Abstract:
This qualitative study described and examined the characteristics, components and theoretical design of the Student African-American Brother (SAAB). The SAAB is a national program that seeks to increase the academic and social integration of African-American males in higher education to increase their potential to graduate with an undergraduate degree. The SAAB's academic and social integration strategies were compared to Bean and Bennett's conceptual model of black student attrition to determine the congruency between the organization's strategies and the theoretical framework. The methodology was case study. Thirty semi-structured interviews were held with past and current members of the organization to gain a broader knowledge of the SAAB strategies and interventions used to promote their academic and social integration. The research revealed the SAAB applies a three dimensional approach which consists of providing a supportive environment, supporting academic goals, and encouraging campus and community involvement. This approach increases the students' understanding of the organization and structure of the higher education setting to yield successful matriculation through a four year college or university.

Abstract:
This study uses mixed methods to examine the experiences of African American women in doctoral programs. 102 African American women completed an on-line survey, and twenty women participated in one-on-one interviews. As an African American female, the researcher is interested in comparing the experiences of African American women: critiquing, analyzing and interpreting similarities and points of divergence in their experiences, and articulating stories of triumph and struggle, using a narrative style. This study confirms that Black women have experienced success in doctoral programs. Some of the participants had meaningful and supportive mentors. They have had limited exposure to Black faculty and/or scholarship. The participants in this study illuminate the dynamics inherent in their relationships with their dissertation committee members, particularly the chairs of their respective committees. In addition, this study explores the discordant relationship between Black female graduate students and Black female dissertation committee members. A majority of the participants were unfamiliar with the term Afrocentricity. They did not fathom that Afrocentricity could be used as a methodological or theoretical framework. All the participants exhibited at least one tenet of Afrocentricity. They are testimonies of the veracity of the Sankofian principles of looking back, reclaiming, and retelling their collective stories. These stories serve as inspiration for some and models of commitment for others.

Abstract:
Willard Libby's development of carbon-14 dating at the University of Chicago immediately following World War II provided an unprecedented opportunity for the collaboration of archaeologists with a physical chemist. Libby's need for archaeological samples to test the dating process (1947-1951) meant that he relied upon the Committee on Radioactive Carbon 14, formed by the American Anthropological Association, for datable materials, as well as for assistance in all other archaeologically related aspects of the testing phase. The committee, under the leadership of archaeologist Frederick Johnson, served the mandated function of providing assistance to Libby, but simultaneously endeavored to utilize the new dating method to promote the development of the authority of anthropological professional organizations and further establish Americanist archaeology in a national and global context. Johnson's and the committee's approach to collaboration was informed by an understanding of opportunities provided by the postwar restructuring of the sciences. The purpose of the present study is to provide a history of the Committee on Radioactive Carbon 14 (1948-1952) as well as a to provide the context necessary to describe the bureaucratic and scientific goals of the committee. Frederick Johnson's career, and the manner in which it reflected general trends in twentieth century American anthropology, is discussed in detail, and utilized to present an explanation of his actions as committee chair. Willard Libby's development of carbon-14 dating is also discussed in detail, particularly in regard to his request for assistance from the archaeological community and subsequent collaborative work. The undeniable influence of carbon-14 dating on archaeological practice worldwide, and Libby's acceptance of the Nobel Prize in Chemistry (1960) for his development of the dating method, has provided reason enough for a plethora of articles and book length studies regarding carbon-14 dating. Yet, little has been written about the Committee on Radioactive Carbon 14 and its place in an analysis of the bureaucratic and collaborative science of the American mid-century. It is for this reason that the present study was undertaken.

This paper documents the underlying support many left-leaning Quakers had for the Bolshevik Revolution, displayed through the relief operations of the American Friends Service Committee in Russia from 1919-1931. While the Friends have carried out relief efforts in many areas of the world in their spirit of Christian fellowship, there was added excitement for the work in Russia due to the Bolsheviks' goals of social justice. Therefore, much of why the Friends went, why they stayed so long, and how they were able to achieve so much was due to the influence of communist sympathies in and around Quaker circles. The mission achieved a special place in the minds of many AFSC workers and officials because of these communist sympathies, which eventually blinded many Quakers to the atrocities of the Russian Revolution and the nature of the emerging Soviet regime.

