Despite this, many were strongly supportive of the use of alternatives to imprisonment for a range of offences. Abstract:
The United States' health care system is mired in uncertainty. Public opinion on the Patient Protection and Affordable Care Act (“ACA”) is undeniably mixed and politicized. The individual mandate, tax subsidies, and Medicaid expansion dominate the discussion. This Article argues that the ACA and reform discourse have given short shrift to a more static problem: the law of emergency care. The Emergency Medical Treatment and Active Labor Act of 1986 (“EMTALA”) requires most hospitals to screen patients for emergency medical conditions and provide stabilizing treatment regardless of patients' ins

Abstract:
Drawing on framing theory, the present study tests the impact of question wording on people’s reported opinions about the harshness of their local courts. A randomized experimental design tested two salient variations against the standard wording used in the National Opinion Research Center’s General Social Survey (GSS). The results indicated statistically significant differences, with fewer respondents expressing a desire for greater harshness with the alternative forms than the standard question form. Four of the five correlates that the authors examined also showed differential relationship

Abstract:
We develop an approach to studying public opinion that accounts for how people process competing messages received over the course of a political campaign or policy debate. Instead of focusing on the fixed impact of a message, we emphasize that a message can have variable effects depending on when it is received within a competitive context and how it is evaluated. We test hypotheses about the effect of information processing using data from two experiments that measure changes in public opinion in response to alternative sequences of information. As in past research, we find that competing me

Abstract:
Pesticide regulation has become a topic of increasing interest in recent years, owing to rising public concerns about residues on foods, in drinking-water wells, and damage to wildlife. Public-opinion polls and political responses to incidents like the controversy over Alar suggest that demand for government intervention to protect public health and the environment from pesticides is high. Pesticides are toxic by design; survey evidence indicates that they are perceived as riskier than other, more common pollutants like auto exhaust (see, for example, Horowitz). Pesticide residues are not easi
