Abstract:
Nigerian policy is inconsistent with regard to the promotion of entrepreneurship among young adults in Anambra State that would serve as a guide to becoming self-employed. Most young adults in Anambra State lack information on entrepreneurial characteristics to become self-employed. The issues confronting Anambra State as a result of youth unemployment include increase in crime rate, drug abuse, kidnapping, and suicide rate. Guided by the human capital theory, the purpose of this case study was to explore the entrepreneurship strategies that young adults in Anambra State needed to become self-employed after graduating from universities. Twenty youth entrepreneurs participated in the individual interviews, 5 participated in a focus group, and 5 policymakers participated in another individual interview. Data were coded and analyzed using Yin's 5 step procedure involving compiling, assembling, analysing, dissembling and repeating the entire process three times until the themes emerged. The emerging themes were mentorship, vocational training, and ad-hoc programs. These findings revealed that youth who participated in these programs (mentorship, vocational training and ad-hoc) obtained entrepreneurial strategies and consequently ran more profitable enterprises than those who did not. The implications for positive social change include recommendations to policymakers to expand the mentoring program among young adults and introduce vocational education that could enhance employment rate, thereby improving the standard of living, and create educational programs for university students with the expectation that upon graduation they may be able to develop businesses that may lead to the creation of employment and empower young entrepreneurs towards national growth and development.

Abstract:
The purpose of this research is to develop a deep understanding of Utah State University teacher educators' perceptions and lived experience with computer technology integration. Ten methods course instructors in secondary education participated. Data were collected using the phenomenological research method: (1) conducting one-on-one in-depth interviews, (2) classroom observations of the four participants, and (3) examining artifacts, such as syllabi and presentation evaluation forms used by the participants. The findings of this research show that the subjects regard computer technology as a powerful instructional tool. They also realize it is important to prepare preservice teachers with computer technology for their future careers. The study analyzes the positive and negative aspects of using computer technology in teaching and personal experiences, and how these influence the participants' computer technology integration. The results indicate four types of computer technology integration among the teacher educators: (1) Advanced Users, (2) Technical Users, (3) Reluctant Users, and (4) Resisters, as well as some advantages and disadvantages of using computer technology in educational settings. Based on the findings of the research, some strategies are suggested to improve the teacher educators' computer technology integration at Utah State University. These suggestions include aspects such as amending training procedures and building a supportive environment in the teacher educators' professional development. Future research perspectives are also proposed at the end of the dissertation.

Abstract:
Today, the rapid growth of the use of technology in education has substantially increased the focus and relevance of educational technology research. This study addresses the question of whether technology can provide significant support in teaching and learning approaches and the associated issue of the elements needed for an effective implementation of technology within an educational reform context. Mixed methodological approach was adopted. Observations, interviews and questionnaires administration were the main form of data collection techniques employed by the researcher. Participants for the study were selected by purposive random sampling, which includes 20 teachers from business schools from four case study universities in Ghana together with 396 students. The study also took into consideration other stakeholders in the higher educational setting by interviewing 5 educational/learning technologists from the United Kingdom. The findings from the study suggest that most students and teachers do not use some form of educational technology due to the absence of these technologies and the poor training arrangement given by university authorities. Poor attitude was also seen to be an important factor for accepting and incorporating technologies in teaching and learning. The research provides an indication that information technology supports virtually every aspect of higher education, including research and e-learning which improves digital literacy of students and sustainability, and educators need to understand the range of problems their students face so they apply IT where it brings greatest value. The study also demonstrate that creating this IT support environment will require collaboration across organizational and national boundaries, bringing together the collective intelligence of people from backgrounds including education, corporations, and government.

The purpose of this study was to determine the availability of Internet access for students attending East Tennessee State University during the fall semester 2013. It has been unknown to what degree broadband access is available in the East Tennessee State University service area that includes counties in East Tennessee, Southwest Virginia, and Western North Carolina. The research was conducted during the fall semester 2013 including the months of August, September, and October of 2011. Data were gathered by surveying currently enrolled students of the university. Seven hundred eighty-four students responded to the survey. The survey instrument covered areas of demographics and Internet connection type from home. In addition, the instrument covered usage of 3G/4G Mobile Broadband Service, ETSU computer labs, and high-speed Internet service for coursework. The results of the data analysis provided insight into the availability, frequency of use, and perceived importance of high-speed Internet access for students at ETSU. For example, over 95% of the respondents had either a high-speed Internet connection or 3G/4G Mobile Broadband Service at their place of residence. Fifteen percent were dissatisfied with their current high-speed Internet service. Approximately 70% reported that high-speed Internet service was very important in completing coursework. This study provided an increase in the body of knowledge related to Internet access for ETSU students and the counties surrounding the university.

