Abstract:
O presente artigo propõe analisar um ato oficial da Coroa portuguesa, o Alvará com Força de Lei publicado em 24 de fevereiro de 1764. Este documento buscava alterar as formas de recrutamento para as Tropas Regulares, uma das três forças que compunham a esfera militar do Império Português no período. Além destas novas determinações da Coroa, ainda destacaremos neste texto, entre os artigos do Alvará, as preocupações em delimitar o perfil dos recrutas que ocupariam esta força militar, bem como a existência de estratégias utilizadas por homens em idade militar de se eximir de sentar-praça.

Em 1832 os proprietários das fábricas estabelecidas por alvará da Real Junta do Comércio enfrentaram uma forte oposição das seculares corporações dos ofícios mecânicos. Tal como outros ofícios embandeirados, a corporação de Carpinteiro de Móveis e Semblagem apresentou um requerimento contra os proprietários das fábricas de móveis, solicitando a supressão de todos os alvarás concedidos pela Junta tanto a nacionais como estrangeiros que trabalhavam em obras de “nova invenção ou de conhecida utilidade do reino”.Neste contexto, propõe-se a análise do conflito e, acima de tudo, a recuperação dos seus intervenientes, isto é, dos vários marceneiros, na sua grande maioria estrangeiros, que estabeleceram fábricas de móveis em Lisboa nas décadas de 1820 e 1830, e do seu papel na actualização do gosto e na introdução de novos modelos de mobiliário e de novas técnicas.

A história moderna exibe ações de poder em que estados se impõem a outros e partes de uma unidade política fazem o mesmo a outras, provocando-lhes adversidades. O artigo explora esse assunto, abordando as relações entre Portugal e Brasil do final do século XVIII a meados do século XIX, com realce para a situação da Província de Santa Catarina. Examinam-se os efeitos do Alvará português de 1785, que proibiu a produção têxtil no Brasil, e da abertura dos portos em 1808, quando um novo Alvará revogou o anterior e se firmou um tratado comercial com a Grã-Bretanha. Salientam-se os reflexos em Santa Catarina, falando de atividades industriais e pesca da baleia, e se contextualizam as ações sobre imigração, destacando a Colônia do Saí, inicialmente saudada com entusiasmo por conta das adversidades.

Abstract:
O estudo objetivou descrever o perfil de estabelecimentos de beleza, no tocante a presença de alvará sanitário e conhecimento dos profissionais em relação ao risco de transmissão de patógenos e legislação sanitária no município de Garanhuns-PE. A coleta de dados foi feita por meio de entrevistas e aplicação de questionário semiestruturado e anônimo. Dentre os 53 estabelecimentos participantes, apenas 3 (5,7%) funcionaram com a licença sanitária, sendo que a maioria dos estabelecimentos (62,3%) não utilizavam qualquer processo de higienização de equipamentos, mesmo com 54,7% deles sabendo da possibilidade de transmissão de doenças no exercício das atividades. É de fundamental importância a conscientização dos proprietários da necessidade do alvará sanitário para funcionamento do estabelecimento, além de ações educacionais pelos órgãos de fiscalização, para adequação às práticas de correta esterilização dos materiais utilizados e informação sobre as doenças passíveis de transmissão entre cliente e profissional e vice-versa, para garantir a segurança nos estabelecimentos prestadores de serviços, que se relacionam diretamente com a saúde da população.

Abstract:
O Código de Mineração do Brasil define lavra como o conjunto de operações necessárias para o aproveitamento industrial da jazida, as quais incluem a explotação (lavra) e o beneficiamento. Tais operações são apresentadas no Plano de Aproveitamento Econômico (PAE), que deve demonstrar a exeqüibilidade técnica e econômica da lavra de uma jazida para obtenção do Alvará (Portaria) de Lavra. Desde 2002, a inclusão do plano de fechamento de mina no PAE passou a ser uma exigência, conforme a NRM-20. Esse estudo investigou a aplicabilidade da exigência do plano de fechamento de mina nos PAEs protocolizados no DNPM. Para tal, foram avaliados 30 PAEs protocolados no DNPM, após a publicação da NRM. Embora seja uma exigência da NRM-20, esse estudo possibilitou observar que nenhuma das minas estudadas teve um plano de fechamento incluído no PAE. Também não possibilitou observar, em momento posterior, quando de alguma atualização, se os PAEs apresentados tenham sido aprovados e se o Alvará de Lavra tenha sido outorgado. Mesmo não havendo planos de fechamento incluídos, 14 PAEs apresentaram, na análise econômica da jazida, algum custo com fechamento de mina. Neles, a relação Custo Estimado de Fechamento/CAPEX mostra grande dispersão de valores. Por outro lado, em 16 PAEs não há qualquer estimativa de custos associados ao fechamento de mina. Esse estudo ressalta a falta de diretrizes do governo para a avaliação dos PAEs com foco no plano de fechamento de mina. E, por parte das empresas de mineração, destaca a falha em se considerar o custo de fechamento como o custo de contratação de consultoria para elaboração do plano de fechamento.

