The principal preoccupation of South African foreign policy decision makers has consistently been the preservation and perpetuation of white power and privilege. This has been especially the case with respect to relations with the rest of Africa, and above all Southern Africa which South Africa has long regarded as its natural hinterland. Traditionally, the neighbouring states have been a source of minerals, markets and migrant labour, but more recently they have also been perceived as a source of insecurity. Pretoria countered the alleged "total onslaught" it faced with its "total strategy" which, in the region, amounted to a combination ofathump and talk. "The military reverse South Africa suffered in Angola in 1988 forced a reassessment of policy, leading to the independance of Namibia and the prospect of an end to apartheid domestically. How the emergence of a non-racial democratic regime in South Africa will affect policy towards the continent is uncertain. While the African National Congress recognizes the need to put the relationship on a new and mutually beneficial basis, it is likely to be preoccupied with its own formidable domestic agenda. This may leave policy effectively in the hands of the technocrats and the businessmen, which does not augur well for an end to the present exploitative relationship.

Interrogeant les processus émancipatoires en jeu dans ces pratiques, l’auteure examine la façon dont la circulation commerciale permet aux femmes de prendre conscience des rapports de pouvoir qui les marginalisent et de développer leur capacité à les transformer. Root necrosis similar to those of the cassava brown streak disease (CBSD) were observed on cassava in western provinces of the Democratic Republic of Congo (DR.Congo) in the early 2000’s. However molecular laboratory diagnosis were not able to detect any causative agent responsible for the attacks, hence, the disease related to these symptoms was named CBSD-like disease.
In order to assess the distribution and the incidence of the CBSD-like disease, surveys were carried out in four western provinces, comprising, Kwango and Kwilu, Sud Ubangi, Kinshasa and Kongo Central. CBSD-like disease was observed in all surveyed provinces on the basis of root symptoms because foliar symptoms were different to those of the documented cases of CBSD in other parts of east Africa. CBSD-like disease incidence was high in Kongo Central and Sud Ubangi, exceeding an average of 50 %, but low in Kwango and Kwilu (32.8%) and in Kinshasa (19.1%).
During the surveys, cassava leaf samples were collected for lab identification of the causal agent. PCR diagnosis was done on these samples using primers specific for the two known CBSVs. All samples tested negative with no amplification of DNA fragments of the correct size. Thus, further analysis on the causative organism is needed using Next Generation Sequencing (NGS) approaches. NGS approaches will help also to identify the causative organism in other Central Africa countries (Angola, Congo-Brazzaville and Gabon) where such cassava root necrosis have been reported or are suspected.

This paper explores the importance of client and family involvement, summarizes research-based strategies that have been associated with improvements in family involvement and team collaborations, and presents clinically applicable strategies that may be used to foster client and family engagement and empowerment in the AAC decision-making process.

Abstract Introduction Sickle cell disease (SCD) is a tremendous global health problem with over 400,000 babies born every year worldwide. Early diagnosis by newborn screening (NBS) reduces mortality, by allowing timely access to lifesaving interventions such as parental education, penicillin prophylaxis, and pneumococcal vaccination. Without early diagnosis and treatment, it has been estimated that 50-90% of babies with SCD in sub-Saharan Africa will die before they reach five years of age. In the United States, a universal NBS approach has been implemented. Despite the relatively low incidence of SCD in the United States (1 in 2,500 per live births) compared to Angola (1 in 66 live births), universal NBS in the US has been demonstrated to be cost-effective. A pilot NBS and treatment program has been ongoing in the capital city of Luanda, Angola since July 2011. Using data from the first two years of this program, we have now performed a cost-effective analysis (CEA) of NBS and treatment for SCD in Angola. Cost Analysis Methods and Assumptions Modified WHO-CHOICE methodology was used. Cost and follow-up data from the first two years of the pilot NBS and treatment program in Luanda, Angola were used for this CEA analysis. Based upon our experiences in this pilot NBS program, just over 50% of those testing positive for SCD have been contacted and successfully brought to medical care. Although we anticipate this “find rate” to improve over time with increased overall sickle cell awareness and dedication of national health resources, we have used actual numbers of patients brought to care through this pilot program for these analyses. Estimated costs were calculated for providing routine clinical care, insecticide-treated mosquito nets, and prophylactic penicillin through 5 years of age. The costs of pneumococcal immunization were not included, since these are now available to most sub-Saharan countries (including Angola) through the GAVI Alliance. Cost-effectiveness analysis In the first two years of the pilot program in Luanda, a total of 36,453 patients were screened with 550 (1.51%) diagnosed as having SCA (hemoglobin SS disease) and 245 received clinical care. Infants are brought to care by 8 weeks of age; this number represents 50% of age-eligible infants. Up-front investment in laboratory equipment to perform NBS by isoelectric focusing, including delivery, installation and training, was US$53,608. Cost per test, including all materials required for heel stick testing and for laboratory processing by IEF was $4.94. The cost of treating one patient for five years, including prophylactic penicillin and clinical costs for every 3 month visits was $332. The cost to treat 236 patients for five years is $81,340. Total costs for screening all infants and treating those found is $315,026. Assuming that screening and treatment reduces mortality from 80% to the baseline under-5 mortality rate of 15.8%, we estimate that 157 lives will be saved by NBS. The expectation of life at age 5 years in Angola is 55.9 years, or 20 discounted life-years using a 3% discount rate. The cost per life saved is $2,007. If the life expectancy for an Angolan with SCA at age 5 is 60-75% that of other Angolans, 1884 to 2355 discounted life-years are saved and the cost per life-year saved is approximately $134 to $167. Assuming an average disability weight of 0.1 for survivors with SCA, the cost per DALY averted is $150 to $190. Conclusions Interventions are defined as “very cost-effective” if the cost per DALY is less than the per capita. This analysis demonstrates that the cost per DALY for NBS and treatment in Luanda appears to be 30 to 40 times lower than the annual per-capita GDP in Angola ($5,475). These data demonstrate that newborn screening and simple preventative treatments are extremely cost effective. With an increasing global burden of SCD, it is essential for governmental and Ministry of Health leaders to recognize and take action in order to reduce the morbidity and mortality of SCD. NBS that is linked to treatment is a logical, cost-effective and high-impact program that should be incorporated into national sickle cell strategies. AbstractThe Companhia de Diamantes de Angola, or Diamang, mined for diamonds in colonial Angola from 1917 until independence in 1975. The enterprise’s Health Services Division (SSD) was responsible for supplying mine managers with an African labour force comprised of healthy, and therefore productive, employees. In practice, though, this otherwise ‘healthy’ system did not always work. While SSD personnel attempted to fulfil their charge by implementing a series of screening measures, production targets and a scarcely-populated regional labour pool regularly prompted senior officials to compel the SSD to clear recruits who were otherwise unfit for mine service. Drawing upon interviews with former SSD staff and African labourers, as well as company and colonial archival sources, this article focuses on the interplay over time between the SSD, the company’s production demands and these labourers.

