Aiche, Boussad. "Architecture des années trente à Alger : les figures de la modernite." Bordeaux 3, 2010. http://www.theses.fr/2010BOR30054.
Full textThis work aims to study the architects and the architectures which appear during the decade of the thirties in Algiers. It outlines the most important events and evokes colonial architecture that shaped the city, bearing in mind as we read on, the social and historical contexts which were the conditions of this architectural production. Based on studies engaged by the research on the colonial cities, the debates around the representation of this architectural heritage cannot ignore the questions connected to its process of production. Indeed, if the historic circumstances and the conditions which facilitated the emergence of the modernism, allowed to sit this research, it investigates above all the notion of architectural culture from the interfaces that it built with the history and the culture, under the prism of the actors and the professional practices. This thesis proposes therefore, to articulate around these issues, a discussion highlighting the Algerian context and the role played by architects, by exploring the movements of exchange and cross-influences that led to the figures of modernity

Full textThe dialectics of city and quarters has been the subject of recent researches, undertaken under various aspects, but leading to convergent conclusions, which imply the necessity of a global revaluation. Concerning Algiers, many are the studies that apprehend the urbanistic history of the city through its main buildings, whereas the quarters as urban entities have never been the subject of specific studies. The most thorough of urbanistic studies are focused on the ottoman period, when Algiers was set up as the capital of Maghreb al-Awsat. The important urbanisation of the city during this four centuries period (16th to 19th) generated a multiplication and subdivision of quarters, thus leading to transformations of the urban tissues

Full textWhat possible links can exist between landscape and planning? In this particular colonial context how was a comparison with the environment able to contribute in formulating original projects and orienting the planners’ inspiration in new directions? The thesis probes into construction of the Algiers cityscape, analyzing the design strategies of important personalities such as Le Corbusier and Henri Prost whose activity there coincided with a period when far-reaching changes where under discussion. Modernization of the city, demolition of colonial civilization, transformation of architectural and planning cultures were all to be redefined. For some protagonists of Modern Architecture it was a time for rethinking their ideas. Challenges such as these were tending to converge upon Algiers during that period. The thesis aims to bring out the contribution made by this city to formulation of operative criteria, such as landscape and context, of importance to contemporary architecture

Full textThe study of archive documents (principaly) probate inventories of the bayt al-mal and waaf titles), being kepts as microfilms in the archives d'outre mer in aix-en-provence, helps drowing an image of the city of algiers and the various components of its society during the 18th century. A demographic study of the population is followed by an analysis of the hierarchical order of the tukish milicia (ugak) and of its activities, such as tax collection (mahalla). Navy and privateering are being studied too. Residences of the janissaires (in the barracks and in town) and their civil status analysis is being followed by a study of the group of the sons of turkish soldiers and local women (kulugli). Different components of civil population including black slaves, are studied as well as their economic activities (trade, crafts. . . ), and women's participation in those activities lodging of the civil population is being studied too. The study of waaf (religious foundations) deeds reveals the situation of the city with its fortifications and its harbour, which serves as a framework for all that population. Two separate sections appear : "downtown", public area where the administrative, economic and religious centers are situated, and "uptown", where residential quarters with their daily life equipments are to be found. The distribution of the population, in the different areas of the city, according to its richness is also being described
Merzelkad, Rym. "L' ensemble immobilier « Climat de France » à Alger : contribution à l’histoire de la pensée urbaine et architecturale de Fernand Pouillon en Algérie." Paris 10, 2011. http://www.theses.fr/2011PA100198.
Full textThe work of late Fernand Pouillon seems to be considerable by its themes diversity that he treated with and the variety of constructions. We have hotels, houses, halls of residence, libraries, stations, schools, etc. Three major sites located in Algeria, France and Iran can cover most of his production. Our research is about the work that the architect has done in Algiers, including the abundance of architectural and urban production from 1953 to 1984. In the first period (1953-1959) and on the initiative of Jacques Chevallier (then mayor of Algiers), the specific action of F. Pouillon consisted of conducting a housing program spread over three sites (Diar El Saada, Diar El Mahçoul, Climat de France). In these, F. Pouillon radically changed his principals in terms of habitat, convinced that the resolution of urban problems lie in the care of indigenous people and the integration of all social groups regardless of their ethnicity or their background. Recognizing all the questions raised by the reflections of the modern movement. F. Pouillon recreated the urban and friendly atmosphere of the ancient cities, their traditional spaces, streets, squares, volumes and facades. Generating on the way, in his projects, an ownership of context and a contrast between monumental spaces and spaces on a human scale. In the second period after independence (1965-1984): F. Pouillon carries out projects on behalf of the Ministry of Tourism. These projects are the result of a policy aimed to develop the Algerian coast with hotel facilities. He created a more picturesque architecture. This doctoral research is motivated by some fear felt about the future of our recent heritage. We conducted a thought on a city located in the centre of Algiers city. Thus we choosed to study the city "climat de France" it was conducted in a particular context having a remarkable urban and architectural potential. In effect, "Climat de France" is designed as an urban housing project with its own hierarchy of streets and squares. The city reveals itself as a "city" or a "piece of a city" with a housing design not limited to add a number of units but rather to have an interdependent buildings over a range of clear and homogeneous space. By means of our work, we found that the city "Climat de France" deserves to be upgraded as a national heritage recent. We tried to register in one of the various problems of rehabilitation and as a result, we began a reflection on urban regeneration according to its urban, architectural, social, economic and legal aspects. Beyond the intrinsic qualities of the architecture of F. Pouillon, his technical invention and mastery of his formal language, is his ability to manage the urban dimension with the simplest means of expression that lead to creation of contextualized settlements. This is probably one of the few architects of the post-war that managed to produce real parts of town and create well-defined public spaces, like this it is still possible to observe today in the three cities of Algiers. The proposed research is an attempt to reveal the attitudes of an urban work at the base of F. Pouillon works in Algiers, so to better understand what the architect continues to transmit to us after thirty years of intense work

