Abstract:
In April 1938 New York's first constitutional convention since 1915 convened in Albany. When it adjourned in late August, one of the amendments slated for a referendum that fall was an “anti-bureaucracy clause,” a provision that would greatly increase the New York courts' oversight of the state's agencies. Although voters rejected it, contemporaries saw the anti-bureaucracy clause as a harbinger of a national campaign against the New Deal. In September 1938 Charles Wyzanski, a former member of the Solicitor General's office, warned Attorney General Homer Cummings that the anti-bureaucracy clause was “the advance signal of an approaching partisan attack on a national scale.” Wyzanski was right: in early 1939 a bill endorsed by the American Bar Association's House of Delegates was introduced in Congress by Representative Francis Walter and Senator Marvel Mills Logan. Just as the New York provision “would have almost certainly destroyed the effectiveness of the state administrative agencies,” the New Dealer Abe Feller warned Cummings's successor, so would the Walter-Logan bill hamstring the federal government. When President Franklin Roosevelt vetoed the bill in December 1940, he declared it part of a national campaign that had begun with the anti-bureaucracy clause.

Abstract:
This study aims to provide essential information to improve the organizational system of the Korean Medical Association (KMA) by reviewing the organizational structure and decision making process of the American Medical Association (AMA). This study investigated the composition and the roles and responsibilities of the AMA—the House of Delegates, the Board of Trustees, Councils, and Sections. It also reviewed the duties and privileges of the AMA officers. The AMA establishes policies through meetings with delegates who represent the diverse characteristics of its members through the House of Delegates. In addition, Council experts from various fields under the Board of Trustees create policy alternatives. These are aggregated into the AMA policy. To recognize the KMA as the best group of medical professionals, both the organizational structure and the decision-making process of the KMA must be established in order to maintain a consistent policy.

Abstract:
A historical overview is presented of instrumentation control and automation as applied in US wastewater treatment plants. A description is given how computer equipment has progressed through direct digital control, distributed control, programmable logic controllers, to the use of personal computers along with PLC's or I/O boards in minimum systems. Software developments have brought systems analysis, expert systems, fuzzy logic control, and artificial neural network control. An instrumentation test house has been organized in the US to improve the odds of purchasing reliable instruments. Technical Conferences on ICA are presented regularly by the American Water Works Association and the Water Environment Association. There is still need for designers to consider a complete system that includes a data base for automatic preparation of reports on the plant for use at other levels as was called for by delegates to the early workshops.

Abstract:
Just as physicians can object to providing services due to their ethical and/or religious beliefs, medical students can have conscience-based objections to participating in educational activities. In 1996, the Medical Student Section of the American Medical Association (AMA) introduced a resolution calling on the AMA to adopt a policy in support of exemptions for students with ethical or religious objections. In that report, students identified abortion, sterilization, and procedures performed on animals as examples of activities that might prompt requests for conscience-based exemptions (CBEs). In response to the student initiative, the Council on Medical Education recommended the adoption of seven “principles to guide exemption of medical students from activities based on conscience.” The House of Delegates adopted these principles in their entirety.
