Il contributo illustra il metodo di analisi multicriteriale in un'applicazione che presenta alcuni elementi di novitŕ e interesse: i) l'analisi č stata impostata e realizzata congiuntamente fra valutatori e utilizzatori, in una forma partecipata che ha consentito questi secondi un apprendimento che č andato al di lŕ del metodo in sé; ii) a causa di detto motivo la costruzione della multicriteri ha avuto un carattere logico-induttivo, risolvendo una discreta quantitŕ di problemi relativi alla comprensione del progetto e delle sue fasi, la disponibilitŕ di dati e la loro conversione ai fini della matrice multicriteriale; iii) l'analisi si č sviluppata lungo due distinte dimensioni, trattate in due diverse matrici di valutazione. L'adozione di due dimensioni di analisi ha consentito di osservare da due "punti di vista" i diversi elementi caratterizzanti le strutture di placement e le attivitŕ di assistenza tecnica erogate e di costruire una mappa bidimensionale, in cui i servizi di placement sono ordinati lungo i due assi corrispondenti alle dimensioni considerate.

Abstract:
Kegiatan komposting sampah kota umumnya tidak berjalan sinambung karena kegagalan pasar, lemahnya dukungan pemerintah, lemahnya manajemen dan ketidaklayakan teknik yang digunakan. Penelitian ini bertujuan menyusun konsep metabolisme pengelolaan sampah organik melalui teknologi komposting di wilayah internal perkotaan. Metodologi penelitian ini dilakukan dengan metode kuntitatif dan eksploratif deskriptif melalui analisis matematis, analisis multikriteria pengambilan keputusan, analisis aliran material, dan analisis finansial. Penelitian menyimpulkan bahwa metabolisme pengelolaan sampah organik melalui teknologi komposting di wilayah internal perkotaan adalah metabolism sistem fisik, sosial, dan ekonomi dari kegiatan pengelolaan sampah organik yang bercirikan metabolisme antropogenik untuk keberlanjutan kota sedang. Kata kunci: Pengelolaan sampah organik, metabolisme, aliran material, komposting, analisis multikriteria. AbstractComposting of municipal solid waste activities generally do not run continuously because of market failure, lack of government support, poor management and inability of the techniques used. This study aims to develop the concept of the metabolism of organic waste management through composting technology in internal urban areas. Theresearch methodology was conducted by the method of quantitative and descriptive explorative through mathematical analysis, multicriteria decision analysis, material flow analysis, and financial analysis. The study concluded that the metabolism of organic waste management through composting technology in internal urban areas is themetabolism system of physical, social, economic and environmental of organic waste management activities characterized by anthropogenic metabolism to the sustainability of medium cities. ABSTRACTIn order to create a city clean, efforts are taken by the government, including the provision of waste processing system facilities as part of a waste management system. Recently, Klungkung Regency, Bali Province, has three alternatives waste processing systems to be applied, namely: utilizing the existing regional final disposal site (TPA) of Bangli, building a new TPA facility dedicated to Klungkung area only, and communal waste processing facility. The study aims to determine the most optimal waste processing system by considering four criteria (multicriteria) with the Analytical Hierarchy Process (AHP) from 35 respondents representing five local government institutions. Among the criteria, environment (weight of 0.543) was more prioritized than social (0.181), financial (0.146) and technical (0.130) aspects. Respondents preferred to put environmental pollution prevention (weight of 0.16) as the most important among 13 sub-criteria. Other results showed that TOSS (total value of 0.47) was more preferred than the existing TPA of Bangli (0.28) and new the TPA of Klungkung (0.25). An alternative waste processing with its advantages and disadvantages should be chosen and acceptable by the related stakeholders. Thus, the facility becomes part of a sustainable waste management system in a city.Keywords: multicriteria analysis, pair wise comparison, analytical hierarcy process, waste processing systemABSTRAKBerbagai macam upaya dilakukan oleh pemerintah untuk menciptakan lingkungan suatu kota yang bersih, diantaranya melalui penyediaan fasilitas sistem pemrosesan sampah sebagai tahapan akhir dalam pengelolaan sampah. Saat ini, Kabupaten Klungkung, Propinsi Bali, memiliki 3 alternatif sistem pemrosesan sampah yang dapat diaplikasikan, yaitu: menggunakan tempat pemrosesan akhir sampah (TPA) eksisting Regional Bangli, membangun TPA baru tersendiri untuk Klungkung, dan