Abstract:
The complexity of socio-technological challenges and the uncertainty of decisions are both increasing. Therefore, there is a need for knowledge-based and option-oriented assessment and advice. Technology assessment (TA) can offer alternative approaches to and perspectives on current decision-making processes. This handbook provides guidance in developing new answers to the problems under investigation. It pursues three objectives. Firstly, it reflects on TA by looking at developments in TA. Secondly, it serves as a compass for orientation by providing heuristics for the systematic contextualisation of TA knowledge. Thirdly and finally, it reveals the prospects for the future development of TA. With contributions by Suzana Alpsancar, Manuel Baumann, Richard Beecroft, Alexander Bogner, Stefan Böschen, Helmut Breitmeier, Andrés Checa, Kerstin Cuhls, Bert Droste-Franke, Elisabeth Ehrensperger, Torsten Fleischer, Antje Grobe, Armin Grunwald, Reinhard Grünwald, Martina Haase, Julia Hahn, Christiane Hauser, Roger Häußling, Leonhard Hennen, Nils Heyen, Regine Kollek, Kornelia Konrad, Jürgen Kopfmüller, Bettina-Johanna Krings, Miltos Ladikas, Roh Pin Lee, Annette Leßmöllmann, Peter Letmathe, Ralf Lindner, Andreas Lösch, Jacob Manderbach, Martin Meister, Linda Nierling, Maren Paegert, Oliver Parodi, Walter Peissl, Witold-Roger Poganietz, Christine Rösch, Maximilian Roßmann, Martin Sand, Jens Schippl, Jan C. Sarnowsky, Jürgen, ed. Hamburgs Gedächtnis – die Threse des Hamburger Rates. Die Regesten der Urkunden im Staatsarchiv der Freien und Hansestadt Hamburg (1400–1440). Hamburg University Press, 2021. http://dx.doi.org/10.15460/hup.214.

Full text
Abstract:

Abstract:
Georg Jellinek was the most important representative of constitutional theory of his time. Up to now, his conceptions have been discussed in international state theory. Whether a two-sided theory, a three-element doctrine or a four-status doctrine—Jellinek imposed himself on the history of constitutional theory with concise numerical formulas. For a long time, his concept of the ‘normative force of the factual’ has been part of the fixed vocabulary of constitutional and political theory. Celebrated as a masterpiece on its publication, his opus magnum ‘Allgemeine Staatslehre’ was quickly translated into all the world’s languages. For Max Weber, Jellinek was the only representative of constitutional theory of worldwide standing. The contributions in this volume discuss the central aspects of Jellinek’s political and constitutional theory, examining its relevance for the solution of today's problems, not least the questions of statehood and the syndicate nature of the European Union. Andreas Anter’s fields of research include state theory, the history of political ideas and constitutional politics. Abstract:
Cooperation is both a challenge and a necessity for modern public administration authorities. The increasing differentiation in public administration requires increasing cooperation to create synergy. Nevertheless, cooperation faces many difficulties due to different legal systems or administrative cultures. Furthermore, cross-border administrative cooperation has to meet challenges set by various national and subnational legal systems. Cooperation between regional administrations is inevitable if cross-border regions want to create a common space for their citizens. This volume examines cross-border administrative cooperation, especially illustrated by the example of the European region that encompasses Tyrol, South Tyrol and Trentino. Fielding, Henry. Joseph Andrews and Shamela. Edited by Thomas Keymer. Oxford University Press, 2008. http://dx.doi.org/10.1093/owc/9780199536986.001.0001.

Full text
Abstract:
‘I beg as soon as you get Fielding’s Joseph Andrews, I fear in Ridicule of your Pamela and of Virtue in the Notion of Don Quixote’s Manner, you would send it to me by the very first Coach.’ (George Cheyne in a letter to Samuel Richardson, February 1742) Both Joseph Andrews (1742) and Shamela (1741) were prompted by the success of Richardson’s Pamela (1740), of which Shamela is a splendidly bawdy parody. But in Shamela Fielding also demonstrates his concern for the corruption of contemporary society, politics, religion, morality, and taste. The same themes - together with a presentation of love as charity, as friendship, and in its sexual taste - are present in Joseph Andrews, Fielding’s first novel. It is a work of considerable literary sophistication and satirical verve, but its appeal lies also in its spirit of comic affirmation, epitomized in the celebrated character of Parson Adams. This revised and expanded edition follows the text of Joseph Andrews established by Martin C. Battestin for the definitive Wesleyan Edition of Fielding’s works. The text of Shamela is based on the first edition, and two substantial appendices reprint the preliminary matter from Conyers Middleton’s Life of Cicero and the second edition of Richardson’s Pamela (both closely parodied in Shamela). A new introduction by Thomas Keymer situates Fielding’s works in their critical and historical contexts.

