Full textCette thèse a pour but de montrer les enjeux identitaires du processus commémoratif. Elle pose comme hypothèse que ce processus est un acte conscient de pouvoir qui a recours au passé pour intervenir sur la mémoire et l'identité des collectivités actuelles et leur devenir; le résultat n'est pas toujours conforme aux aspirations initiales. Elle s'inscrit dans un cadre spatio-temporel particulier, celui de la ville de Québec entre 1889 et 2001. Les objets commémoratifs considérés (plaques, monuments et statues) sont ceux déjà répertoriés dans l'inventaire de la Commission de la capitale nationale du Québec de même que la mise à jour réalisée pour ceux installés après 1998. Ils sont au nombre de 355 et s'échelonnent entre 1683 et 2001. La méthodologie utilisée est diversifiée. D'une part, l'analyse générale de tous les objets commémoratifs requiert une quantification des données. Cette analyse, très instructive quant à certains aspects (poids relatifs des divers intervenants, des régimes politiques commémorés), permet peu de comprendre les motivations, les enjeux, les points de tension, les processus, qui mènent à la réalisation de projets commémoratifs. Aussi, des études de cas (les monuments dédiés à Duplessis et à De Gaulle et l'ensemble commémoratif de l'Hôpital-Général de Québec) s'avèrent-elles nécessaires pour mieux cerner la volonté de construction d'une identité nationale et les contestations pouvant naître des actes commémoratifs. La démarche devient alors qualitative, trouvant assise sur des sources telles la correspondance, les lois, les mémorandums d'organismes gouvernementaux, les procès verbaux, des rapports, des politiques commémoratives et des articles de journaux. La thèse vise à expliciter l'un des aspects de la construction identitaire. L'une des contributions de la présente étude est d'illustrer, au moyen d'études de cas la volonté politique de mettre de l'avant une certaine identité à travers la commémoration. Elle apporte aussi un éclairage particulier sur l'identité en construction ; la lecture qui en est faite découle du paysage. D'autre part, elle permet d'explorer plus en profondeur la contestation et les arguments évoqués freinant l'installation dans les mémoires d'une oeuvre commémorative. Par ailleurs, l'étude présente une analyse générale du paysage de la commémoration de Québec, ce qui permet une compréhension plus globale du phénomène et fournit de nouvelles données sur le sujet. Elle jette également un éclairage sur les processus de pénétration de la mémoire et les volontés de la modeler selon les enjeux sociaux et politiques.

It brings solutions for the problems of accessibility and conservation of the fragile and precious historical documents. It makes it possible to communicate at a distance their electronic networked reproductions. Indeed, the use of this technique in the Archives raises a certain number of questions such as the selection criteria of the documents to be digitized and the characteristics of the digitized documents (resolution, digital imagery type, images formats, etc). Such analysis helps the responsible of Archives to make suitable decisions throughout the project and to work according to the priorities and particular conditions of Archives. The National Archives of Egypt are developing an ambitious project to computerize their activities. In this research, we propose a framework of a relevant digitization strategy for the objectives and the needs of Archives and their users

Full textFrom 1945 to 1960, the general department for french cultural relations gradually took charge of the organization and financing of all theatrical, musical and artistic events as well as of french films and books circulation. The french government also supported actively stanislas and marie de france french schoools in montreal and answered the universities' increasing needs of teachers, representatives and grants in quebec. On the other hand, narrow-mindedness and conservatism of maurice duplessis, quebec's prime minister, and the ivth republic's numerous crisis jeopardized quebec french political relations until 1960. Quebec french relations really were at their best during the sixties. Quebec's quiet revolution, the opening of quebec's consulate in paris and de gaulle's interest in that "country" brought about change. The bilateral cooperation became official through, first, educative and cultural agreements but then, paris-quebec-ottawa relations grew more bitter. Finally, the french foreign office exlusively centered its diplomacy on economical and technical relations, which resulted in french exhibitions in montreal in 1963 and at the world fair in 1967, french-technical committee and administrative or technical trainees. Big french firms (cge, renault, schneider. . . ) took part in quebec's industrialization and public works. In july 1967, de gaulle's own words "vive le quebec libre !" enabled quebec to be acknowledged in the world. The cooperation means were increased a fourfold thanks to the johnson-peyrefitte agreements in september. Therefore, the year 1967 crowned the french policy to develop more common relations, which were not naturally political

