dans l'épaisseur du revêtement et au cours du temps d'immersion. Ce modèle est appliqué pour la première fois à l'étude de revêtements. Différents pigments inhibiteurs de corrosion ont ensuite été incorporés dans des revêtements de porosité différente. L'action des inhibiteurs est exacerbée lorsqu'ils sont incorporés dans un revêtement poreux. Néanmoins, lorsqu'ils sont incorporés dans un film dense, les performances vis-à-vis de la résistance à la corrosion sont élevées
The use of sol-gel coatings for the protection against the corrosion of metals is an alternative to chrome-based treatments, banned for the industry for their high toxicity. This work is based on the characterisation of hybrid organic-inorganic coatings, filled with non-toxic corrosion inhibitors, for the protection against the corrosion of aluminium alloy 2024. First, the characterisation by electrochemical impedance spectroscopy of different, relatively porous coatings, allowed the investigation of the influence of thickness, drying temperature, silane hydrolysis, and the silane/amine ratio on the coating performances, in particular the barrier properties. Then, the addition of an epoxy compound in the formulation allowed a significant increase in the film barrier properties. The impedance diagrams show a frequency dispersion, expressed in terms of a constant phase element (CPE), both in the high and low frequency range. In the high frequency range, this behaviour was analyzed using a model that allows obtaining resistivity profiles in the thickness of the coating and with immersion time. This model is applied for the first time to study coatings. Different corrosion inhibitors were then incorporated in coatings of different porosity. The action of the inhibitors was heightened when they are incorporated in a porous coating. Nevertheless, in a dense coating, the performances towards corrosion are high

Cette thèse s'inscrit dans le cadre d'un vaste programme visant à établir un premier retour d'expérience sur des structures aéronautiques en fin de vie. L'objectif des travaux présentés ici est donc de caractériser le vieillissement et les propriétés résiduelles de pièces provenant d'avions après démantèlement, et donc après service. Plus précisément, deux matériaux de nature différente sont considérés : un alliage d'aluminium 2024-T351, constitutif d'une voilure d'A320 ; et un composite carbone/époxy T300/914, prélevé sur les voilures d'un Falcon X et d'un ATR.Pour les voilures composites, les travaux ont porté sur les effets de l'eau des stratifiés. L'évolution de la température de transition vitreuse en DMA a été étudiée en fonction du taux d'humidité présente dans le stratifié. Les résultats d'essais de sorption set de désorption ont été confrontés à différents modèles de diffusion. Les propriétés résiduelles ont été évaluée au travers de divers essais mécaniques. Il ressort de cette étude un très bon comportement du composite après service.Les travaux concernant la voilure métallique se focalisent sur les propriétés résiduelles en fatigue de l'alliage de voilure. Les résultats montrent qu'un durcissement structural apparaît en service, et qu'un léger abattement de la durée de vie en fatigue est observable. Cependant, le comportement à la fissuration est inchangé en comparaison avec un matériau " neuf ".Au final, ce premier retour d'expérience est positif. Il peut maintenant permettre aux avionneurs de vérifier les règles utilisées lors de la conception ou d'optimiser certains dimensionnements, mais aussi de justifier des extensions de durée de vie des avions.