Abstract:
The discussion on the extent to which audit committees perform the oversight function of financial governance is important. This is particularly so in the Eastern Cape where the implementation of the Public Finance Management Act (PFMA) of 1999 has not significantly improved financial management. The deteriorating financial management environment of provincial departments impacts negatively on service delivery and is therefore a matter of great concern to the political administrators at both national and provincial levels. The objective of this study is to determine how effective audit committees are in Eastern Cape provincial departments and how this translates into good financial governance and, ultimately, improved service delivery. To achieve this objective, a literature review of the link between audit committee effectiveness, accountability and corporate governance in the public sector was conducted. It was found that audit committees in the public sector have similar responsibilities to that of the private sector and lack of accountability in the public sector impacts negatively on service delivery. A second literature review was conducted to highlight the current state of public financial management in South Africa and how this has had an impact on financial management in Eastern Cape provincial departments. A qualitative research methodology was applied because the researcher is of the opinion that the research question asked is more interpretive than predictive. An interview survey was conducted in which senior management officials were selected from provincial departments and interviewed using semi-structured questions. The research study concluded, that provincial departments in the Eastern Cape have all established audit committees in line with the Public Finance Management Act (PFMA) National Treasury regulations. These committees are however ineffective. Ineffectiveness is as a result of, among other factors, lack of stability in accounting officer and chief financial officer positions. Secondly, senior management have not been made to account for the persistent negative audit outcomes in their departments. The research recommends that the political leadership of the province should ensure stability in leadership, particularly in the position of accounting officer and the chief financial officer.

Abstract:
With the growth experienced in the Building Industry, it is increasingly important to have a contract document that can be used on projects that is reasonably acceptable to all parties concerned. The objective of the research was to determine the effectiveness of the Joint Building Contracts Committee Series 2000 Principal Building Agreement (JBCC 2000 PBA)(Edition 4.1, March 2005) currently used in the Building Industry. The literature reviewed and results of quantitative research amongst contractors formed the basis of this study. The study revealed that the JBCC 2000 PBA is the most favourable contract document used by contractors in the Building Industry. With the inclusion of a range of construction guarantee alternatives in the contract document in lieu of the retention clause, more than half of the respondents have indicated that they are in favour of a retention clause to be included in the contract document as an alternative security option. The study also showed that there are still areas of concern with regards to the difficulty in interpreting and implementing numerous clauses of the document and that amendments were made to the document without legal advice, resulting in disputes. The research further also revealed that developing building contractors experience difficulties in general where the JBCC 2000 PBA is used as contract document on projects. There also seems to be no balance of risk between the employer and contractor in most cases where this contract document is used. The research concluded with proposals on revisions to some clauses to ensure a better contract document that will be acceptable to all contractors in the Building Industry and ultimately to be an internationally acceptable document.

Abstract:
Subject Matter: The dissertation gives an account of the history of the National Committee for Liberation (NCL), an anti-apartheid sabotage organisation that existed between 1960 and 1964. The study is aimed both at narrating its growth and development in the context of South Africa in the 1950s and 1960s, and explaining its strategic and political choices. In particular, the reasons for its isolation from the broader muggle against Apartheid and its inability to transcend this isolation are investigated. Sources: Discussion of the context of the NCL's development depended on secondary historical works by scholars such as Tom Lodge, Paul Rich, C.J. Driver and Janet Robertson as well as archival sources. The analysis of liberal discourse in the 1950s and 1960s also drew heavily on primary sources such as the liberal journals Contact, Africa South and The New African. Secondary sources were also used for the discussion of the NCL's strategy in the context of the development of a theory of revolutionary guerrilla warfare after the Second World War: here the work of Robert Taber, John Bowyer Bell, Kenneth Grundy and Edward Feit was central. The history of the NCL itself was reconstructed from trial records, newspapers and personal interviews. Archival sources such as The Karis-Carter collection, the Hoover Institute microfilm collection of South African political documents, the Paton Papers, the Ernie Wentzel papers were also extensively used. Methodology: The discussion of the discourse of liberal NCL members depended on a post-structuralist theory of subjectivity. The conceptual underpinnings of the thesis were provided by on the work of Jacques Lacan, Louis Althusser, Michel Pecheux, Ernesto Laclau, Chantal Mouffe and Slavoj Zizek. Pechcux's elaboration of the Althusserian concept of interpellation formed the basis of a discourse analysis of NCL texts. In the interviews, some use was also made of techniques of ethnographic interviewing developed by qualitative sociologists such as James Spradley. Conclusions: The analysis focused on the way NCL discourse constructed NCL members as "ordinary persons", a subject-position which implied a radical opposition between political struggle and ideological commitment. The NCL's strategic difficulties were related to the contradictions this discourse, related to metropolitan political traditions that valorised civil society, manifested in the context of post-Sharpeville South Africa. These contradictions were explored in terms of the Lacanian notion of the "ideological fantasy". The dissertation thus closes with a consideration, both of the importance of the ideological traditions identified in the analysis of NCL discourse, and the methodological importance of non-reductive conceptualisations of political identity and ideology.

