Full textIndustrialized societies need to change some practices in order to make an answers to environmental changes. Also, the research aims to develop an appropriate answers to the challenges. The thesis focuses on necessary évolution of practices in landscape planning, and more specially for French Rhine port projects. Territory impacting by the project has the particularity to be both strategic for the economic’s development, and both strategic for the survival of local ecosystems. That’s why is interessed on actors capacities to re-engineer the system of project, be able to open the decision-making system. The hypothèses is that introduce gouvernance practices for environmental project, its a good way to be innovative in the search for solutions. The particulary of research is the approach : the planning project design is considering like a project system. Indeed, project system consists of relations and interrelations between actors. Each agent tries to realese his own benefit : - region's economic development is a goal to the local stakeholders project system ; - protect ecosystems is a goal to environment defenders. In fact, landscape planning is subject to conflicts between stakeholders, result comes from a compromise process. In mind, civil society, through the Community institutions, states, local communities, associations, projects into the defense of its environmental conditions and impact multiple scales. In form, the preservation of the environment resulted in the emergence of new legislative elements essential for the implementation of infrastructure projects. The thesis is built in response to a question from the manager of fluvialnetworks in France (VNF). VNF’s based on the paradox how to both develop alternative transport to the road, and both protect ecosystem river. The terrain of the study is that of port extensions on the Rhine in its French part, especially on alluvial ecosystems presented as the last in Europe. The Rhine is considering as an anthropo-ecological system, he is composed of subsystems, each one communicating and exchanging information only in terms of project. Originality of the research is twice : it considers the project as a system capable of évolution, it explores the relationship between ideals and objectives prebuilt solutions That’s why it proposes to focus the preliminary design stage, as a resource, consisting of Tools, to resolve conflicts between stakeholders and conflicting objectives. Specifically, the thesis was the proposal of a preliminary design process enriched the system development project, which determines the process of adding an additional stage project

Full textIn a context of globalization of exchanges, seaports constitute an essential place of transition for the consummate goods and a centre of nautical leisure activities as reguards pleasure ports. Their activities, in a constant evolution, required considerable efforts of adaptation. The development of environmental laws, considering national, european and international ones, brought new challenges in search of the economic efficiency of seaports, requiring to define new policies of respectful managements of wildelife which surrounds them. Stakes then, will be to ensure their economic development while protecting of the public oder through the environmental protection, without provoking however a distortion of the economic competition. The present study will prove that seaports have a strong interest to enhance the notions of integrated management and will show the existing tools which ports are able to use and will propose new tracks, to aim at considering environmental protection within the framework of the harbour activities

Full textThe Moroccan ports of the Atlantic Ocean and notably those existing on the South of Cape Cantin, where the littoral drift from North to South varies from 250. 000 to 800. 000 m³/year, have important accretion problems. The majority of those structures have been studied on mobile bed physical models and were followed by a study of their sedimentary evolutions, done on location. After having summarized natural geological, meteorological, oceanographical and sedimentological phenomena along the shoreline this thesis paper provides comparations between the model predictions and on-site observations and illustrates the different perturbations that coastal structures can make on littoral sediment equilibrum. The examples show particularly the influence of various types of sedimentary evolutions, suchas : - coastal structures implantation depth ; - formation of sand spit and tombolos - sand accumulation around structures - evolution of bars - sediment transport created by the disposition of certain breakwaters. This paper also provides some solutions that will likely reduce the accretion problems faced and the sedimentological impact of coastal structures on the shoreline

Full textWhile waterways and inland ports have contributed to the development of cities, since 1945 they have respectively known a traffic decrease and a progressive disconnection from the urban area. Actual freight production and distribution use road-only mode, but European, national and metropolitan transport policies encourage more sustainable mode of transport. Although the Ile-de-France region is disadvantaged in terms of infrastructure and maritime ports opportunities facing the countries of Northern Europe, Seine river traffic is growing. A large river metropolis and a set of inland ports may explain this feature. This doctoral thesis aims to identify how river ports have followed a different organization from other European territories, due to the presence of Paris. It is therefore useful to use both statistical analysis of port traffic and interviews with Port Authority and metropolitan actors, to identify contradictions in their expectations and their respective approaches. The results highlight an adaptation of inland port to the needs of the metropolis, through traffic specialization and networking, in order to justify their presence in urban areas. Hence, the Port Authority Ports de Paris has developed a policy planning to ensure urban integration of its inland ports. However, lack of coordination and understanding between Port Authority and urban actors are the main obstacles to the acceptability of inland ports in metropolitan areas

