Abstract:
The study was conducted on the basis of the contradictory nature of Ukraine's cooperation with the North Atlantic Treaty Organization, established in 1992. On the onehand, Ukraine has consistently stated its intention to integrate into NATO as a full member. The country has formed an organizational and legal mechanism for cooperation with NATO. The reis an indefinite Charter on a Distinctive Partnership between Ukraine and NATO. Intentions for full membership in the Alliance are included in the Constitution of Ukraine and national security legislation. The norm of cooperation between the parties is the development and signing of various programs for cooperation in security, defense, education and other areas. The majority of Ukrainian society supports the state's intention to join NATO. On the other hand, despite long-term cooperation with the Alliance, Ukraine has not receivedan Action Plan for NATO membership, which makes the ultimate goal of integration unattainable. The main obstacle to Ukraine's Euro-Atlantic integration has been and remains the insufficient pace of reforming the country's political, economic, judicial and other basic systems, as well as the security and defense sector. The over all result of the study is to emphasize the attention of the Ukrainian side to the need to accelerateur gent state reforms, update the existing organizational and legal mechanism of cooperation between Ukraine and NATO, bringing all components of the security and defense sector to Western standards. The conclusions point to the main contradiction in the practical support of Ukraine's Euro-Atlantic movement: the national state-building elite did not ensure the continuity of the political course on Euro-Atlantic integration and the accumulation of constructivism along the way. The hypothesis of the study was to prove the existence of a "medium" level of cooperation between Ukraine and NATO on the basis of the existing organizational and legal mechanism, which does not yetallow to raise the issue of Ukrainian integration into the Allianceon a full basis.The hypothesis is generally proven. It is considered appropriate to further monitor the state, problems of functioning, prospects for the development of the organizational and legal mechanism of Ukraine's cooperation with NATO with the formulation of appropriate recommendations to improveits effectiveness.

Abstract:
The geopolitical context of what would later come to be called the “global village” made governments pay more attention to their external image and the public opinion of third-world countries. The previous emphasis on the development of military or economic alliances (hard power) was complemented with alternative views, other ways of connecting with different global societies (soft power). Relations between the United States and Spain did not escape this general dynamic. Here, we evaluate the extent to which this connection affected women’s access to higher education in Spain. With the Residencia de Señoritas, there was a narrowing of the educational and cultural exchange relations between the two countries. After the abrupt cessation of the civil war, the establishment of the Fulbright program in the 1959-60 academic year allowed Spain to recover and to intensify the exchanges that had taken place since the beginning of the century. We will see what the fields of study in this prestigious exchange program were, and analyze to what extent the training received on the other side of the Atlantic facilitated the professional careers of the Spanish Fulbrigthers upon their return.

Abstract:
Background and context: W4O-Hellas (Women for Oncology-Hellas, a network of women professionals in oncology) and K.E.F.I. (an association of cancer patients) joined forces to create the “Hellenic Alliance for Metastatic Breast Cancer”, a project awarded through the SPARC initiative. The project is consisting among others, on creating, promoting and maintaining a Web-based platform of education, information, communication, advocacy and support for MBC patients in Greece. Aim: The aim of the platform is to provide education at patients and caregivers on various aspects concerning the disease, from diagnosis to palliative care, the available medical facilities, social services, benefits and allowances, clinical trials and issues concerning quality of life and psychological support. Strategy/Tactics: The development of an innovative Web-based tool was included in the “Hellenic Alliance for Metastatic Breast Cancer” project. It was overseen by a steering committee with W4O-Hellas and K.E.F.I. representatives, journalists, health economics advisors and state representatives. A support team was also created, to run and update the platform. Program/Policy process: The platform (“w4life.gr” reading “women for life” or “life for women with stage 4 disease”) is functional since June 2016 and was officially presented to the public on November 2016. The site´s structure is consisting of the main sections and an online forum. The sections contain information about the disease, the access to doctors, medical facilities, social services and patient groups, quality of life, nutrition and exercise issues, patient guidance and clinical trials available in Greece. The online forum is accessible 24 hours per day, and provides information and update about the network´s actions and upcoming seminars and forums. There is also a patient support direct line available on weekdays and access to other useful links. An online survey measuring quality of life data are running through the platform and the results will be presented in the near future. Since last year, a mobile application was also created aiming to an easier and user friendly access. Outcomes: By March 2018, the platform had 27,018 page views, 10,416 users who completed 13,020 sessions, with average session duration 2:23 minutes and bounce rate 74.54%. w4life received two awards from the Boussias-Health Care Business Awards-2017. The Gold Award, in the e-Health category digital applications for information and integrated patient care and a Silver Award for actions aimed at information, awareness, and prevention. What was learned: During the severe Hellenic socioeconomic crisis we have found that an alternative approach, as the above described, of dedicated oncologists toward their patients is needed, easy to use, helpful and sustainable and can provide important information and comfort to women with mBC their families and caregivers.