pemrosesan skala komunal (misalnya berupa Tempat Olah Sampah Setempat/TOSS). Penelitian ini bertujuan untuk memilih sistem pemrosesan sampah yang paling optimal dengan mempertimbangkan 4 kriteria (multicriteria) dengan menggunakan pendekatan Analytical Hierarchy Process (AHP) dari 35 orang responden yang mewakili 5 institusi pemerintahan daerah. Urutan kriteria yang dianggap lebih penting adalah lingkungan (nilai bobot 0,543), sosial (0,181), finansial (0,146) dan teknis (0,130). Responden lebih memilih pencegahan pencemaran lingkungan (nilai bobot 0,16) sebagai subkriteria terpenting dari total 13 subkriteria. Sedangkan alternatif pemrosesan sampah skala komunal dianggap yang paling optimal (total nilai 0,47) disusul TPA Regional Bangli (0,28), terakhir TPA baru (0,25). Abstract:
Groundwater and surface water are important sources of clean water which require an effective management. The use of groundwater and spring as exemplified by Batu City case – as part of Brantas watershed upstream – serves as raw water as well as clean water source for Batu City and Malang City population. Contamination of surface water and groundwater affects clean water supply as indicated by increasing nitrate, TDS, and E. Coli concentration. The study aims to analyze the vulnerability level of groundwater contamination by using spatial multicriteria analysis with DRASTIC index. The DRASTIC index is measured from some parameters such as surface water depth to water table, net recharge, aquifer media, soil media, topography, impact of vadose zone, and hydraulic conductivity to evaluate groundwater vulnerability. The results show that Batu City performs low vulnerability (86.93%) and medium vulnerability (13.07%) levels. The dominant factors affecting the level of vulnerability are groundwater levels, slope, and geological conditions across regions. Even though the DRASTIC modelling cannot specify the contamination levels of the different sources, this method is useful to identifying high-level contaminated land uses, managing water resources, and conserving groundwater sources.

Abstract:
The study presents a novel conception of aggregation operators (AOs) based on bipolar neutrosophic sets by using Hamacher operations and their application in modeling real-life multicriteria decision-making problems. The neutrosophic set represents incomplete, inconsistent, and indeterminate information effectively. For better understanding in this paper, we have explained all essential definitions and their respective derived neutrosophic sets (NSs) and generalization bipolar neutrosophic sets (BNSs). The primary focus of our work is Hamacher aggregation operators like BN Hamacher weighted geometric (BNHWG), BN Hamacher ordered weighted geometric (BNHOWG), and BN Hamacher hybrid geometric (BNHHG) and their required properties. The proposed scheme provides decision-makers with a comprehensive view of the complexities and vagueness in multicriteria decision-making. As compared to existing methods, these techniques provide comprehensive, increasingly exact, and precise results. Finally, we applied different types of newly introduced AOs and numerical representation on a practical example to demonstrate the effectiveness of the proposed method. Our proposed model and its application have shown improved utility and applicability in the complex decision-making process.

Environmental protection is becoming more and more important for enterprises because of stronger public awareness, competitors and communities, and government regulations. For this purpose, some programs have become more popular for raising environmental awareness including total quality environmental management and green supply chain management. Reducing the environmental pollution from upstream to downstream during procuring raw materials, producing, distribution, selling products, and products depreciation is the most important goal of Green Supply Chain Management (GSCM). The main contribution of this study is introducing the main factors in green supply chain management that are very important in environmental attributes by providing an evaluation framework to select the most eligible green suppliers by examining the influential and important criteria and subcriteria among ten elements of two main GSCM practices, namely, green logistics and environmental protection. First, these factors are divided into two groups, that is, green logistics and environmental protection, and then by applying DEMATEL technique, the complex causal relationship between all factors dependencies and feedbacks among them is examined. Finally, by drawing the impact relationship map the most important and influential factors are determined for improving green supply chain environmental aspects.

