Abstract:
Road maintenance outsourcing is now the foremost strategy by which road authorities procure maintenance works. Despite growing application of road maintenance outsourcing, there are conflicting estimates on the effective­ness of road maintenance outsourcing and shortage of appropriate models to align over optimistic expectations of road authorities from road maintenance outsourcing with substantiated benefits. This paper investigates the efficacy of road maintenance outsourcing. In this paper, the different variants of road maintenance outsourcing and road maintenance works are evaluated with a SWOT analysis and a comprehensive literature review respectively. In addition, a road main­tenance outsourcing alignment model based on a decision tree and Balance Score Card is proposed and illustrated with a Nigerian trunk road network authority as a case study. The result of the SWOT analysis and comprehensive literature review establishes fresh insight into road maintenance outsourcing dynamics. The presented road maintenance outsourc­ing alignment model provides adequate pathways that could assist road authorities identify the most appropriate road maintenance outsourcing variant for road maintenance procurement. In addition it aligns actual benefits and expectations of road maintenance outsourcing and facilitates development of SMART metrics for effective assessment of road main­tenance outsourcing. The proposed model is applicable across other infrastructures.

The definition of outsourcing is given, the advantages and disadvantages of applying IT outsourcing in the current business environment are outlined and analyzed, examples of this business process are shown on the example of offshore and internal outsourcing, and the largest companies in this market are indicated. The article describes the risks of outsourcing for the company-customer, and describes the conditions for the effective application of this practice.

Purpose – The purpose of this paper is to use modeling and simulation to investigate the puzzling performance problems that plagued the project outsourcing in term of poor quality and delivery delay, and apply the appeal and power of system dynamics modeling as a managerial approach to improve learning and intervention in complex situations to South African context where little or no such attempt had been made. Design/methodology/approach – This work is based on exploratory use of system dynamics modeling to study a web of quality and productivity problems that plagued a company as a result of adopting outsourcing as a policy to bolster productivity and service delivery. Findings – A significant finding from this research is that outsourcing has the propensity to perpetuate any trend it dominantly generates as a result of strong positive feedback loops. It also made explicit the dynamic processes that lead to certain observations that have been made in conventional management literature about the effects of outsourcing. Research limitations/implications – The major limitation to this study is availability of information in form of certain operating data need for calibration thus imposing few aggregations on the model. Originality/value – The authors believe that this work has a degree of originality as it applies system dynamics modeling to public sector outsourcing which not being done before. It also made a significant finding by uncovering possible counteractive effect of outsourcing on internal staff.

Abstract:
In an organization the role of human resources is a very important determining factor for the effectiveness and success of an organization in achieving its goals. But in reality, there are still many companies that use outsourching services. With the rise of the practice of outsourcing so far it is recognized to be more detrimental to workers because employment relations are always in the form of non-permanent or contractual contracts (fixed time contracts), lower wages, limited social security, lack of job security, and lack of career development guarantees. These factors make high turnover intention in PT XYZ. From every outsourching employee's complaints and based on data to the company, the authors indicate doubts about organizational commitment, job satisfaction, and work stress. The author uses questionnaires and interviews as a data collection tool and takes a sampling of the outsourching employee population. Then analyzed using the smartPLS application. The results showed that organizational commitment had a negative and significant effect on turnover intention, job satisfaction had a negative and significant effect on turnover intention and work stress had a positive and significant effect on the turnover intention of outsourcing employee in PT XYZ.

Abstract:
Emerging technologies have changed the environment of global competition; many IT-firms are adapting new trends of offshore software development to attain latest and low costs services. This research report is aimed to fill the literature void on application outsourcing governance and emphasize on the components critical for a successful application outsourcing governance model. The research is conducted on a service-buyer IT-firm which forwards software development assignments to its vendors locally as well as globally. Research employs qualitative method where social constructivist philosophical worldview is used to gain practical understanding of participants’ viewpoints on the research topic; research uses inductive approach which is intended at theory building. Three types of interview methods are used for data collection; analytical process of Grounded Theory is used to analyze the data systemically. GT coding technique is used to code collected data into different concepts by constant comparison and by asking questions; similar concepts are gathered under different categories. One core category and seven key categories are emerged from the data; these categories represent the key components of application outsourcing governance model. Finally, these components integrate in order to form application outsourcing governance framework for successful deliveries of application outsourcing projects.

