Abstract:
This thesis analyzes American basing structure in Germany, in a new political environment at the beginning of the 21st century. The end of the Cold War changed the political and strategic situation in Europe and the substance of American military presence in Europe. The War on Terrorism suggests that the current threats are dynamic and unpredictable and the idea of a permanent U.S. basing structure in the heart of Europe should be reconsidered. Specifically, this thesis describes the reasons for restructuring the large and expensive base structure in Germany and the impact of American withdrawal to the German society. Moreover, this thesis presents new challenges and opportunities for American military presence in other parts of European continent. Finally, this thesis reviews the development of U.S. policy concerning present and future base structure in Europe.

Abstract:
<p> This dissertation explores the obstacles for US formal military bases in Latin America. While in the past, the United States managed to establish bases in several countries in the region, despite Washington's efforts every negotiation to open new bases has failed since 2000, and older bases have been terminated, as in the case of Ecuador. Using evidence from Ecuador, Colombia, El Salvador, and other countries in the region, the dissertation finds that shifts in government preferences do not explain this failure. Instead, domestic challenges to host governments in Latin America systematically appear as blocking mechanisms that impede the establishment of foreign military bases, even when leaders support them. </p><p> The dissertation builds on the work of Alexander Cooley and others and develops a model of base politics to explain how domestic political calculations affect foreign basing negotiations. Furthermore, the dissertation finds that when formal bases have not succeeded, interested governments have worked around domestic constrains to establish alternative and informal arrangements that allow US military presence and operations in their countries. These alternative arrangements, or quasi-bases, have advanced US security interests in Latin America even in the absence of formal base leases, while at the same time their secrecy and informality protects Latin American leaders from domestic contestation.</p>

Abstract:
The main concerns of the study, covering the years 1945-84, are arrangements that have been made for the use of military bases in the United Kingdom by United States forces. The subject is examined within a chronological framework. The development of the United States military presence is traced, from the earliest Joint Chiefs of Staff plans in 1945 and the Spaatz- Tedder agreement in 1946, which gave the United States permission to deploy certain forces in the United Kingdom in time of emergency. The 1948 Berlin Crisis led to the arrival of bombers in East Anglia which was the first major post-war deployment of United States forces to Britain. It was stated that it would be for a period of temporary duty. In fact the bases have remained from that day to this, though their number and types have varied over time. The Korean War proved to be the next major turning point. It increased demands upon the Attlee government for an agreement defining the conditions of use of United States bases in the United Kingdom. The subsequent Truman- Attlee, and later Truman-Churchill, meetings resulted in the key phrase: the use of bases would be 'a matter for joint decision ... in the light of circumstances prevailing at the time.' Different interpretations have been placed on these words at different times. The years 1950-57 saw a consolidation of the United States military presence, with Britain's importance as an intelligence base also growing. The dawning of the missile age symbolised by the first Soviet earth satellite in 1957, the agreement in the same year to deploy Thor missiles, and the deployment of Polaris to Holy Loch in 1960, raised questions regarding the adequacy of the earlier agreements on the conditions of use. This factor, alongside the development of a distinct European identity of which Britain has become a part, has led to a questioning of American hegemony within NATO. The arrival of cruise missiles in 1983 gave added urgency to the debate. Whilst it may be generally recognized that the bases make a substantial contribution to the United Kingdom's defences, the need for clarification of the uses to which the bases can be put by United States forces remains.

Abstract:
Recent studies have reported that African American couples in the military are less likely to divorce than their civilian counterparts. This dissertation was designed to document the experiences of African American military couples in order to understand the challenges they face while serving in the armed forces and the strategies they have used to maintain their marriages. A grounded theory approach was utilized to produce 12 main themes that categorize experiences of both the individual and the couple within the context of their respective military branch. Photo-elicitation was incorporated into semi-structured interviews with 10 couples to identify what they consider to be the important aspects of their marriage, the ways in which their relationships were impacted by the demands of duty, and their perspectives on the role that race plays in an institution that has been characterized as relatively race-neutral.

Procuramos Analisar o modelo episcopal dos bispos dentro das suas respectivas Arquidioceses, como também em órgãos importantes da Instituição Eclesiástica, como a Conferência Nacional dos Bispos do Brasil (CNBB) e o Conselho Episcopal Latino-Americano (CELAM). Abstract:
Rapidly initiated at the national, regional, and local levels, the American glider pilot training program came about due to a perceived need after successful German operations at the outset of World War II. Although the national program successfully produced the required number of pilots to facilitate combat operations, numerous changes and improvisation came to characterize the program. Like other American military initiatives in the twentieth century, the War Department applied massive amounts of effort, dollars, and time to a program that proved to be short-lived in duration because it was quickly discarded when new technologies appeared. At the local level, the real loser was Lamesa, Texas. Bearing the brunt of these changes by military decision makers, the citizens of Lamesa saw their hard-fought efforts to secure an airfield fall quickly by the wayside in the wake of changing national defense priorities. As generations continue to pass and memories gradually fade, it is important to document and understand the relationship between this military platform that saw limited action and a small Texas town that had a similarly short period of significance to train the pilots who flew the aircraft.