L'obiettivo di questa tesi è fornire una misura alternativa di rischio di liquidità. Data la rilevanza sistemica di questo tipo di rischio sono state proposte varie metodologie per quantificarlo. Tuttavia, non esiste una misura che sia ritenuta migliore di tutte le altre in modo generalizzato. In questa tesi, vengono utilizzati indicatori già presentati in studi precedenti per valutare l'esposizione al rischio di un gruppo di banche italiane utilizzando un approccio multicriteriale. Così facendo, è possibile creare un ordinamento di queste banche utilizzabile come indicatore per individuare quali imprese influiscono maggiormente nel rischio di liquidità sistemico.

Abstract:
The thesis focuses on valuation in land use allocation, dealing with the problem of determining the optimal choice among alternatives in land planning. The aim of the thesis is double. In fact, on the one hand, the role of valuation in planning activities is investigated, in the light of sustainable development concept; on the other and, an original decision aiding methodology is proposed, which can be used by planners to select an optimal land use plan that balances the socioeconomic benefits and environmental impacts. The thesis is divided in two parts: the first part focuses on sustainability and planning concepts, deepening the role of valuation in sustainability assessment of land use plans; the second part shows the methodology proposed. The first part is made up by three chapters. The first chapter enters the concepts of sustainability and natural capital, and the debate on economic growth (expansionistic versus ecological paradigm). In the second chapter, the relationship between valuation and planning process, its development in the course of time, and the development of new valuation methods for sustainability assessment in planning are investigated. The most diffused approaches are illustrated: the cost-benefit approach, the multi-criteria evaluation, and the new "landscape approach". In the third chapter, methods for natural capital assessment are presented, from both economic and ecological point of view. For each one of these two approaches, the concept of value, valuation methods and applicability are analysed. The second part of the thesis presents a method that can be used by planners to select an optimal land use plan among alternatives. The method focuses on spatial dimension of economic activities and of ecosystems conservation. The model has a multicriteria structure, based on two objectives: economic efficiency and ecosystems conservation (that are contrasting elements of sustainable development). In the fourth chapter the framework of the model is illustrated, and its application in planning processes is explained. The fifth, and last, chapter presents the parameters used in the model to quantify the two objectives: Economic Index and Quality Index. The Economic Index measures the economic efficiency of a certain landascape structure (proposed by a land use plan), while the Quality Index quantify landscape structure ability to protect natural systems. These indexes are constructed referring to principles and instruments of specific disciplines: respectively, Regional Economy, which affects the relationship between land use and economic efficiency, and Landscape Ecology, which investigates the relationship between land use and ecosystems health. Conclusions summarize thesis contents and highlight difficulties and further research possibilities.

La presente tesi di laurea si occupa del tema della pianificazione strategica degli interventi di recupero dell’edilizia scolastica esistente, un patrimonio immobiliare complesso e consistente in circa 42.000 edifici di proprietà pubblica. L’ambito in cui si muove la tesi è quello dei parchi di edilizia scolastica, gestiti da uno stesso ente o amministrazione in un area geograficamente circoscritta. La molteplicità ed eterogeneità delle problematiche che investono il parco, che interessano fra gli altri i temi dell’adeguatezza spaziale, della sicurezza, sotto il profilo antisismico ed impiantistico, e del consumo energetico, rendono particolarmente complessa la fase di programmazione degli interventi da effettuare. Per consentire agli enti pubblici di investire le esigue risorse disponibili in interventi di riqualificazione efficaci, sono necessari strumenti di supporto al processo decisionale, in grado di valutare le questioni di tipo tecnico-prestazionale ed anche gli aspetti procedurali. L’ output della presente tesi è costituito dalla elaborazione di una metodologia di analisi multicriteria (o multicriteriale) che, tramite una procedura definita, consenta di ordinare secondo una graduatoria di priorità di intervento le scuole di un parco edilizio. La scelta del sistema multicriteriale deriva dalla necessità di costruire un metodo che fornisce al soggetto decisore un supporto finalizzato a realizzare un compromesso accettabile fra diversi obiettivi. A partire dallo stato attuale del patrimonio scolastico italiano, e dal divario prestazionale riscontrato rispetto agli standard attesi, sono stati definiti gli obiettivi di miglioramento. Questi obiettivi costituiscono i criteri di valutazione, cioè i parametri attraverso i quali le scuole sono confrontate tra loro e ricondotte in un sistema gerarchico ordinato per priorità di intervento.