Introduction. Nowadays, the steadily growing relationship with the People’s Republic of China is one of the priority directions of the foreign policy of the Russian Federation. According to the author of the present paper, new opportunities for active constructive interaction between the countries are provided with the One Belt and One Road Initiative (OBOR or BRI) adopted by China for the purpose of combination of efforts of the states for stable development of economy in the Eurasian space and peaceful co-existence of the people on the basis of the principles of openness, inclusivity of different civilizations, tolerance, safety, mutual benefit and training.The aimof the paper is to discuss the status and prospects of the RussianChinese cooperation in the humanitarian field and search for new narrative for development cooperation.Methodology and research methods. The research was performed with a support on philosophical and general scientific methods: comparative, structurally functional and system types of analysis, synthesis, generalization, and forecasting.Results and scientific novelty. The Russian-Chinese recent cooperation was considered. Special attention was given to education communication strategy as one of the reliable and checked channels of establishment and consolidation of international economic relations. The educational component of humanitarian interaction enables to provide effective tools for adjustment and support for the international dialogue and has an extensive range of opportunities for harmonization of cultural, social and even political standards.It is emphasized that further strengthening of the productive bilateral interaction of the People’s Republic of China and the Russian Federation is prevented by its developed model which is under construction and functions mainly at the level of public authorities. In spite of the fact that the relations between two countries are on the rise, the potential of the existing model has become exhausted, and it is therefore necessary to search for other ways of future joint collaborative work. Strengthening of partnership requires the transition to multilateral cooperation with other states and mutual participation of Russia and China in the course of overcoming the social and economic imbalance in the zone of their shared interests – the territory of the revived Silk Road. The third countries located along its southern transit corridor, unlike the states of the northern direction, are characterized by the backwardness of economics, high unemployment rate, lack of the fair system of upward mobility, poverty and ignorance of the population, thus promoting the spread of religious extremism and escalation of international conflicts. The author proposed to involve the humanitarian sphere as the mechanism of the start of transcontinental infrastructure projects in order to normalize the social and economic situation in these regions, to overcome socio-cultural barriers and to achieve integration of economics of various states for the sake of their steady growth and effectivization. The coordinated actions of China, Russia and EU countries for the promotion and maintenance of modern models of education can become a decisive factor to stabilize and implement the One Belt and One Road Initiative in problematic regions. In the author’s view, partner States should focus on actions for modernization of national education systems and dissemination of scientific worldview, e.g. in the regions of the Northern Silk Road. Otherwise, the South will remain the centre of regularly military conflicts and terrorism financing, whereas the Russian and Chinese companies will continue to spend considerable personnel and financial resources for the safety of the ongoing joint projects.Practical significance. Materials of the research can be useful as a guide to reconsider the objectives of the Russian-Chinese alliance in the humanitarian sphere and generate new ideas on development and ways of implementation of the international educational programs.

Abstract:
The article is devoted to the disclosure of the place and role of ideology as a factor in the consolidation of Ukrainians in the post-colonial era. It is proved that in the Ukrainian state-building process the problem of consolidation of Ukrainians is relevant and complex, and still remains one of the most important. As Ukrainian progress, which opens up new opportunities for the socio-economic, political and spiritual development of Ukrainian society, depends on its solution. It is emphasized that effective work of subjects of consolidation of Ukrainians depends on a complex of socio-economic, political and spiritual factors. One of the determining factors in the spiritual sphere is ideology, which should be national in its essence, since it is intended to unite all representatives of ethnic and national minorities of Ukrainian society, based on the ideas of spirituality, social justice and national patriotism, taking into account historical traditions and existing realities of the modern world. Exactly this kind of unifying ideology should determine the main direction of the Ukrainian policy of the unity of society, the system of its ideals and values. Therefore, the search for such an ideology is an important factor in the consolidation of Ukrainians, especially in today post-colonial era. World experience clearly shows that those societies that have an ideological consolidation core, which is understandable and supported by every citizen, are developing more dynamically. According to its status, this consolidation core is one of the ideological foundations of state ideology, the discussion on its development is still ongoing. Its acuteness intensifies the existing confrontation of the various, though not formed party ideologies, which somehow still claim to state status, trying to revise the legislative norm, according to which the most important carrier of state ideology is the Constitution. And other bearers of state ideology have the right, within their powers and ideological directions, to use the fundamental principles of state ideology, such as: to defend state independence and sovereignty, democratic social order, civil society, human rights, etc., but they shoyd not revise these fundamental basics of statehood. A special protection needs a consolidation aspect of state ideology, since it is a kind of manifestation of civic education and the core of person politicization. In each state, ideology is called differently - Americanism, Russianism, Polonism, Zionism, and so on. In Ukraine, due to the kind of scientific ostracism that appeared (and quite well-grounded) after the proclamation of independence in connection with the contemporary ideology and mono-ideology that was in the Soviet Union, it is difficult to name the ideology. Nowadays, a number of scholars and party ideologists are inclined to think that the term "solidarism", based on the ideas of the consolidation of the ideology of Ukrainians, could be used, based on the ideas that only solidarity of just cooperation and mutual assistance of all members of society is the basis of social, economic and political progress. It is noteworthy that some Ukrainian political parties in their updated (after the Revolution of Dignity) programs use the term "solidarism" to consolidate Ukrainians. In particular, the political party, the People's Front, defines its programmatic task to restore the territorial integrity of Ukraine, liberate it from terrorists, foreign troops, mercenaries, and to conduct reforms. The PF ideologists associate these tasks with the consolidation of Ukrainians. Ideologists of the Ukrainian Democratic Alliance for Reform (UDAR) political party proceed from the assumption that only a consolidated country can be effective and competitive in the world. "We must realize, - stated in the UDAR program, that the goals that unite us are more important than the historical myths and ideologies that can separate us." A lot of attention is paid to the problem of consolidation of Ukrainians through the disclosure of the idea of solidarity in the program of the political party "Petro Poroshenko Bloc Solidarity "(new edition). In this program it is declared for the first time that the party puts the idea of solidarity at the basis of its ideology. The idea of solidarity in the «Batkivshchyna» Party, whose program was adopted in 1999, has its own story, but as long as this solidarity spirit is officially not reflected as an ideology in its program. The article contains a recommendation for Ukrainian political forces to study more thoroughly the ideological grounds of solidarity ideas with a view to their possible use in their political and ideological activities.