Le coût de la maintenance aéronautique pourrait être réduit en proposant des stratégies d’inspection « intelligentes » intégrant des outils prédictifs de l’évolution des défauts, comme la vitesse de propagation de la corrosion intergranulaire.Dans cette thèse, nous avons cherché à quantifier les deux modes d’endommagement associés à la corrosion intergranulaire sur un alliage 2024 : la composante « perforante » (dissolution des pointes de joint de grain) et la composante « émoussante » (dissolution des parois des grains dans les cavités intergranulaires). Pour évaluer la composante « perforante », nous proposons une nouvelle variante de la méthode TFP (méthode OTFP) plus complète car elle ne se limite pas à caractériser le défaut le plus rapide mais permet de suivre l’ensemble des défauts perforants grâce à la nature optique de la détection. Dans cette méthode, le dispositif expérimental laisse libre la face de détection, ce qui permet de prélever l’électrolyte issu des cavités intergranulaires et de procéder à son analyse chimique. Cette donnée, peu connue à ce jour, a été utilisée pour valider des modèles de « transport réactif » qui pourront servir de base à des simulations prédictives intégrant l’effet de la nature de l’environnement. La porosité au sein du matériau induite par la corrosion intergranulaire et amplifiée par la dissolution « émoussante » a été suivie en temps réel par mesure de la conductivité électrique avec une sonde à courants de Foucault. D’abord calibrées en régime potentiostatique, ces méthodes se sont par la suite révélées efficaces pour évaluer l’endommagement associé à la corrosion intergranulaire lors d’une corrosion de type atmosphérique
Costs of aeronautical maintenance can be reduced by implementation of “smart” inspection strategies integrating predictive data on the evolution of defects such as the propagation rate of intergranular corrosion.In this work, intergranular corrosion damage on 2024 aluminium alloy was characterized by two modes : the “perforating” damage (dissolution of the grain boundary tips) and the “blunting” damage (dissolution of the grain walls in the intergranular cavities). To evaluate the “perforating” damage, a new version of the TFP method (OTFP method) which is more complete, was designed. The OTFP method allows to detect all the intergranular corrosion defects and not only the fastest full penetrating grain boundary thanks to the optical nature of the detection. In this method the detection backside of the thin foil is free, which makes possible the collection of the trapped electrolyte in the intergranular cavities to carry out its chemical analysis. This not well-known data, was used to validate “mass-transport” models which could be implemented in predictive simulations considering the effect of the environmental conditions. The porosity inside the foil induced by the intergranular corrosion and enhanced by the “blunting” dissolution was followed in real-time by measuring the electrical conductivity using an eddy current probe.These methods were first calibrated in potentiostatic tests and then successfully applied to evaluate the intergranular corrosion damage in atmospheric corrosion conditions

AbstractThe evolution of Georgian higher education system in recent decades almost perfectly mirrors the political and socio-economic developments in the country. Having emerged from the uniform Soviet system, it has been undergoing radical changes and has transformed into a diverse institutional setup, which, for all its similarities with various higher education systems existing in other countries, cannot be categorised as a typical representative of one.At the risk of oversimplification, we can divide the process of transformation of Georgian higher education in post-soviet period into three stages corresponding to the phases of political and socioeconomic transformations of the country. Immediately after gaining independence, when country sunk into the chaos of civil war, ethnic conflicts and economic crisis, higher education changed largely by inertia and chaotically, without much direction or a uniform vision. Swift transition to market economy was reflected through massive privatisation of costs in higher education and consequent diversification of the form of institutional ownership into public and private. In the following period after 1994, was settling down after the earlier turmoil. The higher education system continued to develop slowly and largely independently from the central governmental guidance. As higher education detached itself from the alliance with the Soviet economy and accordingly with various line ministries, many institutions changed their narrow profiles and started offering a wider range of specialisations thus responding to the demands of the market economy.Starting in 2004, following the Rose Revolution, the changes were more centralised, planned and fitted with the greater vision of economic liberalism of the government team. Joining the Bologna process and applying the principles of market economy to the governance of higher education happened simultaneously. The result was integration of research at universities and a seemingly ‘meritocratic’ way of admitting students and provision of funds, which ultimately define the prestige of universities.

Alliance Pipeline, (Alliance), an integrated Canadian and U.S. high-pressure rich natural gas transmission pipeline system, conducts Engineering Assessments for a variety of reasons related to integrity activities such as investigative digs, right-of-way crossings, encroachments and program review; however, the need for a consistent and systematic approach to perform work of this nature was identified. As such, the company launched an initiative to develop a structured approach for undertaking, reviewing and approving Engineering Assessments. The specific challenge in developing a framework for conducting Engineering Assessments is twofold: the framework must be scalable, to address a broad range of situations, while remaining practical to use and understand. In light of these requirements, Alliance chose to adopt a “Tiered” approach to identifying requirements associated with each engineering assessment. The Tier of the Engineering Assessment is defined based on two primary factors: the complexity of the analysis (i.e., whether the methodology of the analysis is well established or not) and the nature of the underlying assumptions (i.e., whether the assumptions associated with the analysis are within established parameters). Once the appropriate Tier has been selected, the framework then provides guidance regarding the specific requirements in the areas of: responsibilities and qualifications of individuals for preparation, review and approval of the assessment as well as documentation. The implementation and use of the structured approach was intended to ensure the Engineering Assessments undertaken within pipeline integrity were technically sound, while recognizing that a broad range of technical complexity, skill level and decision making are associated with Engineering Assessment. Overall, this approach will allow Alliance to achieve a degree of uniformity of its Engineering Assessments in order to manage risks effectively, while addressing the needs of a broad range of scenarios that rely on the methodology.