Full textAlgiers, Tlemcen and Constantine had, towards the end of the Ottoman period, many sūq-s and funduq-s. Very few studies have been dedicated to these economic structures that have mostly disappeared after the capture of Algiers, in the early nineteenth century. Based primarily on archival sources from the Ottoman period as well as the beginning of the French colonial era, this study proposes the establishment of an inventory of commercial establishments in the three cities. Their topographic location, the specifics of their urban settlement, geographical names and socioeconomic aspects are also covered under this research. The comparison of these data with the realities on the ground confirmed the disappearance of funduq-s of Algiers, but revealed the existence of a few surviving examples in Constantine and Tlemcen. In addition, unpublished sources from the early nineteenth century and from the French military archives have enabled the architectural reconstruction of five funduq-s in Algiers and two funduq-s in Constantine

Full textAlgiers’ urban expansion during the ottoman period (XVIth –XIXth century) was conditioned by its destiny of fortress. Not only the frequent maritime European attacks have condemned it to be confined within its fortifications perimeter, but its own structures were regularly threatened to be destroyed by natural catastrophes. The city has reached its final from towards the end of the XVIIth century, but did not remain so fixed. Its dynamism was expressed by the perpetual maintenance of its buildings. It was also expressed by the consolidation of its fortifications, and the construction, restoration, or occasional renovation of major buildings, especially religious ones. The exploitation of the hƒrabus documentation, witch was mostly inedited, will be sed to apprehend the means used for the management of these buildings, in this determinant period. This work, together with philological research and in situ prospecting, will allow us to fully understand both the construction process and the maintenance and management processes of the mosques or their surrounding. Thus, its main interest resides principally in the identification of the construction and architectural patrimony conservation mechanisms, especially religious and hƒrabus buildings, during the ottoman period

Full textThe 16th century which saw the expansion of the ottoman empire in Eastern Mediterranean, propels the small town of Algiers to the rank of capital of Regency and military bastion of the Sublime Porte, on the Maghreb coast, facing the hegemony of the Spanish empire. The Ottomans who transform it into city Warrior, creates an artificial port, equipped with new ramparts and establish around it, a network of points of fortification, which quadrille the territory and supervise the province. Between 1516 and 1830, Algiers which is called al Maḥrūssa (well kept), remains impregnable by the sea. Its permanent concern for protection is to show the strengthened and continual maintenance of its fortifications. This essay claiming to a contribution to the vast field of research of an unpublished corpus is an investigation into a totally unexplored architecture, on the basis of archives and records in situ. The exploration of the archives of the French military engineering, constituting a fundamental source largely unpublished, will serve as the return of the defensive structure of the province of Algiers. The interest of this work lies mainly in the identification of the military constructive typologies and architectural of ottoman Algiers, which identify the constructive culture of Ottoman war in North Africa