Since its inception in 1861 when the first public accounts committee was established in the United Kingdom, this oversight mechanism has developed into a model for non-executive financial oversight and accountability at the national and provincial levels of government throughout the Commonwealth and beyond. A few municipalities in South Africa have also established public accounts committees, but they are a few isolated cases. The hesitance on the part of South African municipalities to establish a good governance mechanism with a proven track record is a cause of concern, especially in view of the poor financial management that prevails throughout the local sphere of government. In this case study of the public accounts committee established in the City of Cape Town in 2006, the researcher explores the feasibility of the implementation of the public accounts committee model within the local government sphere in South Africa. Twenty internationally recognised public accounts committee practices were identified and used to probe the selected case to gain in-depth knowledge of the extent to which the committee adheres to these recognised practices. Where the committee deviated from accepted practices, the reasons for the deviation and its impact on the effectiveness of the committee were analysed. Finally, the key lessons learnt from the experience of the public accounts committee in the City of Cape Town are used in order to make two sets of recommendations: Firstly, recommendations on how the public accounts committee of the City of Cape Town can become more effective than it currently is – recommendations which are also relevant to any municipality wishing to establish a public accounts committee. The second set of recommendations is addressed to the national authorities in charge of finance and local government, as the challenge of establishing improved governance systems in local government is of national importance, and it is within the power of these authorities to remove a few key obstacles in the way of establishing municipal public accounts committees.

Abstract:
This study investigated the role of ward committees in enhancing service delivery through public participation with reference to the Buffalo City Metropolitan Municipality in the Province of the Eastern Cape in South Africa. This study provided a motivation for the study to be undertaken, problem statement, objectives of the study, hypothesis, research design and methodology, ethical considerations, delimitation of the study and the overview of chapters. The Constitution of the Republic of South African of 1996 provides for the creation of three spheres of government, namely, the national sphere, the provincial sphere and the local government sphere. These spheres are interdependent from each other. Local government is one of the spheres of government created to bring government closer to the people, as well as giving communities a sense of involvement in the political and governance processes that control their daily lives. The need for effective democratic local government as a vehicle for development and national integration is imperative (Reddy, 1996:3). Municipalities are established in terms of section 12 of the Municipal Structures Act 117 of 1998, wherein Members of Executive Councils (MEC‟s) may establish a municipal area which the Demarcation Board demarcates in the province in terms of the Municipal Demarcation Act 27 of 1998.

In an attempt to address the challenges of audit queries in a sustainable way and improve service delivery. Municipality should deal with causes of disclaimer and adverse opinion which are reflected on their audit report. This study focuses on the role of the Municipal Public Accounts Committee in the financial management of the Intsika Yethu Local Municipality. Challenges facing the Municipal Public Accounts Committee include lack of capacity, lack of co-operation from municipal departments and lack of knowledge and skill in municipal management. This study investigated the role of the Municipal Public Accounts Committee in the financial management of the Intsika Yethu Local Municipality. Particular attention was paid to the various roles played by the Municipal Public Accounts Committee making a contribution towards improving municipal financial management.

This work has as its theme the influence of The American Israel Public Affairs Committee AIPAC in the foreign policy of the United States US. Firstly it was systematized a state of the art on the subject based on two main lines of thought: one of John Mearsheimer and Stephen walt and another of Noam Chomsky Gilbert Achcar and Norman Finkelstein. While those ones highlight the power of the so called Pro-Israel lobby - from which AIPAC is the most structured and renowned organization - in US politics those second ones point out that the helm of US foreign policy toward Israel is its own national interest not the Lobby. Secondly it was aimed a historical survey about AIPAC and an analysis of its structure and its procedures. It was founded then that AIPAC - as a lobbying organization an interest group - according to the law cannot make financial contributions directly to politicians. It was founded however that this practice may occur indirectly through at least two ways: through its own members contributing individually and/or by Political Action Committees PACs - institutions created specifically to this end of raising funds to political campaigns in order to elect and defeat candidates or even to influence those who are already in the Government. And thirdly it was sought to synthesize the state of the art to the historical and structural study on AIPAC. Based on the dialogue of the two main theoretical visions worked - under a optic of complementarity rather than of exclusion - alongside with an examination of AIPAC s action in history this study led us to infer that AIPAC which was founded in 1959 in the Cold War context remains being influential in US politics even with the change in the international system at the end of the Cold War.
O presente trabalho tem como tema a influencia do American Israel Public Affairs Committee (AIPAC) na politica externa dos Estados Unidos da América (EUA). Primeiro, sistematizou- se um estado da arte sobre o tema a partir de duas linhas de pensamento principais: uma de John Mearsheimer e Stephen Walt; e outra, de Noam Chomsky, Gilbert Achcar e Norman Finkelstein. Enquanto aqueles primeiros ressaltam o poder do chamado lobby pró-Israel - do qual o AIPAC e a organização mais estruturada e renomada - na politica dos EUA, estes salientam que o leme da politica externa estadunidense para com Israel e seu próprio interesse nacional, e não o lobby. Segundo, visou-se a um levantamento histórico sobre o AIPAC e a uma analise de sua estrutura e de seu modo de atuação. Constatou-se, então, que o AIPAC - como uma organização de lobby, um grupo de interesse -, de acordo com a lei, não pode enviar contribuições financeiras diretamente aos políticos. Apurou-se, no entanto, que essa prática pode ocorrer de maneira indireta, por meio de, pelo menos, duas maneiras: através de seus próprios membros contribuindo individualmente; e/ou por via dos Political Action Committees (PACs) - instituições criadas especificamente para esse fim de levantar fundos para as campanhas politicas no intuito de eleger e derrotar candidatos, ou ate mesmo influenciar os que já estão no governo. E, terceiro, buscou-se sintetizar o estado da arte ao estudo histórico e estrutural sobre o AIPAC. Com base no diálogo entre as duas principais visões teóricas trabalhadas - sob uma ótica de complementaridade ao invés de exclusão -, ao lado do exame da ação do AIPAC na história, esse estudo nos levou a inferir que o AIPAC, fundado em 1959, no contexto da Guerra Fria, continua influente na politica dos EUA, mesmo com a mudança no sistema internacional ao final da Guerra Fria

