This article aims to analyse the pitfalls and prospects of the preliminary examinations Prosecutor’s Office of the International Criminal Court (otp) into the situation in Palestine. The otp opened the preliminary examination into the situation in Palestine on 16 January 2015 covering the timeframe as of 13 June 2014, the start of Israel’s military operation – ‘Protective Edge’ – into Gaza. The request of Palestine to investigate aims also at alleged crimes committed on ‘occupied territories’ by Israel. One of the most pertinent questions will be the basis upon which the otp is to determine this qualification of occupied territories. The authors introduce legal rights to the territories, through a teleological interpretation of Art. 21(1)(b). Rome Statute, within the prosecutorial test of Art. 53(1) Rome Statute, i.e. the existence of ‘a reasonable basis to proceed’ to initiate an investigation.

Abstract:
Abstract Objectives.—To evaluate the occurrence of acquired hemophilia in patients with hematologic malignancies and to assess their response to treatment. Design.—Data on 8 patients with hematologic neoplastic disorders and inhibitor against factor VIII were analyzed retrospectively. Setting.—Three large tertiary-care centers. Results.—All 8 patients presented with spontaneous or posttraumatic hemorrhages. The mean inhibitor titer at the time of diagnosis was 79 Bethesda units (BU), and residual factor VIII activity was detectable in 3 patients. The inhibitor disappeared in 5 patients after a mean of 92 days, but persisted in the 3 other patients. The patients who achieved complete resolution of their circulating anticoagulant had lower mean inhibitor titers at the time of diagnosis than those who had persistent inhibitor (27 BU vs 167 BU, respectively). Two patients died as a result of major hemorrhages that did not respond to treatment. Conclusions.—Antibodies against factor VIII may be responsible for some bleeding episodes in patients with lymphoid or myeloid malignancies. Acquired hemophilia in this setting should be differentiated from other causes of bleeding because the approach to treatment is different. No conclusion can be drawn regarding the association between the activity of the underlying illness and the inhibitor titer, although it appears that at least in some patients such a relationship may exist. The underlying pathogenetic mechanisms responsible for the production of autoantibodies against factor VIII remain unclear, but we provide a few explanations in this article.

AbstractAt first glance, merely the ‘ordering’ of displacement seems to be prohibited in non-international armed conflict. However, after interpreting Article 17(1) AP II and Rule 129(B) of the ICRC Customary Law Study with particular regard to State practice and opinio juris, the author concludes that these norms prohibit forced displacement regardless of whether it is ordered or not. On the other hand, the ICC Elements of Crimes for the crime of forced displacement under Article 8(2)(e)(viii) ICC Statute require an order. It remains to be seen whether the ICC adopts that interpretation in its jurisprudence.

Abstract:
This article presents the analysis of the legal aspects of administrative systems for reporting problems and ideas using maps (geolocation – spatial data) via the Internet. As part of the analysis of such systems, the 19115 system functioning in Warsaw was presented in detail. In the article, the legal regulation of the 19115 system which is of an intra-organizational character was referred to the provisions of generally binding laws – Section VIII of the Code of Administrative Procedure and the Regulation of the Council of Ministers of 8 January 2002 on the organization of receipt and processing of complaints and requests. The research confirmed that the functional interpretation of these laws leads to the conclusion that the systems at issue are generally consistent with them. The problems and ideas submitted by residents through such systems should be treated as requests within the meaning of the Code of Administrative Procedure. However, in order to avoid doubts and practical difficulties, it is advisable to amend Section VIII of the Administrative Procedure Code and the Regulation of the Council of Ministers of 8 January 2002 on the organization of the receipt and processing of complaints and requests in accordance with the submitted de lege ferenda conclusions. They assume, inter alia, the introduction of an explicit legal basis for establishing such systems.

This article analyses the scope of the jurisdiction of the International Criminal Court (ICC) over the Israeli settlement enterprise in the West Bank. The author has found that this scope differs fundamentally between acts of direct transfer and indirect transfer because of Israel's status as a non-member state of the Rome Statute of the ICC and the specific nature of Article 8(2)(b)(viii). Whereas procedural arguments relating to third party rights do not prove to be valid jurisdictional obstacles, the Court's temporal and territorial jurisdiction could nevertheless be limited to acts of direct population transfer committed after April 2015. In conclusion, the article argues that the most promising strategy for the Office of the Prosecutor would be to focus on recent large-scale instances of direct transfer.