Full textThe transport sector faces two kinds of problems in Algeria and especially in Algiers. First there bas been a significant evolution of the vehicle fleet and urban sprawl and on the other hand the city of Algiers is confronted with congestion problems and saturation of its transport network. Faced with setbacks that the Algiers city experienced concerning the movement of persons, the authorities in charge of transport believed that the solution was through opening the sector to private investment Unfortunately this opening is made in a very hasty to deal with the most urgent which is to put on the market more quantitative offers at the expense of quality, availability and equity that should take a public service offer such as transport. Through the analysis of an exhaustive investigation results that we conducted on the network of public transportation by bus, it's turned out that there is inequality in the spatial distribution of supply to the detriment of municipalites whereas in addition to the deficiencies in basic infrastructure the poorest people risk exclusion when we know that 76% of households living on minimum wage reside on the outskirts of the city center. Road infrastructures and new transport Systems more efficient (métro and tramway) are put into service, studies are carried out and reforms (re-regulation) are announced to try to remedy the situation. The implementation of all these measures will it be live up to me challenges and expectations?

Full textThe study sets up a synchronic description of the dialectal Arabic verbal system spoken in Algiers. Emphasis is laid on one of the processes by which a verbal system, fonctioning basically as an aspective one, is likely to renew itself by the insertion, within the system, of an inflected pre-verbal particle (ra- + suffixal pronoun) aiming at expressing the notion of concomitance. Besides the introduction (chap. I), defining the aims of the research, the different types ofmaterial analyzed and the conditions of field investigation, the study includes four sections. The first section presents the main outlines of the history of the dialect examined and its position from the point of view of dialectal typology (chap. Ii) and the essential linguistic characteristics of this dialect : phonological study and remarks on morphology and syntax with regards to the functioning of verbal syntagm (chap. Iii). The second section (chap. Iv) presents, from the same point of view, the main theoretical notions on which the usages (iv. 1) and the situation are based in the magrebin Arabic idioms (iv. 2)

Full textThese thesis reviews the theoretical and empirical litterature on human capital, fixed effects and external effects models, efficiency wahe, and labor market segmentation. The data set used combines information at the individual level (workers), with information at the company level (firms in wich individuals are employed) for a sample of algiers region industry. Our empirical results indicate, after controlling for individual and firms characteristics, that inter-firms and intra-firms differentials are substantiel. These finfings suggest that workers in high wage firms receive noncompetitive rents

Full textThe recent period of dryness in maghreb (1981-1986) attracted the attention on the rarety of water. Indispensable element to life, water is a factor limitating a country's development. So, algiers like many other mediterranean cities, is submitted to physical natural constraints characterized by interseasonal and interannual climatic variations (600 mm annual precipitations) which have consequences upon exploitable resources and, therefore, water distribution of the 2 millions citizens. The algiers's growth increases its water needs and the result is an inadequacy between the supply and demand. The water shortage, in the past arusing out, became structural. The research is divided in 3 parts. The first part (105 p) concerns the mobilization of the water resources and the distribution, the administration of the drinkable water. The absence of local water resources makes algiers a dependant zone for its supplying water of its hinterland and of the border areas. The second part (119 p), by using the available statistics, analyses the water consumption in algiers and the problem of competition for the use of water in the region. The theme of unequal distribution of water in the urban space is also treated, a theme which is more widely analysed in the third part (84 p). The survey of the consumption habits of water is realized from an inquiry upon 93 women living in 3 different parts of algiers (hydra, belfort, casbah). The purpose of this survey is to show how the households absorb water in their daily life, the consequences of water rationing and the fundamental role of women in the daily administration of water

Full textOriginally, Algiers (then called El Djezair) was made up of a specific urban and functional urban structure. The French colonisation has had a long lasting influence on both Algiers town centre and on a large part of its surrounding urban structure. With its independence comes a new rupture in the urban scheduling of Algiers as it becomes a capital town that entails some new leading functions. In this study, we investigate the functionality of Algiers and the tendencies of the scheme of centrality. First, the functional and urban nature of Algiers town centre is exposed along with the limits of the colonial inheritance. The specificities of the historical core (casbah) are also shown together with its physical state and functional nature. Then our research moves on to the totality of the Wilaya of Algiers, the effort put into urbanising the suburb, the introduction of new residential functions and also tertiary and industrial activities. We also considered the increase of the transport network, the implementation of the leading functions in the surrounding space

