Full textAt the end of World War II, Quebec city was the subject of a vast modernization program that went through a reorganization of urban space. Willing to align with the new North American sociopolitical context, the city’s public authorities decided to call upon planners Jacques Gréber, Édouard Fiset and Roland Bédard to help aid the various urban problems that had arisen. Employed by the local planning commission, they had to manage, by rational means, the urban questions and proceed to the conception of the town’s first comprehensive plan. In doing so, the municipal administration wanted to materialize their desires of modernization by inscribing them within a technico-scientific discourse about the city and its organization. After eight years of work, Gréber and his collaborators presented the Projet d’aménagement de Québec et de sa région, an 86 pages long document offering a series of solutions and advices concerning the urban structure and its relation to present, past and future. Our thesis focuses on this salient moment in the urban history of Quebec. By confronting the planners’ production with foucaldian theories on knowledge and powers, we tried to understand how the desired modernization of the urban environment induces a particular vision of public space on both spatial and political levels. Not only the solutions proposed by the planners depended on a specific vision of urban planning – mainly functionalist theories and modern architecture – but the insertion of the expert figure in the city’s political organization were indicative of a reconfiguration of power relations within the urban government. Thus, behind the dreamed landscape for the old capital was hiding a particular conception of the polis, which redrew the web of relations between public authorities, technical expertise and the civil society.

Full textCette recherche propose une lecture du processus de formation et de transformation de Sainte- Foy, exemple typique de banlieue moderne québécoise, depuis les premières traces d’humanisation au XVIIe siècle jusqu’au développement vigoureux de la seconde moitié du XXe siècle. Cette lecture s’appuie sur la typomorphologie afin de mieux appréhender l’influence sur la forme urbaine actuelle des différentes structures qui se sont superposées dans le temps, incluant les structures suburbaines. Elle permet en outre, par le fait même, de dégager des éléments qui contribuent à l’identité morphologique de Sainte-Foy. L’étude reconstruit d’abord l’évolution des systèmes traditionnels de voies et de parcelles en relation avec l’histoire du peuplement du plateau, l’établissement des premiers noyaux et l’implantation des grandes infrastructures qui ont propulsé Sainte-Foy vers l’ère du bungalow. La plus grande part du mémoire est toutefois consacrée exclusivement à la banlieue moderne : cadre réglementaire, particularités de cette nouvelle forme urbaine et intégration des permanences historiques au contexte suburbain. Une morphogenèse détaillée permet de saisir la structuration du milieu, l’origine de la forme et les caractères spécifiques de cette banlieue d’après-guerre; cette connaissance objective est une étape préalable essentielle à la requalification de Sainte-Foy, afin de pouvoir établir des diagnostics tenant compte de la place de l’héritage moderne dans l’identité du lieu et dans le patrimoine québécois.

Full textThese past years, a change of attitude towards mining territories can be felt. Long seen as derelict or even ruined, those territories are now perceived as important historical witnesses and are, therefore, preserved as heritage landscapes. In 2012, for example, the Nord-Pas de Calais Mining Basin was included in the World Heritage List as an organically evolved cultural landscape. Having unique characteristics, mining landscapes are also requalified, in certain regions , as touristic attractions. They then become , just as natural landscapes are today, vectors of economic growth. The mine, harnessed for its natural ressources, is now assigned new values and, as well, new roles. Indeed, who would have thought that it would one day be managed and planned the same way beautiful landscapes are ? Conveying this new attitude towards mining sites , more and more photographers, from all backgrounds, represent them as landscapes. Artists , for example, showcase their wide range of shapes through esthetic images. With the advent of the digital era and online photography sharing, the amateur photographer , who is always searching for spectacular places to photograph , reclaims this type of representation. Disseminated on the web in an ever - increasing number, these photographies do not only attest of a new way of seeing mining territories as landscapes, but without a doubt also shape their perception. This research aims mainly at better understanding the spread of a new way of perceiving mining sites as landscapes . Since the photographic image stands as a witness and possibly as an actor of this phenomenon , it is used as the connecting piece to examine how mines can become landscapes. Focusign on the province of Quebec , this thesis analyses the practices through which mining sites are modeled and converted into landscapes, like patrimonialization, tourism development and nature restoration. These pratices, taking part in a process called empaysagement minier (mining landscaping), are then examined through photography and the landscape archetypes it produces. The photographic image quickly reveals itself as influencing not only the way we see mining sites, but it also seems to guide the way they are reappropriated and inhabited once they are perceived as landscapes . Therefore, photography and planning of mining territoires both reveal themselves as being more and more landscape oriented .

