Abstract:
Purpose The purpose of this paper is to explore the practice of engaging key project consultants for the development of green projects in Malaysia. Design/methodology/approach A qualitative approach is adopted in this research using the face-to-face semi-structured interview process with 18 respondents consisting of developers and architects of green projects that have obtained green certification by the Malaysian Green Building Index. Findings The engagement of consultants is divided into three stages: engagement method; consultant selection method; and evaluation process. The engagement method can be initiated by the client or through the architect. The direct selection is the preferred strategy in engaging architects, while open strategy is commonly adopted for engaging other key consultants. The evaluation process consists of request for proposal evaluation and negotiation before appointment is awarded. In addition, there are four main criteria in selecting the consultants: client’s preference, fee flexibility, green project requirement and consultant firm’s internal strengths. Research limitations/implications The study is based on the Malaysian context and based on the engagement of main consultants in green development projects and, thus, cannot be generalised to other consultants’ engagement in conventional projects. Practical implications This research presents the process that can contribute to better planning, controlling and management of the consultants’ engagement process. The selection criteria shall form a reference in selecting the most suitable consultants for the project. Originality/value This study attempts to understand how consultants are engaged in green projects, an important management stage in project initiation, but has received little attention in the past.

Abstract:
In a previously unnoticed provision of 1371, the Signoria and Councils of Florence approved a plan to construct an addition to the Palace of the Priors, now known as the Palazzo Vecchio. This article analyzes the main features of the provision, including financing for the project, selection of a building committee, and appointment of the architect Giovanni di Lapo Ghini as superintendent of the work. The implications of the term "magnificence" used in the provision to justify the project are examined in the context of the contemporary understanding of Aristotle's theory of magnificence. Unfortunately, the provision omits a detailed description of the addition. To clarify the nature of Ghini's project, the evidence concerning an earlier addition proposed by the Duke of Athens in 1343 is reviewed. On this basis, I conclude that very little of the duke's project was actually realized. Instead, it is proposed that the newly discovered project of 1371 revived the earlier idea of extending the Palazzo Vecchio to the east.

Abstract:
Since the 1970s, the appointment of trial judges in Canada has generally involved an arms-length committee of professionals, although the structure of these committees and their role in the process has varied from province to province, as well as evolving over time. Yet these “new” structures and “new” processes did not prevent a major judicial appointment scandal in the province of Quebec in 2010, culminating in the formation of the Bastarache Committee to recommend changes. This paper summarizes the forty-year history of Canadian judicial appointment committees, identifies the major challenges that face those committees, and suggests the basic values toward which reforms to the appointment process might be directed.

Abstract:
SUMMARY After the global 2007–2008 financial crisis, regulatory bodies proposed alternative auditor selection processes to enhance auditor independence such as mandatory audit firm rotation or mandatory tendering (i.e., rotation that allows for the current auditor to be reappointed). However, these alternative selection processes may not be effective if management has substantial influence over auditor appointment decisions. We posit that disclosures of high appointment power of the audit committee will enhance the perceived effectiveness of rotation and tendering, and thus increase investment recommendations. In an experimental study involving 118 experienced investment professionals, we examine the impact of the auditor selection process (mandatory rotation, mandatory tendering, and voluntary selection) and the appointment power of the audit committee (high, low) on investment recommendations. We find that audit committee appointment power affects investment recommendations only when a possible auditor change is anticipated (i.e., in the case of rotation and tendering), but not when the auditor selection is voluntary. Further, rotation and tendering lead to a higher recommended investment likelihood than voluntary selection, but only when an audit committee has high appointment power. In all, the findings underscore that investors do not view auditor selection processes in isolation of a company's internal corporate governance mechanisms. JEL Classifications: M42; M48; G11.

