Arsenal secondaire de la Royale au XIXe siècle, Rochefort demeure pourtant, dans la continuité du siècle des Lumières, une base navale dévolue au ravitaillement des colonies. Insérée au sein du réseau des ports-arsenaux de l’État, la cité charentaise demeure un lieu de concrétisation de la politique coloniale de la France. Jusqu’à la Première Guerre mondiale, son arsenal prépare ainsi des cargaisons destinées aux possessions françaises dans les Amériques, en Afrique, en Asie et dans l’océan Pacifique. S'embarquent aussi de Rochefort et des autres ports de guerre et de commerce dans le cadre de son service colonial des milliers de passagers destinés aux outre-mers : administrateurs, officiers, soldats, colons, familles et domestiques ou encore religieux et condamnés. À l’inverse, l'arsenal est également un port de retours et d'arrivées en métropole. L’ampleur de la tâche demande en conséquence une mobilisation constante. Infrastructures portuaires, navires et réseaux d'approvisionnement sont utilisés au mieux de leurs capacités, faisant de l'arsenal de Rochefort un des centres de la logistique coloniale de l’époque. L'objet de ces travaux est donc de mettre en lumière, à partir d'un corpus documentaire riche mais trop peu exploité, cette mission singulière qu’est l’apport de soutien aux colonies depuis un arsenal de rivière comme celui de Rochefort. Il s’agit aussi de voir comment rejaillissent ses activités navales et coloniales sur une ville garnison liée au ministère de la Marine et des Colonies. Enfin, cette thèse s’attache à montrer l'importance de la logistique dans la constitution de l’empire colonial français
Secondary arsenal of the Royale in the 19th century, Rochefort nevertheless remains, in the continuity of the Age of Enlightenment, a naval base devoted to supplying the colonies. Inserted within the network of ports-arsenals of the State, the city of Charente remains a place of concretization of the colonial policy of France. Until the First World War, its arsenal thus prepared cargoes intended for French possessions in the Americas, Africa, Asia and the Pacific Ocean. Thousands of passengers destined for overseas also embarked from Rochefort and other war and commercial ports as part of its colonial service : administrators, officers, soldiers, settlers, families and servants or even religious and convicts. Conversely, the arsenal is also a port for returns and arrivals in mainland France. The magnitude of the task therefore requires constant mobilization. Port infrastructure, ships and supply networks were used to the best of their abilities, making the Rochefort arsenal one of the centers of colonial logistics at the time. From a rich but too little exploited documentary corpus, the purpose of this work is therefore to highlight this singular mission of providing support to the colonies from a river arsenal like that of Rochefort. It is also a question of seeing how its naval and colonial activities reflect on a garrison town linked to the Ministry of the Navy and the Colonies. Finally, this thesis aims to show the importance of logistics in the constitution of the French colonial empire

Ce travail propose de réinscrire l’ensemble des publications de son auteur dans le cadre d’une histoire de Rochefort, ville-arsenal de la Marine française, appréhendée sous l’angle de l’histoire des pouvoirs de l’écrit. Le cadre chronologique correspond à celui de l’activité de l’arsenal de Rochefort (1666-1927). Le repérage spécifique de ces pouvoirs donne lieu à des comparaisons avec les autres villes-arsenal. Il passe d’abord par l’analyse des fonctions de l’écrit dans l’administration de l’arsenal maritime et par l’étude de l’activité des libraires et des imprimeurs. Une place importante est également faite aux pratiques d’écriture et de lecture des savants travaillant dans les villes-arsenal, à travers l’exemple du médecin de la Marine Pierre-Adolphe Lesson. Enfin, la question de l’appropriation du livre et de l’écrit colonial est abordée en posant les problèmes historiographiques récents liés à l’étude du livre en contexte colonial
This study aims to register all the publications of its author within the framework of a history of Rochefort, city-arsenal of the French Navy, apprehended under the angle of the history of the powers of writing. The chronological frame corresponds to that of Rochefort arsenal activity (1666-1927). The specific identification of these powers gives rise to comparisons with other cities-arsenal. It begins with an analysis of the functions of writing in the administration of the Dockyard and the study of the activity of booksellers and printers. An important place is also made for the writing and reading practices of scientists working in the cities-arsenal, through the example of the Navy physician Pierre-Adolphe Lesson. Finally, the question of the appropriation of the book and the colonial writing is tackled by posing the recent historiographical problems related to the study of the book in colonial context

