Abstract:
A new federal agency—approved last month by the United States Congress—is already off to a rocky start. The Advanced Research Projects Agency for Health (ARPA-H), proposed by President Biden in 2021, aims to tackle the most intractable biomedical problems by funding innovative, high-risk, high-reward research and swiftly turning discoveries into treatments and cures. But Congress gave the agency a much smaller budget than sought by the administration—$ 1 billion over 3 years, a fraction of the $6.5 billion requested. And as happens whenever there is new money and a new federal agency, a political scrum has erupted over who should control ARPA-H. It is now expected to answer to both the National Institutes of Health (NIH) and the Department of Health and Human Services (HHS). If it is to deliver on its mission, ARPA-H needs to be an autonomous entity that approaches biomedical research in a way never done before by the federal government. The stakes are high: If ARPA-H fails to produce new clinical advances relatively quickly, it will erode trust in US science. It’s time for clear thinking and action about what it will take to make ARPA-H successful.

Abstract. The performance of the ARPA-SMR Limited-area Ensemble Prediction System (LEPS), generated by nesting a limited-area model on selected members of the ECMWF targeted ensemble, is evaluated for two flood events that occurred during September 1992. The predictability of the events is studied for forecast times ranging from 2 to 4 days. The extent to which floods localised in time and space can be forecast at high resolution in probabilistic terms was investigated. Rainfall probability maps generated by both LEPS and ECMWF targeted ensembles are compared for different precipitation thresholds in order to assess the impact of enhanced resolution. At all considered forecast ranges, LEPS performs better, providing a more accurate description of the event with respect to the spatio-temporal location, as well as its intensity. In both flood cases, LEPS probability maps turn out to be a very valuable tool to assist forecasters to issue flood alerts at different forecast ranges. It is also shown that at the shortest forecast range, the deterministic prediction provided by the limited area model, when run in a higher-resolution configuration, provides a very accurate rainfall pattern and a good quantitative estimate of the total rainfall deployed in the flooded regions.

Prosecutions of looters under the U.S. Government's Archeological Resources Protection Act (ARPA) have heretofore come in cases involving federal or Indian land, thus limiting applications of the law and questions about both the law and the legal rights of artifact collectors. In this essay we examine the GE Mound case, the first prosecution and conviction of a group of looters under ARPA for interstate transport of artifacts illegally removed from private property. The GE Mound case serves as a textbook on issues that currently confront archaeology. The conflicting interests of archaeologists, looters, other artifact collectors, and Native Americans are illustrated in the legal proceedings and the controversies surrounding the prosecution. We review the proceedings and controversies to establish a factual record for this precedent-setting and politically sensitive case.

The International Maritime Consultative Organization (now IMO) carriage requirement for ARPA began to take effect in 1984 and became progressively mandatory worldwide; prior to this, for certain classes of vessels trading to the USA, a national requirement was introduced in 1982. These radar plotting aids perhaps constituted the first widespread use of computing power aboard merchant vessels. In implementation, even the early ARPAS were much more than the mere plotting aid which their name suggests. Sophisticated processing gave the navigator a system which offered significant assistance in scenario analysis, with the well known ability to display graphically the effect of a trial manoeuvre being the most active element of the system.

Radar and ARPA are used both for anti-collision purposes and for navigational purposes. The requirements for ‘ground-stabilization for navigation’ and ‘sea-stabilization for collision-avoidance’ seem to exclude each other. Since the development of True Motion radar (TM), there is the need for an input of Own Ship's velocity. Since then, the mode of velocity input and, consequently, the mode of stabilization have been the subject of controversy. The problem became even more important by the introduction of ARPA, by the use of video map overlays and by the introduction of complex integrated navigation systems including radar.

Fibrous dysplasia is an uncommon bone disease. The diagnosis is usually not difficult, given the symptoms, radiology, and histology. The gene involved is the α subunit of the G-protein receptor. Recent innovation in molecular pathology has helped us understand the mechanism of disease pathogenesis. The treatment of fibrous dysplasia is limited to maintenance of maximum bone density. Surgical reinforcement is used to treat bowing deformities and fractures as they occur. Malignant transformation of fibrous dysplasia is rare. Currently, there is no therapy for preventing the disease from advancing or for malignant transformation.