Abstract:
The study is focused on the COVID 19 pandemic as a challenge for Franco-German leadership in the European Union. The authors investigate whether joint actions by Berlin and Paris can strengthen the EU’s resilience to crises. As it is shown, the first isolationist reaction of the EU states to pandemic was followed by their attempts to find a common decision. The negotiations on an anti-crisis plan were complicated by the division of the European Union states into opposing camps. Two projects proposed by them – the European Stability Mechanism (ESM) and the “coronabonds” – reflected the narrow interests of rich, frugal “Northern” and economically modest “Southern” groups, and failed. In contrast, the Franco-German cooperation became a breakthrough. In March-April 2020, Germany and France opposed each other, supporting ESM and coronabonds, respectfully. In May-June 2020, A. Merkel and E. Macron agreed to a compromise and came up with a unified position. While Germany left “frugal” group by agreeing to allocate money to support the “South” without insisting on mandatory reforms, and endorsed the idea of joint debt obligations, France refused to support the “Southern” coronabond project and agreed to the mediation of the EU Commission. That gave new breath to negotiations where a new regrouping of countries took place: the “South” states failing to defend coronabonds supported the Franco-German plan based on subsidies, while the “frugals” put forward an alternative based on loans. The EU Commission’s project which included both proposals was discussed in July 2020: at that moment, the Franco-German tandem backed by the “South” states had to persuade both the “frugal” and the East- European states. Finally, the EU Commission’s plan promoted by Merkel and Macron was adopted, though with serious adjustments. The authors conclude that the Franco-German alliance has confirmed its capability to strengthen the European Union resilience, but its leadership is no longer unconditional, and in the future, they should take into account the interests of the EU regional groups. Abstract:
We investigate the case of the Economic Commission for Latin America in Brazil to discuss how modernization theory was mobilized to influence management education. The theories formulated by the Economic Commission for Latin America formed the basis of the courses it offered on development administration and management and the public administration schools it helped create. The theories from the Economic Commission for Latin America were contrary to US interests and to the modernization theory tenets developed by US scholars. The Alliance for Progress, launched in 1961 by US President J.F. Kennedy, was a project informed by modernization theory aimed to foster development in Latin America, and to contain the spread of Communism after the Cuban Revolution. The Alliance for Progress mobilized a network of US-controlled institutions that invested in management education and in an interpretation of development administration and management based on modernization theory that confronted the Economic Commission for Latin America. We make use of Burke’s Pentad to articulate the interactions among (asymmetrical) players at different levels of analysis and along the historical period investigated. We treat science as literature, and we present our analysis in a dramatistic narrative to promote reflexive management learning. We show that US-led investment in management education increased considerably after the launch of the Alliance for Progress, and that it lasted throughout the 1960s.

Abstract:
The purpose of this study was to produce English language teaching materials for economic education study programs with a contextual approach. This research is a research and development (R and D) which uses ADDIE development model. ADDIE stands for Analysis, Design, Development, Implementation, and Evaluation. The subjects of the study were students of Economic Education in class 02 PIEE 01 consisting of 30 students. The instruments used in this study are: (1) Instruments for measuring validity, including validation sheets; (2) Instruments for measuring practicality, including observer assessment sheets, student response sheets and learning implementation observation sheets; (3) Instruments for measuring effectiveness, including motivation questionnaires and learning achievement tests. The outcome of this research was learning devices in the form of module. The validation results showed that the lesson plan and module meet valid criteria with very good category. The results of field trials showed that the lesson plan and module meet practical and effective criteria. The practicality of the learning device developed reached a very good category based on observations of the implementation of learning and observer assessment, the module reached a good category based on student responses. Effectiveness reached an effective category based on the level of motivation and completeness of student learning. The percentage of the number of students who reached the high minimum category in the motivation questionnaire was 87.57% and the percentage of achievement in classical was 75%. Thus, it can be concluded that the module is effective in terms of student learning motivation.

Background and context: The Victorian Comprehensive Cancer Centre (VCCC) is Australia´s first formally constituted comprehensive cancer center, based on NCI principles. It is an alliance of 10 organizations: 7 hospitals, 2 medical research institutes and a university, based in Melbourne, Australia. A key goal for the VCCC is to create meaningful collaborations across partner organizations. Aim: The VCCC established the Research & Education Lead (R & E Lead) Program to build leadership capability who can harness the critical mass of talent across the VCCC alliance to work toward optimal integration of cancer research and education into routine patient care. Strategy/Tactics: This VCCC Research & Education Lead Program manifests the foundational principles of the VCCC by systematising and normalizing collaborative activities across the VCCC alliance. The program is a vehicle that allows the VCCC to address its strategic priorities to enable: - better integration of research, education and clinical care - sharing of ideas and knowledge to improve patient outcomes - shared education and training across member organizations Program/Policy process: Clinicians-scientists were appointed to each tumor stream as VCCC R & E Leads (approx. 0.2 EFT). Their role is to build networks of expertise and to drive change that is evidence-based, strategic and agreed across the VCCC alliance, with a focus on the end goal of better outcomes for cancer patients. The program provides the basis for a model of distributed leadership, wherein champions invested in the VCCC concept are embedded in partner organizations. Outcomes: Three R & E Leads were initially appointed as a pilot for 2 years, with a further three leads appointed during this period. Following the pilot, the program has been expanded to encompass 10 tumor streams as well as leads in primary care integration and cancer nursing. Achievements to date have included the development of a Massive Online Open Course in Cancer Survivorship, conduct of numerous symposia and events that upskill the cancer workforce in niche areas identified by the leads as needs, and consensus on the clinical challenges and research priorities to be tackled collectively within each tumor stream. Overarching program benefits included increased engagement and collaboration across partner organizations, more sharing of knowledge, and more participation in collaborative efforts including VCCC strategy development and advocacy. What was learned: A key finding of an interim program evaluation identified that the appointment of clinician-scientists as the leads was an important factor in their ability to cross the boundaries between research and clinical practice and between organizations, and to work closely and cohesively with clinical service leads for the tumor streams.

AbstractThe construction and good operation of college student entrepreneurship organizations play an important role in the cultivation of college student entrepreneurship awareness and the improvement of college student entrepreneurship ability and success rate. This paper summarizes the factors restricting student entrepreneurship and proposes the suggestion of constructing student entrepreneurship alliance based on the analysis of the education and the current operation status of entrepreneurship organizations in Hebei Province. With the idea of “Promoting employment by entrepreneurship to realize social entrepreneurship” and the target of “Improving college student entrepreneurship success rate”, college student entrepreneurship alliance integrates multi social resources with the involvement of the government, society, enterprises and colleges. The operation of the alliance is divided into education stage, incubation stage and marketing operation stage. By the three stages’ cultivation to college students, it plays a positive role in aspects such as the participation of college education and social education, the promotion of entrepreneurship education development and college student entrepreneurship success rate and district economic development.

