Abstract:
Abstract The article deals with the issues of technogenesis and the evolution of relations with the environment through the example of the industrial development of the Arctic. The economic, environmental, and social aspects of the behavior of the indigenous population, the migration sentiments of the young people in connection with the implementation of investment projects for the development of the territory are analyzed. Particular attention is paid to identifying the relationship between the migration processes and the industrial development of the Arctic, substantiating the participation of mining companies to improve the socio-economic development of the Russian Arctic, and promoting employment. The subject of the study are the economic and social relations, migration attitudes of the local population, and youth, which arise in the process of the industrial development of the territory in the Arctic. Based on the example of conducting sociological surveys of the local population in Taimyr, in the Arctic regions of Yakutia, Karelia, and the Murmansk Region, recommendations are formulated for managing migration processes, promoting employment, income growth, and socio-economic development of the territory within the framework of mining companies’ activities to implement investment projects for the industrial development of the Arctic.

Abstract:
This article analyses the role of the World Heritage Convention in the Arctic, particularly the role of Indigenous people in environmental protection and governance of natural, mixed and transboundary properties. It outlines the Convention in an Arctic context, profiles Arctic properties on the World Heritage List and Tentative List, and considers Arctic properties that may appear on the List of World Heritage in Danger. It gives detailed consideration to examples of Arctic natural, mixed, and potentially transboundary, properties of greatest significance to Indigenous people with reference to their environmental protection and management. In doing so, it reviews and analyses recent high-level critiques of the application of the Convention in the Arctic. Conclusions follow, the most significant of which is that the Convention and its Operational Guidelines must be reformed to be consistent with the United Nations Declaration on the Rights of Indigenous People.

Abstract:
ABSTRACTThis paper compares four maps produced by the Canadian government and Inuit Tapiriit Kanatami, the indigenous peoples’ organisation representing Inuit living in the four recognised Inuit regions (Inuit Nunangat) of Canada. Our analysis is based on publicly available maps, documents, and records and extends the rich existing literature examining the history of definitions of the Canadian north. Distinctly, our research aims to understand the different ways in which the Arctic has been articulated as a geographic, political, and social region during the Harper government (2006–2015) and the effects these articulations have had on northern policy and people. We find that the federal government maintained a flexible definition of the Canadian Arctic as a region when in pursuit of its own policy objectives. However, when it comes to incorporating areas outside the boundaries of Canada's three federal territories, particularly communities along their southern fringes, those boundaries are inflexible. The people who live in these areas, which the state considers to be outside the Canadian Arctic, are marginalised within Arctic public policy in terms of access to federal funds, determination of land use, and a sense of social belonging to the Canadian Arctic. Our goal in this paper is to demonstrate that national-level disputes over what constitutes ‘the Arctic’ can significantly impact the day-to-day lives of people who live within and just outside the region, however it is conceived.

Abstract:
This paper discusses and compares the evolution of language policies, laws and rights for indigenous peoples and minorities living in six of the eight Arctic states. It focuses on language rights of indigenous peoples living in the Fennoscandian Arctic (Sami people of Norway, Sweden, and Finland), in the American Arctic (Alaska) and in the Canadian Arctic (Nunavut, Northwest Territories, and Yukon). This paper also focuses on linguistic rights in Greenland. The aim of this study is to add to the discussion about how the use of indigenous languages in the public sphere (education, the judicial system, and interactions with the government) helps indigenous-language speakers who live in the Arctic to preserve their ways of life and their cultural identities. This paper posits that asymmetrical management is key to fulfilling indigenous linguistic rights. Devolution of language planning and policy implementation to the relevant local authorities often makes sense from a state viewpoint and, although it is not enough, it can be beneficial to indigenous speakers.

Abstract This article surveys some of the many international human rights law issues that come up in connection with the Arctic, such as the rights of indigenous peoples and the formulation of these rights in a draft Nordic Sami Convention. The focus, however, is on recent developments concerning the status of Greenland as a result of an agreement concluded in 2008 between the Danish and Greenlandic authorities. This agreement foresees not only a significant increase in self-government but also opens the door for the Greenlandic people to create an independent State through the exercise of the right to external self-determination as a matter of political decolonisation of an overseas colonial territory.