Full textThe rising population, overcrowded housing, the pressure of urban and economic development and the warming climate are all factors that create the necessity of better land use planning in the communities of Nunavik, Canada. In this context, the link between land use planning and permafrost knowledge is strong. A better understanding of the permafrost conditions supports better decision making and therefore promotes a better adaptation of the communities facing the challenge of climate change and better planning of village growth due to more housing development. The study of the foundation types on permafrost terrain in the community of Inukjuak shows the necessity of the technical integration of the permafrost in the land use planning process in the community.

Full textAt a time when population concentration in urban spaces is increasing and cities continue to grow into huge urbanised areas, issues related to management planning for these “ new ” territories is of interest. Such spaces which undergo deep mutations give rise to new stakes and challenges for territorial planning. Occasionally, due to lack of compatibility between the respective actors’ standpoints with respect to high stakes arising from divergent interests, conflicts emerge. Indeed, conflicts that originate from a territorial project are no longer the exception. This thesis strives to better understand the relationships that bind together territorial specificities and the dynamics of conflict activity in terms of its spatial frequency, duration and intensity. The current work uses a quantitative procedure that seeks to understand conflict dynamics by means of a spatial approach. The basis of this research is a database made up of conflicts which occurred in Quebec City over the period from 1989 to 2000. The 199 conflicts considered herein have been collected from the regional press (the newspaper daily Le Soleil). The conceptual framework proposed addresses the conflict through the prism of territorial decision-making processes. We also join in the territorial decision is geographic spaces: action space, consequences space and stakeholders’ space. It is through these spaces and, more particularly throught the stakeholders’ one that a spatial representation of conflict activity is made possible. Statistical analysis indicated that (1) the tendency of individuals to regroup around local associations and community organisations along with their ability to make their voices heard, as (2) the nature of the social composition seemed to be fundamental components both of the emergence and unravelling of the protesters’ approach. The study of the effects of local contexts suggests that conflicts are longer though not necessarily more intense or more frequent in the area where (1) the ability of individuals to come together and take the floor is moderate and (2) the population is both the most easily mobilizable and the better off at the regional level. We believe that these are the conditions that lead to a conflict activity with long duration, ie individuals with time and resources, but not well equipped in terms of action strategies in times of conflict activity.

Full textIn recent years, religious communities in Quebec have been experiencing changes as a result of the decline and aging of their members. As a result, there are attempts to protect and enhance the communities’ heritage. This thesis focuses on the process of requalification of convent properties and their patrimonialization, in the perspective of urban planning, through an archeology of representations. The thesis examines patrimonialization and planning processes that took place between 1964 and 2016 on the main estates of the Sillery Heritage Site, located in Quebec City, Canada. It traces and analyzes interpretations associated with representations of these communities and their use in discourses and planning practices.

Full textLe présent mémoire vise à démontrer qu’il existe un décalage entre la procédure d’approbation référendaire posée par la Loi sur l’aménagement et l’urbanisme et les objectifs du droit de l’aménagement du territoire et de l’urbanisme dont elle fait partie. Pour ce faire, une analyse historique de l’institution et de ces objectifs est privilégiée. Cette dernière couvre une période débutant lors de son adoption en droit québécois en 1930, alors qu’elle avait pour objet de protéger les droits de propriété privés, conformément aux objectifs du droit de l’aménagement du territoire et de l’urbanisme de l’époque. Pendant les décennies qui suivirent, une tension s’est créée entre la procédure et les nouveaux objectifs de ce droit. Au lieu d’être adaptée à ces derniers, l’institution a plutôt été fréquemment écartée, autant sous les régimes du Code municipal, de la Loi des cités et villes et, plus récemment, de la Loi sur l’aménagement et l’urbanisme. Enfin, tout en dressant un portrait de cette forme de démocratie directe, le mémoire présentera un bilan critique de l’institution référendaire.

