Full textTunisia, the country from which sparked the revolutionary uprising in December 2010, presents a political and economic situation that has continued to evolve in a direction that is not always positive. It is characterized by instability and sometimes anarchy, which has had repercussions in all areas, particularly in the vital area of water, which management has been severely disrupted.In this perspective, this resarch is intended, based on a series of surveys and interviews, to contribute to a better understanding of the risks of water scarcity for the various actors in charge of the management of the resource in the area of the Tunisian Sahel (Sousse-Monastir). It proposes a critical analysis of the different interactions between the factors of scarcity and the indicators of water crisis in connection with the socioeconomic and geopolitical situation. The results of these investigations show a very delicate situation especially after the Revolution. However, levels of scarcity vary from one county to another eventhough the feeling of water stress is widespread in the tunisian Sahel. The study also offers a spacialized dataset that can be integrated into a Geographic Information System (GIS), as well as a battery of individual and collective adaptation measures for a more efficient water management based on taking into account perceptions

Full textHow to manage the water resource in order to maximise the welfare from a quantitative point of view ? How to allocate water between users and more particulary between irrigators and others users ; in the french socio-economic environment ? These are the questions, we have tried to answer through this phd thesis. The thesis is made of three parts. In part i, the agricultural, environmental and fnancial stakes of a rational water management are described. Technical information useful for the following parts are also given, such as paysant motivations, relation between quantity of water supplied and plant yield, irrigation water costs, and water resource management models. Part ii is exclusively dedicated to the the evaluation of the agricultural water demand function. Two types of methods are described. The first is based on farm production models whixh can be agregated to evaluate the regional demand. The other methods re based on the analysis of economic data which are supposed to reveal the paysant preferences and the value they attribute to water. In the last part, the concept of optimal water management is defined. The potential techniques, which exist to maximise the collectif welfare, are analysed and among them, more attention is given to the marginal cost tarification and the water market. All this work refers more specificaly to the south wxest of france and more precisely to the garonne valey

Full textRecent literature on poverty alleviation policies has focused on one direction of discourse by considering poverty as a depending variable based on income or expenditures. Results have not been satisfactory so far. The importance of factors other than income in determining living conditions such as education, gender, water and characteristics inherent to society, can contribute greatly in explaining the acuteness of poverty. The aim of this thesis is to quantify the subjective poverty of Algerian households by taking into consideration one of the last factors namely water domestic characteristics as the direct focus. We attempt to apply the ROC(Receiver Operating Characteristic) to determine the true poor household through the water factor. This method has the advantage of eliminating the poverty line which is based on monetary factors. To do that, we proceed with a field survey on a sample of 786 households in the wilaya of Tlemcen. A classification is made according to the unidimensional approach (monetary) and hydraulic characteristics of the poor households. The results shows the indicators which characterize the true subjective poor households , like the type of access to water, the arrival frequency of water in the household, the means of water storage. . . These results make a good opportunity for policy makers to have a best targeting for households which require a help to reduce the phenomenon of poverty

Full textThe 1964 water act was passed in order to regulate the social crises which shook the french "water system" in the early 1960s. Despite the measures taken, the persistent pollution, the growing lack of water, the development of detrimental flooding and the destruction of aquatic and humid environments all led to such an increase in the number of conflictual situations : thus new regulation at national level was necessary in the early 1990s (the 1992 water act). Research carried out on the midouze basin reveals the fundamental causes of such an increase in the entropy of the "water system". The effects of the socio-economical and technological transformations which occured after 1945 were three-fold: first, the development within society of an increasingly "aggressive" relationship as regards the hydrological systems; second, the disengagement of individuals where water management is concerned; third, the disintegration of solidarity which had previously united them. Consequently, extensive modifications in the state of water resources and of aquatic and humid environments were made, particularly after 1964; these transformations were deemed harmful and condemned by many groups of protagonists. The increasing entropy within the "water system" can be explained by an inadequate social regulation. On the one hand, the evolution of anthropological pressure exerted on the hydrological systems has been insufficiently controlled owing to the malfunctioning and inadequacy of the regulatory "instruments"; on the other hand, certain actions undertaken by the authorities to regulate the crises have been insufficient or inappropriate. To conclude, this research reveals that many of the crises studied have been - or are in the process of being - regulated thanks to actions carried out on a local scale by pressure groups
