L'adozione di due dimensioni di analisi ha consentito di osservare da due "punti di vista" i diversi elementi caratterizzanti le strutture di placement e le attivitŕ di assistenza tecnica erogate e di costruire una mappa bidimensionale, in cui i servizi di placement sono ordinati lungo i due assi corrispondenti alle dimensioni considerate.

Abstract:
Kegiatan komposting sampah kota umumnya tidak berjalan sinambung karena kegagalan pasar, lemahnya dukungan pemerintah, lemahnya manajemen dan ketidaklayakan teknik yang digunakan. Penelitian ini bertujuan menyusun konsep metabolisme pengelolaan sampah organik melalui teknologi komposting di wilayah internal perkotaan. Metodologi penelitian ini dilakukan dengan metode kuntitatif dan eksploratif deskriptif melalui analisis matematis, analisis multikriteria pengambilan keputusan, analisis aliran material, dan analisis finansial. Penelitian menyimpulkan bahwa metabolisme pengelolaan sampah organik melalui teknologi komposting di wilayah internal perkotaan adalah metabolism sistem fisik, sosial, dan ekonomi dari kegiatan pengelolaan sampah organik yang bercirikan metabolisme antropogenik untuk keberlanjutan kota sedang. Kata kunci: Pengelolaan sampah organik, metabolisme, aliran material, komposting, analisis multikriteria. AbstractComposting of municipal solid waste activities generally do not run continuously because of market failure, lack of government support, poor management and inability of the techniques used. This study aims to develop the concept of the metabolism of organic waste management through composting technology in internal urban areas. Theresearch methodology was conducted by the method of quantitative and descriptive explorative through mathematical analysis, multicriteria decision analysis, material flow analysis, and financial analysis. ABSTRACTIn order to create a city clean, efforts are taken by the government, including the provision of waste processing system facilities as part of a waste management system. Recently, Klungkung Regency, Bali Province, has three alternatives waste processing systems to be applied, namely: utilizing the existing regional final disposal site (TPA) of Bangli, building a new TPA facility dedicated to Klungkung area only, and communal waste processing facility. The study aims to determine the most optimal waste processing system by considering four criteria (multicriteria) with the Analytical Hierarchy Process (AHP) from 35 respondents representing five local government institutions. Among the criteria, environment (weight of 0.543) was more prioritized than social (0.181), financial (0.146) and technical (0.130) aspects. Respondents preferred to put environmental pollution prevention (weight of 0.16) as the most important among 13 sub-criteria. Other results showed that TOSS (total value of 0.47) was more preferred than the existing TPA of Bangli (0.28) and new the TPA of Klungkung (0.25). An alternative waste processing with its advantages and disadvantages should be chosen and acceptable by the related stakeholders. Thus, the facility becomes part of a sustainable waste management system in a city.Keywords: multicriteria analysis, pair wise comparison, analytical hierarcy process, waste processing systemABSTRAKBerbagai macam upaya dilakukan oleh pemerintah untuk menciptakan lingkungan suatu kota yang bersih, diantaranya melalui penyediaan fasilitas sistem pemrosesan sampah sebagai tahapan akhir dalam pengelolaan sampah. Saat ini, Kabupaten Klungkung, Propinsi Bali, memiliki 3 alternatif sistem pemrosesan sampah yang dapat diaplikasikan, yaitu: menggunakan tempat pemrosesan akhir sampah (TPA) eksisting Regional Bangli, membangun TPA baru tersendiri untuk Klungkung, dan pemrosesan skala komunal (misalnya berupa Tempat Olah Sampah Setempat/TOSS). Penelitian ini bertujuan untuk memilih sistem pemrosesan sampah yang paling optimal dengan mempertimbangkan 4 kriteria (multicriteria) dengan menggunakan pendekatan Analytical Hierarchy Process (AHP) dari 35 orang responden yang mewakili 5 institusi pemerintahan daerah. Urutan kriteria yang dianggap lebih penting adalah lingkungan (nilai bobot 0,543), sosial (0,181), finansial (0,146) dan teknis (0,130). Responden lebih memilih pencegahan pencemaran lingkungan (nilai bobot 0,16) sebagai subkriteria terpenting dari total 13 subkriteria. Sedangkan alternatif pemrosesan sampah skala komunal dianggap yang paling optimal (total nilai 0,47) disusul TPA Regional Bangli (0,28), terakhir TPA baru (0,25). Abstract:
Groundwater and surface water are important sources of clean water which require an effective management. The use of groundwater and spring as exemplified by Batu City case – as part of Brantas watershed upstream – serves as raw water as well as clean water source for Batu City and Malang City population. Contamination of surface water and groundwater affects clean water supply as indicated by increasing nitrate, TDS, and E. Coli concentration. The study aims to analyze the vulnerability level of groundwater contamination by using spatial multicriteria analysis with DRASTIC index. The DRASTIC index is measured from some parameters such as surface water depth to water table, net recharge, aquifer media, soil media, topography, impact of vadose zone, and hydraulic conductivity to evaluate groundwater vulnerability. The results show that Batu City performs low vulnerability (86.93%) and medium vulnerability (13.07%) levels. The dominant factors affecting the level of vulnerability are groundwater levels, slope, and geological conditions across regions. Even though the DRASTIC modelling cannot specify the contamination levels of the different sources, this method is useful to identifying high-level contaminated land uses, managing water resources, and conserving groundwater sources.