To demonstrate this lag, a historical analysis of the institution and these objectives is made. This analysis covers a period beginning with the implementation of the local referendum in Quebec law in 1930, when it was intended to protect private property rights, in accordance with the objectives of planning and land use planning law of the time. Full textStimulating physical activity through active transportation is now a most relevant topic in urban planning with regard to public health. Indeed, half of teenagers in the province of Quebec do not reach the recommended level of physical activity to positively impact their health. Walking and biking have been identified as potential resources to increase physical activity. In this context, this thesis in urban planning and regional development combines quantitative, qualitative and spatial approaches in order to examine the share of active transportation in the daily mobility of teenagers and the influence of the built environment in increasing it. The thesis is supported by three types of analyzes: the 2001 origin-destination survey among 5784 adolescents in the Quebec City metropolitan area, an Internet survey with 173 fourth year high school students from five schools in the Quebec metro area, and by online trip and daily activity logs completed by 40 of the 173 adolescents. The results show a high dependency on motorized transportation which was found to be closely related to the location of the home, school, and to the geographical dispersion of the places they visit. The decision to attend a high school for its good reputation or a specialized program seems to be made without much concern to the long travel distance from the home and heavy reliance on motorized transportation it may generate. The results also show that teenagers walk to a greater number of places in the vicinity of their school compared to their home. Urban form and land use are playing active role in stimulating walking around schools, namely the presence of sidewalks, street connectivity and the presence of shops with low nutritional quality food supplies. Analyzing teenagers’ perceptions of what is a walkable street revealed that the speed and density of motorized traffic stand as barriers against walking. Their effective action space reached by foot around the school was found to be more reduced than what the delimitation of walkable districts around the home used in most of the reviewed studies. Finally, their global weekly action space were classified into a typology which is discussed in relationship to the distances they travel, their use of active transports, their household characteristics, their attachment to their neighborhood and finally, their perception of transport modes.

Full textQuebec City offers a lot of different residential environments, leading to several housing sub-markets since its foundation, in 1608. Administrative delimitations have become questionable for urban studies. There is no such thing as a perfect spatial segmentation. Nevertheless, some methods exist to delineate homogeneous spaces, regarding to a given type of problem. This paper presents an historical-morphological (HM) spatial segmentation approach for generating residential sub-markets using historical, social and morphological criteria as an alternative to the usual administrative segmentations used in real estate studies. For this study, we compare HM segmentation with two sets of administrative limits, before and after amalgamation. Overall performances of the tree segmentation for the Quebec single-family housing market are compared using multivariate discriminant analysis. Then, three hedonic pricing models are used to estimate the extent to which segmentation affects the sale price, and to test their relevance for assessing local variations of implicit prices. Findings suggest that HM segmentation is more efficient than administrative boundaries, but still perfectible.

Full textThis research concerns the Quebec City public transportation system, and especially the bus rapid transit (“Métrobus”) corridors. The Métrobus was established in 1992 and operates with priority bus/taxi lanes. For this study, we use OD surveys, G.I.S. and logistic regression in order to identify the modal shift impacts of Métrobus, and also to understand, in a better way, public transportation use in Quebec City. Models reveal some differences between “bus” and “car as driver”, from the (1) trip duration and (2) pole accessibility points of view. We also note (3) the relentless influence of owning a car on using it to travel, (4) the effect of increasing the density of activities on the propensity to use public transit, and (5) the heterogeneity of impacts among different population groups.