As reformas pombalinas da educação mudaram totalmente o panorama educacional português e brasileiro, por criar o primeiro sistema público de ensino, rompendo com a hegemonia educacional dos Jesuítas. Nós analisamos as mudanças ocorridas a partir de 1759 até 1772, período que marca a promulgação do alvará que criou o novo sistema educacional até a reformulação dos estatutos da Universidade de Coimbra, através das interpretações análises de fontes primárias e secundárias. Partindo do pressuposto teórico do materialismo histórico, para compreender a ascensão da burguesia sobre a nobreza em Portugal, discutir e analisar como se desenvolveu o ecletismo da ilustração portuguesa, dentro das reformas pombalinas da educação.

Resumo Em 1808, dom João VI publicou um alvará com força de lei para regular o transporte e o trato dos escravos durante a travessia do Atlântico. Dois anos depois, Antonio de Saldanha da Gama, membro do Conselho da Fazenda, elaborou um ofício para discutir alguns pontos da resolução. Essa importante personagem da administração lusa no Brasil argumentava que suas respeitosas ponderações acerca das determinações da Alteza Real tinham como fim aprimorá-las, “por questões humanitárias e econômicas”. Parte do acervo de manuscritos do Arquivo Histórico Ultramarino, de Lisboa, esse ofício se encontra aqui transcrito, comentado e contextualizado, fornecendo interessante visada das preocupações e justificativas daquele tempo, concernentes ao tráfico de africanos para o Brasil.

Resumo Em 5 de novembro de 1808, dom João de Bragança promulgou um alvará sobre o exercício dos boticários e o preço das drogas e ordenou a criação de um regulamento para taxar o custo dos medicamentos comercializados no Brasil. Publicado pela primeira vez em 1809, o Regimento dos preços dos medicamentos... ganhou novas edições nos anos subsequentes e tornou-se um indispensável instrumento de trabalho para os envolvidos com a feitura e o comércio dos remédios. Este texto situa historicamente e destaca esse documento brevemente explorado pelos pesquisadores da história da farmácia brasileira, visto ter sido uma das primeiras iniciativas do governo luso-brasileiro condizentes com a atividade farmacêutica no Brasil no século XIX.

