Abstract:
Security issues have become a major issue on the Internet. One of the security methods that are widely used today is to implement a digital certificate. Digital certificates have evolved over time, one of which is the X.509 digital certificate. Digital certificates have been widely used as authentication applications, web network authentication and other authentication systems that require digital certificates. This research is carried out by implementing an X.509 digital certificate technology as a mobile web service with its client. Secure Hash Algorithm (SHA), Diffie-Hellman, and Advanced Encryption Standard (AES) are used to secure the data exchange transaction between the web service and mobile phone. SHA algorithm will be used for user authentication, Diffie-Hellman algorithm will be used for public key exchange and AES algorithms will be used for symmetric cryptography data. The results of the application of digital certificates, the SHA algorithm, Diffie-Hellman, and AES in mobile phone applications, provide security application running on web service. Abstract:
Certification is a determination given by a professional organization to someone to show that the person has competence, is able to do a specific job or task. Quality Assurance and Learning Development Institute Universitas Negeri Padang (LP3M UNP) currently still issues paper-based certificates manually for each training activity. Issuance of certificates manually turned out to be quite time consuming and inefficient. Then the absence of a verification system that can check the authenticity and ownership of certificates can provide opportunities for certificate forgery. So, it is very important to design and build a web-based electronic certificate application (e-certificate) that is able to generate certificates online and be able to verify the authenticity and ownership of the electronic certificates. This study uses a Research and Development (R&D) approach. This type of development method uses the waterfall approach. At the system design stage using the Unified Modeling Language (UML), and for the database using MySQL. The results of this study are web-based e-certificate applications that are designed successfully to support the process of generating and verifying the authenticity and ownership of electronic certificates online. Based on the results of testing the system with the black box method also shows that all the functionality of the e-certificate application that is designed to run very well and in accordance with user needs.

The implementation of land registration aims to create an accurate information center regarding land ownership. To ensure that land registration administration runs effectively, the Computerization of Land Activities (KKP) policy is implemented gradually and thoroughly. Even so, the application of a computerized system that is so sophisticated, still finds overlapping ownership of land titles. Overlapping the certificate will result in legal uncertainty for the certificate holder, because the main purpose listed is to get the certificate as valid evidence.. Sampling in this study was carried out purposively with a non-random sampling technique that focused only on land that had multiple certificates. The data analysis pattern in this study is based on qualitative methods. The findings of this study are thatThe implementation of Computerization of Land Activities (KKP) at BPN City of Baubau in preventing the occurrence of double certificates is carried out with all processes from the beginning of land registration to issuance of certificates and stored digitally.The factors that result in the occurrence of a double certificate can be seen from 2 (two) things, namely first, when viewed from the factor of the Community. This study discusses how the process of designing and developing an information system for managing Diploma Certificates of Completion in the S1 Informatics Engineering Study Program. The absence of an application or information system for managing Diploma Certificates is a serious problem that must be considered. Managers of the S1 Informatics Engineering Study Program find it difficult in the process of making and filling Diploma Companion Certificates for their graduates. In the absence of a management information system, a Diploma of Companion Certificate, the process of making and filling with Certificate ofCompanion Certificate will take a long time. The method used in this study is Rational Unified Process (RUP). There are four stages in the use of this RUP method, namely the stages of inception, elaboration, construction and transition. The design model used in this study uses Unified Modeling Language (UML). The testing process is carried out using the Black Box Testing. Therefore, to solve these problems, an innovation is needed In the management ofa web-based Diploma Companion Certificate. It is expected that this information system can help and ease the Study Program in managing Diploma Companion Certificates.

