This thesis brings forth the regional architecture of New Orleans, Louisiana, and applies it directly towards the reconstruction and reconstitution of the Lafitte Housing Project closed as a result of Hurricane Katrina in late August 2005. The Arts Council of Greater New Orleans was founded in 1975 in response to the recommendation of the City of New Orleans Cultural Resources Committee appointed by former Mayor Moon Landrieu. With primarily private support, the Arts Council initiated projects such as monumental sculpture exhibitions around the city, a weekly radio program, an arts hotline, and an arts program for the city's Downtown Development District, including six weeks of outdoor Brown Bag concerts at lunchtime and an annual downtown arts festival.

For various reasons, the city of New Orleans has often been ignored in discussions of the New South movement. New Orleans politicians joined the movement during the Progressive Era, much later than other Southern municipal leaders. In becoming a New South city, the Crescent City was launched onto the international trade scene. Guided and influenced by a famous follow-up study in criminology focused on desistance from crime, this dissertation studies desistance from crime, homelessness, and substance abuse. In the early 1990s, The New Orleans Homeless Substance Abusers Project (NOHSAP) was founded as an experiment funded by the National Institute on Alcohol Abuse and Alcoholism (NIAAA) to uncover optimal treatment strategies for homeless alcoholics and drug addicts. <p> From <i>silva dimes</i> to <i>po-boys</i>, r-lessness has long been a conspicuous feature of all dialects of New Orleans English. This dissertation presents a quantitative and qualitative description of current rates of r-lessness in the city. 71 speakers from 21 neighborhoods were interviewed. Rpronunciation was elicited in four contexts: interview chat, Katrina narratives, a reading passage and a word list. R-lessness was found in 39% of possible instances. Older speakers pronounce /-r/ less than younger speakers, and those with a high school education or less pronounce /-r/ far less tha