The study presents a novel conception of aggregation operators (AOs) based on bipolar neutrosophic sets by using Hamacher operations and their application in modeling real-life multicriteria decision-making problems. The neutrosophic set represents incomplete, inconsistent, and indeterminate information effectively. For better understanding in this paper, we have explained all essential definitions and their respective derived neutrosophic sets (NSs) and generalization bipolar neutrosophic sets (BNSs). The primary focus of our work is Hamacher aggregation operators like BN Hamacher weighted geometric (BNHWG), BN Hamacher ordered weighted geometric (BNHOWG), and BN Hamacher hybrid geometric (BNHHG) and their required properties. The proposed scheme provides decision-makers with a comprehensive view of the complexities and vagueness in multicriteria decision-making. As compared to existing methods, these techniques provide comprehensive, increasingly exact, and precise results. Finally, we applied different types of newly introduced AOs and numerical representation on a practical example to demonstrate the effectiveness of the proposed method. Our proposed model and its application have shown improved utility and applicability in the complex decision-making process.

Reducing the environmental pollution from upstream to downstream during procuring raw materials, producing, distribution, selling products, and products depreciation is the most important goal of Green Supply Chain Management (GSCM). The main contribution of this study is introducing the main factors in green supply chain management that are very important in environmental attributes by providing an evaluation framework to select the most eligible green suppliers by examining the influential and important criteria and subcriteria among ten elements of two main GSCM practices, namely, green logistics and environmental protection. First, these factors are divided into two groups, that is, green logistics and environmental protection, and then by applying DEMATEL technique, the complex causal relationship between all factors dependencies and feedbacks among them is examined. Finally, by drawing the impact relationship map the most important and influential factors are determined for improving green supply chain environmental aspects.

Land development that occurs in Pringsewu Regency is for the public interest, as a government step to more easily acquire lands which function as cultivation areas for physical development as a form of service to community needs. The limited provision of land will make it difficult for the government to develop an area as a form of land use for public purposes. This research will discuss about the analysis of land use for the public interest. There are several criteria and indicators that determine the location of land to be used for public use, consisting of land area, existing land use, spatial plan, area function, slope, land shape, soil movement, flood hazard, population density and market land prices. Based on the results of the scoring analysis of 11 indicators through the application of spatial multicriteria analysis which involves eleven criteria for determining the location as the most appropriate variable to be used as state land as a balancing material, the Pringsewu Regency government explains that zone 3 (Kecamatan Pagelaran, Pringsewu dan Ambarawa) has the most land dominance which can be prioritized first.