Abstract:
Objective This retrospective study aimed to explore the appropriate application and implications of Mental Health Act 2007 (NSW) (MHA) certificate use in a metropolitan generalist hospital in New South Wales. Methods A de-identified MHA certificate review was undertaken within acute generalist medical and surgical specialties between June 2012 and May 2013. To assess differences, data were separated into two categories according to whether certificates were completed by psychiatry trainees or generalist medical officers. Analysis of indications for detention was also undertaken and qualitatively matched against legislative criteria. Results A total of 43 MHA certificates were included in the review, which highlighted missing elements in most certificates. Differences were found when professional consensus by the researchers was used to match documentation to legislative criteria. The researchers disagreed with nine of the 16 indications (mental illness/mental disorder) by the generalist medical officers and only one indication by a psychiatry trainee. Six of the certificates appeared to be related to lack of capacity and need for treatment of medical conditions, thus more related to Guardianship Act 1987 (NSW) applications. Conclusion This study highlights inconsistencies in legislative knowledge and requirements between professional groups. Education and training opportunities have been identified to ensure greater consistency in application of the MHA, preservation of patient rights and avoidance of stigma. MHA use in this setting should be exercised with caution and by appropriately trained individuals. What is known about the topic? The MHA and its state and territory counterparts provide for the treatment, care and support of people who have a mental illness and the protection of a person’s rights therein. Despite not being intended for application in generalist facilities, mental health legislation is widely used in generalist facilities and certificates are completed by generalist health professionals with limited training in this area of practice. What does this paper add? This study adds to the limited body of knowledge in relation to MHA detention in acute generalist facilities. Disparate preparation of medical officers in the use of this legislation has been identified, which has potential wider implications for patients beyond immediate care. What are the implications for practitioners? Inadequate attention to correct completion of MHA certificates and associated documentation could potentially invalidate detention, leaving healthcare professionals and institutions open to litigious claims that restrictive or coercive practices subsequent to the certificate’s completion were technically unlawful. Further, detention under the MHA, albeit temporarily, has potential human rights issues attached and wrongful detention could lead to longstanding issues relating to stigma.

Conventionally, public key certificates bind one subject with one static public key so that the subject can facilitate the services of the public key infrastructure (PKI). In PKI, certificates need to be renewed (or revoked) for several practical reasons, including certificate expiration, private key breaches, condition changes, and possible risk reduction. The certificate renewal process is very costly, especially for those environments where online authorities are not available or the connection is not reliable. A dynamic public key certificate (DPKC) facilitates the dynamic changeover of the current public–private key pairs without renewing the certificate authority (CA). This paper extends the previous study in several aspects: (1) we formally define the DPKC; (2) we formally define the security properties; (3) we propose another implementation of the Krawczyk–Rabin chameleon-hash-based DPKC; (4) we propose two variants of DPKC, using the Ateniese–Medeiros key-exposure-free chameleon hash; (5) we detail two application scenarios.

The application of blockchain technology in e-certificates in the open journal system is needed to validate and distribute managed e-certificates in each journal issue. With tools in the form of conceptualized and managed blockcerts allows users to use and verify the authenticity of e-certificates that are closely linked to the blockchain. Observation on the open journal system and applied blockchain tools in the form of blockcerts as a place to issue e-certificates with guaranteed security so that e-certificates are verified as well as managed data. Issuance of e-certificates is still considered unsafe because it can be easily forged. Specifically, this study produced two benefits, namely: (1) Issuance of e-certificates in an open journal system is more verified, data is managed and there will not be duplications or even falsification of e-certificates. (2) The reputation of the open journal system is better with a sense of trust. This research uses library study method by implementing e-certificate in an open journal system with blockchain technology tools such as blockcerts. In order that the results of the e-certificate issuance go well and to avoid any crime that threatens the authenticity of the e-certificate, this blockchain is used to guarantee that the e-certificate is safe and not easily falsified, duplicated or even easily replaced by those not granted access rights. By using blockchain technology, the data collected will be well managed and not easily falsified.

Purpose – The purpose of this study is first to evaluate whether real options analysis (ROA) is suitable for valuing green building certificates, and second to calculate the real option value of a green certificate in a typical office building setting. Green buildings are demonstrated as one of the most profitable climate mitigation actions. However, no consensus exists among industry professionals about how green buildings and specifically green building certificates should be valued. Design/methodology/approach – The research design of the study involves a theoretical part and an empirical part. In the theoretical part, option characteristics of green building certificates are identified and a contemporary real option valuation method is proposed for application. In the empirical part, the application is demonstrated in an embedded multiple case study design. Two different building cases (with and without green certificate) with eight independent cash flow valuations by eight industry professionals are used as data set for eight valuation case studies and analyses. Additionally, cross-case analysis is executed for strengthening the analysis. Findings – The paper finds that green certificates have several characteristics similar to real options and supports the idea of using ROA in valuing a green certificate. The paper also explains how option pricing theory and discounted cash flow (DCF) method deal with uncertainty and what shortcomings of DCF could be overcome by ROA. The results show that a mean real option value of 985,000 (or 8.8 per cent premium to the mean property value) was found for a Leadership in Energy and Environmental Design Platinum certificate in the Finnish property market. The main finding of the paper suggests that the contemporary real option valuation methods are appropriate to assess the monetary value and the uncertainty of a green building certificate. Originality/value – This is the first study to argue that option-pricing theory can be used for valuing green building certificates. The identification of the option characteristics of green building certificates and demonstration of the ROA in an empirical case makes questions whether the current mainstream investment analysis approaches are the most suitable methods for valuing green building certificates.

