Abstract:
The American Library Association (ALA), founded in 1876, demonstrated its advocacy for immigrants' rights and multiculturalism in adult library services, from 1918 to 1948 in the Committee on Work with the Foreign Born (CWFB), which served as a clearinghouse for Americanization (assimilation) services within a philosophical framework of cultural pluralism, now known as multiculturalism. The ALA CWFB throughout its existence depended on grants from the Carnegie Corporation from 1911 to 1961 through the American Association for Adult Education (1915-41), and the Ford Foundation, through its Fund for Adult Education (1951-61). Beginning in 1956 with the Library Services Act, the federal government began to fund libraries, including programs for immigrants, African Americans, Native Americans, and adult illiterates. Since 1972, the Reference & User Services Association (RUSA) has provided literacy training for foreign- and native-born adult illiterates; and the Public Library Association (PLA) has supported programs to prepare New Americans for citizenship. Since 1983, the ALA Ethnic and Multicultural Information Exchange Round Table (EMIERT) has encouraged access to multicultural publications and collaborates with ALA affiliates for various ethnic and minority groups. The ALA advocates for the rights of DACA recipients and supports the need for a DREAMER (Development, Relief, and Education for Alien Minors) Act.

<p>Economic study of the membership in standard organizations of foreign countries have to be viewed from the benefit received by the pertinent state or institute compared to the obligation which must be fulfilled. Similarly, in chosing the standard organization of foreign countries to join, the benefit and service received from becoming organizational member of the foreign countries is a very significant factor. But, beside the benefit, the sector area of the foreign countries standard organization related to the circumstance from institute or state to join needs to be considered. It is needed to consider whether the sector have important position in the state economies especially from its exporting ability. Standard of foreign countries which focussed at certain sector or only give benefit and service of certain sector might not be effective enough to a company or state to participate if the state and the company does not cover the same sector.<br />This study used descriptive method with a view to make description, systematic formulation, factual and accurate with evidence obtained, by studying the nature of and also relation among phenomenon under the study. Pursuant to result of the study from level of benefit and obligation in getting information and expense of a success membership, among 10 organization of standard of foreign countries in the priority and strategic for Indonesia to join, started from highest to lowest priority is: British Standard Institute (BSI), Japan Industrial Standard (JIS), American Oil Chemical Society (AOCS), Association of Analytical Communities (AOAC-International), American National Standard Institute (ANSI), American Petroleum Institute (FIRE), Deutchland Institute for Normung (DIN), American Society of Mechanical Engineers (ASME), Australian Standard (AS), and American Association of State Highway and Transportation Officials (AASHTO).</p>

In this publication, an overview of the American-Ukrainian collection of scientific articles and materials «Sharing America’s Story With Ukraine: The Voice of America’s Ukrainian Service, 1949–2019», presented in Ukraine and the United States is carried out. Collection, prepared on the initiative of the Department of Modern and Contemporary History of Foreign Countries of Taras Shevchenko National University of Kyiv, of the Ukrainian Museum-Archive in Cleveland and the Ukrainian Association of American Studies, dedicated to the 70th anniversary of Ukrainian Service «Voice of America». It first reviewed the history of the Ukrainian service «Voice of America» from the appearance of until now. Attention is accentuated in the most important milestones and aspects of its activities, in particular in the conditions of ideological and information struggle of the USA and the USSR in the Cold War, coverage of independent Ukraine, its socio-political transformations and revolutionary events of the modern time, the contribution of Ukrainian service «Voice of America» in the formation of Ukrainian democratic media, etc. Also the collection included general research on the history of service, an overview of the context of its work and research on several directors. Particularly valuable are the memoirs of Adrian Karmazyn about his almost 30-years work for the «Voice of America» and a number of documents of Soviet special services associated with Western radio voices. Articles included in the collection prepared primarily on the basis of unique documents on personal archives, as well as the Sectocal state archive of the Security Service of Ukraine, memoirs of participants in fateful events, the most significant video materials and publications placed on the official website of the Ukrainian service «Voice of America». The importance of the appearance of such publications, and in particular this collection certifies attention to it and positive reviews of Ukrainian and American scientists, media, representatives of the Ukrainian diaspora in the United States. As well as the spread of a collection on authoritative websites, for example, in one of the largest resources of the Ukrainian diaspora «Diasporiana.org.ua». And although the collection of articles and materials «Sharing America’s Story With Ukraine: The Voice of America’s Ukrainian Service, 1949-2019» came out quite voluminous, many aspects of the history of the Ukrainian «Voice of America» remained unproven and need further research. Thus, the publication should be considered as a peculiar foundation for a further purposeful comprehensive study of the history of the Ukrainian service «Voice of America», published in it articles and materials, undoubtedly will be useful to the next researchers. The presentation of the collection took place on February 12, 2020 at the Taras Shevchenko National University of Kyiv on the basis of the Department of New and Contemporary History of Foreign Countries. Members of the author’s team, teachers and students – аmericanists of historical faculty, correspondents of «Voice of America» took part in it, as well as in video conference – one of the compilers and editors of the collection Adrian Karmazyn from Washington and the director of the Ukrainian Archive-Museum in Cleveland Andriy Fedynskiy. During the discussion about the role and place of «Voice of America» in the Ukrainian and world information space, the presentation participants emphasized the relevance and prospects of further research of the history of its Ukrainian service.