Introduction. In the context of current trends in the development of the modern world, the successful solution of numerous socio-economic problems is possible only on the condition of effective functioning of higher education system, in which higher education institutions do not only implement the mission of providing society with high-quality and relevant educational services, but also carry out research and development of entrepreneurial nature. In this regard, search for opportunities to fulfill such missions currently takes precedence. The formation of alliances between higher education institutions can be considered as one of the promising mechanisms for performing such missions, as well as for integrative solution of issues in the field of public policy to support and develop higher education. In Russia, insufficient attention is paid to the issues of alliance formation within the sphere of higher education. Therefore, it is relevant to analyse foreign practices, i.e. a specific strategic alliance by higher educational institutions in Germany - The Berlin University Alliance.The aim of the present work is to contribute to the evidence base of research in the field of development of strategic cooperation between higher educational institutions, as well as to define the prospects for alliance formation through the analysis of foreign practices.Methodology and research methods. The methodological framework involves the following general scientific methods: systematisation and generalisation, structural and functional analysis, comparative and retrospective analysis of data from international rankings. The study was based on materials presented on the official Internet resources of “The Berlin University Alliance”, German programme “The Excellence Strategy”, international ranking agencies QS and THE, as well as scientific publications included in international citation databases Web of Science (RSCI) and Scopus.Results and scientific novelty. Based on established research, theoretical approaches to understanding the essence of alliances were structured; the criteria for classification of alliances were defined; the possibilities of alliances and factors, which serve as prerequisites for their formation, were investigated. The novelty of the current research lies in the fact that the author presents his own opinion on the phenomena in relation to such categories as “university alliance”, “strategic partnership” and “alliance formation”. Moreover, the author reports on the results obtained in the course of the analysis of the Berlin University Alliance as an example of the development of strategic partnership between higher education institutions in Germany.Practical significance. The present research may be a useful guideline for forming alliances between higher education institutions and generating new ideas for its development. The research outcomes can be used not only by the leaders of higher education institutions, but also by the experts and specialists involved in forming and implementing state policy in the field of higher education development.

The Human Development Index (HDI) was created to emphasize that people and their capabilities must be the ultimate criterion for assessing a country’s development, and not only your economic growth. In 2012, the United Nations Development Programme(UNDP) in Brazil, the Institute of Applied Economic Research (IPEAD) and the João Pinheiro Foundation took the challenge of adapting the Global HDI methodology to calculate the HDI municipalities. The HDI municipalities consolidates a dialogue informed and based on development from HDI. This study aims to portray the dimension of education in 5,565 cities in 27 states in Brazil. The result shows that 50% of the States are classified as inadequate, 24% as satisfactory, 16% as unsatisfactory and only 10% as a reference. This evidence makes it possible for the construction of plans of action, such as an incubation program for States classified as unsatisfactory and benchmarking program for countries classified as reference. The education improves the quality of the human factor and modifies the entire picture of the country, because there is no country that has managed to develop without investing in education.

The economic and social evolution in the current context, of the sanitary and economic-financial crisis raises problems regarding the future economic evolution. The authors highlight the current situation of the Romanian economy. Measures must be taken to ensure that standards in education and research are raised. The industry needs to modernize on digitalization, robotics and other achievements of science. Today, the industry needs to develop based on the latest achievements of science. Innovation must be the basis of high-quality education, be an element of research, and research without innovation cannot exist. The method used is that of comparative study, static and dynamic, and the use of statisticaleconomic models to highlight the role of education, research and industry, based on innovation. From the data we have at our disposal, it results the need for these aspects to constitute the equilateral triangle of a program of economic and social development in the future. The final conclusion of this research is the need to intensify efforts, including financing an economy based on deep and quality education, connecting high-level education with research and bringing through innovations new attributes that the industry must fulfil.

Research libraries have provided a key to unlocking the knowledge of the centuries. The nature of their stewardship of knowledge has led to a focus on understanding the value and sustainability in terms of collections. The extraordinarily rich collections have made a great contribution to education and to the communities they serve. A new theory of change which underpins the United Nations Sustainability Development Goals (SDGs) highlights the contribution that activities can make to improve national and international economic, social, community and governmental health. This article analyses the nature of major research library activities in light of the SDGs methodology. Taking this broad framework to the work of International Alliance of Research Universities (IARU) libraries provides new insights into the value and broader contribution of those libraries. The indicators assessed in the framework specifically relate to the outcomes of education and information within the societies they service. The case study suggests that the libraries make a significant and deep contribution both to the current national environments as well as in creating a framework for future returns on the investment to their universities.

The article describes the process of training future specialists under the program "Professional education", its features, conditions for implementation, aspects of further development, as well as some of the difficulties that arise during its organization. The focus of the department on how to create a new architecture of the educational process within the program "Professional education" is set by the leading principles: modularity, integrability, flexibility and dynamism, and methodological approaches - competence, activity-based, subject-oriented, environmental – were the basis for its development. As a result the authors presented a model for training a modern specialist with formed professional skills and personal and professional qualities, capable of being in demand in the labor market. The research results can be used in the educational process in the context of how to implement relevant programs in accordance with the new requirements in the educational services market. The rapid technologization of the socio-economic development of our society was reflected in the system of vocational education, designed to prepare highly qualified and competent specialists for the modern economy, science and industry. The transformation of the educational sphere is taking place under the influence of new technologies and human practices that change the social order. The determined infrastructural spheres have the greatest impact on this transformation, we are talking about "Communication Infrastructure": the sphere of information and communication technologies that affect all processes of accumulation and transmission of information; "Infrastructure of production and consumption": a financial and investment sphere, which sets the general rules for interaction in the economic and educational system. This article examines barriers to implementing government programs designed to redress racial economic exclusion. The authors review the current urban employment environment, and the need for more extensive job training and education programs targeting young African Americans. A case study is presented of the implementation of one such program in Ohio, the High Unemployment Population Program. It demonstrates that the most well designed program can fail if staff charged with implementation are not committed to its goals. In the current racially charged environment of the country, this barrier to implementation is likely to affect many new government programs throughout the 1990s. The article concludes with several recommendations for successful program implementation.

