The textbook consistently reveals the legal and organizational foundations of combating corruption in the Russian Federation, reflects theoretical and methodological approaches to combating corruption, and also takes into account law enforcement practice, including issues of legal responsibility in this area. The explanations and recommendations contained in the book will be useful both for teachers organizing the learning process and for students (students and undergraduates, state and municipal employees, employees of organizations undergoing advanced training in educational organizations of higher education) in educational, methodological, social and educational work.

Abstract:
With reportedly over USD50 billion lost annually through graft and illicit practices, combating corruption in Africa has been challenging. However, laws and policies at the continental, regional and national levels have been promulgated and enacted by African leaders. These initiatives have included the establishment of anti-corruption agencies mandated to tackle graft at national level, as well as coordinate bodies at regional and continental levels to ensure the harmonisation of normative standards and the adoption of best practices in the fight against corruption. Yet, given the disparity between the apparent impunity enjoyed by public servants and the anti-corruption rhetoric of governments in the region, the effectiveness of these agencies is viewed with scepticism. This continent-wide study of anti-corruption agencies aims to gauge their relevance and effectiveness by assessing their independence, mandate, available resources, national ownership, capacities and strategic positioning. These surveys include evidence-based recommendations calling for stronger, more relevant and effective institutions that are directly aligned to regional and continental anti-corruption frameworks, such as the African Union Convention on Preventing and Combating Corruption (AUCPCC), which the three countries in this current report Kenya, Tanzania and Uganda have all ratified.

Abstract:
Despite the extensive levels of control that Russia has available to it in its neighbourhood, many officials believe that the West has outmanoeuvred Russia in the employment of soft power, particularly through the proliferation of civil society and NGOs in the former Soviet Union over the past two decades. As corrupt regimes in Georgia, Ukraine, and Kyrgyzstan have fallen under rising pressure from civil society, Russia has grown increasingly alarmed. The Kremlin has come to see “color revolutions,” and the activities of anti-government protesters in Russia itself, as the consequences of a deliberate Western campaign to promote regime change and curtail Russian influence. Moscow has focused a wide range of civil society groups: anti-corruption campaigners, pro-democracy activists, journalists, and human rights defenders, as part of a Western-backed fifth column whose raison d'être is less the promotion of good governance and more the advancement of Western strategic interests at Russian expense.

Abstract:
Area studies scholarship has been indispensable for the development of social scientific knowledge. However, it risks becoming marginalized without more concerted efforts to demonstrate its relevance for contemporary social science. This volume showcases comparative area studies (CAS). CAS incorporates familiar elements from past comparative research but draws them together into a strategy for balancing context-sensitive understandings of diverse locales with cross-regional qualitative research on questions that matter to social science disciplines. Part II considers the epistemological, methodological, and practical concerns driving CAS as well as the pitfalls of doing cross-regional comparative research. The chapters emphasize the distinctive gains from extending one’s field of vision beyond one’s primary area of expertise (and the costs of not doing so). Part III presents studies that illustrate how creatively designed contextualized comparisons of cases from different regions generate novel insights into a range of substantive topics—from protests and rebellions to anti-corruption campaigns, resource booms, and the organization of production. The final chapter recasts the significance of CAS in light of current debates on social science methods, suggesting that cross-regional contextualized comparison can partly compensate for some of the blind spots in the most common forms of qualitative and mixed-method research. The volume demonstrates that the pursuit of area expertise and the search for social scientific knowledge need not be a zero-sum game as long as we make conscious efforts to connect scholarly debates unfolding within separate area studies communities to each other and to the theoretical problems driving social science research.