Anti-forgery information, transaction verification, and smart contract are functionalities of blockchain technology that can change the traditional business processes of IT applications. These functionalities increase the data transparency, and trust of users in the new application models, thus resolving many different social problems today. In this work, we take all the advantages of this technology to build a blockchain-based authentication system (called the Vietnamese Educational Certification blockchain, which stands for VECefblock) to deal with the delimitation of fake certificate issues in Vietnam. In this direction, firstly, we categorize and analyze blockchain research and application trends to make out our contributions in this domain. Our motivating factor is to curb fake certificates in Vietnam by applying the suitability of blockchain technology to the problem domain. This study proposed some blockchain-based application development principles in order to build a step by step VECefblock with the following procedures: designing overall architecture along with business processes, data mapping structure and implementing the decentralized application that can meet the specific Vietnamese requirements. To test system functionalities, we used Hyperledger Fabric as a blockchain platform that is deployed on the Amazon EC2 cloud. Through performance evaluations, we proved the operability of VECefblock in the practical deployment environment. This experiment also shows the feasibility of our proposal, thus promoting the application of blockchain technology to deal with social problems in general as well as certificate management in Vietnam.

A new method of printing forgery prevention for certificates is proposed after researching on various algorithms of digital watermarking technology, fingerprint recognition technology, watermarking technology, encryption, and digital printing technology. The fingerprint image of the certificate owner is regarded as a watermarking and inserted in the certificate carrier. The encrypted fingerprint holographic watermarking techique is applied to increase the safty of the certificate information and realize the forgery prevention. The certificate presswork which has the encrypted fingerprint holographic watermarking information is printed by the printer. In the identification process, an ordinary scanner is employed to input certificate image information. We can use the obtained decryption keys to extract the watermark information by blind digital watermarking extracting method. The fingerprint collected on site is authorized by the extracting fingerprint information. By combining digital watermarking with fingerprint recognition technology, we realized safe authentication of user’s identity with imperceptibility of digital watermarking and the uniqueness of fingerprint recognition. This technology has some advantages. It is simple in information collecting and generating method, low in facturing cost and high in safe authentication. It has some practical application value.

Desktop application is one of the most popular types of application being used in computer due to the one time install simplicity and the quick accessibility from the moment the computer being turned on. Limitation of the copy and usage of desktop applications has long been an important issue to application providers. For security concerns, software copy protection is usually integrated with the application. However, developers seek to reuse the copy protection component of the software. This paper proposes an approach of reusable software copy protection which consists of a certificate validator on the client computer and a certificate generator on the server. The certificate validator integrity is protected using hashing result while all communications are encrypted using asymmetrical encryption to ensure the security of this approach.

Abstract:
In 2003 the European Commission introduced the EC Directive on the energy performance of buildings in recognition of the importance of energy savings in the urban housing stock. The Directive gives the member states freedom to design the different elements in practice. The energy certificate for existing buildings demanded by the EC Directive can be used as a communicative instrument, or combined with economic or regulatory principles. The authors discuss the anticipated efficiency and effectiveness of different policy approaches in the application of the EC energy certificate for the urban housing stock. They argue that, although energy certificates as a communication instrument for household appliances have appeared to be relatively successful, the different nature of the building sector may mean that their effectiveness here will be rather limited. The combination of energy certificates with tax schemes seems promising, but will have to be coupled with general income taxes or in housing-related taxes in order to prevent regressive social effects. Combination of the energy certificate with subsidies should be limited, because of the ‘free-rider effect’, and subsidies should only cover innovative products at the beginning of their ‘learning curve’. Effective results can probably be expected from the introduction of regulations combined with energy-certificate standards, but this requires a rather drastic approach and needs time to receive sufficient commitment, as has been the case for new buildings where there has been a gradual development of energy regulations over the last thirty years. However, an introduction of energy standards for the existing urban housing stock through the EC energy certificate offers great potential in the realisation of CO2 reductions. The introduction of an energy standard, by means of the energy certificate in combination with progressive taxes or other economic measures to reward better and punish worse energy-performance levels, seems an interesting approach that needs further research.

