Abstract:
Tulisan ini hendak membahas mengenai asas Pemilu di Indonesia. Selama ini asas Pemilu tak lebih menjadi sekedar tulisan di teks undang-undang. Padahal asas Pemilu merupakan upaya untuk menciptakan Pemilu yang berintegritas. Asas Jujur dan Adil lahir tidak lahir di ruang hampa, akan tetapi keduanya diciptakan untuk menjaga integritas penyelenggara Pemilu. Sementara itu asas Langsung, Umum, Bebas dan Rahasia dipertahankan sebagai upaya memenuhi hak-hak asasi pemilih. Dengan kedua asas ini, baik Jurdil maupun Luber kita berharap pelaksanaan Pemilu akan berjalan lebih demokratis dibandingkan pada masa orde baru.

Abstract:
AbstrakTulisan ini menggunakan metode diskripsi kualitatif, mencoba untuk mendiskripsikan tujuan umum dari muamalah yaitu untuk mencapai banyak kemashlahatan dan meminimalkan kemudharatan, dengan menggunakan prinsip prinsip tauhid, khilafah, keadilan. Dengan dasar setiap muamalah adalah boleh kecuali ada dalil yang mengharamkannya.Hasil penelitian menunjukkan bahwa terdapat dua prinsip atau asas dalam muamalah yakni prinsip umum dan prinsip khusus. Dalam prinsip umum terdapat empat hal yang utama, yakni; 1) setiap muamalah pada dasarnya adalah mubah kecuali ada dalil yang mengharamkannya; 2) mendatangkan kemaslahatan dan menolak kemudharatan; 3) keseimbangan antara yang transendent dan immanent; 4) keadilan dengan mengenyampingkan kezaliman. Sementara itu prinsip khusus memiliki dua turunan yakni yang diperintahkan dan yang dilarang. Adapun yang diperintahkan terdapat tiga prinsip, yakni; 1) objek transaksi haruslah yang halal; 2) adanya kerihdaan semua pihak terkait; 3) pengelolaan asset yang amanah dan jujur. Sedangkan yang dilarang terdapat beberapa prinsip juga: 1) riba 2) gharar; 3) tadlis; 4) berakad dengan orang-orang yang tidak cakap hukum seperti orang gila, anak kecil, terpaksa, dan lain sebagainya. Kata Kunci: Mashlahah, Mudharat, Prinsip, dan Ekonomi Islam AbstractThis paper uses a qualitative description method, trying to describe the general purpose of muamalah that is to achieve many kemashlahatan and minimize kemudharatan, using principles of monotheism, khilafah, justice. On the basis of every muamalah is allowed unless there is a proposition that forbid it.The results showed that there are two principles or principles in muamalah namely general principles and special principles. In the general principle there are four main things, namely; 1) every muamalah is essentially a mubah unless there is a proposition that forbids it; 2) to bring benefit and to reject kemudharatan; 3) the balance between the transcendent and the immanent; 4) justice to the exclusion of injustice. In the meantime the special principle has two derivatives of which are commanded and which are forbidden. As for what is ordered there are three principles, namely; 1) the transaction object must be lawful; 2) the existence of kerihdaan all related parties; 3) safe and honest asset management. While the prohibited there are several principles as well: 1) usury 2) Gharar; 3) tadlis; 4) commit with people who are not lawful like crazy, child, forced, and so forth.Keywords: Mashlahah, Mudharat, Principles, and Islamic Economics

Abstract:
Pancasila sebagai cita hukum (rechtsidee) bangsa Indonesia. Kedudukan Pancasila sebagai cita hukum mengandung konsekuensi bahwa tatanan norma dan norma-norma hukum harus bersumber dari nilai-nilai Pancasila. Nilai-nilai ideal yang terkandung dalam cita hukum tersebut kemudian diderivasi menjadi seperangkat asas-asas hukum umum yaitu asas negara hukum, asas demokrasi, asas perlindungan terhadap hak asasi manusia serta asas partisipasi publik dalam sistem penyelenggaraan negara. Asas-asas hukum di atas merupakan dasar sekaligus pedoman dalam membentuk norma-norma yang berlaku umum dan asbtrak. Dalam konteks pembentukan norma-norma hukum yang bersifat abstrak-umum, asas-asas hukum harus dijadikan landasan dan atau pedoman. Dalam konteks Mekanisme Seleksi Dewan Pengawas KPK ini, digunkan dua asas yng sudah diderivasi dari Nilai Cita Hukum Pancasila yaitu asas negara hukum material atau negara hukum material atau asas negara hukum kesejahteraan dan asas pembatasan kekuasaan atau pebatasan kewenangan. Penulis berpandangan dengan adanya Presiden dan DPR dalam Mekanisme Seleksi Dewan Pengawas KPK jutru menggnggu sifat independen dari KPK tersebut, sehingga penulis mempunyai gagasan sebagai berikut: (1) pemerintah harus membuat panitia seleksi Dewan Pengawas KPK yang diangkat secara administratif oleh Presiden dan diberikan tugas yang independen dalam menentukan keputusn terkait ketua dan anggota Dewan Pengawas KPK , (2) penghapusan kewenangan Presiden dan DPR sebagai lembaga negara yang ikut serta membentuk Dewan Pengawas KPK , (3) Pembaharuan mekanisme seleksi Dewan Pengawas KPK harus dituangkan dalam suatu peraturan perundang-undangan.