Based on the results of the world practice in the field of cooperation of civil aviation enterprises, the most promising methods of potentially ensuring the efficiency of operation are the merger or amalgamation of airlines in the form of an aviation alliance or aviation pool. The analysis of research on the application of aspects of business planning in the creation of an aviation pool or aviation alliance showed that, despite the need and demand of practice, this aspect in the theoretical, methodological and scientific direction is not given enough attention. An analysis of the literature showed that aspects of the use of the business plan as an element in determining the effectiveness of mergers of civil aviation enterprises in the context of European integration were not carried out. Referring to the above aspects, the ways of perspective development of Ukrainian airlines in the process of overcoming the conditions of competition and financial crisis by joining aviation alliances and creating pools are clarified. It was found that the main tool for determining the effectiveness of the reorganization of the airline and its financial recovery through cooperation is a business plan as a program of long-term development and assessment of economic feasibility. To achieve the goal of the study, the following tasks were performed: summarized and analyzed current areas of reorganization and financial recovery of Ukrainian airlines - the creation of aviation alliances and pools and opportunities for their development in modern conditions of the air transport market of Ukraine; the methodical approach to improvement of process of substantiation of reorganization and its economic results which is seen in development of the business plan of an estimation of commercial prospects is proved; developed recommendations for taking into account and reflecting in the business plan the features of the processes of creating an aviation alliance or pool. The prospect of further research, given the above, is to develop recommendations for management (management) of the process of reorganization of the airline in the implementation of the business plan to create an aviation alliance or pool.

This paper appraises the possible importance of accessible agriculture education program in agriculture and rural development sectors. Rural development is a strategy for reducing poverty and uplift socio-economic infrastructures in rural areas especially through agriculture development which is almost impossible without proper management of agriculture graduates and trained farmers. An attempt is also made to examine the transformative role of responsible public and private mechanism, skilled farmers and agriculture graduates for achieving ultimate goals and objectives of agricultural policies and rural development efforts during various plan periods. However, still most of agriculture graduates have to be encouraged to working with farmers and need to be devoted in agricultural based occupations. Nepalese economy has undergone a gradual structural shift in the recent years and there is 4.03% average GDP contribution by agriculture sector. Still 2.5 million people need immediate assistance because of insufficient land and production and 4.4 million people are trapping in food insecurity because of raising price in food grains. But Nepal ranked as the sixth largest producer of lentils and the third largest producers of ginger. Cardamom, lentils, tea and ginger are also the leading agricultural export items. This situation suggests that the country is still potential destination form the perspectives commercial farming and agricultural transformation, if the government gives excessive emphasize to providing accessible and affordable agriculture education opportunities to socio-economically backward students whose family members are still working in agriculture sectors. This paper emphasizes that formulating agriculture and rural development policies are not proper way to solve socio-economic problems but it is inevitable to diffuse agriculture education program in rural areas for producing skilled and knowledgeable workforce. 217 Background: With increased survival rates, adult survivors of childhood cancers (ASCC) face lifelong screening and healthcare needs. Given increasing costs and demands across healthcare institutions, there is a significant need for survivorship models that emphasize regional collaboration, transition of pediatric patients to adult care, and focus on survivor-centered outcomes. Specific aims: Over the last two years, the presenters developed and implemented a survivor-centered regional approach to meet ASCC needs, addressing system, provider, and survivor barriers to successful transition and ongoing ASCC care. Methods: The presenters will describe community engagement strategies utilized to build a successful, sustainable survivor-centered approach across the region. The Midwest Cancer Alliance (MCA), the outreach arm of University of Kansas Cancer Center (KUCC), provides a supportive, neutral environment to bridge institution-specific concerns. Interdisciplinary teams from Children’s Mercy Hospital and University of Kansas’ Pediatrics department developed a formal working group with KUCC adult-focused partners. The group has taken an inclusive approach, bringing together pediatric and adult healthcare teams as well as expertise in outreach, patient navigation, telemedicine, education, and evaluation/research. Emphasis will be placed on how the team has prioritized needs-driven deliverables across metropolitan and rural communities. Results: The transitions program has maintained monthly working group meetings; completed a survivor needs assessment and disseminated findings; and initiated a cross-institutional transitions clinic. The team is collaborating on a comprehensive survivorship training approach to educate regional healthcare providers. The presenters will describe the team’s performance improvement processes to monitor outcomes and continuously refine the ASCC/AYA model. Conclusions: Community engagement is an ideal platform for regional program development to meet ASCC survivor needs. Future steps include measuring program outcomes, working toward EHR integration, increasing survivor input, and incorporating education into residency/fellowship training.

In the development of organizations, the organization is the frame work of every form of cooperation to achieve a common goal, therefore it needs to be built on the basis of a democratic, dynamic and harmonious relationship. Likewise with the elderly community groups, based on Boyle's taxonomic thinking about the type of non-formal education is divided into three types: developmental, institutional, and informational. Developmental programs are also called community development programs, where the main program objectives are solving social, economic, cultural, political, and defense and security problems facing the target group through action programs. An instituional program is also called a training program aimed at mastering a set of capabilities (knowledge, attitudes and / or skills) by the target group. While the informational program can be called also with counseling or publicity, aims to achieve a set of information by the target group. Thus the community development program is one of the types of non-formal education programs.

The underlying framework adopted by the Committee to Review the Australian Overseas Aid Program demands that Australian aid helps to promote the economic development of the recipient less developed countries. If it does not, then the humanitarian, political and economic arguments for giving aid lose much of their cogency. This approach is evident in the treatment of overseas students. The Report recommends a vastly expanded scholarship program because it recognises the central role played by education in economic development. It recommends a different geographical and academic composition for the scholarship scheme because it supports the developmental thrust of Australia's aid program. It recommends also the development of education as an export industry because it believes Australia is competitive in this lucrative trade. It sees no conflict in having Australian educational expertise being used for aid and trade purposes, and does not recommend that trade is more important than aid. It should thus be clear that the current government policy on overseas students is not based solely on the reports of either this Committee or the Committee of Review of Private Overseas Student Policy. It is a compromise between the two and, as with most compromises, suffers from a number of inconsistencies.