Purpose – This dissertation in practice is an evaluation study conducted at Iowa State University, entitled, Learning Ecosystem Assessment Review of Needs (LEARN). The evaluation posed these questions: (a) What educational technologies are currently used and what technologies will be needed in the future? (b) What are the attitudes and practices of faculty and students toward online and blended learning? (c) What academic technology support services are used? What are the perceptions of the support provided for the application of academic technologies? Methodology/design – The study was a mixed-methods design employing interviews with deans and focus groups and surveys of faculty and students. Findings – Iowa State University faculty and students use a wide array of academic technologies both in physical and virtual classrooms. The prevailing sentiment regarding the need for future academic technologies is not for new offerings and new features but for easier to use, more reliable technologies, and more timely support. Although Iowa State University has formally adopted online learning by offering numerous programs and courses, the university is in the early stages of adopting blended learning. Implications – The results and implications of the study inform the university on next steps to ready the institution for leveraging technology and preparing for the transformation toward strategic adoption of online and blended learning. Published Article<br>The former Technikon Free State, now the CUT, was concerned about the academic achievements of students and decided to introduce a programme to enhance the outcomes of student learning. The then Technikon initially identified weak performers and advised / compelled them to attend special classes. This programme proved to be unsuccessful due to the potential stigma associated with attending special classes. The Technikon commenced with its first research initiatives to implement supplemental instruction (SI) in 1993. The founders of SI, Profs Diana Martin and Robert Blanc of the University of Kansas City in Missouri, USA, presented demonstrations at joint workshops and also invited attendees to attend SI workshops in the USA. Soon permission was granted to implement SI at this institution in 1993. A new dimension to the concept of SI, namely to record SI lectures for discussion afterwards was added.

Estimating the cerebral sources of neural activity from MEG is an ill-posed inverse problem that presents several challenges. First, this inverse problem is high-dimensional, as the number of possible sources exceeds the number of MEG recording sensors by at least an order of magnitude. Second, even though the neural activity has a strong temporal dynamic and the MEG recordings are made at high-temporal resolution, the temporal dynamic is usually not exploited to enhance the spatial accuracy of the source localization. Third, whereas a dynamic form of the MEG source localization problem can be easily formulated as a state-space model (SSM) problem, the high dimension of the resulting state-space makes this approach computationally impractical. In this thesis we use a SSM to characterize from MEG recordings the spatiotemporal dynamics of underlying neural activity. We use the Kalman fixed-interval smoother (KS) to obtain maximum a posteriori (MAP) estimates of the hidden states, the expectation-maximization (EM) algorithm to obtain maximum-likelihood (ML) estimates of the parameters defining the SSM, and standard model-selection criteria to choose among competing SSMs. Because of the high dimensionality of the SSM, the computational requirements of these algorithms are high, and preclude the use of current frameworks for MEG analysis. We address these computational problems by developing an accelerated, distributed-memory version of the KS+EM algorithm appropriate for the analysis of high-dimensional data sets. Using the accelerated KS+EM algorithm, we introduce two SSM-based algorithms for MEG data analysis: KronEM (Kronecker Product modeling using KS+EM) and StimEM (Stimulus effect estimation using KS+EM). KronEM characterizes the spatiotemporal covariance of MEG recordings using an parameterization that efficiently describes the rhythmicity present in resting state neural activity. KronEM describes the data as a sum of components composed of a time-invariant spatial signature and a temporal second-order autorregresive process. In comparison with previous attempts at modeling resting-state activity, the KronEM algorithm estimates the number of such components using the data, and is able to identify an arbitrary number of them. We illustrate these properties on a simulation study, and then analyze MEG recordings collected from a human subject in resting state. The KronEM algorithm recovered components consistent with well-known physiological rhythmic activity. We then compare the resulting topographic maps of frequency with multi-taper based ones, and show that KronEM-based maps better localize naturally occurring rhythms. These results make the KronEM algorithm a useful single-trial frequency analysis technique. StimEM estimates neural activity using MEG recordings made in evoked-potential studies, in which the subject is repeatedly presented with a stimulus and only the stimulus effect is of interest. In contrast with other dynamic source-localization techniques, StimEM accepts arbitrary description of neural dynamics, parameterized as a weighted sum of user-defined candidates, and finds the MAP estimate of the weights. Using the estimated dynamics, StimEM generates a time-resolved ML estimate of the evoked-potential activity in the cortex. We illustrate the ability of StimEM to identify dynamics in a simulated data set of realistic dimensions, and show that the estimates improve substantially when dynamics are taken into account. We next analyze experimental MEG data from an auditory evoked-potential study and show that StimEM identifies dynamics consistent with neurophysiology and neuroanatomy and improves the localization of the evoked cortical response. In summary, we establish the feasibility of non-approximate SSM-based analysis of high-dimensional state-space models using a distributed-memory implementation of an accelerated KS+EM algorithm. The manufacturing team evaluatedevery aspect of the design implementation from component manufacture through fieldtesting. This evaluation was intended to guide future evolutions of the technology byanswering the most basic question: ?What has the Talley Student Center experiencetaught us about the technology and its future??A set of eight powerblind units, each measuring approximately three feet by fivefeet, were manufactured and installed in the Talley Student Center Boardroom. Workbegan with an existing design template. Component manufacture was performed duringthe fall semester of 2000. Manufacturing system development, troubleshooting, and unitassembly were completed during the first half of the 2001 spring semester. Installation,final troubleshooting, final delivery to the customer, and a public unveiling werecompleted in the second half of the 2001 spring semester.It was concluded that the technology works in a real-world setting. Althoughsome quality problems existed in the final delivered product, the reason in each case waswell understood, and potential avenues for solutions presented. It was also concluded thatthe product could be mass-produced to sufficient quality using relatively low-technologytools and techniques.<P>