Abstract:
Landscape architects occupy a strategic position in the landscape industry; yet, they have not been generally considered an important customer group by nurserymen. They influence selection of plant material for commercial, government, and residential landscapes and are generally the first to know what will be in demand. A recent survey of Georgia landscape architects found they specify $85 M of plants. This compares to the $200 M estimate for the 1989 wholesale value of nursery stock produced in Georgia. In addition, 60% of the landscape architectural firms influence which production nursery supplies plants by determining or recommending the production nursery where the landscape contractor obtains plants. More importantly, 92% of the large firms, which account for 67% of the dollar value, are involved in selection of the production nursery. The results provide the first quantitative estimate of the influence of landscape architects on nurserymen and suggest that nurserymen should view landscape architects as important customers.

This study explored the role of landscape architect in choosing trees for urban fabric. Two objectives have been formulated (i) to examine the process in selecting tree species among landscape architects and (ii) to determine the relationship between process and environmental constraints in selecting tree species for urban fabric. The findings showed that certain criteria of the environmental constraints are positively correlated and have strong relationship with tree selection process. The role of landscape architect is pertinent in tree selection. The findings of this research will contribute to process improvement in selecting tree species by landscape architects in the future.

Abstract:
Abstract Information concerning the role of the landscape architect in verifying plant availability and selection of the production nursery where landscape contractors obtain plants can help growers develop effective marketing plans. A survey of Georgia landscape architects indicates that about 84% of the respondents confirm availability of plant material specified. A higher percentage of large firms (about 92%) confirm availability compared to medium (85.7%) and small (79.3%) firms. The three most frequently used sources of information for landscape architects to confirm plant availability are favorite local grower, nursery catalogs, and landscape contractor likely to install plants. The top three choices are the same regardless of firm size. Survey results demonstrate that landscape architects not only confirm availability of plants but also play an important role in selecting the production nursery where landscape contractors obtain plants. Approximately 61% of all respondents indicate they determine/recommend the nursery where landscape contractors obtain plants. There is a significant difference among firm size in response to this question with large firms most active in selecting the production nursery (about 92%) followed by medium (57%) and small (50%) firms. The two factors that most influence the decision of large firms are plant quality and plant varieties. Large firms are more price conscious than medium or small firms. The results suggest that growers can enhance their sales by marketing their product directly to landscape architects.

Purpose This study aims to avail architects with the potentials of knowledge management (KM) principles towards an optimal and effective procedural mechanism for the choice of building materials during design and construction processes. Design/methodology/approach In all, 202 questionnaire forms were distributed in a survey. They were administered to practicing architects and Architectural firms in Nigeria. Thereafter, ANOVA, regression analysis and exploratory factor analysis with reliability and Cronbach’s alpha coefficient of 0.861 identified KM principles in specification writing for architects. Findings These findings show that the building material selection procedure can be optimized with efficient and conscious consideration of KM principles imbibed by architects in tune with global trends. The study serves as a guide to architects and other stakeholders on the effect of KM principles in deepening reflectiveness of the surpassing role of effective KM in specification writing in the construction industry. Originality/value This is perhaps the first empirical research that sought to understudy knowledge sharing strategies in architectural firms within the context of the study location Nigeria. The value of the research lies in optimization of architects’ building materials’ specification strategy through KM principles.

Abstract:
We study how two selection systems for public officials, appointment and election, affect policy outcomes, focusing on state court judges and their criminal sentencing decisions. First, under appointment, policy congruence with voter preferences is attained through selecting judges with homogeneous preferences. In contrast, under election, judges face strong reelection incentives, while selection on preferences is weak. Second, the effectiveness of election in attaining policy congruence critically depends on payoffs from the job, which implies that the effectiveness of election may vary substantially across public offices. Third, reelection incentives may discourage judges with significant human capital from holding office. (JEL D72, K41)