The purpose of this study was to investigate community development through the ward committee structures in the Northern Areas of the Nelson Mandela Bay Municipality. Community development through the ward committees is the key principle in the democratisation process, as well as the promotion of good governance. Community development is an opportunity for both local government and the community to strengthen the democracy that is being enjoyed; and simultaneously to promote accountability. In terms of the Local Government: Municipal Systems, 2000 (Act 32 of 2000), the role of local communities in the particular interests of their municipality must take place, among other things, by the ward councillor – as well as all other suitable procedures, mechanisms and processes set up by the municipality. Ward committees have the power to advise the ward councillor; and as municipal structures, they must ensure that there is always community participation in the sphere of local government. Community participation gives communities the opportunities to express their views, as well as giving them a sense of ownership. The objectives of the study were: - To determine the roles and responsibilities of the ward councillors in terms of the new developmental mandate (the need to encourage the involvement of communities and organisations in local government matters). - To investigate the relations between ward councillors and their ward committees, and between the offices of ward councillors and the general public. - To examine the extent to which ward councillors in the northern areas of the Nelson Mandela Bay Municipality understand the policy and administrative procedures and processes in the municipality, when addressing issues that affect the community. In order to achieve these objectives, it was necessary to review literature on community participation. An empirical search was conducted in wards 10 and 11 in the Northern Areas of Nelson Mandela Bay Municipality. Recommendations were provided which could assist the municipality to effectively make use of the ward committees and the ward councillors. If implemented, these recommendations could also enhance community development through the ward committee structures. Thus, the relationship between the ward committees and the ward councillor should be harmonious; and subsequently, they should also strengthen trust between them. Then the flow of communication will improve.

This dissertation interrogates the representation of Africa as rising by examining the conditions that have led to the shift from an Afro pessimistic discourse to a more propulsive one. To do so, it examines how “Africa Rising” functions as a discourse articulated through transnational news networks, global financial, development, business organizations and Afrocentric digital platforms. It analyzes the recurring tropes, symbols and language used to signify the notion of “rising”, how various social actors are involved in the articulation of this discourse, the countries on the continent labelled as “rising”, which ones are not and why? It examines the conditions that have enabled the emergence of this discourse, and how they relate to other discourses. It examines the role of Afropolitans on the continent and the diaspora in the production and dissemination of this discourse through emerging Afrocentric digital platforms. Finally, it analyzes the tensions, contradictions and absences within this discourse and its implications for African countries. To address these questions, the rising discourse is theoretically contextualized within neoliberal globalization and development discourses, South-South relations, Postcolonial, journalism, digital media, and identity frameworks, to reveal the nuanced way that it articulates various ideological assumptions and the intersectional dimensions of race, gender and class in the production of the continent. Methodologically, this project applies a multi-sited critical discourse analysis, to a variety of news media texts from Anglo-American media, Afrocentric digital platforms and institutional reports. It also examines how various institutions deploy the notion of “Africa Rising.” Finally, this study includes interviews with content producers of Afrocentric digital platforms, to understand if and how they engage and situate their work within the “Africa Rising” discourse. This dissertation reveals that the Africa Rising discourse contradicts itself as it homogenizes the continent whilst pushing a neoliberal agenda that excludes countries within the continent that fail to adopt this agenda. It also reveals the tensions of neoliberalism on the continent, as countries with various profiles and histories struggle to adopt these policies. It reveals how various global social actors continue to influence affairs within the continent. Finally, it reveals the role that Afrocentric digital platforms are influencing perceptions about the African continent and how these platforms are intertwined with the neoliberal agenda.

