Abstract:
Arson investigation is hands down the most tedious and the robust form of investigation to go with. It is by far the multifarious and endearing type of investigation as investigating at the arson scene demands high endeavour in order to withstand from all the challenges that stood up at the scene of crime. Stringent norms have been framed by the government that defines it under section 435, 436 and 438 of IPC. In such cases, the chain of custody plays a dynamic and a crucial role as from the procurement of the most fragile samples to transporting it in the most desired form to follow the best sample preparation method before subjecting to GC analysis in order to avail the quality result. Keeping in mind the susceptibility of fire evidences American Society for Testingand Materials International has established standard guidelines for subjecting sample before GC-MS introducing solid phase micro-extraction technique linking to various GC detectors. New minds and innovation has bumped into better and more approachable forms of GC by making hybrids of it such as E-nose i.e. headspace-mass spectrometry, a strategic mass spectrometry based instrument with both qualitative and quantitative applications surpassing the bygone separation process. Revolution in the arson and analytical world is making way for non destructible techniques to serve as a better alternative to any of the GC detectors.

Abstract: Arson cases pose significant challenges to fire investigators due to the deliberate use of accelerants, which are substances that promote and expedite the spread of fire. This research paper presents an analysis of various accelerants commonly found in arson cases and explores their implications for fire investigation. The study involved a comprehensive review of existing literature, case studies, and experimental analysis of accelerant samples collected from real arson incidents. The research aims to provide a deeper understanding of the characteristics, detection methods, and forensic significance of accelerants. The analysis includes a wide range of accelerants, such as gasoline, kerosene, alcohols, and other flammable liquids commonly utilized in arson incidents. Factors affecting the selection, application, and identification of accelerants are examined, including their volatility, residue patterns, and the influence of environmental conditions. Key findings reveal the importance of accurate and timely identification of accelerants in arson investigations. The study highlights the significance of forensic techniques like gas chromatography-mass spectrometry (GC-MS) and Fourier-transform infrared spectroscopy (FTIR) in identifying and analysing accelerant residues. Abstract:
The article discusses some of the features of the investigation of criminal cases involving arson. Recommendations are given for the officers of the investigative-operational groups when planning further actions at the initial stage of the investigation of arson. The questions about the influence on the detection rate of the promptness of arrival to the place of the fire of the investigator (interrogator), about the features of collecting information at the place of the fire are touched upon. Obtaining information on the basis of special knowledge, allowing to formulate a search plan for the alleged offender and his criminological personality portrait. With the development of new technologies, for the efficiency of obtaining information from a specialist (expert) in the investigation of arson, it is necessary to use the technology of immersive telepresence (video presence). This allows for a better inspection of the crime scene in the absence of an expert (specialist) directly on the spot. The use of electronic databases and the use of modern means of communication also contribute to solving crimes related to arson hot on the trail.

Fire is the oldest danger in human history, beginning with its discovery, and is still an object of existential fear. In particular, arson is a destructive, antisocial, and deliberate crime that causes great human and economic damage to society. Therefore, this study aims to discuss the investigation rights of firefighters, which are necessary to establish a professional and scientific investigation system for arson, and to explore the question of what the fire organization should have. Above all, although firefighters have expertise in controlling fire, and are authorized to investigate crimes, arson is beyond the scope of their investigation and so they do not have the authority to directly investigate such crimes. Therefore, to strengthen the capabilities of the special fire police and increase their investigative power over arson and related crimes, the legal system should be improved so that the special fire officers can be given the primary right to investigate them.

Abstract:
One of the most important elements of the criminological characteristic of intentional destruction of property through arson is the quantitative and qualitative indicators of the commission of this crime, which include the level, structure, dynamics and geography. A full characterization of intentional destruction or damage to property by arson requires consideration of a number of criminological elements, including quantitative and qualitative indicators of intentional destruction or damage to property by arson, characterization of the offender committing intentional destruction or damage to property by arson, cause damage to property by arson. The article looks at statistics from 1960-2018 that reflect the level of crimes related to the deliberate destruction or damage to another's property by arson. The analysis is based on official statistics of the Interior Ministry of Ukraine. The focus is on the dynamics of reported crimes. The study of statistics from 1960-2018 on the deliberate destruction or damage of another's property by means of arson allows to obtain a considerable amount of useful information about the mechanism and means of arson, about the conditions and circumstances under which it was prepared and committed, the identity of the offender, etc. Identifying typical methods of arson can be the basis for developing versions, determining the direction of the investigation and the most appropriate ways to search the offender, establishing and further eliminating the circumstances contributing to the arson. The purpose and purpose of this article is to investigate statistics from 1960-2018 that reflect the results of the activities of law enforcement agencies in the detection of crimes related to the deliberate destruction and damage to property, including those committed by arson. The overall crime rate can be traced to the tables provided in the article. Investigations can form the basis of law-making activities, as well as serve as a basis for further scientific inquiries concerning the criminal-law characteristics of intentional destruction or damage to property.