Abstract:
Studies of Europe's Enlightenment have been enriched by attending to its real and imagined impacts on indigenous peoples and of indigenous peoples on Europeans. Applying these methods to new-settled eighteenth-century societies offers another standpoint on the Enlightenment. This study is a sample: a civic history of a relatively new – in European terms – place suggests the possibilities. In 1792, a bourgeois, Vasilii Krestinin, from Russia's White Sea shore, published a history of Archangel, founded in 1584. Krestinin's view from a new Arctic society is as far from Europe's elegant metropoles and eloquent lumières as the ship captains, Pacific Islanders, and cat killers in influential recent studies of the Enlightenment. Just as these studies – and others on readers and reading – transformed studies of the Enlightenment, historians can use sources from new societies to observe answers and actions of people casting themselves as Enlighteners. This study of enlightened sensibility in an Arctic society suggests how the Enlightenment – viewed from settler societies – became anxious, how it fanned nationalisms, and how it was ensnared by naïve presuppositions that progress was a prerequisite of power.

Abstract:
The northern biotype of Echinococcus granulosus occurs throughout the holarctic zones of tundra and taiga, from eastern Fennoscandia to the Bering Strait in Eurasia and in North America from arctic Alaska approximately to the northern border of the United States. The cycle of the cestode is complex in taiga at lower latitudes, because of the greater diversity of potential hosts. In the Arctic and Subarctic, however, four patterns of predator/prey relationships may be discerned. Two natural cycles involve the wolf and wild reindeer and the wolf and elk (moose), respectively. Where deer of the two species coexist, both are prey of the wolf; the interactions of the wolf and elk are here described on the basis of long-term observations made on Isle Royale (in Lake Superior near the southern limit of taiga), where only the wolf and elk serve as hosts for E. granulosus. A synanthropic cycle involving herding-dogs and domesticated reindeer caused hyperendemicity of cystic echinococcosis in arctic Eurasia, mainly in northeastern Siberia. The 4th pattern, a semi-synanthropic cycle, formerly existed in Alaska, wherein sled-dogs of the indigenous hunters became infected by consuming the lungs of wild reindeer. The sequence of changes in life-style inherent in the process of acculturation affected the occurrence of cystic echinococcosis among nomadic Iñupiat in arctic Alaska. When those people became sedentary, the environs of their early villages soon became severely contaminated by faeces of dogs, and cases of cystic echinococcosis occurred. Compared to cystic echinococcosis caused by E. granulosus adapted to synanthropic hosts (dog and domestic ungulates), the infection produced by the northern biotype is relatively benign. Nearly all diagnosed cases of cystic echinococcosis (>300) in Alaska have occurred in indigenous people; only one fatality has been recorded (in a non-indigenous person). After sled-dogs were replaced by machines, cases have become rare in Alaska. A similar effect has been observed in Fennoscandia, in the Saami and domesticated reindeer. Recent records indicate that the prevalence of cystic echinococcosis is increasing in Russia, suggesting that dogs are used there in herding.

Abstract:
This thesis is offered as a contribution to studies of social and cultural change in the Icelandic fisheries and fishing communities. Such changes may be seen as a result of the interplay of internal dynamics with both national and global forces and processes, not least with regard to the impacts of fisheries governance. These changes occur also in an international context of new environmental ideologies and perceptions of marine mammals, with consequences for social dynamics of local resource-use. Here it is argued that the conflicts over the harvesting or conservation of cetaceans can productively be understood from a cultural perspective. The thesis discusses the elevation of whales as symbols of particular value, and the metaphorical and cognitive aspects of, in particular, anthropomorphism, the projection of human motives and values onto animal behaviour, as a significant and effective part of conservation rhetoric and ideology. Specifically, the thesis deals with issues concerning whaling and whale watching along with issues and debates concerning these alternative forms of exploiting marine mammals. It also discusses central questions regarding fisheries governance and rights to fishing with reference to social and economic viability in Icelandic fishing communities. The unifying themes of this thesis are: how marine-mammal issues and controversies and social impacts of fisheries governance form part of globalization processes; how environmental and economic paradigms influence change, particularly in terms of marine-mammal conservation campaigns and market liberalist resource policy; and how these external ideological forces call for responses at local and national levels. The adaptive actions of the human agents and communities involved are described as creative, cumulative and complex. The thesis also highlights the central transformative role of the new regime of private property rights introduced into Icelandic fisheries governance in the 1980s.