Abstract:
OBJECTIVES/SPECIFIC AIMS: Examine mental health service use and its correlates among depressed group in a national sample of population≥20 years old. METHODS/STUDY POPULATION: Analysis of data for adult≥20 years old from the NHANES 2006–2012. Depression was assessed using the 9-item PHQ. The use of mental health and antidepressant drug were used to indicate the service use. We utilized multiple logistic regressions to determine the independent association between service use and each independent variable (demographics, health status, food security, chronic conditions, and depression severity) controlling for other independent variables. Data were presented as adjusted odds ratio (AOR), 95% confidence interval (95% CI), and p-value of statistical significance. p-value of<0.05 indicates statistical significance. RESULTS/ANTICIPATED RESULTS: Of the 17,824 subjects, 22% had mild to severe depression. Among the depressed group, 25% used antidepressant, 17% used mental health service. For the use of mental health services among the depressed group, African-American (AA), ≥60 years old, uninsured and foreign born were less likely to use the mental health service relative to other groups [AOR=0.58 (95% CI=0.45–0.75), 0.21 (95% CI=0.14–0.33), 0.61 (95% CI=0.45–0.83), 0.41 (95% CI=0.17–0.99), respectively, p<0.05]. For the use of antidepressant drug among the depressed group, AA, Hispanics, uninsured and foreign born were less likely to use antidepressant drug relative to other groups [OR=0.26 (95% CI=0.20–0.33), 0.42 (95% CI=0.31–0.57), 0.41 (95% CI=0.31–0.56), 0.20 (95% CI=0.10–0.78), respectively, p<0.05). For the use of mental health services and/or antidepressant drug among the depressed group, 40–59 years old, AA, Hispanics, uninsured, foreign born were less likely to use mental health services and/or antidepressant drug relative to other groups [OR=0.52 (95% CI=0.38–0.72), 0.35 (95% CI=0.28–0.43), 0.52 (95% CI=0.40–0.69), 0.53 (95% CI=0.41–0.68), 0.30 (95% CI=0.13–0.68), respectively, p<0.05). DISCUSSION/SIGNIFICANCE OF IMPACT: Our study showed that minority (AA and Hispanics), foreign born and uninsured with depression were less likely to use mental health services and/or antidepressant drug relative to other groups. Culturally and linguistically adapted intervention that involves community and providers to increase awareness about depression and the available services/treatment among minority, immigrant, and uninsured population are needed.

Abstract:
This article examines the World War I service of the University of Michigan historian Ulrich Bonnell Phillips (1877–1934). Phillips worked first with black recruits as a volunteer officer for the Young Men's Christian Association at Camp Gordon, Georgia, and later as a U.S. Army Military Intelligence officer in Washington, DC. In these years, Phillips ranked as America's foremost authority on the antebellum South generally and of African American slavery in particular. In 1918 he published his landmarkAmerican Negro Slavery. While on leave from Ann Arbor, Phillips taught English and French, planned educational and recreational programs, and supervised the management and construction of buildings at Camp Gordon's segregated facilities. Phillips's daily interactions with black troops in the cantonment reaffirmed—at least as he saw it—his conclusions that North American slavery had been a relatively benign institution, his belief in the virtues of plantation paternalism and in the management of subject peoples by educated whites, and his attitude that contemporary race relations were generally harmonious. Phillips's observations of African American recruits validated his conviction that blacks benefited most from white-run, regimented organizations and strengthened his belief in economic assimilation and social segregation. His military intelligence work confirmed Phillips's overall commitment to conservative change, whether in foreign or race relations.

