Abstract:
Immigrant (Japanese and South Americans in the United States) families’ play was compared to play in families in their countries of origin (Japan and Argentina, respectively) and in a common country of destination (European Americans in the United States). Two hundred and forty 20-month-old children and their mothers participated. Generally, the play of immigrant children and mothers was similar to European American children's and mothers’ play. Japanese and Argentine children engaged in more symbolic play, whereas immigrant children engaged in more exploratory play. Likewise, South American immigrant mothers demonstrated and solicited more exploratory play than Argentine mothers. Japanese mothers solicited more symbolic play, and Argentine mothers demonstrated more symbolic play than immigrant mothers. The findings from this study provide insight into the nature of child and mother play generally and that of immigrant children and their mothers specifically and shed light on the parenting climate in which immigrant children are reared.

Abstract:
Cultural appropriation has often been linked to American treatment of indigenous cultures. In Playing Indian, for example, Philip J. Deloria investigates how images of Indianness, however inauthentic, stereotypical, or completely ethnocentric, work to help white Americans come to terms with their history of conquest and possession. While the term cultural appropriation has been linked to the conflict between dominant and indigenous cultures as Deloria suggests, it is used far less frequently with respect to American and Latin American cultural identities. Yet, the preponderance of movies and literary works in which Americans follow the same rubric – use Latin American culture to define American cultural identity – evoke the same sense of loss on the part of Latin Americans, in this case, Argentines. For over a century, for example, the gaucho has been examined, evaluated, and reevaluated by Argentines within gauchesque literature to make sense of modernization, notions of civilization versus barbarism, and what creates argentinidad, or what it means to be Argentine. Ricardo Güiraldes sought to respond to the cultural appropriation and misrepresentation of the gaucho, specifically that gaucho culture could be taken up by anyone and used for any purpose, no matter how benign; and that gauchos were a part of the past, eschewing modernization in forms such as industrial ranching and technology when, in fact, they embraced it. In Don Segundo Sombra, Güiraldes addresses these issues. Rather than permit cultural appropriation and ethnocentrism to remain unremarked upon, Güiraldes demonstrates that gaucho culture has remarkable qualities that cannot be imitated by novices, both foreign and native. He then examines gaucho culture, particularly the link between frontier life and economic displacement, in order to champion the gaucho and argentinidad as the models for Argentines to follow.

Abstract:
Over the last century perennial surges in the popularity of Latin American couple dance genres such as tango and rumba in the United States have served as lightning rods for debate on issues of morality, performance, and identity. These “crazes” have fueled the collective American imagination, reinforcing a type of Latin American exotica that prevailed throughout the twentieth century and into the next. Consequently, they have also fostered an entirely new style of performance as white Americans borrowed—or perhaps better stated, appropriated—these genres for their own. For instance, the two styles of tango performed by ballroom dancers today, some one hundred years after its introduction to American audiences in theaters and exhibition performances, is sufficiently distant from its Argentine roots to be considered an entirely different dance employing different movements, rhythms, and musical accompaniment.This article explores this particular brand of cross-cultural borrowing through an ethnographic accounting of a salsa dance formation team in central Illinois. Salsa is the latest of the Latin dance crazes, and since the earl. 1990. the genre has experienced increased attention from mainstream American audiences who have invested significant resources in order to learn to dance salsa. Formation teams are presentational performance ensembles, in this case combining salsa; ballroom; and staged, theatrical dance, and generally draw their enthusiasts from ballroom dance circles.

Abstract:
In a famous account of his travels, titled El destino de un continente, the Argentine writer Manuel Ugarte describes his somewhat disconcerting encounter with the Cuban ex-president José Miguel Gómez while traveling through Latin America during the 1920s. Ugarte, a committed advocate of panhispanismo—the idea that Spanish America was and should be unified by its shared Spanish heritage, especially in light of the “threat” from Anglo- Saxon culture—had come to Cuba to give a series of lectures. Shortly after one of his presentations, the Argentine was introduced to Gómez, who took Ugarte to task for his criticism of Cuba's close relationship to the United States. “You reproach us,” Gómez said, “for not defending our legacy of Spanish civilization, but what have all of you [Latin Americans] done to encourage us, to support us, to make us feel that we are not alone?” Taken aback and made suddenly self-conscious by the accusation, Ugarte concluded that the Cuban was admonishing him for failing to uphold the very principles he was espousing in his lectures. “It seemed as if, through the voice of her representative, all Cuba was saying, ‘It is not we who broke the link; it was you who broke it in allowing it to be cut.’” After some time and much thought, Ugarte came to the realization that “Cuba was not alone responsible for the Cuban situation. Some responsibility was also borne by Latin America.” Through his encounter with Gómez, Ugarte was forced to recognize the limitations of framing what he referred to as the “Cuban situation” exclusively in the context of a cultural war between the United States and Spain. Indeed, the expresident's challenge inspired him to reconsider Cuba's nineteenth-century struggles with both Spanish colonialism and U.S. imperialism in a distinctly inter-Latin American context.