La tesi, che ha come oggetto la rigenerazione del quartiere Bolognina a Bologna, si sviluppa dal lavoro condotto durante il Laboratorio di Laurea in Architettura Sostenibile nell’anno accademico 2016-2017, nel corso del quale è stato analizzato l’intero quartiere a nord della stazione di Bologna e si sono individuate possibili strategie per migliorare la qualità urbana, in un contesto caratterizzato da una forte eterogeneità etnica e culturale. Il progetto su cui la Tesi si concentra investe uno dei lotti più a Sud del quartiere Bolognina, compreso tra Via de’ Carracci, Via Antonio di Vincenzo, Via Nicolò Dall’Arca e Via Alessandro Tiarini e posto in adiacenza alla stazione ferroviaria di Bologna, di cui è in corso l’espansione. Il lotto presenta situazioni critiche dal punto di vista sociale, edilizio ed energetico, che sono state esaminate nella fase inziale di analisi, tramite un metodo di valutazione multicriterio col quale i diversi edifici esistenti all’interno del lotto sono stati classificati in base al loro livello di trasformabilità. In seguito, il progetto ha delineato un programma funzionale in grado di valorizzare la collocazione e le caratteristiche del comparto ed ha sviluppato un’ipotesi di intervento, definendone gli aspetti volumetrici, strutturali, impiantistici.

Abstract: This paper describes a discret multiobjective selection method, which considers not only tangible or measurable parameters but also the intangible ones. This technic combines the Hierarchical Analytical Method from Thomas L. Saaty and the Electre Method from R. Benayoun and B. Roy and aims a reduction of subjectivity in the determination of the criteria weights. It also enables the simulation of different interests involved in the problem, so that the solutions found are robust and satisfie those interests. It is applied to the selection of pumped-storage sites and considers specific questions for their planning and construction

Resumo: Apesar do milho "safrinha" já representar uma grande proporção do milho produzido no Brasil e ter tido um significativo aumento de produtividade nos últimos anos, esta cultura ainda é relacionada ao baixo uso de tecnologia e à baixa produtividade. A primeira etapa deste estudo analisa as estatísticas e as relações entre os seguintes itens de verificação da qualidade das lavouras: data de semeadura; cobertura morta do solo; espaçamento das entrelinhas; estande e população de plantas; plantas problema; espaços entreplantas; infestação de ervas daninhas e perdas de colheita. A segunda etapa analisou a correlação espacial destas variáveis entre os diferentes talhões amostrados e mapeou a sua distribuição através das ferramentas da geoestatística na região do Médio Paranapanema. Na terceira etapa as variáveis foram utilizadas como critérios em uma avaliação multicriterial gerando um mapa de qualidade das lavouras. O método de polígonos de Thiessen foi utilizado no desagrupamento das estatísticas básicas (média, variância, assimetria), minimizando os problemas originados pela não aleatoriedade espacial da amostragem. O sistema de Plantio Direto (PD) foi discriminado estatisticamente do sistema de Preparo Convencional (PC) através de diversas variáveis, mas apenas a cobertura morta discriminou o PD da Semeadura na Palha de Inverno (SPi) e do PC. Oitenta e cinco por cento dos talhões avaliados tinham estande dentro dos limites aceitáveis e boa distribuição de plantas. Sessenta por cento dos itens de verificação apresentaram continuidade espacial entre talhões, o que permitiu o mapeamento através de krigagem ordinária. As áreas não ocupadas com milho foram retiradas da análise espacial utilizando-se uma máscara do uso da terra produzida pela classificação de imagens de satélite. A análise multicriterial (MCE) combinou o processo de análise hierárquica (AHP), para dar pesos aos critérios, e conjuntos fuzzy, para normalizar os critérios, possibilitando a avaliação e o mapeamento da qualidade das lavouras de milho "safrinha" em uma área de 1.577 km2. Abstract: Even though off-season or winter maize ("safrinha") today accounts for a large fraction of Brazilian maize production, and has displayed a significant increase in yield during the past few years, this crop is still associated with low technology and low yield. The first part of this study analyzes the statistics and relations among several variables of agricultural quality (items of quality verification): planting date; crop mulch cover; row spacing; plant stand and population; problem