Abstract:
The article deals with state of modern staffing of the judiciary, the problematic issues of the selection and appointment of a judge. In particular, the legislation that determines the procedure for selection for the position of a judge, as well as the stages of such selection are analyzed. The shortcomings of the legislation have been identified and proposals have been made to improve and optimize this procedure. It is proposed to adopt the Law of Ukraine, which will amend the procedure for forming the High Qualification Commission of Judges of Ukraine. Take measures to elect members of the High Qualifica-tions Commission of Judges of Ukraine and complete the selection for the position of a judge of a local court, as well as continue the competition for vacant positions of appellate courts. It is proposed to simplify the selection procedure for the position of a local court judge. It is rea-sonable to carry out special training of candidates for the position of a judge only in the specialty chosen by the candidate. Due to this, you can at least halve the period of special training - from 12 to 6 months. It is also justified inexpediency to conduct 2 exams during the selection - entrance and then quali-fication. It is proposed to unite them and immediately after the selection exam to conduct a qualifying exam, to determine the rating of candidates, on the basis of which to hold a competition for vacant positions of judges in specific courts. Taking into account the specializations chosen by the candidates, it is proposed to carry out special training with an internship in the court where the candidate won the competition. During the special training, a special examination of the candidate and his / her integrity must be performed. In case of successful implementation of the special training program and passing the special examination of the candidate, the High Qualification Commission of Judges of Ukraine (or the High Council of Justice) submits to the President applications for appointment. It is proposed to conduct an interview with the candidate only in the event that the results of a special inspection will establish the circumstances that require additional explanations of the candidate. It is also proposed to enshrine at the legislative level a strategy for the development and im-provement of the administration of justice for at least 10 years. Changes to the legislation and adjustment of certain norms are possible only within the framework of the adopted strategy.

Abstract:
The paper investigates the link between the sub-national variation of political regimes in a (at the federal level) non-democratic country and the appointments of federal officials in the sub-national provinces. In particular, we look at the appointment of the chief federal inspectors to the regions in Putin’s Russia in 2000–2012. Our main research question is whether appointment patterns can be explained by top-down concerns of the central government willing to keep control over the most unruly regions or by bottom-up self-selection of bureaucrats belonging to influential groups into more attractive positions more suitable for rent-seeking. The advantage of our case is that data we have at hand allow us to distinguish these two logics. Our results indicate that for the Russian chief federal inspectors in 2000–2012 bottom-up self-selection appears to be the more plausible explanation of the link between sub-national political regimes and appointment patterns.

AbstractThe influence of party connection on the selection of judges has long been an issue in Canada This article considers whether such connections adversely affect the appointment of women judges to federally appointed courts. The answer appears to be yes. Using political donations as a proxy for party connection, the data analyzed here suggest that as the number of appointees with connections to the government rises, the number of women appointees falls. However, for appointments to provincial courts by the government of Ontario, the prevalence of political connections among judicial appointees is less prominent, suggesting that different systems of judicial appointment may help to lessen these effects.

Abstract:
Do the processes states use to select judges for peak courts influence gender diversity? Scholars have debated whether concentrating appointment power in a single individual or diffusing appointment power across many individuals best promotes gender diversification. Others have claimed that the precise structure of the process matters less than fundamental changes in the process. We clarify these theoretical mechanisms, derive testable implications concerning the appointment of the first woman to a state’s highest court, and then develop a matched-pair research design within a Rosenbaum permutation approach to observational studies. Using a global sample beginning in 1970, we find that constitutional change to the judicial selection process decreases the time until the appointment of the first woman justice. These results reflect claims that point to institutional disruptions as critical drivers of gender diversity on important political posts.

Wood, Peter. "One Man's Plan: The Story of Gerald Melling's Tenure as Editor of New Zealand Architect, and some Implications Thereof." Architectural History Aotearoa 6 (October 30, 2009): 78–85. http://dx.doi.org/10.26686/aha.v6i.6758.