SUMMARY Orthographic Reform, Planning and Linguistic Diffusion: The Case of Portuguese Garcez'(1995) seminal paper on the 1990 Luso-Brazilian Orthographic Accord presents an opportunity to point to the arbitrariness of spelling reforms in Portugal and in Brazil, particularly with respect to the use of diacritic marks (circumflex, acute and grave accents). Evidence for this statement is based on the vicissitudes of rules for written accents in Brazilian Portuguese. Garcez (1995:159) concludes that the Accord is in fact "a minor spelling reform". It is the contention of this paper that the Luso-Brazilian Accord, although a diplomatic and political achievement as Garcez argues, is in fact a strategy, on one hand, to spread the Portuguese language in Africa, particularly in the former Portuguese colonies of Angola, Mozambique, Guinea-Bissau, Cape Verde and São Tomé e Principe, and, on the other, to construct and solidify a community of lusophone nations in geopolitical terms in world affairs. But as in the case of all instances of language planning and attempts to spread languages, the consequences of the use of Portuguese as an official language, particularly in Angola, Mozambique and Guinea-Bissau, must be considered in light of the use or non-use of one or more African languages as well as Creole in these nations (Phillipson 1992, Phillipson and Skutnabb-Kangas 1995). Specialists dealing with language planning in the PALOP countries (países Africanos de língua Oficial Portuguesa), must take into consideration the specific political, cultural, linguistic and ethnic situation of each nation. <p><span>O presente trabalho objetivou caracterizar fenotipicamente os caprinos (Capra hircus) do Negage, na província do Uíge, em Angola, com o propósito de contribuir para a preservação da diversidade dos recursos zoogenéticos. Foram avaliados 175 caprinos sem raça definida (SRD) pertencentes a 6 localidades de 3 comunas do município do Negage, sendo 150 fêmeas e 25 machos de 1 a 4 anos de idade. Foram consideradas 15 características morfométricas (altura do dorso, altura do esterno ao solo, altura da garupa, altura do garrote; comprimento das orelhas, comprimento corporal, largura anterior da garupa, largura posterior da garupa, perímetro da canela, perímetro torácico, peso corporal, perímetro do ventre, comprimento corporal, comprimento da cabeça, comprimento da cauda e comprimento da garupa), obtidos com a utilização de fita métrica, hipômetro e balança; e 5 características morfológicas (cor da pelagem, presença ou ausência dos cornos, direcção dos cornos, posição das orelhas e perfil da cabeça), obtidas por observação visual. Todos os caracteres morfométricos foram influenciados pela idade. Os caprinos do Negage são considerados de pequena a média estatura. Os animais caracterizados apresentaram pelagem de coloração diversificada com predominância da cor malhada de castanho (25%), cornos dirigidos para trás (81%), ambos os sexos apresentaram cornos (97%), orelhas erectas (99%) e o perfil rectilíneo da cabeça (93%). O presente estudo contribuirá em futuros estudos de caracterização fenotípica e genética, sendo um passo primordial para a preservação e utilização sustentável dos caprinos do Negage.</span></p>

This article is a book review of Paul de Deckker Coutume Autochtone et Evolution du droit dans le Pacficique Sud (1st ed, L'Harmattan, Paris, 1995) 304pp. The book is the product of a colloquium on indigenous custom and the development of law in the South Pacific, held in New Caledonia in July 1994. The papers from the colloquium provide a commentary and resource book on customary law in the South Pacific, with particular reference to the French territories of French Polynesia, New Caledonia, and Wallis and Futuna. Angelo argues that the book is good for reading, as an educational resource, and as stimulus to thought on the complex issues of the day. It is concluded that the book is an important contribution to the literature on the subject of law and custom, and presents in an accessible French much data not available elsewhere.