Introduktion: Tuberkulose er fortsat en sygdom, man skal tage alvorligt i Grønland. Forekomsten er høj med 150-200 tilfælde per 100.000 indbyggere årligt, hvoraf 20-30 % er børn og unge. Trods BCG-vaccination af nyfødte samt en ihærdig indsats med hensyn til kontaktopsporing, behandlings-kontrol, forebyggelse og smitteopsporing har incidensen været vedvarende høj i de seneste 10 år. Formål: at undersøge, hvordan forekomsten af TB blandt børn og unge i Grønland havde udviklet sig fra 1988-92 og til 2002-06. Videre at sammenligne TB incidensen blandt grønlændere med inuitbefolk-ningerne i Alaska og Canada med særligt fokus på territoriet Nunavut, hvor den største andel af canadiske inuit bor. Endelig var det formålet at belyse om de TB-ramte børn og unge adskilte sig fra andre på tilsvarende alderstrin, set i relation til social baggrund og levevilkår, samt endelig at opgøre dækningen af BCG. Materiale og metode: Anmeldelser af TB tilfælde fra 1988-92 og fra 2002-06 blev sammenlignet. Registerdata fra Alaska og Canada blev sammenholdt med data fra Grønland til belysning af forekomsten af TB blandt inuit. Data fra et case-control studie foretaget i perioden fra 1.marts 2004 til 28.februar 2007 bestående af anmeldeskemaer, spørgeskemaer til belysning af sociale forhold og levevilkår samt oplysning om BCG-vaccination fra journaler blev analyseret. Resultater og konklusion: TB incidensen var fra 1988-92 til 2002-06 steget fra 67 til 141 tilfælde pr. 100.000/år. Størst stigning sås blandt børn og unge, idet den forholdsmæssige andel af 0-19 årige steg med 6 %. En stigende andel af TB tilfælde i byerne syntes snarere at være forårsaget af flytning fra bygd til by i de hårdest ramte distrikter end et ændret smittemønster. Inuit i de undersøgte arktiske regioner har stærkt forhøjet TB incidens i forhold til den øvrige befolkning, og incidensen var højest i Grønland. Andelen af TB syge i alderen 0-19 årige var i Grønland 27 %, kun overgået af Nunavut (33 %). De vanskelige levevilkår er fælles for inuit i Nunavut og Grønland, men årsagerne til smittespredning er komplekse. Resultaterne af case-control studiet var pga. den lille population ikke statistisk signifikante, men tyder på en sammenhæng mellem levevilkår og TB, såsom højt antal beboere pr. m² og rygning, som også fundet af andre. Studiet indikerer en beskyttende effekt af BCG hos mindre børn (<10 år). Mange smittede og syge børn er et tegn på aktiv smittespredning, og de smittede børn vil være kilde til fremtidens TB. Der derfor god grund til at følge udviklingen blandt børn og unge nøje, samt at igangsætte initiativer for at bremse fortsat smittespredning.
Introduction: Tuberculosis is still a disease to be taken seriously in Greenland. The occurrence is high with 150-200 cases yearly per 100,000 inhabitants, 20-30 % of these are children and young people. The latest 10 years the incidents have been high continuously, in spite of BCG-vaccination of new-borns, and a persistent effort as regards contact tracing, control of treatment, preventive interventions, and tracking sources of infection. Objective: To examine how the occurrence of TB among children and young people in Greenland has developed from 1988-92 and up till 2002-06. Further to compare the TB incidence among Greenlanders to that among Inuit populations in Alaska and Canada, with special focus on the territory of Nunavut, where the largest share of Canadian Inuit live. Furthermore, it was the intention to examine whether the TB-infected children and young people differed from the population in general at the same age level, in relation to social background and living-conditions, and finally to estimate the coverage of BCG. Material and method: Notifications of TB-cases from l988-92 and from 2002-06 were compared. Register data from Alaska and Canada were related to data from Greenland to illustrate the occurrence of TB among Inuit people. Data from a case-control carried out in the period from March 2004 to February 2007 were analysed, consisting of notification forms, questionnaires regarding social conditions and living-conditions, plus information about BCG from case records. Results and conclusion: The TB-incidence from 1988-92 to 2002-06 increased from 67 to 141 incidents per l00,000. The largest increase was seen among children and young people, as the relative share of 0-19 yearers increased by 6 %. An increasing share of TB incidents in the towns seemed more likely to have been caused by migration from settlement to town in the districts most affected, rather than by a changed pattern of infection. In the arctic regions examined, Inuit people have a strongly increased TB-incidence compared to the remaining population, and the incidence was highest in Greenland. In Greenland 27 % of TB patients were at the age of 0-19 years, and only surpassed by Nunavut (33 %). Difficult living-conditions are common for Inuit in Nunavut and in Greenland, but the causes of the spread of infection are complex. Because of the small population involved, the results of the case-control study were not statistically significant, but they indicate a correlation between living-conditions and TB, such as crowding and smoking, as also found by others. The study indicates a protective effect of BCG on small children (< 10 years). Occurrence of many infected and ill children indicates active spreading of the disease, and the infected children will be the source of TB of the future. Therefore, it is advisable to follow the development among children and young people closely, and to launch initiatives to prevent further dissemination of infection.