This article argues that the unrealized balletCaaporá(1915), conceived for choreography by Vaslav Nijinsky, and Oscar Araiz'sLa consagración de la primavera(1966,The Rite of Spring) fundamentally shaped the establishment and reimagination of concert dance as a site of modernity in Argentina. Both works danced modernity through imagined pre-Columbian indigenous myths choreographed in Euro-American concert dance forms. In Argentina, “unmarked” ballet and modern dance forms signaled a universalized cultural advancement aligned with the West, while indigenous myths staged “marked” Latin American origins that held racial difference at a distance from the modern present.CaaporáandConsagraciónnegotiated the “marked” and the “unmarked” toward different ends. WhileCaaporástrove to “Argentinize” European ballet at the turn of the century,Consagraciónmarked the move to claim concert dance as Argentine at midcentury. By focusing on the role of indigenism in these two works, this article contributes to scholarship on the modernist negotiation of the marked and unmarked in Latin American concert dance as a strategy for staging—and transcending—the nation.

Abstract:
For the first time in Russian art history, the article attempts to show the integrity of the art of the Russian-Argentine sculptor S. Erzya on the basis of an art history analysis of his most famous works created in Italy, Russia and Argentina. The features of his personal and creative development are revealed in the context of socio-cultural events, which were distinguished by a stormy, sometimes catastrophic nature. The youthful ideals of Tolstoyism in the mind of a mature master acquire the features of a worldview that asserts the priority of the ideals of moral and spiritual perfection, the devotion to which was almost invariably paid with the price of life. A documentary confirmation of Erziʼs words is given in the entry of his secretary, L. Orsetti. People who knew Erza intimately in Italy, Russia, and Argentina also wrote about their commitment to these ideals. The theme of sacrifice, the suffering path unites both his biblical works and things of revolutionary themes. Their success is described in the article not only on the basis of periodicals, but also for the first time with the involvement of exhibition catalogues. In Argentina, Erzya created monumental portraits of the spiritual leaders of mankind - these portraits by the sculptor himself were collected in a special exhibition in his house: Moses, Beethoven, Tolstoy, N. Gogol. The motives of beauty and birth, the continuation of the human race are embodied by Erzya in the famous female images «Nude», «Eve», «Motherhood», «Dance». The plastic beauty and the mystery of the transformation of the female body fascinated the audience at the exhibitions of the sculptor's works and were evidence of the change in his somatic perception in Argentina. Thus, in the art of Erzi in Argentina, the intuition and emotional supernormality inherent in the cultural consciousness of Latin Americans are manifested. The sculptor's attitude to the material he chose for a particular work was dictated by the concept. His rare ability to work in any material - cement, marble, bronze, wood-makes him stand out among modern sculptors. He followed the Michelangelo tradition in the processing of the marble block and became the only master to conquer the hard species of tropical trees. Today it is obvious that the legacy of the sculptor-thinker Erzya is not fully appreciated.

The U.S. Human Rights Policy Towards Argentina During the “Dirty War” 1976-1983 The paper aims to provide an analysis of the question of violations of human rights during the last military dictatorship in Argentina (1976-1983) and the impact of this problem on bilateral relations with the United States. The article will focus mostly on the presidency of James “Jimmy” Earl Carter. The political line adopted by him, known as “the Carter doctrine” or “human rights policy” was the basis of restrictive attitude towards the Argentine dictators. In order to provide a complete analysis, the topic of the paper was treated broadly, covering not only bilateral, American-Argentine issues, but also multilateral forms of exerting pressure on Argentina, mainly at the United Nations and Organization of American States. The article also provides an analysis of the human rights policy itself, as well as of the state terror introduced by the Argentine military, known as the “Dirty War””.