Contrary to many common expectations for a Grand Coalition, Chancellor Angela Merkel's 2005-2009 CDU/CSU-SPD government produced few major policy changes. Its modest output is generally attributed to polarized competition between two co-equal, longtime rivals that blocked cooperation. Yet, interparty gridlock was less decisive than intraparty paralysis. The CDU, CSU, and SPD formed a government at the very time when each was plagued by internal divisions over programmatic identity, fueled in turn by interrelated strategic and leadership struggles. The result was caution, confusion, patchwork measures, side payments and reversals.

In the 2009 federal election, the Social Democratic Party of Germany (SPD) achieved the worst electoral result in its history. Immediately afterwards, the party worked to improve its public image and fine-tune its policies and electoral message, hoping that state elections in the ensuring period might provide some momentum going into the next national election. Yet, in 2013, the Social Democrats improved their result only modestly, with Angela Merkel and the Christian Democratic/Christian Social Union (CDU/CSU) again gaining a decisive victory. This article explores the reasons behind the SPD's failure to radically improve its electoral showing, arguing that this can best be explained by a combination of the impact of the past—namely, the legacy of its economic reforms during the Schröder era and the SPD's disadvantages coming out of the previous Grand Coalition—as well as the weakness of its 2013 chancellor candidate, Peer Steinbrück, and the popularity of Angela Merkel. The article therefore suggests that the immediate future does not look particularly bright for the SPD: any chances of gaining the chancellorship are largely out of its hand, dependent on both stumbles by its rival, the CDU/CSU, as well as the taming of a possible coalition partner, the Left Party.

Este texto pretende revelar a complexidade da prestação de cuidados biomédicos na Companhia de Diamantes de Angola (Diamang). Intenta-se questionar as representações coloniais de equidade de tratamentos entre Brancos e Africanos por parte dos Serviços de Saúde da Diamang (SSD). A análise ilumina a prestação de cuidados biomédicos diferencial entre expatriados e africanos e como esta era replicada entre africanos. A hierarquia entre os africanos colocava os trabalhadores no topo, seguidos pelos seus familiares, sendo a pirâmide ocupada pela população sem relações com a produção de diamantes. Subjacentes aos discursos de igualdade de cuidados biomédicos havia também objectivos políticos internos e internacionais, que contribuíam para as reconceptualizações do Terceiro Império Português assim como para a (re)construção dos sujeitos africanos.

RESUMEN Los americanos de origen africano y el "inglés solamente" El movimiento en pro del "inglés solamente" generalmente no se caracteriza como tema rel-acionado a los afro-americanos; se tiende a limitar el enfoque a los hispanos y asiâticos. Sin embargo, la lucha histórica de los negros en general, y en torno al vernáculo negro en particular, puede ser una fuerza importante en la lucha pro los derechos linguisticos de los grupos minori-tarios. Se investiga la perspectiva negra a través de un breve repaso de los amplios beneficios sociales de la lucha afro-americana - por medio del lente del liderato negro - y a través de una encuesta de afro-americanos residentes de grandes ciudades. La conclusión destaca la necesidad de activar y educar a los afro-americanos en cuanto al "inglés solamente". RESUMO Afrikaj usonanoj kaj la movado "Nur-Angla" La nuntempa movado "Nur-Angla" (kiu celas oficialigi la anglan lingvon en Usono kiel solan oficialan lingvon) kutime ne estas karakterizata kiel demando por afrikaj usonanoj, car gi foku-sigas je hispanparolantoj kaj azianoj. Our political economy model has correctly forecasted the 1998 and 2005 elections. However, in 2002 we predicted a tight race to the benefit of the Christian Democrats(CDU)/Christian Socialists(CSU)-Free Democratic Party (FDP) opposition, so underestimating the narrow defeat of the FDP by the Green Party. In the German political system, proportional representation makes single-party domination almost impossible. On the contrary, the big parties, Social Democratic Party (SPD) or CDU/CSU, are pushed to build a majority coalition. In this competition, the FDP has been the “pivotal party” in German political life, at least until 2002. Since then, the Greens have challenged the FDP, with the Ecologists allowing the SPD to form a red-green coalition in 1998 and in 2002. Similarly, in 2005 the FDP was not associated with the grand coalition driven by Angela Merkel.