Sebagaimana dimaklumi bahwa hak asasi manusia adalah hak yang melekat pada jati diri manusia secara kodrat dan universal berfungsi menjaga integritas keberadaan manusia sebagai karunia Tuhan Yang Maha Esa yang tidak boleh diabaikan atau dirampas oleh siapapun juga. Salah satu hak asasi manusia yang diturunkan dari hak asasi manusia adalah hak asasi tersangka/terdakwa pada proses peradilan pidana yaitu hak untuk dianggap tidak bersalah sebelum dibuktikan kesalahanya atau dikenal dengan asas praduga tak bersalah (presumption of innocence). Tesis ini mencoba untuk menganalisis penerapan dan faktor-faktor yang menghambat dari penerapan asas praduga tak bersalah dalam praktek penanganan perkara tindak pidana pencurian, melalui studi kasus di Kota Mataram. Dalam tesis ini, penyusun menambahkan beberapa hal yang perlu diperhatikan dalam rangka pembaharuan hukum pidana, yaitu hukum pidana formil. Dengan mengunakan konsep Hak Aasasi Manusia dan sistem peradilan pidana sebagai pisau analisis diharapakan dapat ditemukan jawaban atas permaslahan pokok yang pada gilirannya dapat dirumuskan suatu konsep harmonisasi hubungan antara asas praduga tak bersalah pada sistem peradilan pidana di Indonesia khususnya sistem peradilan pidana di Kota Mataram pada masa yang akan datang. Kesehatan merupakan hak asasi manusia yang dipengaruhi oleh berbagai faktor salah satunya adalah lingkungan yang sehat. Merokok dapat menggangu kesehatan karena kegiatan merokok akan menimbulkan asap rokok yang akan mencemari udara dan menyebabkan berbagai macam penyakit, oleh karena itu perlu adanya pembatasan wilayah merokok agar tidak semua udara tercemar oleh asap rokok. Pemerintah telah membuat sebuah program yang bertujuan untuk meningkatkan kesehatan masyarakat yaitu melalui program PHBS (perilaku hidup bersih dan sehat) dimana salah satu program yang tercantum didalamnya yaitu larangan merokok ditempat umum.Penelitian ini merupakan penelitian yuridis normatif terhadap Peraturan Bersama Menteri Kesehatan dan Menteri Dalam Negeri Nomor 188 Tahun 2011 dan Nomor 7 Tahun 2011 Tentang Pedoman Pelaksanaan Kawasan Tanpa Rokok dan Asas Manfaat. Spesifikasi penelitian berupa penelitian deskriptif analitis dimana penelitian menginventarisasi hukum positif tentang kebijakan tentang kawasan tanpa rokok. Data yang digunakan pada penelitian ini adalah data sekunder yang diperoleh melalui studi pustaka. Penelitian disajikan secara naratif sehingga dapat mengambarkan peraturan yang berlaku tentang kebijakan tentang pedoman kawasan tanpa rokok serta hubungganya dengan asas manfaat.Pedoman kawasan tanpa rokok diharapkan dapat memberikan manfaat dan menjadi acuan bagi pemerintah daerah dalam pembuatan peraturan tentang kawasan tanpa rokok sehingga dapat mengurangi resiko akibat rokok.Hidup sehat dan hidup di lingkungan yang sehat merupakan idaman semua orang. Disahkannya Undang-undang Republik Indonesia No. 16 Tahun 2019 tentang Perubahan Undang-undang Nomor 1 Tahun 1974 tentang Perkawinan merupakan suatu langkah maju dalam perkembangan hukum perkawinan di Indonesia. Namun di lain sisi, perubahan yang hanya diarahkan pada batas usia nikah tampak belum optimal karena masih banyak hal yang harus dibenahi dalam hukum perkawinan di Indonesia. Studi ini dikembangkan melalui penelitian hukum yuridis normatif dengan menggunakan metode sinkronisasi hukum. Studi