This chapter provides an overview of the historical developments of administrative law in France. It first describes the bases of the French model, before considering the initial implantation of administrative law and the establishment of the ‘classical’ French administrative law. French administrative law reached its apex around 1900, that is, it acquired its main characteristics — to which it remains largely faithful — in the early twentieth century. This was the outcome of progressive evolution in which the continued affirmation of what can be called an ‘administrative state’ and the definite installation of distinct administrative courts with specific proceedings made a strong impact. Finally, to conclude, the chapter turns to a discussion on contemporary evolutions in France.

Abstract:
Before the LHC, there was the Tevatron, which ran at the high-energy frontier for approximately 25 years. Many of the modern analysis tools used at the LHC were first developed at the Tevatron. In this chapter, benchmark data analyses (and related theoretical tools), such as for W/Z bosons, photons, and jets, are described. The apex of the Tevatron was the discovery of the top quark. Measurements of the top quark cross section and of the top quark mass are examined and tt¯ asymmetry measurements and predictions are reviewed. Although attributed to many Beyond-the-Standard Model scenarios, the ultimate explanation for the larger than expected asymmetry turned out to be higher order QCD. There were very active Higgs boson searches at the Tevatron. Although the Tevatron was able to somewhat exclude the allowed Higgs mass range, time ran out before any observation could be made. This was left to the LHC.

This chapter examines constitutional adjudication as a mechanism designed to ensure that the constitution is properly observed. It begins with an overview of the development of constitutional review power and its prevailing modalities around the globe, focusing primarily on the emergence of specialized constitutional courts. It describes models and variations of constitutional review, along with the politics of apex courts. Turning to the constitutional review of legislation, the chapter considers what interpreting a constitution means in practice and whether fears of judicial self-aggrandizement through constitutional interpretation are justified. Finally, it discusses accusations of judicial activism and deference levelled against apex courts as well as the mounting opposition to judicial review.

This book is about changing corporate power structures. We examine the evolving ways in which power at the apex of complex organizations is structured through roles and relationships in anticipation of and in response to diverse contingencies and interests. Our focus is the changing C-suite, a term denoting the most important senior executives in an organization, characterized by the proliferation of and variation in new Chief X Officer (CXO) roles, where ‘X’ stands for a specific domain, such as sustainability, communication, digital, human resources, finance, etc. By exploring the emergence and evolution of these CXO roles, we seek to understand these elites’ new command posts, sources of expertise and identity, competition and collaboration, and ways of getting things done—what we call their ‘style’—thereby extending the political perspective of organizations, which has largely overlooked the changing structure and dynamics underlying executive power and actions. It is in moments of structural transformation, such as the ongoing incorporation of a plethora of new CXO roles on executive committees, that the political model of organizations is better revealed and assessed. The book develops a theoretical account, combined with a rich empirical illustration, of the C-suite’s transformation over the last two decades: its magnitude and meaning, its co-construction by different interests, and its potential significance for corporate control. As C-suite incumbents have more leeway to construct their roles than managers at any other organizational layer, special attention is placed on their social and political action styles.

In 2007, PAHO launched the Integrated Health Service Delivery Network (IHSDN) initiative to address the problems derived from the fragmentation of health services and to overcome the structural problems stemming from the widespread segmentation of health systems in the countries of the Region. In the IHSDN initiative, hospitals are an aggregate of specialized institutions that support a highly effective first level of care. Hospitals themselves are defragmented, which is theoretically correct, innovative, and even visionary. However, the IHSDN initiative does not seek to diminish the influence of hospitals in the health system or the importance of their role, but to integrate these institutions so that all their efforts are aligned with the needs of the people and communities they serve through the development of IHSDNs. It is obvious that without hospitals there can be no IHSDNs; however, it should also be recognized that without effective networks, hospitals cannot do their job. The IHSDN initiative presents a change in the role assigned to hospitals, in which they are no longer considered the apex of a pyramid in which the hierarchy is based on specialization to successfully treat disease. Instead, the hospital becomes a very important participant in a service organized as a network, performing specific tasks in a series of processes that cut repeatedly across the health service delivery network and include the participation of individuals and communities. The product of an intense debate and joint effort, this work contains a series of proposals in the six areas considered a priority for developing the new role of hospitals in IHSDNs: governance, resource allocation and incentives, the model of care, technology and infrastructure, human resources, and organization and management.