Full text
Abstract:
In late 1983 Gerald Melling replaced Gordon Moller as editor of the New Zealand Institute of Architects' journal, New Zealand Architect. The appointment of Melling was not contentious, Moller was stepping aside after a lengthy term, and while Melling brought less architectural experience to the job he added weight as a noted writer and editor. Melling edited New Zealand Architect for 11 issues, from No.4, 1983, through to issue No.2, 1986, and, as the NZIA might have expected, the first issues under Melling's influence displayed a far greater degree of creative and editorial urgency than had been the case previously. Yet, the end, when it came, was sharp, with Melling stepping down from the role in the aftermath of legal threats, and there are still rumours that the Institute abandoned its editorial association to the journal as a direct result of Melling's editorial control. This is not true, and this paper traces the circumstances of that myth. During Melling's supervision New Zealand Architect entered into a brief period of critical commentary in which New Zealand's buildings were viewed as a responsible to a wider public, and accountable to that audience through criticism. In his first editorial Melling wrote of the need for openness where architects get things right, and an honest reflection on where they get them wrong. Unfortunately the principle audience for New Zealand Architect, New Zealand's architects, did not always feel quite so happy about discussing their failures. Indeed, in one key instance they felt compelled to defend their work through legal channels. In his 1985 end-of-year Wellington BLAND Awards (Blatantly Limpwristed Acceptance of Nondescript Design) Melling erroneously named the architects responsible for the "Gross, overbearing, cheap and nasty" Control Data Building as Williams Developments. The architects, understandably perhaps, reacted immediately to what they perceived as a harmful association and demanded a retraction. One was offered, in the next issue, but it must be added that the sceptical tone of Melling's withdrawal, which involved reiterating his condemnation of the Control Data Building, was not helped by another mistaken attribution. The next issue, in which authorship was finally resolved, was to be Melling's last. Behind the print of the BLAND Awards was a flurry of threats, legal and otherwise, which called into attention the financial responsibility held by the NZIA in the advent of legitimate claims of slander being upheld, soon after Melling stepped down. This paper reviews the editorial content of New Zealand Architect immediately prior to, during the period of, and subsequent to Gerald Melling's dismissal as editor. Attention is given to the circumstances of his departure from, and the NZIA's subsequent dissolution of any legal relationship with the journal. I suggest that after Melling the journal's intellectual attention focused on the successful activities of architects and has not since seriously discussed wider issues regarding the social and public responsibilities of buildings, or architects. As Gerald Melling wrote in his first editorial, architects are seldom held to public account for their failures. Sadly, the Institute's response to one editor's attempt to rectify this oversight set its own journal on a course of social disengagement from which it has never been able to recover.

The first point to make about the competition for the new British Embassy in Warsaw relates not to the architecture of the six submissions but to the selection process that produced them. The Foreign and Commonwealth Office (FCO) has long been committed to appointing new, and often young, architects to carry out its major projects and to the architectural competition as the means of selecting a design. Anticipating the procedures now legally required under OJEC rules, the FCO openly advertises for architects to apply to be selected to participate in their various competitions. Following detailed briefings and extended site visits, designs are then produced, and presented, and winners chosen.

Abstract:
AbstractSince the early 1990s, the Chinese Communist Party (CCP) has put in place a series of measures to allow more Party members to participate in the cadre selection process. “Intra-party democracy” was promoted as a remedy to solve the corruption and social tension that resulted from overly concentrated personnel power. How effective are these formal procedures in constraining the appointment power of core Party leaders and institutionalizing the influence of a larger group of cadres? Drawing on archival research, interviews and quantitative data, this paper examines two components of intra-party democratic reform: “democratic recommendation,” which serves as a gateway to cadre promotion, and the semi-competitive elections at Party congresses. This in-depth study finds that the efforts to expand bottom-up participation are hindered by loopholes in formal regulations, informal practices and the frequent rotation of Party officials. Meanwhile, the reform measures have brought changes to the personnel system by complicating the Party secretaries' exercise of appointment power and altering the incentives of ambitious cadres. The implementation of intra-party democracy could improve the vitality of one-party rule, and its ebbs and flows imply a divide within China's top leadership over the direction of political change.