ini menemukan produk-produk hukum tentang perkawinan di Indonesia khususnya Undang-undang Perkawinan dan Kompilasi Hukum Islam perlu disinkronkan dengan produk-produk hukum lainnya seperti Undang-undang Nomor 35 Tahun 2014 tentang Perlindungan Anak, Undang-undang Nomor 39 Tahun 1999 tentang Hak Asasi Manusia (HAM) serta Undang-undang Nomor 23 Tahun 2004 tentang Penghapusan Kekerasan dalam Rumah Tangga (PKDRT). AbstrakPengaturan hukum nasionalisasi perusahaan modal asing dalam UU No. 25 Tahun 2007 merupakan upaya Indonesia mengendalikan isu globalisasi ekonomi dalam penanam modal, yang didasarkan atas ide normatif mewujudkan kedaulatan ekonomi dan politik Indonesia, untuk mempercepat pembangunan ekonomi nasional, yang mengedepankan potensi bangsa dan negara dengan tidak menutup diri pada masuk masuknya modal asing dalam rangka mewujudkan kesejahteraan rakyat Indonesia, sehingga ide normatif dimaksud, mempunyai relevansi dengan konsep Negara Hukum Kesejahteraan Pancasila dalam UUD NRI Tahun 1945, yang membolehkan nasionalisasi perusahaan modal asing, dengan persyaratankondisional, tujuan dan prosedural. Selanjutnya, asas-asas hukum yang merefleksikan ide normatif pengaturan hukum nasionalisasi perusahaan modal asing dalam UU No. 25 Tahun 2007 tersebut adalah asas kepastian hukum, asas keterbukaan, asas akuntabilitas, asas perlakuan yang sama dan tidak membedakan asal, dan asas kemandirian, yang dikonkritisasi hukum dalam UU No. 25 Tahun 2007 jis. UU No. 30 Tahun 1999 yang membolehkan nasionalisasi perusahaan modal asing, dengan persyaratan, yaitu: 1. kepentingan negara menghendaki; 2. berdasarkan undang-undang; 3. disertai kompensasi sesuai dengan asas-asas hukum internasional; 4. diselesaikan secara nonlitigasi dalam kerangka hukum alternatif penyelesaian sengketa; dan 5. diselesaikan melalui arbitrase, jika alternatif penyelesaian sengketa tidak berhasil.

Tulisan ini menyajikan analisis tentang asas Ketertiban Umum (KU) dari perspektif HAM dengan merujuk pada ICCPR dan ICESCR serta penerapannya dalam kasus GKI Yasmin Bogor terkait kebijakan Pemerintah Kota Bogor yang membekukan IMB gereja tersebut dan mencabut IMB-nya sebagai perbuatan hukum administrasi yang tidak mengenal asas KU. Oleh karena itu, penerapannya melalui kebijakan tersebut tidak memiliki dasar hukum. Asas tersebut harusnya digunakan untuk menjaga agar tidak terjadi pelanggaran sendi-sendi asasi dari sistem hukum, tetapi justeru digunakan untuk melanggar HAM. Kebijakan tersebut tidak memberi kemanfaatan atau kegunaan hukum. Kebijakan tersebut bagaikan pada masa penjajahan (tidak terganggunya kepentingan Penjajah) yang dikaitkan dengan keamanan Negara, dengan alat-alat perlengkapan Negara atau dikaitkan dengan kelompok tertentu yang intoleran; bahkan bagaikan pada masa Orde Baru, digunakan dalam rangka pengecualian berlakunya hukum, yaitu hukum HAM, yakni hak atas kebebasan beragama dan berkeyakinan Jemaat GKI Yasmin. Kebijakan tersebut menerapkan asas KU dengan fungsi negatif (menjauhkan berlakunya hukum), berakibat dilanggarnya atau terhapusnya sendi-sendi asasi dari hukum itu sendiri, dalam hal ini hak atas kebebasan Jemaat GKI Yasmin untuk menjalankan agamanya. Kebijakan tersebut menerapkan asas KU dengan fungsi negatif-intern, yaitu membatasi hak para Jemaat GKI Yasmin, yang oleh karena itu tergolong sebagai pelanggaran HAM.