The field of educational technology is continually looking to more precisely understand the relationship between leadership, technology-related beliefs, technology resources, supportive environment and technology implementation in classrooms. Previous research has identified relationships between these factors. However, the types of predictors examined, the quality of the dependent variables used and the sophistication of the statistical tools used have sometimes been lacking. This research evaluated these factors within the context of the IMPACT project a three-year technology-enrichment intervention. Utilizing the last year of the data from this project, this cross-sectional study used structural equation modeling (SEM) to investigate the causal relationship between leadership, beliefs, technology resources, supportive environment and technology implementation, which is divided into planning, instruction and student use in classrooms. Differentiating technology implementation is an important contribution of this research as previous studies focused on a particular technology and a specific type of application. We found that teachersâ beliefs about technology had the strongest positive relationship with technology implementation. Leadership was found to indirectly influence technology implementation through teachersâ their beliefs about technology. When developing technology based interventions, policy makers should include evidence of the technologyâs effectiveness to influence teachersâ beliefs about that technology. This study provides a unique look at technology implementation using a large scale intervention with a comparison group and differentiated forms of technology implementation.

Thesis (D. Tech. (Cost and Management Accounting)) -- Central University of Technology, Free State, 2011<br>The focus area of this research project is on the pricing function in an organisation. The discussion of the pricing function commences with a generic perspective and concludes with the pricing of academic programmes at a typical public higher education institution, namely the Central University of Technology, Free State. The following summary sets out the key issues addressed in this study: a) The pricing function b) The pricing plan c) Pricing and its effect on the affordability of public higher education The analyses conducted proved that a comprehensive pricing plan does not exist at the Central University of Technology, Free State for the pricing of the various academic programmes, and that higher education has, despite the increasing trend in government funding, become less affordable for students at the institution. The affordability issue at the Central University of Technology, Free State can be partly attributed to the lack of a comprehensive pricing plan with clear attainable pricing objectives, and a pricing strategy to accomplish the stated pricing objectives. Another contributing factor to the affordability issue is the lack of an integrated cost accounting system and costing policies that outline measures to address the cost efficiency of the institution. Implementation of the recommended pricing plan should assist management in determining tuition fees on a scientific basis, and will also enable the management of the Central University of Technology, Free State to explain to all relevant stakeholders how the tuition fees of the various academic programmes are calculated.

This archive will contain oral histories collected from individuals involved with the Ball State jazz program, photographs that are otherwise unavailable for study and other historical materials relevant to jazz at Ball State University. The historical significance and academic uses of such an archive have been described as well as a thorough overview of other major jazz media archives in the United States and other academic projects involving oral history. Abstract:
New agricultural technologies are promoted in developing countries to bring about some combination of economic, environmental, and or health benefit. All of these benefits are considered to improve the livelihoods of the households that adopt them. However, the adoption of these new innovations by farm households is never uniform but is based on each household?s evaluation of the utility of the new technology with relation to that household?s attributes. This study looks at the adoption of a new agricultural crop?soybeans?that has been promoted for its nutritional effects in the Tamberma region of Benin and Togo. Variables affecting adoption and disadoption are based on five broad categories of adoption determinants found in the literature: household preferences, resource endowments, economic incentives, risk and uncertainty, and biophysical characteristics. A sixth category of farmer?s perceptions is added to this model to determine current perceptions of soybean utility in the study area. A Probit model is employed to determine factors affecting adoption and disadoption rates in the study area. Variables statistically correlated with the adoption decision include: education, extension, membership, health, cash cropping, and soil quality. Variables statistically correlated with the disadoption decision include: education, experience, expected price, and type of soil.