Vengono descritte e illustrate due nuove specie sintopiche di <em>Typhloreicheia</em> della Sardegna sud-orientale: la prima, <em>T. carlonnisi</em> n. sp., campionata alla base del pozzo d’ingresso della Grotta Su Pittiolu de Gospuru (Armungia, Cagliari), la seconda, <em>T. paladinii</em> n. sp., campionata sotto i massi che circondano l’ingresso della medesima cavità e sul Monte Lora presso San Vito (Muravera). La prima risulta affine per molti caratteri alle specie del “gruppo angelae” (sensu Magrini 2003a), e si distingue dalle altre <em>Typhloreicheia</em> note di Sardegna per la combinazione dei seguenti caratteri: piccole dimensioni, tempie appiattite e poco sporgenti, elitre con setole discali presenti nelle interstrie 2-3-5-7 e margini laterali con denticoli presenti fino all’apice; edeago breve, con apice del lobo mediano sottile e incurvato ventralmente in visione laterale, asimmetrico in visione ventrale. Lamella copulatrice costituita da una lamina allungata con apice arrotondato, con la porzione dorsale nettamente sclerificata in forma di artiglio. La seconda, appartenente al “gruppo occulta” (sensu Magrini & Bulirsch 2002), si differenzia dall’affine <em>Typhloreicheia</em> viti Magrini & Bulirsch, 2002 per le elitre più allungate e meno convesse, per l’edeago più robusto, con lobo mediano meno appuntito e appena incurvato a sinistra in visione ventrale e apice più corto e largo in visione laterale, e per la lamella copulatrice con apice più arrotondato; le differenze nettamente maggiori nei confronti delle altre specie del gruppo sono evidenziate nella chiave dicotomica allegata. La spettacolare radiazione adattativa del genere <em>Typhloreicheia</em> in Sardegna, recentemente proposta e discussa da uno degli autori del presente contributo (A.C.), e le ipotesi concernenti l’origine di questa linea di Reicheiina nell’isola, sono richiamate ed evidenziate alla luce dei nuovi dati.

SUMMARY The Study of English—A European Problem: A New Cybernetic Pedagogical Proposal English is progressively becoming the de facto lingua franca of the entire world. Whereas the imposition of Latin by the Romans took centuries, the imposition of English may be accomplished in only one or two generations, for English has at its disposal not only the political and economic strength of the English-speaking countries, but also the even more decisive strength of the mass media. This spread of English poses a danger to non-English cultures, for English is a living language, and a living language is not a neutral and aseptic instrument of communication. As the expression, the bearer of a Weltanschauung, it is intolerent and will tend to replace all other Weltanschauungen with its own. The only rational response to this danger is a radical one, the introduction, as a lingua franca, of a language without the destructive capacity of English, a language that is not anyone's mother tongue and does not have the cultural and political force of a people or a state behind it. What is needed is a language that is both neutral and adaptable. Only a planned language can meet these needs, and, of all the planned languages, only Esperanto has been in use long enough and has sufficient "infrastructure" (i.e., a wide-ranging literature and a considerable number of speakers) to be equal to the task. This article suggests that the main obstacle to worldwide acceptance of Esperanto is not the sociological strength of English but the widespread subconscious and distressing feeling that the use of an invented language, completely lacking in historical traditions, would signify, both individually and collectively, a radical "loss of identity." A way out of this dilemma, the author believes, is offered by modern linguistic cybernetic research, which suggests that the study of Esperanto is the best and most practical preparation for the study of a living language in general, an Indo-European language in particular, and English most particularly. The author proposes that the study of Esperanto be introduced, not as an end in itself, but as a means of learning English more easily and successfully. This solution is further discussed in the context of the European Federation. The article attempts to present the advantages of using models in theology in the context of contemporary methodological challenges. The use of renewed hermeneutics can help to reorganize theological thinking to avoid both treating the content of faith in a matter-of-fact manner and reducing it to personal experience. At the same time, fruits of this thinking can be presented in the form of theological models that are simplified representations of a more complex structure. They must not be overly reductive but as holistic, multifaceted, dynamic, and practical as possible. One of the important proposals is the nuptial model developed by Cardinal Angelo Scola. Using this model seems to be inspiring when applied to support, among other things, the correct understanding of sacramentology.

Federal politics has often influenced elections to the Hesse state parliament . This was also true for the election 2018, which was not only decisive for the future of the incumbent black-green coalition government led by Prime Minister Volker Bouffier (CDU), but also for the fate of the federal party chairs of CDU and SPD, Angela Merkel and Andrea Nahles, at the federal level . Compared to previous election campaigns in Hesse, the 2018 campaign was less polarized, visible also in the openness of CDU, SPD, Greens and FDP in terms of forming coalition governments . The election result continued the transformation of the German party system into one with six parliamentary parties . After some vote counting problems, the incumbent coalition, which won a small parliamentary majority, was - in line with established theories of government formation - renewed . As a result of their gains in votes, the Greens’ position was stronger than five years ago, which led to more offices and to a stronger bargaining power in the coalition negotiations .