<p>Pemilihan umum merupakan cara untuk memilih wakil-wakil rakyat secara demokratis. Dengan adanya pandemi covid-19 maka pemilihan kepala daerah tahun 2020 ditunda. Hal ini diatur dalam Undang – Undang Nomor 6 Tahun 2020 dan Keputusan Komisi Pemilihan Umum Republik Indonesia Nomor: 179/PL.02-Kpt/01/KPU/III/2020 tentang Penundaan Tahapan Pemilihan Gubernur Dan Wakil Gubernur , Bupati Dan Wakil Bupati, Dan / Atau Walikota Dan Wakil Walikota Tahun 2020 Dalam Upaya Pencegahan Penyebaran Covid-19. Penelitian ini menggunakan penelitian hukum normatif dengan pendekatan peraturan perundang-undangan dan pendekatan analisis. Asas dan Norma Hukum Administrasi Negara dalam Pembuatan Instrumen Pemerintahan dalam tulisan ini menyimpulkan Penundaan Pemilihan Kepala Daerah Tahun 2020 dengan instrumen yuridis Undang – Undang Nomor 6 Tahun 2020 maupun Keputusan Komisi Pemilihan Umum Republik Indonesia Nomor: 179 /PL.02-Kpt/01/ KPU/III/2020 memenuhi unsur Pasal 5 Undang-Undang Nomor 30 Tahun 2014 tentang Administrasi Pemerintahan baik dari segi asas legalitas, asas perlindungan terhadap hak asasi manusia dan Asas-asas Umum Pemerintahan yang Baik (AUPB). Dalam pembahasan ada kesesuaian AUPB dengan Penundaan Pemilihan Kepala Daerah Tahun 2020 berdasarkan asas kepastian hukum dan asas kecermatan yang biasa digunakan dalam yurisprudensi ataupun doktrin.</p>

Abstract:
“As Asas”, de Ana Teresa Pereira, é um conto que faz parte do livro A Coisa que Eu Sou de 1997, editado pela Relógio D’Água. O conto revela-nos um universo neogótico e fantasmático. Uma vez que se conhece toda a obra da escritora, podemos afirmar que esta tem o espírito para metamorfosear a situação mais banal numa câmara de horrores, que apenas se adivinha de início. Os contos têm a mesma linguagem dos “contos de fadas”, igual silêncio nos trilhos de sombra onde os jovens descobrem o destino, um anjo, um animal heráldico, quase sempre vampiro. Esta curta-metragem teve por base a adaptação do conto literário acima referido, As asas, e foi pensada primeiramente como a tentativa de execução prática de uma ideia, de uma visualização mental. Esta visão mental pode ser descrita como uma primeira criação mental da leitura do conto. Defende-se por visão mental, o processo de criação mental ou visualização, que acontece no processo de leitura, um processo criativo, que tem por base, visualizar, ou dar forma, ao que é escrito no texto. É um processo criativo pessoal e único, e é a partir daí que se tenta recriar essa mesma imagem mental. Assim, podemos afirmar que foi efetuado uma transferência, de um meio para outro, ou seja, da leitura do texto original, para o guião e depois do guião para o filme; uma mesma história, mas suportes e sistemas de exposição diferentes. Assim, ao (re) escrever o conto e passando-o para guião, pretendeu-se materializar em imagens, sons e sensações um ponto de vista pessoal sobre o que se encontrava latente no processo de criação mental. A adaptação deste conto vai ao encontro do que se defende por adaptação, ou seja, aquilo que é possível transferir da literatura para o cinema. Por serem sistemas distintos, foi necessário preservar o essencial da história, dando assim um ponto de vista pessoal sobre a obra original, mas sem fazer com que esta perca a sua integridade na transposição para o cinema. O tema principal do projeto é o overlap. Assim, sendo este parâmetro obrigatório, tentou-se adaptar o conto, não só à tal primeira visão mental já referida, mas igualmente a este tema. Fomos obrigados a ter sempre em mente duas coisas: manter a integridade da história, mesmo que esta não corresponda fielmente ao original, e pensar visual e sonoramente o overlap através de “repetições” e sobreposições de planos e ações, de forma a que o mais importante da historia seja reforçado mas evitando “adulterar” ou “deturpar” o texto original.