Abstract:
When investigating a fire type event, one has to have in mind that maybe the most important aspect is the identification of the source of ignition. Nowadays, commercial and open-source software are available and can be used during such investigations. The fire field model - Fire Dynamics Simulator (FDS) is one of the most popular numerical model used for fire investigation. The purpose of this paper is to demonstrate the importance of computer simulations when two hypotheses, Arson effect with multiple fireplaces and electric short circuit are taken into consideration as the cause of the fire. To virtually simulate the findings at the fire site, the FDS tool (Computational Fluid Dynamics) was used. Computational simulations for the two scenarios revealed that the multiple fireplaces scenario, the initial ignition at both the warehouse and the roof of the annex, illustrates the effects of the fire in a similar way to those found at the site, while the scenario with the initial source on the wall of the room with the electrical panel produces a fire located at the level of the construction and is not transmitted to the annex. Consequently, the results obtained validate the multiple outbreak (Arson effect) scenario.

This study investigated the antecedents and psychological processes inherent in firesetting within an adult intellectually disabled population. A qualitative methodology, grounded theory (GT) was employed to explore the experience of firesetting through verbal self-report. A sample of eight males with mild intellectual disabilities under the care of forensic learning disability services participated in interviews which ranged from 27 minutes 14 seconds to 1 hour 21 minutes 22 seconds. The data produced a preliminary GT which identified eight conceptual categories: Managing internal affect states, the experience of adversity, unsafe others, engagement in multiple offending behaviours, voice entitlement, experiences of fire, and mediators of risk and the function of firesetting. These conceptual categories were linked by an overarching core category of ‘powerlessness’ which was evident in several areas of the participants’ lives and experiences of firesetting. It was concluded that this sense of powerlessness along with the conceptual categories should be considered when risk assessing, delivering firesetting specific treatment and psychological interventions. The clinical implications are discussed and suggestions are made for replication of the current study with larger, more diverse samples and future directions for further research are proposed.

Abstract:
One of the lowest prosecuted crimes in western civilisation is arson. Defence ‘experts’ may be able to discredit a prosecution charge by demonstrating that there are alternative causes for the fire that their defendant was being accused of setting, which were not investigated thoroughly, nor disproved. Unlike many other crimes, a fire may not be detected as arson until the final stages of an investigation, whereas with most other crimes, there is an obvious victim of a crime in the early stages of an investigation. The investigation of fires can be extremely complex. Fire investigators need to ensure that they have conducted their investigation using a systematic and rigorous methodology so that their findings can with-stand any challenges. At the beginning of this project, it was identified that there was a fundamental lack of a systematic methodology to investigate the cause of fires and a need for one to be developed. To address this need, a series of 23 Fire Investigation Road Maps (FIRMs) have been designed, developed and tested at real fire scenes and also during cold case fire investigation reviews to assist a competent fire investigator conduct a thorough, rigorous and systematic investigation to determine the origin and cause of a fire. It is the cause of the fire, that being the ignition source, first combustible material to become ignited and the mechanism that brought the two together which will determine whether the fire was started accidentally or deliberately. The FIRMs are based on the application of the Scientific Method and are divided into groups and categories to ensure a rigorous and thorough process is carried out during an investigation. Some examples of applications of the FIRMs during fire investigations when working with the police, forensic scientists and insurance investigators are the Bethnal Green Road two fire fighter fatalities; ‘Operation Refit’, reviewing the murder of Wayne Trotter; the Iron Mountain data storage depot in East London and the fire in the high rise flats, Lakanal, where six occupants lost their lives. The outcomes of these examples, and many other fire investigations, when applying the FIRMs have demonstrated to the relevant authorities, including several Coroners, that a complete and accurate fire investigation has been conducted. Utilising the FIRMs during a fire investigation will benefit society by enabling existing data to be gathered, documented, analysed and made available for many interested parties, such as Coroners, civil and criminal prosecutors or used to identify any fire safety issues which need addressing. The accurate identification of the cause of a fire, with supporting forensic evidence, will assist the courts in making decisions as to whether the fire was accidental, deliberate or the result of a design or system failure. In the circumstances of deliberate fires, the FIRMs will support any subsequent prosecutions and help increase the low arson prosecution rates that currently exist.

