Resumo: Este trabalho consiste no desenvolvimento de um método multicriterial discreto de seleção que incorpora, não somente as variáveis mensuráveis ou tangíveis, mas também variáveis intangíveis. A proposta da técnica é reduzir a subjetividade na determinação dos pesos dos critérios de julgamento, através da utilização conjunta do Método Analítico Hierárquico de Thomas L.Saatye do algoritmo Electre desenvolvido por R. Benayoun e B. Roy, e obter soluções robustas, através da simulação dos enfoques de diferentes setores da sociedade. O método foi adaptado para um estudo de caso, incorporando fatores específicos para o planejamento e a implantação de Usinas Hidrelétricas Reversíveis
Abstract: This paper describes a discret multiobjective selection method, which considers not only tangible or measurable parameters but also the intangible ones. This technic combines the Hierarchical Analytical Method from Thomas L. Saaty and the Electre Method from R. Benayoun and B. Roy and aims a reduction of subjectivity in the determination of the criteria weights. It also enables the simulation of different interests involved in the problem, so that the solutions found are robust and satisfie those interests. It is applied to the selection of pumped-storage sites and considers specific questions for their planning and construction

Resumo: Apesar do milho "safrinha" já representar uma grande proporção do milho produzido no Brasil e ter tido um significativo aumento de produtividade nos últimos anos, esta cultura ainda é relacionada ao baixo uso de tecnologia e à baixa produtividade. A primeira etapa deste estudo analisa as estatísticas e as relações entre os seguintes itens de verificação da qualidade das lavouras: data de semeadura; cobertura morta do solo; espaçamento das entrelinhas; estande e população de plantas; plantas problema; espaços entreplantas; infestação de ervas daninhas e perdas de colheita. A segunda etapa analisou a correlação espacial destas variáveis entre os diferentes talhões amostrados e mapeou a sua distribuição através das ferramentas da geoestatística na região do Médio Paranapanema. Na terceira etapa as variáveis foram utilizadas como critérios em uma avaliação multicriterial gerando um mapa de qualidade das lavouras. O método de polígonos de Thiessen foi utilizado no desagrupamento das estatísticas básicas (média, variância, assimetria), minimizando os problemas originados pela não aleatoriedade espacial da amostragem. O sistema de Plantio Direto (PD) foi discriminado estatisticamente do sistema de Preparo Convencional (PC) através de diversas variáveis, mas apenas a cobertura morta discriminou o PD da Semeadura na Palha de Inverno (SPi) e do PC. Oitenta e cinco por cento dos talhões avaliados tinham estande dentro dos limites aceitáveis e boa distribuição de plantas. Sessenta por cento dos itens de verificação apresentaram continuidade espacial entre talhões, o que permitiu o mapeamento através de krigagem ordinária. As áreas não ocupadas com milho foram retiradas da análise espacial utilizando-se uma máscara do uso da terra produzida pela classificação de imagens de satélite. A análise multicriterial (MCE) combinou o processo de análise hierárquica (AHP), para dar pesos aos critérios, e conjuntos fuzzy, para normalizar os critérios, possibilitando a avaliação e o mapeamento da qualidade das lavouras de milho "safrinha" em uma área de 1.577 km2. Abstract: Even though off-season or winter maize ("safrinha") today accounts for a large fraction of Brazilian maize production, and has displayed a significant increase in yield during the past few years, this crop is still associated with low technology and low yield. The first part of this study analyzes the statistics and relations among several variables of agricultural quality (items of quality verification): planting date; crop mulch cover; row spacing; plant stand and population; problem plants; plant spacing; weed infestation; harvest losses. The second part analyzes the spatial correlation of these variables among different plots sampled and maps the distribution by using spatial statistical tools in the Middle Paranapanema River Valley. In the third part, the variables were used as criteria in a multicriteria evaluation (MCE) that created an agricultural quality maps. Thiessen polygons were used to declustering the basic statistics (mean, variance, coefficient of skewness), minimizing problems introduced by non-random spatial sampling. No-tillage cultivation was statistically discriminated from conventional tillage by several variables, but only crop mulch cover separated no-tillage from winter crop mulch cultivation and conventional tillage. Eighty-five percent of plots studied had stands within acceptable limits and displayed good distribution of plants. Sixty percent of the variables showed spatial continuity among the plots, which permitted mapping by use ordinary kriging. Areas not planted in maize were removed from the spatial analysis using a mask of land use produced by a classification of satellite imagery. Multicriteria evaluation (MCE) combined the Analytic Hierarchy Process (AHP) to weight the criteria, and fuzzy sets were used to normalize the criteria, permitting the evaluation and mapping of agricultural quality of off-season ¿safrinha¿ maize in an area of 1,577 km2. Full textThe process of accelerated urban expansion observed in Brazil from the second half of the 20th century on, without adequate planning, resulted in the occupation of areas with risk of flooding by the population of lower income, what caused social loss. Besides, waterproofing of the territory, suppression of the riparian forest, and straightening and channeling of rivers increased the risk of flooding. In order to reduce this risk in urban areas, in addition to adopting mitigating measures on the spots affected by the problem, it is necessary to discipline the use and occupation of the soil where it has not yet been urbanized, taking into consideration the drainage matter. However, urban territory planning is not only attributed to the managers of the water systems, but to the city as a whole. This way, there are various sectors of the municipal management that should be involved in this process. Among different priorities, the matter of urban drainage has not been satisfactorily discussed. Thus it is fundamental to find a method to conciliate divergent judgements about the most adequate alternative for the use and occupation of the soil. The multicriteria decision support systems are able to do this and to work with incommensurable criteria, and therefore they are a promising option to apply in the context of urban territory planning. The main objective of this work was precisely using three different methods of multicriteria analysis in the planning of the soil use and occupation of the Mineirinho watershed (São Carlos - SP), which is still in the midst of an urbanization process, in order to choose one of the three possible alternatives of soil use and occupation. The first one consisted on a probable future, based on the watershed urbanization history and the Municipal Directive Plan; the second one, idem, with the addition of a reservoir proposed in the Urban Drainage Directive Plan of São Carlos; and the last one presented measures to adequate the occupation of the basin to the natural drainage system. The judgement of different social actors and the reduction of the urban flooding risk should be taken into account. One of the used methods - the Analytic Hierarchy Process (AHP) - was considered less suitable to the proposed problem than the other two (fuzzy-TOPSIS and fuzzy-ELECTRE). And although there was some difficulties to hold a meeting with a group of six different social actors who would debate their points of view concerning the choice criteria and the alternatives of soil use and occupation, it was possible to verify the preferences of the group. In general, they want a significant structural intervention to mitigate the urban flood problem, like the reservoir proposed in the Urban Drainage Directive Plan of São Carlos. In spite of the fact that the social actors showed interest for the environmental protection, they did not prefer, when comparing to the other alternatives, the one that most favored the adequacy of the urban occupation to the natural drainage system.