La minería artesanal y a pequeña escala en el municipio de Sumbe, provincia Cuanza Sul, Angola, se ha practicado durante los últimos 20 años, por muchas familias necesitadas de sustento económico y de materiales para construir sus viviendas, provocando daños al medio ambiente de diversa magnitud. Esta investigación tiene como objetivo identificar y evaluar los impactos ambientales que se producen por las explotaciones de áridos mediante la minería artesanal y a pequeña escala en este territorio, con énfasis en la detección de los principales problemas socio-ambientales generados por estas actividades mineras y la necesidad de establecer un marco regulatorio basado en la explotación sostenible de estos recursos mediante una estrategia de ordenamiento ambiental. Para ello se aplicaron métodos de campo, instrumentos de encuesta-entrevista, y métodos para la identificación, caracterización y evaluación de los impactos ambientales. Los resultados obtenidos permiten esclarecer las implicaciones que estas actividades mineras tienen sobre el desarrollo socio-económico sostenible, además de denunciar el uso indiscriminado de mujeres y niños, todo ello estimulado por la alta demanda de los materiales extraídos para construcciones civiles y los beneficios económicos que reportan con inmediatez. La anarquía e irracionalidad derivada de estas acciones provocan impactos ambientales moderados e inestabilidad de los componentes ambientales. Entre las medidas que se proponen para el ordenamiento ambiental de este tipo de actividad minera se consideran: a) la creación de cooperativas; b) el establecimiento de normas que regulen el otorgamiento de concesiones mineras artesanales, con eliminación de la explotación de la población femenina e infantil; c) la aplicación de programas de educación ambiental a la población; d) la elaboración de instrumentos de control para las explotaciones de áridos; e) la implementación de normativas en las que se declaren las responsabilidades individuales y colectivas para la restauración del medio ambiente dentro de un marco legal

The eighteenth Bundestag elections of 22 September 2013 brought important changes to the Bundestag party system, some of which are contingent but others of which are more systemic and profound. The narrow failure of the FDP to scale the electoral threshold has had an impact on coalition negotiations and the improvement in the overall vote share for the CDU/CSU and the SPD, for the first time since the 1960s represents a significant, if probably only temporary, concentration of the German party system in the Bundestag. More systemically, the election saw a continuation of the ongoing redistribution of voting power in the Bundestag in favor of the catch-all parties as formateurs. The article also discusses how the increased importance of the potential formateuer parties has gone hand-in-hand with a greater focus on the individual leading candidates, and concludes that this is particularly good news for the CDU/CSU, given the political qualities of Angela Merkel and the failure of the SPD to find and support a leading candidate that can match her political acumen.

E l'intensitŕ con cui il tema viene percepita č maggiore, piů acuta e anche culturalmente piů aggiornata in alcuni Paesi che un tempo si sarebbero detti del Sud del mondo. Basti pensare che alcune costituzioni dell'America Latina - per certi aspetti perfino mostruose nelle loro dimensioni (la Costituzione venezuelana ha 444 articoli!) - mettono i beni comuni al centro dell'attenzione e che uno di questi, il cibo, č affrontato con una novitŕ e una fantasia culturale in leggi, norme costituzionali, documenti del Brasile, del Kenya e dell'India. Dunque, se parliamo di beni comuni, dobbiamo guardarli non (solo) dall'angolo di casa nostra, anche perché in alcuni casi sarebbe impossibile. In questo momento uno dei beni comuni principali - la salvaguardia dell'ambiente planetario - č stato messo in grave pericolo dal terremoto di Fukushima e dalle sue conseguenze. Noi ci interroghiamo, ancora in questo momento, fino a che punto gli effetti di quanto č avvenuto rimarranno circoscritti all'area dove quel disastro si č verificato oppure se l'inquinamento atmosferico e del mare determineranno la contaminazione anche dei prodotti alimentari che importiamo dal Giappone. L'attenzione ai beni comuni ormai non puň, dunque, essere legata a un luogo e agli interessi di chi si trova in quel luogo.

L’autore ha studiato a fondo, a cominciare dagli anni ’90, la toponomastica e l’antica antroponimia del Territorio di Monfalcone. Dopo la pubblicazione della II edizione dell’opera (P 2010) le ricerche sono continuate e hanno sempre confermato quei primi risultati. In pratica questo angolo sud-orientale del Friuli rientrò almeno fino a tutto il sec. XV nella Slavia submersa, con una maggioranza di abitanti slavofoni ed una minoranza parlante un dialetto friulano che si situava morfologicamente fra quello centrale e le antiche e scomparse parlate friulaneggianti di Trieste e Muggia. Nell’articolo si ripresentano brevemente molti nomi di persone e di luoghi di Pieris e Begliano (oggi Comune di S. Canzian d’Isonzo), con alcuni nuovi dati emersi ultimamente: per esempio sull’attuale località Isola Morosini (nel sec. XV Otoch) che apparteneva in età medievale all’Abbazia benedettina di Moggio. Viene rivista anche l’etimologia del nome della località di Begliano, lasciata in sospeso nei lavori precedenti fra l’opzione predialistica romana (*Bellius) e quella paleoslava (*Beljan o *Beljani); assegnando questo toponimo allo strato linguistico slavo. Bisogna distinguere però questo strato sloveno medievale da uno successivo, rappresentato essenzialmente da nomi e soprannomi di persone immigrate nel Monfalconese fra la fine del sec. XV e il sec. XVII. Gente di origine balcanica (sclabonus sive bisiacus) che fuggiva dalle invasioni turche ed entrava in un angolo di Friuli soggetto a Venezia. I tre villaggi erano vicini all’antico traghetto (zopum) di Pieris sul fiume Isonzo e la parte finale dell’articolo è dedicata alla discussione sull’etimo del termine friulano çòp/zòpul ‘piroga’ (slov. dial. čupa), su cui era intervenuto uno scrittore di Trieste proponendo un’origine slovena. L’autore dell’articolo mostra invece come non si possa facilmente disgiungere il termine çop/zop da tutta una trafila di voci, ben attestate nell’area romanza del nord-est italiano (compresa la lingua dalmatica oggi estinta). Voci che sembrano tutte gravitare attorno al semantema “ceppo, legno scavato” e che potrebbero in ultima analisi essere di lontana origine prelatina.