As políticas governamentais têm motivado a regulamentação da Educação a Distância (EaD) no Brasil. Essa modalidade tem-se ampliado em diversos programas nacionais. A cada dia, surgem novas demandas na área, e uma delas é a necessidade de se eleger um Ambiente Virtual de Ensino-Aprendizagem (AVEA), bem como selecionar instrumentos de acompanhamento e avaliação. Os desafios teórico-metodológicos do processo ensino-aprendizagem na modalidade a distância podem ser potencializados se o AVEA contemplar as interseções entre Tecnologia, Ergonomia e Pedagogia. O objetivo desta pesquisa é construir uma taxionomia para escolha de um AVEA a ser utilizado em EaD. O trabalho segue os princípios gerais da pesquisa-ação, pois se reconhece que, dadas as contingências em que o mesmo se realiza, esta abordagem é bem apropriada. O desenvolvimento do trabalho resgata algumas experiências já desenvolvidas e elabora uma ferramenta denominada EaDList, baseando-se em categorias conceituais, como interação, autonomia, cooperação e mediação. O EaDList está organizado em uma taxionomia que se desdobra na construção de critérios, indicadores e descritores. Foi aplicado por uma equipe de avaliadores para a escolha de um AVEA, respondendo a uma demanda contingencial. A aplicação do EaDList leva à escolha de uma plataforma em desenvolvimento evolutivo: o Moodle. Acredita-se que a utilização deste AVEA anuncia um reomodo no processo ensino-aprendizagem em EaD. A validação desta aposta aguarda uma nova etapa de pesquisa.

A presente investigação propõe uma análise descritiva do poema The Raven (1845) do escritor norte-americano Edgar Allan Poe (1809-1849). Para fazê-lo, como ponto de partida, toma-se quatro traduções realizadas em língua portuguesa. Como quase todo texto poético, a composição possui características de grande complexidade para sua recriação em outras línguas. Acreditando na arte da tradução, foram encontrados quatro estilos bastante singulares. Com base na Teoria dos Polissistemas, de Even-Zohar, foram selecionadas quatro traduções do poema The Raven, realizadas por Machado de Assis (1883), Fernando Pessoa (1924), José Lira (1995) e Vinícius Alves (1999), consideradas como recriações sob a perspectiva da Teoria dos Polissistemas e dos Estudos Descritivos da Tradução, isto é, são aceitos como novos poemas fruto da intervenção e da liberdade de cada um dos tradutores. Sob esta ótica, são investigados elementos ligados ao processo de criação dos tradutores, sejam eles de ordem social, política, cultural, além de aspectos atrelados tanto às políticas editoriais, quanto aos percursos e escolhas do tradutor. Privilegiou-se os quatro pólos de chegada, evitando o confronto com o poema dito "original", uma vez que não se objetiva eleger uma tradução como sendo a melhor, mas tão simplesmente apontar características próprias a cada um dos novos poemas.