Quels potentiels de l’art permettent-ils toutefois d’envisager un horizon commun ? Comment l’art et la recherche se proposent t-ils d’expérimenter et d’inventer des outils, des formes partageables, des alternatives concrètes pour renouveler nos modes d’échange, de partage, d’attention, d’adresse et d’imaginaire ? L’angle adopté dans ce doctorat ne consiste pas à recenser des formes plastiques au travers d’une histoire de l’art, mais à saisir ce qui, dans leur motif, relève du désir de « collectif » de l’artiste, et même du travail du « commun » comme œuvre principale. Il s’agit de revenir à cette vérité première de l’art comme « instauration » d’une communauté ouverte, tant par le concernement écologique de l’artiste que par son inscription dans une éthique du soin (care).De ce fait, le travail artistique oscille bien entre la polarité négative d’une crise de la production/reproduction à l’heure de l’Anthropocène et la polarité positive d’une quête d’identité par la pluralité des inscriptions environnementales et sociales de l’artiste. Quant aux pratiques mobilisées ici, en adéquation avec le parti-pris théorique,I Can Swim Home expérimente les voies de l’enquête sur la « reconnexion » (de l’artiste au milieu de l’art, de l’art au vivant) à partir de deux terrains méditerranéens, la Villa Arson et les Îles de Lérins. This creation/thesis revolves around a medium-length film – I Can Swim Home (I Can Swim Home), questioning the renewal of forms and the artist’s practice in a context of global crisis (environmental crises, health crisis, economical, political and institutional crisis.) What leads may art provide toward envisioning a communal horizon? How may art, through research and experimentation, contribute to invent tools and practical alternatives allowing us to renew our modes of exchanging, sharing, attention, and imagining? This research doesnot aim to make an inventory of forms throughout art history, but to underline what, in the patterns encountered therein, might reveal the artist’s desire to invoke the collective, and to invoke commonality as the nature of the work itself. I C S H aims to go back to one of art’s primary truth: the “inauguration” of an open community, relying upon both the ecological concern of the artist and their adhesion to an ethics of care. The work of the artist will therefore oscillate between the negative pole of the crisis of production/reproduction in the era of the Anthropocene, and the positive pole of a quest for an identity through the plurality of their environmental and social inscriptions. In line with this theoretical stance, through the multiplicity of practices it implements, I C S H constitutes an experiment in investigating “reconnection” (between the artist and the art world, between art and the living), situated in two Mediterranean sites, the Villa Arson and the Lerins Islands.I Can Swim Home is a multiform comprehensive work including a fictional film, a number of collective moments of intensification of the aesthetical experience, a research notebook documenting the artist’s intuitions and questioning, and a critical analysis of the artist’s practice, inviting entities and individuals to partake into the aesthetic invention

Dirk Schneider for achieving the academic degree of Dr.-Ing. of the Faculty of Forestry, Geo and Hydro Sciences of the Technical University of Dresden with the title: “Early Detection of Fires in Areas of Forests and other Vegetation” Fires threaten and destroy extensive forest and vegetation areas every year, endangering people and its settlements, leading to significant pressures on the environment and destroying considerable high value resources. The expenditures in manpower, logistics and finance for safety in general and fire suppression in particular are considerable. To minimize these varied and extensive consequences of fires, early detection is desirable, making an effective firefighting strategy possible. This early detection is particularly of importance in remote, large-scale areas and territories not under observation by the population, especially if they are subject to an increased or high vulnerability. After investigating and considering the causes, that repeatedly lead to forest fires not only in the Federal Republic of Germany but worldwide, the author describes different traditional and modern methods for early detection of fires in areas of forests and other vegetation. Furthermore the author develops a performance item catalog, basing on practical and economic experience, by which not only novel early warning systems can be developed, but the systems and methods described in the present study also are assessed and compared. The comparison of various early warning systems is guided not only by means of technical features, but also from an economic perspective. Financial calculation methods, staff costs and the peculiarities in public administration are particularly noted. The author also shows the different parameters that influence the selection of an appropriate early warning system for the detection of forest and vegetation areas. It becomes clear that it is the scene of the incident with its specific parameters that determines the most useful early warning system.