Abstract:
In the study of the sustainable development of public health in China, academic circles have little to do with the unique hierarchical medical system and online appointment diagnosis system in China’s medical system. Therefore, based on the medical situation in Shanghai, China, in addition to the traditional dimension of medical expenses, this paper fully considers the impact of the current hierarchical medical policy, constructs a selection model for medical treatment behavior under the hierarchical medical system and online appointment diagnosis system, and carries out simulation analysis through the cellular automata grid dynamic model. This paper finds that the time-cost-oriented medical treatment behavior of Chinese patients will have different distribution under the current hierarchical medical system and online appointment diagnosis system. (1) When the medical treatment system neither allows online appointment nor referral, a large number of patients congregated in high-grade hospitals, with the most unreasonable distribution. (2) With the implementation of the system of allowing referral and online appointment, patients are gradually diverted to lower-grade hospitals or off-peak hours, and the distribution is relatively improved. (3) If the medical treatment system allows both referral and online appointment, the distribution of patients is the most reasonable. Therefore, China’s current hierarchical medical system and online appointment diagnosis system will, to a considerable extent, become a policy tool that affects patients’ choice of hospitals and an effective means to achieve the rational allocation of existing medical resources, which will play an important role in the sustainable development of public health in China.

Abstract:
The judicial appointment process is one of essential elements for maintaining judicial independence and public confidence of a court. This article analyses the practices of judicial appointment process exercised by three different main state institutions in selecting constitutional justice in Indonesia where the mechanism and process for selecting them have been implemented differently. It also examines the tenure of constitutional justice, which is a five-year term and can be renewed for one term only, that may lead to another problem concerning the reselection process of incumbent constitutional justices for their second term. The article concludes that the judicial appointment process and tenure of constitutional justice in Indonesia have to be improved. It suggests that if the proposing state institutions could not meet the principles of transparency, participation, objective and accountable required by the Constitutional Court Law, the judicial appointment process should be conducted by creating an independent Selection Committee or establishing a cooperation with the Judicial Commission. Additionally, the tenure of constitutional justices should also be revised for a unrenewable term with a longer period of nine or twelve years.

Abstract:
An increasingly consumer-centric health insurance market has empowered patients to select the providers of their choice. There is a lack of studies investigating the rationale by which patients select a foot and ankle surgeon. In the present study, 824 consecutive new patients seeking treatment from 3 foot-ankle surgeons were consecutively administered an anonymous questionnaire prior to their first appointment. It included rating the importance of 15 factors regarding specialist selection on a 1 to 10 scale, with 10 designated “ Very important” and 1 designated “ Not important at all.” The remaining questions were multiple choice regarding patient perspectives on other surgeon aspects (appointment availability, waiting room times, clinic proximity, etc). Of 824 consecutive patients administered the survey, 305 (37%) responded. Patients rated board certification (9.24 ± 1.87) and on-site imaging availability (8.48 ± 2.37)—on a 1 to 10 scale, with 10 designated “Very important— as the 2 most important criteria in choosing a foot and ankle surgeon. Patients rated advertisements as least important. Among the patients, 91% responded that a maximum of 30 minutes should elapse between clinic check-in and seeing their physician; 61% responded that a maximum of 20 minutes should elapse between clinic check-in and seeing their physician. In the context of an increasingly consumer-driven paradigm of health care delivery and reimbursement, it is important to understand patients’ preferences in specialist selection. The central organisation around which Polish cooperation with UNESCO on implementing the World Heritage Convention has been concentrated from the beginning is the Polish National Committee ICOMOS.The cooperation has been organised by institutions and people connected in some way with the Committee. Specialised institutions were gradually joining the cooperation. One example of such measures was the appointment of the Board of Historical Gardens and Palaces Conservation, transformed subsequently into the Centre for the Protection of Historic Landscape in Warsaw. A „garden” conservation society has gathered around this institution, composed of art historians, landscape architects, architects and gardeners. They have been carrying out interdisciplinary works concerning historic gardens and cultural landscapes in Poland. Their cooperation with the Polish National Committee ICOMOS andthe International Committee of Historic Gardens and Sites ICOMOS – IFLA was connected with the activities of UNESCO. Major activities of the Centre include: valuation and assessment of cultural landscapes for the World Heritage List; drawing up, in collaboration with the Fürst-Pückler-Park Bad Muskau Foundation, an application for the inscription of Park Muskau in the UNESCO World Heritage List; organisation of international conference: „The Regional Expert Meeting on Cultural Landscapes in Eastern Europe” in Białystok in 1999 at the request of WHC UNESCO; organisation of international conference „Cemetery Art” in 1993 at the request of WHC UNESCO, along with accompanying exhibitions concerning specific issues, organised by the Board of Historical Gardens and Palaces Conservation in Warsaw.