A fim de compreender como a discussão sobre nacionalidade literária se expressou na produção de Jorge Luis Borges, este artigo analisa três diferentes ensaios escritos pelo autor argentino entre os anos 1920 e 1950 – “Queja de todo criollo” (1926), “Nuestro pobre individualismo” (1946) e “El escritor argentino y la tradición” (1953) –, nos quais são discutidos problemas relacionados ao nacionalismo na literatura argentina, especialmente questões sobre o criollismo, a poesia gauchesca (no que se destaca o épico Martín Fierro, de José Hernández) e as relações entre o escritor latino-americano e a tradição literária europeia. Para melhor entender a posição de Borges, recorremos também aos estudos de Antonio Candido (“Literatura e subdesenvolvimento”) e de Silviano Santiago (“O entre-lugar do discurso latino-americano”) sobre os problemas da imitação e da assimilação nas literaturas latino-americanas; por fim, apontamos em Machado de Assis, elementos precursores das discussões de Borges, tal como foram percebidos por Leyla Perrone-Moisés em “Machado de Assis e Borges: nacionalismo e cor local”.

Abstract:
Introduction. The paper examines Argentina-U.S. relations during the administrations of Mauricio Macri and Alberto Fernandez, as well as the transformation of the bilateral ties character at the turn of the decade. The author analyzes the changes paying attention to the challenges that the economic crisis posed to the Argentine leaders, and taking into account the motives of both countries. The study identified the risks for the successful interaction between Washington and Buenos Aires, as well as the leverage of the potential influence of the White House on the Argentine authorities. Methods. The study is based on extensive factual data from the period of the latest two Argentine administrations (2015–2021), the new sources, including documents of the U.S. Department of State. An integrated systematic approach allowed to consider the interaction of Buenos Aires and Washington in the dynamics of Argentine domestic political and economic processes, taking into account global and regional factors. When analyzing changes in the character of bilateral ties, a comparative approach was applied. Analysis. The relations between Washington and the government of Mauricio Macri in 2017–2019 were allied. The main areas of interaction were trade and investment, security and political cooperation. To support his ally and the continuity of government in Argentina, D. Trump facilitated the IMF’s approval of the largest standby to Argentina for the period of Macri’s administration. The problem of payment became a burden for the elected A. Fernandez. Results. The willingness of the White House to help resolve the debt issue and the American investments needed by Argentina deterred A. Fernandez from developing an autonomist foreign policy pushing him to choose a more balanced course. Both topics constitute the points of potential pressure from Washington on the Argentine leader. Bilateral relations became more restrained, but showing no signs of confrontation. Risks for Argentine-American cooperation are posed by the deepening partnership of the South American country with China and by the position of the Argentine authorities on resolving the Venezuelan crisis. Given its desire to be Argentina’s partner of choice, the U.S. is unlikely to firstly use pressure. With the beginning of Joseph Biden’s presidency, the climate agenda became a new area of cooperation.