Resumo: O abastecimento de água é um fator de extrema importância para o bem estar da sociedade. Muitos sistemas de abastecimento de água vêm apresentando deficiências operacionais, seja pelo elevado incremento na demanda nos últimos anos ou pela falta de manutenção adequada. O aumento da freqüência de interrupções no fornecimento de água tem sido comum, gerando a insatisfação de seus usuários. Altos investimentos são necessários para a reabilitação dos sistemas de abastecimento de água existentes, visando assegurar níveis operacionais adequados, mas as empresas têm recursos financeiros limitados. Justifica-se, deste modo, o desenvolvimento de novas metodologias que visem a reabilitação destes sistemas buscando o funcionamento adequado dos mesmos, dentro de padrões técnicos satisfatórios com custos aceitáveis. Neste contexto, a metodologia proposta almeja estudar alternativas de reabilitação em sistemas existentes, tendo como suporte um simulador de redes de abastecimento (SPERTS). Para considerar os múltiplos aspectos na tomada de decisão sobre as possíveis soluções de reabilitação a adotar utiliza-se a análise multicriterial que então, fornece uma hierarquia das alternativas encontradas em cada caso
Abstract: Water supply is extremely important for the welfare state of society. Many water supply systems have presented operational deficiency due to high increase on the demand or lack of adequate maintenance. The increase of on frequency of the interruption on the water supply has been usual, thus not fulfilling customer expectations for the consumers. High investments are needed to rehabilitate the existing water supply systems aiming at ensuring adequate operational levels. This situation highlights the importance of the development of new methodologies aiming at the rehabilitation of these systems for an adequate operation, within satisfactory technical standard and acceptable costs. Thus, the proposed methodology aims to study rehabilitation alternatives in existing water systems, taking as support a water supply network simulator (SPERTS). In order to consider the multiple aspects on the decision making process about the possible rehabilitation solutions, a multcriterial analysis is used thus, providing an hierarchy of the alternatives found in each case

Full textInvestment analysis is a key process in organizations. It involves the capital budgeting of companies to identify projects that brings profitability, perpetuity and direct connection with strategic goals. However, this kind of process is not often internally discussed in companies, which usually focus on the economic evaluation phase only, in spite of a structured process where qualitative aspects are considered in the decision-making. This work presents a method for multi-criteria investment analysis, particularly discussing the four most important phases in the analysis: identification, evaluation, prioritization and selection and project monitoring. In each phase, steps and activities are defined and illustrated through an application in an automotive company. Traditional evaluation methods, such as NPV, IRR and payback, in addition to a multi-criteria decision-making technique, named NCIC, and linear programming are used to support the method. The use of such techniques led to the creation of an analysis tool called PAMP – Spreadsheet for Multi-criteria Investments Analysis. During the application of the method a multi-functional team was selected and trained to search and evaluate investment opportunities. The projects cash flows were specified and, through the use of PAMP, two rankings were developed: an economic ranking, ordering the results of each project (NPV), and a multi-criteria ranking, including qualitative aspects of each project. Next, linear programming was used and a project portfolio was modeled considering economic and qualitative issues, such as capital rationing and other restrictions. As a result, it was observed that despite the fact that qualitative aspects are important in the final decision, the economic aspect is still the main drive in the company. In addition, it was verified that the proposed method was adapted successfully to the company environment; its main benefits: (i) the creation of a project list, stressing its connections to the firm strategy; (ii) training of a team that gives support to the investment analysis process; (iii) creation of a logical structure for investment analysis,based on powerful yet easy to use tools; and (iv) continuous improvement of the process.

Resumo: O uso dos recursos hídricos para múltiplos propósitos nas atividades humanas, como no desenvolvimento e na urbanização intensivos, tem resultado em considerável aumento da demanda de água. Por isso mesmo cresce a demanda correspondente por construções complexas de sistemas e projetos hidráulicos, distribuídas no espaço geográfico e no tempo. Os múltiplos objetivos de grupos sociais, das regiões e as limitações dos próprios recursos (inclusive os naturais) encontrados no desenvolvimento de tais sistemas, exige a definição política de procedimentos gerais para permitir a administração pública brasileira analisar suas tomadas de decisões. Um das referências para a definição destes procedimentos é o paradigma analítico-racional, enfoque do presente trabalho. Existem outras referências no campo das ciências sociais que são abordadas aqui superficialmente. Na verdade, o objetivo particular deste trabalho é a investigação da função, no contexto do planejamento de recursos hídricos, dos instrumentos administrativos de análise da tomada de decisões (métodos e modelos quantitativos e específicos) pertencentes à abordagem muiticriterial do paradigma referido. A investigação é composta basicamente por quatro etapas (1) retrospectiva da origens, evolução e tendência da utilização dos procedimentos analíticos de tomadas de decisões; (2) revisão histórica do desenvolvimento dos recursos hídricos brasileiros, onde se destaca a estrutura institucional, e na qual são avaliados os pré-requisitos para inserção do modelo muiticriterial; (3) revisão bibliográfica da análise multicriterial e sua teoria no contexto do planejamento; e (4) uma análise de caso para exemplificar aplicações e dificuldades de ordem teórica e prática. A pesquisa procura empreender uma postura crítica e construtiva na tentativa deixar subsídios (se não práticos) para as futuras investigações do problema que mais entrava o desenvolvimento dos recursos hídricos brasileiros: o procedimento de encaminhar a tomada de decisões. As conclusões indicam que a função dos métodos e modelos associado ao paradigma investigado se restringe a organização e reprodução de informações para melhor encaminhar a tomada de decisões, preferível ser apresentados como proporcionadores de soluções finais do processo decisório. Uma conclusão de grande relevância reitirada dos aspectos periféricos do tema de estudo, refere-se a necessidade de definição de procedimentos gerais para direcionar o desenvolvimento dos recursos hídricos. As diretrizes desta definição delineam a concepção organizacional do planejamento e do gerenciamento. Essa concepção pode ser construída a partir da caracterização e classificação de metodologias gerais (procedimentos) diferenciadas para tratar analiticamente as tomadas de decisões no âmbito da administração
Abstract: The considerable increasing of water demand has been a consequence of the water resources uses for multiple purposes in human activities, such lts the intensive processes of development and urbanization. For this reason the associated demand for works and projects has been grown, which are distributed along time and space. It is required a definition about a police for general procedures to allow the brazilian public administation to formulat, analysis of decision making. This concern comes from multiple objectives of social groups, regions and also from restrictions of resources (Including the natural ones). A reference to define those procedures is the analythival-rationale paradigm, what is the focus of this research work. There are another references on Social Science area that are also discussed. Actually this research work aim to find out the function of administrative instruments for analysis of the decision making in the context of water resources planning, taking particular the multicriteria approach.The research development is basically compounded by four stages : 1 ) a retrospect view about, the orign, evolution and tendencies to apply analythical procedures for decision making; (2} historic view of brazilian water resources development, when the institutional structure is emphasized as welI as the constraints for insertion of multicriteria model; (3) review of literature concerning to multicrlteria analysis and its theory in the context of planning \ (4) a case study for illustrating theothic and pratical applications and difficulties. The research tries to develop a critic and constructive approach aiming to provide support, to the future researches concerning to the problem that brings to many difficulties for the development of brazilian water resources: the procedures for generating making. The conclusions show that the purpose of methods and models associated with the paradigm in study Is concerned to organization and reproduction of informations for generate a better decision making process.Thefore, they could not be expreesed as being end solut ions of these process. Another conclusion, of great relevance, is relative to necessity of definition of general procedures. At the moment of planning and analysis of plans and projects, they are responsible by description and classification of the distinct methodologies with the purpose of dealing ,he analythieai part of a decision making