Various areas of the healthcare industry have seen some progress in the use of ICT to aid in the treatment of patients including some amount of automation in the key areas. The authors infer that some pitfalls exist in the healthcare administration. To obviate these, the use of Agent technology as a practical solution to solve some hospital related issues with particular emphasis on hospital search and appointment allocation has been researched. The authors explore the use of agent technology to assist patients seeking treatment for their ailment at a hospital chosen, and priority is provided based on treatment. The patients have been given the facility to select an appropriate hospital based on their preferred selection criterion, achieved through the use of their mobile phone by exactly replicating the job of a human being agent. The authors study first how smart agents can be used to search for hospitals based on user selection criteria in combination with the Google Map facility and fairly diagnose their medical ailments using Layman language. The Agent proposed here, also facilitates verification of doctor’s license before the appointment with him is confirmed. Lastly, the proposed system provides the rating and the popularity factors of the selected hospital in respect of ailment based and on number of persons visited. The system also alerts the hospital for poor rating/popularity enabling working towards improvement. The Smart agents proposed for action act autonomously and have the ability to intelligently use the available knowledgebase and user parameters to make appropriate decisions on behalf of the user. The system uses ANDROID 2.2, JADE-LEAP and the Google API to provide a robust, user friendly solution.

Abstract:
This study examines the appointment process for independent directors in public listed companies (PLCs) in Malaysia. To this end, open-ended interviews were conducted with chairmen of nomination committees of PLCs in Malaysia in order to understand the appointment process. The results revealed that nominations may come from various sources, including from the firm’s board members, CEO or owners. It was also found that the nominees are those within the personal network of the board members, CEO or owners. The main reason given was to shorten the appointment process and also because they knew the candidates personally. In terms of the selection criteria, the personal qualities of a candidate were found to be very important. In particular, the board puts emphasis on experience, expertise, professional qualifications, and reputation to identify a candidate who can commit to their tasks. However, the board does not consider race, religion, and gender as important selection criteria. Our findings reveal that it is the board that makes the final decision on the appointment or reappointment of independent directors. Based on our findings, we conclude that nominations for independent directorships mainly come from inside the firms and those nominated are within their networks. In other words, the independent directors are known or connected either to the board members, CEO or major shareholders. Hence, it would be very difficult for independent directors to perform a monitoring role as prescribed in agency theory. Rather, the independent directors are appointed to the board primarily to play a service role, consistent with resource dependency theory. The fact that firms prefer professionals with experience indicates that candidates for independent directorships are appointed because of their expertise and their service role.

Aim/Purpose: Appointment systems in today’s universities must now accommodate not only traditional tenured/tenure track faculty (TTTF) but a broad array of other professionals who collectively, are often labeled “contingent faculty” and who share the university’s teaching responsibilities for both undergraduate and graduate courses. Background: Regardless of appointment type, providing institutional clarity on available appointment choices and their preferred use was meant to promote consistently across units and reduce confusion and misunderstanding. Methodology : This paper used a case study approach. Contribution: This paper detailed the process used to arrive at a system for classifying teaching personnel in a complex, multi campus system. It demonstrated how faculty and administration closely partnered to bring about this new system. Findings: A new classification system was implemented that brought more clarity to important roles that were formerly less well defined. Recommendations for Practitioners : Establish strong rationale for beginning this work on classification and then create a partnership between the administration and the faculty to work out the details of the new approach. Recommendation for Researchers: Once a system is created, follow up on the implementation of that new system from the perspective of the faculty incumbents in the system but also those who administer the system. Impact on Society: Higher education systems prepare our future scientists, educators, writers, medical personnel, along with many other professionals. Creating systems that adequately attract, retain and reward the individuals who teach in these systems, regardless of their titles, will be essential to sustaining that future workforce. Future Research: Examine the trends in staffing structures across major universities to discern similarities and differences.

