Local governments have to use their sources in the most efficient way against increasing service demands. Local governments’ incomes are to be collected regularly and in accordance with the conditions, and their expenses are to be spent in the most efficient way. These depend on the healthy operation of budget, accounting, and financial control systems related to them. Progress of the system shall be controlled in local governments, and this data shall be analyzed and presented to the higher authorities as reports. Today, only official reports take place in local governments, and there is no analysis related to control. This causes the deterioration of the balance of income and expenditure and affects service presentation and service quality in a negative way. Financial structure of local governments is the most important issue that determines the quality and aspect of the services provided to the region. The efficiency of local qualified incomes, transfers of local management, and size of the resources caused of borrowing play an important role in forming the financial structure (Kurtulus, 2006, p. 28). Therefore, management and financial analysis ratios are needed. Due to these ratios, establishing a control system can be used in management. In this study, financial resources in public management are analyzed, ratios related to these financial resources are included, and a suggestion for financial implementation for local governments is promoted.

Knowing precisely the costs by sectors, products, activities, and functions helps locate in time and space the sub-units contributing to the improvement or, on the contrary, the depreciation of the results obtained by the company. Breaking down the costs by each function is another way to acquire knowledge about the internal accounting management conditions. A comparative analysis of expenditure by functions related to certain forecasts is the main way of identifying performance, efficient responsibility centers, as well as those whose functioning is deficient. On the other hand, the budget may be seen as a correlation and streamlining instrument for the relation between expenditures and income. Budgeting can also be seen as a systematic economic practice involving a formal process of allocating financial resources to achieve the objectives set for the following period of time. The revenue and cost budget are the objects of managerial accounting and the instruments to control the costs and the income by comparing the forecasts with the achievements.

Economic development in the truest sense remains far from the development targets and millennium development goals in many less developed and developing countries of the world particularly because of the perennial problems of poverty and inequality in the distribution of income and wealth. The trajectory of planned economic development of India has also experienced the said problem. One of the escape routes for the poverty trap particularly in the rural areas of India has been the formation of self-help groups (SHGs) and the provision of microfinance to the SHGs. The present study tries to analyze the intensity of poverty and inequality among the rural households of some of the backward regions of West Bengal. This study indicates that the incidence of poverty remains less among the SHG members in comparison with the non-SHG households in both drought prone and non-drought prone areas of rural West Bengal. Further, the inequalities in the distribution of income and expenditure among the SHG members are also found to be more prominent in non-drought prone areas compared to drought prone areas.

Today's family income management is a central resource for welfare of family members. This study was performed to test the reliability and validity of the Turkish version of the Financial Management Behavior Scale (FMBS) developed by Dew and Xiao (2011) to measure individual's saving, investment, and expenditure and debt behavior in family. It also examines the predictors of financial management behavior in family. The study was concluded over a total of 696 participants who are working at Government Office in Bursa-Turkey. The results of the factor analysis were composed of four subscales in accordance with original form of the scale. Reliability analysis showed that the FMBS had a high internal consistency (CronbachAlpha: .82; Split-half: .83) and split half reliability coefficient. The result of hierarchical regression analysis revealed that demographic characteristics, saving and investment decision, financial satisfaction and compared financial status were predicted of financial management behavior.

This chapter provides new evidence on the specific ways in which financialization of non-financial corporations in South Africa has resulted in low investment performances, focusing on two large, publicly listed corporations operating across different economic sectors between 2000 and 2019. The analysis shows that, despite sector heterogeneities: (1) corporations have increasingly financed operations, capital expenditure, and distributions to shareholders with debt; (2) the US dollar-denominated share of this debt has grown rapidly, exposing corporations to increased exchange and interest rate risk; and (3) distributions to shareholders, driven by dividends rather than share repurchases, have risen markedly. These financialization dynamics are attributed to the distribution of power in the domestic political economy and the subordinate nature of South Africa’s integration with global finance. Driving financialization, these two mutually reinforcing factors have undermined the translation of profits into domestic investment, reducing its capacity to drive structural transformation.

In Chapters 6 and 7 we discussed how to compute overlapping generations models and how to use them for policy analysis. The models developed there are completely deterministic in that they exclude both income and investment risk. While this ensured analytical tractability of the household problem and greatly facilitated computation, it certainly limit the scope of policy analysis. Consequently these chapters centred around clarifying the impact of public policy on the labour-supply and savings decisions of households and around evaluating its consequences for intergenerational redistribution. In practice, however, households face all kinds of risks that cannot be insured perfectly by the market. This opens up an additional channel through which the government could increase households’ welfare, namely by providing public insurance. In Chapter 10, we studied individual behaviour in an uncertain world, where individuals face idiosyncratic labour income and mortality risk as well as aggregate capital-market risk. The models therein are partial equilibrium models, meaning that prices are fixed and there is no need for the government to operate a balanced budget. In this chapter, we embed a household’s decision model with idiosyncratic labour-productivity risk and endogenous labour-supply decisions into a general equilibrium framework, which leads us to the stochastic OLG model. In this setup, factor prices respond to changes in individual behaviour and the government will be an explicit entity that collects revenue from taxes to finance its expenditure. Such a setup allows us to analyse both the distortionary and the risk-sharing effects of public policies. This chapter is organized in three main sections. The first two closely follow the setup of Chapter 6. We first explain the general structure of the stochastic OLG model with all its actors and conduct some steady-state policy analysis. We then discuss how to extend the model to include a transition path between steady states and to compute aggregate efficiency effects. In the last section, Section 11.3, we provide some policy applications where we analyse optimal tax schedules and the optimal size of the social-security system in more detail. In the following, we extend the life-cycle model with variable labour supply from Section 10.1.2 to a full general equilibrium setup with overlapping generations.

The present chapter empirically examines the role of microfinance access on women empowerment by using primary data on women borrowers from different microfinance institutions in Nadia and Murshidabad districts of West Bengal in India. Microfinance institutions play an important role in strategies related to gender and development due to their active relationships with women empowerment and poverty alleviation. The various programmes under microfinance like self-help groups (SHGs) are promoted and inspired for their significant economic impacts on empowerment of women. We investigate the impact of microfinance access on three dimensions of women empowerment, which make influence upon decision making on the issues of credit, expenditure and children. We conduct a primary survey on about eight hundred respondents of women borrowers from different microfinance institutions and apply multivariate probit estimation. Our findings imply that the greater access to microfinance credit negatively impacts on economic empowerment i.e. decisions on credit and expenditure related issues.