Sufragantes de Alabama, Arizona, California, Colorado y Florida aprobaron el referendum que hace del inglés su lengua oficial. E1 autor utiliza el voto por condado a favor del inglés (variable dependiente) para defender cinco hipôtesis: la racial (los anglos contra los latinos), la étnica (los negros contra los latinos), la económica (la clase de menores ingresos contra los latinos), la politica (los republicanos contra los latinos), y la cultural (el indigenismo contra los latinos). Como variables independientes el autor incluye por cada estado los porcentajes de poblaciôn latina, negra, con education universitaria, por debajo de la línea oficial de pobreza, y rural, el ingreso medio familiar y el total de poblaciôn de cada una de ellas, además del voto por Ronald Reagan en 1984. Las hipôtesis racial y cultural no son validas; la rivalidad étnica emerge solo en Alabama; la hipôtesis de clases esta sostenida por relaciones negativas con el nivel cultural. Pero es la hipôtesis politica la que ofrece la explication mas convincente, ya que el apoyo a Reagan da el pronóstico mas seguro para el voto por la oficialización del inglés a través de los cinco estados. SummaryThe South African Angora goat industry makes the largest contribution to global mohair production. Mohair is a luxury fibre and production of a high quality clip is essential. For many years genetic improvement of Angoras in South Africa was based on quantitative selection. Genome mapping efforts provided new avenues for improvement and a quantitative trait loci (QTL) study was initiated to identify QTL associated with mohair traits. The aim of this study was to describe the genetic diversity of the reference population using the available stud and commercial herds with full phenotypic records. The most appropriate QTL design was identified based on the population structure with regard to the families and number of bucks available for breeding. Four herds, consisting of 1067 pure bred goats in 12 half-sib families, were included. Blood samples were obtained from the herds, 94 markers were tested and diversity parameters were estimated. The average number of alleles per marker varied between 5.4 and 7.2 amongst the herds, whereas the observed heterozygosity varied between 0.59 and 0.67. The genetic structure of these herds was found appropriate for use as a reference population as they showed sufficient genetic variability.

Since the end of 2013, Germany has been governed by a “grand coalition” of the biggest parties—Chancellor Angela Merkel's Christian Democratic Union (CDU), together with its Bavarian sister, the Christian Social Union (CSU), and the Social Democratic Party (SPD). While one can generally call the hitherto work of the current government quite productive (regardless of any qualitative assessment), the first few months of the 18th legislature period painted a different picture: due to tough and slowly progressing negotiations over a new government, the German Parliament was paralyzed for a considerable time. After the election of 22 September 2013, in which Ms. Merkel's CDU missed an absolute majority, the constitutive session of theBundestagtook place on 22 October 2013, which was the last possible date within the thirty-day deadline as set out by Art. 39(2) of theGrundgesetz(German Basic Law). The new government, however, was elected not before 17 December 2013. In between, the newBundestogcould not effectively begin to work as the interplay with the government is an important part of the Parliament's work. Urgent business had to be left untouched. In order to end this deadlock, the factions of CDU/CSU and SPD took a unique step: they established a so-called “Main Committee” (Hauptausschuss), which was intended to serve as a preliminary body dealing with the most urgent tasks until a new government would finally be formed.

Foreign policy issues did not play a decisive role in the German general election campaign of 2009. While Chancellor Angela Merkel conducted a decidedly presidential campaign, her main rival, SPD Foreign Minister Frank-Walter Steinmeier, found it difficult to break out of his role as Merkel's partner in the Grand Coalition the two had led for four years. This was especially true with respect to issues on foreign policy, where both candidates had cooperated rather smoothly. Neither the issue of Afghanistan (despite the hotly debated Kunduz airstrike), nor the unresolved issues of the future of the European Union's Lisbon Treaty could antagonize the main political protagonists in Germany. The overwhelming foreign policy consensus among the mainstream political forces remained intact. Nevertheless, the changing international landscape and increased German responsibilities abroad will turn foreign policy into a relevant campaign issue, probably as early as 2013, when, presumably, the next Bundestag elections will be held.