O propósito desta dissertação é descrever qualitativamente algumas espécies de riscos capazes de comprometer a aceitabilidade dos projetos de investimentos normalmente desejados pelas empresas, além de propor uma metodologia de decisão coletiva e multicriterial que os leve em consideração na análise de viabilidade, a partir da apreciação subjetiva dos diversos participantes do processo decisório. Inicialmente são discutidos os fundamentos básicos dos métodos tradicionais de avaliação quantitativa do risco em investimentos e apontadas suas importâncias e limitações. A seguir, é sugerido a inclusão de outros critérios de desejabilidade na análise para que os projetos não sejam avaliados exclusivamente por fatores econômico-financeiros. São mostrados também o processo de geração destes novos fatores, seus correspondentes critérios de desejabilidade e alguns métodos de análise multicriteriais. Posteriormente é feito um estudo qualitativo dos riscos que normalmente ameaçam alguns tipos de projetos, de grande utilidade para os tomadores de decisão na fixação dos novos fatores de avaliação. Finalmente são apresentados os fundamentos da metodologia proposta, abordando os processos de escolha dos vários critérios de desejabilidade, de formação das equipes que os julgarão e de avaliação das alternativas de investimentos disponíveis

A partir do momento em que os recursos materiais, humanos e financeiros são reunidos com a finalidade de fabricação de produtos ou oferta de serviços, o resultado desejável deve ser igual ou superior ao montante investido. Ferramentas de avaliação de investimentos surgiram, procurando analisar a viabilidade econômica de propostas de aumento ou melhoria da produção. Porém, estes modelos tradicionais ainda são limitados, pois superestimam a dimensão econômica, relegando ao segundo plano ou efetivamente desprezando outras variáveis que exercem impacto significante e, muitas vezes decisivo sobre a situação em perspectiva. Este trabalho adota a perspectiva da metodologia multicritério de apoio à decisão - alternativa que integra à avaliação econômica outras variáveis de natureza qualitativa que aparentam não ser mensuráveis ou para as quais não foi empreendido um esforço neste sentido. Almeja-se uma visão sistêmica, informando sobre como as alternativas de investimento comportam-se, segundo diversos critérios tomados como relevantes, observando-se sua característica quantitativa/qualitativa, sinalizando aos tomadores de decisão aquelas que melhor atendem às várias dimensões do negócio. Propõe-se um método estruturado de apoio à decisão, elencando análises númericas e gráficas, assim como discutindo as melhores alternativas sob o ponto de vista custo-benefício. Aumenta-se o grau de formalização das decisões, tornando-as mais objetivas e, preservando a memória técnica ao longo do tempo. Por fim, discute as informações atualmente consideradas nos projetos de investimento e o impacto no processo decisório, propondo um ciclo revisional no modelo adotado, assim como um repensar sobre a tomada de decisão e as relações da organização internamente e com terceiros.

Full textThe main aim of the thesis was to develop an evaluation model of development indicators of waste management system based on multicriteria analysis. The objective of this research was to identify key indicators and sub-indicators that have the highest influence on the development of a waste management system and that represent the main obstacles when creating successful waste management strategies in Serbia and other developing contries. For this researches, it was necessary to obtain the qualified opinions of decision makers from different countries who have experience in the sector of waste management in developing countries. The applied methodology is based on a combined use of the analytic hierarchy process, from the multi-criteria decision-making set of tools, and the preferential voting method known as Borda Count, which belongs to social choice theory.

Full textThe main objective of this dissertation is to perform a Comparative Analysis of different Multicriteria Decision Making Methods applied to real-world problems, in order to produce relevant information to enable the incorporation of those methods on computational platforms. The current document presents a simple case study concerning a decision support application targeted for a real problem regarding retrofitting alternatives of a building with energy efficiency impact. The application process was started with the selection of two Multicriteria Decision Making Methods guided by a preexisting framework, and resulted in the choice of AHP and PROMETHEE II methodologies. These two methods were then combined with three different decision maker profiles (Conservative, Moderate and Aggressive) created by means of risk assessment profiling techniques for portfolio allocation. Afterwards, the chosen decision criteria were disposed in a Risk Pyramid according to their inherent level of risk regarding project evaluation. A match was then performed between the decision maker profiles and each criterion, so as to define a proper set of weights for the decision criteria and preference functions, with corresponding preference and indifference thresholds. Finally, three different sets of results (one for each decision maker profile) were produced using appropriate software, and a Sensitivity Analysis was performed over the criteria to understand their influence on the solution. The general conclusion of this Comparative Analysis is that the increase in the preference modelling ability of the methods brings up the least expected alternatives as recommendations for the decision maker. Besides, we have concluded that the decision profiles that allocate bigger weights to the riskiest criteria are the ones that produce the more dispersed set of results within each method application and within each decision maker profile.

