È un fatto noto e consolidato, nelle organizzazioni federaliste e al di fuori di queste, il contributo fondamentale di Altiero Spinelli al processo di unificazione europea. Norberto Bobbio ha messo bene in luce il significato della svolta che ha avuto luogo con la stesura del Manifesto di Ventotene3. Con quest’ultimo, l’obiettivo della federazione europea non era più materia esclusiva di pensatori illuminati, ma diventava oggetto di una lotta politica. Il palazzo del Parlamento europeo dedicato ad Altiero Spinelli è il più evidente riconoscimento alla sua figura da parte delle istituzioni europee.

The article discusses the process of the European Parliament’s empowerment and strengthening its role in the system of the European institutions. Introducing of direct universal suffrage to the European Parliament gave the strongest impetus to this process, guaranteeing its transformation into real democratic institution. The key role in the process of the Parliament’s strengthening played its member – Altiero Spinelli who drafted the Treaty establishing the European Union in 1984.

Abstract:
This article explores the attitude of French diplomacy towards the European Parliament’s European Union project. In May 1984, François Mitterrand opened to a new treaty based on the «Spinelli project». The French President’s endorsement of the federalist initiative suggested a rethinking of the Gaullist paradigm, but did the support in principle coincide with an alignment of France with the federalist theses? Drawing from several French, Italian and EU archives, this article seeks to answer this question. To answer this question, the article draws on several French, Italian and EU archives. It is structured in three parts. In the first part, attention is focused on the reasons behind Mitterrand’s openness to the appeal of Altiero Spinelli; in the second part, we examine the reactions of the Ten to the Strasbourg speech; finally, we focus on the internal debate within French diplomacy in order to highlight its positioning on the federalist project and on the construction of a truly political Europe.

Abstract:
This essay sets out to reflect on the prospective transformation of two Italian panoptical buildings that straddle the border between different places and times: the prison of Ventotene and the hospital of Gorizia. Local authorities have recently put forward a proposal to turn the former into a European school and the latter into a European prison. Both of these hermetic, unbending architectures have particular historical significance. Ventotene is the island where Altiero Spinelli was incarcerated by the Fascist regime and wrote the manifesto that paved the way for the process of European integration. Gorizia is the town where Franco Basaglia began his career, elaborating the theory of mental health that led to the closing of all Italian asylums. The proposed Europeanisation of these structures of confinement and isolation, which embody the exercise of disciplinary power in its most extreme form, speaks to the problem of opening the total institutions of modern statehood and repositioning them within the increasingly decentralised, indeterminate order of the European Union.