Full textAlgiers port and city’s exceptional history is driven by its remarkable site nestled on a rocky spur. Revealed.Yet this morphology constrained the urban growth of a city that could pretend joigning the ranks of large metropolis. During its history port and city relationship took multiple forms, frequently compatible yet sometimes divergent and even opposed, leading to inversing domination status of both actors. Algiers capital of a 40 million inhabitants state, has always been a laboratory of urban politics since the colonial era to the institutional constructions of independent Algeria, regardless of deficient statistical tools. However, the space in Algiers is confronted to great challenges due to an anarchic growth of its population, fragmented urban spaces and unbearable motion constraints. If road and collective transportation infrastructures are growingly programed and achieved by successive plans, their articulation with built-up areas and housing developments with the aim of eradicating slums does not seem to be really coherent. Furthermore, the location of communal amenities which seem to be relating to real estate opportunities, adds to the complexity of the urban fabric. However, under this apparent complexity, arise deep urban logics that should be highlighted and modeled

The group of actors that inform the problematic are : military institution represented by the service of genie, the civil institutions also represented by the municipalities and individual actors of amenagment called plan makers. These three types lie between the choosen period (1855-1935). They adopt different attitudes towards the questions of innovation. These attitudes are complementaries because they participate in an unique process. That is the affirmation of new ideas of urbanism linked to french urbanism of aligment in the nineteeth century. It is these contradictions that make this these interesting

Full textThis work rests on the analysis of a corpus of files drawn from the three series of the Othoman funds of Algiers (acts of the notaries, registers of the Treasury, registers of estates) which amount to more than two thousand acts. The exhaustive exploitation of this corpus was carried out in three directions: the bonds, the goods (which are the directing axes of this research) and the legal practice. For each part, I selected a sample of acts which I tried to question according to a protocol in connection with my central theme: the relationship between bonds and goods and the legal practice which managed these fields. The first part is reserved for family ties (bonds), this research tried, through various investigations, to tackle the questions of relationships, family and alliances. In the second part, the investigation is centered on the family relationships / inheritance through a specific case study. I followed the routes of certain goods to determine the circulation of the inheritances, the forms of transmission and circulation and their relationship with the various economic situations. The third part is reserved to family and the legal practice; I gave prominence to the acts relative to the requests of legal consultations, which reflect the reality of the company: disputes, litigations and complex situations that allowed us to better appreciate the intervention of the institution on the ground. This third part is in fact the setting in synergy of the two preceding; ones of which constitutes the synthesis. Indeed, since it is the legal institution which manages the bonds and the goods, to follow its intervention on the ground is a manner of collecting in their immediacy the three fields simultaneously: bonds, goods and legal practice. For each part, an appendix, the tools (methodology) for analysis and the rough results of investigation are presented. The essence of this work will consist in commenting on these results and drawing some conclusions. I present, in conclusion, the sources and the bibliography used as support for this research

Full textThe first volume of the thesis brings new and detailed information concerning the natural change of population and population migrations in Algiers and the Algiers region since independance (1962). With this new information it is possible to test theories of anticipated population movements in the years to come (1977-1997). In the second volume a method of population analysis is put forward, based on spatial partition of the built up area (at the level of the block of houses). On the same basis we then propose the grouping together of blocks whose resident populations are of homogenous character. It is not necessary for the blocks to be geographically adjacent. The outcome is groups of blocks of homogenous character. Each of these groups becomes the object of prospective study depending of the different possible assumptions to be derived from the study of the natural change of population and population migration. The analysis is backed up by a number of maps produced by computer. The results of these theoritical projections are given for each period of fine years between 1977 to 1997 and are consistant with the actual results of the Algerian census of march 1987being published. The elaboration of population projections is a way of putting the method to the test. This method of spatial analysis of population can be used with other ends in view