Full textOn July 13th 2001, the city of La Rochelle, involved with Paris in a candidacy for Olympic Games 2008, was seething with excitement. At the head of local population, elected representatives and managers of local yachting activities were waiting for the verdict of the International Olympic Committee, which would turn the small coastal city into a world-class centre of water-based sports. Although Beijing, and later London in 2012 were preferred, the Paris candidacy has awarded La Rochelle an international reputation. This thesis aims to describe how the city, primarily a fishing and trade harbour, hosted a marina in the early 1970’s that eventually became the largest one of the French Atlantic coast, with more than 4800 moorings. Based on theoretical concepts underlying leisure boating activities, a comprehensive study was carried out on documentary data since World War II. Tracing back the history of the local yachting club Société des Régates Rochelaises and the life of renowned sailors shed a new light on the root causes of coastal management in the city. In the early 1960’s, leisure yachting was a fresh boost to declining economic activities. Since then, ambitious projects were planned with the aim of turning La Rochelle into a seaside resort. The race for coastal planning was engaged at the broader scale of the Charente Maritime department, which was almost nicknamed "Leisure coasts". The La Rochelle marina was an important tool of territorial development and a valuable element of the city, but its sprawling growth eventually became a threat to seaside tourism

Full textThis thesis is based on a historical approach. It addresses the process whereby the capital city of Mozambique was shaped and transformed, and analyses the links that appeared during the 19th and 20th centuries between economic change, institutional transformations and the evolution of urban morphology. The location of Lourenço Marques is peripheral in Mozambique. The city is close to the Union of South Africa, and was originally a trading outpost. It later became a feitoria, small town, then a coastal city. The creation of road and, later, of rail networks with the Transvaal in the 19th century meant that Lourenço Marques became the maritime gateway for South African mining products, which explains the city's economic development. During the period in which the city was shaped, its extensions were managed through plans drawn up by engineers and army officials, and, later, by architects who came from Lisbon. It is at this point in time that the city became the capital of the Province of Mozambique. Like many other colonial cities, Lourenço Marques was subject to a wide range of planning experiments (street patterns, subdivisions, zoning) designed in various European countries, including Portugal. During the entire colonial period, Portuguese engineers and architects somehow managed to contain the growth of this European town, by restricting African people's access to it. The fact that a quarter was created near the city centre for the “indigenous population” reflects the fact that colonizers wanted racial separation. When Mozambique became independent in 1975, the Portuguese exodus took place and the city was opened up to African people. This sudden decision generated mass immigration from the countryside and initiated the rapid demographic growth of Lourenço Marques, whose name then became Maputo. The authorities of Mozambique came up with many town planning documents (which were never approved), and found it increasingly difficult to manage the development process – many informal quarters appeared (subdivisions and shanty towns) – and to generate economic activities that would give permanent jobs to the new population

Full textThe objective of this thesis is a geohistorical and geopolitical analysis of the Djibouti port system in the light of the foreign capital inflows and their political, social-economic impacts in the country development. In thus it favours two levels, that of the port (the evolution of port functions) and that of the corridor (Djibouti - Ethiopia). Indeed, Djibouti, a strategic location since the opening of the Suez Canal in 1869, knows a renewed interest since the 2000s. The influx of foreign investments mainly from the emerging powers (Dubai, first of all then China) has transformed the transport infrastructure hence the country. A renewed interest that is not only economic since we witness a proliferation of military bases (American, Japanese, Chinese) that come imposing to the former French base inherited from colonisation shows the strategic role of Djibouti in the monitoring and securing of the maritime route by the major powers.This work is therefore in line with researches on the relationship ports-territories and the question of corridors. This thesis is articulated around three main axes: the circumstances of the development, emergence of the port of Djibouti and its particular relationship to the Ethiopian’s territory. Hence, the adoption, at first, of a geopolitical approach necessary to understand the situation of Djibouti, the circumstances of the founding of the city and the territory, and the role of the port. It analyses then the evolution and the dependence of port functions on the geopolitical situation in the face of various regional and global historical crises (statutory evolution of Eritrea, closure of the Suez Canal, regional conflicts) in order to show the link between port traffic(succession of growth and decay phases) and these events. The evolution of the port of Djibouti shows, on the one hand, a link of interdependence between the coastline and its continental hinterland, and on the other hand, a dependence of vicissitudes and geopolitical hazards but also external public actors or private. Finally, the interaction between the territory and the space traversed is also the subject of this study through the territorial dimension of the Djibouti-Ethiopia corridor. Therefore, it questions then the socio-economic and environmental impacts of the activities along the corridor but also their influence on the urban morphology of the capital, through the example of the peri-urban area of PK12