Full textThe regional multiplier is specified by the characteristics of its economic space, particularly in the context of a small-scale spatial economy. The first part of the thesis studies the nature of that economic space and presents a classification of the quebec regions from that concept. Thereafter, we analyse the interaction between the economic space and the multiplier with emphasis on the multiplicand and the first induced effects. The second part describes the two main methodological approaches in the general formulation of the regional multiplier: economic base multiplier (american school) and neo-keyenesian regional income multiplier (english school). The third part finally applied the regional multiplier to a small-scale spatial economy by estimating the economic effects of a regional university on its immediate sub-region. Full textIn 2008, in the Province of Quebec, Canada, a systematic groundwater resources assessment program was put in place by the provincial government with the objective to allow groundwater management and protection. However, regional groundwater stakeholders involved in management and protection must be able to understand and use such knowledge. This study was carried out in the region of Chaudière-Appalaches (14,600 km²), which was covered by the aquifer assessment program. Twenty-eight (28) respondents from regional county municipalities, watershed organizations and municipalities took part in one-on-one semi-directed interviews to talk about their perceptions of groundwater, and to assess the capability of water stakeholders to carry out groundwater resources management. Results showed that stakeholders’ general knowledge had evolved in the past years. However, respondents voiced the need for knowledge transfer through a simplified groundwater atlas and collaborative workshops. Besides knowledge transfer, respondents also need to have their roles in groundwater management better defined. The ACCES-CA workshop was conducted in three sub-regions where clarifications were given about groundwater perceptions, concepts and vocabulary, resource status, regional priorities, and governance. Results from the workshop demonstrate that all exercises were appreciated and useful to participants. However, the groundwater governance and management topic remains unclear for many, and clarifications concerning stakeholders’ roles in groundwater management will be required.

Full textSince the beginning of the settlement of Inuit communities in Quebec in mid-20th century, many diverse stakeholders have intervened in planning and housing. Over time, the coexistence of governmental and inuit references frameworks have generated spatial and organizational particularities. This master thesis, organized into three key periods, presents the dialogue between these two frames of reference, which shows the shifting relationship between the state and Inuit. The division of responsibilities in terms of planning for these three distinct periods leads to a reflection on the integration of inuit culture in more recent territorial developments. Urban planning, morphogenesis and civic practices explored in the municipality of Kuujjuaq are used to grasp this dialogue between the institution and local practices. The evolution of the gap between frames of reference in the form of compromise due to the incomplete current local undertakings is recognized.

Full textThe thesis explores a new research framework for landscape characterization in Quebec. The rural landscape is linked to the natural resources and anthropic structures that obtain and participate both in the formation of the establishment, in its material dimensions, and in the historical-cultural successions that have shaped it. Thus, the thesis explores two research approaches that stem from Italian research, suggesting that their combination fertilizes their relevance: the morphotypological approach - which describes, interprets and represents the forms of the territory in its successive iterations - and the historical-cultural approach - which decodes its genetic rules by considering aspects experienced by the populations. The observation of characters through these two lenses makes it possible to extract and analyze the process of formation and transformation of the territory, and ultimately to identify the permanence structures and inherited syntactic rules that are expressed in the landscape. To this effect, the notions of territorial structures, morphotypes and landscape figures allow a potentially new perspective and paves the way for the discipline of morphotypology in land-use planning research - particularly in the descriptive-historical and project fields. The knowledge of these landscape characters, along with that of the growth and decline rules and pressures of human establishments, make it possible to reveal, throughout the historic transformations of the territory, interpretations that can be projected. This knowledge allows for the elaboration of coherent projects, in continuity with history, local identity and the territory.