The article deals with the educational project «American Talks», implemented during 2018-2019 by the non-governmental organization Ukrainian Association for American Studies and the Department of Modern and Contemporary History of Foreign Countries of the Faculty of History, Taras Shevchenko National University of Kyiv. A series of meetings, lectures, discussions on topical issues of American history and politics, Ukrainian-American relations, the place of personality in the modern world, the formation of leaders and their role in American society are covered. Lecture-discussion «Education at American Universities» by Associate Professor Alexander Komarenko was devoted to discussing opportunities for Ukrainian youth to study at American universities, financing American university education, system of management and coordination of educational projects, correlation of local and federal educational systems. The event in the Framework event within the American Talks project, organized by the Chairman of the Board of NGOs Ukrainian Association for American Studies, Associate Professor Makar Taran, on «The USA and China in the 21st Century: Global Competition of the Superpower of the Present and the Superpower of the Future», was devoted to the most important aspects of the current relations between the two superpowers, prospects for their development and the implications of these processes for international relations. It was emphasized that the US-China relations are the most important bilateral relations of global importance and their significance for the whole world, and for Ukraine in particular, will only grow. An opportunity to become a woman in the American society as an individual, her prospects for education and professional development, and family attitudes toward women who have a successful career was addressed by an event titled «Women’s Careers in the United States: Benefits, Challenges, Opportunities» with American filmmaker, lawyer Sharon Rowven, and producer, director and screenwriter Andrea Blaugrund Nevins. In May 2019, at the Faculty of History of Taras Shevchenko National University of Kyiv, a lecture-discussion was held by a well-known American journalist, a civil servant of Ukrainian descent, ex-director of the Ukrainian Voice of America service, Adrian Karmazin. This meaningful event was attended by students, studying under the American and European Studies program, as well as alumni, teachers of History Faculty, representatives of the Ukrainian Association for American Studies, specialists in international relations and counteraction to Russian hybrid information warfare against Ukraine. Ukrainian-American Educational Dialogue – a discussion about university-based humanitarian education in Ukraine and the USA between students and teachers of the American and European Studies program at the Taras Shevchenko National University and Nazareth College (State of New York, USA), aimed at informing US colleagues about the history and current development of Ukrainian university education, sharing experience in higher education in the humanities and discussing prospects for cooperation.

Abstract Asian older adults are a fast-growing population in the United States. Because Asian older adults are a largely immigrant population, acculturation has an impact on their perceived discrimination, which is negatively associated with health and mental health. Discrimination can be overt, characterized by distrust and direct messages that are hostile and exclusionary, or covert, characterized by unfair treatment and messages that are negative and degrading. This study investigates the association of acculturation with perceived overt and covert discrimination, measured by the Everyday Discrimination Scale, with a sample of 348 foreign-born older Asian Americans from the National Latino and Asian American Study. Acculturation was measured by English-speaking ability, immigration-related variables, and ethnic identity. Results indicated that perceived covert discrimination was more prevalent than overt discrimination among older Asians. Among acculturation variables, only citizenship was associated with higher perceived covert and overt discrimination. Identifying with the same race was associated with higher covert discrimination. Findings suggest that higher acculturation is associated with greater exposure to discrimination for Asian older adults. Efforts to increase access and utilization of social and health-related services should consider the context of older Asians’ experiences as a discriminated immigrant group in the United States.