Indonesia is a country with fertile soil conditions so that if it is planted it is easy to grow and there are also abundant natural resources, therefore the majority of Indonesian people are engaged in agriculture. One of the areas where the majority of farmers are engaged in agriculture, especially organic agriculture, is Banyuwangi Regency. The organic commodities produced by Banyuwangi Regency are organic rice and its derivative products, dragon fruit, guava, coffee and vegetables. The Department of Agriculture and Food of Banyuwangi Regency participated in the development of organic agriculture in 2012. The derivative product of organic agriculture in Banyuwangi Regency which is currently starting to develop into the export market is organic dragon fruit. Organic dragon fruit has been recognized as an organic product from the Seloliman Organic Certification Institute (LeSOS) in 2018. The methods used in this research are Multi Dimensional Scaling (MDS) and Multicriteria Policy (Multipol). The analysis uses 5 dimensions of sustainability (ecological dimensions, economic dimensions, social dimensions, institutional dimensions and technological dimensions). The results of the analysis of the sustainability status of organic dragon fruit are "quite sustainable" with a value of 59.93.

Maintenance of good and sustainable irrigation ponds have an impact on ensuring the sustainability of the irrigation system. For this reason, it is necessary to develop a reservoir maintenance model based on multicriteria analysis relating to the type of maintenance. The method used Structural Equation Model (SEM) with the WarpPLS approach. The criteria used Structural Stability, Economy / Finance, and Physical & Environmental. The findings obtained variable structural stability has a very significant effect on the maintenance of irrigation ponds (r <0.01 and β = 0.73). Economic / financial variables have not significant effect on reservoir maintenance where r = 0.3 and β = 0.03. Physical and environmental variables also did not directly influence the maintenance of ponds with r = 0.29 and β = 0.03. However, the physical & environmental variables significantly influenced structural stability with r <0.01 and β = 0.32. Physical and environmental variables also significantly influenced economic/financial where r <0.01, and β = 0.45. This finding supported various previous studies for structural stability variable but different for economic/financial variables that did not significantly affect by the determination of reservoir types.

Abstract:
Data envelopment analysis (DEA) is one the most successful techniques in the field of Operations Research. DEA is a non-parametric and objective approach for evaluating the relative efficiency of a set of decision-making units. The original DEA proposal contemplated the total freedom of variation of weights. This free variation may lead to situations with non-realistic weights and to the impossibility of incorporating the judgments of decision-makers. This work studies the links between multicriteria decision analysis (MCDA) and DEA by introducing weight restrictions in a DEA model using a methodology developed to obtain criteria weights in a MCDA context: the so-called Revised Simos’ Procedure. The presented approach is suitable to be applied in the field of economics and management, being an intuitive and simple enough method for decision-makers who are not familiar with working with DEA models or multicriteria decision analysis. A classic example is presented, where the results found with this approach are compared with the results of other approaches which also use multicriteria decision analysis as a tool to obtain weight restrictions for a DEA model.

O artigo analisa as variáveis que levam a satisfação da prestação de serviço hoteleiro, utilizando três conceitos: Desdobramento da Função Qualidade (QFD), avaliação do serviço pelo SERVPEF e análise hierárquica de processos (AHP). Pois há uma lacuna deixada por Akao (1990), no QFD que é como analisar a compensação das alternativas entre elas mesmas, de forma que o resultado desta avaliação seja a priorização ou uma ordem de implementação das melhorias do projeto do produto/serviço. Esta lacuna será preenchida com o método AHP, para que ocorra a análise compensatória posicione o hotel de forma mais competitiva em detrimento as empresas concorrentes. Para isso, foi aplicado um questionário com 150 hóspedes e com o gestor do hotel estudo de caso. Após, a coleta de dados foi adotado o QFD que revelou as requisições do cliente, seguido pelo método AHP para priorizar as alternativas de melhoria. A contribuição desta pesquisa é a busca pela adequação dos serviços prestados de acordo com a voz e percepção do cliente destacando o hotel no mercado. E assim, espera-se que os consumidores consigam sentir a melhoria nas dimensões por ele avaliadas como as mais necessárias para a promoção de sua satisfação.