Full textThis thesis explores and develops various analytical methods in order to better understand residential choice and the implicit prices of single-family property markets. The area of study is Quebec City, whereas most of the work relies on single-family property transactions that occurred during the 1986-1987 and 1993-2001 periods. A phone survey held between 2000 and 2002 gave additional information on the choice criteria and household profiles of 800 of these actual property buyers. In a first chapter, the impact of the surrounding land use and vegetation is measured using hedonic modelling. Land-use data are extracted from both a mosaic of aerial photographs, and from a Landsat TM-5 image. Various measures of land use, at different spatial scales, are introduced within the hedonic models. More specifically, the heterogeneous impact of vegetation, depending on relative proximity to the Main Activity Centre, is shown. In a second chapter, motivations for moving and residential and neighbourhood choice criteria are analysed. A Correspondence Analysis underscores the links between choice criteria and the psychological and geographical theories of Place-Identity and perception spaces. Also, logistic regressions measure the odds of mentioning a criteria depending on the household profile and location. Previous tenure status, age, income, household structure and location are significantly related to various residential choice criteria. Finally, in a third chapter, the household-level data are introduced within the hedonic framework, using Casetti’s expansion method and Geographically Weighted Regressions. The heterogeneity of implicit prices is analysed regarding the buyer’s household profile. Not only does the marginal value of certain attributes vary regarding the buyer’s profile, but it appears that income and previous tenure status have a direct impact on property values. This thesis, through the development of new methods aiming at analysing residential markets and residential choices, contributes to further understanding the complex links between the socio-demographic dimension of households, their residential choice criteria, and the spatial structure of Quebec City.

Full textCar sharing is a concept developed in Europe during the 1990’s. This type of service is used by people and enterprises using car sporadically or that do not own a car, by choice or due to constraints. Car use is share among subscribers who must make a reservation to use it on an hourly or daily basis. This phenomenon is emerging and rapidly growing in Europe and North America. In 2006, car sharing was implemented in 600 cities around the World, meaning more than 348 000 subscribers sharing usage of 11 700 cars. In 1994, Auto-Com was launching in Quebec City, the first still existing car sharing service in North America. This company, now called Communauto, is now well implemented in four urban regions in the Province of Québec (Montréal and its inner ring of neighbourhoods, Québec-Lévis, Gatineau and Sherbrooke), having more than 20 000 subscribers in 2010, among which 3 000 are living in Québec City. The yearly growth rate was close to 20 % during the last few years. At the beginning, this service was mostly available downtown, but it is now well implemented in the first and second ring suburbs. The impact of this phenomenon on mobility deserves research. Is the mobility behaviour of car sharing users similar to that of other car drivers? Conversely, are the subscribers using this type of access to car as a complement to public and active transportation modes? Car sharing users must make a reservation, walk or move to access the vehicle and should pay in consideration of usage (fixed costs included). In comparison, an owned car is always available and only variable costs are immediately perceived (gas and parking). In theory, time constraints, distance and costs of using a shared car, should advantage other transportation modes (walking, biking, public transportation and taxi). Therefore, we anticipate that car sharing users are consuming less energy and generate less greenhouse gases (GHG) emissions than car owners, for their travelling needs. However, some car sharing subscribers did not have car access prior to their membership; their overall mobility could have increased or be higher than that on non-motorised people living in the same neighbourhood. The main purpose of this research aim at testing if the GHG emission balance of car sharing users is higher or lower than in the general population. A survey was realised between April and June of 2009 in order to collect all trips made by a sample of Communauto’s subscribers for an entire week. In order to minimize costs of such a weekly survey, a novel approach based on the Web was developed, thanks to a NCE GEOIDE Network initiative, receiving complementary funding from SSHRC and FQRSC. Respondents were asked to locate their activity places on an electronic map using a custom application based on Google Maps. Afterwards, places geo-referenced by respondents were used to fill seven daily trip logbooks using drop down menus. This survey was highly challenging because there are very few existing trip surveys using the Web. Moreover, the survey had to retain interest of respondent during an entire week. Finally, 57 Communauto’s subscribers living in Québec City filled an entire week logbook using the Web interface. Results of these car sharing users were compared to those of a control group (122 respondents) previously surveyed using pen-and-paper methods, in 2002 and 2003, also in Québec City (PROCESSUS Network funded by SSHRC and GEOIDE). When making comparison of both methods, one can understand the excellent potential of the Web-based survey. The experiment was very informative and the results are of great interest for those who want to develop a Web survey on mobility. Significant differences were observed for the selection of location tools between genders and among education levels. Findings are convincing with strong differences in mobility behaviours between car sharing users and others. Modal shares of car sharing users are very similar to those of non-motorized people in the control group and the average GHG emissions balance of car sharing subscribers is significantly lower than that of the control group for all considered neighbourhoods in Quebec City (downtown, older suburbs, new suburbs). Differences can also be established based on motorization, residential location and the nature of urban fabric.