Resumo: Centralizando-se nos relatos de Amores insólitos de nuestra historia (2001, 2011) e nos romances Finesterre (2005), Árbol de família (2010) e Todos éramos hijos (2014), o presente trabalho aborda como María Rosa Lojo articula o conceito de texto com a metáfora do tecido e como esse tecido/texto também está associado à vestimenta, às máscaras e à atuação performática dos personagens em geral, sempre associada ao ato de escrever e ao ato de apropriar-se, em especial no caso das mulheres, ou de outros personagens ex-cêntricos (HUTCHEON, 1991), de seu próprio corpo. A opção pela obra da escritora argentina contemporânea Maria Rosa como corpus desta tese justifica-se pelo painel que traça, em seus livros, da história argentina e pela maneira peculiar como constrói a sua teia narrativa, como elabora o seu bordado. Ao desconstruir mitos fundacionais e questionar a constituição identitária rio-platense, Lojo propõe ressignificar o próprio conceito de humanidade. Envolvendo os leitores, proporciona fruição poética e reflexão profunda. Abstract: Focusing on the reports of Amores insólitos de nuestra história (2001, 2011) and the novels Finesterre (2005), Árbol de familia (2010) and Todos éramos hijos (2014), this paper addresses how María Rosa Lojo articulates the concept of text with the metaphor of the fabric and how this fabric/text is also associated with the dress, the masks and the performance of the characters in general always associated with the act of writing and the act of appropriation, especially in the case of women, or other excentric characters (HUTCHEON, 1991), of his/her own body. The option for the work of the contemporary Argentine writer Maria Rosa as a corpus of this thesis is justified by the panel that traces, in her books, the history of Argentina and the peculiar way in which she constructs her narrative web, how she elaborates her chain-stitch.By deconstructing foundational myths and questioning the rioplatense identity constitution, Lojo proposes to re-signify the very concept of humanity. Involving readers, provides poetic enjoyment and deep reflection. By rescuing authors from the nineteenth century, she tells a new history of history and makes it possible to demonstrate how women are building their own way of putting themselves in the literature. Therefore the question that guides this work is to what extent the author weaves the history of Argentina to recreate herself an Argentinian? How does she construct sensory and sinesthetically the webtext-plot of her own argentinity? Resumo: Na segunda metade do século XIX, as revistas culturais na América Latina se configuraram em dispositivos para a conformação de determinadas visões da sociedade, colocando em evidência projetos identitários e discussões acerca da história e da literatura nacionais. A Nueva Revista de Buenos Aires foi um expoente desse tipo de publicação, atuando ativamente na conformação de um nacionalismo cultural na Argentina, mas também distinguindo-se por possuir um viés latino-americano, que seria característico de revistas publicadas nas décadas seguintes. Vicente Quesada e seu filho, Ernesto Quesada, idealizadores e diretores do periódico, buscaram por meio deste, parâmetros para responder uma questão central: havia uma tradição cultural argentina e latino-americana ou seria preciso forjá-la? Objetivamos analisar a elaboração de uma projeto de identidade nacional argentina promovido por Vicente e Ernesto Quesada, bem como a atuação destes intelectuais como mediadores culturais em âmbito latino-americano
Abstract: In the second half of the nineteenth century, the cultural magazines in Latin America highlighting certain visions of society, identity projects and discussions about national history and literature. The Nueva Revista de Buenos Aires was an exponent of this type of publication, acting in the formation of a cultural nationalism in Argentina, but also distinguished by having a Latin American concern, which would be characteristic of magazines published in the following decades. Vicente Quesada and his son, Ernesto Quesada, idealizers and directors of the journal, sought to answer a central question: was there an Argentine and Latin American cultural tradition or would it be necessary to forge it? We aim to analyse the elaboration of a project of Argentine national identity promoted by Vicente and Ernesto Quesada, as wel as the performance of those intellectuals as cultural mediators in Latin American scope

Resumo: Esta pesquisa analisa as representações do gaucho nos quadrinhos de Inodoro Pereyra, personagem criada pelo humorista argentino Roberto Fontanarrosa na década de 70 do século XX. Nascido como uma paródia da literatura gauchesca, do radioteatro e do folclore argentino, a trajetória do renegau retoma a metáfora sarmientina civilização e barbárie, que atravessa não só a história deste país, mas se inscreve na tradição política de toda a América Latina. Neste sentido, através dos quadrinhos deste gaucho é possível rediscutir importantes questões que marcaram a história da República Argentina, tais como as oposições entre pampa e litoral, unitários e federais, nacionalismo e cosmopolitismo, e que compõem a imagem de uma nação dividida. Além disso, a epopéia vivida pela personagem permite que redimensionemos o tema "as duas Argentinas", tendo em vista que este quadrinho está transpassado por imagens relacionadas ao imaginário social desta nação
Abstract: This research analyzes the representations of the gaucho in the comics of Inodoro Pereyra, a character created by the Argentine comedian Roberto Fontanarrosa, in the 70s of the twentieth century. Born as a parody of Gauchesca literature, of radiotheater and of Argentine folklore, the renegau's trajectory retakes the sarmientina metaphor of civilization and barbarism, which crosses not only the History of this country, but also inscribes itself in all Latin America's political tradition. In this sense, through the comic of this gaucho, it is possible to rediscuss important issues that have marked the history of the Argentine Republic such as the oppositions between pampa and coast, unitary and federal, nationalism and cosmopolitanism, which composes the image of a divided nation. Moreover, the epopee experienced by the character allows us to resize the theme "two Argentinas". Considering that, this comic is transfixed by images related to the social imagination of this nation