The research aims to determine the implementation of the digital certificate mapping (plotting) policy in providing legal certainty for land rights. The research is empirical legal research. This research was conducted at the Data and Information Center of the Ministry of Agrarian and Spatial Planning/National Land Agency of Kendari City. The results showed that the implementation of digital certificate mapping (plotting) was carried out by inputting manual data of land certificates (both old certificates and newly issued certificates) into a digital registration map application based on Global Positioning System technology which aims to validate the correctness of certificate data. where the results will show the validity of the land parcel data according to the information in the certificate. In line with the negative land registration publication system with a positive tendency in Indonesia, plotting does not provide absolute legal certainty, but at least plotting can minimize the potential for land disputes that can arise in the future, including double or overlapping certificates Penelitian bertujuan untuk mengetahui implementasi kebijakan pemetaan sertifikat secara digital (plotting) dalam memberikan kepastian hukum terhadap hak atas tanah. Penelitian adalah penelitian hukum empiris. Penelitian ini dilakukan di Pusat Data dan Informasi Kementerian Agraria dan Tata Ruang/Badan Pertanahan Nasional Kota Kendari. Resumen: El presente trabajo tiene como objetivo aproximar al lector al instrumento creado por el Reglamento europeo nº 650/2012, el certificado sucesorio europeo. Este documento concebido para que despliegue los mismos efectos en todos los Estados miembros partes del Reglamento europeo de sucesiones tiene como finalidad que los interesados en su expedición puedan acreditar su cualidad de heredero, legatario, ejecutor testamentario o administrador de la herencia en una sucesión transnacional. La finalidad del certificado sucesorio europeo es facilitar la sucesión mortis causa transnacional. Sin embargo, hay aspectos del certificado que no han sido regulados por el legislador europeo de forma concreta y precisa por lo que pueden dar lugar a que su aplicación no sea uniforme en la práctica.Palabras clave: certificado sucesorio europeo, sucesión mortis causa, heredero, legatario,ejecutor testamentario, administrador de la herencia, prueba.Abstract: The aim of this paper is to approximate the reader to the instrument created by Regu­lation No. 650/2012, called as a European Certificate of succesrion. Certificates of land rights provide legal certainty to the holders. However, it is possible to file a claim by the party who feels disadvantaged which can result in the cancellation of the certificate. The purpose of this writing is to find out and analyze the reasons for certificates issued by the Batam City Land Office were prosecuted and canceled by PTUN, legal certainty for holders of land certificates whose certificates were canceled, and follow-up from the Batam City Land Office for cancellation of the certificates with court decisions. The method of approach of this research is socio-legal, the subject is PTUN Decision Number: 15/G/2014/PTUN-TPI and the object is legal certainty for holders of land certificates whose certificate is canceled by the court decision. Methods of collecting data were with primary data and secondary data. The results of the research show that the land certificate issued by the Batam City Land Office was brought to the court and canceled due to the illegal transfer of rights to the land of the Himpunan Pengusaha Kecil Pribumi (HPKP) to the Koperasi Usaha Melayu Raya, there is no legal certainty for holders of land certificates whose certificate was canceled with the court decision, as well as the follow-up to the Batam City Land Office was to carry out a court decision if an application had been made by the party who won, namely HPKP.Keywords: Legal Certainty, Cancellation, Certificate Of Land Rights.ABSTRAKSertifikat hak atas tanah memberikan kepastian hukum kepada para pemegangnya. Penulisan ini bertujuan untuk mengetahui dan menganalisis alasan sertifikat yang dikeluarkan oleh Kantor Pertanahan Kota Batam diperkarakan dan dibatalkan oleh PTUN, kepastian hukum bagi pemegang sertifikat tanah yang sertifikatnya dibatalkan, dan tindak lanjut Kantor Pertanahan Kota Batam terhadap pembatalan sertifikat dengan putusan pengadilan. Metode Pendekatan penelitian ini adalah socio-legal, subyeknya Putusan PTUN Nomor: 15/G/2014/PTUN-TPI dan obyeknya kepastian hukum bagi para pemegang sertifikat tanah yang sertifikatnya dibatalkan oleh putusan pengadilan. Certificates of Confidentiality (“Certificates”) are a federal legal tool designed to protect sensitive, identifiable research data from compelled disclosure. Congress first authorized their use in 1970 to facilitate research on illegal drug use. The scope of their use was later expanded to cover mental health research and then again to apply broadly to identifiable, sensitive research data, regardless of topic. Certificates can be critical to enabling conduct of essential research on sensitive topics, such as effective interventions to curb the opioid epidemic or reduce HIV transmission among minority youth. Nevertheless, there have been criticisms about Certificates and their use on several grounds. For example, researchers and institutional review boards (“IRBs”) may lack sufficient knowledge about them and, therefore, may not consider using them in studies for which they would be appropriate. In contrast to other protections, such as Department of Justice Privacy Certificates, Certificate protections were not automatically extended to these studies, but instead required an application. In addition, the concept of identifiable data had not kept up with technological changes that may allow for reidentification of data previously considered unidentifiable. Although a researcher who obtained a Certificate could use it to resist a legal demand for identifiable data, little was known about the actual effectiveness of the protection provided.The 21st Century Cures Act substantially revises the Certificates authorizing statute, and many of the changes are directly responsive to the criticisms that have been raised. Significantly, the Secretary of the Department of Health and Human Services (“HHS”) must issue Certificate protection to federally funded research involving identifiable, sensitive research data, and the National Institutes of Health (“NIH”) will automatically include such protections to research it funds. Non-federally funded researchers can continue to apply for Certificate protection. The definition of identifiable has been expanded to include data “for which there is at least a very small risk” of identification. Certificates will now not only protect against compelled disclosure, but also render protected data inadmissible in legal proceedings without participant consent. In addition, voluntary disclosure is no longer authorized, but there is now a broad exception for disclosure as required by federal, state, and local laws. In this paper, based on our previous research on Certificates, we critically evaluate the 21st Century Cures Act's Certificates revisions and their positive and negative impact on the dual goals of facilitating important, sensitive research while maximally protecting individual research participants.