Full textThe aim of this research is to assess the efficiency of public transport and company-owned transportation in relation to the home-work travel needs in Algiers industries. Investment in transport had been neglected by the SAD (Algerian Strategy for Development) in the seventies. At the same time, land planning has encouraged a large increase in activities and population concentration along the main Algerian coastal regions. The capital city and its surrounding area would therefore be particularly hit by these economic and planning choices, which lead to a continuous degradation of the transportation environment. Algerian companioned transportation opportunities could be an efficient response to the situation, by offering transportation means to their employees. In France, the provision of transportation by companies for their personnel is part of their strategy for recruiting and managing staff. Its importance has decreased since 1980. When it reached 5% of the modal split. In the Algiers area, this trend concerns more thane 60% of home-work trips in industry (140. 000 jobs) and implies relevant means of transportation (over 6. 000 vehicles). It appears interesting to move the analysis for: the job market economics towards the field of land use and transport economics

Bio-bibliographical study and analysis about gramaye and his work on the christian captives consolation and redemption, on the african church reforms, of which he was elected bishop. Diarium and africa illustrata testify to the european history during the thirty years war. They are two major sources for the maghrib's history, especially algiers's. In comparison with other sources, they give a complete picture of algiers - algeria - in the beginning of the 17th century (topography, populations, course, state, econo- mical and military forces, internal and foreign policy). Against algiers, the flamish bishop preconises an european union under spa- nish authority, unique condition to conquest algiers and to re-esta- blish the christianism in the maghrib

Full textIn this dissertation, we seek to demonstrate that the history of music in Algiers from the 1860s to independence must be apprehended in terms of meeting and transfers between European and indigenous musical expressions. Characterized by live performance and being a point of contact, musical practice has been understood, as early as the beginning of the 20th century, as a means to create and tighten ties between communities; a purpose to which many actors of civil society have worked, increasingly supported by public authorities. Rubbed together, the different musical genres were modelled and consolidated, so that the Algiers’s so-called “Andalusian” musical tradition was, in fact, shaped by the dialogue between Europeans and indigenes. Thus, from 1862 to 1962, one can speak of Algerian music’s “franco-muslim” path; a path which reveals that the historical significance of Algerian independence in the field of music is as limited as its memorial weight is overwhelming in contemporary nationalist narratives on Algerian music. However, the Algiers musical case might be more telling from a cultural history of modern France point of view: it shows – surprisingly? – that in France, multiculturalism is not tied to imperialism. If one considers for a moment that Algiers, from 1862 to 1962, is not fundamentally “colonial”, admits that it has for a time shared a common destiny with the hexagone, and yields to the fact that it hosted a genuine cultural policy aimed at the promotion of diversity, one is led to wonder if Jacobinism, as is often said, is consubstantial to France

Full textThis thesis is a comprehensive reflection on the violent conflict born in Algiers, which pitted radical Islamists, who hold a new social order in religious foundation, representatives of the Algerian state after the political event was the trigger that 'Case of 1990 elections which gave victory to the Islamists said. Due to the resurgence of religion in its claim to establish a social order, we felt it necessary to begin this reflection during a first part, a historical approach the relationship between religion and politics, and its link the urban order. Algiers Regency Turkish, is a city caught in the turbulent history of conflict between the Muslim and Christian world, including the Mediterranean theater was furrowed by the privateers of all kinds. Algiers occupied by the French is imposed suddenly a new order, the old Medina and his company disappeared from the visual landscape, told to convert or hide, which they did by taking refuge in religious beliefs, while undergoingRegistry paradoxical requirement of a modern state. The war of independence led to a rallying cry for jihad, only able to mobilize the rural system remained in its original cultural and religious, despite the various destructurations suffered by the traditional social order. The ordeal of war marks the imaginary winnings to legitimize dominant power, the surplus oil more or less redistributed helps support. Against the backdrop of urban battles in which the stake is the management areas of the city and the release of access to urban settlement, the company is divided between those connected to the ruling bureaucracy, which manages the property portfolio and real estate and other social groups excluded from the power of patronage networks, which develop a parallel informal system of access to land by the spontaneous urbanization. So we try deciphering the articulation of this movement that is essentially political Islam at its birth in the urban battles. This is the subject of Part Two. The portion of the movement of its political form to a form of extreme violence brings us to the third part a reflection on the anthropology of violence, a decryption of social and political context which has fostered its emergence, a critical analysis of Islamism policy and comparative reading of the report of religious violence in the three monotheistic religions