Esta tese analisa as práticas de liberação nos estabelecimentos penais do Distrito Federal, entre os anos de 2012 e 2015. Desenvolve pesquisa empírica, recorrendo à metodologia etnográfica, para observar a relação comunicativa entre as pessoas presas e o oficial de justiça responsável pelos alvarás de soltura. O estudo traz elementos essenciais da doutrina jurídica, da criminologia crítica e, especialmente, da semiologia e da pragmática, a fim de verificar os fatores linguísticos e extralinguísticos que dificultam o entendimento das decisões judiciais. O trabalho pretende demonstrar que as dificuldades não se limitam à baixa escolaridade e à linguagem jurídica. Decorrem de um conjunto de variáveis, entre as quais se destacam as contradições do próprio direito penal e processual penal; as condições adversas do ambiente carcerário; a situação socioeconômica das pessoas presas e a organização funcional dos agentes penitenciários e dos oficiais de justiça. No entanto, essas questões imediatas não chegam ao pleno conhecimento do Sistema Justiça. A certidão que retorna ao processo precisa reduzir a realidade observada para responder formalmente apenas ao que foi determinado. A tese conclui que, a despeito dos graves problemas de comunicação, a eventual discordância quanto às condições judiciais não procede diretamente da incompreensão dos termos e conceitos. Resulta da divergência de sentidos, que se revestem da aparência de denotação, mas veiculam conteúdos político-criminais que não correspondem plenamente às possibilidades materiais de cumprimento e ao ponto de vista cultural dos homens e das mulheres presas.
This thesis analyzes liberation practices at the penal establishments of Distrito Federal, among years 2012 and 2015. It develops empirical research, resorting to the ethnographic methodology, to observe the communicative relation between the imprisoned persons and the bailiff responsible for the permits of release. The study brings essential elements of the legal doctrine, of the critical criminology and, especially, of the semiology and pragmatic in order to check the linguistic and extralinguistic factors that make difficult the understanding of the judicial decisions. The work intends to demonstrate that the difficulties are not limited by the low schooling and by the legal language. They result from a set of variables, among which stand out the criminal law and the criminal procedure contradictions; the adverse conditions of prison’s environment; the socioeconomic situation of the prisoners and the bailiffs and prison staff’s functional organization. However, these immediate issues do not achieve Justice System’s full knowledge. The certificate that returns to court proceeding needs to reduce the observed reality to respond formally only to what has been determined. The thesis concludes that, in despite of the serious communications problems, the eventual disagreement about court orders do not proceed straightly from the incomprehension of the terms and the concepts. It results from senses divergence, which are covered by a denotation appearance, but convey political-criminal contents that do not fully correspond to the material possibilities and to the imprisoned men and women’s cultural point of view.
Cette thèse analyse les pratiques de libération dans les établissements pénitentiaires au Distrito Federal, entre les annés de 2012 et 2015. Elle développe des recherches empiriques, en utilisant la méthodologie ethnographique, pour observer la relation communicative entre les personnes arrêtées et l’huissier responsable pour les chartes de libération. L’étude aporte les éléments essentiels de la doctrine juridique, de la criminologie critique et, surtout, de la sémiologie et de la pragmatique, afin de vérifier les facteurs linguistique et extralinguistique qui nuisent à la compréhension des décisions judiciaire. Le travail vise à démontrer que les difficultés ne se limitent pas aux faible niveau d’éducation et à la langage juridique. Elles découlent d’un ensemble de variables, parmi lesquelles se détachent les contradictions du propre droit pénal et de la procédure pénale ; les conditions défavorables du milieu carcéral ; la situation socio- économiques des détenus et l’organization fonctionnelles des agents de détencion et des huissier de justice. Cependant, ces questions immédiats n’arrivent pas à la pleine connaissance du Système de Justice. Le certificat qui revient aux documents de la procédure doivent réduire la réalité observée pour répondre officiellement seulement à ce qui a été déterminé. La thèse conclut que, malgré les graves problèmes de communication, l’éventuelle disccordance sur les condicions judiciaire ne procède pas directement de la mauvaise compréhension des termes et des concepts. Elle résulte de la divergence des sens, qui ont l’apparence de dénotation, mais qui véhiculent des contenus politique-criminelles qui ne correspondent pas entièrement à la possibilités matériaux et le point de vue culturel des hommes e de femmes arrêtées.

A questão do aborto por de fetos malformadosno Brasil é problemática, face a ausência de legislação que permita a interrupção da gestação. Tais tipos de aborto são considerados ilegais, já que o Código Penal vigente prevê somente duas possibilidades de interrrupção: risco de vida para a mãe e em decorrência de estupro. A presente pesquisa objetivou analisar os casos de fetos malformados cujas mães foram atendidas no HCRP/USP e propor na Justiça ospedidos de interrupção destas gestações quando assim desejassem. Conclui-se que ainda há falta de informação por parte dos médicos em relação a possibilidade de indicação deste tipo de gestação, ainda que o quadro tenha melhorado e que quanto mais os magistrados conhecem e têm acesso ao que a medicina pode lhes oferecer, maior a probabilidade de deferimento destes Alvarás.
The issue of abortion by the malformed fetuses in Brazil is problematic, given the absence of legislation allowing the interruption of pregnancy. These types of abortion are illegal, since the current Penal Code provides only two possibilities for interrupcion: a life-threatening for mother and as a result of rape. This study aimed to examine the cases ofmalformed fetuses whose mothers were assisted in HCRP / USP and propose the Justice requests for interruption of pregnancies when so wished.) It follows that there is still lack of information fromdoctors regarding possible indication of this type of pregnancy, though the picture has improved and that the more judges know and have access to what medicine can offer them, the more probability of acceptance of these documents.