The next stage is accompaniment in making birth certificate and cooperation all materials to the ownership of child as a protection for the children. The result of service shows creating an understanding of partner society in the ownership of birth certificate and the protection form of the child status and the marriage status, and the fulfillment of other requirement in making certificate as the guide book. The result of accompaniment and cooperation in Department of population and civil registration succeed to publish 61 marriage certificate from 67 couples which presents with 2 witnesses when notes in Department of population and civil registration from 123 application marriage certificate submitted. Next form the marriage certificate submitted to publish of birth certificate. The birth certificate which succeeds to be published 107 birth certificate from 162 application birth certificate submitted by society. The failure of submitted certificate because the lack of data, lack of requirement, the discrepancy data, and published the birth certificate.

Over the years, many attacks on the certificate trust model it uses have been evolved. Mutual SSL authentication shared verification alludes to two parties validating each other through checking the digital certificate so that both sides are guaranteed of the other’s identity. In technical terms, it alludes to a client (web program or client application) authenticate themselves to the server (server application) and that server likewise confirming itself to the client through checking the general public key certificate issued by trusted Certificate Authorities (CA). Since confirmation depends on computerized Certificate, certification authorities, for example, Verisign or Microsoft Declaration Server are a critical part of mutual authentication process. AbstractScattered throughout the International Tracing Service (ITS) digital archive, one of the largest and most heterogeneous collections of Holocaust-related material, are hundreds of thousands of reference cards to official death certificates recording a fraction of individuals who perished within concentration camps. These cards represent the most comprehensive collection of digital material pertaining to these death certificates issued by Sonderstandesamt Arolsen, a German civil registry office. However, the reference cards can only be found dispersed throughout the Central Name Index (CNI), ITS’s 46+ million-card finding aid that is indexed only by name. Consequently, aggregating the death certificate reference cards for research requires an intractable manual search. I adopt template matching and machine learning to automate the retrieval of these cards from the ITS digital archive. I demonstrate the efficacy of my method on a test set of 22,117 hand-classified cards, reporting 100% precision and 100% recall. Running this algorithm on 39,967,358 scans of cards from the CNI, I identify 312,183 death certificate reference cards in 13.75 days of elapsed real runtime on a personal computer with only a single, $600 Intel processor. Finally, I demonstrate that this approach can be generalized to many different card types within the CNI, showing great promise for application to other archives.