This thesis aims at investigating the importance of effective implementation of health safety and hygiene legislations and practices in Health Care delivery systems. A new System Based Approach for Strategic Implementation of Occupational Health & Safety Practices is proposed in this thesis. The underlying principle of the approach is based on involvement and inputs from staff and management rather than by pre-specified requirements and objectives. Furthermore, the development process is a closed loop process that provides a mechanism for continuously evaluating system performance and monitoring activities that have considerable impact on health and safety practices. A case study was conducted in the medical laboratories of five major hospitals in the Emirate of Abu Dhabi. Data were collected through questionnaires, staff interviews, and reviewing laboratory safety reports compiled over a three years period. The main conclusions from this study are: 1. The proposed approach has proven to be useful in analyzing existing health and safety systems. The methodology and tools proved to be instrumental in defining inefficiencies and determining the status of the Health & Safety policies & practices in the selected medical laboratories. 2. Effective implementation of the proposed approach has shown improvements in productivity, operational cost, service quality, staff and management satisfaction. 3. The case study has demonstrated that a developing country such the UAE, with no previously existing Health & Safety legislation and little risk prevention culture, can rapidly and effectively introduce effective industry specific H&S by adopting an integrated systems based approach. 4. UAE has highly advanced and economically developing base, there is a general willingness at senior level within the UAE to achieve high levels of competence and standards in all industrial sectors. 5. CAP is a system based management tool which has been implemented globally, but only limited in the gulf region; CAP has been implemented by the author and colleges within Zayed Military Hospital between 2003-2007.

碩士<br>國防大學管理學院<br>法律學系<br>101<br>Military operations are usually regarded as classified secrets, under no circumstance can people request the government to disclose the environmental information which results in a dilemma between military operations and the environmental protection.To make matters worse, people are not aware that the environment may have been polluted by military operations around them without public monitoring. To solve the problem between national defense( military operations ) and environmental protection, the U.S.A. has deployed some measures that not only through the legislature but also the courts. Usually the courts of the U.S. review the military operations with “the arbitrary and capricious” test, on the other hands, the courts will respect the army’s decision as long as the army offers their own verification of the environment. To be worth mentioning, the Department of Defense of the U.S. realize the importance of the environment and cannot be emphasized too much, because the environment pollution will affect the health and wealth of the local people (including soldiers in-service), in consequence degenerating the combat effectiveness and future generation. Owing that, the U.S. volunteered to open military environmental policies, telling people “the army is building green, buying green and going green”, establishing professional corps to execute the environmental protection mission, and educate the commanders and soldiers that the environmental laws should be considered a military discipline. Besides the above, the judge advocates play important roles in environmental protection, they have to suggest the commander do the right thing to the environment, and to certify the information whether or not should be disclosed. Accordingly the U.S.A. experience is worthy of reference when we program our military environmental protection system in a ststainable development.

Scholar David Vine says the United States has about 800 overseas military bases - making it the world's largest military. It has installations in Asia, Africa, 1 Europe and other places around the globe. Because of America's growing "base empire", some wonder if the United States has too many foreign bases and or too many troops in bases around the world. Critics have said American bases make it "less safe" while supporters say that America's foreign bases "project power" and keep allies safe. America spends more on defense than any other country, but even it has limits. The United States, under the Trump Administration, is now weighing the cost of foreign bases, not just for the cost, but whether these bases are crucial to American strategy in Europe for the 21st century.<br>O académico David Vine diz que os Estados Unidos da América têm cerca de 800 bases fora do seu território - tornando as forças armadas americanas as maiores do mundo. Os Estados Unidos têm instalações militares na Ásia, África, Europa e outros continentes do mundo. Por causa do crescimento do "império de bases" americano, muitos questionam-se se os Estados Unidos terão demasiadas bases ou demasiadas tropas espalhadas pelo mundo. Os críticos já disseram que as bases americanas tornam tudo "menos seguro", enquanto os defensores dizem que as bases americanas no estrangeiro "projetam poder" e mantêm os aliados seguros. A América investe mais em Defesa do que qualquer outro país, mas tem limites. The aim of this thesis is to analyze the crisis of two important allies, Japan and the US, which began in relation to the negotiation during the rule of the Prime Minister Hatoyama about the relocation of the controversial Marine Corps Air Station Futenma, which is located on the Okinawa Island. This thesis firstly reconstructs the historical context of the U.S.-Japan alliance and the role of the bases in it. The importance of the peace movement, which is still a vocal player of the Okinawa events today, is also mentioned. Then this paper examines the feature of the bases, especially of the Futenma Air Station. Another key part of the paper is made by description of the processes, which targeted reducing of the burden of Okinawa people, caused by the presence of the bases on Japanese ground. The Futenma became the main symbolof these negotiations. In it main part, based on the level of analysis concept, this thesis provides the analysis of the negotiations of the three actors of the 2009-2010 crisis - the Prime Minister Hatoyama and his cabinet, who came out of the elections with the programme of changing the government system (seiken kōtai) and the revision of the former Futenma Henoko relocation plan; the Obama administration, which persisted on the Henoko plan; and the people of Okinawa, who are...

In this diploma thesis, I deal with the everyday life of military personnel stationed in the main American bases in South Vietnam during the Vietnam War (1965-1973). The research is based on the analysis of oral history interviews with veterans that served in various occupational specialties in the rear of American armed forces. I'm describing specifics of the military service of witnesses from their entry to the armed forces, training, Vietnam experience, to their homecoming. I'm trying to analyze specific topics that are connected with the experience of military life in Vietnam, especially off duty hours of personnel.