Abstract:
This doctoral thesis commences, as any other research would, from an intuition that becomes a hypothesis and, therefore, a vehicle that governs the development of an entire argument. In this case, the initial intuitions are rooted in a trip to the Nordic countries, in the summer of 2004, when I first visited some of the works of the Finnish architect Alvar Aalto. As a consequence of this trip, I began to investigate his architecture and the empirical experience soon gave way to an intellectual approach to the plans and documents which were created to produce part of his architectural legacy. Those early physical and intellectual approaches served me to begin to sense that one of the basic aspects of his architecture is the manner in which the users¿ itinerary is created, controlled and regulated. The strategic disposition of the bodies in their respective groupings respond, on many occasions, to arrangements that mark and improve the itineraries towards and through them. In the same way, the winding and generous hallways, and the layout and ergonomic stairways have as an aim to model, as if one were dealing with a soft material, the movement of the users passing through the spaces, "caressing" all those elements and materials of which they are articulated, such as paving, railings and door handles. One moves and is guided in a natural way between the different buildings that they comprise, for example, the university complexes in Otaniemi and Jyväskylä. In both of these we find lobbies that cross the ground floor and enhance the movement not only within the interior but also between the outer areas defined by their own volumes. It is also easy to see the importance of the circulation areas in the definition of the interior spaces of public buildings, such as the Aalborg Museum or the Essen Opera House. The reception areas and movement zones terminate, structuring themselves to the point where they compete in surface area with that of museum use and representation, respectively. This first hypothesis gives rise immediately to a second conjecture, also relevant. If the itinerary is a key theme in his architecture, is there any formal structure or organization that enhances these routes? And is it possible to find any repeated order or provision which, together with the itineraries, establishes an ¿Aaltian¿ way? Although the answer does not imply the existence of a general and absolute solution, it does invite an analysis of the projects in an attempt to underline what remains and persists beyond that of particular assignments. From that point of view, it is not difficult to realize that when we move through Aalto¿s constructions we usually do so around a central space, covered or uncovered, in relation to which our movements are tangentially generated as well as the different volumes that comprise it. This type of order, often formalized through the archetype of the courtyard or hall, leads to the provision of a central floor and its transgression as a repeated typological strategy. Seen in this way, Aalto¿s architecture, for instance the central courtyard of the Finnish Pavilion at the 1937 Paris Exhibition, the courtyard of the Säynätsalo Town Hall, the living rooms of the Hansaviertal apartment block, or the stage of the Essen Opera House, regardless of their size and use, is understood through the same order which recognizes a centre as a spatial and compositional hinge; a hinge which, by the way , also serves as a reference for moving around and displacing ourselves in general in a perimetral and encircling way.
Esta tesis doctoral parte, como cualquier investigación, de una intuición que se transforma en hipótesis y, por tanto, en vehículo que gobierna el desarrollo de toda una argumentación. En este caso, las intuiciones iniciales tienen su origen en un viaje por tierras nórdicas donde por primera vez visito algunas obras del arquitecto finés Alvar Aalto. A raíz del viaje, en verano de 2004, comienzo a investigar su arquitectura y la experiencia empírica inicial da paso a un acercamiento intelectual a través de los planos y los documentos que se generaron para producir parte de su legado arquitectónico. Esos primeros acercamientos físicos e intelectuales me sirvieron para comenzar a intuir que uno de los aspectos básicos de su arquitectura es la manera en la que se produce, controla y regula el recorrido de los usuarios. La estratégica disposición de los cuerpos en sus conjuntos responde, en muchas ocasiones, a disposiciones que marcan y potencian los itinerarios hacia y a través de ellos. De la misma manera, los sinuosos y generosos vestíbulos, y las tendidas y ergonómicas escaleras tienen como objetivo modelar, como si de un material blando se tratase, el movimiento de los usuarios al atravesar sus espacios y “acariciar” todos aquellos elementos y materiales que los articulan, como pavimentos, barandillas y pomos. Uno se mueve y se orienta con naturalidad entre las diferentes edificaciones que componen, por ejemplo, los conjuntos universitarios de Otaniami y Jyväskylä. En ellos podemos encontrar vestíbulos que atraviesan las plantas bajas y potencian la circulación no sólo interior, sino también entre los ámbitos exteriores definidos por los propios volúmenes. También es fácil adivinar la importancia de las áreas de circulación en la definición de los espacios interiores de edificios públicos como el Museo de Aalborg o la Ópera de Essen. Las áreas de recepción y movimiento acaban estructurándolos hasta el punto que compiten en superficie con los usos museísticos y de representación, respectivamente. Esta primera hipótesis da lugar, de manera inmediata, a una segunda conjetura, también relevante. Si el recorrido es un tema fundamental en su arquitectura, ¿existe alguna estructura formal u organización que potencie dichos recorridos?, ¿es posible encontrar alguna disposición u orden recurrente que junto con los itinerarios establezcan una maniera aaltiana? Aunque la respuesta no implica la existencia de una solución general y absoluta, sí invita a analizar los proyectos intentando subrayar aquello que permanece y persiste por encima de los encargos particulares. Desde dicho punto de vista, no es difícil percatarse de que cuando nos movemos por las obras de Aalto lo solemos hacer en torno a un espacio central, cubierto o descubierto, respecto al cual se generan tangencialmente tanto nuestros movimientos como los diferentes volúmenes que los acogen. Este tipo de orden, en muchas ocasiones formalizado a través del arquetipo del patio o del hall, nos conduce a la disposición de planta central y su transgresión como estrategia tipológica recurrente. Vista así su arquitectura, el patio central del Pabellón finés en la Exposición de París de 1937 o el del Ayuntamiento de Säynätsalo, la sala de estar de las viviendas de la Hansaviertel, o el escenario de la Ópera de Essen, con independencia de su dimensión y uso, son entendidos a través de un mismo orden que reconoce un centro como gozne compositivo y espacial. Un gozne que, dicho sea de paso, también sirve de referencia para movernos y desplazarnos, en general de una manera perimetral y envolvente.