plants; plant spacing; weed infestation; harvest losses. The second part analyzes the spatial correlation of these variables among different plots sampled and maps the distribution by using spatial statistical tools in the Middle Paranapanema River Valley. In the third part, the variables were used as criteria in a multicriteria evaluation (MCE) that created an agricultural quality maps. Thiessen polygons were used to declustering the basic statistics (mean, variance, coefficient of skewness), minimizing problems introduced by non-random spatial sampling. No-tillage cultivation was statistically discriminated from conventional tillage by several variables, but only crop mulch cover separated no-tillage from winter crop mulch cultivation and conventional tillage. Eighty-five percent of plots studied had stands within acceptable limits and displayed good distribution of plants. Sixty percent of the variables showed spatial continuity among the plots, which permitted mapping by use ordinary kriging. Areas not planted in maize were removed from the spatial analysis using a mask of land use produced by a classification of satellite imagery. Multicriteria evaluation (MCE) combined the Analytic Hierarchy Process (AHP) to weight the criteria, and fuzzy sets were used to normalize the criteria, permitting the evaluation and mapping of agricultural quality of off-season ¿safrinha¿ maize in an area of 1,577 km2. O processo de acelerada expansão urbana observado no Brasil a partir de meados do século XX, sem planejamento adequado, resultou em ocupação de áreas de risco de inundações urbanas por parte da população de baixa renda, gerando prejuízos sociais. Além disso, potencializou-se o risco de inundações por meio da impermeabilização do território, supressão da mata ciliar e retificação e canalização dos córregos. Com vistas à redução no risco de inundações em áreas urbanas, faz-se necessário, além da adoção de medidas mitigadoras nos locais assolados pelo problema, um disciplinamento adequado do uso e da ocupação do solo nas áreas ainda não urbanizadas da bacia, abordando a questão da drenagem. No entanto, o planejamento territorial urbano não é atribuição do sistema gestor de recursos hídricos, mas do município como um todo, de modo que há vários setores da gestão municipal que devem ser envolvidos nesse processo. Em meio a diferentes prioridades, a questão da drenagem urbana não tem sido satisfatoriamente abordada. Nesse contexto decisório a respeito do planejamento, é fundamental, portanto, que haja uma metodologia que possa conciliar os julgamentos divergentes e, por vezes, conflitantes acerca da alternativa mais adequada de uso e ocupação do solo. Os sistemas de suporte à decisão multicriteriais permitem contornar este problema, além de possibilitarem trabalhar com critérios incomensuráveis, de modo que se configuram como uma opção promissora para o planejamento territorial urbano. O objetivo deste trabalho foi justamente aplicar três métodos diferentes de análises multicriteriais ao planejamento de uso e ocupação do solo de uma bacia hidrográfica ainda em urbanização (rio Mineirinho, em São Carlos - SP) para escolher uma alternativa de uso e ocupação do solo dentre três possíveis. A primeira consistia em um futuro provável com base no histórico de urbanização da bacia e no Plano Diretor Municipal; a segunda, idem, com o acréscimo de um reservatório proposto no Plano Diretor de Drenagem Urbana de São Carlos; e a última propunha medidas de adequação da ocupação urbana ao sistema natural de drenagem. Dever-se-iam considerar os julgamentos de diferentes atores sociais e buscar a redução no risco de inundações urbanas. Um dos métodos utilizados, o Processo Analítico Hierárquico foi considerado menos adequado ao problema proposto que os outros dois (fuzzy-TOPSIS e fuzzy-ELECTRE). E apesar da dificuldade encontrada em realizar uma reunião com um conjunto de seis diferentes atores sociais para debater seus pontos de vista acerca de critérios de escolha e alternativas de uso e ocupação do solo na bacia, foi possível verificar as preferências do conjunto. Em geral, deseja-se alguma intervenção estrutural significativa para mitigar o problema das inundações, como o reservatório proposto no Plano Diretor de Drenagem Urbana de São Carlos. Embora os participantes da pesquisa tenham mostrado interesse pela proteção ambiental, não preferiram, em comparação às demais, a alternativa de uso e ocupação do solo que favorecia a adequação da ocupação urbana ao sistema natural de drenagem.