L'étude est centrée sur quatre entités principales en interrelation. D'un côté un homme qui fut un administrateur au service du roi, mais aussi un homme ancré dans la culture de son temps par sa bibliothèque, sa galerie et son cabinet de curiosités. D'un autre côté un lieu, qui prit naissance dans les premières années du règne personnel de Louis XIV et des ministères de Colbert, sous la forme du grand arsenal de la mairie du Ponant et de sa ville, qui devaient, l'un et l'autre, incarner l'impératif de rationalité, d'ordre et de grandeur cher au grand siècle. Ces quatre entités que furent d'une part Michel Bégon intendant de marine et de généralité, Michel Bégon bibliophile et collectionneur et d'autre part Rochefort arsenal et Rochefort ville, s'entre croisèrent de 1688 à 1710. Approfondir l'action de Michel Bégon à Rochefort permet d'illustrer le métier d'intendant sous le règne de Louis XIV puis, conduit à développer les traits distincifs de Michel Bégon. Ces traits furent liés d'une part à sa double fonction d'intendant, d'autre part à sa réputation d'érudit et de collectionneur et en troisième lieu à son engagement pour faire passer Rochefort de l'état de "colonie" à l'état de ville
This study focuses on four main entities and their interrelationship : on the one hand, a man who was not only a state administrator in the service of the king but also an individual, firmly rooted in the culture of his time, through his personnal library, his gallery and his curiosity cabinet ; on the other hand, a place that took shape in the early years of the reign of Louis XIV and Colbert administrations, in the form of the formidable naval Arsenal for the Ponant Fleet and of its town, both of which were intended to embody the ideals of reason, order and grandeur so dear to the Grand Siècle. The stories of these four entities, Michel Bégon both intendant of the fleet and provincial intendant, Michel Bégon bibliophile and collector, Rochefort the arsenal and Rochefort the town, were inextricable interwined from 16888 to 1710. A detailed examination of Michel Bégon's activities in Rochefort makes it possible to illustrate the vocation of intendant during the reign of Louis XIV and thus to elaborate the distinctive characteristics of Michel Bégon. These characteristics were linked both his dual rola as an administrative official and his reputation as scholar and collector, as well as to his determination to transform the status of Rochefort from that of "colony" to that of city

Etude consacree au fonctionnement des institutions de la marine au 18eme siecle. Il y est montre que les contrats passes par l'administration de la marine ont ete marques par certaines particularites. Ce particularisme des marches de fournitures et de travaux est domine et commande par la nation et les exigences du service public, la defense des interets maritimes du royaume. La these insiste sur le fait que l'identification des contrats conclus par la marine n'est pas realise empiriquement mais repose sur un arsenal reglementaire. Une analyse plus poussee fait apparaitre que les administrateurs ont ete plus animes par des considerations reglementaires que par des preoccupations economiques. L'originalite de la these tient a l'action jouee par la bourgeoisie negociante des grands ports de la facade atlantique, et surtout a l'importance du role tenu par les etablissements generaux de la marine
Study dedicated to the functioning working of navy institutions in the eighteenth century. Here was shown that the agreements done by the marine administration were impressed by some distinguishing features. This particularism of stores and work markets is overcome and ordered by the notion and the demands of public welfare, the defense of the kingdom interest. The thesis stress out on the fact that the identification of the contracts done by the navy is not impudently realized but rely upon on the arsenal regulation. A deeper study shows that the administrators were more and more leaded by some reflexions on regulations than economic concerns. The originality of the thesis comes from the action by the middle class merchant of great sea ports of front atlantic and especially of the role taken by the general navy establishments