AEC Pipelines Ltd operates approximately 2500 km of pipeline within Canada and the United States. The AEC Pipelines Ltd. “Pipeline Integrity Group” has responsibility for monitoring and ensuring the continuing safety and reliability of the AEC Pipelines Ltd. pipeline system network within Canada and the U.S. In carrying out this mandate, the Integrity Group is required to develop and manage large scale pipeline rehabilitation programs involving the assessment and repair of a variety of pipeline defects, including external corrosion and stress corrosion cracking (SCC). One such rehabilitation program involves the 435-km length Alberta Oil Sands Pipeline (AOSPL) that transports Synthetic Crude product from the Syncrude Plant located at Fort McMurray to Edmonton, Alberta. This AOSPL pipeline is of spiral weld construction, the pipe joints are externally coated with extruded polyethylene (Shaw YJ1), and the girth welds are externally coated with polyethylene tape wrap. Pipeline outside diameter is 559 mm, nominal wall thickness is 5.16 mm (Gr. 359 and Gr. 414) and heavy wall pipe thickness is 6.35 mm or 7.92 mm (Gr. 359 or Gr. 414). The pipeline, constructed in 1978, exhibits extensive corrosion and minor SCC at the girth weld locations due to tape wrap coating disbondment and resultant cathodic protection shielding. The four hundred and thirty five (435) km length of pipeline has been excavated and repaired at approximately twenty six hundred (2600) girth weld locations since 1986 including approximately eleven hundred (1100) sites during the last two years. Major sections of this pipeline may be accessed and excavated only during the winter months. Several crews adhering to an intense work schedule must be utilized in order to complete the necessary number of pipeline repairs within such a short time frame. The employment of a large number of technical specialists for short duration dictates that contract personnel must be utilized within key project supervisory positions. In 1996, in order to ensure a continuity of critical contract personnel and reduce third party costs, AEC Pipelines Ltd. initiated the formation of a three-year Integrity Alliance involving all of the major contractors working on the AOSPL rehabilitation program. The formation of this Integrity Alliance has resulted in significant program cost reductions and has promoted a “team” approach to rehabilitation projects. In order to minimize the risk of injury to pipeline rehabilitation project personnel and to provide standards for quality control, the AEC Pipelines Ltd. Integrity Group, in concert with the Integrity Alliance, developed the “The Pipeline Integrity Group Rehabilitation Training and Certification Program”. The program applies to both on-site personnel and visitors and comprises the following individual training and certification approaches: 1. Pipeline Integrity Group Rehabilitation Program Risk Assessment and Safety Guidelines. 2. Pipeline Integrity Group Rehabilitation Training and Certification Program for NDE Personnel. 3. Pipeline Integrity Group Rehabilitation Training and Certification Program for Clock Spring™ Sleeve Applicators. 4. Pipeline Integrity Group Rehabilitation Training and Certification Program for Alberta One Call Response and Field Representation. These quality control certification and safety training programs are in addition to the many Integrity Alliance specifications that have been developed as a guideline for carrying out critical activities on the pipeline; i.e. pipeline excavation, pipeline re-coating and pipeline grind removal of SCC.

In Fall 2020, the American Talent Initiative (ATI), an alliance of high-graduation-rate colleges and universities committed to expanding access and opportunity for low- and middle-income students, established its newest community of practice (CoP) focused on academic equity. Together, the 37 CoP members explore topics related to creating equitable academic communities. One such area of focus is how institutions can more effectively utilize data to enhance equity-related projects. In January 2021, members participated in a webinar discussion on this topic, during which CoP representatives presented on how they have leveraged data in their academic equity work. This case study builds on a presentation given by Dr. Jill Sible, Associate Vice Provost for Undergraduate Education and Professor of Biological Sciences at Virginia Tech, titled, “Using data to fuel inclusive excellence at Virginia Tech.”

The Chicago Alliance for Equity in Computer Science is a research-practice partnership that is working to broaden the participation of Chicago Public Schools’ students in computer science. For this study, we applied the multiple streams approach from theories of the policy process (Kingdon, 1995; Zahariadis, 2014) to explain how the COVID-19 pandemic helped open a policy window for the continued use of synchronous online instruction during the implementation of an equity-centered computer science credit recovery option in Chicago.