This chapter details how the śānti ritual was politicized in the arena of kingship (rājadharma). It examines a collection of ritual manuals (the Appendices of the Atharvaveda) for the royal chaplain (purohita) that evince the growth of Atharvan engagement with divination, and a consequent multiplication of occasions for śānti. Forming an early precursor to the Hindu calendar, these texts delineate the king’s ritual regime, which comes to be dominated by forms of repetitive bathing that incorporate other modes of ritual, such as gifting and sorcery. The Appendices thus represent the apex of a broader culture of ritual appeasement in the Atharvan tradition. This culture not only involves the technical expansion of śānti, but also its discursive potential as part of an encompassing theory of the state.

Plants or plant parts, such as roots or leaves, have the capacity of moving by growing in response to external stimuli with high plasticity and morphological adaptation to the environment. This chapter analyses some plant features and how they have been translated in artificial devices and control. A new generation of ICT hardware and software technologies inspired from plants is described, which includes an artificial root-like prototype that moves in soil imitating the sloughing mechanism of cells at the root apex level; as well as innovative osmotic-based actuators that generate movement imitating turgor variation in the plant cells. As future directions, new technologies expected from the study of plants concern energy-efficient actuation systems, chemical and physical microsensors, sensor fusion techniques, kinematics models, and distributed, adaptive control in networked structures with local information and communication capabilities.

Abstract:
Human pathogenic fungi produce three basic ‘cell’ types: hyphae, yeast cells, and spores. The organization and subcellular structure of these different cell types and their modes of growth and formation are reviewed. Growth and form is the consequence of how new cell surface is formed. This is generated by the delivery of vesicles to the surface which provides new membrane and the enzymes for cell wall synthesis. To generate these various cell types, the pathway of vesicle secretion to the surface has to be carefully regulated. These vesicles have to be transported through the cell by the cytoskeleton, and in filamentous cells these vesicles accumulate at a supply centre called the Spitzenkörper before docking and fusion with the hyphal apex. Ultimately, membrane is also endocytosed and recycled behind actively expanding regions of the fungal surface. These various processes are described and particular emphasis is given to the structural and organizational features of fungal cells that play roles in their pathogenesis and virulence.

Abstract:
Can a film made in one genre be better understood by viewing it as another? This book investigates this question in relation to Martin Scorsese’s 1991 remake of Cape Fear. Scorsese approached the film as a thriller, but Cape Fear is thematically and formally more coherent when viewed as a horror film. Across an introduction and five chapters, this book explores why this is the case. How Scorsese’s Catholicism and passion for horror has informed artistic decisions throughout his career, and the ways in which it reached an apex when he directed Cape Fear. The ways in which conventions of Gothic literature and fairy tales influenced this richly metatextual film, plus the impact of historical trends in horror cinema. How Robert De Niro’s research into antagonist Max Cady created a character who is closer to cinematic bogeymen rather than the more earthbound villains expected in thrillers. Film theory models around genre are utilised, along with interviews with key personnel on the film. Including a primary source interview with screenwriter Wesley Strick, who relates his experiences. Scorsese’s hyper-stylised directorial technique in Cape Fear is analysed for the ways in which it works to creates sensations typically associated with horror cinema, and the film’s legacy is also reviewed. Sexual politics and the controversy that surrounded Cape Fear’s depiction of sexual threat is also analysed, within the context of Scorsese’s depiction of women and accusations of misogyny that have been levelled against him during his career.