AbstractIn this article I discuss the Letter of Peter to Philip, one of the gnostic documents found in the Nag Hammadi collection, as well as in the recently published Codex Tchacos. In prior work on the Letter, questions have been raised with regard to its overall coherence, the precise nature of its relationship to the canonical book of Acts, and the reasons for including it in Nag Hammadi Codex VIII in late antiquity. In my response to these questions, I demonstrate that it is a coherent work; that it is solidly grounded in a specific (albeit somewhat fictional) historical context, namely that of Acts 7-8; and that its presence in codex VIII makes good sense given the codex's underlying logic. The Letter has also been treated in the past as a Petrine document; I demonstrate that in fact it is extremely indebted to a Pauline view of revelation and enlightenment, drawing specifically on the account of Paul's revelation in Acts 9. Thus in contrast to older views that saw the Letter as an incoherent, Petrine work making scattershot use of Lukan references and placed in codex VIII as “filler,” I demonstrate that it is a quite coherent, Pauline work that operates within a precise context in the Actsian historical plan, and that its presence in Codex VIII illuminates the logic underlying that codex's arrangement. In all of this, my emphasis is firmly on the narrative aspects of the frame story part of the Letter, rather than privileging the content of the esoteric revelation delivered by Jesus, as has been done in the past.

Abstract:
Dispositional risk factors for developing the immune-type of heparin-induced thrombocytopenia (HIT) are yet unclear. This article presents a long-term follow-up of patients with HIT to define possible risk factors that may increase the risk of HIT. The clinical course of acute HIT was analyzed retrospectively in 52 patients with HIT. Thirteen patients died;8 due to HIT. A follow-up investigation was performed in 28 of the remaining 39 patients 29 ± 12 months after the onset of HIT, including genotyping for the factor V G1691A- and the prothrombin G20210A-mutation, measurement of antithrombin, protein C, protein S, factor VIII, and factor XII activity as well as the concentration of antiphospholipid antibodies. The results were compared to an age- and sex-matched control group. New thromboembolic events and re-exposure to heparin were also documented. No difference between patients and controls was observed concerning the factor V Leiden mutation, the prothrombin mutation, factor XII, antithrombin, protein S, or protein C deficiency and antiphospholipid antibodies. Increased factor VIII activity was found in 16 of 21 HIT patients compared to 4 of 21 controls (p=0.0005). New thromboembolic events developed in 5 patients within 9 months after HIT. One patient had been re-exposed to heparin 9 months after acute HIT without any complications. Increased factor VIII activity was frequently observed in patients in whom HIT developed. Thromboembolic complications within the first months after onset of HIT occurred often.

Artikel ini mengungkapkan penggunaan gaya bahasa pada puisi siswa SMP Negeri 1 Pasirkuda. Penelitian dilakukan untuk mengetahui bagaimana kemampuan siswa dalam menggunakan gaya bahasa repetisi, hiperbol, dan personifikasi ketika menulis puisi. Selain itu, penelitian dilakukan untuk mengetahui gaya bahasa yang paling dominan digunakan oleh siswa. Metode yang digunakan adalah metode deskriptif kualitatif dengan teknik pengumpulan data berupa dokumentasi untuk mengumpulkan data sekunder. Hasil penelitian menunjukkan bahwa terdapat 22 gaya bahasa yang digunakan siswa pada puisinya; gaya bahasa personifikasi paling mendominasi gaya bahasa pada puisi siswa, yakni ditemukan 9 kali penggunaan gaya bahasa personifikasi; gaya bahasa hiperbol menduduki urutan kedua gaya bahasa yang paling banyak digunakan pada puisi siswa, yakni digunakan sebanyak 8 kali; dan gaya bahasa repetisi menduduki urutan terakhir gaya bahasa yang paling banyak digunakan pada puisi siswa, yakni digunakan sebanyak 5 kali.Kata kunci: puisi, repetisi, hiperbol, personifikasiThis article reveals the use of language style in poetry of SMP Negeri 1 Pasirkuda students. The study was conducted to find out how students' abilities in using repetition, hyperbolic, and personification style when writing poetry. In addition, research was conducted to find out the most dominant language style used by students. The method used is a descriptive qualitative method with data collection techniques in the form of documentation to collect secondary data. The results showed that there were 22 styles of language used by students in his poetry; personification language style dominates the language style of students' poetry, which is found 9 times the use of personification language style; hyperbolic language style ranks second most widely used language style in student poetry, which is used 8 times; and repetition style ranks last in the style of language most widely used in student poetry, which is used 5 times. Ce travail se propose de rendre compte d’une expérience vécue dans le domaine du théâtre où création et enseignement au sein de l’université Paris 8 vont de pair, se sont sans cesse alimentés l’un à l’autre et ne sauraient être dissociés. L’enjeu est de témoigner de cette unité organique du mouvement créateur telle qu’elle s’est imposée à moi dans mon parcours personnel. La première partie de la thèse a pour thème la formation dans ses deux versants : celle que l’on reçoit, celle que l’on transmet en la transformant. La seconde partie aborde l’activité de metteur en scène dans le cadre professionnel comme prolongement et va-et-vient avec l’activité d’enseignement à Paris 8 autour des créations successives qui ponctuent mon parcours, avec plusieurs auteurs ou inspirateurs : d’abord Valère Novarina (le passeur qui me permit de me transporter d’un lieu à l’autre), puis Paul Claudel, François Rabelais et Homère. Une conclusion revient sur ce que fut pour moi l’aventure théâtrale dans la perspective à double foyer (enseignement et création) où je l’ai maintenue : une célébration de la langue dans tous ses états, qui finit par prendre l’allure d’une épopée, d’une odyssée…<br>This work intends to report an experience lived in the field of theater where creation and teaching within the University Paris 8 go together, are constantly fed to one another and can not be separated. The challenge is to demonstrate the organic unity of creative movement as it has imposed on me in my personal course. The first part of the thesis topic for training in its two sides: the one that we receive, the one that we pass on by transforming it. The second part deals with the stage director’s activity in a professional context as an extension and back-and-forth with the activity of teaching at the University Paris 8 around the successive creations which punctuate my course, with several authors or inspirers: first Valère Novarina (who was for me a sort of ‘mediator’, allowing me to move from one place to another), then Paul Claudel, François Rabelais and Homer. A conclusion returns on the fact that was for me the theatrical adventure in the bifocal perspective (teaching/training and creation) where I have maintained it: a celebration of language in all its forms, which eventually take the shape of an epic, an odyssey. .