In contrast, the data processing used data mining to determine the incapable recipient's proper or inappropriate status, namely by using the Naïve Bayes algorithm while using the Rapidminer application, aiming to test the dataset's accuracy. In the dataset of incapacitated recipients used in this study, there are 35 records with eight attributes: name, occupation, age, status, income, vehicle, ownership, and roof of the building, while this research aims to predict and produce level values. Accuracy in providing assistance letters of incapacity to the people of 002 sub-district of Meruya Selatan using the naïve Bayes method. The trial results show that the system accuracy rate is 62.86%, a recall of 78.57%, and 52.38% precision.

In recent years, an individual under the pseudonym of Satoshi Nakamoto devised a revolutionary technology called blockchain as the engine behind the first decentralized virtual currency called Bitcoin. A radical concept departing from government-centric controlled currencies, Bitcoin has emerged as a disruptive technology with the power to revolutionize business and its processes. Advantages of the blockchain include decentralized control, immutability, elimination of central authority and solution of concurrency problems in traditional databases. Leveraging on the advantages of blockchain technology defined above, this paper discusses the potential application of blockchain technology for storage of Islamic marriage certificates. Marriage certificates are documents issued to couples to legally recognize their marriage. Due to its paper-based nature, there is significant risk for them to be forged or frauded. These issues can be addressed effective using blockchain. The proposed application was implemented using smart contracts on a simulated Ethereum platform. A smart contract is designed to execute automatically under certain predefined conditions. The use of smart contracts eliminate manipulation by a single party. In addition, the immutable concept of blockchain ensures that data integrity is always preserved, greatly reducing the risk of fraud.

Systems of polynomial equations over the complex or real numbers can be used to model combinatorial problems. In this way, a combinatorial problem is feasible (e.g., a graph is 3-colourable, Hamiltonian, etc.) if and only if a related system of polynomial equations has a solution.For an infeasible polynomial system, the (complex) Hilbert Nullstellensatz gives a certificate that the associated combinatorial problem is infeasible. Thus, unless P = NP, there must exist an infinite sequence of infeasible instances of each hard combinatorial problem for which the minimum degree of a Hilbert Nullstellensatz certificate of the associated polynomial system grows.In the first part of the paper, we show that the minimum degree of a Nullstellensatz certificate for the non-existence of a stable set of size greater than the stability number of the graph is the stability number of the graph. Moreover, such a certificate contains at least one term per stable set of G. In contrast, for non-3-colourability, we proved that the minimum degree of a Nullstellensatz certificate is at least four. Our efforts so far have only yielded graphs with Nullstellensatz certificates of precisely that degree.In the second part of this paper, for the purpose of computation, we construct new polynomial encodings for the problems of finding in a graph its longest cycle, the largest planar subgraph, the edge-chromatic number, or the largest k-colourable subgraph. We include some applications to graph theory.

Then, an analysis of the case and of the CJEU’s reasoning is offered. A Public Key Infrastructure (PKI) is considered one of the most important techniques used to propagate trust in authentication over the Internet. This technology is based on a trust model defined by the original X.509 (1988) standard and is composed of three entities: the certification authority (CA), the certificate holder (or subject), and the Relying Party (RP). The CA plays the role of a trusted third party between the certificate holder and the RP. In many use cases, this trust model has worked successfully. However, we argue that the application of this model on the Internet implies that web users need to depend on almost anyone in the world in order to use PKI technology. Thus, we believe that the current TLS system is not fit for purpose and must be revisited as a whole. In response, the latest draft edition of X.509 has proposed a new trust model by adding new entity called the Trust Broker (TB). In this paper, we present an implementation approach that a Trust Broker could follow in order to give RPs trust information about a CA by assessing the quality of its issued certificates. This is related to the quality of the CA’s policies and procedures and its commitment to them. Finally, we present our Trust Broker implementation that demonstrates how RPs can make informed decisions about certificate holders in the context of the global web, without requiring large processing resources themselves.