As the ornamental nursery industry moves from being production-oriented to being market-driven, growers must rethink the way they do business. No longer can producers target only purchasers of plant materials; now they must also direct marketing activities to those who influence the purchase of plants and choice of producers. Because landscape architects play an influential role in plant specification and selection of production nurseries, growers should consider ways in which effective marketing communications can be developed to influence these influencers. A marketing perspective on the decisionmaking process and the determination of the role of the individual in the decision process is used to develop recommendations on ways for growers to communicate with landscape architects. Abstract:
Changes in the management of human resources of the State Civil Apparatus (ASN) demand a policy based on the Merit system, namely the selection of the quality of the State Civil Apparatus (ASN) who has qualifications, competence and performance. This is particularly so in the appointment and filling of functional positions. However, in its implementation the merit system has not been implemented thoroughly due to employee competencies that are not in accordance with the requirements. Therefore, it is important to revitalize the merit system to rearrange employees according to their duties and functions, especially in functional positions. This research focuses on the revitalization of the Merit system in the appointment of functional positions to government employees. This study refers to Stahl's (1962) theory of merit systems by comparing qualifications, competencies and achievements that affect human resource selection. With a qualitative approach, this research was conducted in the Civil Service Agency of Central Java Province. Primary data collection is carried out through in-depth interviews and observation techniques, in addition to secondary data through archives and documentaries. The results showed that; (i) the process of filling and appointing Functional Positions is in accordance with the principles of the merit system, namely in accordance with the qualifications, competencies and formations required by the organization and the required job description assignments; . (ii) there is inpassing functional positions originating from administrative positions, especially those from executive positions and supervisory positions. This study concludes that the Merit Revitalization system in the Appointment and distribution of Functional Positions in the Central Java Regional Civil Service Agency has been implemented according to qualifications, competencies and formations. Research suggests (i) distribution of filling and appointment of functional positions to fill all areas or parts (ii) of tethering functional allowances for functional positions.

Abstract:
Purpose The purpose of this paper is to develop and explain an empirically validated scale to measure service quality for architects in India. Design/methodology/approach This study applies a systematic procedure for development of a psychometric scale in three phases. Phase 1 includes item generation and selection through review of literature and expert opinion. Phase 2 comprises scale refinement using item analysis and exploratory factor analysis. Phase 3 applies confirmatory factor analysis (CFA) for establishing convergent, discriminant and nomological validity. This study has involved 15 expert participants in Phase 1 and sought participation from 250 respondents using an online questionnaire in two other independent phases. Findings The findings of the empirical study resulted in the development of a 22-item scale that measures the constructs such as design quality, project administration quality, communication quality, relationship quality and dependability quality. Research limitations/implications This study has developed a context-specific psychometric scale of service quality for architects in India using snowball sampling. Although this study identified five valid service quality factors, the classified information relating to the formation of expectations was not collected. Practical implications This reliable and valid scale would be helpful for architects to measure the level of service quality in enhancing business performance. This study has established that service quality for architects is achieved only when the perceived benefits are available from the aspects like design, project administration, communication, relationship and dependability. Social implications This study can facilitate an architect interested in opportunities relating to contracting, consulting and engineering to explore possibilities of higher fees from clients. Originality/value This study is an original attempt in developing a validated tool to measure service quality of architects in India.