This chapter focuses on key aspects of the cases brought to ICSID in its first two decades. Section I examines the ways in which successive Secretaries-General handled the registration of requests to institute proceedings and, in particular, their “screening” of such requests. Patterns in the constitution of the conciliation commissions and arbitral tribunals are traced in Section II, as are the first experiences of the Centre with the resignation and challenge of arbitrators. Section III discusses the distinctly pragmatic approaches of arbitral tribunals in this period to jurisdictional issues, especially the requirement of consent. There was controversy in the early 1980s as to the availability, in the context of an ICSID case, of court-ordered provisional measures. The controversy is reviewed in Section IV, which also looks at the first instances of arbitral provisional measures under Article 47 of the ICSID Convention. Section V examines the underlying interpretations of Article 42(1) of the Convention. Three ad hoc committee decisions rendered under Article 52 of the Convention are the subject of Section VI. Most of the few court proceedings for the enforcement of ICSID awards took place in these early years; the proceedings are reviewed in the concluding Section VII.

This chapter describes Article VII of the Colorado Constitution, which deals with suffrage and elections. Section 1 defines persons entitled to vote as citizens over eighteen who have resided in the state as provided by statute, and it authorizes the general assembly to require registration. In 1893, Colorado was one of the earliest states to include women in the electorate. The chapter relates the history of the issue from its discussion in the constitutional convention. Section 7 gives the General Assembly authority to set dates for general elections except for the date specified in Article X Section 20. Section 8 provides for secret ballots, powers of election officials, and election contests. Section 10 denies the vote to felons during their terms of imprisonment and parole but not after. Section 12 provides for laws governing election contests.

Abstract:
A promising direction in producing the special-purpose plates is to increase their physical and mechanical characteristics, reduce toxicity, and use highperformance equipment. The article analyzes the results of experiments to determine the physicomechanical parameters of particle board. Using a colloidal solution of nanosilver, the optimal models of layer-by-layer introduction of nanosilver into the structure of particle board (as a formaldehyde absorber) are determined. The use of colloidal solutions of nanosized particles of various metals significantly improves a number of operational and technological properties of materials that would raise the quality of life of people to a new health-saving level. The article is an overview based on the principles of a systematic approach to using the sound methods and techniques of scientific research and contevporary means of scientific investigation.

Danzay in his “Discourse” gives estimates of the regime of Eric XIV. The work allows us to compare it with The Opritchnina regime of Ivan IV the terrible. The article also discusses the “Muscovite plot” related to the overthrow of Eric XIV: the so-called “the case of Katerina Jagiellonka”. In addition, the topic of Franch presence in the Baltic is briefly touched upon. In the article, the author comes to the conclusion that “Discourse” Danzay is a valuable source on the history of Sweden and Russia, the Baltic question in the XVI century Northern Seven years' war, which can shed light on many until today the dark questions.