This guided research report presents the findings of a study on how conservancies perceive the impact of the ward committee on their participation. The research was conducted with the objective of gaining insight into participation in sustainable development in Ward 5 in Knysna Municipality. The study was qualitative and involved a mix of methods including interviews, a survey and documentary review. The analysis shows that the impact of the ward committee on participation is indirect, in that there is a rigid approach to participation by the municipality which focusses only on participation through the ward committees. A change in paradigm that will extend the participation space and accommodate changing media in communication is recommended. The research results will be shared with all the stakeholders in this particular participation relationship, with the view to enhancing participation in sustainable development issues in the ward.

The United States Centennial was a pivotal event to celebrate the founding of the American nation. People came together to show the unity and progress of the United States, specifically after the division of the Civil War. As the industrial revolution took off in earnest, Americans were keen to show the world that they were united and taking the lead in industrial change. Further, to show that the United States was a force in the world, other nations were invited to participate by displaying their culture at the event. The Women’s Centennial Executive Committee (WCEC) became part of the effort to raise funds early on in the process. A group of thirteen women joined together with Benjamin Franklin’s great-granddaughter selected as their president and they set forth to raise funds and gain publicity for a “Woman’s Section” in the main building. When that prospect was denied them, the women then began to again raise monies, but this time for their own Women’s Pavilion. Determined not to be cut out of the exhibition, the women labored tirelessly to make their ideas reality. To raise funds and to draw attention to women’s contributions to society, the women drew upon the females of the founding generation to gain legitimacy in their efforts as women active in the civic sector. Harkening back to the American Revolution, the WCEC inserted women as active participants in the founding of the nation and they used images of Martha Washington and Sarah Franklin Bache to raise funds and bolster their cause. Women, who had sacrificed as men had for the birth of the nation, were noble members of the republic; in presenting women’s labors and inventions in 1876, the WCEC was making the point that women’s lives and contributions in nineteenth century America were as vital and necessary as they had been in the eighteenth century. The rewriting of the narrative of the American Revolution enabled the WCEC to celebrate women’s accomplishments in the most public manner and to herald their achievement in both domestic production as well as in terms of education and employment. The women of 1876 formed a continuous line backwards to the Revolution, and they showed the world that American women had always been a vital part of the country and that, if afforded their rights, they would continue to do so into the future.

This thesis examines the relationship between segregationist organisations, publications and individuals in the United States and their pro-apartheid counterparts in southern Africa. It uncovers a sustained and extensive foreign policy of segregationists that has hitherto been overlooked and a relationship between the countries that goes beyond existing analyses of Cold War cooperation or comparative studies of the countries' racial systems. When the civil rights movement began, steadfast segregationists in the American South looked further afield for support, inspiration and ideological affirmation of their belief in white supremacy. They found this in South Africa and its apartheid policies as well as in other right-wing organisations and individuals outside the American South. Through the archives of segregationist organisations, civil rights organisations, anti-communist groups, individuals, governmental records and newspapers, this thesis charts the journey southern segregationists took from the creation of massive resistance in 1954 – a movement focused on regional problems – to a dramatically less isolationist standpoint one decade later. By 1965, white southern Africa had really captured the imagination of segregationists, alliances had been forged and when massive resistance failed, segregationists did not retreat from their international agenda. Although South Africa was a focal point of segregationists' attention during massive resistance, they also became committed to white rule in Rhodesia after 1965. This thesis examines the groups across America that supported the isolated bastions of white supremacy in southern Africa and demonstrates that the Cold War alliance between U.S. and southern African governments inadvertently helped to maintain and conceal the racism that drove segregationists to form fruitful links in southern Africa. The tangible and ideological links segregationists made abroad internationalised a concept of white supremacy in which race trumped nationality. This global white supremacy has endured and reveals that segregationists were not insignificant reactionaries with a short lived movement but people who affected race relations in the long term.

