Abstract Racial politics in Brazil have changed dramatically: the nation-state that once denied racism now enacts racial policies for Afro-Brazilians. The discourse of race has also changed: it is now common for the media to discuss Afro-Brazilians as a voting bloc. Using qualitative methods, this article tests the hypothesis that Afro-Brazilian politicians seek a racial vote from the Afro-Brazilian electorate. Analyzing campaign advertisements from select candidates in Salvador and São Paulo, this study finds that most Afro-Brazilian politicians use racial cues, and interviews show that most

Abstract:
This report presents the findings of the independent assessment of PROCIDADES a facility for financing integrated urban interventions by lending directly to Brazilian municipalities. As the Inter-American Development Bank (IDB, or the Bank) moves forward with its strategy of strengthening its engagement with subnational governments, especially among high- and middle-income countries, the PROCIDADES example becomes more relevant.

The Brazilian continental dimensions and diversified natural resources are proportional to the challenges to develop its infrastructure sustainably and supply proper public services to more than 200 million inhabitants. Energy consumption has doubled since 1990, fostered by economic growth and the expansion of middle class. In this context, promote energy efficiency, in a broad sense, is urgent and rational. Brazil has a relatively long history in promoting energy efficiency at final user level. A landmark of this process is the Brazilian Labeling Program, launched in 1984, as direct consequen

This paper uses microdata from Brazilian vital statistics natality and mortality data between 2000 and 2010 to estimate the impact of in-utero exposure to local violence -measured by homicide rates- on birth outcomes. Focusing on small communities, where it is more plausible that local homicide rates reflect actual exposure to violence, the analysis shows that exposure to violence during pregnancy leads to deterioration in birth outcomes: one extra homicide during the first trimester of pregnancy increases the probability of low birthweight by around 6 percent. Abstract:
This paper studies the effects of changes in local public education budgets on individual schooling attainment and migration, as well as on local labor market outcomes. I leverage the introduction of FUNDEF, a large federal program that redistributed public education finance across Brazilian municipalities in the late 1990s, as a source of exogenous variation. Using a cohort-exposure design, I find that, at the individual level, doubling the program-related public education budget led to a 1.4 percentage point increase in the likelihood of completing primary school, and a 0.5 percentage point

While decreasing inequality is generally considered desirable, and there is a growing understanding of which policies do and do not promote equality, much less is known regarding why these policies are adopted to varying degrees of intensity in different times and places. To explain this variation, the constituencies for different policies under various conditions must be identified. This paper explores that question using Brazilian public opinion data on preferences regarding taxation, conditional cash transfers, pension schemes and educations. It is found that disagreement across socio-econo

This paper analyzes the asymmetries and complementarities between Brazil's and China's agricultural sectors. Brazil and China are key players in world agriculture. Both countries are among the world's top five producers and exporters of agricultural products and have a significant portion of their population working in agriculture. However, four significant facts profoundly differentiate Brazilian and Chinese agriculture. First, while Brazil has one of the world's most liberal agricultural sectors, Chinese agriculture remains under strong state intervention, particularly in its foreign trade.

Mining companies have mirrored other large multinational companies in setting up global value chains (GVCs), sourcing their inputs and services from an ever-larger number of highly capable suppliers in developing countries, such as those in resource-rich Latin America. However, recent empirical studies on the mining GVC in that region suggest that even innovative local suppliers find it difficult to exploit their innovations in local and foreign markets. Using a conceptual framework that combines literature on innovation and GVCs, this study analyzed how global/regional- and firm-level factors

Abstract:
As the COVID-19 pandemic ends, the large fiscal imbalances will require Latin American and Caribbean (LAC) governments to pursue fiscal consolidation policies by increasing revenues and/or reducing expenditures. VAT represents 40 percent of total revenues in the region but has a regressive impact that can be mitigated through two alternatives. The first, so called the “universal” strategy, provides relief by identifying those goods and services that account for a large share of consumption among lower-income households and, exempting or taxing them at a reduced rate. Its main weakness stems fr