Resumo: Esta dissertação tem como intenção produzir uma escrita sobre o trabalho denominado "resgate histórico-cultural do bairro da Serra, Iporanga, SP" desenvolvido por mim e duas professoras que trabalham tanto na Escola Estadual "Vítor Rodrigues da Motta" como na organização não governamental do bairro, a ASA (Associação Serrana Ambientalista). Procuramos pensar no "resgate histórico-cultural" como uma movimentação que pode trazer/produzir/inventar/reconstituir sujeitos múltiplos para o bairro da Serra. Sujeitos, estes, que estão imersos num novo contexto cultural que traz como característica a tensão entre o novo - o Parque Estadual Turístico do Alto Ribeira e o turismo - e as "tradições" locais. Tentaremos trazer, no desenrolar desta escrita, essa movimentação e as diversas dimensões e desdobramentos que apareceram destes sujeitos múltiplos criados/inventados para o bairro
Abstract: This research endeavours to produce a writing about a work named "historic-cultural retrieval of the Serra neighborhood at Iporanga, SP" that was developed by me and two teachers who work both on the school "Vítor Rodrigues da Motta" and on the non -governmental organization of the neighborhood, ASA (Associação Serrana Ambientalista). We tried to think about this work as a motion that should bring/produce/invent/recompose Subjects for the Serra neighborhood. These Subjects are plunged into a new cultural context characterized by the tension between what is new - the Parque Estadual Turístico do Alto Ribeira and the tourism - and the local "traditions". Along this writing we intend to bring this motion and the different dimensions that showed up by these invented/created multiple subjects

A indústria aeronáutica vem promovendo avanços tecnológicos em velocidades crescentes, para sobreviver em mercados extremamente competitivos. Neste cenário, torna-se imprescindível o uso de ferramentas de projeto que agilizem o desenvolvimento de novas aeronaves. Os atuais recursos computacionais permitiram um grande aumento no número de ferramentas que auxiliam o trabalho de projetistas e engenheiros. O projeto de uma aeronave é uma tarefa multidisciplinar por essência, o que logo incentivou o desenvolvimento de ferramentas computacionais que trabalhem com várias áreas ao mesmo tempo. Entre elas se destaca a otimização multidisciplinar em projeto, que une métodos de otimização à modelos matemáticos de áreas distintas de um projeto para encontrar soluções de compromisso. O presente trabalho introduz a otimização multidisciplinar em projeto (Multidisciplinary Design Optimization - MDO) e discorre sobre algumas aplicações possíveis desta metodologia. Foi realizada a implementação de um sistema de MDO para o projeto de asas flexíveis, considerando restrições de aeroelasticidade dinâmica e massa estrutural. Como meta, deseja-se encontrar distribuições ideais de rigidezes flexional e torcional da estrutura da asa, para maximizar a velocidade crítica de flutter e minimizar a massa estrutural. Para tanto, foram utilizados um modelo dinâmico-estrutural baseado no método dos elementos finitos, um modelo aerodinâmico não-estacionário baseado na teoria das faixas e nas soluções bidimensionais de Theodorsen, um modelo de previsão de flutter que utiliza o método K e, por fim, um otimizador baseado no método de algoritmos genéticos (AGs). São apresentados os detalhes empregados em cada modelo, as restrições aplicadas e a maneira como eles interagem ao longo da otimização. É feita uma análise para a escolha dos parâmetros de otimização por AG e em seguida a avaliação de dois casos, para verificação da funcionalidade do sistema implementado. Os resultados obtidos demonstram uma metodologia eficiente, que é capaz de buscar soluções ótimas para problemas propostos, que com devidos ajustes pode ter enorme valor para acelerar o desenvolvimento de novas aeronaves.
The aeronautical industry is always trying to speed up technological advances in order to survive in extremely competitive markets. In this scenario, the use of design tools to accelerate the development of new aircraft becomes essential. Current computational resources allow greater increase in the number of design tools to assist the work of aeronautical engineers. In essence, the design of an aircraft is a multidisciplinary task, which stimulates the development of computational tools that work with different areas at the same time. Among them, the multidisciplinary design optimization (MDO) can be distinguished, which combines optimization methods to mathematical models of distinct areas of a design to find compromise solutions. The present work introduces MDO and discourses on some possible applications of this methodology. The implementation of a MDO system for the design of flexible wings, considering dynamic aeroelasticity restrictions and the structural mass, was carried out. As goal, it is desired to find ideal flexional and torsional stiffness distributions of the wing structure, that maximize the critical flutter speed and minimize the structural mass. To do so, it was employed a structural dynamics model based on the finite element method, a nonstationary aerodynamic model based on the strip theory and Theodorsen’s two-dimensional solutions, a flutter prediction model based on the K method and a genetic algorithm (GA). Details on the model, restrictions applied and the way the models interact to each other through the optimization are presented. It is made an analysis for choosing the GA optimization parameters and then, the evaluation of two cases to verify the functionality of the implemented system. The results obtained illustrate an efficient methodology, capable of searching optimal solutions for proposed problems, that with the right adjustments can be of great value to accelerate the development of new aircraft.