Super-diversity and foreign-born students in academic libraries: A survey study. portal: Libraries and the Academy, 18(1), 59-91. https://doi.org/10.1353/pla.2018.0004 Abstract Objective – To evaluate the relationship between academic and public library usage and various characteristics of foreign-born students. Design – Survey questionnaire. Setting – Medium-sized public liberal arts college in the northeastern United States. Subjects – 123 foreign-born students enrolled at the institution in fall 2014. Methods – The researcher emailed a five-part survey to participants who indicated on a screening survey that they were foreign-born students currently enrolled at the college. Of the participants emailed, 94 completed the survey. The survey used a super-diversity lens to assess academic and public library use by foreign-born students in relationship to multiple variables, including student status, race and ethnicity, immigration status, first-generation student status, gender, age, age of arrival in the United States (US), years living in the US, and ZIP Code (used to approximate median income based on the US Census Bureau’s 2014 American Community Survey). Respondents reported frequency of use on a Likert-type scale of 1=Never to 6=Always. The author adapted items from the In Library Use Survey Instrument (University of Washington Libraries, 2011). Usage types included: computer, Wi-Fi, staff assistance, electronic resources, physical resources, printing/scanning/photocopying, program attendance, and physical space. Independent sample t-tests were used to evaluate mean differences in reported library usage based on demographic variables. The author used Somers’ d statistical tests to explore the relationship between library use and age, age on arrival in the US, years lived in the US, and median income. The survey asked participants to describe both academic and public libraries in five words. To show term frequency, the author used word clouds as a visualization technique. Main Results – The study reported on the results of the library use survey section. Overall, foreign-born students used college libraries more frequently than public libraries. The author reported on findings that were statistically significant (p ≤ 0.5), focusing on those with mean differences ≥ 0.5. Key findings included: undergraduate students used public libraries and Wi-Fi/e-resources onsite at college libraries more often than graduate students; first-generation students gathered at the library with friends more frequently; no significant difference was reported in library resource use by gender; and non-white students used the college library more frequently as a study space and for printing. The author was surprised no significant differences in usage were found between participants with permanent vs. temporary immigration status. Somers’ d associations showed an inverse relationship between age and Wi-Fi use and age of arrival in the United States and likelihood of eating in the library. Overall, both library types were positively described in open-ended responses as places with social and academic value. Conclusion – The author suggested the concept of super-diversity equips librarians with a more inclusive approach to studying library user perspectives and behaviors. The author used survey data and the Association of College and Research Libraries (ACRL) Diversity Standards (2012) to highlight library service considerations for foreign-born students. Examples of suggested service improvements included supporting printing in Unicode non-English fonts, cultivating a diverse library staff, and providing culturally appropriate library orientations and outreach. The author recommended that more research with foreign-born students was needed to assess culturally appropriate areas for eating and socializing, unique information needs, and expectations and awareness of library services. The author suggested first-generation students’ use of the library for socializing and non-white students’ higher use of libraries for studying as two areas for further qualitative study. The author also suggested creating services and partnerships between public and academic libraries could support foreign-born students, even recommending cross-training of library staff.

Abstract:
Purpose The purpose of this paper is to examine marketing tactics used in the clinic websites of cross-border reproductive care (CBRC) providers and analyse what ethical implications exist when targeting the vulnerable consumer group of infertility sufferers. Design/methodology/approach The sampling design was to collect clinic websites from regions known to be popular destinations for CBRC, and who were marketing directly to US-based consumers through their online websites. There were three stages of data collection: organic Google search that displayed Google AdWords of clinics who advertised; organic Google search results; and searching via the WhatClinic.com database for additional private clinics with websites. The websites were then audited for their marketing tactics according to the best practice guidelines from the American Medical Association, American College of Obstetricians and Gynaecologists, ethics committee of the American Society for Reproductive Medicine (ASRM). Findings Through this analysis, it was confirmed that these clinics are attempting to establish their credibility and attract foreign consumers through their promised rates of success, years of experience and use of testimonials. In total, 32 of the 35 sites contained at least one factor considered misleading by ASRM guidelines, such as the publishing of inaccurate or non-transparent success rates, the use of sales promotions and guarantees often used in consumer products, or the use of misleading language. Out of the 24 sites that posted success rates, 17 of those rates would be considered deceptive by not clarifying the source of the numbers or by being so far from the global averages of 30 per cent. Research limitations/implications Marketing practitioners have a specific responsibility to recognise vulnerable market segments; therefore this initial study seeks to add to the understanding of consumer vulnerability through an intersectional view of global reproductive service consumption. Practical implications A global standard of marketing guidelines specific to CBRC clinics needs to be implemented across all regional/countries in order to communicate ethically, improve credibility, reputation and trust among consumer and international bodies. Counselling services need to be integrated within all assisted reproductive technology services. Service-country to home-country continued care protocols should be created for patients travelling home in order to collect data on CRBC experiences. Originality/value This study contributes to the CBRC literature in providing new insights into current clinic marketing trends and highlights ethical implications to industry stakeholders.