Para o planejamento dos recursos naturais e avaliação de uma determinada área, é imprescindível analisar e identificar a bacia hidrográfica. O sensoriamento remoto e procedimentos modernos para obter-se imagens, referentes aos novos sistemas de informações geográficas (SIGs), auxiliam na aquisição de diversos tipos de dados. Foram determinadas as áreas que favorecem a conexão entre os fragmentos florestais, com o objetivo de realizar análise de paisagem na sub-bacia do Rio Araquá. Caracterizar o uso e cobertura atual do solo na bacia, por meio de técnicas de sensoriamento remoto, chamada de classificação supervisionada por máxima verossimilhança. Depois, com o auxílio do SIG, foi feita a análise multicriterial com o Método da Combinação Linear Ponderada, determinando os critérios (fatores e restrições) e os pesos dos fatores. A área de estudo foi descrita, assim como o material cartográfico e os dados orbitais. Foram gerados mapas de rede de drenagem, de uso e cobertura do solo, declividade, solos, potencial de infiltração, AVA, fragmentos florestais, classificação da paisagem no programa ArcGis e análise multicriterial no Idrisi Selva. Por último, foi gerado o mapa de conexão florestal, em que notou-se que as áreas mais críticas estão próximas à cobertura florestal, onde as conexões de fragmentos são afetadas por ocupação antrópica e pela agricultura, que cresce a cada ano. Para a recuperação dessas áreas, os agentes ambientais devem realizar planejamentos, apoiando-se em uma metodologia que contempla toda a paisagem e ecossistemas, priorizando a conexão entre os fragmentos florestais e perturbações que ocorrem neste ambiente da área de estudo.
River River basin analysis and identification are extremely important to natural resources planning and evaluation of a given area. Remote sensing and modern procedures to capture images corresponding to the new geographic information systems (GIS) assist the acquisition of different types of data. In this study, regions that favor the connection of forest fragments were delimited to perform the landscape evaluation of Araquá river sub-basin. Current land use and cover were characterized using supervised maximum likelihood classification of remotely sensed images. Then GIS-based approach to multi-criteria evaluation was performed with a Weighted Linear Combination Method to determine the conditions (factors and restrictions) and factor weights. The studied area was described as well as the cartographic material and the orbital data. Maps for drainage network, land use/cover, declivity, soil, infiltration capacity, area of variable inflow, forest fragments and landscape classification were generated using ArcGis software and the multi-criteria analysis was performed with Idrisi Selva software. Finally, a map for forest connection was established, which revealed that the most critical areas are near to forest cover where the connection between fragments are affected by anthropic occupation and agriculture. To recover these areas, environmental managers must create strategies based on a methodology that contemplates the entire landscape and ecosystems, prioritizing the connection between forest fragments and the existing disruptions in the studied area.

A alocação eficiente dos recursos disponíveis entre as unidades estratégicas de negócio (uen) que compõem o portfólio da empresa inicia-se com a avaliação do conjunto de UEN?s usando múltiplos critérios. Para auxiliar nesta avaliação recomenda-se o método AHP (Analytical Hierarchy Process). Combinando os conjuntos de UEN?s e de critérios com o AHP, chegou-se a um novo modelo para auxiliar no planejamento estratégico de portfólios. No modelo proposto, o planejamento do portfólio inicia-se com a avaliação estratégica das UEN?s, buscando determinar estratégias globais de aplicação de recursos (investir, manter ou desinvestir). Estas estratégias serão as entradas do modelo de recomendação estratégica onde transformam-se em recomendações específicas para cada UEN. A combinação dos modelos de avaliação e do modelo de recomendação possui os mesmos objetivos dos demais modelos de análise de portfólio existentes porém com os seguintes diferenciadores: i) são considerados defeitos e virtudes dos modelos existentes, ii) o AHP provê uma base para adaptar o método para casos específicos, e iii) não há imposição de eixos ou conjuntos de critérios buscando-se avaliar a empresa e o ambiente como um todo.

Full textMulticriteria analysis methodologies have been used for decades to analyze substantial capital investment alternatives, and continue to be a reference tool for capital budgeting decision making in organizations. Small investments are also influenced by several variables that need to be taken into account in assertive decision making. Minor impacts decisions are taken without using a method of multicriteria analysis and when all this decisions are combined, they influence the overall result of the company. The objective of this research is to develop a multi-criteria analysis method agile that can be easily adapted and applied to different operation dynamic process, usual in large businesses routine, helping decision making at lower levels of the organization. The proposed method was applied in two different processes of a multinational company in the mining sector. In the first case the process of prioritization projects method was studied, where ideas of employees were transformed into smaller projects that generate profit for the company. In the second case, maintenance scheduling, the method helped to prioritize the execution of maintenance services when there are resource limitation. The proposed method combines tools of renowned methods with creative solutions to help a decision making in dynamics processes.

Full textThis study aimed to select the most sustainable irrigation methods able to obtain high water productivity considering economic aspects and water saving criteria for wheat and cotton in NE Syria. The models used are PROASPER for sprinkler, SADREG for surface and MIRRIG for drip irrigation. Multicriteria analysis (MCA) was used to rank a set of design alternatives considering water saving and economic priorities. For wheat, surface and sprinkler systems were applied. For cotton surface, sprinkler and drip methods were compared. All combinations were analysed for full and deficit irrigation. Results for cotton show that drip irrigation is better than graded furrows for water saving but not a good option for economic priority unless the yield price increases. Sprinkler systems for cotton are rarely advantageous. For wheat, sprinkler systems are better than borders from water savings perspectives, showing an increased water productivity, as well as in economic terms leading to higher farmer’s income. MCA proved to be a very useful tool in a water scarce region to select the most appropriate irrigation systems considering the users preferences.

Full textMeasuring performance either formally or informally is a common practice in most organisations. It is well established that performance measurement plays a critical role in organisations, signalling how well they are succeeding in achieving their objectives and identifying where improvement efforts are required. In an attempt to respond to the assessment needs of organisations, several performance measurement frameworks have been developed over the years. However, in spite of the remarkable progress that has been made in the development of better integrated, balanced and strategically driven performance measurement frameworks, there are issues which deserve further research if these frameworks are to provide a stronger basis from which to manage effectively for improvement. Informed by the literature review and conceptual experimentation, this thesis aims to show that the use of system dynamics (SD) and multiple criteria decision analysis (MCDA), individually and in an integrated manner, can address some of these issues and bring new insights to inform and support the different stages of the performance measurement and management process. To this purpose, a framework incorporating the integrated use of SD and MCDA is suggested and its conceptual coherence and practical relevance is discussed. The conceptual coherence is illustrated by a simple but realistic application in the health care sector. The practical relevance of the framework is assessed in an organisational setting, taking the form of three in-depth case studies. Several conclusions are drawn regarding the potential role of SD and MCDA to add value to the performance measurement and management process, including an assessment of their suitability, limitations, and implementation issues associated with this particular context.