Full textFrench archives are ruled by several laws and decrees. First of them go back to French Revolution : it is the law of Messidor 7, year II, by which the idea of free access to archives for citizens is brought out. This idea is nevertheless still quite far from the French Freedom of Information act taken in 1978, in the general context of « laws of 3d-generation rights of men ». The Messidor law is amended during the 19th century to take into account the necessary protection of the interests of State and families. It is repealed by the law n°79-18 of January 3d, 1979 ; this law establishes for the first time the principle of terms for accessing to archives. It is in turn repealed by the law n°2008-696 of July 15th, 2008, which comes after decade-long controversy about access to Second World War archives in particular: even if the mere existence of secret is well accepted, the terms themselves under which these secrets should be held expired are a public issue.Despite a well-shared idea, restrictions on archives'accessibility keep getting stronger. Specific access regimes such as classified informations or medical secrecy gradually become conflicting with the general right of access to archives.The 2008 law arouses many practical interrogations among archivists, confronted with a modification of the communicability terms as well as a deep change in method, these terms being now determined by the degree of sensibility of the information rather than by the nature of the document itself

Full textThis thesis offers a comparative environmental history of French, Ethiopian and Canadian national parks. It rests upon an analysis of laws, management plans, tourist documentation and archive produced by the managers of Cévennes, Semën and Forillon national parks. This research questions the "national park" object as a territory of heritage and identity manufactured by power to promote a national belonging feeling. Using comparison, this work shows that beyond the context, invention of nature is dedicated to the reinforcement of the material and ideal edges of the nation. In France, the Cévennes national park serves as a symbol of a rural, nostalgic and traditional nation. In Canada, Forillon participates to the naturalization of a nation that gives herself to see as a virgin, a-temporal and a-political nation in order to overcome a past lacking of depth but overflowed by conflicts. In Ethiopia, the State adopts the eco-racist representations of international institutions such as IUCN, UNESCO and WWF for being recognized on the international scene and established, therefore, on a territory namely "national". Thus, in these three countries, national park appears as a place of struggle. Space of daily life converted in a space of temporary visit, it legitimates the exertion of a concrete and symbolic violence on local and surrounding populations

Full textThe tasks of an archivist are to collect, classify, preserve and communicate archives. For this last mission, communication includes making the fonds available in the reading room to the researcher, which must be oriented as best as possible, but it also means that the archivist communicates on the content of these documents. It leads to the "valorisation" of archives in many forms: physical or virtual exhibitions, interventions, publications,etc. If this archival chain is universal, it is necessary to study how the archivist adapts to the holdings they hold. Using the example of the valorisation of company collections at the National Archives of the World of Work from 2006 to 2018, the aim will be to show how the archivist mobilises his previous skills and puts them at the service of his institution on the occasion of various events to make the company archives known to the scientific community and to the general public. In short, how it contributes to historiography indifferent ways and how the content of company archives easily contributes to it

Full textThe Comittee's decrees, created November 21, 1789 and removed the 3 brumaire IV at the point where the National Convention, owes its existence to the need of the constituent Assembly to have an intermediary body from the Executive to monitor the proper shipment of its decrees to the administrative body, facing the many petitions of municipalities on delays in promulgation. Several competencies emerge over 5 years by accumulating, integration, transfer or grouping of powers. A first group of skills makes an intervener in the execution process, promulgation, printing and advertising of the Act to be one of those who will compete in the Bulletin of the laws. A second group of powers arises from special permission to correspond with the administrative body in the Department. Under the legislation, it shall, by delegation of the legislative body, correspondance with the High Court of the Nation in Orléans and the drafting of indictments. Under the Convention, its network of correspondance is updated contribution under the recall of alternates of the resigning members, absent or dead assignment that brings the Comitee to participe in finding the outlaw members. Third group of skills, correction of the decrees, important to ensure that the Act remains the same throughout the stages of its development, installs it in the heart of the National Archives. Very quickly this assignment focuses on the verification of the decrees of national property disposition. This function leads him to recover the functions of the National Archives under the Thermidor Convention and to implement the law of 7 messidor II on the triage of Crown, judicial and historical archives

Full textThis dissertation discusses the concepts and implementation of Semantic Web and Linked Data within libraries. Analysis and definition of technologies characterizing these concepts are first presented with the objective to clarify and ensure a good understanding of the various issues arising for actors in the field. Then, the elements demonstrating the relevance and challenges for information professionals are described. The objective is to analyze the implementation process of a Linked Data project with the Bibliothèque nationale de France to propose a possible transposition to the context of Bibliothèque et Archives nationales du Québec, for an application within the latter. A list of thirteen steps for the implementation of a library Linked Data project and the proposal for applying a software development process on these practices are presented. Following this analysis, recommendations regarding these various stages of implementation are proposed.