Abstract:
The dissertation examines topics related to the formation of supercapacitors using plasma technology and their analysis. Plasma spray technology was used to form supercapacitors electrodes. Carbon was deposited on stainless steel surface using the atmospheric pressure argon-acetylene plasma. The deposition of nickel oxide on the surface of carbon electrodes was made using magnetron sputtering method. The influence of acetylene amount to the supercapacitors electrodes and the electrical characteristics of the structure were estimated. The nickel oxide influence to the electrical parameters of supercapacitor carbon electrodes, structure and microrelief was assessed too. The etching of carbon electrodes surface with oxygen plasma was performed and its impact on the capacitors electrical parameters and carbon electrode structure was evaluated. Mathematical modeling was used to theoretically estimate the influence of oxygen plasma to the supercapacitor carbon electrode surface microrelief. The anisotropic growth of carbon surface relief and isotropic surface erosion mechanism was theoretically explained. The impact mechanism of the acetylene content and plasmatron power to the carbon electrode structure and electrical parameters was qualitatively explained. The mechanism for understanding the influence of NiO content on the carbon electrodes to the supercapacitor electrical parameters and electrode structure was proposed.
Disertacijoje nagrinėjama tematika yra susijusi su superkondensatorių formavimu ir jų tyrimais naudojant plazmines technologijas. Superkondensatorių elektrodams formuoti panaudota plazminio purškimo technologija. Anglis ant nerūdijančio plieno paviršiaus užnešta panaudojant atmosferinio slėgio argono-acetileno plazmą. Nikelio oksidui nusodinti ant anglies elektrodų paviršiaus panaudotas magnetroninio garinimo metodas. Įvertinta acetileno kiekio įtaka superkondensatorių elektrinėms charakteristikoms ir elektrodų struktūrai. Tai pat įvertinta nikelio oksido kiekio įtaka superkondensatorių anglies elektrodų elektriniams parametrams, struktūrai bei mikroreljefui. Atliktas anglies elektrodų paviršiaus ėsdinimas deguonies plazma ir įvertintas jo poveikis kondensatorių elektriniams parametrams ir anglies elektrodų struktūrai. Matematiniu modeliavimu teoriškai įvertinta deguonies plazmos įtaka superkondensatorių anglies elektrodų paviršiaus mikroreljefui. Teoriškai pagrįstas anglies dangos reljefo anizotropinis augimas ir izotropinės paviršiaus erozijos mechanizmas. Kokybiškai paaiškintas acetileno kiekio ir plazmotrono galios įtakos mechanizmas anglies elektrodų struktūrai ir elektriniams parametrams. Abstract:
This thesis deals with a one and two dimensional numerical modeling of a low-pressure DC glow discharge in argon gas. We develop two-component fluid model which uses the diffusion-drift theory for the gas discharge plasma and consists of continuity equations for electrons and ions, as well as Poisson equation for electric field. Numerical method is based on the control volume technique. Calculations are carried out in MATLAB environment. Computed results are compared with the classic theory of glow discharges and available experimental data.

This work was supported by the Agency for Research and Development under the contract no. APVV-17-0217.Every year fires cause big damage to society, property, environment, buildings and infrastructure and pose a threat to life and health of persons in endangered areas. In most cases arson serves as insurance fraud or cover up any crime (e.g. robbery, embezzlement). However, there may be other reasons, e.g. in the case of the Commission of the European Union, the use of the product in envy, hatred, threats, blackmail, competitive struggle. Or social, political, or ethnic differences. In several cases, arson was used as a so-called 'arson attack'. The false flag, that is, the arsonist used the fire to accuse his enemy and took advantage of the wave of recourse that subsequently was raised against him. The circumstances of the cause and the fire are under investigation. After extinguishing a fire, it is standard procedure to seek and then either confirm, refute or further examine the possibility of intentional formation. In most countries of the world, arson is treated as a crime and seen as harming a stranger or a threat to life.