The antecedent of this thesis is a reaction to a history of imposition on architectural solutions and the notion that there are architectural equations or languages that can repeatedly answer design and social issues regardless of time and place. This position does not advocate designing in a vacuum, quite the opposite. As Siza says in the quote on page 34: " ... proposals which refuse to set limits to reality cannot be based in a fixed image nor can they have a linear development." If the focused priority holds on the whole problem at that very moment and place, the result will become a response to some of the much larger questions, and that singular project will be able to use the greater body of knowledge which we all accrue over time, and not vise versa. The intent of this thesis is to explore some of the works of one architect, Alvaro Siza, as an exercise in understanding a process of form-making. The Portuguese architect was chosen for his unique stance in the recent past's and present time's architectural situation, and for the author's continual attraction to his work. The research of Siza's projects becomes a springboard for approaching an investigation into a design project for Wellesley College. A dialogue with the work of Alvaro Siza will supply feedback and examples. Inevitably, the research will have a life within the exploration of the Wellesley project as the movement from one to the other forces better understanding of both.

A chorology is an analysis of the relationships between the constituent parts of a system or assemblage. Architecture is not only the result of the connection between a vast set of components and their manifold interactions, it is implanted into still broader, working fields of complex affiliations and relations. Essential to understanding the importance of Alvaro Siza's' buildings is to see his architecture as assemblages comprised of many composite, active subsystems. These assemblages engage still larger systems, dynamic and effects producing. In short, the architecture goes beyond the visual, and generates effects in time and space - engaging animate operations that pre-exist the architecture while inciting multiple new dynamic relations. The architecture must be seen as a machine, testing the line between natural and manmade. Not necessarily organic, but self organized, exhibiting the characteristics of self generating systems, or in other words, life. While a conventional architectural analysis might exhaustively diagram geometric relations, or try to find historical models or precedents to situate the work, this thesis seeks to be critical of the deterministic, historical practice of naming. Instead, opting for a perhaps discursive methodology, which endeavors to understand operative modes that compose the abstract machinic-architectural assemblages of Alvaro Siza. As a beginning to understanding the complex assemblages of Siza, this thesis will specifically examine architectural details, their interrelationships, and affiliations to materials and techniques of construction. Details will be considered as constituent parts of a larger assemblage, and as engaging dynamic criteria (forces, light, program, weather, time, etc.) as a means of conditioning space. By considering the effects which conspire to compose a detail, in conjunction with the effects that are generated, a new understanding of the immeasurable complexity of an architectural assemblage and its' relations to space might be understood. Affording criteria for testing performance, inciting possibilities for new terms of responsiveness in architectural assemblages, and offering new, germane modes of making. this chorology will examine the affiliative assemblages of the Boa Nova Tea House at Leca da Palmeira, Portugal from 1958 and the teachers training college at Setubal, Portugal from 1994. The thesis will carefully examine conditioning agents and effects of detail assemblages, their relationships to operative criteria, other details, and space. instrumental texts include those by Deleuze and Guattari, Fernando Pessoa, and Peter Testa.