Full textThe political configuration of Quebec metropolitan area, provincial capital (600. 000 inhabitants), merging municipalities, the Quebec urban community and surrounding associated municipalities provide the basis for the identification of problems linked to the overall organisation resulting in the juxtaposition of several schemes within one metropolitan area. The formulation of such a scheme, at first opposed by local councils, was finally imposed by the provincial government. When, after ten years of delaying tactics, the municipalities constituting the Quebec urban community agreed on a scheme it was already too late to ensure the future of the community. More and more, urban development has expanded beyond the scope of this obsolete structure incessantly contested by local councils to the advantage of outskirt suburbs and to the prejudice of both the urban centre of the main city and of the region as a whole. The latter, becoming progressively severed from the capital, loses faith in the repeated promises of economic benefits supposed to be granted by a policy of development focussed on the regional capital. Surveying the performance of the Quebec metropolitan area leads to the conclusion that political power is needed at metropolitan and regional levels in order to fill the present void and lack of any development policy as can be discovered by geographical analysis through a direct active approach and involvement over a long period. The present experiment in urban and regional geopolitics may open new vistas to the discipline in as much as it brings political analysis within the scope of urban study

Au confluent d’échanges, de circulations et d’influences, l’écrivain journaliste canadien-français circule sur le territoire peu peuplé et vaste d’une population francophone éparpillée, un contexte à des kilomètres de la scénographie aventurière qui a nourri le genre et ses fictions les plus connues ailleurs en Occident. Cette thèse s’intéresse à cette forme en dehors des genres canoniques, une littérature qui s’étend des « Deux mille deux cents lieues en chemin de fer » d’Arthur Buies jusqu’aux « Peuples du Canada » de Gabrielle Roy, en passant par l’enquête sur les Franco-Américains de Jules Fournier et par l’incursion chez les draveurs d’Eva Senécal. En amont, c’est la densité introspective des voyages d’Arthur Buies dans les années 1870 qui incarne l’ancêtre du grand reportage au Québec, tandis qu’en aval, c’est la lucidité et l’intimisme de l’écriture de Gabrielle Roy à travers le Canada qui constituent l’aboutissement de ce corpus encore largement méconnu. De fait, la thèse interroge précisément l’absence du reportage dans l’histoire de la littérature québécoise à travers l’idée d’un décalage entre la pratique littéraire du reportage au Québec et les définitions les plus répandues du grand reportage français ou du journalisme littéraire américain. En analysant les spécificités d’un corpus en contrepoint d’une toile mondiale complexe, l’étude jette ainsi un éclairage sur les raisons qui ont contribué à l’oubli du reportage, suggérant du même mouvement qu’une telle fragilité recouvre aussi sans doute la singularité même d’un corpus à l’intersection de la culture littéraire et du désordre du monde.
At the end of the 19th century, the birth of the commercial newspaper contributed to the emergence of a new genre, the reportage, and the development of literary journalism in the Western World. Yet, newspapers in French Canada evolved in a particular context, very different from the more adventurous settings that contributed to reportage’s impressive reputation in North American and French culture. In Quebec, journalists traveled and worked on a vast territory sparsely populated by the French-speaking population. This thesis shed lights on this context and presents the history of literary journalism in the province, from Arthur Buies’s “Deux mille deux cents lieues en chemin de fer” to Gabrielle Roy’s “People of Canada”, including lesser-known works such as Jules Fournier’s pieces on the Franco-Americans and Eva Senécal’s incursion into the lives of log drivers. From the 1870s to the 1940s, the study of reportage reveals a great number of articles, most of them unknown, published in different newspapers. The absence of reportage from the history of literature is at the heart of this thesis. By examining literary journalism in French Canada alongside the most widely used definitions of the “grand reportage” and American literary journalism, this study highlights some of the reasons that account for this absence, suggesting at the same time that the fragility of the corpus also encompasses the uniqueness of this body of work located at the intersection of literary culture and field journalism.

