Abstract:
Which libraries do you use and how do your use them? Having lived rather isolated I have felt the need to build up my own library. In younger days I used the local public library quite a lot. Their collection of art books was rather meagre, but it was still a strong inspiration. They had got several current art magazines as well, both Norwegian and international. I still use’ public libraries, especially their collection of fiction, poetry, philosophy, etc., which is quite good. They provide the information they have not got themselves through inter-library lending, and the services have been quite satisfactory. Apart from the library of the Statens Kunstakademi (National Academy of Fine Art) I have never used a ‘professional’ art library.

Abstract:
Peer-to-peer lending, also known as P2P lending, is the new generation loan disbursement process, where lenders and borrowers communicate through online services. Loans through P2P lending platforms are generally unsecured, due to the presence of borrowers with low credit scores. Lendingclub dataset, consisting of quantitative and qualitative information of borrowers from 2007 to 2011, is taken for the research. Machine learning models trained with such imbalanced dataset consists of biasing towards major class samples. The model performs significantly well on major class (safe borrowers) in terms of high precision but does not perform significantly well on minor class (defaulted) borrowers and provides low recall on minor class samples. To deal with the issue, a novel undersampling algorithm based on the combination of spectral clustering and cost sensitive deep neural network (SCCSDNN) is proposed. Experimental results showcased the outstanding performance of the proposed technique, and it outperforms state of the art undersampling, oversampling and ensemble resampling techniques.

Abstract:
People faced unemployment issues as an impact of the COVID-19 pandemic. The study examined entrepreneurial livelihoods as a potential source of income for aspiring entrepreneurs to start businesses to address the issue. This study employed a qualitative-narrative research design with a phenomenological approach, involving one focus group discussion with 12 participants and in-depth interviews with ten informants from Bangued, Abra, Philippines, micro-enterprise owners. The results of the study reveal that the lived experiences of the experienced entrepreneurs in overcoming poverty and establishing micro-business ventures exemplified how entrepreneurial ventures assist and contribute to Abra, Philippines' unemployment solution. Participants are overcoming these challenges by operating micro-businesses such as food selling, consulting, personal services, pet care, retail, home-based online business, rental business, events business, agri-business, summer events, recycling, printing, health and beauty, tourism, rent-a-car, home repair and improvement, and real estate. Among the study's implications are a well-established and viable livelihood intervention program by the local government aimed at alleviating unemployment; and the government's provision of seed capital to beginning entrepreneurs in collaboration with its lending institutions. Comparative studies on the lived experiences of workers in the manufacturing, service, and retail sectors may be highlighted and used as valuable data sources to validate the findings of this study.

Raubenheimer, Jenny. "Enhancing resource sharing with a state-of-the-art transportation system in a large open distance learning (ODL) institution in South Africa." Interlending & Document Supply 42, no. 2/3 (August 12, 2014): 125–30. http://dx.doi.org/10.1108/ilds-05-2014-0026.

Abstract:
Purpose – The purpose of the paper is to investigate the enhancement of resource sharing with a state-of-the-art transportation system in a large open distance learning (ODL) institution in South Africa. The University of South Africa (UNISA) is an ODL institution, and it has the largest academic library of its kind in Africa. The University is acknowledged as one of the mega-universities of the world with a student body approaching 400 000. In addition to providing an inter-lending service to this large student body and to 3,000 staff, the UNISA Library is a net-lender within South Africa’s inter-lending and resource sharing network. The Library’s inter-lending service forms part of the request services available to all its clients and to the wider community of participating libraries. Daily, an average of 2000 requests is received for processing, retrieval and delivery. This paper provides a brief overview of how the Library’s request service is managed and will discuss the technologies used to speed up the request process. It focuses on an automated radio frequency identification (RFID) transportation system to be implemented as part of the 21st century, newly redesigned UNISA Library. To ensure the speedy availability of material on the shelves after return, this system automatically transports materials via a Paternoster book lift to the respective levels within the Library. Design/methodology/approach – The methodology used in this investigation encompassed a literature study and a study visit to a library where this automated delivery system had been implemented and information was gained from relevant service suppliers. Findings – The UNISA Library found that it is feasible to use the system in terms of the large number of books to be transported from drop-off points to the respective levels. In accordance with the investigation of the number of trolleys to be pushed daily by staff from one point to another, the installation of an automated system will allow more time for shelf maintenance staff to attend to the processing of requests for material and other important but less urgent duties. This will impact positively on the speed of delivery of requests submitted by ODL clients who cannot visit the libraries together with those submitted by local and international inter-library loan partners who depend on the UNISA Library as a net-lender for material not available in their own collections. This will impact positively on availability of material on the shelves and the speed of delivery of requests for information resources submitted by ODL clients who cannot visit the ODL libraries and inter-library loan partners, nationally and internationally, who depend on the UNISA Library as a net-lender for material not available in their own collections. Originality/value – Because rapid delivery of requested information resources has become very important to ensure just in time information, it is important to implement an internal delivery system to support the inter-lending process. This study is useful for libraries that need to deliver many physical items to a large client body.