There are a large number of applications of ad-hoc networks (i) military, (ii) Disaster rescue, (iii) Medical etc. But the security of the data during transfer is a major concern. This paper proposes a technique for identifying and preventing the malicious nodes to be in a path from sender to receiver, known as certificate revocation method. Here certificate authority Scheme (CAS) is responsible for the issue of the certificates for these nodes. The CAS maintains two sets of lists – a warning list and a blocked list. The node is added to a warning list if any of the neighbor nodes raises a suspension about a node. Both the accuser and the accused are added to this list. The node is transferred to blocked list when the corruption in the node is confirmed. A node from the blocked list is never added to the network again. This process is termed as cluster-based certificate revocation scheme (CBCRS). The priority of this technique is not the detection of the corrupted node but the removal of the corrupted node from the network. Experimental results reveal that this protocol is free from vulnerabilities.

Permohonan pendaftaran hak yang diajukan oleh Abdullah Ibrahim dan Cut Ben Ibrahim ke Kantor Pertanahan Kabupaten Aceh Besar tanpa memberitahukan adanya Putusan Kasasi, sehingga melahirkan sertifikat yang subjek hukumnya tidak sesuai dengan Putusan Kasasi. Penelitian ini bertujuan, mengetahui pelaksanaan pendaftaran tanah yang melahirkan Sertifikat hak atas tanah yang subjek hukumnya tidak sesuai dengan Putusan Kasasi dan tanggung jawab Kantor Pertanahan atas penerbitan sertifikat untuk atas pihak yang tidak berhak berdasarkan putusan pengadilan. Jenis Penelitian ini adalah penelitian yuridis empiris dengan meneliti keberlakuan hukum itu dalam kenyataan atau dalam masyarakat. Hasil penelitian menunjukan bahwa dalam pelaksanaan Pendaftaran tanah yang melahirkan Sertifikat No.11, 12 dan 21, 22, 23/2015 terdapat cacat hukum administratif yang disebabkan kesalahan subyek dan/atau obyek hak, karena di atas tanah yang diterbitkan sertifikat telah ada Putusan Kasasi. Akibatnya pihak yang mendaftarkan tanah bertanggung jawab secara hukum dan Kantor Pertanahan bertanggung jawab secara administratif.Article 3 of the Government Regulation Number 24, 1997 on Land Registration states that a land registration aiming to provide law certainty and law protection on land right holder over the land. The issuance on of the land certificate of Jailani Yusuf et.al is a dispute object; it has been decided based on Judicial Review Number 633 K/Pdt/2006. The application on the right registration that is proposed by Abdullah Ibrahim and Cut Ben Ibrahim to Land Authority Office of Aceh Besar without providing the review, hence it results in certificate issuance that the law subject is not based on the decision. This research aims to know the implementation of land registration in the making process of certificate that its legal subject is not based on the court decision, responsibility of land office of the change of certificate issuance for party that is no having right based on the court decision. This is juridical empirical research by exploring the law application into society. The research shows that in the implementation of land registration in making process of Certificates Numbers: 11, 12 and 21, 22, 23/2015 has administrative law lack caused by subject fault and/or object of right, as on the land certificate issued has been reviewed by the Supreme Court. The impact on parties registering their land is legally responsible and the Land Authority Office is administrative legally responsible.

This article focuses on the British Board of Film Censors' (BBFC) relatively short-lived AA certificate, launched in 1970 in a revamp of the classification system amidst increasingly heated arguments around ‘permissiveness’ and the cinema. The AA was introduced by BBFC Secretary John Trevelyan in order to reduce the ubiquity of X-certificated films and to acknowledge a liberalisation of attitudes in the classification of material for teenage audiences. Although it arguably failed overall to meet its broader, progressive objectives, the AA did represent a degree of censorial relaxation and had the potential to help to bring British film classification further in line with the more relaxed systems in western Europe and the US. However, the rating met with trouble from the outset, with hostility from exhibitors, confusion from audiences and apathy from film distributors. Furthermore, its application would be restrained by excessive caution, indecisiveness and ‘quality’ concerns on the part of the BBFC, and ultimately would fall foul of a renewed vigilance around film censorship that took hold in Britain in the early 1980s.
