This article addresses the issue of low targeting efficiency of the Russian child allowance programme. We look at non-take-up of eligible households and inclusion of the non-eligible, and show that household characteristics are significant determinants of the programme take-up, as they affect households' earning potential and expected level of benefit. We believe that the results of the research give useful suggestions on how targeting of child allowances can be improved in Russia.

After the October Revolution of 1917, the Bolshevik government quickly introduced (mostly completely new) legislation to provide state-funded social services in the areas of healthcare, old-age pensions, education, and so on. This meant a major expansion of social policy in terms of inclusiveness and scope of benefits. However, these de jure entitlements were at first limited to a select few; it took most social

Abstract:
Cash transfer and other social protection programs in developing countries have often been accompanied by measures to foster financial inclusion, such as the adoption and use of bank accounts and electronic means of payments. Argentina's social benefits are paid in bank accounts and accessed through debit cards. With the simultaneous objective of fostering formality among beneficiaries and stores, the use of debit cards for purchases has been incentivized by means of additional subsidies. We studied the low take-up of these extra benefits by means of a field experiment involving 400,000 benefi

Abstract:
A mature teacher who continuously seeks improvement should be recognised as a professional who has autonomy in conducting their job and has the autonomy to engage in a professional community of practice (Hyslop-Margison and Sears, 2010). In other words, teachers’ engagement in professional development activities should be driven by their own determination rather than extrinsic sources of motivation. In this context, teachers’ self-determination can be defined as a feeling of connectedness with their own aspirations or personal values, confidence in their ability to master new skills, and a sen

Olsen. L51740 Evaluation of the Structural Integrity of Cold Field-Bent Pipe. Pipeline Research Council International, Inc. (PRCI), 1996. http://dx.doi.org/10.55274/r0010361.

Abstract:
During recent pipeline construction seasons, there have been reported difficulties in cold field bending different joints of line pipe produced by the same manufacturer during a particular production run. These difficulties were typically manifested as an inability to achieve bends of one to one-and-a-half degrees per diameter in the pipe without forming ripples. Some of these problems could be traced to poor bending practices, i.e., inappropriate bending machine set-up and operator inexperience. However, it was observed that even with proper machine set-up and experienced operators, some "bad

High exhaust emissions reduction efficiencies from a spark ignited (SI) internal combustion engine utilizing an NSCR catalyst system requires complex fuel control strategies. The allowable equivalence ratio operating range is very narrow where NSCR systems achieve high exhaust emissions reduction efficiencies of multiple species. Current fuel control technologies utilizing lambda sensor feedback are reported to be unable to sustain these demands for extended operation periods and when transients are introduced. Lambda sensor accuracy is the critical issue with current fuel controllers. The goa