Though values are fundamental aspects in education, the preliminary study shows the phenomena of ignorance of the values especially in inclusive schools. The insertion of values that support the implementation of inclusive education is much more necessary. The study aims at depicting the implementation of the main values in the development of inclusive education program at SDN Purtaco Indah Kota Bandung, as the research focus. The research used qualitative approach with descriptive analytic case study method, grounded theory, hermeneutical social, and thematic study of Al-Quran Al-Qarafi. The data were obtained through observation, interview, questionnaire, and documentary study. The results show that: 1)The foundation of the implementation of inclusive education consists of religious foundations, psychological foundations, and pedagogical foundations of ta`āwun value as a core value in inclusive education; 2) The value of ta`āwun is hierarchically elaborated into basic values, instrumental values, and practical values; 3) The implementation of the ta`āwun value, as the main value of inclusive education, includes: (a) Implementation of ta`āwun value development among teachers, teachers and parents, parents with students (ordinary and those with special need), and fellow students (ordinary and with special need); 4) The advantages of the ta`āwun value development program are: (a) Facilitating the acceptance of the students with speacial need at inclusion schools, (b) the parents become more optimistic, (c) The parents of those with special need are happy because their children can learn inclusively with normal children, (d) The majority of parents of the students with special need are able to mingle regardless of their economic background. As for the shortcomings, namely (a) The knowledge aspect for the regular students is relatively hampered because the teachers have to share the attention with the needing students who have limitations in the cognitive aspect, (b) It is very difficult to convince the parents of regular students to receive the needing students as their children’s classmates.

It is noted about the expansion of access to education in free economic zones not only for citizens of Ukraine, but also for representatives of other countries, their equality in terms of admission. The essence of the concepts "quality of educational activity", "quality of higher education", "academic community", "university community", "anti-corruption program" and the importance of research aspect of free economic activity, the importance of forming students' critical thinking skills are substantiated. The importance of interaction between teachers and students in the learning process, conducting interactive discussions, Internet forums, e-mail correspondence, contact in "chats", the use of tools for the development of soft skills (training on issues related to teamwork, time management, leadership, personal development, presentations, etc.). Attention is focused on the introduction of innovations in the educational process, taking into account the attitude of the whole team of research and teaching staff, the presence in the HEI equipped at the modern level of the auditorium, the necessary devices, technical tools. The importance of having a personal cabinet for a modern teacher and student is briefly covered. Emphasis is placed on the importance of assessing the quality of teachers' educational activities. The necessity of functioning of the anti-corruption program in each free economic zone has been pointed out.

Asian American and Pacific Islander (AAPI) community-based organizations (CBO’s) are key players in providing many services such as job training programs and civic education. The focus of community development has changed due to the increased technical and professional industry. Today’s AAPI CBO groups are heterogeneous as many groups focus in different services whether it is ethnic specific or age group specific. However, the CBOs are unevenly spread across the country. AAPI need to work on expanding its system-wide support on the local, state, and federal levels. The article discusses a social networks approach to aid in CBOs goals and the social capital approach, remarking that social ties are crucial for the well-being of the community. The term ‘community’ is explored as it means different things to different people, and the problem of lumping diverse ethnicities within the Asian American group because it homogenizes them and fails to distinguish a particular group’s concern. The vital aspect is to create community development infrastructure ensuring the inclusion of AAPI CBOs to foster strong AAPI communities, as an essential program in the broader plan of reviving US neighborhoods.

The development problems of mathematical and information support for forecasting economic processes and curricula in an agent model of experimental economics are considered. To solve the problems listed in the agent model there is provided a creation of a special program module “Economics and Education”. The module development was carried out through the methods of a structural analysis and designing allowing the communication installation of document files and computing units of the module. To form a forecast of economics requirements in personnel with higher vocational education there was used information of the structure of the employed for a reference year (in the context of aggregative groups of specialties), a forecast of development dynamics in separate kinds of economic activity, the expected indices of birth and death rate. Input, output and inner information files of a software module are shown as onedimensional and twodimensional matrices. At the output of the software module there was obtained a plan of applicant enrollment in aggregative groups of specialties beginning from a reference year. In conclusion the analysis of the applicability limits of the offered simulator and application possibilities for a scenario analysis of economic dynamics for the adequacy increase of economics development forecast is carried out.

Purpose The purpose of this paper is to provide an overview of the “skills gap” concerns that are increasingly prevalent in the USA and globally. In particular, the paper explores the current skills gap debate as a component of the American economy. This is an important issue as there is an increased economic uncertainty and global competition impacting many sectors. The paper specifically defines the current skills gap dilemma with respect to the USA and uses the Tampa, FL example of the practical implications of these concerns using recent survey and focus group data. Design/methodology/approach The research for this paper includes an outline of the economic development structures in place in Tampa, FL, a description of the existing mandate(s) to improve workforce training; the review of a key recent, public record report on workforce skills; and, the results of a focus group developed using key stakeholders. Initially, a public record document report titled Clarus Corporation (2013) “Hillsborough Community College: Workforce Development Scan” was reviewed to provide context and preliminary data to guide the research. In the second phase, a survey was conducted to develop a focus group of 18 key stakeholders in Hillsborough County. Nine of these stakeholders represented the education sector. These were purposefully selected from the Tampa Bay Higher Education Alliance (TBHEA) which represents approximately 30 regionally accredited academic institutions in the Tampa community (TBHEA, n.d.). In addition, another nine respondents were selected by purposeful selection representing employers who had experience with workforce training and development initiatives. Findings The group survey conducted for this paper confirms concerns by both employers and educators with respect to the existing and the future skill sets of employees. In particular, respondents note that basic skills such as communication and technical skills need more attention. Also, the focus group respondents confirm the importance of technical service certification. Fundamentally, economic development professionals, educators and employers need to develop and implement strategies and action plans to ensure that the skills gap be identified correctly and properly addressed. These initiatives must be developed with broad stakeholder input and these initiatives must be viewed as dynamic reflecting changing circumstances. Research limitations/implications This research should be viewed as exploratory in nature. The research could serve as a template to develop and track the concerns and issues of key stakeholders in the economic development process with respect to skills in the workforce on a regional or indeed a statewide basis. Practical implications Nations, states and local governments are more active in structuring workforce development support mechanisms and specific training opportunities to assist employees and businesses. All levels of government highlight the fact that they have skilled, competitive employees to assist in recruiting new companies to consider locating in their respective jurisdictions and in retaining companies. Social implications Having a clear understanding of the skills being demanded by employers as they strive to remain globally competitive is important. Local economic development officials, academicians and employers must be on the same page. Although relationships between these sectors are critical flexibility and adaptability are key to reflect changing demands. Originality/value The paper provides empirical evidence of the perceptions employers and educators have with respect to the skills gap issue in a fast growth jurisdiction. This jurisdiction promotes itself as having an abundant and skilled labor force. Data suggest that there are some concerns emerging from stakeholders.