It took just a simple e-mail in the Autumn of 2000 to set the ball rolling towards one of the most informative, enjoyable and interesting professional experiences I've ever had. The e-mail in question was a request to fill in a questionnaire from the Foreign Comparative and International Law Special Interest Section of the American Association of Law Libraries. The questionnaire concerned participation in AALL's Clearinghouse for Internships & International Personnel Exchanges. This is a program used to promote exchanges and visits between law librarians in the US and abroad in order to develop both personal and professional relationships, and also to give librarians the chance to work with legal information sources pertaining to other jurisdictions. Library and Information Services (LIS) management here at the University of Wales Swansea (UWS) kindly agreed to explore both the avenues of hosting and that of ‘sending forth’ a law librarian within the program.

Abstract:
This thesis addresses the practice of historic preservation, situating preservation and tourism as substantial arms of the Lost Cause movement in the late nineteenth-century. Through this case study of the Association of the Preservation of Virginia Antiquities (APVA), I illustrate how, in the aftermath of the Civil War, southern historic preservation efforts were primarily acts of self-preservation. The APVA exemplifies how identity can be created and maintained through the very performance of it – by securing of a stage on which to do so. Heralding a specific brand of tradition, the APVA reached for the more distant grandeur of colonial and early America. Their conjuring of a pre-existing white, elite identity enabled them to forge a broader identity that unified whiteness across class boundaries through their preservation and performance. An elite women’s organization based in Williamsburg, Virginia, the APVA deployed their femininity and whiteness dexterously in the service of broader white supremacy. In the context of the post-Civil War South, I show the intentionality with which the APVA selectively preserved sites from which white elites traditionally wielded power and the ways in which nostalgia and memory have been embraced as historical reality. What results from these methods are sanitized depictions of slavery and the glorification of white male figures. This thesis serves to problematize the authority with which heritage tourism sites are afforded by exposing the ideological and exclusionary praxes, which undergird the entire operation.

Abstract:
The principal investigator (PI) for this study surveyed 207 American School Counselor Association (ASCA) members on their attitudes toward utilizing trained counseling paraprofessionals in school counseling. The PI also examined the relationship between participants’ attitudes and their subjective reports of the counselor-student ratios in their schools, the amount of work time they spent providing direct counseling services to students, and the extent to which their districts experienced a school counselor shortage. The participants’ mean reported counselor-student ratio (1:464.63) significantly exceeded ASCA recommendations of 1:250. Elementary counselors reported the highest counselor-student ratios while high school counselors reported the lowest. Furthermore the PI found a significant linear trend for counselor-student ratios to decrease as school level increased. The participants’ reported mean percentage of time involved in direct counseling services (61.48%) fell significantly below the ASCA recommended 70%. Elementary counselors reported the highest amount of time involved in direct counseling services while high school counselors reported the lowest. The PI also found a significant linear trend for percentages of time involved in direct services to decrease as school level increased. Over one-fourth of the participants indicated school counselor shortages existed in their districts. A majority of participants supported utilizing counseling paraprofessionals in their schools. The PI found a significant negative correlation between support for counseling paraprofessionals and percentage of time involved in direct services. Participants reporting the lowest percentage of time providing direct services to students thus expressed the strongest endorsement for utilizing counseling paraprofessionals. Participants most strongly endorsed assigning clerical duties to counseling paraprofessionals. They likewise endorsed assigning some indirect helping duties to counseling paraprofessionals. However, participants strongly opposed assigning direct counseling duties to counseling paraprofessionals. Based on the results of the study the PI developed recommendations for school counselors, school administrators, state education agencies, and institutions of higher learning regarding the training, education, and job duties of counseling paraprofessionals.

Abstract:
The project of American economic imperialism in China during the first half of the twentieth century was first and foremost an imagined enterprise. This dissertation examines the role of the Student Interpreters Corps (SIC) in this endeavor. Studying language-trained intermediaries, this treatment is a first step towards studying history with an approach that is neither top-down nor bottom-up but rather middle-outward. Examining hitherto neglected personnel records and State Department correspondence, this study reveals the SIC as part of an imagined but unsuccessful program of economic imperialism. Although effective in garnering American business interest and support for Foreign Service reform and expansion, efforts to entice American merchants and companies to enter Asian markets (particularly in China) failed to yield a coherent, successful trade empire. However, the largely unstated goal of increased American power was achieved as the result of a bureaucratic imperative for specialization, professionalization, and institutional expansion set in motion during the establishment of the SIC. Examining the evolving roles and views of SIC-trained intermediaries, this dissertation finds that while the imagined trade empire failed to materialize, the SIC contributed to a developing American perception of China that envisioned increasingly greater American intervention in East Asia. In this millieu, a “Peking” order emerged by the mid-1920s that became influential in American East Asia policy towards the eve of Word War II that saw China as vital to American interests. Established as precursor of American economic empire in China, the SIC was instrumental in shifting discourse away from economic empire towards an interventionist American Orientalism. Trade expansion rhetoric waned and Orientalist language solidified as Japanese aggression became more blatant and the ascendance of Communism in China ever more certain. Highlighting the bureaucratic intermediaries as new method of studying history, this study indicates that the project of American economic imperialism was largely imagined, but one that transformed to accommodate evolving visions of expanding American power in East Asia. These conclusions offer new challenges to and opportunities for scholars of American foreign relations.