Abstract:
This thesis seeks to explain Argentine and Chilean approaches to modern Pan-Americanism. It offers several significant contributions to the historiography of Pan-Americanism and Southern Cone policymaking. First, it provides a sweeping overview of Pan-Americanism as a form of regional cooperation from 1888 to 1930, gathering the various strands of Pan-American history and forming a coherent overall narrative. It introduces a two-dimensional analytical framework for understanding Pan-American cooperation as a whole. The 'first dimension' included efforts to regulate the political relationships in the Americas while the 'second dimension' was more technical, social, cultural, and commercial. Within this framework, the approaches of two participant countries (Chile and Argentina) are closely examined in parallel. Attitudes towards the US, geopolitical calculations, and economic considerations – the basis of most historical interpretations – form part of the explanation, but this thesis presents a more complicated set of actors, influences, and ideas. Inspired by the methodology of Foreign Policy Analysis and recent studies in modern regionalism, the second half of the thesis deconstructs Pan-American policies. It examines four patterns that emerged through research: changes in the organization of policymaking, the influence of non-state actors and public opinion, the rise of intermestic strands of Pan-Americanism, and the role of ideas in international relations. Each pattern is analyzed and fully substantiated using evidence selected from the narrative and supplemented by wider research. Referencing models from multiple disciplines, the chapters reveal how different actors and objectives (including stemming social crisis, gaining prestige, and demonstrating commitment to democratic governance) influenced policy at different moments. Ultimately, this thesis emphasises the interplay of factors and suggests that unpacking Pan-Americanism has implications for understanding Latin America's role in international history and modern regionalism in the Americas.

This study investigates the isotopic signatures of human skeletal remains that were recovered from several sites along the coast and inland in the north-central Patagonian region of Argentina. Human skeletal remains, dating from 2500 BP through the early historic period, are examined to determine the relative significance of terrestrial and aquatic food resources and subsequently, the extent to which coastal food resources were exploited by indigenous Argentinians. Carbon and nitrogen isotopes contained within human bone collagen and apatite are measured quantitatively to determine the relative significance of marine and terrestrial foods. This study, one of the first isotopic studies of indigenous diet on the Atlantic coast of Argentina, is significant because it provides initial results to be used for the reconstruction of aboriginal subsistence patterns prior to and after European contact.

Abstract:
Argentina was ruled by a military dictatorship from 1976-1983, and underwent a period of intense political repression. This dissertation examines how three Argentine women writers--Edna Pozzi, Martha Gavensky, and Matilde Sanchez--approach the problem of reconstructing history in the aftermath of the military dictatorship from both a feminine and feminist perspective. Three novels published after the return to democratic rule are analyzed: El lento rostro de la inocencia (1983) by Edna Pozzi, Martin o el Juego de la Oca (1986) by Martha Gavensky, and El Dock (1993) by Matilde Sanchez. The purpose of this research is to show how these works, framed as investigative narratives constructed around female absence, constitute gendered histories of the Proceso de Reorganizacion Nacional (Proceso) and the "Dirty War". The conspicuous absence of the central female subject in these novels evokes multiple levels of silence and absenting of the feminine in patriarchal society and the authoritarian state. It is suggested that these endeavor to reinscribe a multiplicity of female experiences into national history, writing against the masculinist historical tradition that has systematically "disappeared" the feminine.