This work proposes to investigate aspects about the potentialities revealed by the winged figure, especially in the angel s affinity with thematic as allegory, modernity and contemporanity. To analyze its resurging infinite significations and how angel s image survives and lives with time to contemporanity, in contemporary art. In the first chapter, entitled constancy and variation, it is presented the constant winged figures in history, in art history up to the usage of this image as Christian iconography, when allegory s study through decency made decorative construction to happen in a persuasive form, reaching colonial Portuguese-Brazilian art, through Christian Patronage. Religious construction, connected to economical factors, joined by decency, appears repetition and difference, unique in the angel s appearance. In the second chapter, entitled presence and absence, we punctuate the angel s presence in the relation with the spectator and the world in the end of the 19th century and the beginning of the 20th century, from the passage of the divine to the humane. We stand out angel s image as modernity s allegory, Walter Benjamin s adopted and studied figure, as characteristic elapsed from the transitions of the time. The angel, forgotten by human delusion, appears as a reflex of this symptom of modernity, the ephemeral and melancholy feeling. From the lost of divine condition, the angel s fallen, the being endowed of humanity. In the third chapter, as persistence and reelaboration, it is approached the angel s appearance in contemporary art as the field of probabilities and possibilities. Towards tensions of the apparent world, the angel in art appears as the mirror of humanity in contemporanity. This way, it survives by the opposite side, as a formless being and by damages. It consists in the reelaboration of the image as form s survival and thus exists as a weight of its own condition, unbearable and unsustainable lightness. Thereby, this study was done through bibliographical research, on theoretical obliquity and art historic, with a more philosophical and speculative value related to the images, being and operation by collage and connections, with a possibility of new interrogations and interlocutions
Este trabalho propõe investigar questões sobre as potencialidades reveladas pela figura alada, em especial na afinidade do anjo com temas como alegoria, modernidade e contemporaneidade. Propõe analisar as significações infinitas ressurgentes do anjo e como sua imagem sobrevive e vive com o tempo até a contemporaneidade, na arte contemporânea. O primeiro capítulo, intitulado Constância e variação, apresenta as constantes figuras aladas na história, na história da arte até a utilização dessa imagem como iconografia cristã, quando o estudo da alegoria por meio do decoro fez com que a construção decorativa se desse de forma persuasiva, atingindo a arte colonial luso-brasileira, mediante o Padroado. A construção religiosa, ligada aos fatores econômicos, acompanhada pelo decoro, acarreta repetição e diferença singular no aparecimento do anjo. No segundo capítulo, chamado Presença e ausência, pontua-se a presença do anjo na relação com o espectador e o mundo no final do século XIX e início do século XX, da passagem do divino ao humano. Assinala-se a imagem do anjo como alegoria da modernidade, figura adotada e estudada por Walter Benjamin, como característica decorrida das transições na época. O anjo, esquecido pela desilusão humana, aparece como reflexo desse sintoma da modernidade, da efemeridade e do sentimento de melancolia, da perda da condição divina, a queda do anjo, para o ser dotado de humanidade. O terceiro capítulo, Persistência e reelaboração, aborda a aparição do anjo na arte contemporânea como campo de possibilidades e probabilidades. Frente às tensões do mundo aparente, o anjo na arte surge como espelho da humanidade na contemporaneidade. Dessa forma, sobrevive pelo lado oposto, como ser disforme e por avarias. Consiste na reelaboração da imagem como sobrevivência da forma e passa a existir como peso de sua própria condição, insustentável e insuportável leveza. Este estudo concretiza-se por meio da pesquisa bibliográfica, sob o viés teórico e histórico da arte, de valor mais filosófico e especulativo relacionado com as imagens, numa operação por colagens e conexões, com possibilidade de novas interrogações e interlocuções

Projetar aerodinamicamente, asas supersônicas será sempre uma tarefa complexa, cara e demorada. Sabendo disso, metodologias de cálculo são concebidas e integradas de modo a orientar e agilizar a obtenção da configuração desejada. O presente trabalho é um método dos painéis de primeira ordem que emprega dipólos supersônicos e condição de contorno cinemática no plano da corda, com objetivo de determinar o diferencial de pressões e arqueamento na asa. Ou seja, é voltado para a resolução dos probelmas de análise e projeto. Os resultados obtidos, inclusive coeficientes aerodinâmicos, apresentam concordância muito boa com os valores analíticos e experimentais (asa seta). Além disso, deve-se ressaltar que foi implementado um código computacional (distcarg) de modo a facilitar e tornar mais rápida a comparação dos resultados de asas com formas em planta e carregamentos especificados, diferentes. Desta feita, conseguiu-se um conjunto integrado de códigos computacionais que corresponde às expectativas.