Abstract:
According to widespread criticism, radical democratic theories exhibit shortcomings when it comes to institutions, which prevents these conceptions from contributing to a concrete transformation of the political landscape. This volume's aim is to respond to this criticism and to highlight radical democratic perspectives with which to shape political institutions. To this end, it marries basic conceptual and historical reflections on the notion of an institution with concrete proposals for alternative institutional designs and contemporary controversies about institutions. Abstract:
The intensively discussed term transformation refers to the comprehensive restructuring of processes and behaviour in order to address societal challenges posed by far-reaching changes in energy, transport, production and agricultural systems. Since such complex transformations are always accompanied by uncertainties about their effects and consequences, the contributions in this volume critically examine the opportunities and risks involved in these processes and discuss the possibilities and limits of technology assessment in the context of societal transformations. The volume brings together the academic contributions to the 8th international conference of the Technology Assessment Network, which took place in Karlsruhe from 7th to 8th November 2018. Abstract:
The employment and work of the future is taking place in service provider systems, which are a result of the digital revolution. Nevertheless, politics, science and research have insufficiently considered the consequences of the digital revolution for the organisation of work in the field of service provision. Using the example of logistics, this book presents the social economy, knowledge services, and the consequences and design options for work and employment at the levels of ‘society’, ‘services, markets and the economy’, ‘service development’, ‘service production’ and ‘model development’ from different technical perspectives. The essay ‘Services are becoming high-tech’, written by twenty academics, outlines a design concept for top-class service research, which can serve as a trailblazer for international competitiveness, high customer value and good work in the digital revolution. Abstract:
Recently, cultural and media theorists have intensively studied the effects of the digital revolution on various spheres of contemporary life. Yet, what is the result of scholars applying this perspective to the inner lives of universities themselves? This anthology, edited by Marianne Egger de Campo und Olaf Resch, explores the experiences of teachers at the Berlin School of Economics and Law with digitised teaching and learning. Abstract:
The growing academic interest in animals and in their abilities and interactions with humans, along with insights from behavioural biology and philosophical reflections on animals, have led to a reassessment of the relationship between humans and animals—and this has had consequences for theology, which must investigate the philosophical and theological reasons why it largely ‘forgets about’ animals. Scripture and the spirituality of creation have the potential to shape our relationship to animals, and theologians must unlock this potential. We must walk a tightrope here: our task is to overcome the differentialism between humans and animals, but without blurring the specific characteristics of each. This book presents an interdisciplinary approach to a form of Christian animal ethics that is not seen as one isolated ethical field in philosophy or theology, but looks for answers in the debates about the relationship between human beings and animals. These questions concern the whole of society. Abstract:
Abstract:
The concept of the state has proven itself to be too narrow in many ways. It is only partially—or not at all—suitable when looking at systems of rule in antiquity and the Middle Ages. This also applies to forms of denationalised rule in the wake of globalisation. Therefore, it appears advisable to supplement the overly narrow concept of the state with the concept of statehood—or even to replace it and thus pursue ‘Staatlichkeitswissenschaft’ (statehood studies) rather than the traditional ‘Staatswissenschaft’ (state studies). Using various historical examples, this book illustrates the productivity of this suggested conceptual shift. The statesman Otto von Bismarck epitomised political thinking and practical politics in equal measure. Germany’s most significant political leader in the nineteenth century, he was profoundly influenced by the principal political currents of the period, but he also left his mark on them in the course of a political career that lasted some five decades. In this volume of essays, twelve leading experts examine the interaction between Bismarck’s political thought and his political practice and the later reception of this process. Abstract:
Australia is home to an incredible diversity of native animals. While Australian animals are among the most unique in the world, they are also among the most endangered, with hundreds currently on the brink of extinction. We must act quickly if we are to save these species, as once gone, they are gone forever.

Extinct is a collection of artworks from established and emerging Australian fine artists, each depicting an Australian animal that has already, for various reasons, tumbled over the edge into extinction. Extinct laments their loss, but also celebrates their former existence, diversity and significance. The stunning artworks are accompanied by stories of each animal, highlighting the importance of what we have lost, so that we appreciate what we have not lost yet.