This diploma thesis tries to give an overview of the outsourcing questions. The aim of the work is primarily to gain insight into the experience of the private sector with the outsourcing in the Czech Republic, and describe the methods of evaluation of the outsourcing effectiveness, which serve as a basis for deciding on the use of outsourcing in enterprises. The theoretical part of the thesis describes the basic concepts and importance of outsourcing, opportunities and risks of outsourcing and the reasons for the use of this tool. To gain practical experience of Czech firms with the outsourcing there have been made the research by means of the questionnaires. Obtained and processed data are listed in the practical part of this work. The experience with outsourcing abroad are described as a comprehensive knowledge of experts dealing with the issue of outsourcing. The part of the work is a comparison of the experience of the private sector with the outsourcing in the Czech Republic and abroad. At the conclusion of the work there is a summary of the most important observed results of this research and knowledge.

Information Technology Outsourcing (ITO) in terms of the replacement of the in-house production of IT activities by the use of third party suppliers had already started in the 1960s and has increased considerably. For 2013, the Gartner Group expected that the global ITO market would reach a volume of 288 bn US dollars. Until 2017, the market should grow on average about 5.4% yearly. Despite the rich set of experiences companies have already had with ITO, the chances of success are seen as at best 50:50. Currently, the dramatic growth of ITO is accompanied by backsourcing of formerly outsourced IT functions or reports about dissatisfaction and problems with ITO. Scientists put ITO failures or problems down to a lack of modelling of all the possible factors affecting ITO success and demand a specific ITO theory as a basis for better explaining and predicting successes and failures in an IT sourcing context. This thesis takes up this research gap. The aim of this thesis is to develop a novel ITO Model which aids organisations in planning and implementing ITO solutions by guiding them through the ITO process steps of preparation, selection, contract, transition, execution, and post-deal comprising a comprehensive picture of the weighted aspects relevant to ITO success and their interdependencies. In order to achieve this aim, the following objectives were established for this thesis: raising the topical level of scientific knowledge of the last decades about successinfluencing factors in the ITO field based on an extensive literature survey of 48 scientific articles deriving ITO success factors from empirical research work; structuring of this success factor knowledge by the development of two ITO taxonomies (taxonomy of success factors and taxonomy of success factor interdependencies); testing its practical applicability on the basis of 8 real long-running application outsourcing cases in the banking industry; further development of the success factor knowledge by identification of weightings and the temporal relevance of relevant success factors / success factor interdependencies within the ITO process. Design of the novel ITO Model based on the empirical knowledge gained by development of rules for relevant success factors and success factor interdependencies, by arrangement of these rules in temporal order within the ITO process and by assignment of these rules to four levels of environment.

In transportation agencies, how to reduce maintenance and operation cost is one of the biggest and most common concerns, because their revenue is not expected to increase drastically in the future. One of the solutions undertaken nowadays is contracting out and utilizing contractors' efficiency for cost cutting and performance improvements. Actually, highway agencies in the US have already tried several pilot programs, employing performance-based contract, aiming at reducing their cost of maintenance and rehabilitation of their assets. It has been reported that these agencies achieved huge cost-reduction and performance improvement at the same time by implementing these strategies. Railway infrastructure maintenance is not outsourced as much as highway maintenance in the US. However, a theoretical discussion about outsourcing and contracting shows that railway track maintenance can be outsourced to enhance operating efficiency. Exploring the cases in several railway organizations and highway agencies, fixed-price contract with incentive schemes turn out to be mainly utilized. Evaluating maintenance contractor's performance by several comprehensive performance metrics is also a useful tool to manage and control the contractor's performance, which is linked to reward or penalty payments.
(cont.) Considering the lessons learned in the discussions above, applications for railway maintenance in JR East is discussed. Its maintenance contract structure is in the midst of transition, but still imbues a traditional style. Instead, a long-term, performance-based contract with incentive scheme is suggested to improve the efficiency of infrastructure maintenance and adjust the future environmental changes JR East faces.

