Vratuša je leta 1969 po vrnitvi iz ZDA opravljal več pomembnih zveznih funkcij in med drugim tudi ustanovil Mednarodni center za upravljanje javnih podjetij v deželah v razvoju v Ljubljani. V njegovo biografijo in bibliografijo pa sem se poglabljal, ko je fundacija pripravljala dve publikaciji o tem izjemnem človeku velikega in širokega duha. Prva je izšla leta 2010 ob Vratuševi 95-letnici. Pripravil sem nekaj citatov iz pripovedovanja akademika o njegovem življenju in delu.