Full textIn the past shelters for ships in iniquity, harbours true port places consisting of industrialo-port zones became. Doors were opened on the world, harbours are in the middle of the trades of States and constitute a not negligible trump in the foreign trade of these. Different laws and port reforms led the French legislator and the port actors to refocus the missions of each within the port place so that our harbours achieve the challenge of the competition imposed by our neighbours of the Benelux notably, and also answer the environmental pressures which Europe imposes on harbours. In France, harbours always have were considered to be utility with a duality which was translated by an administrative service for regalian missions and an industrial and commercial service for the more commercial missions. The French vision of the port public service appears since then outdated and France owes adapt to a harmonization of the management of its harbours in European norms. The reform of 2008 transferred tools to private firms, allowing the harbours to reorganize itself around development and management. It is necessary to consider the harbour as in the center of the chain of the commercial transport and an integrated management of these last appears necessary, implicating a development of our harbours side earths up, with of the Earth, fluvial and rail services which will be an answer to competition. The multimodality of harours is a working which France must set up and is under way of building, with a catch in count of environmentin the middle of every plan. France disposes big facede coastal region here not much or badly exploited. Port policy begins becoming one of the preferences of the national leaders and will allow in France of (re)to find itsmaritime vocation which for the time being too much for a long time ignored

Full textThe establishment of policies to “reconquer” the edges of water, marked today the new craze of the Rhenish Europe for its river. Cities as Basel, Strasbourg… etc… are rediscovering the Rhine and its shores which they had denied the whole urban quality, to make it now, a major asset in their development policy and their overall development. The many examples of the current revaluation raise the question of the existence of a common model concerning the development of the shores and the fronts of water. Our study is part of a comparative perspective on a European scale. From this point, we have evaluated the process of return to the river through the landscape. The recourse to various axes of analysis aimed to determine the integration level of the river in the structure of the cities studied. The look, on many recent regional projects, relating to the Rhine and the participants’ collection of stories have enabled us to articulate the different representations of the river in order to get a more complete vision about. This study takes us on the traces of a cultural history which evaluates the importance of political, economic and social factors in relation to the river

Full textBy the 1920’s Brittany, and especially Finistère, had grown to become an important hub for maritime imports and a significant market for Algerian wine. After WWII, the shift operated from transporting wine in barrels to bulk shipping in tanker ships upsets the transport and distribution environment. Wine is now transported in wine tankers, pumped ashore to modern port wineries and delivered by truck. This evolution announces the development of transport and distribution as a supply chain. It causes a reshuffling in the maritime pecking order and allows new players to enter the Algerian wine import business. The research is based on the exploitation of original archives, those kept by Hervé Nader who founded an Algerian wine import business at the Port du Corniguel in Quimper along with a company dedicated to the export of Breton goods to North Africa. He also founds a shipping company and operates three tanker ships. In the early 1960’s, Quimper becomes the first port of entry of Algerian wine in Brittany and one of the most important on the Atlantic coast. After Algeria gained its independence, his activities develop over the entire Mediterranean basin until the sale of the company in 1973. Nader’s archives include his commercial correspondance, documents pertaining to the operation of the ships (log books, load manifests), but also private correspondance and letters of a more political nature. These archives have allowed to study the career path of an entrepreneur and the development of his business in a context of economic change and the rise of a Breton industrial model characterized by the role of family-run small businesses and the early developments of agribusiness in local productive systems. This research also offers historical perspective on the evolution merchant shipping as wells the political and symbolical aspects associated with Algerian wine