Molecular dynamics simulations are used to investigate the subcritical and supercritical evaporation of a Lennard-Jones (LJ) argon nanodroplet in its own vapor. Using a new technique to control both the ambient temperature and pressure, a range of conditions are considered to define a transition line between subcritical and supercritical evaporation. The evaporation is considered to be supercritical if the surface temperature of the droplet reaches the LJ argon critical temperature during its lifetime. Between ambient temperatures of 300 K and 800 K, the transition from subcritical to supercritical evaporation is observed to occur at an ambient pressure 1.4 times greater than the LJ argon critical pressure. For subcritical conditions, the droplet lifetimes obtained from the simulations are compared to independently predicted lifetimes from the D2 law.

Carbon capture has been deemed crucial by the Intergovernmental Panel on Climate Change if the world is to achieve the ambitious goals stated in the Paris agreement. A deeper integration of renewable energy sources is also needed if we are to mitigate the large amount of greenhouse gas emitted as a result of increasing world fossil fuel energy consumption. These new power technologies bring an increased need for distributed fast dispatch power and energy storage that counteract their intermittent nature. A novel technological approach to provide fast dispatch emission free power is the use of the Argon Power Cycle, a technology that makes carbon capture an integral part of its functioning principle. The core concept behind this technology is a closed loop internal combustion engine cycle working with a monoatomic gas in concert with a membrane gas separation unit. By replacing the working fluid of internal combustion engines with a synthetic mixture of monoatomic gases and oxygen, the theoretical thermal efficiency can be increased up to 80%, more than 20% over conventional air cycles. Furthermore, the absence of nitrogen in the system prevents formation of nitrogen oxides, eliminating the need for expensive exhaust gas after-treatment and allowing for efficient use of renewable generated hydrogen fuel. In the case of hydrocarbon fuels, the closed loop nature of the cycle affords to boost the pressure and concentration of gases in the exhaust stream at no penalty to the cycle, providing the driving force to cost effective gas membrane separation of carbon dioxide. In this work we investigated the potential benefits of the Argon Power Cycle to improve upon current stationary power generation systems regarding efficiency, air pollutants and greenhouse gas emissions. A cooperative fuel research engine was used to carry out experiments and evaluate engine performance in relation to its air breathing counterpart. A 30% efficiency improvement was achieved and results showed a reduction on engine heat losses and an overall increase on the indicated mean effective pressure, despite the lesser oxygen content present in the working fluid. Greenhouse gas emissions were reduced as expected due to a substantial increase in efficiency and nitric oxides were eliminated as it was expected. Numerical simulation were carried out to predict the performance and energy penalty of a membrane separation unit. Energy penalties as low as 2% were obtained capturing 100% of the carbon dioxide generated.

Abstract Conventional mechanical sample preparation is a difficult and uncontrolled process that does not allow targeting of a specific depth or layer. Because of the difficulties presented by mechanical sample preparation, there has been an emergence of beam-based techniques for device delayering applications. Cross-sectioning is another commonly used technique used in microelectronics industry investigations; when combined with delayering, one can gain complete knowledge about a device's faults. This paper presents a development in semiconductor device investigation using low energy, broad-beam argon ion milling. The results highlight that broad-beam Ar ion milling produces excellent surface quality, which allows high resolution scanning electron microscope observation and energy dispersive spectrometry analyses, even at low energy.

The NIJ Technology Working Group’s Operational Requirements (TWG ORs) for Fire and Arson Investigation have included several scientific research needs that require knowledge of the thermophysical properties of materials that are common in the built environment, and therefore likely to be involved in a fire scene. The specific areas of research include: adequate materials property data inputs for accurate computer models, understanding the effect of materials properties on the development and interpretation of fire patterns, and evaluation of incident heat flux profiles to walls and neighboring items in support of fire model validation. These topics certainly address, in a concise way, many of the gaps that limit the analysis capability of fire investigators and engineers. Each of the three aforementioned research topics rely, in part, on accurate knowledge of the physical conditions of a material prior to the fire, how the material will respond to the exposure of heat, and how it will perform once it has ignited. This general information is required to visually assess a fire scene. The same information is needed by investigators to estimate the evolution and consequences of a fire incident using a computer model. Data sources that are currently most commonly used to determine the required properties and model inputs are outdated and incomplete. This report includes the literature review used to provide a technical approach to developing a materials database for use in fire investigations and computational fire models. A summary of the input from the project technical panel is presented which guided the initial selection of materials to be included in the database as well as the selection of test measurements.