While the Federal Republic has been famously characterized as a "grand coalition state," the Merkel government, formed in the after-math of the 2005 federal election, is only the second CDU/CSU-SPD coalition at the federal level since 1949. A comparison of the present administration with the first grand coalition government (1966-1969) reveals a wealth of differences that include some of the basic parameters of governing and governance in Germany, such as the structure of the party system and the overall public climate. Also, the personnel features and patterns of informal coalition governance under Chancellors Angela Merkel and Kurt-Georg Kiesinger display major differences. Arguably the single most important difference between the two administrations, however, relates to the level of public policy, with the Merkel government seeking to reverse some of the key decisions of its historical predecessor. Such u-turn dynamics have been particularly tangible in the field of federal system reform.

Die nationalistische Bewegung in Orissa zwischen 1868 und 1870 brachte die Verwendung des Orija als moderne Sprache ernsthaft in Gang. Ihre frühere Position konnte die Sprache jedoch nicht wiedererlangen. Als 1936 der Staat Orissa gegründet wurde, scheiterte der Versuch, das Orija zu dessen Amts-sprache zu machen und seinen Wortschatz durch Terminologieplanung zu modernisieren. Ursachen hierfür waren das mangelnde Sprachbewußtsein der Orija, die pro-englische Einstellung der Beamtenschaft und ein zaghafter Korpusplanungsversuch, der sowohl im Widerspruch zu den Grundsätzen der Terminologieplanung selbst als auch zu denen des Ständigen Ausschusses für wissenschaftlich-technische Terminologie (SCSTT) stand. Genetic parameters for liveweight (LWT), greasy fleece weight (GFW), mean fibre diameter (MFD), standard deviation of MFD (MFD-s.d.), mean fibre curvature (CURVE) percentage of medullated (%MED) and kemp (%KEMP) fibres, faecal worm egg count (WEC), packed cell volume (PCV), mean corpuscular volume (MCV) mean corpuscular haemoglobin content (MCHC), circulating anti-nematode IgG (IgG) and counts of circulating eosinophils (EOS), lymphocytes (LYM), neutrophils (NEU), basophils (BASO) and monocytes (MONO) up to 18 months of age were estimated in Australian Angora goats (608 animals, 14 sires 3 years of birth). Measurements were made during a period of natural parasite challenge up to 5 months of age, or following artificial challenge with 10 000 infective larvae of Trichostrongylus colubriformis at 5.25 months of age. Year of birth had a significant impact on production and parasite-associated traits at all ages studied. Sex had a marked effect on production and erythrocyte traits. Birth type had no effect on any traits in animals older than 6 months. Maternal effects were not significant except for LWT at 3, 5 and 6 months and for IgG at 3 months. Most production traits were highly (LWT, GFW, MFD, %MED) or moderately (CURVE, MFD-s.d.) heritable (range 0.17–0.59) with only %KEMP having a low heritability (0.02–0.14). The heritability estimates (±s.e.) for CURVE are novel for goats and ranged from 0.18 ± 0.09 at first shearing to 0.44 ± 0.14 at third shearing. Heritability estimates were low for WEC (0.02–0.16) and for specific IgG during natural infection (0.14–0.15) but higher for IgG following artificial challenge with T. colubriformis (0.42 ± 0.13). Of the haematological variables NEU and all red cell traits were highly heritable (0.45–0.71), LYM and MONO were moderately to highly heritable (0.31–0.55), and EOS was weakly to moderately heritable (0.06–0.28). Strong phenotypic correlations existed between production traits. MFD was positively correlated with GFW and negatively correlated with CURVE, indicating that finer fibres have a higher crimp or wave count. WEC had consistent negative phenotypic correlations with PCV, LYM and EOS, and positive correlations with NEU. Correlations with IgG were positive up to 5 months and negative thereafter. Phenotypic correlations between WEC and LWT as well as with GFW and MFD were negative. Heritability estimates for production traits were generally consistent with other studies. Haematological and fibre curvature findings are completely novel for Angora goats. Estimates of heritability for WEC fell in mid range of published findings for other goat breeds, and these results suggest that there is some scope for breeding for worm resistance in Angoras but the response is likely to be slow.