O desenvolvimento tecnológico e a implantação de Centrais de Tratamento de Resíduos Sólidos (CTRSs), incluindo aterros sanitários, podem conduzir a soluções favoráveis ao processo de tratamento e recuperação de resíduos sólidos urbanos e disposição final de rejeitos. Estas instalações podem agrupar diversas tecnologias em um único sistema, cujo funcionamento leva à economia de energia e redução de gastos com transporte, o que pode redundar em um balanço energético positivo. Todavia, se mal planejada, a implantação e funcionamento das CTRSs podem causar impactos ambientais negativos aos recursos hídricos, ar atmosférico e à saúde dos seres vivos, em particular da população humana. Por isso, as fases de planejamento e implantação devem estar em consonância com o processo de Avaliação de Impacto Ambiental, sendo indispensável a realização de estudos para a seleção de áreas ambientalmente compatíveis com o seu funcionamento. Este trabalho tem como objetivo apresentar e discutir o desenvolvimento de um mapeamento geoambiental voltado à seleção adequada de áreas para a implantação de CTRSs, tendo como foco de aplicação o pequeno município paulista de Santa Cruz da Conceição, que apresenta expressiva inconformidade ambiental em relação à gestão dos resíduos sólidos e destinação final dos rejeitos; em torno dele, num raio de 100 km, vive uma população de cerca de 7,4 milhões de pessoas. A integração de informações obtidas com o levantamento bibliográfico efetuado, a geração de banco de dados (incluindo fatores físicos, biológicos e sócio-econômicos) e a análise multicriterial em ambiente SIG conduziram à elaboração do referido mapeamento. Este teve como base fundamental estudo prévio de compartimentação fisiográfica da região do município, levando-se em conta principalmente os aspectos de permeabilidade, resistência a erosão e estabilidade a movimentos gravitacionais, que foram integrados com dados de fragmentos de vegetação, declividade, áreas de gerenciamento de risco aviário de aeródromos regionais, informações do plano diretor municipal e normas técnicas e legais. Entre os resultados obtidos com o trabalho, destaca-se, centralmente, a definição de áreas propícias à implantação de CTRSs, incluindo incineradores, e de aterros sanitários em valas e em camadas. Áreas incompatíveis para estas ações também foram reconhecidas. Este estudo oferece elementos para discussões e tomadas de decisão ligadas ao processo de implantação de Centrais de Tratamento de Resíduos e empreendimentos a elas associados, sendo aplicável a outros municípios brasileiros. É, portanto, contribuição para a estruturação de um ordenamento territorial sustentável.
Technological development and Solid Waste Treatment Plants (SWTPs), including landfills, may lead to good solutions to the process of treatment and recovery of urban solid waste. These facilities can group various technologies into a single system, whose operation leads to energy savings and reduction of transportation costs, which may result in a positive energy balance. However, if not properly planned, the setting up and operation of SWTPs can cause negative environmental impacts to water resources, atmospheric air and the health of living beings, in particular the human population. Therefore, the phases of planning and setting up of a SWTP should be in line with the process of Environmental Impact Assessment, and it is essential to carry out studies for the selection of environmentally compatible areas of functioning. This study presents and discusses the development of a geo-environmental mapping focused on the proper selection of areas for the implementation of SWTPs, with the application focus on the municipality of Santa Cruz da Conceição, a small town in the state of São Paulo, which presents significant environmental nonconformity in relation to management solid waste and disposal of waste; around it, within a radius of 100 km, lives a population of about 7.4 million people. The integration of information obtained from the literature performed, the generation of database (including physical, biological and socio-economic elements) and multi-criteria analysis in GIS environment led to the preparation of this mapping. This work had as fundamental element a previously established physiographic subdivision of the area, and took into account mainly the aspects of permeability, erosion resistance and stability to gravitational movements; these parameters have been integrated with information on fragments of vegetation, declivity, poultry risk management areas in regional aerodromes, information on director municipal plan, and legal and technical standards. Among the results obtained from this work, there is, centrally, the definition of areas for setting up a SWTP, including incinerators and landfills (in ditches and in layers). Incompatible areas for these actions were also recognized. This study provides elements for discussion and decision-making related to the implementation process of waste treatment plants and projects associated with them, being applicable to other municipalities. It is therefore contributing to the structuring of a sustainable land use.

Full textThe research target is the assessment of energy and environmental rating systems effectiveness in reducing buildings environmental impacts. The present work consist of two sections. In the first part the national version 2011 of the ITACA Protocol has been evaluated by an inner check between building better performances and reached rating scores. The relevant criteria has been implemented to a residential building with energy performances within the limit of the law and others 4 buildings with the same form and location, but with better energy performances by different envelopes and power systems. The rating system results well harmonized and weighted, because performances and scores are directly corresponding. In the same buildings a LCA analysis has been carried out, that has highlighted the environmental impacts relevance of utilized materials, water consumptions, and end-life scenarios in the high energy performances buildings during their management phase. ITACA Protocol criteria has been chosen to control these impacts. The second section deals the ITACA Protocol implementation to 20 houses study cases: 16 new constructions interventions and 4 refurbishment. These results have been compared with the average energy performance of an Italian residential estate, to evaluate the contribution to climate change adaption. Intervening on 25% of the current Italian housing estates built between 1952 and 2001 and on 15% of the built estates before 1952, with ITACA Protocol results in a reduction of the energy load in the housing sector of 20,66%, and of 16% in CO2 emissions. At the same time the materials and transport criteria show that it could be possible to save energy if the retrofit interventions were to be located in the city centers, near the public transport stops and near the main public and commercial services. Whilst from the technical point of view the application could be easily adopted, the high costs of these interventions still have a long payback time.