Abstract:
Abstract The aim of this article is to comprehend the register of existence and the developing of social art practices and discourses in Cluj-Napoca, citing the example of the contemporary art space The Paintbrush Factory, established in 2009. Analysing the operation mode/modus operandi of artists, curators, and cultural agents of Cluj-Napoca, I study the creative pattern based on reaction as a response to the undergoing changes within the socio-political environment of the city as well as those on a global scale. The wider expansion of the urban regeneration theory, that attributes an economic growth factor to culture (based on the existence of creative industries), persuades the local authorities to create a new narrative of a Cluj-Napoca based on the image of a creative city. The Paintbrush Factory is precisely the success story – with a grassroots background, and international standing – that Cluj-Napoca Town Hall needed to legitimise its new development project that sought to put the city on Europe’s map. This ambition of the authorities is reflected in the application for the title of European Cultural Capital 2021. The story of the Paintbrush Factory mirrors this precise transformation of the city, which sees the industrial production being replaced by symbolic production. During this process factories are literally replaced by IT firms and adjacent services, while The Paintbrush Factory that had benefited from a long-term rental of a factory space is eventually displaced in this massive gentrification course of the city.

Abstract:
Machine learning based systems and products are reaching society at large in many aspects of everyday life, including financial lending, online advertising, pretrial and immigration detention, child maltreatment screening, health care, social services, and education. This phenomenon has been accompanied by an increase in concern about the ethical issues that may rise from the adoption of these technologies. In response to this concern, a new area of machine learning has recently emerged that studies how to address disparate treatment caused by algorithmic errors and bias in the data. The central question is how to ensure that the learned model does not treat subgroups in the population unfairly. While the design of solutions to this issue requires an interdisciplinary effort, fundamental progress can only be achieved through a radical change in the machine learning paradigm. In this work, we will describe the state of the art on algorithmic fairness using statistical learning theory, machine learning, and deep learning approaches that are able to learn fair models and data representation.

Abstract:
The paper deals with the bicycle center infrastructure in a city, which becomes popular every year, but is not yet studied properly. Little attention is devoted to the spatial development for two-wheeled vehicles, so there are many problems to be discussed and solved. The purpose of this paper is to determine the types of bicycle centers in the structure of a city, from the main and central to regional and peripheral that connect all urban areas. Moving along the bicycle paths from home to a large bicycle center and back to home, one can communicate in bicycle centers. Less functional peripheral centers provide repair services, bicycle rental and small recreation. The city of Rostov-on-Don is taken as an example. The following parameters are determined: optimum distance between bicycle centers of different types, their functional content, bicycle center location in the city. In the future, it is possible to arrange such centers in any city due to their unification. The model of the bicycle center network is proposed for the city of Rostov-on-Don, that are characterized by different area and multifunctional purposes for each district to attract people. The main bicycle center includes sports grounds, bicycle track, rock climbers, skate park, gyms, ski jumping hall and other sports facilities. Roof-top bike trails, amphitheater with a street stage, art spaces, go-karting can be arranged on the territory of these centers.

Abstract:
"Physical culture" and "sport" are considered, first and foremost, in social terms, as a specific sphere of society's life (physical culture and health), an educational sphere (training and development of specialists in the field), and a competitive one (generating income and competitive advantages). Secondly, from an economic point of view, as a branch of the non-productive sphere, this field is a type of activity, useful from a social point of view, because it offers the population various types of services. This activity is carried out by enterprises, institutions, organizations of various forms of ownership and departmental affiliation, including individuals. According to the classification of the branches of the national economy in the Republic of Moldova, physical culture and sports are an integral part of the industry "Art, recreation and leisure activities" [3]. However, there is every reason to believe that this sphere has now formed an independent branch of the national economy, whose main product is social and cultural services, offering organized forms of exercise and sport for various purposes, as well as activities to ensure for its beneficiaries, sports facilities, organization of services, provision of sports competitions and entertainment events, professional training, scientific research, trade, rental and maintenance of sports equipment and inventory, sports insurance services, etc. Also, individuals and sports entities are the most important subjects of market relations in this field. Experts define a service as a type of activity that aims to meet the needs of others, in the process of which does not create a new material product, previously non-existent, but changes the quality of an existing product, created, i.e. services are provided (these are benefits provided not in the form of things, but in the form of socially useful activities). Thus, the provision of services itself creates the desired result. In this context, we can mention that sports services can be defined as a set of forms of activity, socio-pedagogical developed to meet the needs of different socio-demographic groups of the population towards improving fitness or to make a sports show.

Abstract:
After reviewing recent developments in the uptake of agricultural mechanization in Ghana, and the factors that are driving the growth in farmers’ demand, this chapter discusses supply-side constraints to greater mechanization, and evaluates the government’s program of subsidized tractors through Agricultural Mechanization Services Centers (AMSECs). The chapter concludes that such interventions often lead to market distortions in machinery prices, encouraging rent-seeking behavior, and discouraging the development of private sector supply system. The program is also unnecessarily costly to the public sector. Instead, the government would be more effective in achieving its goals if it were to withdraw from the AMSEC program and instead play a more complementary and supporting role to the private sector. This might include funding appropriate mechanization research, technical training of young mechanics, and ensuring that financial institutions can provide the longer-term lending needed by private agents and farmers in the mechanization supply chain.