This is a study of selected tasks and responsibilities of chief administrators in overseas schools located throughout East Asia. The degree to which their work related tasks presented problems for them and the identification of in-service training areas constituted the focus of the study. Data were collected by questionnaires from 46 chief school administrators whose schools were members of the East Asia Regional Council of Overseas Schools (EARCOS). The data were analyzed through descriptive statistics to determine the degree to which 92 administrative tasks presented problems for the chief school administrator. The selected administrative tasks encompassed five major areas: personnel, curriculum, school administration and business functions, school setting and pupils. In addition, 25 in-service training areas were prioritized according to the degree of value chief administrators felt they would provide. Specific tasks identified as most problematic were: (a) hiring well-qualified teachers from the local community; (b) locating and acquiring school sites; (c) funding new school buildings; (d) providing substitute teachers; (e) providing current and relevant in-service training for teachers; (f) providing programs for gifted, remedial or handicapped students; (g) constructing new buildings; (h) providing hearing, visual, psychological, or other testing services; (i) soliciting financial support; (j) finding local supply sources. In-service training opportunities in the major area of curriculum were identified as being most valuable and additional course work in preparation for an overseas chief school administrator's position was believed to be beneficial by those currently holding chief school administrator jobs. Specific in-service topics deemed most valuable were: (a) curriculum development procedures and writing of curriculum guides; (b) staff management, faculty morale and leadership techniques; (c) hiring practices, contracts, overseas recruiting and organizations providing support services; (d) teacher evaluation, supervision and dismissal procedures; (e) development and implementation of in-service training and school improvement plans; (f) curriculum alternatives such as International Baccalaureate, ESOL, "A" and "O" levels, and Advanced Placement programs; (g) pupil support services such as counseling, testing services, gifted and remedial programs; (h) methods of communication, public relations techniques and community liaison projects; (i) economics, budget development procedures and school business office and accounting practices; (j) comparative education--evaluating academic programs from various countries.

AbstractThis study investigates luxury hotel guests’ online reviews to explore how ratings, language and sentiment differ according to guests’ culture of origin. The study considers three large cultural groups (Asian, North American, and European) examining hotel guests in their reviews to identify the most recurring themes in association with luxury tourism.The study uses automated text analysis to explore 16,415 hotel reviews from 22 luxury hotel brands belonging to nine global hotel chains located across six European cities over a period of 10 years. In particular, this exploratory study combines LIWC, Leximancer and SPSS analytic tools to shed light on: i) the extent luxury hotel guests’ reviews vary in terms of rating, language metrics and sentiment according to reviewers’ culture of origin; ii) the main themes of luxury hotel service discussed by guests, of different cultures of origin, in their reviews.The main findings reveal that Asians guests are particularly analytical when reviewing online and are the less satisfied about their stays in luxury hotels in Europe. North Americans are the most satisfied luxury hotel guests; however, their reviews show low level of sentiment descriptions. Instead, Europeans embed more sentiment when posting a review. The three cultures examined also tend to associate luxury to different attributes.

The study of foreign policy and international relations often takes ideas as rigid and fully formed, being assigned to individuals and categories of school without much attention to the processes by which they change calibre and gain or lose traction. David Milne’s politico-intellectual biography of Paul Wolfowitz from 1969 until he took up service in the administration of George W. Bush focuses precisely on the vagaries as well as the consistencies in the evolution of his thought. Many of the shifts and deepening convictions derived, of course, form the experience of observing and implementing US policy in the latter stages of the Vietnam War and thereafter. Milne takes us through the phases of Wolfowitz’s political evolution up to the moment of 9/11, showing that the “War on Terror” cannot simply be attributed to the trauma of that event; there were many existing tributaries that played into the Bush doctrine, and these have not always been given the recognition they deserve.