ABSTRACT In the model of the A-factor (2-isocapryloyl-3R-hydroxymethyl-γ-butyrolactone) regulatory cascade in Streptomyces griseus, A-factor binds ArpA, the A-factor receptor protein, that has bound to the adpA promoter and dissociates it from the DNA, thus inducing the transcription of adpA. AdpA switches on the transcription of a number of genes required for secondary metabolism and morphological differentiation, forming an AdpA regulon. Consistent with this model, arpA null mutants produced streptomycin and a yellow pigment in larger amounts and formed aerial hyphae from an earlier growth stage than the wild-type strain. On the other hand, mutant MK2, expressing a mutant ArpA (Trp119Ala), neither produced secondary metabolites nor formed aerial hyphae, because this A-factor-insensitive mutant ArpA always bound to and repressed the adpA promoter due to the amino acid replacement of Trp-119 with Ala. Introduction of adpA under the control of a foreign promoter into mutant MK2 restored all of the phenotypes that we could observe, which suggests that the only significant target of ArpA is adpA. In contrast to other γ-butyrolactone regulatory systems, disruption of arpA had no effect on A-factor production, indicating that ArpA does not regulate A-factor biosynthesis. Instead, A-factor production was found to be repressed by AdpA in a two-step regulatory feedback loop.

The article discusses the main physical and geographical factors, affecting the runoff of spring floods in the Arpa rivers catchment in the station Jermuk. Also the article discusses the development of a methodology for long-term forecasting of runoff volume of spring flood (WIV–VI) of river Arpa, station Jermuk. The study used data of water discharges of Arpa river catchment (station Jermuk), air temperature, precipitation, reserve water in snow at meteostation Jermuk. A linear correlation was also revealed between the values of the annual runoff and runoff of spring floods in Arpa river catchment, which can be used to predict the annual runoff. To predict the volume of spring flood runoff, regression method and obtained multivariate correlation dependencies. Assessment of statistical significance and stability the proposed models showed their «satisfactory» quality and the possibility of using in the practice of engineering and hydrological forecasts.

In this study, it is aimed to investigate the criteria affecting the marketing of barley in the stages of barley production, marketing and processing in Konya province. In the study; survey results were used which get from mixed feed (37 items) and malt factory (1 item), traders (50 items) purchasing and selling barley, and agricultural enterprises (107 items) including barley production in agricultural activities operating in Konya province. It was determined that barley varieties were not an important criterion in the selling price, while the hectoliter and other plant species do not mix into barley are the main criteria considered by agricultural enterprises to affect the sale of barley. The most important criteria that traders keep in mind when buying barley is hectoliter of barley, which is followed by moisture, colour and foreign matter confusion rate of barley. The most important criteria that factories take into consideration when purchasing barley is determined as the moisture content of the barley, followed by the hectoliter of barley and the rate of foreign matter contamination. For the malt industry; Barley variety is a very important factor in the purchase criteria, followed by barley humidity and colour.

En Occidente, la lira y el arpa han sido adoptadas como metáforas de la poesía desde hace más de dos milenios. En estos mismos términos debería comprenderse la práctica del tópico del arpa eólica en la historia de la literatura occidental. Como objetivo principal, el presente artículo realiza un recorrido por las variantes connotativas que ha adquirido el tópico del arpa eólica en la literatura latinoamericana y española, desde su aparición en el siglo XVIII hasta el siglo XX, más allá del núcleo semántico fijo que ha tenido en todas las épocas culturales. Como resultado principal del análisis, se observa que la representación literaria de este instrumento se ha canalizado, sobre todo, como tópico metapoético. Concluimos que, originado en el norte de Europa, el arpa eólica ha sido incorporada en la literatura española y latinoamericana como alegoría del poeta y del proceso de la creación poética. Abstract:
Edmund Hadnett writing in his article AIS at the Front Line in the May 2005 issue of the Journal, attributes to me the argument that ‘the automatic radar plotting aid (ARPA) should remain the principal means of assessing a risk of collision’. ARPA has never been the principal means of assessing a risk of collision and I have never argued that it has been and should remain so. My argument concerns the merits respectively of ARPA and AIS as navaids or a fusion of data from both.