This manuscript presents information for all supernovae discovered by the All-Sky Automated Survey for SuperNovae (ASAS-SN) during 2015, its second full year of operations. The same information is presented for bright (m(V) <= 17), spectroscopically confirmed supernovae discovered by other sources in 2015. As with the first ASAS-SN bright supernova catalogue, we also present redshifts and near-ultraviolet through infrared magnitudes for all supernova host galaxies in both samples. Combined with our previous catalogue, this work comprises a complete catalogue of 455 supernovae from multiple professional and amateur sources, allowing for population studies that were previously impossible. This is the second of a series of yearly papers on bright supernovae and their hosts from the ASAS-SN team.

A Otimização Multidisciplinar em Projeto (em inglês, Multidisciplinary Design Optimization - MDO) é uma ferramenta de projeto importante e versátil e seu uso está se expandindo em diversos campos da engenharia. O foco desta metodologia é unir disciplinas envolvidas no projeto para que trabalhem suas variáveis concomitantemente em um ambiente de otimização, para obter soluções melhores. É possível utilizar MDO em qualquer fase do projeto, seja a fase conceitual, preliminar ou detalhada, desde que os modelos numéricos sejam ajustados às necessidades de cada uma delas. Este trabalho descreve o desenvolvimento de um código de MDO para o projeto conceitual de asas flexíveis de aeronaves, com restrição quanto ao fenômeno denominado flutter. Como uma ferramenta para o projetista na fase conceitual, os modelos numéricos devem ser razoavelmente precisos e rápidos. O intuito deste estudo é analisar o uso de metamodelos para a previsão do flutter de asas de aeronaves no código de MDO, ao invés de um modelo convencional, o que pode alterar significativamente o custo computacional da otimização. Para este fim são avaliados três técnicas diferentes de metamodelagem, que foram escolhidas por representarem duas classes básicas de metamodelos, a classe de métodos de interpolação e a de métodos de aproximação. Para representá-las foram escolhidos o método de interpolação por funções de base radial e o método de redes neurais artificiais, respectivamente. O terceiro método, que é considerado um método híbrido dos dois anteriores, é chamado de redes neurais por funções de bases radiais e é uma tentativa de acoplar as características de ambos em um único metamodelo. Os metamodelos são preparados utilizando um código para solução aeroelástica baseado no método dos elementos finitos acoplado com um modelo aerodinâmico linear de faixas. São apresentados resultados de desempenho dos três metamodelos, de onde se pode notar que a rede neural artificial é a mais adequada para previsão de flutter. O processo de MDO é realizado com o uso de um algoritmo genético multi-objetivo baseado em não-dominância, cujos objetivos são a maximização da velocidade crítica de flutter e a minimização da massa estrutural. Dois estudos de caso são apresentados para avaliar o desempenho do código de MDO, revelando que o processo global de otimização realiza de fato a busca pela fronteira de Pareto.
The Multidisciplinary Design Optimization, MDO, is an important and versatile design tool and its use is spreading out in several fields of engineering. The focus of this methodology is to put together disciplines involved with the design to work all their variables concomitantly, at an optimization environment to obtain better solutions. It is possible to use MDO in any stage of the design process, that is in the conceptual, preliminary or detailed design, as long as the numerical models are fitted to the needs of each of these stages. This work describes the development of a MDO code for the conceptual design of flexible aircraft wings, with restrictions regarding the phenomenon called flutter. As a tool for the designer at the conceptual stage, the numerical models must be fairly accurate and fast. The aim of this study is to analyze the use of metamodels for the flutter prediction of aircraft wings in the MDO code, instead of a conventional model itself, what may affect significantly the computational cost of the optimization. For this purpose, three different metamodeling techniques have been evaluated, representing two basic metamodel classes, that are, the interpolation and the approximation class. These classes are represented by the radial basis function interpolation method and the artificial neural networks method, respectively. The third method, which is considered as a hybrid of the other two, is called radial basis function neural networks and is an attempt of coupling the features of both in single code. Metamodels are prepared using an aeroelastic code based on finite element model coupled with linear aerodynamics. Results of the three metamodels performance are presented, from where one can note that the artificial neural network is best suited for flutter prediction. The MDO process is achieved using a non-dominance based multi-objective genetic algorithm, whose objectives are the maximization of critical flutter speed and minimization of structural mass. Two case studies are presented to evaluate the performance of the MDO code, revealing that overall optimization process actually performs the search for the Pareto frontier.
