Full textIn recent years, religious communities in Quebec have been experiencing changes as a result of the decline and aging of their members. As a result, there are attempts to protect and enhance the communities’ heritage. This thesis focuses on the process of requalification of convent properties and their patrimonialization, in the perspective of urban planning, through an archeology of representations. The thesis examines patrimonialization and planning processes that took place between 1964 and 2016 on the main estates of the Sillery Heritage Site, located in Quebec City, Canada. It traces and analyzes interpretations associated with representations of these communities and their use in discourses and planning practices.

Full textThe regional multiplier is specified by the characteristics of its economic space, particularly in the context of a small-scale spatial economy. The first part of the thesis studies the nature of that economic space and presents a classification of the quebec regions from that concept. Thereafter, we analyse the interaction between the economic space and the multiplier with emphasis on the multiplicand and the first induced effects. The second part describes the two main methodological approaches in the general formulation of the regional multiplier: economic base multiplier (american school) and neo-keyenesian regional income multiplier (english school). The third part finally applied the regional multiplier to a small-scale spatial economy by estimating the economic effects of a regional university on its immediate sub-region. Full textThe political configuration of Quebec metropolitan area, provincial capital (600. 000 inhabitants), merging municipalities, the Quebec urban community and surrounding associated municipalities provide the basis for the identification of problems linked to the overall organisation resulting in the juxtaposition of several schemes within one metropolitan area. The formulation of such a scheme, at first opposed by local councils, was finally imposed by the provincial government. When, after ten years of delaying tactics, the municipalities constituting the Quebec urban community agreed on a scheme it was already too late to ensure the future of the community. More and more, urban development has expanded beyond the scope of this obsolete structure incessantly contested by local councils to the advantage of outskirt suburbs and to the prejudice of both the urban centre of the main city and of the region as a whole. The latter, becoming progressively severed from the capital, loses faith in the repeated promises of economic benefits supposed to be granted by a policy of development focussed on the regional capital. Surveying the performance of the Quebec metropolitan area leads to the conclusion that political power is needed at metropolitan and regional levels in order to fill the present void and lack of any development policy as can be discovered by geographical analysis through a direct active approach and involvement over a long period. The present experiment in urban and regional geopolitics may open new vistas to the discipline in as much as it brings political analysis within the scope of urban study

Full textThis thesis offers a comparative environmental history of French, Ethiopian and Canadian national parks. It rests upon an analysis of laws, management plans, tourist documentation and archive produced by the managers of Cévennes, Semën and Forillon national parks. This research questions the "national park" object as a territory of heritage and identity manufactured by power to promote a national belonging feeling. Using comparison, this work shows that beyond the context, invention of nature is dedicated to the reinforcement of the material and ideal edges of the nation. In France, the Cévennes national park serves as a symbol of a rural, nostalgic and traditional nation. In Canada, Forillon participates to the naturalization of a nation that gives herself to see as a virgin, a-temporal and a-political nation in order to overcome a past lacking of depth but overflowed by conflicts. In Ethiopia, the State adopts the eco-racist representations of international institutions such as IUCN, UNESCO and WWF for being recognized on the international scene and established, therefore, on a territory namely "national". Thus, in these three countries, national park appears as a place of struggle. Space of daily life converted in a space of temporary visit, it legitimates the exertion of a concrete and symbolic violence on local and surrounding populations

Full textThe rising population, overcrowded housing, the pressure of urban and economic development and the warming climate are all factors that create the necessity of better land use planning in the communities of Nunavik, Canada. In this context, the link between land use planning and permafrost knowledge is strong. A better understanding of the permafrost conditions supports better decision making and therefore promotes a better adaptation of the communities facing the challenge of climate change and better planning of village growth due to more housing development. The study of the foundation types on permafrost terrain in the community of Inukjuak shows the necessity of the technical integration of the permafrost in the land use planning process in the community.

Full textAt a time when population concentration in urban spaces is increasing and cities continue to grow into huge urbanised areas, issues related to management planning for these “ new ” territories is of interest. Such spaces which undergo deep mutations give rise to new stakes and challenges for territorial planning. Occasionally, due to lack of compatibility between the respective actors’ standpoints with respect to high stakes arising from divergent interests, conflicts emerge. Indeed, conflicts that originate from a territorial project are no longer the exception. This thesis strives to better understand the relationships that bind together territorial specificities and the dynamics of conflict activity in terms of its spatial frequency, duration and intensity. The current work uses a quantitative procedure that seeks to understand conflict dynamics by means of a spatial approach. The basis of this research is a database made up of conflicts which occurred in Quebec City over the period from 1989 to 2000. The 199 conflicts considered herein have been collected from the regional press (the newspaper daily Le Soleil). The conceptual framework proposed addresses the conflict through the prism of territorial decision-making processes. We also join in the territorial decision is geographic spaces: action space, consequences space and stakeholders’ space. It is through these spaces and, more particularly throught the stakeholders’ one that a spatial representation of conflict activity is made possible. Statistical analysis indicated that (1) the tendency of individuals to regroup around local associations and community organisations along with their ability to make their voices heard, as (2) the nature of the social composition seemed to be fundamental components both of the emergence and unravelling of the protesters’ approach. The study of the effects of local contexts suggests that conflicts are longer though not necessarily more intense or more frequent in the area where (1) the ability of individuals to come together and take the floor is moderate and (2) the population is both the most easily mobilizable and the better off at the regional level. We believe that these are the conditions that lead to a conflict activity with long duration, ie individuals with time and resources, but not well equipped in terms of action strategies in times of conflict activity.