Nas empresas, o processo de tomada de decisão é complexo. Vários são os critérios que podem ser utilizados para a escolha entre as diferentes alternativas consideradas, o que exige a aplicação de metodologias que permitam ao decisor ponderar os diferentes critérios usados na tomada de decisão. Diante desse cenário, torna-se essencial a construção de métodos de apoio à tomada de decisão. O objetivo do estudo consistiu em responder quais são e como são tratadas as variáveis consideradas relevantes pelas empresas para utilização do apoio multicriterial para a avaliação de projetos de investimentos industriais no Estado do Rio Grande do Sul. Para tanto, foi apresentada a Política Industrial do Estado do Rio Grande do Sul, o Modelo de Desenvolvimento Industrial e o Plano de Implantação da Política Industrial, que serviram como base para o estudo de múltiplos casos. Nesta pesquisa, foram selecionadas seis empresas pertencentes a diferentes setores econômicos. De modo a oportunizar a utilização de diferentes fontes de evidência e assim permitir a triangulação dos dados coletados, foram selecionados informantes-chave na Secretaria de Desenvolvimento e Promoção do Investimento e na Agencia Gaúcha de Desenvolvimento e Promoção do Investimento. Para a coleta de dados, optou-se por realizar entrevistas pessoais em profundidade com os profissionais indicados pelas instituições. Os dados obtidos foram tratados com o uso da técnica da análise de conteúdo. Verificou-se que, de uma maneira geral, os fatores determinantes considerados como os mais relevantes na avaliação de projetos de investimentos industriais são variáveis e distintos, tendo como pano de fundo os diversos setores da economia. Destaca-se que cada empresa utiliza critérios próprios para hierarquização dos fatores determinantes mais relevantes e que a maior parte delas ainda não faz uso de métodos de Apoio Multicritério à Decisão. Entretanto, todas as companhias entrevistadas informaram continuar tomando como base para a tomada de decisão as tradicionais metodologias de avaliação econômico-financeira de projetos de investimento.
In companies, the process of decision making is complex. There are several criteria that can be used to choose between different alternatives considered, which requires the application of methodologies that allow the decision maker to ponder the different criteria used in decision making. Given this scenario, it becomes essential to build methods to support decision making. The aim of the study was to answer what they are and how they are treated the variables considered relevant by the companies for use to a multicriteria decision support in the evaluation of industrial investment projects in the State of Rio Grande do Sul, Brazil. For that matter, was presented the Industrial Policy of the State of Rio Grande do Sul, the Model for Industrial Development and the Plan of Implementation of the Industrial Policy. In this research, were selected six companies belonging to different economic sectors. In order to give the opportunity to use different sources of evidence and thus allow the triangulation of data collected, Key informants were selected at the State Department of Development and Investment Promotion and at the State Agency of Development and Investment Promotion. For data collection, it was decided to conduct in-depth personal interviews with the professionals listed by the institutions. The obtained data were processed using the technique of content analysis. It was found that, generally, the determinant factors considered most relevant in the evaluation of industrial investment projects are variable and distinct, having as a backdrop the various sectors of the economy. Stands out that each company uses its own criteria for ranking the most relevant factors and that most of them still does not use methods of multicriteria decision support. However, all companies interviewed reported continue taking as a basis for decision making the traditional methods of economic and financial evaluation of investment projects.

A urbanização altera significativamente os processos de escoamento natural da bacia hidrográfica, com aumento do volume das águas pluviais escoadas superficialmente, incremento das vazões de pico dos corpos hídricos, degradação da qualidade da água e geração de sedimentos. Neste contexto, a gestão das águas pluviais surge como uma alternativa para resolução de conflitos relativos a quantidade/qualidade destes recursos (conflitos de primeira ordem). No entanto, devido essa gestão exigir a participação de vários setores da sociedade, pode vir a gerar conflitos devido à falta/inadequação do arranjo institucional responsável por essa gestão (conflitos de segunda ordem). Diante desta problemática, é possível observar a importância exercida pelo contexto legal, institucional e socioeconômico e da visão global do sistema envolvido para a tomada de decisão. Esta tese, portanto, concebe uma metodologia para apoio à decisão na gestão das águas pluviais urbanas combinando métodos multicriterial e multidecisor, a qual se constitui em quatro etapas: (i) investigação dos parâmetros iniciais; (ii) avaliação dos métodos multicriteriais AHP (Analytic Hierarchy Process) e o PROMETHEE (Preference Ranking Organization Method for Enrichment Evaluations) (iv) avaliação do método multidecisor COPELAND simulando a gestão participativa com a implantação do comitê de rio urbano; (iv) obtenção do subconjunto de alternativas potenciais como resultado final da aplicação do modelo. A metodologia foi aplicada na sub-bacia do canal da Sanbra, que é um dos contribuintes do rio Jiquiá situado em Recife-PE. Nesse sentido, foi avaliado a seleção da melhor técnica compensatória para este riacho considerando aspectos ambientais, sociais, econômicos e hidráulicos. Os resultados obtidos demonstraram que a metodologia desenvolvida pode apoiar a tomada de decisão na gestão das águas pluviais, de modo a consubstanciar resultados mais satisfatórios dessa realidade, seja através do entendimento e ampliação da gestão participativa, quanto no aperfeiçoamento técnico dos tomadores de decisão.
Urbanization significantly alters the processes of natural drainage of the river basin, increasing the volume of rainwater drained superficially, increasing peak flows of water bodies, degradation of water quality and sediment generation. In this context, rainwater management appears as an alternative for resolving conflicts regarding the quantity / quality of these resources (first order conflicts). However, because this management requires the participation of several sectors of society, it can generate conflicts due to the lack / inadequacy of the institutional arrangement responsible for this management (second order conflicts). Faced with this problem, it is possible to observe the importance exerted by the legal, institutional and socioeconomic context and the global vision of the system involved for the decision making.This thesis, therefore, devises a methodology for decision support in urban stormwater management combining multicriterial and multidecisor methods, which consists of four steps: (i) investigation of the initial parameters; (Ii) evaluation of the multi-criteria methods AHP (Analytic Hierarchy Process) and PROMETHEE (Preference Ranking Organization Method for Enrichment Evaluations) (iv) evaluation of the COPELAND multidecisor method simulating participatory management with the implementation of the urban river committee; (Iv) obtaining the subset of potential alternatives as a final result of the application of the model. The methodology was applied in the sub-basin of the Sanbra channel, which is one of the contributors of the Jiquiá river situated in Recife-PE. In this sense, it was evaluated the selection of the best compensatory technique for this stream considering environmental, social, economic and hydraulic aspects. The obtained results demonstrated that the developed methodology can support the decision making in rainwater management, in order to substantiate more satisfactory results of this reality, be it through the understanding and expansion of the participatory management, as well as in the technical improvement of the decision makers.