Indigenous peoples as political actors in the Arctic Council is an understudied subject.Indigenous peoples have a unique status as Permanent Participants to the Arctic Council,enabling them to affect the policy-making and decisions made within the Council. There areconcerns, however, to the level of Indigenous peoples’ inclusion. Research shows that theworking relationships between the eight Arctic member states of the Council and thePermanent Participants creates dependency, among other things because the PermanentParticipants rely on funding from the member states. This in turn questions the status of thePermanent Participants, and whether they are included into the Arctic Council as independentpolitical actors. This paper aims to build upon research done by Michaela Louise Coote andMonica Tennberg, researchers whom both have contributed to this field of research.

Abstract:
This thesis investigates whether the European Union (EU) achieves a fair balance between the protection of seals and the rights of indigenous peoples to engage in their traditional economic activities. It does this in the context of the EU legislation on trade in seal products, which imposes a sale and import ban on products from commercial seal hunts, but exempts indigenous peoples from its scope. Despite this exemption, Inuit of Canada have been unable to access the EU market under the legislation. In this thesis, it is argued that the balance is fair, if the EU legislation recognises and respects the rights under the United Nations Declaration on the Rights of Indigenous Peoples; does not impose a disproportionate restriction on the right of indigenous peoples to engage in the commercial exploitation of seal products; is consistent with the EU's obligations under international trade agreements in that it does not discriminate against products of Inuit origin from Canada as opposed to those from Greenland; and results in improved animal welfare outside the EU. In order to assess what the concept of 'fair balance' may mean in the context of the EU seal products legislation, this thesis examines three specific legal tests balancing human rights and societal interests. The thesis concludes that despite the EU's arguments to contrary, the balance is unfair due to the de facto discrimination against products originating Inuit regions of Canada.

Abstract:
The Common Voice of the People is a study of the importance of heralds and their proclamations to the communal life of the ancient Athenian polis in the Archaic and Classical periods. This dissertation aims to contribute to the growing body of modern scholarship on issues of public communication, the tension between literacy and orality, the importance of ritual in the ancient polis, and the varied roles and identities of Greek heralds. While there has been a great focus in recent scholarship on literacy and the written record, the official place of orality within the Classical polis has been neglected, and until now there has never been a full scale study of heralds and their place within the community. Building upon the recent scholarship on news dispersal within the polis I have explored the positions and roles of the ancient Athenian heralds within their community, and the historical progression of the herald’s position from Geometric Greece to the end of the Classical world. I have sought to determine what their importance and the importance of their proclamations was to the proper functioning of the Athenian community. Marshalling evidence from both literary and epigraphic evidence I employed these deductions about heralds to further explore the importance of both official state and unofficial citizen proclamations in the spread of news and within established ritual. This work explores a range of topics concerning polis life such as religion, civil communication, public notice, private citizen disinheritances and manumissions, international communication, Imperial Athenian attitudes towards subject allies, and the necessity of proclamation to the conferral of honor. The Common Voice of the People demonstrates the depth of integration of heralds and oral communication within a variety of aspects of polis life, the surprising absence of heralds from certain central aspects of internal Athenian communication, and the continued importance of orality as both a practical and ceremonial aspect of official forms of communication and ritual in an increasingly literate classical Athens.

Abstract:
Access dinghies were designed in Australia to improve the quality of life and extend the scope of people’s activity. Unlike other dinghy yachts, access dinghies are universal-design pleasure boats that allow a wide range of people to enjoy sailing, regardless of age, the degree of disability, and experience. In this research, a questionnaire survey was conducted on people enjoying access dinghies using the semantic differential method to investigate broadening of the range of spatial activities and the mental rehabilitation effect resulting from sailing access dinghies. The results demonstrated that sailing access dinghies has a positive mental effect upon people.

People have become aware that maintenance of symbiotic relations between people and their surrounding environment is important not only for people’s happiness but also for their own existence on the earth system. Facing up to reality, however, there have arisen matters of regret caused by the human lives and activities. One of big problems we have to consider is scatter of waste and debris on natural beaches, especially in the coastal area near the dense populated area. We have to remember that the scatter is the results of human activities mainly on the coastal land area. The problem had become serious on a small island located near the mouth of Osaka Bay, where rubbishes such as tins, bottles and plastic bottles, bags and sheets have been piled and remained on the beach for more than half a century. People living in a small community, who were worrying about the decline of the ecosystem of the small island, started the activity of beach cleaning more than ten years ago. Since then, the quality of the ecosystem on the island has been maintained in a permissible condition. They also started the field researches on the fauna and flora in and around the island to make an inventory of fauna and flora. Their activities were appreciated and they were honored with testimonials commending their contribution on the maintenance of symbiosis. In the present paper, people’s activities are introduced with the importance of promoting the symbiosis with ecosystem in surrounding natural environments.