This master thesis discusses the possibilities of outsourcing (in Czech also displacement of activities) in a human resources area, it also considers its forms and applications in companies. The main goal is to determine whether and to what extent HR outsourcing is worth to be implemented into small to medium sized companies and what steps are needed to be done to benefit from HR outsourcing. The work is divided into two parts. The first part is based on theoretical foundations. It contains a summary of general information regarding HR outsourcing and its types. It defines advantages and disadvantages, and the current situation of HR outsourcing in the world and in the Czech Republic as well. It also describes what phases a company must go through in the process of HR outsourcing implementation into its processes. The second part uses the knowledge and experience summarized in the theoretical part and shows a concrete example of its use in practice. It specifies the possible solutions for HR outsourcing within a medium-sized organization. Selected personnel services in a company are analyzed and considered for outsourcing as separate "projects". The conclusion summarizes the answer to the question to what extent spoken hypothesis is filled.

Abstract:
The goal in this research was to design a model for optimizing the use of Information Systems (IS) sub-contractors during application development. This was accomplished through an investigation of organizations that were providers or sellers of IS as well as an investigation of buyer-seller relationships in the manufacturing and health care industries. The manufacturing and health care industries have had considerable success with this process of matching buyers and sellers. Models and structures of organizations and inter organizational relationships investigated within the targeted industries were ported to, and modified for use within, the IS industry. This study identified and evaluated four models for potential porting. Structured analysis that consisted of concept modeling, process modeling, and Bockle's et al. (1996) delta chart methodology refined the models and reduced the final number to two models. These models led to the conclusion that improved models for outsourcing IS application development could be derived from other industries. One of the two final models, the Vendor Network (VN) model, was derived from the healthcare industry, and the other model, the IS Vendor Strategic Center (VSC) model, was from the manufacturing industry. Both of these models were examples of how the outsourcing of functionality from the domain of a single buyer into the buy generic or multi-buyer domain enabled opportunities that were not afforded to the buyers that insourced the same functions.

Outsourcing är en företeelse som, trots att den egentligen är relativt gammal, fått sitt genombrott under 1990-talet. En Application Service Provider (ASP) är en ny typ av företag som bygger vidare på konceptet för outsourcing. Genom att anlita en ASP kan ett företag/organisation få tillgång till applikationer utan att behöva köpa licenser eller hårdvara.

Det finns flera anledningar till att ett företag/organisation väljer att använda sig av ASP. Genom att intervjua företag/organisationer som använder ASP har en undersökning gjorts om vilka anledningar, så kallade faktorer, som varit avgörande då beslutet att anlita en ASP togs. Utgångspunkten för undersökningen har varit anledningar som ASP-marknaden och dess analytiker menar är orsaker till att ASP väljs. Resultatet av undersökningen visar att de faktorer företagen uppgett varit avgörande för beslutet att anlita en ASP i stor utsträckning överensstämmer med de kända anledningar ASP-marknaden och dess analytiker presenterat.

Abstract:
Section 197 of the Labour Relations Act (LRA) in both its original form and in its current form caused much confusion and debate. Originally it was interpreted that section 197 allowed for the automatic transfer of employees in cases where there was a transfer of the whole or part of a business, trade or undertaking as a going concern. That meant that the contracts of employment transfer to the new owner and that the employees could not refuse to be transferred. Various judges were tasked with interpreting this section in its original form and thus different interpretations emerged with the Labour Appeal Court ultimately deciding in the NEHAWU v University of Cape Town matter that employers involved in the transfer can decide between them, not to transfer the employees. The LAC further held that “outsourcing” does not necessarily entail a transfer of a business. Section 197 was amended in 2002 and the effect of the provisions is that the old employer is not required to seek the consent of the employees before their contracts are transferred and that the employment contracts transfer automatically. However, the current section has also raised some difficulties especially relating to: when does a transfer of a business as a going concern take place; what constitutes a “business”; when is an entity part of a business, trade, undertaking or service? A more glaring controversy relates to whether section 197 applies to “second-generation contracting out or outsourcing”. All provisions of the LRA should be interpreted in the context to advance economic development, social justice, labour peace and democratisation of the workplace. One of the primary objects of the LRA is to give effect to and to regulate the fundamental rights of the Constitution of the Republic of South Africa, 1996. Thus section 197 is to be interpreted in light of the objectives of the LRA as well as to promote the spirit, purport and objects of the Bill of Rights. The common law and international law are both important sources of comparison. The common law allows employers who transfer businesses free to decide whether or not the transfer will include the employees of the transferor. International law, particularly the European Union and the United Kingdom, favour the approach that when an entity is transferred, it retains its identity after the transfer and the safeguarding of employee rights in the context of business transfers. European and English jurisprudence have shown that almost any combination of events can constitute a transfer of a business.