The purpose of this study was to identify the quality indicators of visual-based learning material in technology education for grades 7-12. A three-round modified Delphi method was used to answer the following research questions: RQ1: What indicators should quality visual-based learning material in technology education have to be effective and efficient in transmitting information for grades 7-12? RQ2: What are the indicators of the learner?s characteristics that impact the selection of visual-based learning material in technology education for grades 7-12? The quality indicators were determined by consensus reached by a panel of 21 educational experts randomly selected from participants in two NSF funded projects that pilot and field-tested visual learning material in technology education courses. The two funded projects were VisTE and TECH-Know. In the first round, the experts? panel was provided with examples of quality indicators. The example indicators in the first round instrument derived from the literature review. The first round of the modified Delphi method used an open-ended questionnaire format in which the experts were asked to keep, reject, modify or add a new characteristic. The responses generated by the first round contributed to the development of the Round II instrument. In the second round, panelists were asked to value and rank from lowest to highest the items identified on Round I on a 5 point Likert-scale. In Round III the experts? panel was asked to accept or reject the quality indicators derived by the second round. Based on an analysis of data collected on Rounds I, II and III conclusions were drawn.

In the past few years, composition theorists have become increasingly interested in the role of computers in the first-year writing classroom. This explorative, case study investigates the use of Web conferencing software as a medium for student-teacher writing conferences. Using qualitative methodology, this researcher conducted out-of-class Web conferences with three first-year writing students about their performance on the first major writing project of the spring 2006 semester. The researcher was also the students? English 101 instructor. Following the Web conferences, the researcher used in depth interviewing techniques to discuss the students? experiences. Data from the recorded Web conferences and transcripts of the post-conference interviews were analyzed to determine answers to the following two research questions: What benefits and challenges do students and teachers find with online Web conferencing and how do these benefits and challenges affect the cyber replication of a face-to-face conference? The results of this study indicate that it is possible to replicate a face-to-face student-teacher conference through Web conferencing technologies. Some of the benefits of Web conferencing include (but are not limited to) the constant availability for students and instructors to have conferences (outside of the traditional business hours that most university buildings are available) and the ability to have an oral discussion in place of a text-based discussion, where it is often difficult for instructors to encapsulate their overall response. Additionally, this study investigates some of the challenges to Web conferencing, such as the lack of a physical presence of the two participants and the inability to conduct global writing revisions due to the lack of screen space available on the computer monitor. Finally, this study has important implications for conferencing in the first-year writing classroom and opens the door for future Web conferencing studies to be conducted on a larger scale with different population samples.

Published Article<br>Due to the new Higher Education landscape in South Africa, Universities of Technology will have to adapt to the changing socio-political scene on and off their campuses. This implies that public accountability is becoming the most significant vehicle of government policy and an integrated part of decision-making models. Subsequently, it also imp lies part time services to distance campuses or at regional learning centres too. In 2004, the Higher Education Quality Assurance Committee (HEQC), audited the Kimberley Regional Learning Centre of the CUT exactly according to the universal standards related to quality assurance for part time or so called distance learners. These universal concepts entail self-evaluation practices, selection approaches, efficiency and performance and of course, public accountability. In follow up reports to the HEQC what has been done to ensure better services to part time distance learners, the manager of the Regional Learning Centre and the director for distance learning launched an ongoing research project on quality assurance to find answers to problems that the HEQC audit has revealed. The following article contains the very first phase of an ongoing process to research universal standards that implies universal standards for other universities of technology as well.

The purpose of this study was to produce a written account of the history of the development of the Department of Technology at East Tennessee State University, from 1911 to 2002. Information about the department's history was gathered from various sources and was then organized into a manuscript format. Throughout the document, emphasis remained on four main topic areas; significant name changes, academic/curriculum modifications, faculty changes, and other notable changes/events. This research was unique since in the department's ninety-plus years of existence, no consolidated, written account of its history had ever been created.