The climatic and geographical conditions of the Arctic region and social and living conditions of the expeditionary form of work can have a negative impact on the activities and well-being of people carrying out their professional activities in these conditions. The person functional state reflects the main activity level of the main physiological systems (autonomic nervous system, etc.) in a certain period of time. Daily monitoring of human’s functioning cardiovascular and nervous systems indicators is an effective technology for the prevention of psychological maladjustment, deterioration of health, and undesirable situations under the influence of unfavorable factors. The study purpose is to describe the working capacity and general functional states dynamics of expedition members during the expedition period in the Arctic. Research methods are instrumental psychophysiological methods, psychological questionnaires and multivariate statistical analysis methods. This study was conducted on research vessel within 20 days in the morning and in the evening. The study involved 39 people (average age – 33,6 ± 2 years). The majority of employees experience an increase in their working capacity against the background of a decrease in the level of their general functional state at the beginning of the expedition period. The middle of the expeditionary period is characterized by the instability of the working capacity level. With the end of the active research work period, the general functional state of many participants is associated with a period of rest and recovery. In the dynamics of the autonomic nervous system and the sympathetic nervous system states prevails over the parasympathetic according to the data of objective (instrumental psychophysiological diagnostics) and subjective methods (psychological methods). Some of the results correlate with our previous studies, which were devoted to the study of the shift workers' human functional state.

In Japan, many facilities have been modified for ease of use by socially disadvantaged people because of construction and barrier-free access laws. Currently, however, these modifications are largely limited to public facilities within Tokyo. This research examines the problems for people with hearing disabilities visiting bathing beaches, which attract the maximum number of visitors and which have numerous barriers for people with disabilities, and also proposes measures for resolving some of these problems. People with hearing disabilities do not evoke caution because there is no way to tell them apart based on external appearances. This therefore creates problems such as being unable to recognize warnings regarding dangers and cautions, and being slow to take action to avoid dangers. It has thus become clear that systems for communicating information suitable for people with hearing disabilities have yet to be established. As one of the authors has a hearing disability, methods for resolving these problems are proposed by addressing the problems from the viewpoint of a hearing disabled person.

Abstract Arctic shipping is growing driven by a demand for natural resources, climate change, and technological development, among other factors. While this provides many benefits for society, it also entails risks for people, the environment, and property. The purpose of this article is to assist ship designers, operators, owners, and other stakeholders in managing those risks by defining a comprehensive approach to scenario-based risk management for Arctic waters. The approach covers both the management of short-term operational risks, as well as of risks related to a ship’s long-term extreme (design) ice loads and structural response. For operational risk management, a further developed version of the established Polar Operational Limitations Assessment Risk Indexing System (POLARIS) method is defined. In contrast to the established method, the further developed version considers the consequences of potential accidental events. For managing risks related to a ship’s long-term extreme ice loads and structural response, guidelines are provided for the application of existing methods of assessing ice loads, including analytical, numerical, and semi-empirical methods. In addition, to support the design of ice class ship structures, a new approach based on closed-form expressions is defined that can be used in the conceptual design phase to determine preliminary scantlings of primary hull structural members (e.g., transverse web frames).

Although sea bathing is a typical marine recreation, the annual number of people participating in sea bathing has drastically declined from 120 million people (i.e., equivalent to the total population of Japan) at its peak, to 20 million people. Similarly, the ownership of pleasure boats, which once peaked at 440,000, has been declining over the years. Marinas are particularly important for their function as centers of sport fishing, which is the second most popular marine recreation after sea bathing. There are about 520 marinas in Japan, of which about one quarter are public marinas. The rise and fall of public marinas greatly affects not just the decline of the user population but also the economic activity of the surrounding regions. The present study focused on public marinas, which hold central importance among marine recreational facilities. Measures for revitalizing public marinas are discussed from a comprehensive perspective.

Abstract:

In this case, legal regulation creates favourable conditions and protects the rights of small indigenous northern peoples, that is, the local population, who live permanently in the Arctic zone. Separately, on the basis of this concept, the development of the economy and social sphere of the Arctic bloc as a whole is considered. The main strategic directions for the development of the Arctic and the current regulatory framework of the Russian Federation are being investigated. The author proposes to solve issues related to the socioeconomic problems of the Arctic through the adoption of comprehensive concepts and regulatory legal acts. The main conclusion of the work is to improve the regulatory framework through the adoption of a separate codified act.