Plasmada en una veintena de viajes trasatlánticos y en un conjunto heterogéneo de propuestas, proyectos y obras, esta relación estuvo marcada por frecuentes malentendidos y desencuentros que condicionaron la concreción de algunos de sus proyectos. No obstante, el valor de su obra americana, representada por dos obras extraordinarias –la Casa Curutchet en Argentina y el Carpenter Center en Estados Unidos— y por una serie de proyectos notables que no llegaron a materializarse, merece un tratamiento específico. Este artículo está dedicado a presentar una síntesis de la relación y recíproco desencuentro entre Le Corbusier y el continente americano. Abstract: The relationship between Le Corbusier and the American continent virtually encompasses his entire professional life. Embodied by about twenty transatlantic trips and a series of heterogeneous projects and buildings, this relationship was marked by frequent misunderstandings that conditioned the materialization of some of his projects. However, the significance of Le Corbusier’s work for the Americas, represented by two extraordinary buildings –the Curutchet House in Argentina and the Carpenter Center in the United States— and by a series of noteworthy projects that remained unbuilt, deserves special consideration. This article is dedicated to present an outline of the relationship and reciprocal misunderstanding between Le Corbusier and the American continent. Cada vez más, los problemas urbanos se dirimen en contextos territoriales. Si bien los orígenes del enfoque territorial datan desde hace muchas décadas, en Argentina es a partir de 1940 cuando algunos planes y artículos coinciden en hablar de la relación campo-ciudad integrada. Y, para mediados de 1960, coincidiendo con el acelerado proceso de urbanización que experimenta Latinoamérica, en las principales ciudades argentinas, se elaboran una serie de planes que introducen la idea de área metropolitana. Dos serían las causas que confluyen hacia esta nueva mirada y que dan origen a los planes territoriales-metropolitanos. En primer lugar, el contexto histórico y territorial de mediados de los años sesenta; y en segundo, las iniciativas urbanísticas europeas de los años sesenta, que conducen hacia una planificación regional. El objetivo de este texto es estudiar las principales ideas contenidas en los primeros planes metropolitanos de la ciudad de Córdoba, entendidos como experiencias prácticas de planificación territorial y como origen del espacio que hoy denominamos "territorio metropolitano" de Córdoba. Increasingly, urban problems are settled in territorial contexts. While the origins of the territorial approach date back many decades, in Argentina is from 1940 when some plans and articles speak of the rural-urban relationship. By mid-1960, coinciding with the accelerated process of urbanization experienced by Latin America, the main Argentine cities produced a series of plans that introduce the idea of metropolitan area. Two would be the causes that give rise to territoriales-metropolitanos plans. Firstly, the historical and territorial mid-1960s context; and secondly, the European urban development initiatives of the 1960s, leading to a regional planning. The objective of this text is to study the main ideas contained in the first Metropolitan plans of the city of Córdoba. They are understood as a practical planning experience and as the origin of the space that today we call metropolitan territory of Córdoba

To realise how crises are disseminated is relevant for policy makers and regulators in order to take appropriate measures to prevent or contain the propagation of crises. This study aims to analysis the financial contagion in the six main markets of Latin America (Argentina, Brazil, Chile, Colombia, Mexico and Peru) and the USA, in the period 2015-2020. Different approaches have been undertaken to carry out this analysis in order to consider the following research question, namely whether: (i) the global pandemic covid19 has accentuated the contagion between Latin American financial markets and the US? The results of the autocorrelation tests are totally coincident with those obtained by the BDS test. The rejection of the null hypothesis, i.i.d., can be explained, among other factors, by the existence of autocorrelation or by the existence of heteroscedasticity in the stock market index series, in which case the rejection of the null hypothesis is explained by non-linear dependence on data, with the exception of the Argentine market. However, significant levels of contagion were expected to occur between these regional markets and the US as a result of the global pandemic (Covid-19), which did not happen. These results may indicate the implementation of efficient diversification strategies. The authors consider that the results achieved are relevance for investors who seek opportunities in these stock markets, as well as for policy makers to carry out institutional reforms in order to increase the efficiency of stock markets and promote the sustainable growth of financial markets.

Several countries in regional Latin America, including Argentina, Brazil, Chile, Mexico, and Peru, have active nuclear programs. Most of these programs involve small research reactors typically used to create various isotopes for medical and research purposes. Until recently, the highly radioactive spent fuel from these reactors was transported to the United States when it was removed from the various reactor sites. The United States has decided to cease acceptance of these waste materials, thereby requiring these Latin American countries to develop their own methods for dealing with the highly radioactive materials. The International Atomic Energy Agency (IAEA), the arm of the United Nations (UN) that deals with all forms of radioactive materials from weapons inspections to nuclear reactor safety, has undertaken a leadership role in the development of regional Latin America’s spent fuel storage/disposal plan. Acting as an IAEA mission expert, the author of this paper has aided in the development of the teams responsible for the development of both a Type B transportation cask and a long-term storage cask for these materials. This paper will discuss the overall scope and current status of these projects as well as detail the involvement of the author in helping to develop the ability of the design team members to find viable solutions to this problem.