Full textConservation and preservation are concepts that historically involve different ideological relationships with nature. The way in which these concepts evolved over time and influenced the management of one of the first parks in Quebec, the parc des Laurentides (1895), is at the heart of this study in historical geography. In 1981, most of the territory of the park was replaced by a réserve faunique (conservation) and two smaller national parks (preservation), which differ by their degree of tolerance of human intervention. This supposes that these two ideologies coexisted within the parc des Laurentides, despite its status as a “national park”. The parc des Laurentides was a government project with the objective of simplifying its space to better understand, control and enhance it, resulting in different spatial representations. Through the analysis of historical maps and annual reports produced by the various departments responsible for managing the park between 1895-1981, the objective of the study is to identify the main representations that the State had of the natural space of the park, and how they influenced its land use planning. With the passing of the Loi sur les parcs in 1977, the various representations identified could no longer coexist within the parc des Laurentides, as together they implied conservation and preservation measures. In a broader context, the historical geography of the Parc des Laurentides ties together two opposite movements of the nature-culture relationship in Quebec that spanned from the end of the 19th century to the 1970s: from the privatization of public forest lands through the establishment of private hunting and fishing clubs, to the democratization of wilderness that resulted in the establishment of the existing outdoor network that benefits a society in search of wilderness.

Full textAt the beginning of 1990s, to meet objectives of regional development and maximization of the hydroelectric production, the government of Quebec adopted energy policies aiming to retrofit and construct small power stations by independent producers. To ensure their profitability, small power stations must be built close to existent energy transport networks and consumption places. Moreover, they are often located where the rivers are banked or present important falls. These sites are situated near or in the heart of inhabited and attended places, notably for recreotouristic purposes. Furthermore, these falls and landscapes are symbols of identity and have territorial significance for the local communities. This situation inevitably generated river-use conflicts where many perceptions of the management and the development of the rivers are in opposition. To make an in-depth analysis of this problem, we made a case study concerning the Batiscan river (Mauricie), where promoters considered the construction of three small hydroelectric power stations (1987-1990). Using 15 semi-directed talks and through a review of five daily newspapers (1990-2007), we analyzed the speech of the actors, in order to understand the strategic role and the evolution of the territorial representations of those concerned with the projects of small hydroelectric power stations. This study shows that the promoters of the small hydroelectric power stations perceive this type of development of the river as being a type of regional development which would make it possible to generate substantial economic repercussions for host territories. On the other hand, the opponents, gathered within citizen committees to obtain the abandonment of the projects. Their speech conveys the representation that the realization of the hydroelectric power stations on the Batiscan river goes against the concept of common good and would undermine the landscape, the environmental integrity of the river and the recreotouristic development of the area. By a process of collective reappropriation and valorization of the elements of the territory having a strong patrimonial and identity value, those sought to work out and implement alternative projects which would make it possible to counter the projects of small hydroelectric power stations and to guarantee the protection of the inherent characteristics of the river.

Full textChemical and bacteriological contamination of drinking water has been highly publicized through the media and has raised public awareness of drinking water quality in municipal utilities. Online and real-time monitoring of drinking water quality has grown in popularity in the last few years, carving its place in drinking water quality surveillance. This portrait of the use of online monitoring of drinking water quality is based on a survey conducted in all of Quebec municipalities that operate a drinking water utility (810 municipalities). Descriptive analysis of the data has shown that source type and population size as the main factors influencing the use of online monitoring. Multivariate analysis added the use of filtration and disinfection in the water treatment process as main factors of the use of online monitoring. Respondents mentioned early warning capabilities and water baseline creation possibilities as reasons encouraging the use of online monitoring. High cost, low contamination risk and, in some cases, absence of regulation as reasons discouraging the use of these technologies. All of these factors and reasons are influenced by legislation, specifically articles 5, 22 and 22.1 of Province of Quebec’s Drinking Water Quality Regulation (DWQR). The portrait has identified some problems in drinking water quality monitoring and has made possible an evaluation of online monitoring regulations contained in the DWQR.