In practise, intuitionistic fuzzy numbers (IFNs) are particularly useful for describing ambiguous data. We look at multicriteria decision-making (MCDM) problems with a prioritising relationship between the parameters. The concept of a priority degree is presented. The aggregation operators (AOs) are formed by assigning nonnegative real numbers to stringent priority levels, known as priority degrees. As a result, we construct “intuitionistic fuzzy prioritized averaging operator with priority degrees” and “intuitionistic fuzzy prioritized geometric operator with priority degrees,” which are both prioritized operators. The attributes of the existing method are frequently compared to those of other current approaches, stressing the superiority of the provided work over other methods now in use. In addition, the impact of priority degrees on the overall result is thoroughly investigated. Furthermore, in the intuitionistic fuzzy set (IFS) context, a decision-making strategy is proposed based on these operators. To highlight the efficacy of the proposed approach, an illustrative example relating to the selection of the best choice is considered.

A q -rung orthopair fuzzy set (q-ROFS) is a robust approach for fuzzy modeling, computational intelligence, and multicriteria decision-making (MCDM) problems. The aim of this paper is to study the topological structure on q-ROFSs and define the idea of q -rung orthopair fuzzy topology (q-ROF topology). The characterization of q-ROF α -continuous mappings between q-ROF topological spaces and q-ROF connectedness is investigated. Some relationships of different types of q -rung orthopair fuzzy connectedness are also investigated. Additionally, the “ q -rung orthopair fuzzy weighted product model” (q-ROF WPM) is developed for MCDM of a hierarchical healthcare system. Due to limited and insufficient resources, a hierarchical healthcare system (HHS) is very effective to deal with the increasing problems of healthcare. Recognizing the stage of a disease with the symptoms, ranking the critical condition of patients, and referring patients to feasible hospitals are key features of HHS. A HHS will provide healthcare services in three levels, a primary health centers for initial stage of disease, secondary hospitals for secondary stage of disease, and tertiary hospital for the third-order stage. A numerical example is illustrated to demonstrate the efficiency of q-ROF WPM and advantages of HHS.

Single-valued neutrosophic sets are a hybrid of fuzzy sets that are used to represent uncertain, imprecise, partial, and inconsistent information in the actual world. The focus of this research is to develop two novel distance measures for single-valued neutrosophic fuzzy sets (SVNFSs). We introduced two new distance measures named d η G , Y and d ζ G , Y for SVNFSs and apply these measures to different examples and also compare them with existing measures to show the validity of our proposed measures. Our results are reliable and useful for decision-making problems. We also proposed an algorithm for multicriteria group decision-making. Based on this algorithm, we find the ranking matrices using proposed distance measures. We also give an example to demonstrate the notion and concept of our algorithm.

A pesquisa foi feita no segundo semestre de 2006. O artigo revisa definições sobre cadeias de suprimentos, destacando principalmente a forma de rede que estas podem assumir. A seguir, apresenta os três casos estudados. A pesquisa identificou sete prioridades de competição em petroquímica: qualidade, entrega, flexibilidade, custo, inovação, comunicação e segurança, que foram desdobradas em dimensões. As prioridades foram ponderadas por gestores, com apoio do método multicriterial AHP, chegando-se a uma estrutura de competitividade, que apoiou a avaliação, baseada em julgamento. Ao fim, as diferenças entre as prioridades e os desempenhos julgados formaram uma estrutura de objetivos para as cadeias. A deve priorizar qualidade, B flexibilidade e C redução de custo.

Sebagai perusahaan yang berhubungan dengan bahan kimia yang memiliki risiko pada lingkungan. Terdapat 5 supplier yang ada di perusahaan kimia ini. Penelitian ini ditujukan untuk mengetahui kriteria, subkriteria dan supplier yang terbaik dengan adanya pembobotan dan perangkingan yang termasuk kedalam cakupan multicriteria decision making (MCDM). Dalam menentukan pembobotan terhadap kriteriadan subkriteria digunakan metode Analytic Hierarcy Process (AHP) , dan untuk perangkingannya digunakan metode TOPSIS. Nilai yang digunakan berasal dari hasil kuesioner 3 responden. Hasil dari penelitian ini terdapat 5 kriteria dan 11 subkriteria. Dari hasil pembobotan menggunakan metode AHP diketahui kriteria terbesar adalah kriteria kualitas sebesar 0,34 dan subkriterianya adalah kesesuaian spesifikasi sebesar 0,282 sedangkan dari rangking tertinggi menggunakan metode TOPSIS adalah supplier 4 dengan nilai preferensi 0,442064 yang memiliki jarak terdekat dari solusi ideal positif (0,042202) dan jarak terjauh dari solusi ideal negatif (0,053264) dibanding supplier lainnya.