The influence of Pedro Luis Escrivá in the American colonial defense systemThe architect and military engineer Pedro Luis Escrivá (1490 ca. - sixteenth century), at the service of Charles V of Habsburg and the Viceroyal Court of Naples, built two bastioned fortifications designed to considerably influence the subject of territorial defense structures: The quadrangular Spanish Fort of L'Aquila (1534-1567) and the reconstruction of the Sant’Elmo Castle in Naples (1537), with an elongated six-pointed stellar plan, served as a reference point for the European and American fortifications of the period. Due to its size and versatility, the model adopted in L’Aquila was widely used in the Latin American context between the sixteenth and eighteenth centuries. It is found in countries that were Hispanic colonies such as Cuba, Mexico, Venezuela, Chile, Argentina and Uruguay; as well as in the Hispanic domains of the United States and in some of the dependent territories of the Portuguese crown, in Brazil. Based on a historical-architectural and contextual analysis of these structures, the effects of the “cultural transfer” between Europe and America will be investigated with respect to the model devised by Escrivá to promote its cultural valorization.

Wir untersuchen Zinsprognosen für die Geldmärkte in Argentinien, Brasilien, Chile, Mexiko und Venezuela, die im Zeitraum von 2001 bis 2019 in der Zeitschrift Latin American Consensus Forecasts veröffentlicht wurden. Insgesamt handelt es sich um 209 Zeitreihen mit 28.451 einzelnen Zinsprognosen. Diese Studie ist somit weitaus umfassender als alle Vorgängerstudien. Wir wenden den Diebold-Mariano-Test, den Vorzeichentest, den GOVA-Koeffizienten sowie den Test auf Unverzerrtheit an. Es zeigt sich, dass die Prognoseanstrengungen in Brasilien, Chile und Mexiko bemerkenswert erfolgreich sind. Die Prognosegüte in Argentinien und Venezuela bleibt deutlich dahinter zurück.

This paper analyzes the implementation of Fiscal Rules (FR) in Argentina. Several clear attempts to establish a FR at the national level are identified. The analysis suggests that the environment matters. The only FR that was binding in the period was approved in 2004 during an economic boom, with the country under a program with the IMF and with high political support. During the world financial crisis the expenditure ceilings were relaxed, however, and current primary expenditures soared. Simulations show that a countercyclical fund could have been implemented even after reducing highly distorting taxes at the federal and provincial levels, and at the same time securing a high level of capital expenditure as a share of GDP, had Argentina complied with the 2004 FR. Moreover, an econometric exploration of the link between flexible FRs and public investment finds that a flexible FR helps to mitigate the negative effects of fiscal consolidations on provincial public investment. Based on the previous analysis, guidelines for a proposal for a FR in Argentina are provided.

Abstract:
This report is the second output of the Decarbonising Transport in Latin American Cities project (DTLA), developed jointly by the Inter-American Development Bank (IDB) and the International Transport Forum (ITF-OECD). DTLA supports transport decarbonisation in Bogota (Colombia), Buenos Aires (Argentina), and Mexico City (Mexico). These cities were selected based on their data availability about urban transport activity. As a result of this initiative, the first report describes a review of policies and key mobility challenges to deliver on a sustainable transport system. This second report presents the development and provision of a quantitative assessment tool that allows assessing the impact of transport CO2 reduction actions and respective scenarios to 2050. Both reports facilitate policy dialogue across all relevant stakeholders and supports peer learning and best practice exchange between the case study cities and beyond. Moreover, the reports bring out the need for rethinking decarbonization policies to consider their potential for achieving other benefits related with improving the quality of the transport services, closing gender equality gaps, and improving financial sustainability of current business models.

Abstract:
In recent years, Latin America has seen the introduction of innovative pay-for-success mechanisms to fund social programs, including Social Impact Bonds (SIBs) and Development Impact Bonds (DIBs), outcome-based contracts that incorporate the use of private financing from investors to cover the upfront capital required for a provider to set up and deliver a social service. In this context, IDB Lab established a SIB Facility in 2014 to promote the focus on outcomes in social programs and increase outcomes-based commissioning. The SIB Facility has resulted in IDB Lab providing support to developing SIBs in Colombia (first SIB launched in a middle-income country), Argentina, Chile, Mexico and Brazil. Since then, several employment SIBs have launched in Colombia and Argentina and prefeasibility studies for SIBs on other topics are currently underway in Chile. This Technical Note aims to capture the lessons learnt from developing SIBs in Latin America, focusing on the five countries where the SIB Facility played a pioneering role. The study takes a retrospective view in examining what has been done and a prospective view in considering how challenges can be overcome and how lessons learnt might be considered within the IDB Lab, both at SIB level and at ecosystem level looking at the SIB ecosystems that have started to emerge. In the study, we find that the SIBs that have launched in the study countries were well designed and that there had also been thorough consideration of the advantages and disadvantages of the model.