This chapter reports on services created and implemented by a writing center in a large public university in the USA to assist to pre-service teachers and in-service teachers with academic writing as professional development activities while they are pursuing their degrees. Academic writing is a style of written communication that has become acceptable in institutions of higher education (Craswell, 2005). The services include: 1) a series of workshops to teach the requirements of the Publication Manual of the American Psychological Association (American Psychological Association [APA], 2010), 2) a series of workshops around conceptualizing a research project and submitting a paper to a conference, 3) writing support circles, and 4) individual consultations. The chapter provides a description of each of this service, including the purpose and the design, highlights outcomes of these professional development services, and discusses challenges in its design and implementation.

Since 1900, United States troops have fought in more foreign conflicts than any other nation on Earth. Most Americans supported those actions, believing that they would keep the scourge of war far from our homes. But the strategy seems to have failed—it certainly did not prevent terror attacks against the U.S. mainland. The savage Oklahoma City bombing in 1995 and the 11 September 2001 (9/11) attacks on New York and Washington, D.C. were not the first to inflict war damage in America’s 48 contiguous states, however—nor were they the first warlike actions to harm innocent citizens since the Civil War. Paradoxically, making war abroad has always required practicing warfare in our own back yards. Today’s large, mechanized military training exercises have degraded U.S. soils, water supplies, and wildlife habitats in the same ways that the real wars affected war-torn lands far away. The saddest fact of all is that the deadly components of some weapons in the U.S. arsenal never found use in foreign wars but have attacked U.S. citizens in their own homes and communities. The relatively egalitarian universal service of World War II left a whole generation of Americans with nostalgia and reverence for military service. Many of us, perhaps the majority, might argue that human and environmental sacrifices are the price we must be willing to pay to protect our interests and future security. A current political philosophy proposes that the United States must even start foreign wars to protect Americans and their homes. But Americans are not fully aware of all the past sacrifices—and what we don’t know can hurt us. Even decades-old impacts from military training still degrade land and contaminate air and water, particularly in the arid western states, and will continue to do so far into the future. Exploded and unexploded bombs, mines, and shells (“ordnance,” in military terms) and haphazard disposal sites still litter former training lands in western states. And large portions of the western United States remain playgrounds for war games, subject to large-scale, highly mechanized military operations for maintaining combat readiness and projecting American power abroad.

In Latvia, the global business services sector accounts for 2.3 % of GDP, and its share in total service exports is 8 %, while the turnover of the sector in 2019 was estimated at EUR 400 mln., which indicates that the global business services sector in Latvia is an important component of the national economy. The global business services sector in Latvia has developed relatively recently, so it has not yet been sufficiently assessed and researched. The aim of the research is to describe the factors affecting the development of the global business services sector in Latvia. The research concluded that the global business services sector in Latvia was promoted by such factors as the availability of labour and low labour costs, as well as a relatively favourable business environment. The potential of the global business services sector in Latvia is also characterized by its advantageous geographical location, especially from the perspective of Scandinavian investors (including in terms of cultural similarities), as well as the foreign language skills of potential employees. The establishment of the Association of Business Service Leaders in Latvia (ABSL Latvia) (the only such an association in the Baltic States that defends the interests of this sector) is also an important driver for the development of the sector.

Abstract:
With intensifying emphasis on episodes of care and bundled payments for surgical admissions, anesthesia expenditures are increasingly important in assessing variation in expenditures for surgical episodes. When comparing anesthesia expenditures across surgical settings, adjustment for anesthesia case complexity and duration of anesthesia services, also known as anesthesia service intensity, is desirable. A single anesthesia intensity measure allows researchers to make more direct comparisons between anesthesia outcomes across settings and services. We describe a process for creating a claims-based anesthesia intensity measure using Medicare claims. We create the measure using two fields: base units associated with American Medical Association Current Procedural Terminology codes on the anesthesia claim and time units associated with the service. We rescaled the time component of the anesthesia intensity measure to equally represent base units and time units. For illustration, we applied the measure to Medicare anesthesia expenditures stratified by rural/urban location. We found that adjustments for intensity were greater in urban settings because the level of intensity is greater. Compared with rural settings, unadjusted expenditures in urban settings are roughly 26 percent higher, whereas adjusted expenditures in urban settings are only 20 percent higher. Even absent longitudinal data, researchers can adjust anesthesia outcomes for intensity using our cross-sectional claims-based intensity method.