This paper examines the impact of taxes on the economic growth based on classifying countries by GDP per capita and a tax burden. The Partitioning Around Medoids (PAM) technique is used because it is not too sensitive to outliers. Through this multicriteria classification technique, the Generalized Method of Moments (GMM) is employed to analyze the data of the three groups consisting of 63 countries from 2003 to 2017. The results show that most taxes have a positive impact on economic growth in poor countries (Group 1). Interestingly, taxes on goods and services promote economic growth in rich countries (Group 3), rather than having a negative effect, as is concluded by some previous studies. Specially, while the property tax has a negative effect on economic growth in rich countries, its impact is significantly positive in poor countries.

Selanjutnya lokasi-lokasi pemukiman diurutkan sesuai dengan selera/kecenderungan yang ada pada responden. Untuk menjembatani berbagai kriteria yang saling berbeda dari para responden, maka dapat digunakan metode Multi Criteria Decision Making (MCDM) dengan metode yang terpilih yaitu metode Penjumlahan Terboboti/Simple Additive Weighting (SAW) dan metode Jarak Terdekat ke Titik Ideal/Technique for Order Preference by Similarity to Ideal Solution (TOPSIS), dimana kedua metode ini saling melengkapi satu sama lainnya. Dari hasil penelitian didapatkan bahwa responden secara umum, responden berpendidikan sarjana dan responden berpendapatan kelas bawah cenderung memilih lokasi pemukiman Telkom Mas sebagai pilihan utama. Berbeda halnya dengan responden berpendidikan non-sarjana dan responden berpendapatan kelas atas cenderung untuk memilih Citra Land sebagai lokasi pemukimannya. Induced aggregation operators are more suitable for aggregating the individual preference relations into a collective fuzzy preference relation. Therefore, in this paper, we introduce the notion of some new types of induced aggregation operators, based on the Aczel-Alsina operations. We construct some induced interval-valued intuitionistic trapezoidal fuzzy Aczel-Alsina ordered weighted averaging/geometric (I-IVITrFAAOWA/G) operator, induced interval-valued intuitionistic trapezoidal fuzzy Aczel-Alsina hybrid averaging/geometric (I-IVITrFAAHA/G) operator. Moreover, some dominant properties of these developed operators are studied in detail. Based on these proposed approaches, a model is a build up for multicriteria decision making (MCDM), and their stepwise algorithm is being presented. Finally, in utilizing the developed approach, an illustrative example is solved with the help of proposed operators. In the end, we utilize an applicable example for supplier selection to prove the proposed methods and compare the result with existing methods, which shows the superiority, competence, and ability of the developed model.

Evaluation of agricultural programs is necessary to determine the level of success of an agriculturalprogram. The objective is to evaluate the research in the integrated farming program implemented infive villages in the District of Pulau Sebuku and to create a better and sustainable alternative model ofthe integrated farming application. The evaluation uses a multicriteria analysis method to make thecriteria and indicators of integrated farming principles. It can be concluded that not all of thecriteria can be accepted. Out of 10 criteria, one criterion namely environmental goals can beaccepted (with score ≥ 3) in the five villages. Two criteria namely the economic purpose and landmanagement can be accepted in four villages. The next two criteria namely social objectives andmarketing support can be accepted in two villages. Two other criteria, namely waste managementand climate/weather management can only be accepted by one village. Three criteria have notbeen acceptable to all villages, namely crop management, cattle management, and institutionalmanagement. The analysis indicates a lack of institutional function, knowledge, and technology inintegrated farming among community. Efforts to improve the program by establishing agriculturalinstitutions, human resource development as well as ease of access to saprodi and marketingfacilities. The involvement of all parties including the community, the government, the private sectorand NGOs is needed to achieve the expected success of integrated farming.