Mindfully engaging with one another on collaborative projects and relationship building is critical for sustaining partnerships of trust and reciprocity between community-based organizations (CBOs) and institutions of higher education. This resource paper presents the Sustainable-Holistic-Interconnected-Partnership (SHIP) Development Model based on a study theorizing the organizational evolution of the ten- year community-university service-learning partnership between the Youth Education Program of the Orange County Asian and Pacific Islander Community Alliance and the Asian American Studies Program at California State University, Fullerton. The authors conducted a self- study intersecting their lenses as feminist activists of color and their use of qualitative methods. They found that they sustained their partnership by intentionally grounding their norms and practice in the values of democracy, equity, social justice, and liberation. The SHIP model has diverse implications for community-university partnerships and the fields of Asian American studies (AAS) and service learning.

The research sample is a high school economic teacher in the Greater Bandung area. Data collection using a questionnaire. Based on the education and training model that was once followed by economic teachers, the results of the research showed that teachers of professional education and training are very helpful in improving teacher professionalism, the form of online learning is very difficult for teachers, especially those in remote areas. Therefore teachers strongly agree to use face-to-face patterns and material support in improving teacher professionalism. Besides that the teacher strongly agrees that the Teacher Professional Education and Training and the teacher learning program with online mentoring can improve literacy and teachers who support professionalism. Teachers state patterns of teacher certification through Professional Education and Training Teachers should focus on professional competence. This study can determine the alternative development of the Teacher's Professional Education and Training model in positions and models, namely Teacher Professional Education and Training using blended learning and Teacher Education and Training Model Based on needs.

The article describes the dynamics of Ukraine’s position in the Global Innovation Index for 2015—2019. It is revealed that the domestic economy has a high educational and scientific potential, is able to produce various innovations in the form of ideas, scientific developments, patents; the bottlenecks of Ukraine in the state of innovative development are the state of cluster development, the share of foreign direct investment in GDP, the online service of the government, the use of information and communication technologies, the availability of joint agreements on strategic alliances, the state of domestic lending to the private sector, the export of goods of the creative economy, the volume of microfinance loans, the presence of firms offering formal training, the state of cooperation between universities and production, agreements with venture capital. It is proved that the problem of improving the financial mechanism for ensuring innovation processes in the economic system of Ukraine requires a priority solution. Developments on increasing the innovative component of increasing Ukraine’s international competitiveness are impossible without adequate financial support. The article examines the foreign experience of state support for innovation activities. It is revealed that in developed countries — the world’s leading innovation leaders, public policy provides for direct funding of scientific research and through tax measures encourages private sector R&D spending. The concept of financial support for increasing the innovative component of Ukraine’s international competitiveness, which should be implemented at the strategic, tactical and operational levels, is proposed. To ensure a sustainable level of international competitiveness of the country through increasing the innovation component, it is important to implement a system of measures to monitor threats even at the stage of their origin and prevent the spread of their negative impact. Therefore, the methods and tools for implementing the proposed concept contain components of threat prevention: economic (tax incentives; transfers ;direct budget investments; grants; concessional lending; cooperation with foreign institutions, etc.), organizational (development of innovative infrastructure; consulting assistance; personnel support; creation of clusters using the potential of education, business, government, public; creation of regional clusters with innovation and industry production, etc.), institutional (techno parks, business incubators, analytical centres, etc.), regulatory (strategies, concepts, plans, programs) and social levers (conducting business trainings, implementing joint social projects, etc.).

The article critically evaluates the contents of the adopted National Program for Socio-Economic Development of Far East Russia for the period up to 2024 and as far as 2035. Specific examples indicate both inaccuracy in some data and the declarative nature of the tasks set in the absence of mechanisms for their implementation and scientific justification (when determining the priorities for the forest industry, mining, agricultural production, trunk infrastructure and transport accessibility, as well as the development of public health services, education and science). There is shown a lack of detail in sections describing the state of soft infrastructure and the standard of living of the indigenous peoples of the region, the reaction of the region unique in terms of natural environment, to global environmental challenges. It is stressed that the federal government is still orienting the economy of Far East Russia to extraction of mineral resources: under a great number of fields involved in the economic turnover there is even no mention of a need for complete processing of raw materials and launching production in these fields to obtain finished high-tech export products except gas chemistry. The authors conclude that it is necessary to adjust the National Program in terms of the main parameters in accordance with National Strategy of Spatial Development of the Russian Federation for the period up to 2025, with the realities and effects of the current foreign and domestic policy of the Russian Federation