The main objective of this thesis is to investigate corporate governance practices in South Africa listed companies. Specifically, the thesis strives to achieve the following objectives. First, it investigates the extent of compliance with the best corporate governance practices as recommended by the King Committee on Corporate Governance prior to and post 2002 in order to understand whether there is improvement in corporate practices. Second the thesis investigates whether compliance with the best corporate governance practices are related to ethnicity of board structures (in particular Board Chairman, Board Dominance and Chief Executive Officer/Managing Director) and other factors such as company characteristics, market and performance related variables. Third it investigates the views/opinions of key stakeholders [e.g. regulators, King Code Commissioners, companies and institutional investors] regarding the state of corporate governance in SA and its influence in the Southern African Development Community (SADC) region. The findings from regression results indicate that compliance with the King Code increased substantially between 2002 and 2008. The results also indicate that compliance is high for accounting and auditing and boards and directors issues and lowest for integrated sustainability reporting issues. The findings also indicate that ethnicity influences corporate compliance with best practice governance principles such as the King Code, as per prediction. Compliance was also found to be high for large firms, firms with multiple listings in other stock exchanges and firms audited by Big 4 audit firms. Finally, the findings from the views of key stakeholders indicate that the Code has indeed improved corporate governance standards in South Africa, is suitable for the country because of its consideration of local circumstances and influences corporate practice in the SADC region.

This study lays bare the inconsistencies in the United States of America’s Foreign Policy, and how it contributed to the longevity of apartheid in South Africa. Michael Mandelbaum opined that America’s foreign policy post-Cold War era drifted from containment to transformation.1 America became involved with transferring their democracy and constitutional order to the countries they entangled with in running those countries’ internal governance. Instead of war, America preached and practiced proper, organized governance. Thus, America’s foreign policy to Europe and Asia post-Cold War was all about democracy and protection of fundamental human rights. However, the role of America’s Foreign Policy in Africa took a turn in Africa, with Congo in 1960, Ghana in 1966 and Nigeria with their successive military regimes. This study intends to make sense of it all.

Postcolonial theory has been critiqued for essentializing the North and being too theoretical. Yet it has also been described as essential for the ongoing decolonization of our world. Scholars in a range of disciplines have therefore suggested the need to 'examine specific practices and devises in particular times and places' in order to expose and challenge the ways that certain forms of discourse function to maintain imperialist interests and misrepresentations of Africa in the 'West.' To these ends, this study looks at the construction of early European/American travelers' tales and the experience of study abroad in South Africa as two particular practices that are relevant to the concerns of postcolonialism. While much has been written about each of these phenomena on their own, little has been done to bring them into a conversation with each other. To fill this gap, this dissertation draws on narrative analysis, symbolic convergence theory, discourse analysis and postcolonial theory to explore the dominant narratives that emerge in the pre-trip, embodied trip and post-trip tellings of both types of tales. In order to discover the meaning-making processes of these narratives, qualitative methods were used. Firstly, an extensive literature review was undertaken of early travelers' tales (written between 1600 and 1900), images of Africa in the United States, travel and tourism theory and study abroad literature. Eight focus groups and six one-on-one interviews were then conducted with a total of 36 American students, who were either directly enrolled at the University of Cape Town or participants in the School for International Training (SIT) in Cape Town. These interviews were then followed up with email correspondence once the students had returned home. This study found that while study abroad narratives have enormous potential to challenge the negative and inaccurate stereotypes about Africa in the United States, many strains still exist that mirror the rhetoric of early travelers' tales and promote notions of Africa as 'wild', 'dangerous' and 'underdeveloped' and South Africa as the 'light' version of Africa. However, in contrast to the writers of early travelers' tales, the students who participated in this study demonstrated many more instances of critical self-reflection and desire for change.

The Greater than Class C (GTCC) Environmental Impact Statement (EIS) evaluated the potential impacts from the construction and operation of a new facility or facilities, or use of an existing facility, employing various disposal methods (geologic repository, intermediate depth borehole, enhanced near surface trench, and above grade vault) at six federal sites and generic commercial locations. For three of the locations being considered as possible locations, consulting tribes were brought in to comment on their perceptions on how GTCC low level radioactive waste would affect Native American resources (land, water, air, plants, animals, archaeology, etc.) short and long term. The consulting tribes produced essays that were incorporated into the EIS and these essays are in turn included in this collection. This essay was produced by the Consolidated Group of Tribes and Organizations (CGTO) for the Nevada Test Site. The CGTO is a pan-Indian organization representing 17 tribes from California, Nevada, Utah and Arizona.