Full textThis thesis looks at the conditions in which Algiers had been transformed, in the first three decades of colonial rule, experimenting principles that led to twentieth century urban practice. The context of liberal policies undertaken under the Louis-Philippe regime, has given to the algerian experiment a peculiar liberal dimension that had been challenged by some state institutions like the civil and military engineering Corps, from the very first undertaking, that is the openning of the “Place du Gouvernement”, in 1831. Using concepts that had been mainly developped by Michel Foucault, Gilles Deleuze and Félix Guattari, in the aftermath of the decolonizing process, this thesis tries to reveal some of the deterritorialization reflexes in the algerian context, along with conflicts dividing liberals and state oriented policies. It also tries to show the ties that bring the concept of “informe”, built by Georges Bataille on the distinction of “monuments” versus “documents”, as the colonial sphere is inserted in the classical western culture

Full textThis research is focused on the latest urban mutations and strategy of revival in two Mediterranean port cities : Marseille and Algiers. The whole issue which is based on the city/port interaction is based on three main lines : the process of "metropolisation", the urban project as a factor of urban mutation and the emergence of central spaces as territories bringing a urban revival. The work is an evaluation of the role of both cities in their urban systems, their potentialities as well as the developed strategies to enable them to find their place in the world system. It draws up an inventory of the central spaces as well as the different ways od intervention which have come one after the other and the logic which have underlined them. Equally, the role of actors, the operational tools, the partnership strategies and the various processes of consultation between the different parties involved in the planning operations

Full textIn spite of thousands of works devoted to the War in Algeria, practically no monograph exists, even about Algiers the capital city of the country. That is why, facing this lack, we have planned to establish the events in order to show the rise of violence which characterized the period from June 1st 1958 to April 30th 1961. The use of selective or blind terrorism by the FLN (National Liberation Front), then by the counter-terrorists and the OAS (Secret Army Organisation), and its repression by the French Army, gave this conflict its peculiar aspect. That kind of violence, apparently eradicated by "The 1957 Battle of Algiers" and removed from the memories by the May 1958 Fraternization, came back on June 6th 1958 and increased without stopping. It provoked, deliberately or not, another terrorism from the partisans of the "French Algeria", opposed to the FLN one and also against the representatives and the partisans of the Central Power, when the latter gave up the Integration Policy. Our thesis reconstitutes the different stages and the logic of this process and its military and political consequences upon the development of the war. As a consequence of this terrorism, the use of repressive methods leading to torture is mentioned in it. The evolution of the mentalities of both communities in Algiers (European and Muslim ones), their relationships and their reactions in front of the Central Power Policy are examined as causes and consequences of this process

Full textWhat is the history of public gardens during the colonial period in Algeria ? What are its layouts and architecture ? What is the link between the gardens and the monuments which build up their envelope ? Finally what is the Algerian people's perception of the nature-based legacy these gardens compose ? This enquiry has set up a theoretical and practical grounding linked to the process of creation of public gardens. This new notion was introduced during the colonization. It proposes a ranking of the different green spaces which date back to the same period through the stages of colonial urban history. Therefore, this work aims at shedding light on the unknown aspects of the history of the nature-based legacy which the Algerian people show a growing interest and craze. The goals of this research were to highlight the unknownhistorical and architectural riches of the Algerian public gardens and to mention their heritage process which is sometimes difficult in the main cities of the country

Full textThe objective of this thesis is to show that the question of economic development in Algeria can be understood as the movement towards a public space governed by the law, the guarantee of which refers to the historical foundation of the State and its connection to society. In order to do this, the thesis is constructed around two elements which direct our reasoning. The mobilization of development economics and of new institutional economies provides us in the first instance some element: for reflection on the reasons for the failure of different development economics policies adopted in Algeria. To a large extent, this failure can be ascribed to practices and behaviors. Applying a historical and sociological approach consequently allows us to accentuate socio-historic factors. The practices, then, originate in the difficulty of moving towards a public space governed by the law, and refer to the historical foundation of the State and its connection to society

Full textFar from the design theories which found their refiexion on the role of the professionals - mainly architects and planners - it is believed in this work that any improvgement in the quality of the built environment must primarly pass through the revision of the urban regulation system. The redistribution of the roles between public and private powers in the process of environment shaping as well as the redefinition of the urban regulation according to local cultural falues are the two major points structuring the required revision. In this case the designcomes in a second position. This research is being prepared with w view to reconstitution the urban regulation system in both its sides of the rules and apparatus in the old city of algiers "casbah" during the ottomane empire 1516 1830. Basedessentially on the analysis of the "sultanean" decisions and "mahkamas" records in matters of urban management, the study aims to explain the well balanced environment in this city accordingly.
