Abstract:
This chapter provides an overview of the book's analytical focus, conceptual approach, main arguments, and research process. It introduces the National Rural Employment Guarantee Act 2005 (NREGA), which was part of a raft of rights-based development legislation passed by the Congress-led United Progressive Alliance (UPA) that governed India from 2004-2014. NREGA was central to the Indian state's efforts to upgrade the country's relatively thin social welfare provision to something more in keeping with its growing economic and political profile. Six central contentions are outlined, each with a brief explanation. The chapter also justifies the book's approach to concepts such as institutions, poverty, and politics, and introduces the components of what the authors call “political capacity”. Elements of the research process – including information on the key case study states of Rajasthan and Madhya Pradesh – are also discussed, and the organization of the remainder of the book, including a chapter outline, is presented.

Abstract:
This chapter is based on writing that the author undertook with members of Sangtin Kisaan Mazdoor Sangathan (SKMS) in Hindi and English between 2004 and 2012, as well as on her own reflections on that writing. It traces the beginnings of the creative journey with sangtins that led to the making of the collaborative book Sangtin Yatra (Anupamlata et al. 2004, Sangtin Lekhak Samooh 2012), and analyzes the political battles that emerged from this yatra in multiple sites. It begins with a brief sketch of Sangtin Yatra and its meanings for the authors' intellectual and political growth as an alliance across borders. The two subsequent sections consider the effects of Sangtin Yatra, and how these inserted the collective into struggles around the politics of knowledge production in institutional sites that the collective had not encountered before. Finally, it reflects on the manner in which the transnational nature of the alliance has enabled critical engagements with structures and norms of professionalism and expertise locally, regionally, nationally, and transnationally, as well as the limitations and contradictions that remain buried in these engagements.

Abstract:
The post-2003 period in Iraq saw the drafting of two constitutions in rapid succession. An interim constitution was drafted in 2003–2004 and a permanent constitution in 2005. Liberal-secularists were largely ascendant during the drafting of the interim constitution, while the Shīʻī religious parties, in alliance with the Kurdish coalition, dominated the drafting of the permanent constitution. This chapter analyzes the very different philosophical approaches of the two documents by focusing on their differing treatments of the role of Islam and, ultimately, Islamic law, the Sharīʻah. The chapter is organized as follows. Section II presents a digest of the formal constitutional relationship between the State and Islam. Section III analyzes the different approaches of the two post-2003 constitutions to the judiciary, noting especially their different approaches to personal-status laws. Section IV focuses on the 2004 and 2006 constitutions and their respective treatments of civil rights.

Abstract:
The war in Yemen that began in 2014 between northern tribes and the exiled republic is the bookend to six decades of conflict that began in 1962. The Houthi northern tribal alliance is a modern reincarnation of the royalists who had supported Imam al-Badr during the 1960s. The Houthis see themselves as rectifying the unjust political settlements left over from the Yemen Civil War. The current conflict reached a turning point with a tribal conquest of Sana’a, reminiscent of 1968, aimed at overthrowing the post-revolutionary generation of urban leadership and its republican government in decline. In a demonstration of history repeating itself, Egypt, Saudi Arabia, the ICRC, the UN, and large groups of mercenaries returned to Yemen for another round of unwinnable interventions that closely resemble the original conflict.

Denmark and Norway joined NATO in 1949. Since then, their goal has been to be a loyal alliance member. After the cold war, the two countries e transformed their defence forces into small, capabilities-based semi-professional and highly mobile units suitable for coalition warfare far away from their territories. They have participated in all major US- and NATO-led operations since 1991. The defence transformation since the end of the cold war has been more far-reaching in Denmark than in Norway. Norway kept the focus on its territory during the whole period, and saved important elements of its territorial defence, while Denmark shut down whole services, such as submarines and stationary ground-to-air defence, which in some ways became a problem after the Ukraine crisis started in 2014, when the defence of the territory again came more into focus.

Abstract:
Japan’s post-Cold War security policy displays significant changes compared to the Cold War period. One critical change has been the incorporation of the Japanese military, known as the Self-Defence Force (SDF), as a legitimate and important tool of Japanese post-Cold War security policy practice. It has developed new roles both outside and within the US-Japan alliance to contribute to regional/international security. The question is how the Japanese security policymaking elite has been able to bring about this critical change to the security policy practice in light of the domestic social and legal constraints that have traditionally prevented the expansion of Japan’s security role, in military terms, in regional and international affairs. This research introduces external military crises as an important factor for change in Japanese security policy. It argues that the Japanese security policymaking elite achieved security policy expansion by utilizing external military crises as policy windows, inflating and deflating threat elements to circumvent the constraints and justify the implementation of security policy initiatives. This utility of external military crises to widen the role of the Self-Defence Force (SDF) in shaping Japan’s security priorities, as well as its proactive contribution to regional/ international security are outlined in four key case studies - international peacekeeping in 1992, regional defence in 1997-99, global missions in 2003-05, and collective self-defence in 2014-15.