Full textThis paper proposes a multicriteria model to evaluate capital investment alternatives, which was tested in a case study carried out at an electricity distribution concessionaire which intented to decode quantitative and qualitative variables that influence capital investment decision. The aim was to identify (a) which traditional quantitative methods and techniques: NPV (Net Present Value); IL (Profitability Rate); IRR (Internal Rate of Return); MIRR (Modified Internal Rate of Return) and payback period are most proper to decision making context of the concessionaire; and (b) which qualitative variables influence in capital investment decision so that these methods were added to that context. Based on MAUT (Multi-Attribute Utility Theory) a multicriteria methodology was developed based on spread sheets to help analyze and select capital investment alternatives. That could be accomplished by modelling decision makers preferences concerning the relative importance of one criterium over the other. This model was applied to all the investment projects submitted to evaluation in the 2006 budget, where the current recommendations showed consonant with decisions previously made. The used model proved suitable to represent the company decision context as well as proper to subside the next capital investment discussions. Full textThe selection process of a sewage treatment technology involves the analyses of different factors, such as, the characteristics of raw effluents, electricity and qualified human material demand, land availability, weather conditions, production of by-products and final destination and bearing capacity of water resources, among others. The selection process becomes more complex when carried out in a river basin ambit, once water bodies with capacities of selfdepuration and the final destination of effluents with different outflows and quality conditions must be taken into consideration. This work’s main goal was to establish a methodology that enabled the selection of systems of treatment, in river basin ambits, considering the combined use of water quality mathematical modelling, optimization technique and the method of multicriterial analysis. Even applicable to any river basin, the methodology proposed was applied to Rio Pardo river basin, watercourse located in the south of Espírito Santo State. Minimum efficiencies of organic material removal, estimated with the combined use of water quality mathematical modelling and optimization technique, allowed the pre-selection of sewage treatment systems, observed the maintenance of quality standards of water bodies and/or effluents and the equity regarding the treatment effort among the selection’s objects systems. A qualitative research, conducted by focus groups, allowed the validation of socio-technical subsystems (Environmental. Technological, Operation and Social) and the selection criteria. By using the method based on the Multi-attribute Utility Theory (MAUT), an Environmental Index was settled in order to allow the establishment, according to the study area location, of a ranking of pre-selected sewage treatment technologies. For the municipal headquarters in Ibatiba and Iúna (the biggest urban settlements within the study area), the Environmental Index conducted the prioritization of systems variations of activated sludge or septic tank with biodiscs as options for treatment. As for the municipal headquarter in Irupi and the Santíssima Trindade and Nossa Senhora das Graças villages, the self-depuration capacity function of the watercourses and/or small population contingent, the Environmental Index led to the prioritization of more simple systems, with different variations of the stabilization ponds system.

Full textEffects of functioning transportation infrastructure are receiving more and more environmental and social concern nowadays. Nevertheless, preliminary corridor plans are usually developed on the basis of technical and economic criteria exclusively. By the time of environmental impact assessment (EIA), which succeeds, relocation is practically impossible and only preventative measures can be applied.
This paper proposes a GIS-based method of delimiting motorway corridor and integrating social, environmental and economic factors into the early stages of planning. Multiple criteria decision making (MCDM) techniques are used to assess all possible alternatives. GIS-held weighted shortest path algorithm enables to locate the corridor. The evaluation criteria are exemplary. They include nature conservation, buildings, forests and agricultural resources, and soils. Resulting evaluation surface is divided into a grid of cells, which are assigned suitability scores derived from all evaluation criteria. Subsequently, a set of adjacent cells connecting two pre-specified points is traced by the least-cost path algorithm. The best alternative has a lowest total value of suitability scores.
As a result, the proposed motorway corridor is routed from origin to destination. It is afterwards compared with an alternative derived by traditional planning procedures. Concluding remarks are that the location criteria need to be adjusted to meet construction
requirements as well as analysis process to be automated. Nevertheless, the geographic information system and the embedded shortest path algorithm proved to be well suited for preliminary corridor location analysis. Future research directions are sketched.

Full textIn this thesis a typical apartment building and its own energy generating systems were examined. The goal of this work – to determine the optimum power supply technology solution for energy supply, using multi-criteria analysis according to several criteria: energetical, environmental and economical. The study examined the district heating system, gas boiler, air-to-water and ground-water heat pumps, solar collectors, solar cells, and the combination of these systems. The study uses real heat consumption and statistical methods to determine power requirements. Systems were analyzed using EnergyPRO simulation program. For all systems were performed inventory analysis, to determine the energy consumption and the quantity of emissions of all the systems life phases. After system modeling and other studies results showed, that the optimum system is combined system of the ground-to-water heat pump, solar panels, solar cells, and district heating cost – 18.7 ct/kWh; Emission of pollutants – 0,131 CO2 eq kg/kWh/100 years; Primary energy demand – 2.50 MJ/kWh/100 years. Such a system covers nearly 85% of the building's annual heat demand. The results can be applied to residential buildings projects of renovation. The work consists of 14 chapters. Este cambio de perspectiva permite enriquecer nuestra comprensión de dicho test, e incrementar sus pretensiones de racionalidad para resolver conflictos en los que se debe arribar a una solución óptima. En la primera parte se plantea un marco teórico sobre el desarrollo de los análisis de toma de decisiones multicriterio. A continuación se analizan las interrelaciones entre tres modelos ponderativos que se han propuesto en la literatura especializada, entre los que se encuentra el de Robert Alexy. Finalmente, a partir de una comparación entre la ponderación constitucional y el examen de razonabilidad de una medida, empleado por Indecopi, se presenta un modelo complejo de toma de decisiones en la ponderación. Full textOne of the greatest challenges the world is facing today is the negative environmental effects as a result from the linear economy used in societies, where products are constantly being produced from raw materials and end up as waste after the period of usage. Initiatives on many levels; local, regional, national and global are needed to create a circular economy which minimizes both the generation of waste and the extraction of raw materials. The European Union’s action plan for circular economy expresses that 75 % of all packaging waste should be recycled by 2030. In Sweden packaging waste is being recycled between 42,2 % (plastic waste) to 95 % (glass waste) and the curbside collection systems for packaging waste are quite well-developed, especially regarding waste systems for multi-family houses. For single-family houses the development has been slower, although several municipalities have introduced curbside collection systems for household waste including packaging and newspaper waste during the last years. It is a comprehensive and complex decision to invest in a new extended curbside collection and sorting system in a municipality and there are many aspects to consider. Since several previous inquiries regarding this type of decision lacks a systematic approach and clear objectives, the purpose of this study is to develop a method for conducting a systematic multi-criteria analysis of collection and sorting systems for single-family household waste in a municipality. Prior to the multi-criteria analysis a substantial evaluation of aspects related to the decision of a new waste system was made. The mapping and selection of aspects that were made provide great knowledge for municipalities facing this kind of decision. The developed multi-criteria analysis is based on the generic form of a multi-criteria analysis, using the municipality of Linköping and Tekniska verken as case. As a result, the range of waste systems evaluated have been selected according to the preferences of Linköping municipality. The developed multi-criteria analysis has been transferred to a user-friendly tool for decision makers at municipalities who wish to assess and compare extended collection and sorting systems for single-family household waste. The study has resulted in the following criteria which should be considered in an inquiry of waste systems for single-family houses in a municipality, where resource efficiency is highly prioritized:

Full textThere are a number of decision making problems in which Geographical Information System (GIS) has employed to organize and facilitate the procedure of analyzing the problem. These GIS-based decision problems which typically include a number of different criteria and alternatives are generally analyzed by Multicriteria Decision Analysis (MCDA).Different locations within a geographical area represent the alternatives by which the overall goal of the project is achieved. The quality of achieving the goal is evaluated by a set of criteria which should be considered in the work. Analytic Hierarchy Process (AHP) which is a powerful method of MCDA generally can organize spatial problems and decides which alternatives are most suitable for the defined problems. However due to some intrinsic uncertainty in the method, a number of authors suggest fuzzifying the method while others are against fuzzification of the AHP.
The debate over fuzzifying AHP is going on and attempt for finding that was mostly in theory, and little, if any; practical comparison between the AHP and fuzzified AHP has done. This work presents a practical comparison of AHP and fuzzy AHP in a GIS-based problem, case study, for locating a dam in Costa Rica, considering different criteria. In order to perform the AHP and fuzzy AHP in the GIS-based problem and calculating weights of the criteria by the methods, some computer codes have written and developed in MATLAB.
The comparisons between the AHP and fuzzy AHP methods are done on result weights and on the result final maps. The comparison between the weights is repeated on different levels of uncertainty in fuzzy AHP then all the results are compared with the result of AHP method. Also this study for checking the effect of fuzzification on results is suggested Chi-Square test as a suitable tool.
Comparisons between the resulting weights of the AHP and fuzzy AHP methods show some differences between the methods. Furthermore, the Chi-Square test shows that the higher level of uncertainty in the fuzzy AHP, the greater the difference in results between the AHP and fuzzy AHP methods.

Full textResumo: Dentre os diversos tipos de acidentes ambientais, aqueles vinculados ao derramamento de óleo têm sido recorrentes em diversos ambientes do globo e dadas as suas consequências, são alvos de destaque pela comunidade científica mundial. A Lei Federal 9.966, de 22 de abril de 2000 regulamenta as ações de transporte e armazenamento de petróleo no território brasileiro. De acordo com a referida lei, cabe ao órgão federal responsável pelo meio ambiente, a consolidação dos planos de contingência – local e regional, instituindo o Plano Nacional de Contingência. Nesse sentido, estão inseridas as cartas de sensibilidade a derrames de óleo (Cartas SAO), produtos cartográficos essenciais, constituídas como relevante fonte de informação na elaboração de planos de contingencia e na avaliação de danos e impactos provenientes desse tipo de ocorrência. A presente pesquisa apresenta a proposição de uma metodologia de análise multicriterial para avaliação da sensibilidade ambiental ao óleo nas áreas continentais, tendo a bacia hidrográfica como unidade de análise. A Bacia do Ribeirão das Anhumas, localizada entre os municípios de Campinas-SP e Paulínia-SP foi selecionada para o estudo de caso. Abstract: Among the various types of environmental accidents, those linked to oil spills have been recurrent in several environments around the globe and given their consequences, they are highlighted by the world scientific community. The federal Law 9.966, of the April 22, 2000 regulates the transportation and storage of oil in the Brazilian territory. According to this law, it is the responsibility of the federal agency responsible for the environment to consolidate contingency plans - local and regional, establishing the National Contingency Plan. In this sense, the Oil Spill Sensitivity Map (SAO MAP), essential cartographic products, are included as a relevant source of information in the preparation of contingency plans and in the evaluation of damages and impacts arising from this type of occurrence. This work presents the proposal of a methodology based on multicriteria analysis to evaluate the environmental sensitivity to the oil in the continental areas, having the watershed as unit of analysis. The Ribeirão das Anhumas Watershed, located between the municipalities of Campinas-SP and Paulínia-SP was selected for the case study. According to the characteristics of the region and after the collection of bibliographical data, ten mapping criteria were collected, which were weighted and classified in sensitivity levels. Full textIn medical oncology randomized trials, treatment effect is usually assessed on several endpoints, including one or more time-to-event endpoints. An overall analysis of the treatment effect may include the outcomes observed on all the relevant endpoints. A systematic review of medical oncology phase III trials was conducted. We extracted the methods used to record, analyze and report adverse events and patient-reported outcomes. Our findings show that some methodological aspects of adverse events or patient-reported outcomes collection and analysis were poorly reported. Even when reported, the methods used were highly heterogeneous. Another objective was to develop an extension of the generalized pairwise comparison procedure for time-to-event variables. The extended procedure provides an unbiased estimation of the chance of a better outcome even in presence of highly censored observations. Then, we show how the chance of an overall better outcome can be used to assess the benefit-risk balance of treatment in randomized trials. When a benefit is expected on more than one endpoint, the chance of an overall better outcome assesses the overall therapeutic benefit. Full textInnovation represents a vital process for companies to insure their development. Several actions and new strategies are implemented by companies to increase their performances and so face market requirements. A good knowledge of both the innovation process and the company organization is necessary to allow the top management to manage them effectively and to adapt them to the challenges and the changes in their environment. Consequently, it is important for the companies to have tools and methods to measure continuously their innovation activities. The objective of our research is to suggest a framework to measure innovation capacities of companies based on a set of fifteen innovation practices, each practice is subdivided into several criteria which are directly observable phenomena in company. The methodological approach is based on the multicriteria aggregation method and the use of statistical notion of value-test to propose a typology of innovative companies of four classes (proactive, preactive, reactive and passive). An experimental study was led on a sample group of twenty French industrial companies. A software implementing our methodological proposition was developed. It allows to analyze and to estimate the innovative processes of a set of companies, to allocate them to a class and to give them recommendations for the relevant actions to follow to increase their innovation potential. Resumo: O trabalho apresenta uma metodologia de hierarquização do grau de proteção contra cheias a jusante de reservatórios de usinas hidroelétricas, em função de diferentes vazões de restrição (QR) e períodos de retorno (TR). A escolha das melhores alternativas de especificação do par (QR,TR) é feita por meio de otimização multiobjetivo. A medida do impacto da violação da vazão de restrição é traduzida na forma de funções de penalidade. A metodologia proposta foi testada em um estudo de caso na usina hidrelétrica de Barra Bonita, no rio Tietê. Tal estudo revelou a adequação da metodologia proposta, onde se fez uma investigação simultânea do par (QR,TR) para avaliação dos volumes de espera associados
Abstract: The paper presents a methodology to rank the degree of protection against flooding downstream reservoirs of hydroelectric plants, for different flow restriction (QR) and return periods (TR). The choice of the best alternative specification pair (QR, TR) is made by means of multiobjective optimization. The extent of the impact of the breach flow restriction is translated in the form of penalty functions. The proposed methodology was tested in a case study in Bonita hydroelectric plant on the river Tietê. This study revealed the suitability of the proposed methodology, where we make a simultaneous investigation of the pair (QR, TR) to avaliate the associated expected volumes