SOMMAIRE Une approche "par systèmes" de la politique linguistique: le cas de la Namibie L'Afrikaans (l'une des deux langues officielles de la République Sud-Africaine) est employé comme langue officielle et comme lingua fianca en Namibie. Après l'indépendance de la Namibie, l'anglais (qui est parlé par moins de 5% de la population) deviendra la nouvelle langue officielle. L'un des objectifs principaux de cette politique linguistique (ou planning linguistique) est de réunir les diverses races et communautés linguistiques de la Namibie en une seule entité nationale. Le problème le plus évident qui se pose à ce programme est celui de savoir comment faire accéder la population à l'anglophonie le plus rapidement possible, avec les fonds disponibles et sans détruire les langues indigènes. Les approches traditionnelles en planning linguistique se concentrent principalement sur des problèmes d'ordre linguistique, au point d'occulter les variables non-linguistiques essentielles qui pourraient contribuer à étendre et à entretenir une variété. Cet article propose une approche "par systèmes" qui remplacerait la métaphore de la structure par la métaphore du réseau et qui permettrait au planificateur linguistique de percevoir les rapports entre son plan et les autres forces à l'oeuvre dans la société. Par exemple, le rôle des professionnels du langage dans la mise en oeuvre de la politique linguistique namibienne s'en trouverait accentué. Au demeurant, l'unité nationale ne s'obtient pas grâce au seul planning linguistique, mais également par d'autres moyens politiques. The results of studies carried out in 2016 – 2018 in the 2-factor field experiment on sod - medium-podzolic light loamy soil in JSC "Kalininskoye" Kalinin district of the Tver region, to study the possibility of obtaining programmed maize yields with different efficiency of sowing KPD FAR. The background of mineral nutrition was created by the introduction of litter manure of cattle. Studied hybrids Cascade SV 195 (control), Angela, LH 30189, Voronezh SV 160, 180 Spring ST. It is revealed that the agrometeorological conditions of the region allow to form the programmed yields of green mass of corn at creation of the corresponding background of fertilizer. At the same time, they increase the powerful photosynthetic potential of sowing. The maximum FRR (4663 thousand m2хday/ha) formed hybrid LH 30189 on the background of mineral nutrition with the efficiency of the KPD FAR is 3.5 %, which has generated the greatest yield of green mass of cobs in the milk – wax ripeness, on average, for 3 years he has 93.2 t/ha.

The spatial distribution of biological and ecological patterns in the Angara-Lena mountain province in Eastern Siberia is characterized according to the data of agroland- scape and ecological zoning of forage lands to assess the potential, sustainable agricultural nature management and environmental protection in the region. The province occupies area of 12 451.7 thousand hectares in the southern taiga zone and covers the Angara-Lena plateau (with 800-1460 m altitudes) and the low-mountain Primorsky Ridge. Most of the province territory (about 83%) is occupied by mountain forests. The area of agricultural land is 5% of the total area (including arable lands 2.7%, hayfields 0.7%, and pastures 1.5%). Significant areas of larch, mixed, birch forests of low mountains with a grass cover of large grasses (mountain crayfish, mixed-leaved bodyak, forest geranium, northern bedstraw, bathhouse species) and cereals (Langsdorf weinwort, spreading bor, sod pike, etc.) are used for grazing. The ecological state of the landscapes is tense, and tense and heavy for thearable. Agriculture and plant growing riskiness is highlighted according to natural and climate region features, especially erosion increasing as a result of agriculture. Simultaneously, however, the richest natural resources in the province, including fodder ones, are perspective for agriculture development.

Introduction. In 1907, the City Council of Novi Sad authorized the building of a new city hospital. The complex of hospital buildings was planned as a modern pavilion-style hospital with a 300 bed capacity. Foundation. The Pavilion 1 was intended for Admitting Department, Management and Administrative Departments. The facade of this building was decorated with a monumental mosaic of two angels. The Pavilion 2 was built for Departments of Surgery and Gynecology, whereas the Pavilion 3 included departments for patients with internal diseases, patients with skin and venereal diseases and maternity ward, but occasionally some infectious and neurological patients were treated there as well. In 1912, two new buildings were built: the first was the Antitrachoma Department and the other for patients with tuberculosis. During the First World War, the City Hospital was turned into a military hospital for the wounded, and also for those suffering from abdominal and typhoid fever, as well as from Spanish fever. Period between the two world wars. Since 1921, the founder of the hospital and its name have changed, and it has become the General State Hospital. After young physicians, educated at famous European medical centers, were employed, the Novi Sad State Hospital experienced a great advancement, especially in the field of surgery. In 1922, a new building was built, where the Bacteriological Station and the Pasteur Institute were established. The problems that the City Hospital was facing transferred to the General State Hospital, and were mostly financial. Before the Second World War, the State Hospital had a 455 bed capacity. After the Hungarian armed forces occupied Novi Sad in May 1941, the hospital director and all the ward physicians were replaced by Hungarian military doctors who worked there until September 1944.

Africa as a continent has been ravaged by wars that have brought untold hardship and retardation to development. Militarization and war places various demands on both males and females. This study concentrates on how females have been used as sex slaves and have now become vulnerable to rape and outright fighting in the wars. Extenuating the effects of war with its irreparable losses and psychological trauma in recent times has been the focus of governments, nongovernmental organizations and philanthropists. The devastation caused by the conflicts, the destruction to communities and the suffering of women and girls cannot be over emphasized. Recent years have seen many regions of Africa involved in wars and internal or external conflicts. From Liberia to Sierra Leone; Angola, The Democratic Republic of Congo to Rwanda; Burundi, Mali, Côte d’Ivoire to Sudan, the story is a sad and saddening one. Therefore, this article discusses the effects of armed conflicts on women and girls, using Iyorwuese Hagher’s Lamp of Peace as a textual reference. It employs the literary method to consider the response of Iyorwuese Hagher as a playwright regarding the outcry against war atrocities against women. The paper argues that glaring gaps still exist regarding the protection of women and girls during armed conflicts. As such, women and girls deserve special attention that focuses on protection as they are both victims of abuse and actors in reconstruction.
