AbstractThe history of archival management in Uganda reveals the foundational relationship between austerity and colonial archival institutions. This article discusses how impoverishment and self-interested editing were central to the bureaucratization of colonial archives at their founding. Extreme austerity in the wake of structural adjustment in the 1980s accelerated archival decay while adding new uncertainties to archivists’ work. The National Archives of Bangladesh (NAB) evolved to ensure official custody and physical safety to the archives of Bangladesh. NAB initiated a digitization programme to provide open access to archives. The study focused on different aspects of NAB's open access project in the light of value co-creation perspective. The study is based on review of literature, computation of secondary information and treatment of primary data collected through semi-structured interview. The study identified that all the value co-creation components are available in NAB's open access project but working framework is invisible. Hence, the study proposed a model for value co-creation through balancing resource security and user demand. Hence, the study may help software developers and other archival institutions in designing and implementing open access to their respective organizations' resources. Abstract:
This chapter uses the experience of two undergraduate students conducting research in their university archives to consider the “hidden curriculum” entailed in archival research at some institutions. When diverse identities and experiences are not represented in our archives, we run the risk of communicating a lack of value for those identities, producing a feeling of marginalization and exclusion for some students and foreclosing an opportunity to build solidarity across difference for others. In light of the limited holdings at many university archives and the increased prevalence of archival research in the undergraduate classroom, the authors draw on research from writing studies, anthropology, archival research, and public memory to produce recommendations for students, faculty, and institutions working to compose inclusive archives and research experiences.

Chapter 2 conducts a detailed analysis of how the act of collection works within the narrative portions of Ezra-Nehemiah, defining the archive by surveying various types of collections and their use in these texts. Of these, collections of documents are the most potent and politically vexed within the narrative. Archives arise in Ezra-Nehemiah as both formidable and malleable imperial institutions, contributing equally to the obstruction and advancement of Judean hopes. In Ezra-Nehemiah, and in Ezra 4–6 in particular, the imperial archive is a powerful tool that is wielded for and against the Judeans’ recovery efforts. This chapter establishes the archive as a cipher of the text’s complex and competitive relationship with imperial power.

The ability of national archival institutions to make available the documentary heritage in their custody is the sole basis for justification of their existence and relevance in society. As such, archival institutions are faced with a great responsibility to ensure that they are visible and able to attract large visitor-ship. This chapter provides a global perspective on the challenges and prospects surrounding the accessibility and use of documentary heritage. The chapter largely relies on a review of literature to discuss the future of archives' utilisation and to explore the challenges which the global archival community has endured in the provision of access to and use of their archival holdings. The common factor established in extant literature is that access is the most critical archival function, yet it is proving to be the most challenging.

This chapter discusses archival access, archival programming, and archival advocacy and the manner in which these programmes are conducted within archival institutions, particularly in Africa. The chapter begins by defining the terms access, archival programming, archival advocacy, and outreach programmes and provides the parameters within which such programms and activities are executed. The chapter reveals that in many archival institutions, public programming is either lacking or does not receive adequate attention from senior management resulting in low utilization of archival materials. The chapter suggests various ways through which African archival institutions may publicize their holdings in order to reach out to potential users and manuscript donors.

Archival institutions have a potential to transform the socioeconomic and political development of a people. It is therefore critical for them to be visible and accessible. To this effect, public programming emerges as a critical archival function performed by archivists to enhance the visibility and utilisation of archives. Through a grounded theory research approach, this study established that the National Archives of Zimbabwe (NAZ) performs a plethora of public programming activities to improve the visibility of the institution in the public domain. The potential of public programming activities to improve the utilisation of the archives at NAZ was found wanting as the institution lacked a planned schedule of outreach activities. This explains why visits to the research room were dwindling, hence the need for archivists to be proactive in reaching out to the people. The purpose of this chapter is to demonstrate public programming as the cornerstone to achieving better recognition and subsequent use of documentary heritage.