Extinct features artworks from Sue Anderson, Brook Garru Andrew, Andrew Baines, Elizabeth Banfield, Sally Bourke, Jacob Boylan, Nadine Christensen, Simon Collins, Lottie Consalvo, Henry Curchod, Sarah Faulkner, Dianne Fogwell, David Frazer, Martin George, Bruce Goold, Eliza Gosse, Simone Griffin, Johanna Hildebrandt, Miles Howard-Wilks, Nick Howson, Brendan Huntley, Ben Jones, Alex Latham, Rosemary Lee, Amanda Marburg, Chris Mason, Terry Matassoni, Rick Matear, Eden Menta, Reg Mombassa, Tom O'Hern, Bernard Ollis, Emma Phillips, Nick Pont, Geoffrey Ricardo, Sally Robinson, Anthony Romagnano, Gwen Scott, Marina Strocchi, Jenny Watson and Allie Webb.

Abstract:
This volume of the Humboldt Lectures on Europe serves as a unique contemporary testimony of European integration since the euro crisis. The Walter Hallstein Institute for European Constitutional Law at the Humboldt University of Berlin organizes the Humboldt Lectures on Europe in irregular intervals and has managed to establish these lectures as a valuable and respected forum of discussion on European debates. The present lectures offer a contemporary insight into these debates, depicting the perspectives of European heads of state and government as well as those of high-ranking representatives of the executive, judicial and legislative branches of European states and EU institutions. These lectures contribute to an interdisciplinary discourse in academia, the political arena, and beyond. Abstract:
About 30 years ago, the metaphor of ‘the dark sides of consumer behaviour’ was introduced in consumer behaviour research. Consumers sometimes knowingly place themselves in the wrong with their behaviour (as in the case of fraudulent returning of products, for example), but regard their misdemeanours as ‘smart peccadilloes’. In addition, people succumb to harmful temptations and tend towards addictions (e.g. in the form of gambling). Finally, consumers often act more selfishly (or less sustainably) than they claim to. The contributions in this book examine this general topic, address the dark sides of consumerism and encourage both consumers and companies to rethink some of their behaviour and also develop counter-strategies to it. Abstract:
Abstract:
The chapters in this edited volume include a vibrant mix of scholars from political science, sociology, criminology, law, and practical experiences. This volume is the first of its kind in German-speaking countries addressing the complex issue of ‘drugs, darknet and organized crime’. The multidisciplinary approaches to the new phenomenon demonstrate that cryptomarkets poses a multi-layered challenge. Classical concepts like ‘organized crime’ need to be expanded and call for new explanatory approaches. Organisational structures of anonymous online drug markets must be reassessed. Likewise, the development of cryptomarkets has implications for drug policy regarding drug prevention, drug counselling, criminal investigation and the judiciary. Finally, the question arises how to best regulate both offline and online drug markets. In view of those challenges, the various contributions in this reader deal with actors, underlying structures and economic transactions on drug markets in the Internet. Abstract:
The primary goal of this book is to trace the European Commission’s strategies of dealing with the politicisation of EU legislation. In a case study on President Jean-Claude Juncker's term of office, the authors of this volume analyse how the EU Commission set and advanced certain political priorities between 2014 and 2019. The analysis focuses on the ten political priorities which the Juncker Commission retained in all of its annual work programmes from its inception onwards, starting with its self-proclaimed role as a ‘political commission’. However, this study’s assessment of the ‘politicisation’ of integration policy is ambiguous: On the one hand, the Juncker Commission deliberately adopted politicised issues and tried to use them as opportunities for political leadership as well as to hone its own institutional profile. On the other hand, controversies and crises repeatedly forced the EU Commission to resort to damage control. Abstract:
In our increasingly insecure world, governance is being confronted with new challenges every day. Rising nationalism, terrorist attacks, an increasing number of populist forms of governance, the egoism of governments, digital change, ‘warlordism’ and anarchy: this is an incomplete list of the problems modern governance is having to face. These problems have to be seen against the background of structural changes caused by the process of globalisation. Among others, they not only affect the fundamental relationship between individuals and society, but also that between the constitutional bodies of a state and the role of the nation state itself. Moreover, they influence both the relationships between states and the sharing of tasks between nation states and supra national bodies. This volume is composed of a series of lectures held at Andrássy University between 2015 and 2017, which describe current trends of change and concentrate on their consequences for states, nations and societies. Abstract:
The volume presents a summary of the latest scientific conference on urban and regional planning which took place at the Technical University Berlin. The conference addressed current demands in regional and urban land use planning with regard to ‘Climate protection and climate adaptation’. The addition of the "climate protection clause" to the overall objectives of urban land use planning in section 1 (5) sentence 2 BauGB in the 2011 amendment to the Climate Protection Act has contributed to a clear programmatic upgrading of the concerns of climate protection and adaptation to climate change in urban land use planning. This direct approach to the objectives of urban land use planning not only emphasised the urban development dimension of climate protection and adaptation to climate change, but also gave a first noticeable impetus to the preparation, amendment and supplementation of urban development plans. Abstract:
The EU’s vulnerability to crises is not a novelty, but disintegrative trends have reached a new quality. The financial and fiscal crisis shook the Union, which had just been consolidated by the Lisbon Treaty, to its foundations. The refugee crisis becomes a heavy test of European solidarity. For the first time, a member state, the United Kingdom, wants to leave the Union and in doing so, as at least the Brexiteers argue, regain its sovereignty. Even the member states themselves are not spared from moments of disintegration. One might think of the secessionist movements in Catalonia or Scotland etc. Against this background, the SIPE Congress in Hamburg has brought together high-ranking experts from all over Europe in order to explore the tension between integration and disintegration, as well as Europe’s prospects of being “united in diversity”. The discussions paint a differentiated overall panorama of the constantly challenged integration project. Organoids are developed from stem cells and serve as three-dimensional model systems for different organs. They have great potential for research and medicine, but also raise philosophical, ethical and legal questions which have rarely been discussed in Germany so far. This thematic study by the interdisciplinary research group (IAG) Gene Technology Report at the Berlin-Brandenburg Academy of Sciences and Humanities offers an overview of current scientific developments, their present and potential application, as well as epistemological, ethical and legal reflections. Abstract:
The potential of advance care planning (ACP) for patient-centred care has only been appreciated in Germany in the past few years. It has drawn increasing attention, however, since it was incorporated into the German Hospice and Palliative Care Law (HPG) in 2015. Residents of nursing care homes and homes for people with disabilities can now receive ACP supported by qualified facilitators and subsidised by Germany’s health insurance companies. ACP stimulates individuals to address questions relating to their own life and death, and it allows them to limit life-sustaining treatment under individually defined circumstances. It puts patients at the centre of their care programme, even under critical conditions, and thus strengthens patient autonomy. Consequently, however, it also raises a number of ethical and legal questions. The editors of this book have a strong interest in the ethical and legal issues that arise in end-of-life care. For this volume, they have asked experts in law, medicine and theological ethics to reflect upon ACP. Abstract:
You cannot form a state with the Internet—or can you? In contrast to post-territorial expectations from the early days of the Internet, the state seems to be increasingly in demand when it comes to coming to terms with the digital revolution. What is more, state structures have never been irrelevant in terms of the Internet but have influenced both it and digitalisation since their beginnings. This book explores the intriguing relationship between the Internet and the state in depth from an interdisciplinary perspective that includes political science, legal studies and communication studies. By examining sovereignty, privacy and security, the contributions it contains address the fundamental understandings and functions of the state. They deal with regulatory areas that have changed dynamically in the digital era: data protection, the administration of critical Internet resources and the regulation of media content. Finally, they also consider the changes to the players involved in this field and the courses of action open to them: parties and political communication, e-government and e-participation. Abstract:
The debate on the equality of living conditions is on the agenda not only in Germany but throughout Europe. Thematic and/or functional aspects such as centre-periphery models, demographic change, consequences of digitisation, financing aspects, innovation aspects, regional funding - Europe of the Regions, regional funds, always also raise to the structural question of how to maintain the efficiency of public administration in all regions of Europe and Germany. What challenges for the design and performance of public administration and services of general interest arise in the context of increasing social, economic and spatial segregation, and what practical answers are possible, was the topic of the 3rd conference of the Practice and Research Network of German Universities for the Public Sector, which took place on 6 and 7 February 2020 at the University of Applied Sciences in Osnabrück. Abstract:
The early Reformation debate over the sacraments provoked a crisis of authority within the evangelical movement. The conflict developed from contrasting presuppositions held by Martin Luther and Erasmus of Rotterdam concerning the relationship between spiritual and material reality; it also reflected differences in biblical hermeneutics and the interpretation of specific Scripture passages. Both infant baptism and the Lord’s Supper were discussed privately in the early 1520s, but the public debate began in late 1524 with the printing of Andreas Karlstadt’s pamphlets rejecting Christ’s corporeal presence in the Lord’s Supper. Printers, editors, and translators increased the controversy’s polemical tone and spread it throughout Germany and Switzerland and to every level of society. The sacramentarian alternative to Luther’s position gradually coalesced from arguments advanced by the reformers of Basel, Strasbourg, Zurich, and Silesia. Luther’s tremendous personal authority gave the Wittenbergers an advantage that their opponents lacked, and the Wittenbergers proved better at using print to reach even the illiterate. The two sides could not reach agreement on the Lord’s Supper at the Marburg Colloquy, but that meeting shifted the focus of debate away from Christ’s bodily presence to how communicants could receive Christ in the sacrament—a question that opened the way for future negotiations. The Marburg Articles also introduced a new source of authority for Protestants: an official confession of faith endorsed by all participants.