Resumo: Nosso tema é a atividade teatral de Alvaro Moreyra, de 1927 a 1936. Álvaro nasceu no Rio Grande do Sul em 1888 e transferiu-se para o Rio de Janeiro em 1910. Destacou-se como intelectual, trabalhando em diversos órgãos de imprensa. Foi um dos principais nomes do Modernismo no Rio de Janeiro. Ficou conhecido como editor, cronista, poeta, radialista, dramaturgo, ator e diretor teatral. Foi eleito para a Academia Brasileira de Letras em 1959. Faleceu em 1964. Apesar da variedade de sua produção, foi no teatro que encontrou seu grande prazer. Propôs a renovação das artes cênicas no Brasil, encenando autores novos (nacionais ou estrangeiros), eliminando a "estrela", abrindo espaços para atores "amadores" (vindos das classes médias e altas) e priorizando a formação intelectual do elenco. Considerava o teatro como uma arte destinada à educação popular. Por isso guiava-se pelo seguinte lema: "um teatro que fizesse rir e fizesse pensar". Escreveu diversas peças abordando questões sociais, mas não oferecia soluções e sim reflexões: as soluções deveriam vir do povo. Para isso seria necessário uma elite, um grupo de vanguarda que colocaria em movimento o pensamento popular. Sua arte pretendia-se revolucionária, capaz de modificar a sociedade. Tratava-se de uma proposta concebida a partir dos ideais de Jacques Copeau (com quem manteve contato em Paris, na estréia do "Vieux Colombier"), vinculada a ideais políticos de oposição e almejando a criação de um teatro nacional. Apesar dos obstáculos (principalmente políticos), sua proposta serviu de inspiração para diversos grupos teatrais, como o "Os Comediantes", grupo que encenou "Vestido de Noiva" em 1943 (considerado por muitos o marco do Teatro Moderno Brasileiro). A intenção do trabalho é demonstrar a importância das atividades teatrais de Álvaro Moreyra na formação do "Teatro Brasileiro", principalmente na vertente que defende um teatro vinculado às questões sociais

This investigation builds on the Alvarez et al. (2021) Project Completion Report (PCR) analysis and its aim is to assess the implications of that study for the current portfolio of projects under execution at the Inter-American Development Bank (IDB). We use the sample of PCRs which reached operational closure (CO) in 2017 and 2018 to estimate the impact that design and execution performance characteristics of projects played in the likelihood of ending as successful and/or effective. Based on the estimated coefficients, we construct risk curves to isolate the effect specific characteristics have on the likelihood of a project being classified as unsuccessful/ineffective. We then use the estimated coefficients and, using the actual values for the current portfolio of projects in execution, identify the fraction of the portfolio that is at risk of ending as unsuccessful/ineffective projects. According to our analysis, of the 249 projects assessed, 39 have a 50% or less chance of being successful. Thirteen (13) projects have less than a 10% chance. For about 70% of the projects analyzed, given the characteristics they exhibit, the likelihood that they end up successful has already been curtailed. The type of analysis presented here can help IDB Management identify key performance indicators to keep track of during execution to periodically assess the level of risk it is willing to accept in terms of projects ending unsuccessful/ineffective as rated by the current PCR methodology.