The process of accelerated urban expansion observed in Brazil from the second half of the 20th century on, without adequate planning, resulted in the occupation of areas with risk of flooding by the population of lower income, what caused social loss. Besides, waterproofing of the territory, suppression of the riparian forest, and straightening and channeling of rivers increased the risk of flooding. In order to reduce this risk in urban areas, in addition to adopting mitigating measures on the spots affected by the problem, it is necessary to discipline the use and occupation of the soil where it has not yet been urbanized, taking into consideration the drainage matter. However, urban territory planning is not only attributed to the managers of the water systems, but to the city as a whole. This way, there are various sectors of the municipal management that should be involved in this process. Among different priorities, the matter of urban drainage has not been satisfactorily discussed. Thus it is fundamental to find a method to conciliate divergent judgements about the most adequate alternative for the use and occupation of the soil. The multicriteria decision support systems are able to do this and to work with incommensurable criteria, and therefore they are a promising option to apply in the context of urban territory planning. The main objective of this work was precisely using three different methods of multicriteria analysis in the planning of the soil use and occupation of the Mineirinho watershed (São Carlos - SP), which is still in the midst of an urbanization process, in order to choose one of the three possible alternatives of soil use and occupation. The first one consisted on a probable future, based on the watershed urbanization history and the Municipal Directive Plan; the second one, idem, with the addition of a reservoir proposed in the Urban Drainage Directive Plan of São Carlos; and the last one presented measures to adequate the occupation of the basin to the natural drainage system. The judgement of different social actors and the reduction of the urban flooding risk should be taken into account. One of the used methods - the Analytic Hierarchy Process (AHP) - was considered less suitable to the proposed problem than the other two (fuzzy-TOPSIS and fuzzy-ELECTRE). And although there was some difficulties to hold a meeting with a group of six different social actors who would debate their points of view concerning the choice criteria and the alternatives of soil use and occupation, it was possible to verify the preferences of the group. In general, they want a significant structural intervention to mitigate the urban flood problem, like the reservoir proposed in the Urban Drainage Directive Plan of São Carlos. In spite of the fact that the social actors showed interest for the environmental protection, they did not prefer, when comparing to the other alternatives, the one that most favored the adequacy of the urban occupation to the natural drainage system.

Resumo: O abastecimento de água é um fator de extrema importância para o bem estar da sociedade. Muitos sistemas de abastecimento de água vêm apresentando deficiências operacionais, seja pelo elevado incremento na demanda nos últimos anos ou pela falta de manutenção adequada. O aumento da freqüência de interrupções no fornecimento de água tem sido comum, gerando a insatisfação de seus usuários. Altos investimentos são necessários para a reabilitação dos sistemas de abastecimento de água existentes, visando assegurar níveis operacionais adequados, mas as empresas têm recursos financeiros limitados. Justifica-se, deste modo, o desenvolvimento de novas metodologias que visem a reabilitação destes sistemas buscando o funcionamento adequado dos mesmos, dentro de padrões técnicos satisfatórios com custos aceitáveis. Neste contexto, a metodologia proposta almeja estudar alternativas de reabilitação em sistemas existentes, tendo como suporte um simulador de redes de abastecimento (SPERTS). Para considerar os múltiplos aspectos na tomada de decisão sobre as possíveis soluções de reabilitação a adotar utiliza-se a análise multicriterial que então, fornece uma hierarquia das alternativas encontradas em cada caso
Abstract: Water supply is extremely important for the welfare state of society. Many water supply systems have presented operational deficiency due to high increase on the demand or lack of adequate maintenance. The increase of on frequency of the interruption on the water supply has been usual, thus not fulfilling customer expectations for the consumers. High investments are needed to rehabilitate the existing water supply systems aiming at ensuring adequate operational levels. This situation highlights the importance of the development of new methodologies aiming at the rehabilitation of these systems for an adequate operation, within satisfactory technical standard and acceptable costs. Thus, the proposed methodology aims to study rehabilitation alternatives in existing water systems, taking as support a water supply network simulator (SPERTS). In order to consider the multiple aspects on the decision making process about the possible rehabilitation solutions, a multcriterial analysis is used thus, providing an hierarchy of the alternatives found in each case