The research’s fundamental investigation elaborates on interactions between tertiary educational factors and Namibia’s sustainable economic development. Sequential mixed-research-method guides the investigation towards its results: A quantitative statistical data analysis enables the selection of interrelated educational and economic factors and monitors its development within Namibia’s last three decades. Subsequent qualitative interviews accumulate respondents’ subjective assessments that enable answering the fundamental interaction. Globally evident connections between a nation’s tertiary education system and its economic development are partially confirmed within Namibia. The domestic government recognizes the importance of education that represents a driving force for its sustainable economic development. Along with governmental NDP’s (National Development Program) and its long-term Vision 2030, Namibia is on the right track in transforming itself into a Knowledge-Based and Sustainable Economy. This transformation process increases human capital, growing GDP, and enhances domestic’s living standards. Namibia’s multiculturalism and its unequal resource distribution provoke difficulties for certain ethnicities accessing educational institutions. Namibia’s tertiary education system’s other challenges are missing infrastructures, lacking curricula’ quality, and absent international expertise. The authors’ findings suggest that, due to Namibia’s late independence, there is a substantial need to catch up in creating a Namibian identity. Socioeconomic actions would enhance domestic’s self-esteem and would enable the development of sustainable economic sectors. Raising the Namibian tertiary education system’s educational quality and enhancing its access could lead to diversification of economic sectors, accelerating its internationalization process. Besides that, Namibia has to face numerous challenges, including corruption, unemployment, and multidimensional poverty, that interact with its tertiary education system.

Purpose This paper aims to explore the creation of shared value (Porter and Kramer, 2011) through technical education by analyzing key events and factors associated with the midsize firm IMCA and the Business Initiative for Technical Education (BITE), a private-public alliance in the Dominican Republic. Design/methodology/approach The paper results from a five-year longitudinal case study that included an embedded participant (the third author of the paper) and was based on structured and unstructured interviews, observations and multiple archival records. Thematic and content analyses were applied to most of these sources. Findings IMCA’s staffing needs and search for a solid competitive strategy (one dependent on qualified technicians able to provide multiple services) was the original driver of BITE. The Initiative managed to enlist a formidable alliance of stakeholders, engaged in systemic, bottom-up, “small wins” approaches that targeted not only contents but also pedagogies that transformed multiple polytechnic schools. The initiative has resulted in significant corporate economic benefits and is currently altering fundamental aspects of the technical education of an entire nation. Research limitations/implications The research upon which the paper is based consists of a longitudinal case study comprising the years 2011-2015. BITE is a long-term project of which only the first stages have taken place. Originality/value The paper focuses specifically on two modalities of shared value creation: productivity in the value chain and local cluster development. It expands the understanding of important issues around shared value creation through private investment in (technical) education, particularly around the following dimensions: curricular and pedagogical transformation, stakeholder engagement and place/time scale. Insights may be of particular relevance for developing regions with significant educational needs.

With the intention to comprehensively reflect the reality, foster interactions between researchers and participants, and empower the marginalized groups to be heard, videos are increasingly used in health studies. The findings of an action research project that integrates video-based methods into the development of dementia care in an aged care home in Hong Kong are reported. A working alliance consisted of practitioners, community-dwelling volunteers, service managers, university educators, and researchers was formed to develop a sustainable, need-based play program for the institutionalized elderly with dementia (EWD). Two innovative methods, namely, video elicitation focus group interview (VEFI) and participatory video (PV), were applied. Data analyses were collaboratively conducted by all practitioner-researchers during eight reflexive sessions. Several short films were made through PV for institutional training and community education. VEFI effectively enhanced the practitioners’ understanding of the embodied expressions of the EWD and provided a reflexive, democratic environment to generate knowledge among practitioner-researchers. Counter-narratives of the EWD and educational materials on dementia care were generated through PV. The study demonstrates how innovative video-based methods may enable participatory health research to be more inclusive, engaging, and empowering, and how these methods may provide new perspectives on the ethics of researching vulnerable populations.

Patient care data will soon inform all areas of health care decision making and will define clinical performance. Organized neurosurgery believes that prospective, systematic tracking of practice patterns and patient outcomes will allow neurosurgeons to improve the quality and efficiency and, ultimately, the value of care. In support of this mission, the American Association of Neurological Surgeons, in cooperation with a broad coalition of other neurosurgical societies including the Congress of Neurological Surgeons, Society of Neurological Surgeons, and American Board of Neurological Surgery, created the NeuroPoint Alliance (NPA), a not-for-profit corporation, in 2008. The NPA coordinates a variety of national projects involving the acquisition, analysis, and reporting of clinical data from neurosurgical practice using online technologies. It was designed to meet the health care quality and related research needs of individual neurosurgeons and neurosurgical practices, national organizations, health care plans, biomedical industry, and government agencies. To meet the growing need for tools to measure and promote high-quality care, NPA collaborated with several national stakeholders to create an unprecedented program: the National Neurosurgery Quality and Outcomes Database (N2QOD). This resource will allow any US neurosurgeon, practice group, or hospital system to contribute to and access aggregate quality and outcomes data through a centralized, nationally coordinated clinical registry. This paper describes the practical and scientific justifications for a national neurosurgical registry; the conceptualization, design, development, and implementation of the N2QOD; and the likely role of prospective, cooperative clinical data collection systems in evolving systems of neurosurgical training, continuing education, research, public reporting, and maintenance of certification.

Despite the prevalence of sexual assault on college campuses, few interventions aimed at decreasing college men’s proclivity to perpetrate sexual aggression have been developed and tested. This article details the theoretical framework, content, and piloting of a sexual assault prevention program for college men who engage in heavy drinking, a high-risk group who may be particularly well positioned to intervene as proactive bystanders in drinking environments. In an open trial, male facilitators delivered the three-session Sexual Assault and Alcohol Feedback and Education (SAFE) program to 25 heavy drinking college men. Session 1 was a 90-min review of personalized normative feedback regarding alcohol use, sexual activity, alcohol-related sexual consequences, understanding of consent, and engagement in bystander intervention, delivered individually in a motivational interviewing style. Session 2 was a 2½-hr group-based sexual assault prevention workshop focusing on social norms, empathy, masculinity, consent, and bystander intervention. Session 3 was a 90-min booster group session that reviewed previous topics and included the active practice of bystander intervention skills. Analyses of postsession assessments of utility, therapeutic alliance, and satisfaction and examination of alcohol use and sexual assault–related outcomes from baseline to the 2-month assessment support the preliminary feasibility and acceptability of the SAFE program.