The problem of water pollution is complex. There are many factors that influence the successfull of efforts for water pollution control. The construction and operation of septage treatment facility (IPLT) is an efforts for controlling pollution from domestic activities. The successfull of IPLT management cannot be assessed from physical aspect of the building only. Other aspects such as quality of effluent, sludge supply, idle capacity, the rate of surface loading and volumetric loading, human resources, organization, standard operating procedures (SOP), the tariff and others should be consider for decision making to manage IPLT better. The purpose of this study is to describe the application of factor analysis method to solve a complex problem of IPLT through identifying the main causes and formulate solutions. Factor analysis is one of decision with multicriteria. The primary data research in 2014 used as reference for analyzing. The conclusion of this study is the factor analysis is able to classify 12 indicators into 3 factors without reducing the meaning of the constituent indicator, thus simplifying the decision making process. Significant factors that affecting the successfull of IPLT performance in controlling water pollution are : continuity of sludge supply, clarity of roles and responsibilities, availability, novelty, accesibility and simplicity of SOP.

Various methods of multicriteria analysis (optimization) have been developed and have recently been widely applied in trade. With this in mind, this paper investigates the efficiency of trade companies in Serbia based on the SAW method. The results of the research show that out of the ten largest trade companies in Serbia, Delhaize Serbia is the most efficient in terms of operating revenues in 2019. Food retailers are more efficient than petroleum retailers. In principle, foreign retail chains with specific strategies and business models are efficient. In order to improve the efficiency of trade companies in Serbia in the future, it is necessary to manage assets, capital, human capital, sales and profits as efficiently as possible. The impact of Covid-19 on the performance of trade companies in Serbia is negligible. It has been largely offset by increased electronic sales, which is the case in the world and the countries of the European Union.

Budidaya rumput laut Kappaphycus alvarezii merupakan aktivitas dominan budidaya laut di Kabupaten Parigi Moutong. Namun demikian belum ada data dan informasi mengenai kesesuaian lahan maupun sarana penunjangnya. Untuk itu dilaksanakan penelitian yang bertujuan untuk mengetahui kesesuaian lahan untuk budidaya rumput laut, serta sarana penunjangnya di Kabupaten Parigi Moutong. Metode survai diaplikasikan dalam pengambilan data terutama data primer. Model kesesuaian lahan untuk budidaya rumput laut di Kabupaten Parigi Moutong disusun berdasarkan model hirarki. Analisis kesesuaian lahan dilakukan secara spasial dengan memadukan antara SIG dan multicriteria analysis. Hasil penelitian menunjukkan bahwa secara umum, kondisi perairan pesisir Kabupaten Parigi Moutong dapat mendukung usaha budidaya rumput laut Kappaphycus alvarezii dengan metode tali panjang. Perairan pesisir Parigi Moutong dicirikan dengan kisaran pasang surut 1,38 m dan rata-rata kecepatan arus 0,11 m/detik; kecerahan 12,51 m; kedalaman 24,06 m; suhu 29,47oC; salinitas 32,95 ppt; pH 8,14; dan oksigen terlarut 6,77 mg/L. Substrat dasar perairan didominasi oleh karang yaitu 27% dari total titik pengamatan. Kondisi masyarakat di kawasan Minapolitan sangat mendukung dalam pengembangan usaha budidaya rumput laut. Dari hasil analisis dapat ditentukan bahwa sepanjang pesisir pantai layak untuk dikembangkan budidaya rumput laut dengan total luas 61.804 ha, mulai dari Kecamatan Ampibabo, Kasimbar, dan Tinombo. Lokasi yang memiliki tingkat sangat sesuai (S1) seluas 9.350 ha (15,13%), sesuai (S2) seluas 52.265 ha (84,57%), dan cukup sesuai (S3) seluas 189 ha (0,31%).