A análise de investimentos é um processo de vital importância para uma organização, pois envolve o orçamento de capital da empresa na busca de projetos que tragam rentabilidade, perpetuidade, além de ter ligação direta com os objetivos estratégicos traçados. Entretanto, este processo muitas vezes não é discutido internamente nas empresas, as quais geralmente focam somente na etapa de avaliação econômica dos projetos, não desenvolvendo o processo de uma forma sistêmica e estruturada, nem considerando outros aspectos qualitativos na decisão. Desta forma, o presente trabalho apresenta um proposta de sistemática para análise multicriterial de investimentos, discutindo particularmente as quatro grandes fases do processo de análise: identificação, avaliação, priorização e seleção e acompanhamento de projetos. Para cada fase, algumas etapas e atividades foram definidas e posteriormente validadas em uma empresa do ramo automotivo. Para auxiliar a estruturação da sistemática são utilizados métodos de avaliação econômica tradicionais como VPL, TIR e payback, além de um método de análise multicriterial, chamado NCIC, e do uso de programação linear para definição de um portfólio ótimo de investimentos. O uso em conjunto de tais métodos permitiu a elaboração de uma ferramenta chamada PAMP – Planilha para Avaliação Multicriterial de Investimentos. Durante a validação da sistemática foi definida uma equipe multifuncional para a busca e avaliação de investimentos. Esta equipe foi treinada, os fluxos de caixa dos projetos elencados foram projetados e a partir do uso da PAMP dois ranking foram desenvolvidos: primeiramente, um ranking econômico, ordenando os projetos conforme seus resultados (VPL), e em um segundo momento, um ranking multicriterial, incorporando ao VPL o valor agregado dos atributos qualitativos de cada projeto. Após, usando programação linear, foi modelado o portfólio ótimo sob o ponto de vista econômico e qualitativo, incorporando o racionamento de capital entre outras restrições. Como resultado observou-se que apesar dos atributos qualitativos serem relevantes para a tomada de decisão, o critério que mais influencia a empresa ainda é o econômico. Além disso, percebeu-se uma boa aderência da sistemática proposta no ambiente empresarial, destacando como principais benefícios (i) a estruturação de uma lista de projetos, discutindo as origens dos mesmos e suas ligações com a estratégia da empresa; (ii) capacitação dos colaboradores formando uma estrutura de apoio interna que dê suporte conceitual ao processo de análise de investimentos; (iii) estruturação lógica do processo de análise de investimentos, indicando ferramentas de simples uso e com potencial interação; e (iv) melhoria contínua do processo através da comparação projetado versus realizado e retroalimentação do sistema de análise de investimentos.
Investment analysis is a key process in organizations. It involves the capital budgeting of companies to identify projects that brings profitability, perpetuity and direct connection with strategic goals. However, this kind of process is not often internally discussed in companies, which usually focus on the economic evaluation phase only, in spite of a structured process where qualitative aspects are considered in the decision-making. This work presents a method for multi-criteria investment analysis, particularly discussing the four most important phases in the analysis: identification, evaluation, prioritization and selection and project monitoring. In each phase, steps and activities are defined and illustrated through an application in an automotive company. Traditional evaluation methods, such as NPV, IRR and payback, in addition to a multi-criteria decision-making technique, named NCIC, and linear programming are used to support the method. The use of such techniques led to the creation of an analysis tool called PAMP – Spreadsheet for Multi-criteria Investments Analysis. During the application of the method a multi-functional team was selected and trained to search and evaluate investment opportunities. The projects cash flows were specified and, through the use of PAMP, two rankings were developed: an economic ranking, ordering the results of each project (NPV), and a multi-criteria ranking, including qualitative aspects of each project. Next, linear programming was used and a project portfolio was modeled considering economic and qualitative issues, such as capital rationing and other restrictions. As a result, it was observed that despite the fact that qualitative aspects are important in the final decision, the economic aspect is still the main drive in the company. In addition, it was verified that the proposed method was adapted successfully to the company environment; its main benefits: (i) the creation of a project list, stressing its connections to the firm strategy; (ii) training of a team that gives support to the investment analysis process; (iii) creation of a logical structure for investment analysis,based on powerful yet easy to use tools; and (iv) continuous improvement of the process.

In this article, complexities related to the multicriteria (multiobjective) optimization of laminated composite structures subjected to technological constraints we will be presented.