The South African Schools Act (Act 84 of 1996) stipulates that the State must fund all the public schools from the public revenue on an equitable basis. Each school should elect a School Governing Body (SGB) whose primary function is to manage school finances. The principal of the school, who is also a member of the SGB, is the accounting officer. The SGB has to elect the finance committee which should run the school’s finances and, in turn elects the procurement committee - a sub-committee of the finance committee. In terms of the South African Schools Act, (Act 84 of 1998, as amended) there are two categories of public schools which may be created in South Africa. One category is based on Section 20 of the South Africa Schools Act with stipulated functions applicable to all public schools, while the other category is based on Section 21 of the Act which includes added stipulated functions above those applicable to all public schools. The study investigated the factors affecting the performance of procurement committees in schools. Among others, the study found that more formal training on financial management was necessary in schools in order to empower the procurement committees. Abstract:
The South African local sphere of government has been mandated to provide a developmental and accountable local government and to ensure provision of services to communities in a sustainable manner. As a key developmental agent, local government is obliged by the Constitution of the Republic of South Africa 1996 to develop a culture of municipal governance that encourage and create conditions for the local community to participate in the affairs of the municipality. In this regard, ward committees have been introduced to municipalities as community structures to play a critical role in linking and informing the municipalities about the needs, aspirations and problems of their communities. In adherence to national legislation, such as the Local Government: Municipal Structures Act 117 (Act117 of 1998) and the Local Government: Municipal Systems Act 2000 (Act 32 of 2000) Nkonkobe Local Municipality established advisory structures in the form of ward committees throughout its area of jurisdiction to advise the municipal council on any matter within the council’s competence. As a representative structure of the community the ward committee is expected to serve as a link between the council and the community and for this purpose articulates community needs and aspirations to better the living standards of the community. Despite the stated objectives of ward committees, the Middledrift area has been identified by Nkonkobe Local Municipality IDP: 2007-2012 as the poorest area in Nkonkobe municipality with backlogs in infrastructure and service delivery. This study evaluates the extent at which the Middledrift ward committee (Ward 16) is enhancing service delivery in its area of jurisdiction.

Abstract:
In South African company law, shareholders remain to be the only stakeholders to hold a privileged position in the governance of companies because they are the exclusive beneficiaries of the director's fiduciary duties. However, the requirement for certain companies to appoint a Social and Ethics Committee in terms of section 72(4) of the Companies Act 71 of 2008 read with Regulation 43 of the Companies Regulations, 2011, arguably disrupts the traditional focus on exclusive shareholder protection by purporting to offer non-shareholder constituencies' legal recognition. These provisions require certain companies to report on how the operations of a company impact a broad range of non-shareholder constituencies including employees, the environment, consumers, suppliers, and communities. In this regard, the committee presents as an ideal conduit through which it can sensitize the board of directors of companies to issues of national priority in South Africa such as job creation, adequate housing, anti-corruption, climate change, and access to health care. However, the ability of the committee to deliver on its mandate and to address the concomitant issues of national priority is curtailed by a plethora of shortcomings and ambiguities. The Companies Act and Regulations contain many contradictions as they refer to generic terms of reference regarding the committee's role and they do not provide clarity regarding its powers, functions, objectives, and purpose. Furthermore, there is much uncertainty regarding the committee's appointment by either the board of directors or the shareholders of the company. This dissertation examines the philosophical foundation of the committee to determine whether it is conducive for protecting non-shareholder constituencies. The main objective of this dissertation is to examine the committee's legal status and structure. This will entail an analysis of its duties, capacities, and incapacities to determine whether section 72(4) of the Companies Act read with Regulation 43 of the Companies Regulations is a viable mechanism that can be enforced to protect non-shareholder constituencies. This analysis is also conducted to identify gaps in the committee's statutory formulation to develop and recommend a tailormade stakeholder protection model for South Africa. Furthermore, a comparative overview of stakeholder protection in the United States and the United Kingdom is undertaken to determine how these countries protect non-shareholder constituencies and to establish whether there are lessons to be drawn that may influence corporate law reform in South Africa.

ENGLISH ABSTRACT: Corporate governance presents the researcher and the theorist alike, with a rich vein of potential subject matter. This spans a massive scope of issues, ranging from feminist concerns to direct litigious anomalies during the multinational implementation of specific governance measures. Located towards the centre of this spectrum is the formulation of new governance policies, as informed by both theoretical foundations and real world experience. It is at this midway point that the South African governance debate currently finds itself, with the third edition of the King Report on Corporate Governance set for launch in the coming months. The report and the associated code will form the basis for all governance and related oversight mechanisms in South Africa for the foreseeable future. As such, the third report will have to organically grow out of the current structure, the lessons learnt from the current dispensation and the governing theoretical positions. All of these will also have to be done with reference to the new companies act. The research report is specifically targeted at assisting in the process of learning from the current dispensation, before it is replaced by the new. The learning process has as its central tool a formal questionnaire, which was developed and administered by the IOD and KPMG, with all analysis presented herein performed by the author of this research report. The analysis conducted aims to determine how respondents at different types of companies and in different functions, view corporate governance and specifically the current dispensation in South Africa. This is done by dividing respondents into 10 groupings and determining the percentage of respondents from each group, who responded in a certain manner to each question on the questionnaire. Thereafter a statistical analysis technique is employed to determine whether or not any differences found are meaningful and if so, what can be inferred from these differences. Finally, this study is intended to provide a baseline for future studies, which will then be in a position to more accurately measure shifts in attitude and implementation after the publication of the third King Report.
AFRIKAANSE OPSOMMING: Korporatiewe bestuur, hetsy van ‘n suiwer teoreties of ‘n toepassingsoogpunt, bied aan die navorser ‘n magdom van moontlike onderwerpe. Dit sluit bykans enige denkbare invalshoek of fokus area in, van die feminisme tot regskwessies rondom die multinasionale implementering van ‘n enkele kode of beginsel. Midde in hierdie wye veld is daar ook areas wat na beide die teoretiese en praktiese verwys, waarvan die ontwikkeling en opdatering van korporatiewe bestuurskodes ‘n sprekende voorbeeld is. Dit is dan juis ook op hierdie punt waar die debat rondom korporatiewe bestuur in Suid-Afrika sigself tans bevind, met die derde King Verslag op Korporatiewe Bestuur wat binne die volgende paar maande verwag word. Die belang van hierdie verslag lê daarin dat dit, asook die meegaande riglyne, die basis sal vorm van korporatiewe bestuur in Suid-Afrika vir die afsienbare toekoms. Om volwaardig in hierdie kapasiteit te kan funksioneer, sal die nuwe verslag organies moet groei uit die huidige verslag, ervaring in die praktyk en ook die heersende teoretiese posisies. Die ontwikkeling moet dan ook verder tred hou met die nuwe maatskappye wet, wat tans ontwikkel word. Die navorsingsverslag wat hierin voorgelê word, is daarop geteiken om uit die huidige sisteem, spesifiek die tweede King Verslag en meegaande riglyne, te leer alvorens dit vervang word deur die derde King verslag. Die taak is moontlik gemaak deur die gebruik van ‘n vraelys saamgestel en gesirkuleer deur die IOD en KPMG, alhoewel al die analise hier voorgelê deur die outeur van hierdie verslag gedoen is. Die genoemde analise se sentrale fokus is om te bepaal hoe respondente uit verskillende maatskappye en beroepe, korporatiewe bestuur in Suid-Afrika sien, met spesifieke verwysing na die tweede King verslag. Verskille tussen die respondente, wat in 10 groepe ingedeel is, is dan ook statisties geanaliseer om te bepaal of enige verskille tussen die groepe statisties beduidend is en indien wel, wat daaruit afgelei kan word. Abstract:
Local government in South Africa has undergone radical changes since the first democratic local government elections were held in 1995 and 1996. It is generally known that local government in South Africa was based on racial fragmentation. The new South Africa therefore has to go beyond purely representative democracy to address the inequalities of the apartheid era. The Constitution of the Republic of South Africa Act, 1996 (Act 108 of 1996), envisages a complete transformation of the local government system. Subsequently, a policy framework has been developed to give effect to a new vision of local government. The White Paper on Local Government was passed in March 1998. It spells out the framework and programme in terms of which the existing local government system will be radically transformed. This culminated in the birth of the concept of developmental local government. Developmental local government establishes the basis of a system of local government which is centrally concerned with working with local citizens and ward communities in particular to find sustainable ways to meet their needs and improve the quality of their lives. Developmental local government encourages public participation at the local level. One of the most powerful instruments by which the communities and groups become involved in local government affairs is through the ward committee structures and ward planning forums. The Municipal Systems Act, 2000 (Act 32 of 2000), makes provision for community participation. Ward committees are established in terms of section 17 (1) of the Municipal Structures Act, 1998 (Act 117 of 1998). Ward committees play an important role in creating a democratic culture of local participation and accountability. They are the main mechanisms available to municipalities and communities to enhance public participation in ix the local sphere of government. Their major obstacle is that their powers are limited to advising the communities and the relevant council. The White Paper on Local Government provides for three approaches which can assist municipalities to be more developmental, namely integrated development planning and budgeting, performance management and working together with local citizens. Ward committees provide a link between the council and these processes. The new system of local government also provides for the consideration of gender issues at the ward committee level. The local government policy framework requires that at least fifty percent of representation on ward committees should be women. The involvement of youth is also greatly encouraged. The system also provides for and clarifies the role/relationship with traditional leaders at the ward committee level. The local government legislative framework accepts and acknowledges the existence of traditional leaders. Their involvement in ward community activities and functions is well documented. Lastly, the capacity building of ward committees is posing a major challenge. In order for ward committee members to perform their functions effectively training must be provided. The respective local councils should be responsible for providing the necessary training to ward committees through the office of the speaker under which they fall. In the national sphere efforts are made to ensure that training for ward committees is provided.
